Crafted from the words ‘Vad’ (Banyan) and ‘Dar’ (Home), Vadodara is home to Gujarat’s greenest city pastures with a blend of multi-cultural people engaged in traditional art to modern manufacturing, to knowledge-driven business.

To take Vadodara towards becoming a Centre of Knowledge-based Economy in Western India, CII Central Gujarat Zonal Council has embarked on an ambitious initiative to position Vadodara: Knowledge City with a mandate to consult and seek participation of educated, talented Businesspersons and Professionals of Vadodara in meeting with the challenges and opportunities of 21st Century Knowledge City.

Knowledge Sector in Vadodara

Vadodara is also termed ‘Hydrocarbon Capital of India’ with presence of organizations namely IOC (Gujarat Refinery), IPCL, GSFC, GCEL, GACL and over 8,000 SMEs around the city. Their combined business is broadly estimated at Rs 15,000 Crore (USD 3.2 billion) p.a., giving tremendous opportunities to local and Global people to participate in business, foster education and create employment.

Vadodara’s total business is expected to grow from approximately Rs 15,000 Crore (US$ 3.2 billion) today to Rs 25,000 Crore (US$ 5.4 billion) in 2010, and jump to Rs 75,000 Crore (US$ 15.5) billion by 2020 as per the study Report by TEAM Projects & Consultants, Vadodara / London.

Employment Generation in Vadodara

Vadodara is likely to witness

creation of close to 100,000 New Jobs, including 16,000 Jobs for Qualified Persons and 84,000 other Jobs.

Export-led Growth

Gujarat is fortunate to possess 1/3rd coastal line of India with 41 Ports, one of the highest in most developed nations. This had made Vadodara in Central Gujarat the bi-directional source of manufacturing knowledge-based products and services. Telecom, electricity, water and housing infrastructure is excellent in the city. It is this

1.0 MULTILOGUE

1.1 Is Vadodara: Knowledge City?

1.1.1 CII commissioned TEAM Projects & Consultants to study and prepare a White

Paper (Report) on positioning Vadodara as a Knowledge City. TEAM

adopted ‘Multilogue’ Approach: “A Continuous Chain of Multiple Dialogues with Leaders of Vadodara” to generate a common body of knowledge in this Research Report.

1.1.2 Crafted from the words ‘Vad’ (Banyan) and ‘Dar’ (Home), Vadodara is home

to Gujarat’s greenest city pastures with a blend of multi-cultural people engaged in traditional art to modern manufacturing, to

knowledge-driven business. Verify some historic facts yourself: 1.1.3 “Modern Vadodara is a great and fitting memorial to its late ruler, His

Highness Sayaji Rao Gaekwad III (1875-1939 AD). It was the dream of

this able administrator to make Baroda an educational, industrial and commercial centre, and he ensured that his dream would come true.” For this reason, the city is also called ‘Sayaji Nagari’ or the town of Sayaji

and ‘Cultural Capital of Gujarat’. (Ref. I: About Vadodara or Baroda). 1.1.4 Legendary Maharaja Sayajirao III, the visionary ruler of the city of culture,

art, sports, industry, science & technology, created modern Vadodara. The

Maharaja gave life to numerous socio-cultural-economic institutions; The famous MS University of Baroda, Schools for boys and girls, 450-year-old underground drainage system, Sayaji Baugh as one of the largest Gardens in

Gujarat State, Rare Palaces and Museums, Sculpted Gates, Beautiful Monuments, Sursagar Lake, several Hospitals, Clubs, and help-homes for physically & mentally challenged and aged people.

1.1.5 Today Vadodara is already termed ‘Hydrocarbon Capital of India’ with presence of close to 200 Medium & Large Industries (MLI) like IOC (Gujarat Refinery), IPCL, GSFC, GCEL, GACL and 8,000 SMEs in Vadodara District. Their combined investment as well as yearly sales turnover are

• Suzlon Energy Ltd is setting up a High-Tech Engineering SEZ at Vadodara for manufacture and export of Wind Turbine Generators / Components with an investment of Rs 150 Crore (USD 30 million).

• Sterling Biotech Ltd of Vadodara’s General SEZ in nearby Bharuch district is approved by Government of Gujarat as well as India at an investment of Rs 600 Crore (USD 120 million).

• Jayant Agro-Organics Ltd is planning an Agri-based Castor Oil &

Derivatives Project in Vadodara District (could be an SEZ) with Gujarat Agro-Industries Corporation Ltd (Government of Gujarat) and

American Collaboration at an investment of Rs 2,300 Crore (USD 500 Million) with backward integration for Contract Farming over 5,000 to 50,000 Acre agriculture land in phases.

• Trivenidevi Kashinath Agrawal Management Development Centre, donated by Shri H K Agrawal and family is inaugurated by Dr Rangarajan, former Governor, Reserve Bank of India on 01.01.2007 at

Faculty of Management Studies, MS University of Baroda.

• Sigma Institute of Technology & Engineering (SITE) has set up a large Campus at Bakrol, Ajwa-Nimeta Road. Envisioned with the help

of TEAM, SIGMA proposes to invest Rs 50 Crore (USD 10 million) in a 40-Acre Campus to develop Management, Engineering, Technology, IT and Biotech programs.

• Dr Vijay Shah of Vadodara and NRIs have taken over Medical College

& Hospital at Walia in Bharuch, and propose to invest Rs 70 Crore (USD 14 million) in setting up Medical to Management institutes.

• Japan Government is exploring possibilities to acquire 1,000 acres of land in Gujarat for developing an Industrial Village. For the

purpose, Japan External Trade Organization (JETRO) is looking for land near NH-8, having good infrastructure with port facilities to house Japanese companies at one location. It is learnt that Nissan is considering to set up their passenger car

manufacturing unit in Gujarat.

• Vadodara Initiative by voluntary groups lead by Tejal Amin, Nilesh Shukla, Dilip Shah and others celebrated a 5-day Vadodara Festival during 3-7 January 2007 by organizing for the first time public

debates on Vision: Vadodara to making Vadodara an Investment Destination. Top dignitaries, industrialists and consultants were invited to debate that included Mr Das (Municipal Commissioner), Rajiv Topno (Collector), VUDA Chairman, Jayaben Thakkar (MP), Mr

• Prof. Bharat Chattoo of MS University's Department of Microbiology and Biotechnology Centre has been elected as a Fellow of the 'Academy of Science for the Developing World' at the annual meeting of the academy held recently at Rio De Janeiro, Brazil.

A total of 44 scientists were elected for membership in 2006. The aim of the academy, founded in Italy in 1983, is to promote scientific capacity and excellence for sustainable development.

• Baroda sculptor Dhruv Mistry has been selected to receive the title

of Honorary Doctor of Birmingham University, UK, in February 2007. In 1993, he was the first Indian to be elected as a Fellow of the Royal

Society of British Sculptors, London.

• Sun Pharmaceutical Industries Ltd. will hive off its research and development business, including new drug delivery systems (NDDS)

into a separate entity -at Baroda - Sun Pharma Advance Research Company (SPARC). The Rs. 18-billion company will invest Rs. 2 billion in the new entity. It will shift 200 scientists to SPARC and add

another 200 later. Sun Pharma presently employs 600 scientists at its R&D centre in Baroda.

1.2.1 ‘9-BALL GAME’ Approach

TEAM, the Consultants’ approach to prepare this White Paper is as unique as its character. The unique character of this entire effort is ‘Not-for-Profit’, which has helped us gain tremendous interest and response from legends, CII members and Barodians (as we fondly call people of

Vadodara or Baroda) wherever they live – in Baroda, Gujarat, Mumbai, UK, USA, Italy, Australia, Singapore or Africa.

The methodology followed was: 1) Identification and detailed Interviews of 20 legendary people or

institutions of Vadodara (Baroda).

2) Crystallization of ‘Collective Dream’ of developing Vadodara as a

‘Knowledge City’ through ‘Team Approach’.

3) Assessment of secondary reports / data on 5 key sectors identified by CII:

2.0 SWOT ANALYSIS OF VADODARA: KNOWLEDGE CITY

2.1 Strengths

2.1.1 Why Vadodara has the potential to grow into Knowledge City of India?

We asked some business and social leaders and luminaries of Vadodara through Questionnaire-cum-Interview method. Their responses along with TEAM’s knowledge-base summarized below are as luminous as respondents:

• L & T had a ‘Projects vision’ in 1994

when it initially came to Baroda; now expanded to cover ‘e-Engineering vision’.

• Alembic had a ‘Pharmaceutical

products vision’ in 1900s; now transformed into ‘Healthcare and

Biotechnology visions’.

o Sun Pharmaceuticals also had a ‘Pharmaceutical products vision’ in

1900s; now transformed into ‘Healthcare and R & D visions’.

o Multi-cultural city, open to assimilation, because of influence of

erstwhile King Maharaja Sayajirao Gaekwad.

� Historical importance in terms of culture and intellectual

activities.

o Availability of cost-effective manpower, housing and office space

and land for setting up business and manufacturing facilities - at almost 50% of the cost in any metro city of India.

o Even Japanese collaborators liked Vadodara! (L & T Chiyoda, Novino Batteries with ‘National’ of Japan).

2) Large concentration of investments in various sectors looking for avenues through

Research & Development, Engineering Services, Contract Research and Outsourcing.

3) The knowledge base Vadodara has, is facilitated by the presence of Maharaja Sayajirao (MS) University of Baroda, the

only English medium University in Gujarat State.

• Supplemented by several educational institutions in private sector, affiliated to

Gujarat University, Amdavad (Ahmedabad), Bhavnagar University, and Veer Narmad South Gujarat University, Surat.

Vadodara has a special character to turn vision from traditional to modern.

The presence of large corporations, GSFC,

IPCL, IOC, GACL, GIPCL etc that host some of the best knowledge-pools of

India. These are also customers next door for knowledge industries!

• Gujarat has about 3.5% of total

colleges in India and over 5% of total students enrolment in all faculties in India.

• We need many more English Medium colleges in all technical and professional faculties.

• Vadodara is a learning city. Level of education and awareness is higher.

• Progressive Curricula and Competitive Fees with educational branches comparable to Universities

world over not only in Arts, Science or Commerce streams but many other fields including but not limited to Dance

and Drama, Fine Arts and what not!

4) The location of Vadodara, close to Amdavad, one of the fastest growing cities of the country and Mumbai - the commercial hub of India. Vadodara is well connected by air, rail and road with all major cities of India, and the

world via Domestic Airport at Vadodara, International Airport at Amdavad (1 hour drive) and Mumbai (1 hour flight).

5) Reasonably good infrastructure in terms of telecom, broadband (Internet bandwidth), entertainment, roads, drainage, responsive civic services, English-medium schools for children etc.

6) Vadodara is not a crowded city like Amdavad and Surat, two larger cities in Gujarat. Population Density is 482 in Vadodara, 652 in Surat and 718 in Amdavad as per the latest 2001 census. Vadodara District (urban and

rural areas) has one of the highest literacy rates at 71% with a population of 3.64 million having decadal growth of 20%.

2.2 Weaknesses

• Vadodara gets 5/10 points in infrastructure and maintenance, especially roads and under-pass.

(Local Government and Central Government’s NURM project have sanctioned a substantial budget recently for improvement).

Not to forget close to 400 institutions of Higher

Education affiliated to 15 Universities in Gujarat enrolling about 550,000 students who include

250,000 (45%) girls & women – all in 10 to 300 kilometer periphery. minutes to 6 hour drive from Vadodara.

• Qualified and Rich Alumni from All

Faculties working in High Positions the world over.

• Regular traffic jams on flyovers near Polytechnic, Vishwamitri and Lalbagh Crossing, and Under-passes near Railway Station, Alkapuri and Dinesh

Mill are a cause of concern.

• The city and surrounding Gotri Road and Ajwa-Nimeta Road have only three Multiplexes, three Amusement/Water Parks, only two large public

auditoriums and few shopping malls.

• There is no nightlife. Most of shopping closes at 8.30 PM. Restaurants close at 11.00 PM. Clubs can be counted on fingertips. Liquor is strictly

prohibited in Gujarat State, which is thought to deter foreigners coming to invest in India.

• Conversely, some say liquor prohibition in Gujarat is desirable as it reduces crime rate, compared to some other States or countries.

• Heavy trucks pass through the city day and night. Transport Nagar and

Krishi Mandi (Agriculture Produce Market) are constructed on NH 8 near Halol Crossing, but are not yet occupied due to resistance to shift from the city and lack of political will. The city infrastructure is working , but

shall get crippled like Bangalore if rapid progress is not achieved to make Vadodara a congestion-free and environmentally clean city.

Except Liquor policy which is a State Government subject, Vadodara Municipal

Corporation needs gearing up and toning up of civic administration in order to not only maintain but also to create new infrastructure in terms of roads, multi-level flyovers, under-passes, parking zones for cars and two wheelers, entertainment and shopping zones, walking zones in peak hours and even

congestion charge for 4-wheeler driving in the city in peak hours!

2.3 Opportunities

2.3.1 A harmonious blend of desk research and field opinion reflects tremendous

opportunities for business development, fresh investment, employment and

education in various sectors identified – be it IT/ITES, Biotechnology, Engineering Services, Chemicals and Pharmaceuticals, or added sectors Medical Tourism, Electrical and Food Processing.

2.3.2 Vadodara has been traditionally divided into four zones: Residential-

Commercial, Industrial, Entertainment and Agriculture. This zoning was one of the important factors responsible for development and identification of

Vadodara as an Industrial and Cultural City.

The Knowledge Township will include Research facilities for

Chemicals & Pharmaceutical industries, Petroleum products and Biotechnology, apart from

Libraries, Conference Halls, Laboratories and Residential space for employees. Once

Vadodara Urban Development Authority (VUDA), for the first time, has announced creation of ‘Knowledge

Zones’ in the outskirts of the city These will include Information Technology Zone, Medical Tourism Zone, Knowledge Township and

Biotechnology Zone.

official announcements and detailed zone plans are declared, we assume, one can expect Vadodara city’s development and real estate prices to increase up

to 50% in next 5 years. (VUDA Source: Times of India of 3rd November 2006 and Vadodara Initiative).

2.3.3 Sectoral Assessment given in following chapters shows opportunities for

knowledge entrepreneurs/workers within knowledge industries.

2.4 Threats

No development takes place in the world without threats. Vadodara also poses some threats as follows.

• Industrial Threats:

o As Hydrocarbon capital of India, Vadodara is said to be sitting

on a site for potential industrial disasters, although large-scale

disasters like fire or poisonous gas leakage have not taken place in the past. Disaster Management Programs followed by all large corporations serve as preventive measures.

• Environmental Threats: o Large-scale chemical industries pose serious environmental threats due to pollution, but strict norms of Gujarat Pollution

Control Board and construction of Common Effluent Treatment Plant and Channel (CETP Channel) from Nandesari and Padra to Sea has played an important role to reduce or control pollution.

o However, these threats can be mitigated through strategic

planning and actions as necessary.

• Natural Disasters:

o Natural disasters like floods and earthquake occur rarely in

Vadodara. 1978 and then 2005 saw floods, but earthquakes in Kutch, Surat and Amdavad had left Vadodara unsheathed due to its sound geological structure.

Vadodara has not had

any earthquake damage in last 100 years. That makes Vadodara the safest city to live!

Vadodara’s biggest strengths are 1.7 million highly cultured cosmopolitan society, well-educated talent pool, the only English-medium University of Gujarat, growing private sector education institutions, about 100,000 students base (20% of Gujarat State), dominant industrial sector by long

presence of large corporations and new multinationals, sprinkled with about 8,000 SMEs who form a strong industrial-commercial-customer base, and emerging knowledge sectors of IT/ITES/BPO, Biotechnology, Engineering

3.1 Industry Status

3.1.1 Several efforts and promotions have been

made by various professional associations

like NASSCOM and IT Forum of Baroda in last 5 years. Through Vibrant Gujarat Global Summits. The other two cities are

Ahmedabad-Gandhinagar corridor, and Rajkot in Saurashtra region.

3.1.2 Baroda is termed as the most potential city in Gujarat and one of the

top 10 cities in India for expanding the burgeoning IT / ITES-BPO industry – mainly due to its English Speaking population, one of the oldest M.S. University of Baroda (www.msubaroda.ac.in) set up by Maharaja Sayajirao (MS) Gaekwad as before 100 years as a Centre of Excellence in

3.2.1 NASSCOM conducted a National Seminar on ITES Industry at Baroda in Year

2000, presented by Dr Madhu Mehta of IT Forum (MD, Anjaleem Enterprises, who gave STD PCO system to India) and (late) Dewang Mehta, the then CEO of NASSCOM Delhi. The event identified ITES-BPO as Rs 81,000 Crore Opportunity by Year 2020 (appears true today!), Baroda as one of the

most potential locations, and was well attended by about 600 IT professionals from all over Gujarat and Mumbai. In a recent interview, Dr Madhu Mehta firmly believes: Vadodara is the right choice for setting up BPOs.

3.2.2 During last few months, TEAM had conducted meetings with IT Forum of

Vadodara (Baroda), the local outfit of GESIA, Gandhinagar, the State Level Gujarat Electronics & Software Industries Association, Dr Madhu Mehta, former-Chairman, CII-Gujarat (IT Committee), Raju Shah (Rishabh Software), Atul Garg (Inteq), Manish Naik (Technosoft), Rajesh Talati

(Global), Mandar Mehta and others. Many of the members are affiliates of or have customers in USA, UK and other developed countries, and can be encouraged to bringing investments.

3.2.3 There is a strong and growing interest from leading Tier 2 Indian companies from India, Singapore, USA and UK/Europe to set up their BPO, e-Engineering, Technology and Software Development Centres in

Vadodara. 3.2.4 Tier II and III cities’ IT firms from Gujarat like Rajkot (Engineering,

Machines Tools, CNC Machines and Auto parts Belt), Jamnagar (Brass and

Ship Breaking Belt), Bhavnagar (Steel and Food Processing Belt), are also keen to set up their IT/BPO and other Knowledge Industries at Vadodara. Estimated 50% people of Baroda are from Saurashtra as well as Mumbai /

Pune (Maharashtra), as Baroda was an erstwhile Princely State of Peshwa and then Gaekwad Kings.

3.2.5 However, there is an urgent need

to contact Tier 1 IT/Software/BPO companies like TCS, Infosys and WIPRO to come to Vadodara.

3.2.6 Languages spoken in Baroda are chiefly English, Gujarati, Marathi and Hindi. About 300 foreign students

from different countries of Africa and Europe study and live at MS University of Baroda. A number of cultural associations of North India, Tamil, Telugu, Malayalam, Kannada, Bengali and Assamese people living in Baroda make it a truly national and international

city of India. About 30 other languages are also spoken in a small way Baroda. MS University teaches German and French, apart from Sanskrit, Hindi and Gujarati languages.

3.2.7 Thus Vadodara readily offers solutions to many problems faced by IT-

BPO companies in Mega Cities in terms of cramped infrastructure, and high cost of land/space and Graduate / Engineers.

3.2.8 Gujarat has been typically an IT deficient State despite tremendous

industrial, commercial, residential and agricultural developments. It was probably one of the first few States in India to set up Electronics Estate

and STPI at Gandhinagar way back in 1990s, and later formulate IT Policy 2000 and 2006 to encourage IT / ITES industries set up their business to generate business, profits and jobs at low cost compared to Bangalore,

Chennai, Hyderabad, Delhi, Mumbai and Kolkata. 3.2.9 Thus Vadodara offers a Perfect Business Destination for setting up IT-

BPO (ITES) business.

Infosys BPO GenPac, Pune recently hired 193 Graduates from MS

University of Baroda to man their BPO Center in Pune (www.msubaroda.ac.in).

3.3.1 Baroda IT / ITES SEZ (Special

Economic Zone) being promoted by Sargam Infrastructure Pvt

Ltd with TEAMPro Limited (UK) as Knowledge Partner, is approved recently by

Government of Gujarat and recommended to Ministry of Commerce, Government of India for approval. The IT SEZ plans to

invest Rs 200 Crore over next 5 years in creating IT infrastructure, ready buildings and land plots for

occupancy by the industry. 3.3.2 Nipium with Singapore Government is planning a Rs 500 Crore

IT/BPO SEZ In 500 acres near Nimeta Garden, Vadodara.

3.3.3 DLF, Rahejas and a Singapore based company are looking for land to set

up IT-BPO Parks and SEZs in Vadodara on 50 to 100 acres of land at an estimated investment of Rs 200 to 550 Crore each (Source: Economic

Times dated 07.11.2006). 3.3.4 Inteq of Vadodara (Atul Garg) is remotely managing Wi-Max Network of

St. Luise city in The USA, which is sponsored by HP. 3.3.5 Key strategies to attract IT-BPO Units are:

• VUDA has recently declared 6 Zones including:

o IT/BPO Zone o Biotechnology Zone o Healthcare Zone

o Tourism Zone and so on in the periphery of Vadodara. This is one of the most welcome policies by local Government.

• Identifying appropriate land for setting up large IT Parks and High Quality, decent Residential-cum-Commercial-cum-Entertainment projects. Fill the city with Malls and Multiplexes, Environment and

Biotechnology is the science and technology of Life. Realizing the tremendous potential Biotechnology offers, the State Government has identified following Biotechnology Zones.

• Vadodara-Anand-Nadiad as Biotechnology Zone for Food & Food Processing and Animal Biotechnology.

• Vapi-Surat-Bharuch (70 KM from Vadodara) as Biotechnology Zone for Bio-chemical / engineering process and Industrial Biotechnology.

• Ahmedabad (100 KM from Vadodara)-Surendranagar Zone for Bio-Pharma.

• Jamnagar-Dwarka-Porbandar Zone for Marine-Biotechnology.

4.2.4 There are various programs of Central

and State Governments, offering support, recognition and incentives for

promoting Biotech ventures. A number of Venture Capitalists have recently come up in India to invest in promising ventures.

4.2.5 After Pune and Bangalore, Vadodara is surely positioned to attract

Bio-firms and professionals set up ventures and work in Vadodara.

4.3 Vadodara as New Biotech Destination

4.3.1 BioArc has well-planned spacious

Laboratories, technologically advanced analytical infrastructure and a work environment that promotes creativity and innovation with a rich

talent pool of over 200 scientists, proposing to double over next few years.

4.3.2 Sterling Biotech Limited has grown from a small base in 90s to over Rs

600 Crore revenue company today. It has already received approval for

building a 1,000 acre Special Economic Zone near Vadodara in Bharuch District.

Thus Vadodara sits between three of the

four Biotech Zones being developed by the State Government.

100 Year old (1907-2007) Pharma major Alembic has set up BioArc Research Solutions in a

newly built 120,000 sq ft state of the art Research Centre in the

heart of Vadodara, designed as per eGMP / GLP standards.

4.3.3 TEAM CEO Dr Rajesh Khajuria visited this Irradiation facility. The

company proposes two more Radiation Plants at Vasad and Mahua, making three Radiation Plants in Vadodara out of 7 Plants in India over next 2 years.

4.3.4 Dr Bharat Chattoo, Head of

Biotechnology at Science Faculty of MS University of Baroda is already a

Leading Biotech Light of India, and a member of several Biotech committees of Government of Gujarat and India.

4.3.5 Dr Purvi Mehta-Bhatt of Baroda is the

Country Head (India) of United State Agency for International

development (USAID)’s projects on biotechnology called the SABP. She is also one of the lead global team

members of International Assessment of Agriculture Knowledge Science and Technology.

4.3.6 Dr Dinesh Patel of Gujarat working in USA and known as ‘Father of

Biotechnology’ has recently been bestowed with the honour of being included in ‘The Hall of Fame’ by Utah Technology Council at the hands of Microsoft CEO Steve Balmer. (Source: Gujarat Samachar, Vadodara, 31 October 2006).

4.3.7 TEAM estimates about 400

scientists and professionals

working in Biotech and Bio-informatics sector in Vadodara. There are reportedly about 1,000 seats in various Biotech programs at

Graduate, Post-Graduate and PhD level in 7 Universities of India at present. This is expected to grow

rapidly to match demand-supply gap.

4.3.8 Biotechnology Park at Savli Vadodara

Government of Gujarat has developed

State’s first Biotech Park in about 90 acre developed land at GIDC Savli, Baroda (as indicated in the GIDC Map) with a provision to add up to 700 acre land. The Biotech Park site is just 8 KM from Vadodara-Ahmedabad

Expressway with a direct access by road. The whole area is fully developed with roads, power, water, telecom and habitat with people living in Vadodara.

4.3.9 Waghodia and Ajwa Roads off National Highway No. 8, with a number of

colleges in Medical, Pharmacy, Para-medical, Engineering / Polytechnic and

Universal Medicap

Limited has set up Food Irradiation facility at a cost of Rs 7 Crore with technology from Bhabha

Atomic Research Centre (BARC) Mumbai.

Vadodara is one of the four cities in India to have sterilization facility of packaged food,

healthcare and Pharma products, used extensively by exporters of processed food, bio-

products, agro-products and pharmaceuticals.

5.0 ENGINEERING SERVICES (ES) SECTOR

5.1 ES Sector: National Scenario

5.1.1 Engineering Services (ES) is a fast emerging Knowledge Sector in India,

which is an important determinant of progress of an economy. ES Sector is

responsible for creation of new designs, equipments and machinery required by almost entire economy: manufacturing, agriculture and utility (transport, power, water, roads, environment etc).

5.1.2 Most ES applications are for design, manufacturing, installation and

operations; inclusive of but not limited to Plant & Machinery and other Capital Goods.

5.1.3 Together with use of IT, both hardware

and sophisticated software as well as engineering knowledge base, Engineering

Services is forming into a new knowledge sector today, with demand for such services from large and medium scale

plants all over India. 5.1.4 Export-Led Demand for ES:

Export demand for ES services is more of a function of outsourcing trend, rather than economic growth rates of developed nations. Thus, with its Engineering skills, English language, abundance of reliable people and low

cost, India is a preferred destination for outsourcing Engineering Services.

These countries are growing at about 2% to

5% p.a., but their demand for Engineering Services appears to be growing at far higher rate of 25% to 50% p.a., if it is correlated to growth plans of large ES players like L & T

Chiyoda Ltd, L & T Sargent & Lundy Ltd and L & T’s e-Engineering Services new Division at Vadodara which is growing at a high

pace.

Thus export-led demand is expected to rise at about three times higher growth

rate than the domestic demand.

India produces one

of the largest pools of Engineering Graduates in the world.

In addition to Indian

Project Engineering requirements, developed nations of USA, Japan,

UK & European countries, Australia, Middle East and even Asia-pacific region are

increasingly sourcing Engineering Services from India due to

availability of cost-effective knowledge pool and 24 hour communication

facilities.

5.1.5 Domestic Demand for ES:

Domestic demand for ES Sector is correlated to growth rates of goods sectors

in India, especially Capital Goods sector (Table 7.2). The end-user sector Capital Goods has achieved highest growth rate of 15.7% for the year 2005-06, and about 25% in 2007 in Gujarat, indicating robust demand for Engineering Services within India.

5.2 Vadodara: Knowledge City - Destination for Engg. Services

5.2.1 Larsen & Toubro Limited (L & T) is a multidimensional, US $4 billion

conglomerate employing 26,000 people across its globally spread 130 offices

and 30 factories. Founded in 1938 by two Danish Engineers – Mr Holck Larsen and Mr Soren Toubro, with Headquarters in Mumbai, L & T has an engineering legacy of over 6 decades. L & T is a leader in most of its business ventures – engineering & Construction, Heavy Engineering, Electrical & Electronics,

Industrial Products and Information Technology. L & T has a wide technological base and a very large pool of engineering talent to offer integrated services in the world markets.

5.2.2 In 1994, 12 Engineers from L & T Powai, Mumbai were sent to Baroda to form the nucleus of the company set up as L & T Chiyoda Ltd, a 50:50 Joint Venture of L&T with Japanese company Chiyoda Corporation, a leader in

Engineering Design and Projects. 5.2.3 L & T’s reasons for selecting Vadodara after a survey of Mumbai, Chennai,

Bangalore and Vadodara were interesting to note:

• Availability of cheaper and trainable, English speaking engineering talent

due to MS University of Baroda, Sardar Patel University at Vallabh

Vidyanagar and LD Engineering College at Ahmedabad.

• Connectivity with Mumbai, Delhi and all major cities of India through air, rail and road at all times.

• Even Japanese collaborators liked Vadodara due to its culture, art,

tenacity and good nature of people at work and home.

Subsequently, L & T Sargent & Lundy Ltd was set up with American collaboration. Lastly, e-Engineering Services Division was set up before 3 years.

L & T Chiyoda and e-Engineering Services Division export most of its services to developed nations of USA, UK, other European countries.

5.2.4 L & T has recently acquired about

115 acres of land on N H 8, Waghodia, Vadodara where it plans

to build an L & T Technology Park and subsequently shift its operations..

Obviously, L & T is not only happy,

but also bullish about Vadodara as Knowledge City.

5.2.5 Other large players in Engineering Services present in Vadodara are

Engineers India Ltd (EIL), Projects & Development India Ltd (PDIL),

Technimont ICB, Linde Process Technologies Ltd, apart from a number of small firms like Design Engineering Services and others.

Today, L & T’s Projects & Engineering

Services businesses in Vadodara together employ close to 1500 engineers, with a

target to add more engineers every year based on the needs of the business growth.

TEAM estimates Engineering Service Sector business from Vadodara at Rs 1500 Crore (US$ 330 million) in the Year 2007, and

Rs 3,000 Crore (US$ 660 million) in Y 2010. This new knowledge sector employs estimated 3,000 Engineers today, estimated to grow to 5,000 engineers by Y 2010.

6.0 CHEMICAL SECTOR

6.1 Chemical Sector: Future Magnitude in India

6.1.1 “The Speciality chemicals can be divided into two groups – performance

chemicals and fine chemicals. The latter is largely used by

pharmaceutical, pesticide and herbicide industries (located in Vadodara and Bharuch District). The performance chemicals, on the other hand perform a specific function such as facilitate adhesion, improve flow of

gas or oil through a pipeline, inhibit corrosion, etc. It is through performance chemicals that the chemical industry interfaces with almost every other manufacturing industry e.g. textile, petrochemical, polymers process industry (all present in Vadodara), rubber industry etc.

“The Indian Chemical Industry is multi-

faceted and plays a vital role in the economic development of our country. In the Technology Vision exercise

conducted by TIFAC, comprehensive forecasting has been done for the entire spread of Chemical Process industries to a significant extent. The areas covered

are : Petrochemicals, Chemicals Process Industries, including Heavy Inorganic Chemicals, Fertilizers

(nitrogenous and phosphatic), Dyestuff, Pesticides, Surfactants, Surface Coatings, Leather Chemicals and Speciality Chemicals.

Speciality Chemicals are very high value, low to moderate volume chemicals sold on basis of performance rather than

simple specifications. These are less capital intensive and more knowledge-based products. Their applications

vary enormously and can include use as cosmetic additives, water treatment products, dyes, sanitation agents, plasticizers, ion-exchange

resins and agrochemicals. There is also a large range of uses as intermediate materials in which the fine

chemical forms a starting block for another substance with a recognisable end use.”

6.1.2 The TIFAC Vision 2020 study on Speciality chemicals has focused on

mainly three types of chemicals namely, Textile Speciality Chemicals, Polymer Additives and Rubber Chemicals. The study projects that due to the increase in population to about 1.2 billion by 2011 (approximately 30% on the current base) the industry growth would need to be at least 2-3

times or more, including the compensation for current gaps in meeting the figures in some major chemical sector. It may be noted that growth in the Speciality chemicals required to meet the projected demand by 2020 is about 20 times, which is the highest amongst all other areas of chemical

sector. 6.1.3 Textile Speciality Chemicals

The total world fibre consumption has been forecast to grow around 2.70 per cent per annum by the year 2000. The global fibre consumption at 6.74 kg per head in 1985 chemicals is one such sectors that has to turn and twist to

fulfill the growing needs of the fibre. The market is quite large and encompasses a wide spectrum of products.

6.1.4 Polymer Additives

Polymer additives are essential for improvement of performance, processing and obviously the profitability of polymeric resins. As a matter of fact, the

well-known thermoplastic PVC could not be commercialised until plasticizers were developed. There are different types of additives and the range includes: Antioxidants, thermal stabilizers, lubricants, processing aids, impact modifiers, filler colourants, flame retardants, antistatic agents and many

more. India is at the threshold of an expansion in plastic consumption. From the present level of (2 kg per capital consumption) India is at a take-off stage for plastics and hence the additives.

6.1.5 Rubber Chemicals

The processing of rubber involves incorporation of fillers, vulcanising agents,

plasticizers, tracifiers, accelerators, antidegradants, etc. which either makes processing easier/faster or imparts specific properties to the finished rubber product.”

6.1.6 The (Indian) chemical industry currently produces nearly 70,000 commercial products, ranging from

6.1.7 Yet, India produces only about 2% of Global chemical consumption.

6.1.8 Developed nations are shifting their manufacturing base to developing nations like India and China where chemical engineers, land and construction is cheap and abundantly available. There is tremendous scope for developing Chemical Sector in India, especially Gujarat and

Vadodara.

6.2 Chemical Sector: Gujarat Scenario

6.2.1 Gujarat has over 2200 Medium & Large Industrial Units out of which

Chemicals & Petroleum Sector accounts for 35% (770 Units) with total fixed

investment of USD 13.51 billion. Gujarat has 310,000 Small Scale Units out of which Chemical Units account for 10% (31,000 Units) with combined fixed investment of USD 320 million.

6.2.2 Gujarat has three of the largest Oil

Refineries of India/world (IOC

Vadodara, Reliance Jamnagar and Essar Jamnagar with combined capacity of 87 MMT.

6.2.3 Out of all India production of Chemicals, Gujarat accounts for:

• 31% (US$ 23.6 billion) of Chemicals & Petroleum Sector, out of which-

o 38% (US$ 12.2 b) of Refined Petroleum Products

� IOC Refinery at Koyali, Vadodara o 30% (USD 10.6 b) of Basic Chemicals o 10% (US$ 0.8 b) of Rubber and Plastics

� (IPCL & GE Plastics Vadodara only).

• 50% (US$ 0.8 b) of Dyes & Dye-intermediates

o Nandesari and Padra have Chemical Zones with ETP Channel

o (CETP = Common Effluent Treatment Plant with Channel set up collectively)

• 40% (US$ o.25 b) of Agrochemicals

o Major plants at Vadodara and nearby Bharuch, Ankleshwar, as well as Vapi.

6.2.4 Main reasons behind such a large scale development of Chemical Sector is

availability of Feedstock or basic raw materials of Oil & Natural Gas, Petroleum Refining, Lignite, Minerals of Bauxite, Bentonite & Limestone, Salt and Castor Oil (2/3rd of World production).

Gujarat’s Chemical Industry contributes a

dominant 52% share in total capital investment and 29%

of employment, which makes it a very important Knowledge Industry of the State.

6.3 Vadodara: Knowledge City of Chemicals

6.3.1 Most of the Chemical & Petroleum Units are located in and around Vadodara

in 300 KM periphery: Vadodara-Surat-Vapi Belt towards South Gujarat and Vadodara-Ahmedabad-Surendranagar Belt towards North-West Gujarat).

Some of the largest Units are IOC’s Refinery, IPCL, GSFC and GACL at Vadodara, together who have contributed substantially to make it a multi-cultural, cosmopolitan city today.

6.3.2 SABIC, the largest petrochemical corporation of Saudi Arabia, has set up its world class R & D Facilities at Savli, Vadodara, considering city’s knowledge base.

6.3.3 Du-Pont of USA has set its Speciality and Agro-chemicals project at Savli,

Vadodara with total pollution control and world class safety standards.

6.3.4 IPCL is one of the largest, integrated Plastics manufacturers in India, taken over by Reliance Petrochemicals Ltd from Government of India.

6.3.5 GSFC (Gujarat State Fertilizers Corporation Ltd) is one of the largest,

integrated fertilizers and chemicals complex with world class R & D facilities, which includes Bio-fertilizers. The company made a remarkable turnaround in

3 years by strategic hard work and ethical best management practices, thanks to Mr Luke, IAS, MD and his team.

6.3.6 GACL (Gujarat Alkalies & Chemicals Ltd) is one of the few large Chloralkalies

& chemicals companies in India, located in Vadodara. The company made a record profit last year due to strategic management process followed.

6.3.7 Mr Vithaldas Udeshi and his family identified Vadodara’s potential before 50 years, and set up Castor Oil Refinery as a Small Scale Industry. In early 1990s, they set up Castor Derivatives Plants (one 100% EOU and one DTA Unit) at Ranoli, Vadodara. Today, his company Jayant Agro-Organics Ltd,

Mumbai is the largest manufacturer and exporter of Castor Oil and Derivatives to over 50 countries. It’s subsidiary Ihsedu Speciality Chemicals is setting up a Sebacic Acid (derivatives) plant near Baroda

with Chinese Technology at an investment of Rs 55 Crore. Ihsedu is also planning to set up Rs 2,300 Crore (US$ 500 million) Ihsedu Castor Oil Derivatives Project near Vadodara with backward integration by contract farming over 5,000 to 50,000 acre land in North/West Gujarat

under MOU signed in Vibrant Gujarat 2007 with Gujarat Agro Industries Corporation Ltd, Government of Gujarat.

6.3.8 Asahi Songwon Colors Ltd of Ahmedabad chose Padra, Vadodara to set up its Rs 77

Crore Basic Colour manufacturing plant with Technology from Songwon Colors of Korea, which is taken over by CLARIANT

of Europe.

6.3.9 Another company Jayant Oil

Mills, also 50 year old at Vadodara is also an equal player with large castor oil refinery for exports and domestic sale. Above

two companies account for a dominant 2/3rd share in India’s total export of castor oil & derivatives. It is also setting up

Sebacic Acid plant near Baroda at an investment of about Rs 70 Crore.

6.3.10 Jayant Oil Mills recently proposed to set up a Rs 550 Crore (USD 110

million) Castor SEZ (Special Economic Zone) at Vilayat (Bharuch District).

completed by GIDC, GoG). One Chemical Estate planned at Padra, Vadodara.

• Vadodara is one of the five cities having large Chemical

Complexes in Gujarat: Atul, Hazira, Vadodara, Jamnagar and

Mithapur.

• Vadodara is one of the four cities and most developed of

Gujarat near which, land in excess of 5,000 acres is available for developing large Chemical Complexes. Nearby Dahej-Vilayat Industrial Estate is a Mega Chemical Complex close to Dahej Port with

Liquid and LNG (Liquified Natural Gas) Terminals.

7.1 Pharmaceutical Sector: National Scenario

7.1.1 The Indian Pharmaceutical industry has reached almost US$ 12 billion

revenues in 2006.

7.1.2 There are about 300 large and medium scale industrial companies including 45 Multinational Companies (MNCs) and about 10,000 small scale enterprises in operation, which form the core of the Pharmaceutical

Industry in the country. These units produce varieties of formulations i.e. medicines ready for consumption by patients and about 350 bulk drugs i.e. chemicals having therapeutic value and used for production of formulations.

7.3 Vadodara: Knowledge City of Pharmaceuticals

7.3.1 Sun Pharmaceutical Industries Ltd and Alembic Ltd in Vadodara are two of the largest Pharmaceutical manufactures of India, accounting for

half of Vadodara’s Pharma revenue. The balance half is estimated to be generated by a

number of Pharma SMEs in and around Vadodara. Their combined manufacturing facilities include all major categories of Pharma products

– tablets, capsules, injectibles, ointments, medical consumables like

Cotton Gauze and a host of other products. Vadodara, because of mainly its Pharma and Engineering industries and related knowledge-base, is also well

known for producing plant & equipments for Pharmaceutical industry, which are sold all over India as well as export markets.

7.3.2 Alembic Ltd is a pioneer Pharma giant established by local industrialist and visionary Shri Ramanbhai Amin’s family in 1907 before 100 years, now headed by Chirayu Amin. The company has sprawling manufacturing facilities as per international standards, with marketing and export network in

several countries. Alembic aims to achieve revenues of Rs 1,000 Crore / US$ 222 million in 2008.

7.3.3 Sun Pharmaceutical Industries Ltd (US$ 284 million / Rs 1300 Crore sales) located in Vadodara is the largest Pharmaceutical company of Gujarat. Sun Pharma Advance Research Company (SPARC) is one of the largest and most advanced R & D Centres in India with about 300

scientists and doctors working full time. 7.3.4 Multinational Pharma majors namely Pharmacia as well as Sanofi

Aventies have set up their plants at nearby Ankleshwar, a Chemical Town

with about 1,000 manufacturing Units located at 60 KM from Vadodara towards Surat / Mumbai.

7.3.5 Vadodara is already a Knowledge City for Pharmaceutical Sector.

Vadodara and nearby areas should reach about US$ 1 billion revenue from

Pharmaceutical sector by 2008, which is about a quarter of Gujarat’s, and tenth of India’s

Pharma industry, making Vadodara a dominant player at national and

international levels.

8.2 Collectively, we think Vadodara Is a Knowledge City, considering the

Vadodara have taken individual and collective actions in past that have made

For every one qualified direct job, at least 5 new jobs are created at lower level including unorganized and/or locally outsourced sectors, which means creating possibilities for other

80,000 to 85,000 Jobs.

8.6 Vadodara’s Software Developers, Engineers (Telecom / Mechanical /

Electrical / Electronics / Civil / Structural / Instrumentation / Power / Water), Doctors, Scientists, Chemists, Pharmacists, Biotechnologists, Artists, Consultants, Teachers and Entrepreneurs and Hoteliers are spread all

over the world with a common thread: Baroda or Vadodara.

Local and NRI Barodians are the people, who are working to take forward Vadodara to become a Global Knowledge City.

• A young Engineer Ms Tejal Joshi from Vadodara, currently pursuing

her Masters in Life Science Informatics at University of Trent, Italy

on an EU Scholarship sent an email message: “I am glad…Let us work to make Vadodara a Knowledge City”.

• When Doshi Accounting Services Pvt Ltd (DASPL) CEO Dushyant Dixit wanted to set up Accounting BPO in Vadodara at the end of 2nd millennium, he obtained a friendly, positive opinion from TEAM CEO Dr Rajesh Khajuria about viability of this knowledge business. Today,

DASPL is probably the largest Accounting BPO with Accounting Call Centre in whole of India employing about 400 Graduates and 25 Chartered Accountants!

• Ravi Kapur, MD, Heubach Chemicals (German giant) lives in Vadodara for last 10 years, and has made city his new home. Recommends NRIs / NRGs / NRBs* to come, invest and live in

Vadodara.

• TEAM CEO Dr Rajesh Khajuria was granted UK Resident Permit in

2004, but after spending an year, he prefers to live in Vadodara for its Culture, Education for children, opportunities in Consulting and Academia, and People with a Loving Heart - a unique set of factors a developed nation does not offer.

8.7 Gujarat Government is also working hard to take the whole State

forward:

In Singapore, Hon. Chief Minister Narendra Modi said recently, "Gujarat

has a unique combination of a strategic geographic location, state-of-the-art infrastructure, multi-lingual workforce,

concentration of corporate and financial resources and a world-class pro-business environment."

“The Chief Minister hopes to attract Chinese investment into sectors like chemicals and pharmaceuticals, gas

and oil, tourism and medical tourism”, some of the sectors mastered by Vadodara and identified

for this Knowledge City.

Singapore dailies quoted Modi as saying that he proposed to come out with an "integrated township policy" for Gujarat and that his government would

shortly come out with an exclusive 'Petroleum SEZ' "for servicing oil rigs and (to offer) other exploration and development services."

Noting that Gujarat encouraged private participation in port development, he

said, "Our concept is to have port-based SEZs with backward linkages with warehouses, cold storage and transportation network." Dahej near Vadodara is already a developed Port with SEZ status.

Modi told a select gathering in Ahmedabad that "Gujarat is not competing with other states like Maharashtra, Karnataka, and Andhra Pradesh. We may surpass them. I want Gujarat to compete with China,

Germany and Japan."

Gujarat is among the fastest growing states in India. Against the national

growth rate of around 8 per cent, Gujarat is galloping at over 12.5 per cent growth rate. Modi pointed out to his audience in Singapore that while India is struggling to achieve a 4 per cent farm sector growth rate, Gujarat's agriculture output was expanding by 11.2 per cent.

Take Forward Vadodara: Knowledge City

Gujarat has 12 SEZs (Special

Economic Zones) implemented or under implementation with 41 SEZs approved at various stages. Together with other

Mega Projects, Gujarat will catapult close to Rs 400,000 Crore (US$ 80 billion)

investment over next 5 to 10 years as per MOUs signed in Vibrant Gujarat 2007.

Gujarat shall soon cross to have 50 SEZs as per our visit to Indextb, Government of Gujarat, Gandhinagar.

The Time Frame to achieve the ‘Collective Dream’ - ‘Vadodara Dream’ is

given in Annexure I: Implementation Roadmap. The Wish List of Barodians is endless; but we suggest 10 Strategies and Roadmap to develop Vadodara: Knowledge City.

9.1 Top 10 Strategies to develop Vadodara: Knowledge City

(1) Thinking to develop Vadodara: Knowledge City: Are you thinking Vadodara for your business and life?

(2) Commitment to develop Vadodara: Knowledge City: Are you

committed to play your role?

(3) Knowledge Creation for Vadodara: Knowledge City: Are you

contributing to educating Barodians – rich and poor, children and adults, at colleges, schools and under Banyan Tree, by investing or

sponsoring?

(4) Knowledge Sharing with Vadodara: Knowledge City: Are you or would you like to become a teacher or trainer to students, managers,

owners and professionals?

(5) Infrastructure Development for Vadodara: Knowledge City: Wi-

Max Vadodara in 2007. Plan Flyovers, Air-conditioned Mass Rapid Transport (MRT), increased airline options throughout 24 hours, more gardens in the outskirts (consult Mohanbhai Patel, ex-Director, Parks & Gardens of Vadodara), smoother roads, cleaner city, and

planned maintenance of drainage, lights and roads.

(6) Funds generation for Vadodara: Knowledge City: Think Public-

Private Partnership, Sponsorships, Bank Loans, NRIs / NRGs NRBs, Financial Intermediatories, Consultants, Lawyers, Doctors, Industrialists, Philanthropists, Politicians, Bureaucrats, just anyone who can help bring in necessary funds for Vadodara and Knowledge

Sectors to thrive.

(7) Night Life: Create Walking Zones in the evenings at R C Dutt Road, Race Course, Mandvi, Nyan Mandir and so on. Illuminate brightly with

fountains and sitting benches. Allow clean Restaurants to operate 24 hours in these areas. Petrol Police to check crime and garbage. Make law to fine garbage spilling instantly like Singapore.

(8) Invite all stakeholders to deliberate and contribute every month – in small groups, societies, and commercial buildings to keep the city

clean, developing and pollution-free. Vadodara Initiative with other voluntary groups may like to coordinate these debates.

(9) Create Knowledge Infrastructure in Vadodara: Knowledge City:

International Conference Centre, Exhibition Enclave, Hotels and Restaurants, Amusement and Waterparks, Family Entertainment Centres (FECs), Shopping Malls, Modern Residential Townships, Swimming Pools, Clubs, Licensed Liquor Hotels (not liquor shops on

streets like other States). Invite Experts from all over the world to invest in creating knowledge infrastructure and participate in the City Growth.

(10) Enjoy Vadodara: Knowledge City.
