Dear Exhibitors / Delegations: Auto Shanghai 2019 will be held at National Exhibition and Convention Center (Shanghai) (No. 333, Songze Avenue, Shanghai) from April 18 to April 25, 2019 (April 16 to April 17 are press days). With the efforts from all relevant parties, Auto Shanghai 2019 has reached a scale of over 360,000 square meters and attracted around 1,000 Exhibitors from 20 countries and regions. The Organizer would express sincere thanks and warm welcome to all the exhibitors for your active participation. To facilitate the Exhibitors’ participation in Auto Shanghai 2019, the Organizer reminds all the exhibitors of reading carefully the Exhibitors’ Manual. We notify you the issues concerning registration and participation as follows: 1. Show Venue:

Exhibitors: a. Company Certificate; b. Business Card; c. Booth Fee Invoice or Copy of Payment Receipt; d. Signed and chopped Form 2-3 of Exhibitors’ Manual: “Letter of Commitment to

Safety Production and Fire Safety Control of Raw Space Stand Construction” Important Note: All the exhibitors have to wire full payment to the organizer before the opening of the building up of show and have to submit signed and chopped Form 2-3 of Exhibitors’ Manual: “Letter of Commitment to Safety Production and Fire Safety of Special Setup Stand”, otherwise the organizer will not issue the badges and will not provide electricity to the stand. B. Stand Contractors: Refer to Appendix II: “Application for Build-up &

Dismantling Working Badge”; a. Receipt of Fairground Management Fee or Copy; b. b. Fill out the Registration Form; c. Collect Exhibitors’ Badges; d. Collect show materials Important Notes: a. Exhibitors’ Badges and Temporary Staffs’ Badges are to be collected by the

contact person of each exhibitor. Please take proper care of the badges. Badges lost will not be redeemed.

b. Exhibitors’ Badges and Temporary Staffs’ Badges will have to be scanned for


admission and exit when the Admission System starts to operate. Violators will not be able to enter the Hall.

B. Stand Contractors: a. Bring the above-mentioned materials to the Joint Office; b. Sign the Security Responsibility Letter; c. Go to NECC (Shanghai) office for the Build-up & Dismantling Working Badge

(Tel: +86 (0) 21 6700 8487/6700 8488) d. Please refer to Appendix II: “Application for Build-up & Dismantling Working

Badge” Important Notes: a. Construction Permit is valid from April 4 to April 15 and from 15:00, April

25 to April 28; b. Stand contractors’ staff will have to obtain Contractors’ Duty Badges from

the Joint Office to enter the Hall during the show. A deposit of RMB 1,000 per badge and RMB 50 for the badge cost will be collected. Refund will be arranged on receipt of the staff badges after the show. The number of Contractors’ Duty Badges applied by the Stand Contractors will be reviewed and approved onsite according to the booth space, the detail issue time will be announced on-site. Please refer to the Appendix III “Notice for Contractors’ Duty Badge Application”.

4) Registration and Build-up Period A. > Hall 1H, 2H, 3H, 4.1H, 5.1H, 6.1H, 7.1H, 7.2H, 8.1H, 8.2H (Car Maker

Exhibitors): Time for Registration and Construction: 8:30 to 18:00, April 9 to April 15, 2019. Please register at NH;

B. > (Press Companies): Time for Registration and Construction: 8:30 to 18:00, April 13 to April 15, 2019. Please register at NH;

C. > Hall 3H, 5.2H, 6.2H (Auto Parts Exhibitors): Time for Registration and Construction: 8:30 to 18:00, April 12 to April 15, 2019. Please register at WH, 8m pedestrian layer;

Important Notes: a. All exhibitors are required to strictly perform the registration and

construction according to the above-mentioned time period; b. All the vehicles into NECC (Shanghai) will be coordinated by Shanghai

Expotrans and Admission Permits will be distributed. Vehicles without Admission Permits shall not approach or enter the Hall during the build-up period (April 9-15);

c. Shanghai Expotrans has notified each exhibitors of the above issue, please return the relevant information for Shanghai Expotrans to deliver or process the Admission Permits;

d. Exhibitors shall submit written application in advance before 15:00 on the


certain day for extended working hours. The Organizer will give permission on discretion. The Exhibitor shall bear the overtime charge and pay to NECC (Shanghai). The Organizer will not provide the guarantee of any exhibitors’ costs.

4. Stands / Delegations staging onsite shows or special activities including inviting

celebrities should submit written application to the Organizer before April 4, 2019. When the Organizer give the approval after the examination, we will coordinate the show programs of the neighboring stands to achieve the excellent show effect and ensure the onsite order and security. The content and form of the shows or activities shall not be against the laws and regulations of China and the social civilization.

5. All stands / delegations shall assume the responsibility of maintaining a good

show environment: Do not use environmental unfriendly materials; Do not use materials that are not up to the fire-safety standard; Ensure the safety and stability of the stand structure, especially the electricity wire and prepare the relevant emergency plan; Ensure that all the electricity wires are safely together bind and protected; Please keep the sound volume in the stand under 70 db. The Organizer will appoint staff to patrol the Hall. Government Agencies or the Organizer reserves the right to punish the exhibitors who violate the regulation for three times (tested and warned by the Organizer or the Government Agencies) in the form of changing the booth design, electricity cut-off or other measures.

6. Exhibits of inferior quality, involving piracy or causing patent disputes are not

allowed to participate in the show. Commodities other than the exhibit profile of the show are not allowed to exhibit. Onsite retailing is forbidden. The Organizer will set up an Intellectual Property Rights Office to handle the above-mentioned matters.

7. To ensure public security, the Organizer will install a security inspection system at

all entrances. Please do not bring any explosive, inflammable or dangerous materials into the Hall. Any special case shall be submitted in written application to the Organizer. Admission shall be permitted after the approval from the Public Security Bureau and Fire Control Bureau. Otherwise, the violator will bear all the responsibility.

8. All the persons that enter exhibition area during the move-in/tear-off must wear

safety helmet. All the elevated construction has to be operated by qualified professional workers protected by safe belt.


9. In the build-up period, exhibitors who need to bring plants, furniture and other exhibition articles into the Hall are required to fill out “Article Admission” in the Joint Office. Admission is permitted when the article is checked and the form stamped. Exhibitors who need to bring articles out of the Hall are also required to fill out “Article Exit” in the Joint Office. Exit is permitted after the article is checked and the form stamped. To bring the articles into and out of the Hall, international exhibitors or exhibitors with articles without customs declaration documents are required to perform the relevant procedure in the Shanghai Expotrans Office at the Entry Hall.

10. Exhibitors are reminded to take good care of your personal belongings or articles

in your stands such as mobile phones, computers, bags, wallets and important documents. To avoid the loss of articles, your vigilance is needed. If you want to rent furniture onsite, please contact SYMA or Arts & Sales or Double Good, the official stand contractors to avoid unnecessary trap.

11. During transportation of cargos, please appoint official or certified logistic

company. Please avoid using illegal or personal transportation service in case of traps or troubles.

12. Smoking and open flame operation in the Hall is forbidden. The operation which

is related to water, electricity and compressed air has to be operated by certified professional worker.

13. To facilitate exhibitors in all the exhibition areas, the Organizer has set up

multiple onsite service windows in the Hall, staffed with the Organizer, NECC (Shanghai), freight-forwarder, stand contractor. Exhibitors are recommended to consult and solve the relevant issues in these service windows.

14. April 16 to April 17, 2019 are the Press Days of Auto Shanghai 2019. The indoor

car maker exhibitors shall prepare the reception. Besides Exhibitor Badges, Temporary Staff Badges, Journalist Badges and VIP Badges, admission into the Hall in these periods will be upon the evidence of invitations and other valid badges / cards.

15. To ensure food safety on-site, it’s not allow to take box lunch or other fast food

into the venue. 16. Due to the limited condition of NECC (Shanghai), the exhibitors are not allowed

to install additional air-conditioners at will. With regard to the actual demand of exhibitors, after coordinating with relevant department of the venue, the Organizer decides to approve the usage of additional air-conditioners by maximum 2 sets/500sqm. The exhibitors should solve the drainage problem on their own so as


to avoid water from dripping onto the ground meanwhile ensure the power consumption of the stand will not exceed the approved quantity.

17. Please refer to Exhibitors’ Manual and onsite show materials or announcements

for all the aspects of the show, including the contact of the Organizer and its service suppliers. The final notice should be subject to the onsite material or announcement, if there should be revision or addition to this Notice or Exhibitors’ Manual.

Friendly Notice: 1. During the exhibition period, should any foreigner be involved in profitable

activities, it’s necessary to apply the corresponding procedures for him according to the government regulations. For details please contact: +86 21 22176301.

2. Exhibitors which would have early hall access before April 9 should apply for worker badges in the accreditation center outside NH.

Appendix I:

Notice from official contractor before the show

Dear Exhibitor / Contractor, Being the official contractor of the coming Auto Shanghai 2019, Shanghai SYMA-Expo Ltd. would like to welcome you to the event and at the same time remind you of the following items:

1. Please arrange the payment of facilities fee, management fee, and deposit before move-in. If not, facilities will not be switched on and it also will influence the construction schedule (except having the organizer’s guarantee). If applying for advance move-in, please go to the official contractor service counter and go through the relevant procedures.

2. Please check the quantity and location of all facilities in your stand firstly (including power, water, gas, telephone and internet). If finding any problems, please go to the official contractor service counter. All facilities are only laid according to the ground floor position, and facilities of the second floor should be connected by your own contractor.

3. Please ensure that the covers or doors of the electrical outlets can be open during the whole exhibition (including ground electricity cover and electricity cabinet). Otherwise, it will influence the electricity supply and the maintenance work. Exhibitors shall be liable to all relating losses.

4. The installation personnel for electric wiring and electrical equipment should hold effective electrician safe operation certificates, if not, they should be ordered to cease the work. Workers who install and dismantle the scaffolding are required to hold the qualification certificate. The other technicians should take the certificates for the check.

5. The exhibitor must self-carry the electric box to incorporate with the box of the venue, and it should be equipped with leakage protection switch (leakage current ≤ 30mA). The power switch of the electric box of the venue has been equipped with leakage protection device according to the specific requirements. The maximum capacity of the power switch of the stand should be less than or equal to the 80% of the venue's so as to ensure the safe operation of power system.

6. During the period of move-in and move-out, the stands with special decoration may be supplied with 220V temporary power from the venue.

7. Raw space stands who apply to using 380V power in advance must connect your own electric box with the box of the venue (refer to Item 4). The electricity will be supplied after the official contractor and the venue electrician check and confirm it.

8. Electrical Installation: 1) Please prepare the insulation protection material under the power box and it cannot be placed on the ground directly. 2) It is strictly prohibited to use single wire, twisted pair wire or aluminum core wire without sheath. The wiring should be: line voltage shall take the form of three phase five wiring (L1, L2, L3, N, PE); phase voltage shall take the form of ingle-phase three wiring (L, N, PE). 3) Electric material must be with enough safe current carrying capacity. Electric lines crossing passageway shall be protected by a cable bridge. 4) The switch box must be installed earth system which meets the requirement. All the metal


trusses and metal enclosures must be grounded reliably. 5). Raw space stands should order the main power for lighting and the separate power for machine. 6). All cable connection must use the terminal or the switch. 9. It is strictly forbidden to switch on the electricity cabinet without permission. The venue

will check after finishing the work. 10. The exhibitor and contractor shall make the civilization construction. If any damage to the

venue facilities, exhibitor or contractor shall bear all consequent economic responsibilities and pay sufficient compensation.

11. For any results like power tripping, short circuit, wire burning, and electric box broken, the detailed accident records and handling documents are confirmed by the organizer/official contractor/venue. The venue has the right to shut down the power supply for any stands if they make more than twice wrong electricity use.

12. Each stand shall ensure that the power supply for the facilities is off after the exhibition is closed each day (Please switch off all the visible lighting, even if applying the 24H electricity usage.). If not, the organizer/official contractor have the right to take action and deducted from their deposit, RMB500 for the first time, RMB1000 for the second time, such like this to increase the penalty. The organizer/official contractor reserve the right for final explanation.

13. The raw space stands must arrange the electrician standby during the show period. 14. The normal time for electricity supply in the car maker hall is 10:00 on April 12, others is

14:00 on April 14. Stand contractor should connect the power boxes in the stand in accordance with the specifications one day earlier before the above time. The venue electrician begins to check at the same time. If not pass the check or the electricity box is not connected, the booth will be temporarily not supply electricity until passing the second check.

15. The stand deposit is paid by bank transfer or cash, we will refund it to your bank account within 1-2 months after the show, please supply us the account information.

Appendix III：Notice for Contractors’ Duty Badge Application

本届车展“施工证”仅限布展期（4 月 4 日至 4 月 15 日）及撤展期（4 月 25

日 16 点至 4 月 28 日）有效。搭建单位工作人员如需在展期（4 月 16 日至 4 月

25 日）进场，请参展商负责人提前申办搭建单位展期值班工作证。该工作证实

行照片化管理，现场制证，人民币 50 元/证，并需支付押金人民币 1000 元/证。

发证数量将由主办单位根据展位面积统一核准审批，请予以配合。

Contractors’ Duty badge is only valid for the buildup (Apr.4 ~ Apr.15, 2019) and

dismantle period (16:00, Apr. 25 ~ Apr. 28, 2019). If any related parties need to enter

the exhibition hall during the show time (Apr.16 ~ Apr.25, 2019), Contractors’ Duty

badge needs to be applied for. Each pass is made on site (50 RMB for production,

1000 RMB for deposit) and managed by photograph. The quantity of the Contractors’

Duty badge will be approved by the Organizer. The details of the application are as

follows:

for one person. Any kind of transfer or resale of the pass is not allowed.



附件 IV：展商展期货车通行证办理须知

Appendix IV：Notice for Cargo Vehicle Entry License Application

各位参展商、搭建商 Dear exhibitors and contractors:

办证车辆（如送货车等）仅限于 4 月 16 日至 4 月 25 日每天上午 6:30 至 7:30

进入展馆指定卸货区（详见车证反面），并听从展馆保安的指挥与管理，且于当天上午

8:00 前必须驶离展馆，否则主办单位及展馆将没收货车通行证及办证押金（人民币

2000 元/证）。

The entry license is only valid for entering NECC(SHANGHAI) cargo area from 6:30

a.m. - 7:30 a.m., Apr.16 - Apr.25. In case the vehicle stays inside NECC(SHANGHAI)

later than 8:00 a.m., this license shall be confiscated without deposit refund. The

deposit for each license is RMB2000 yuan.

二、退证手续 Procedure For Cargo Vehicle Entry License Refunding

2、退证材料 Refund Documents

(1) 申办的货车通行证及办证押金单。Entry License and deposit receipt

(2) 所退的货车通行证上的编号须与主办单位核准发放的货车通行证编号一致，否则，

视为货车通行证遗失，并扣除办证押金。

Serial number on the refunding Entry License should be in agreement with the

one verified, otherwise your entry license will be considered as lost, and thus the

deposit cannot be refunded.

(3) 若货车通行证或押金单遗失，则办证押金不予退还。

Deposit will not be refundable if the license or deposit receipt is lost.

3、退证地点 Site Office for Refund

办证及退证手续仅限参展商负责人亲自办理，其余人员恕不受理。

申请单位须做好货车通行证的管理工作，不得“传证”、不得转卖。如有违反，主办

单位将没收其证件、追究其责任，并扣除办证押金（人民币 2000 元/证）。

Applicants should keep good custody of the Entry License. Any kind of transfer or

resale of the Entry License is not allowed. The Organizer reserves the right to

confiscate the Entry License without deposit refund (RMB 2000 yuan) and

prosecute the party who violates this rule.

我司将做好货车通行证的管理工作，不 “传证”、不转卖、按时进出展馆。如

有违反，我司服从并配合主办单位的处理（没收车证、没收押金等）并承担所有

的责任。

Appendix VI: Move-in Instructions for Freight Vehicle (Including Show Vehicles) Dear exhibitors: AUTO SHANGHAI 2019 will be held at the National Exhibition and Convention Center(NECC). There will be numerous enterprises participating in the event as exhibitors. To guarantee smooth traffic during move-in and move-out period, we request that all freight vehicles (including show vehicles) access and load/unload goods with valid documents. Please read carefully and strictly follow the following instructions and inform your contractors accordingly in time. I． Document Category and Application

1. Exhibitors must submit applications for Truck Pass to the Official Forwarder on or before March 15. Since March 15, the Official Forwarder sends Truck Pass to those who have submitted applications.

2. Traffic police takes charge of centralized management of roads around the venue. General-purpose freight vehicles (except towing platform vehicles detailed in item “7”) enter the P9 parking lot. Vehicles with valid Truck Pass for the corresponding date may enter the P9 parking lot directly and join a queue. However, those without valid Truck Pass for the corresponding date enter the P10 parking lot and wait.

3. When freight vehicles enter the P9 parking lot, drivers replace Truck Pass for the corresponding date and driving licenses with Loading Bay Permit and IC card (Overtime Form to be additionally provided for the overtime period) at the certificate replacement office near the entrance. The certificate replacement fee is RMB 100 / vehicle / time. The deposit is RMB 300 / vehicle / time.

4. When freight vehicles are released, drivers pay for parking, submit Loading Bay Permit and IC card for checking, and pick up Waiting Permit at the exit of P9 parking lot. Drivers should follow instruction by traffic police and security personnel, with Loading Bay Permit and Waiting Permit displayed side by side on the front windshield (front side facing outside) and drive along Songze Avenue from the P9 parking lot to the waiting area in the north square in the venue.

5. Freight vehicles with Loading Bay Permit and Waiting Permit enter the side road around venue via the side road entry on Songze Avenue and then enter the designated waiting area in the north square through Gate 10. On the roads around the venue, any freight vehicles are prohibited from queuing or temporary parking; vendor stalls are prohibited; people, carts, platform vehicles, or any other transport devices or equipments are prohibited from staying; unloading forklifts and hand-operated lifters are prohibited; and no manual unloading or handling on road is allowed.

6. Freight vehicles are driven from the waiting area in the north square to the loading bay of the venue in sequence. After unloading, they must leave the loading bay immediately. According to the requirements of NECC, the deposit paid at P9 Parking lot will be deducted once the unloading time exceeds 90 minutes. If you require unloading service from the Official Forwarder, please contact the Official Forwarder in advance and refer to Exhibitor Manual for the handling tariff.

7. Show vehicles must enter the booth during April 13–15. All towing platform vehicles (single-stall platform vehicle) used to carry the show vehicles must be driven along the designated route to the P5 parking lot (near Laigang Road) to apply for Show Permit according to the Official Forwarder’s arrangement (for heavy duty platform vehicles used to carry the show vehicles, please consult separately about the route with the Official Forwarder). If any show vehicles need to be positioned onto booth before April 13, please contact the Official Forwarder 48 hours in advance.

8. All show vehicles enter the venue with Show Permit, which is placed in front of the right side of the front windshield during the exhibition period. One Show Permit is only valid for a single access by one vehicle. Please apply to the Official Forwarder in advance for Show Permit.

9. To guarantee safety during on-site operation, in principle, all form of unloading is prohibited, that is, freight vehicles may not enter the loading bay, in nighttime (from 21:00 to next 08:30) during move-in and move-out period. If there are special requirements, please apply to the Organizer.

一、 Important Notes

1. Exhibitors who haven’t submitted application for Truck Pass should send an

application form to SHANGHAI EXPOTRANS LTD, one of the Official Forwarders, on or before March 29. SHANGHAI EXPOTRANS LTD’s e-mail address is [email protected]. On April 9, exhibitors failing to submit application on or before March 29 may apply for Truck Pass directly at the pass application/replacement window at the certificate replacement office near the entrance of P9 parking lot (the actual move-in date to be confirmed) and pay RMB 10 /pass as the cost of the Truck Pass. If move-in plan or the exhibition is compromised by the failure to submit relevant forms to be duly filled out or by any delay, the consequences arising therefrom shall be solely borne by exhibitors.

2. On the national holiday “Tomb-sweeping Day” (April 5), the roads around the venue, the P9 parking lot and the waiting area in the venue’s north square are subject to traffic control and security measures, and all freight vehicles are prohibited from passing through or parking in these areas.

3. To guarantee proper order and traffic safety during move-in and move-out period, the Official Forwarder reserves the right to adjust the quantity of the Truck Pass and move-in/out date applied by exhibitors and contractors.

4. Please refer to the “move-out notice” (collectable during the opening period) for move-out instructions for freight vehicle (including show vehicles).

根据消防等相关部门对展馆消防、安全工作的要求，同时确保展览期间

观众通道的安全、通畅，现通知各位参展商：在本届展会开幕期间（4 月 16

日至 4 月 25 日），原则上卸货区或其他通道内禁止存放空箱（含集装箱）、

搭建工具和设备。请各位展商接到本通知后，给予积极配合，与搭建商、运

输代理做好沟通工作。如有特殊需求，可向主办方申报。

Dear all exhibitors,

According to the requirements of the exhibition hall fire control and safety work by the related department, we hereby to inform all the exhibitors that, basically, no empty packing, containers, stand-fitting material, tools or equipment are allowed to be stored in the unloading zone during the show, from Apr 16th to Apr 25th, in order to keep the audience aisle safe and clear. Your kind understanding and cooperation will be highly appreciated. And please inform your contractors/forwarding agents as well. If there are any particular demands, please submit your application to the organizer for the pre-approval.

Appendix VII: Commitment Letter for Civilized Participation

As the Exhibitor of Auto Shanghai 2019, we hereby make a solemn commitment as

follows:

1. We will strictly resist any behavior or activity which shall offend social civilization and

propagate repulsive contents.

2. We promise to convey the spirit of this commitment letter to all the relative staff of our

stand, including that from onsite management team, advertising agency and other

companies involved in the show.

3. Should we find any staff of our stand or external personnel who dresses or behaves in an

uncivilized approach, we must take urgent measures to prevent offensive communication

and sensationalization.

4. If any violation of the above commitment happens, it will be deemed as the termination

of exhibition contract.

Appendix VIII: Commitment Letter for Noise Control

As the Exhibitor of Auto Shanghai 2019, we hereby agree to observe the relevant

regulations set by the Organizer regarding noise control during the exhibition period:

1. On press days (April 16-17, 2019), to ensure a good environment for onsite

interview and report, we agree to arrange the corresponding press release

activities according to the agenda approved by the Organizer and keep silent

during the remaining period.

2. During the exhibition hours, we will keep the volume on our stand no higher

than 70db.

If any violation of the above regulations happens, the Organizer shall reserve the

right to warn the Exhibitor or even cut off its power supply. The corresponding

consequences should be born by the Exhibitor.
