    Te College Editors Guild of the Philippines (CEGP), an alliance of tertiarystudent publications, vehemently denounces Capt. Nathaniel Moralesoutright slander to the 83-year-old institution. Capt. Morales of the

    10th Infantry Division of the Armed Forces of the Philippines (AFP) hasreportedly accused CEGP as a legal front of CPP-NPA-NDFP. Te incidenthappened during Ateneo de Davao Universitys NSP orientation lastAugust 23, Saturday.

    Te Guild holds that this incident is an additional count of violation to thestudent press all over the country. As National Center for the Advancementof Campus Press Freedom, it is imperative for us to refute and condemn thisbaseless and dubious accusation tied to the institutions prestige.

    Te red-tagging incident only shows that the State is hostile to theprogressive orientation of the campus press. Te State reserves allinterests and exhausts all efforts to deface the critical stance of student

    journalists. Being a social critic, an alternative media and an eye opener,the campus press bears insightful reportage and opinion that shatter theillusion of the nation. Tus, it is the capacity of the press to vanguard andto convey the truth which is preyed by the State through its repressiveapparatus, the military.

    It is also noteworthy that NSP becomes an avenue of AFPs vilificationto progressive organizations and institutions. NSP is clearly deformed tobe an instrument that insinuates student pacification. It is as if NSP andROC have no differences at all. Let it be a reminder to AFP that NSP ispromulgated by the law to usher service among the youth. NSP is not pulpitwhere they can spread their ungrounded propaganda.

    CEGP is also dismayed over the erroneous historicizing of Capt. Morales.Let it be clear that Beng Hernandez was not a rebel but a civilian; she waskilled not in an encounter but in a fact-finding mission. She was killed in herexercise as a journalist. It is grave a dishonor and disrespect to the familyof Beng Hernandez and the entire Guild that her martyrdom is distorted

    muffled in lies. Indeed, AFPs sole aim is to taint and blemish the institutionsrich history.

    In a larger scale, this incident is directed to the continuing Aquino-sponsored Oplan Bayanihan. Not only is it extant in areas of conflict, nowit meddles within the walls of the campus. Tis type of harassment aimsto compromise every publications inherent and inviolable right to freedomof expression. Tis notorious program has cost numerous lives andsettlements; therefore its presence at school demands serious attentionand inquiry.

    Te States game plan is obvious; to silence the campus press. It is thesilence of the campus press that ferments and prolongs social injustice. TeState wished to suspend the truth from being uttered; it wants to draw aworsened picture of the campus press situation and let the 185 cases ofviolations bal loon even more.

    Tough dissent to the status quo makes the student publicationsvulnerable to various violations, nothing can deter us from being themouthpiece of the students and of the people. Te Guild along with itsnationwide members shall staunchly counter these transgressions againstour basic rights; reluctance and inhibition are disservice to our oath, thestudents and the country.

    Ipinagmalaki ni Aquino na talagang ready for take-off na angekonomiya ng bansa. Patuloy niyang pinipilit na ang mga sunud-sunod na kumperensya at pagtitipong pang-ekonomiyang ginaganapsa bansa, at ang malaking tiwala ng ibang bayan na pautangin angPilipinas ay patunay na umunlad na ang ekonomiya ng bansa.     Pinapatotohanan ito ng P62.6 bilyong inaprubahang pondo para sa PublicPrivate Partnership (PPP) mula 2011 hanggang Hunyo ngayong taon. AngPPP ang programang ginagamit ng gobyerno upang tugunan ang malakingkakulangan sa serbisyong panlipunan, kung saan kalakhan sa mga kasosyong gobyerno sa mga proyekto ay ang mga malalaking kapitalista tulad ngpamilyang Ayala, Sy, at Consunji. Dagdag pa rito, ang mga negosyantengito ay naitala bilang mga pangunahing isponsor ni Aquino sa panahon ngeleksyon sa pagkapresidente noong 2010.

    Habang tumitindi ang usapin ng korapsyon na kinakaharap ngsambayanan, hinahainan tayo ng ama ng bayan ng in good faith namga panukala.     Pilipino ng tatlong porsyento, o 2.5 milyon, mula noong 2012. Pawangilusyon lamang ito sapagkat ang mga datos na ito ay nakalap matapospalitan ng ilang ulit ang pamantayan ng kahirapan, at itakda ng gobyerno nahindi mahirap ang isang tao kung siya ay mayroong P53 kada araw.

    Ngayong taon, walang ginawa ang gobyerno upang mapigil ang sunud-sunod na pagtaas ng presyo ng mga pangunahing pangangailangan.Ayon sa tala ng Ibon Foundation, anim na piso ang itinaas ng presyo kadakilo ng bigas mula noong 2010. Nagimbal rin tayo sa pagsirit ng presyong bawang hanggang P300 kada kilo. Idagdag pa natin ang mahigit pisona pagtaas sa singil sa kuryente na umaabot na ngayon sa P11.32 kada

    kWh mula sa P10.35 kada kWh noong 2010. Tumaas na rin ng limampung

    sentimo ang pinakamababang pasahe sa dyip, at may pangambangmagkaroon rin ng pagtaas sa pamasahe sa LRT at MRT. Dagdag pa rito,

    patuloy pa rin ang pagtaas ng presyo ng produktong petrolyo.Kabi-kabila ang pagtataas ng presyo ng mga pangunahing bilihin ngunitnananatili ang kakulangan sa sahod ng mga manggagawa at ang malawakna kawalan ng trabaho. Bagamat ang datos na naitala ng gobyerno aynagsasaad na may 1.65 milyong Pilipino ang nadagdag sa bilang ngnagtatrabaho, karamihan sa mga trabahong ito ay kontraktwal lamang.

    Nananatiling mababa ang sahod, kaya hanggang ngayon ay hindipa rin abot kaya ang mga batayang serbisyong panlipunan. Bukod padito ay hinahayaan lamang ni Aquino ang kasalukuyang kalagayan ngmamamayan. Kaniyang ibinubulalas lamang ang mga programang hindinaman talaga nakatutugon sa pangangailangan ng kaniyang mga Boss,tulad ng K-12, two-tierred wage system, at Expanded Conditional CashTransfer Program.

    Nanatili pa ding hindi abot-kamay ang karapatan sa edukasyon, 287pribadong unibersidad ang pinahintulutan ng Commission on Higher

    Education na magtaas ng matrikula ng halos P36 kada yunit o higit pa,samantalang nananatiling mababa ang badyet para sa mga state universitiesand colleges.

    Dahil sa kapabayaan sa pagtuon ng pansin sa batayang serbisyongpanlipunan, lumalalaganap ang pribatisasyon ng ibat ibang pasilidadpara sa serbisyong panlipunan tulad ng mga pampublikong ospital.Marami rin sa mga bakanteng lupang tinitirhan ng maraming Pilipino ayginagawang mga condominiumat iba pang pribadong establisyamento.Dahil dito, libo-libong pamilya na ang pinalayas at inalisan ng karapatansa disenteng pamamahay. Naitalang 59,000 pamilya ang biktima, kungsaan may anim ang pinatay, 345 ang nasaktan, at 159 ang inaresto.

    Sa usaping agraryo, hanggang ngayon ay hindi pa rin nakakamitng mga magsasaka ang lupaing sila ang nagpayaman. Sa kabila ngdesisyon ng Korte Suprema noong 2011, hindi pa rin naipapamahagisa mga magsasaka ang lupa sa Hacienda Luisita, bagkus ay gumagamit

    umaabot sa 5,000 na overseas Filipino workersang umaalis kada araw.Hindi rin natalakay ang nakababahalang sitwasyon ng karapatangpantao, serbisyo pangkalusugan, at karapatan sa pangkabuuan.

    Kayo ang haharap sa sangandaan; kayo ang magpapasya kungmagtutuloy ang pagbabago Kayo po ang Boss, kayo ang lakas, kayoang gumagawa ng pagbabagokaya kayo rin ang magpapatuloy nito.Nasasainyo kung paanong isusulat sa kasaysayan ang mga panahong ito,ani ni Aquino. Ngunit ang kanyang SONA ay hindi SONA ng mamamayangPilipino. Ipinakita ng kanyang SONA kung sino ang kanyang tunay napinagsisilbihan, ang kanyang tunay na boss. Sa huli, nasa mamamayangPilipino pa rin ang kapasyahan at lakas, at umiigting ang pangangailangangipakita kay Aquino kung paano natin iuukit sa kasaysayan ang paglaban ng

    mamamayan sa kabulukan ng sistemang umiiral.

    Call it Its Complicated.

    It would have been the greatest momentum of history whenPhilippines was untangled from the shackles of the Spanish conquest.It would have been an opportunity for the nation to grow; bereft fromexternal dominating influences. But in the twist of events, everythingwent delusional. Everything went wrong. Everything went complicated.

    The general assumption was that America was an ally who treated theFilipinos as their brown brothers. America was a friend who shall help usbreathe the air of freedom and democracy. It was through their supportthat we shall draw a nation framed from liberty and independence. But

    as things settled, it was clear that they were not our true friends. It wasa flawed and infidel relationship. It was a friendship antedated by theTreaty of Paris where America bought the Philippines from Spain likea tagged commodity. For the Filipinos, it was friendship but for UncleSam it was a plot of colonialism. It was then that the countrys historyand conduct became brewed by submission and subservience.

    True enough that Spain and America bear similar colors. Both wereunited with the agenda of annexing hegemony. But America madethings more creative and treacherous. They labeled colonialism asbenevolent assimilation. Their conquest appeared as though they weretrying to spark an exemplar democracy in the east. While Spain utilizedthe power of the gospel, America used education. Atis became apple.The tropical country was dreaming of winter. The Americans neverneeded troops of priests to enforce their dominance; they employed aship-load of teachers to control how the Filipino thinks. Now colonialism

    never capitalized on gun powder, it was fashioned as if it was methodof instruction. The American way was engaged to supersede the 333years of Spanish influence. They were eyeing the Philippines as theirperpetual colony. Everything they have done was intricately staged.And the world was a dumbfounded audience to the undressing of theold-style colonialism.

    The American imperial motives gained a significant clamor fromprominent figures like Mark Twain, W.E.B Du Bois, and William James for them this was a disgusting move. It was turning against theirbeloved ideals of democracy. It was unbecoming of America. But theircountrys capitalist orientation made them numb from the protests. Nomatter how the means appear; the justification of their end rests on theeconomic gain of the elite few.

    Though this seemed to end on July 4, 1946 when America freed thePhilippines to avoid spending for its rehabilitation after the World War

    II, they were able to package a more acceptable colonialism streaming

    through economy, politics and culture. Treaties from treaties came toshower the American presence. In every dynamic course of this nation,they always make themselves present leeching from every turningpoint. Even the EDSA Revolution was American sponsored.

    Now, the American power has never ceased. It, in fact, increasedstrength as a potent influence in this country. Uncle Sam has grosslygripped the nation, overtly suspending the national sovereignty. It hasalso called to manipulate our educational track.

    Currently the K-12, which the US actively lobbied for, is in its thirdyear of implementation. Still, unending figures of the PhilippineGovernments inadequacy persist. Lack of facilities, classrooms, andteachers become perennial issues of the entire education system. Aslong as the program is railroaded, the US-Philippine government nevercared to solve these fundamental issues. It turns out that the main goalof the K-12 is to prepare students for overseas work as semi-skilledworkers. The US-Philippine friendship has only arrived to package asystem that breeds the servants of the world.

    Another problem that fermented from K-12 is the abolition of Filipinoas a tertiary subject. Our national language will no longer be a priority.Not only that it will tarnish cultural identity, it would pave way to amassive loss of jobs. This is among the few preliminary repercussions ofthe neo-colonial influence to our education system.

    But above all US interventions is the Enhanced Defense CooperationAgreement (EDCA). The treaty served as the epitome of Philippinepuppetry and subservience. It is said that the approval of the pact wasa welcome gift for the Obamas visit. It basically sets the limits to the

    sovereign of this nation. It allowed increased presence of US militaryin land. It ordered the country to burden all the expenses incurred bythe US. It allowed uncontested claims over agreed locations. It opensthe entire archipelago to toxic substances brought by the US military.Lastly, problems concerning their stay cannot be passed to national orinternational tribunal for arbitration without their consent. Ironically,EDCA never even passed through the scrutiny of the treaty-makingbody of the nation Senate.

    These events prove that US regime came not to benefit us. As NoamChomsky said, In the Philippines, US troops killed a couple hundredthousand people, establishing a colonial system, which still exists.Thats the reason why the Philippines has not joined the rest of Eastand Southeast Asia in the economic development for the past twenty orthirty years. The only logical step is to cut all American ties and ventureinto independence.

    And call it - friendship over.

    Definitively, thenationwide sign-up campaign for atrailblazing peoplesinitiative bill to abolishthe pork barrel systemand, through its penalprovisions, to exactaccountability for theplunder of the peoplesmoney will go full-blast

    starting September.It aims to collect, within a year, 6 million

    or more voters signatures with at least3% of the registered voters signing percongressional district.

    The signatures attached to the bill/petitionwill be submitted to the Commission onElections for verification. After certifyingthe petition to be sufficient in form andsubstance, the Comelec shall submit it to thepeople in a referendum. Approval by one-half plus one of the 52-million registeredvoters shall enact the bill into law.

    From published comments on thispeoples initiative, launched via a PeoplesCongress held in Cebu City on August23, at least three issues have been raisedexpressing doubts that it can succeed.These are:1. The Comelec may fail to verify all thesignatures, as those who oppose can putup obstacles. Failure to verify-certifythe required number 10% of all theregistered voters, 3% in every district can deter the Comelec from submittingthe petition to a referendum.2. Political fiefdoms in many of the 234districts can thwart the collection of3% of the voters signatures. Failure togather 3% in any district may render theinitiative a failure.3. Supposing the bill passes musterand becomes a law, it can be repealedby Congress. The bills provision onamendment or repeal (Section 10) onlythrough another peoples initiative andreferendum may be questioned on itsconstitutionality before the Supreme Court.

    The Peoples Congress declaration of unity

    acknowledges these challenges and resolvesto overcome them. It states:

    We know we are up against entrenchedand well-organized forces currently holdingthe reins of political power. We are alsofaced with the lack of resources as well asthe inertia and cynicism that attend anyattempt at meaningful change in the unjuststatus quo.

    But we will persevere and inevitablytriumph against all adversity for we knowthis fight to abolish the abominable porkbarrel system is the peoples fight.

    To overcome the first two challenges,the proponents vow to set up an effectivecampaign machinery; undertake a massiveinformation and education campaignnationwide; and continue to reach outand forge unities with all forces, groups andindividuals to build the broadest possibleunity for this Peoples Initiative.

    Thus far, the initiative has been endorsed,among others, by the Catholic BishopsConference of the Philippines and theIntegrated Bar of the Philippines. Thebishops support through the parishes intheir respective dioceses can be crucial tothe campaigns success.

    By early September, a nationalcoordinating committee with a jointgeneral secretariat shall set up shop tooversee the signature campaign. Regional,provincial, city and district counterpartcommittees and secretariats shall beorganized to monitor the campaign andsubmit timely reports.

    For a systematic collection and verificationof signatures, three sets of signature sheets/folders shall be filled up and signed byeach voter, as follows: (1) per congressionaldistrict in provinces or cities with multipledistricts; (2) per lone-district city or permunicipality in lone-district provinces; and(3) for big provinces and cities, regardlessof congressional districts, for voters whocannot go to their districts to sign up.

    Through (1) and (2), the coordinatingcommittees and the Comelec can determineif the 3% per-district requirement has beenmet, while (3) can complement the effort

    to attain the 10% nationwide requirement.Even after the 3% is attained, signing-upshall continue to build a comfortable bufferfor both the 10% and 3% requisites.

    To avoid overburdening the Comelec,signatures collected every month willbe submitted for immediate verificationand certification by the commissionsprovincial, city and municipal offices.Thus, any deficiency detected can beremedied in time.

    What of the issue that Congress can repealthe legislation passed through peoplesinitiative? The proponents assert: No,Congress cannot repeal it. And Section 10 ofthe bill is constitutional.

    The legal grounds for such assertions aretwo provisions of the 1987 Constitutionpertaining to peoples initiative. These are:

    Article VI, Section. 1, which says, Thelegislative power shall be vested in theCongress of the Philippines except tothe extent reserved to the people by theprovision on initiative and referendum;and Article VI, Section 32, which providesfor the system of initiative and referendum,whereby the people can directly proposeand enact laws or approve or reject anyact or law or part thereof passed by theCongress after the requirements citedearlier are fulfilled.

    Note that while the legislative power ofCongress includes the power to pass, amendor repeal laws, Section 1 separates fromsuch power the peoples reserved power tolegislate via initiative and referendum.

    More important, note that Section 32upholds the peoples power not only todirectly enact laws but also to approve orreject repeal, in effect any law passed byCongress. Not the other way around.

    As sovereign, the people hold the inherentpower to legislate. Congress, constitutingthe peoples elected representatives, onlyexercises legislative power delegated bythe people. Thus, Congress cannot overridewhat the peoples initiative will enact.

Maaalala na minsan nangnilahukan ng ina ng Pangulo na si datingpangulong Corazon Aquino ang malawak nahanay ng mamamayan na nagnais na labananang diktaturyang Marcos kaya naman isangkwestyon para sa karamihan ang hakbang naito ng Pangulo.

    Mistulang kapit-tuko man ang Pangulo saestado, ang malawak na pagkakaisa naman ngmamamayan na patuloy na nagbabantay angmapagpasyang tatalop at magpapababa sa

    kanyang pwesto.

    Sa pagdiriwang ng ika-83 anibersaryong College Editors Guild of the Philippines(CEGP), muli nitong itinampok ang seryeng mga aktibidad na siyang nilahukan ngibat ibang publikasyon, kaugnay sa linggong kalayaan sa pamamahayag pangkampusnoong Hulyo 21-26.

    Isang photo exhibit ang isinagawa ngThe Bedan ng San Beda College na siyangnagbaliktanaw sa mga naging pakikibaka attagumpay ng CEGP sa loob ng 83 na taon, atisang diskusyon hinggil sa pangkalahatangkalagayan ng mga mamamahayag sabansa ang isinagawa ng The Chronicler ngPoliteknikong Unibersidad ng Pilipinas-

    Taguig bilang pambungad sa linggo.Kaugnay nito, nagsindi ng mga kandila sa

    harapan ng Mendiola ang mga publikasyonng CEGP-Metro Manila upang ipanawaganang hustisya at gunitain ang halos limangtaon matapos ang pagpaslang sa 32 namamamahayag sa Ampatuan Massacre.

    Nangalampag din ang CEGP sa Commissionon Higher Education(CHED) upang maningilng agarang aksyon sa halos 185 na kaso ngpaglabag sa kalayaan ng mga mamamahayagpangkampus na naidokumento ng CEGP,gayundin and represyong pangkampus nanagaganap sa buong Pilipinas.

    Hindi titigil ang CEGP sa pagprotekta

    sa lahat ng mga mamahayag pangkampus,mga kabataat estudyante maging angmga kasamahan natin sa midya laban sa

    paglabag ng estado sa karapatang pantao.Ang panawagn natin ay itigil ang talamakng impunidad na umiiral sa ating lipunan,saad ni Marc Lino Abila, kasalukuyangpambansang pangulo ng CEGP.

    Isang gabing pangkultura naman angnaging pagtatapos ng nasabing pagdiriwangna siyang kinatampukan ng mga kulturalna pagtanghal, pagtula, at pag-awit, nasiyang dinaluhan ng mga mamamahayag

    pangkampus sa Metro Manila.Patuloy nating itataguyod ang patriyotiko

    at demokratikong pamamahayag, patuloy na

    maninindigan at magmumulat ang Guildhindilang para sa kalayaan sa pamamahayag, kundipati sa tunay na pagbabagong lipunan ng atingbansa, ani Abila.

    Patriyotiko at demokratikong pamamahayagsa ika-83 anibersaryo ng CEGP

    Pakikiisa ng mga mag-aaral at mamamahayag pangkampus ng Central Luzon State University (CLSU) salalawigan ng Nueva Ecija sa paggunita sa Campus Press Freedom Week at sa panawagan para sa tunay kalayaansa pamamahayag. Larawan mula sa CLSU Collegian.

    Sa pangunguna ng Kawasa, ang opisyal napahayagan ng mga mag-aaral ng MindanaoState University-Tawi-tawi College ofTechnology and Oceanography (MSU-TCTO),naglunsad ng isang pagtitipon ng mgamamamahayag pangkampus sa lalawigan ngTawi-tawi upang gunitain ang Campus PressFreedom (CPF) Weekat ika-83 anibersaryo ngCollege Editors Guild of the Philippines(CEGP).

    Sa pakikipagtulungan ng KabataanPartylist at Unified Successors for Change(USC), ginanap ang pagtitipon noong Hulyo25 sa Sabdani Bulante Hall ng MSU-TCTO.Naglalayong itong ipakilala ang CEGP atang mga layunin ng nasabing organisasyon,imulat sa ibat-ibang uri ng campus pressfreedom violations sa mga mamamahayagpangkampus ng Tawi-tawi.

    Dinaluhan ang nasabing pagpupulong ngmahigit 50 mamamahayag pangkampus mulasa Mahardika Institute of Technology, Tawi-TawiRegional Agricultural College, MSU-Science HighSchool, MSU-Preparatory High School at mgaestudyante ng MSU-TCTO.

    Naglunsad rin ng pagsisindi ng kandila,nanawagan ng katarungan at nag-alay ngpanalangin ang mga dumalo para sa mgabiktima ng Ampatuan Massacre at sa mgabiktima ng digmaan sa pagitan ng mga pwersang Israel at Palestine sa Gaza Strip.
