１．目的
外国人学生に大韓民国の高等教育機関で修学する機会を賦与し、国際教育交流を促進して国家間の友好増進を図る。
2.募集人員: 880名
O在外公館（大使館）配置定員：533名（157ヵ国）
♦ 外公館配置定員533名中25名は海外養子の別途配置定員で、養子（１２ヵ国）は養子先国家の在外公館に志願書を提出し、養子志願者は一般志願者とは別途に養子間で選抜される。

o 志願可能大学 ： 国立国際教育院（以下NIIEDと称す）が選定した60大学
*公館(養子含む)を通じての志願者は、下記の大学から３志望大学を選択し志願書へ記載・提出の上、 ２次（NIIED審査）合格後、その３志望大学の入学審査を受ける。
* 大学を通じての志願者は、以下の大学から１志望大学のみ選択して、その大学に志願書を提出し、２次(NIIED審査) 合格後その志望大学への入学が確定される。

o 募集分野 : 60委託大学で政府招待学生に開設した全学部分野で、詳しい情報は GKSウェブサイト(www.studyinkorea.go.kr)のUniversity Informationを必ず参照のこと。志願者は必ずUniversity Informationに登載の大学とその大学で開設の学科のみ志願すること。
*夜間講義、季節講義、通信講義など一般大学院と講義形態が異なる大学院への入学は不可。
o 募集課程 : 修士課程, 博士課程
4. 2014 選拔主要內容
o 2014年度志願者は、在外公館及び国內委託大学二つのうち一つを志願すること。
※海外養子も、養子配置定員が配置になった国の韓國大使館を通じて志願可能。
o 奨学生：審査後、最終的に志望大学の入学許可を取得することで奨学生として確定される。
o 志願書受付及び候補推薦機関 : 在外公館(大使館)及び60か国の委託大学
※志願者は公館及び大学のうち、１か所のみ志願可能。二重志願は不合格となる。
o 選考方法
-１次選考 : 推薦機関(公館, 大学)で願書を受付後、選拔基準(NIIED)に照らし審査して候補者推薦
-２次選考(NIIED) : １次選定後、推薦された候補者を対象に奨学生選定委員会で総合審査
-３次選考(大学) : ２次に合格した公館推薦者を対象に各大学別入学審査を経て奨学生を最終決定
※大学を通じて志願した候補者は、2次合格後、Orientationで健康診断を経て最終奨学生として確定される。
o 進学大学決定
- 在外公館（養子含む） 推薦候補者は、２次合格後60の委託大学から本人が志願した３大学の入学審査を受け、入学許可を受けた中から最終的に１大学を選択してその大学に進学する。
- 国内大学推薦候補者は、２次合格後、本人が志願したその大学に自動的に進学が確定。
5. 招待及び奨学金支給期間
o 修士 (3年) : 2014.9.1 ～ 2017.8.31 (韓国語研修 1年 + 学位課程２年)
o 博士 (4年) : 2014.9.1 ～ 2018.8.31 (韓国語研修 1年+ 学位課程 ３年)
※2014年大学院奨学生は、学位課程(修士 2年, 博士 3年) 終了後の奨学期間延長は不可。
(2012学年奨学生から適用 )
※TOPIK 5級以上で韓国語研修を免除された場合、免除された期間のみ全体の奨学期間は短縮される。
6. 韓国語研修
o 1年間の韓国語研修課程を経て、学位課程進級(TOPIK3級以上を取得した者のみ許可)
o 研修期間 : 1年(義務事項)
* すべての奨学生は NIIEDが指定した韓国語研修機関で１年間韓国語研修を受ける。
ただし、韓国語能力試験(TOPIK)５級以上取得者は韓国語研修を免除される。
* 1年間の韓国語研修後、TOPIK ３級未収得者は追加研修を６ヵ月間追加実施。
o 研修機関 : NIIEDで指定した優秀韓国語研修機関 (12ヵ所前後を予定 ) の内1ヵ所に配属
*韓国語研修機関は NIIEDが指定し、指定された韓国語研修機関の変更は不可。
*韓国語研修期間中は家族同伴は禁止とし、韓国語研修機関内の寄宿舎生活を原則とする。
*韓国語研修機関配置の第１原則は修学予定大学と異なる地域に位置する機関とし、奨学生に多様な韓国文化を体験させ、集中的で専門的な韓国語の研修プログラム提供を通じて修学大学の進学を目指す。
o 韓国語研修免除 : TOPIK 5級, 6級者は韓国語研修免除を受け、学位課程をただちに始める。
※TOPIK 5級, 6級取得者は韓国語研修免除。学位課程を即始める義務を負う。
7. 志願資格
o 志願者及び父母がいずれも外国国籍を持つこと
※志願者が韓国国籍を持つ二重国籍者は志願不可
o 韓国で長期間留学可能な心身とも健康な者。
※志願者が自己健康チェックリスト(Personal Medical Assessment) を提出後、長期間海外修学に支障がある深刻な病気が発見された場合は合格を取り消す。また、韓国入国後NIIEDが実施する健康検診 (オリエンテ－ションOT)を必ず受け、深刻な病気 (HIV、麻薬類、また長期間修学が難しいと判断される病気など) が発見された場合も合格を取り消す。
※妊娠した者は志願できない (健康検診の結果、妊娠判定者は奨学生資格喪失)
o 2014年 9月1日において満40歳未満の者 (1974年 9月 1日以後出生者 )
※年齢を超えた者は審査対象から除外
o 2014年8月31日時に学士学位または修士学位を収得した者及び収得予定者。
※修士課程志願者 : 学士学位を収得した者、または、それと同等以上の学力があると認定された者。
※博士課程志願者 : 修士学位を収得した者またはそれと同等の学力があると認定された者。
※韓国内の大学または大学院に在学中もしくは卒業した者は志願不可 (交換学生経験者も志願不可、すべての D-2ビザ所有経験者は志願不可)
例外1.韓国交換学生経験者の場合、交換学生の経験が出身大学での専攻関連卒業のため必修課
程であることを証明可能な者は、証明書類を提出することで可能。
例外 2. 既存政府招待奨学生として TOPIK 4級以上を収得し、自国の韓国大使館の再推薦を受け
たものは再志願可能 (２回限定)
※卒業予定の志願者は、卒業予定証明書を提出し、8月31日まで公式卒業証明書を提出すること。
o 最終学校全学年成績平均評点 (GPA)が 100点満点で換算の場合80点以上の者、またはこれと同等以上の成績があると認定される者 (※GPA 百分率換算表参照)
※成績を GPA 百分率で換算が難しい場合、出身大学の成績についての公式的説明資料が必要。
(TOEFL, TOEIC, IELTS) 拾得者は選抜選考で優先選抜し、該当者のみ提出。
o理工科志願者は同等資格または審査結果成績が同点である場合優先選抜。
o開発途上国の現職教員志願者の場合、同等資格または審査結果成績が同点の場合優先選抜。

♦ 中国及びチェコ出身奨学生は、国家間協定に従い空港料を自国で支払う (NIIEDは支給しない)
o 注意事項
- 奨学生の自国内移動及び韓国内移動空港料また引越し費用などはいっさい支援しない。
- 最終合格発表日時、学業・就職などで韓国に滞在中の者は入国空港料を支給しない。
- 入国及び帰国旅行に伴う保険料は支給しない。
- 医療費は奨学生が病院または薬局に前納後、保険会社を通じて払い戻される。 (ただし歯科治療及び慢性疾患による治療費は除外)
韓国入国後３ヵ月以内に途中放棄した場合は、奨学金全額(入国航空料、定着支援金、生活費、韓国語研修費など)を返納すること。
- 途中放棄者は帰国航空料と帰国準備金を支給しない。
9. 選抜手続き
o GKS ホ－ムぺージ(www.studyinkorea.go.kr)に、在外韓国公館及び国内委託大学を通しての募集要項(志願書類書式含む) 及び大学案内を掲載
o在外韓国公館志願者 (海外養子含む)
- (1次選考) 公館で配置定員の1.5倍以内の候補者を選抜して NIIEDに推薦
※中国及びチェコ志願者は協定に従い自国教育部で1次選抜を受ける。志願書は自国の教育部に提出すること。
※養子志願者は、人員が配置された自国の韓国公館に志願書を提出し、公館が選抜して推薦する。
- (2次選考) NIIEDで推薦された候補者の資格の要件を審査、２次合格者選定。
- (3次選考) NIIEDは2次合格者の3ヵ所の志望大学に志願書類を送付。及び入学審査要請。
※大学は入学審査後その結果を候補者に知らせ、候補者は入学許可を受けた最終の1大学を選択してNIIEDに通報し、 NIIEDは入学許可を受けた候補者に最終合格を発表する。
o 国内大学志願者
- (1次選考) 委託大学は配置になった全国家を対象でに20まで選抜してNIIEDに推薦。
(ただち, 1国家あたり3名まで推薦可能)
- (2次選考 ) NIIEDは推薦候補者を国家別総合審査を通じて最終の合格者を選抜。
※NIIED審査に合格した候補者は別途入学選考なしで本人推薦大学に入学が確定され、健康検診後最終奨学生に確定される。
10. 審査内容及び方法
o 志願者が提出した最終学校成績、自己紹介書、修学計画書、推薦書、語学能力（韓国語、英語）、研究
実績、受賞実績、他の事項などを総合的に審査して選抜する。
11. 志願書提出
o 提出場所:
※NIIED韓国内公館は志願書提出場所ではない。
- 在外公館を通す志願者及び海外養子: 志願者国の公館（大使館）
※韓国教育院がある一部国では公館代わりに韓国教育院で志願書を受け付ける場合もある。
(例:アメリカ、カザフスタン、キルギスタンなど、必ず自国の大使館を通じて確認)。
-国内大学を通す志願者: 大学院修学を希望する大学（１ヵ所のみ可能）
o 提出期間: 2014年 3月末まで。志願者国の韓国公館及び国内委託大学で決めた期間。
※国立国際教育院推薦締め切り(書類到着) : 2014.4.11.

o 志願者有意事項
※NIIED審査は奨学生選定委員会(100%外部人員)で厳格に実施されるため、書類提出用件を必ず遵守すること。
- 必ず1機関（公館または大学）を通じて志願し、二重志願の場合審査対象から除外される。
- 推薦機関に提出した書類と記録物は一切返還しない。
- 提出書類の記載内容が事実と異なる場合は、不合格処理となる。
- 提出書類が不備の場合も、候補者最終審査で除外される。
- 事本は推薦機関（公館または大学）また公証事務室の原本対照を受けること。
- 卒業予定者は卒業予定証明書を提出し、2014.8.31日までに公式卒業証明書を提出すること。
- 自己健康チェックリストは本人の病気の有無を正確に記載し、２次合格後公式健康検診で長期間修学が難しい病気が発見された場合は、不合格となる（入国後の帰国措置は本人負担）。
- 発表論文実績は論文印刷本を提出する (1～2枚)。
- 受賞実績は表彰状コピー（推薦機関で原本対照確認）。
※志願者は入学大学が確定された後、いかなる場合でも大学を変更できない。また、同一の大学の中での学科変更は大学の承認のもとで可能であるが、学科変更後も奨学機関は不変（学科変更が以前期間と重ね合わせて修士２年、博士３年のみ支援）。

“Korean Government Scholarship Program for Graduate Study”
Pledge (서약서)
As an applicant for the 2014 “Korean Government Scholarship Program (KGSP) for Graduate Study”, I pledge to abide by the following rules:
(1)To refrain from violation of university regulations and to fulfill my obligations as a KGSP scholar to the best of my ability.
(2)To behave in a manner appropriate to Korean culture and society, and not to participate in any form of political activity (such as organizing a political party, joining a political party, attending political meetings, publishing political articles and declarations, organizing or participating in demonstrations of a political nature, and so on).
(3) To accept responsibility for paying any debts incurred in Korea
(4) To agree with NIIED's decision concerning the graduate program and the Korean language course
(5) To abide by all terms and regulations set by NIIED.
(6) To permit NIIED to use my personal information for the KGSP.

PERSONAL MEDICAL ASSESSMENT
Applicants are not required to undergo an authorized medical exam before passing the 2nd Selection with NIIED; however, all successful candidates must take a comprehensive medical exam when its’ orientation (including an HIV and TBPE drug test**, etc) in accordance with the requirements of the Korea Immigration Service and the KGSP. If the results show that the applicant is unfit to study and live overseas more than 3 years, he/she may be disqualified.
**The TBPE (tetrabromophenolphthalein ethyl ester) drug tests are for evaluating past usage of stimulant drugs.
