Abstract

ThispaperdiscussesconditionsofNorthKoreanagncultureafterLiberation

uslnginternaldocumentsofvariousorganizationsinNorth Koreasuchas

theWorkersrParty. Theagncultul・al pohcyofthegovemmentwas

distinctlysociahstfrom thebeginning.Thisgeneratedinefaciencywhile

failingtoovercometheextensivebottleneckinproduction.TheoutputsdidnotIncreaseaSindicatedintheofficialstat,istics.

First,North Korean farmerswerenotcooperativewith thetax

Thisisnotsurprising.Theywerenoexceptiontotherulethatnooneis

willingtopaytaxes Alsomanyofthem failedtounderstandwhythey

couldnotretainalloftheiroutputsastheywerelibel・atedfromJapanese

colonialruleandalsofromthebondofthelandlord(theCentralCommlttee

ofDemocratlCYouthUnlOn,6November1946,2005/5/53ll;RinjeCotlnty,

July?1946,2007/6/16・.130).Thisisendorsedbytherepeatedattemptsof

theadministrationtomakethefarmel・SacknowledgethenecessltyOf

hJ′ぴコmu1-sefornationbuildingandthedlfferencebetweenthlStaxandthe

Japanesehongch'ttl(Ⅹukp'yon1988,345,・Hyonmu1-5eSonjonYogang,1946?,

ThefarmerscultivatingtheirownfarmlandsincethecolonlalperlOdhad

amoresubstantialreasonforevadinghyonmu1-se Asidefromthe1943145

periodwhenthecolonialadministl・ationrequlSitionedalargeamountofl・1Ce

andballley・theagrlCulturaltaxationwasnotheavyfortheKoreanown.er

farmersingeneralinthelatecolonialperiod.Thelandtaxesbecamemuch

smallerlnValueinrelationtothetotalagrlCulturalotltputSintile1930S

NorthreliedheavilyonthesupplyfromtheSouth.Thissupplywascutin
