Eng. Shorook Abdoh holds a master's degree in Engineering Management for Sustainability in Facilities Management and Buildings and holds a Bachelor's degree in Architecture engineering from Qatar University. She is awarded the Engineering Classification of the Ministry of Municipal Engineers in the State of Qatar.

She worked for over 3 years as a teaching and research assistant at Qatar University. She has worked for over 4 years in the construction sector in design and contracting companies.

)Confirmation of the security and safety component of international construction contracts(

To ensure safety and security in international construction contracts by studying the requirements of work in construction sites to achieve safety rates and provide insurance systems to cover the potential risks of international construction contracts. The construction in the State of Qatar has increased significantly and affect the daily lives of the population; The State has established a set of rules that reduce the damage caused by construction, also the state issued the Municipal and Environmental Boundaries Guide that contains special requirements in order to establish limitations of the damage caused by maintenance. All those aspects will be discussed in the first session of the workshop.

)Sustainability in sports facilities of the World Cup: Qatar 2022(

Qatar's priorities include the achievement of sustainability in all areas, including environmental sustainability that is going accordingly with Qatar vision 2030. FIFA requirements are coming in line with Qatar vision, as FIFA is requiring an environmental friendly tournament, through the reduction of carbon, energy efficiency, waste management, and sustainability. Therefore, sustainability of sports facilities, technical, and legal aspects of sustainability were studied in this research project.

The research team suggest that there is a need to study proposals for environmental requirements in order to be included in the National Building Code in the State of Qatar in general and the construction of facilities for the 2022 World Cup in particular. All these aspects will be discussed at the first session of this workshop.

)New avenues for settlements of construction disputes(

Construction contracts fall within the range of chain of contracts which result in multiple relationships in terms of their parties, but which have a common factor in terms of their subject matter. In other words, all these multiple contracts deal with the same transaction. These contracts enjoy a collective or uniform nature as constituting the so-called homogenous chain of contract. There is a set of multiple legal acts that form a single contractual group, and each contract establishes obligations separate from the other contracts in the group. However, the non-performance of one of these contracts affect the implementation of the other obligations in other contracts in the same group.

The assumption here is that these contracts include separate arbitration clause and may lead to the rise of many disputes related to the same construction project, and thus the need arises to search for the technical means to bring all these parties into a single arbitral procedures

according to standard procedures. In this context, the question appears to know who can intervene in the

dispute submitted to arbitration between the rest of the parties in the same group of contracts? We will try to answer this matter under comparative legislation and Qatari

"The avoidance, management and resolution of disputes in the construction industry is key to ensuring that projects are completed on time and within budget, that investments yield an appropriate return and that contractors and sub-contractors operate on a sustainable basis. To this end, an array of options for dispute avoidance and dispute resolution is available, which may be combined to suit the needs of a particular project or dispute:

a. Project governance and dispute avoidance mechanisms;b. Multi-tier dispute avoidance/resolution clauses;c. Mediation;d. Neutral evaluation;e. Expert determination;f. Adjudication, DRBs, DABs, etc.;g. Interim measure applications;h. Arbitration or litigation.

Legally and practically, there is a need to choose and coordinate these different options for dispute avoidance and resolution carefully, so that their availability does indeed result in increased efficiency instead of generating additional delays and complexities. All of this is going to be discussed in the second session.

Prof. Abdelnaser Zeyad Hayajneh

Prof. Abdelnaser Hayajneh has Ph.D. in Civil and Environmental Law,

Newcastle University / UK, and currently is working as Professor of

Law in the college of Law/ at Qatar University. He worked at the

University of Jordan 2004-2013 where he was Associate Professor of

Law.

Prof. Abdelnaser Hayajneh is the Author of four books:

1- Environmental Law: General Theory with explanation of Environmental Laws in

Jordan

2- Legal Terminology: Learn, Proceed, and have Fun

3- Environmental Law: Explanation of Environmental Laws in the UAE

4- Private International Law: Conflict of Laws and Nationality in Qatar

Dr. Yassin EL Shazly

Dr. Yassin EL Shazly is currently an Assistant professor of

commercial law at Qatar University and he also served as the

Associate Dean for Outreach and Community Engagement at the

college of law Qatar University. Dr. Shazly is also an Associate

professor of Commercial & Maritime Law at Ain Shams University

)on Leave( and visiting professor at the American University in

Cairo )AUC(.

Dr. Shazly holds a doctoral degree in Business Law from Jean Moulin Lyon 3 University,

France. He also holds a Master's degree in law from Ain Shams University and Lyon 2-

France and a Master's degree in political science from Jean Moulin Lyon 3- France.

Dr. Shazly has an extensive practical experience in the field of negotiating and drafting

business contracts and he served as a legal counsel in many legal cases. Dr Shazly was

temporarily adjunct at the Ministry to Economy and commerce in )Qatar(. He was also

appointed as legal expert for international projects granted by the African Union and the

European Union. He also served as Legal Advisor to the chairman of the Financial

Supervisory Authority )Egypt( and as a Legal Counsel at the National Telecommunications

Regulatory Authority )Egypt(. Dr. Shazly started his career as a member of the board of

Commissioners in the Supreme Administrative court in the Egyptian State Council and he was

also appointed at the public prosecutor office in Egypt.

Dr. Shazly has a hands-on experience in organizing and delivering legal training courses and

draft legal opinions in various areas of business law especially banking transactions,

intellectual property, corporate law, media law, governance, and dispute resolution methods.

He also served as a consultant at the Ministry of Economy and trade in Qatar on part-time

basis. He is a certified trainer from the International finance corporation )IFC( and accepted

mediator at the General Authority for Investment )GAFI( dispute resolution center.

Concerning the scientific research, Dr. Shazly published around forty peer-reviewed articles in

different languages )Arabic-English-French( and he continues to publish his wok in different

areas of Business law especially corporate law, e-commerce, transportation law, arbitration

and dispute resolution methods, investment law, intellectual property and capital market.

Prof. Hassan El Barrawy

Dr. Hassan El Barrawy is the Assistant Dean for Academic Affairs at the college of Law at Qatar University and he is a Professor at college of Law at Qatar University.

Dr. El Barrawy has more than 35 books and research papers.

The Qatari Ministry of Culture has printed his book on the legal protection of traditional customs.

Dr. El Barrawy is a Professor of Law at Qatar University College of Law. He is a Professor of Law at the College of Law, Cairo University, Egypt )on leave(. He held the position of the Associate Dean for Students Affairs College of Law, Qatar University for 2007-2010. Professor El Barrawy is the professor of Contract Law and Torts. Dr. El Barrawy has published widely in contracts, torts, woman rights, comparative studies and Islamic law in several peer reviewed journals.

He is Member of the Egyptian Bar Association, member of the Egyptian Association for Political Economy and Statistics and Legislation, and Member of the Law Faculty Council, Cairo University. In Qatar he is Member of the Committee for Cooperation between Supreme Judiciary and Qatar University and Member of many Investigation Committees.

Professor Al Barrawy, taught in Qatar University- College of Law, "Ahmed Bin Mohammad Military Academy", and in the Center of Legal and Judicial Studies. He headed the University Disciple Committee in Qatar University, and supervised the trainee students' researches in the Center of Legal and Judicial Studies that is under the supervision of the Qatari Ministry of Justice, Furthermore, Professor. Al Barrawy participated in many scientific conferences in Egypt, Qatar, the United Arab Emirates, Malaysia and Jordan.

Dr. Tarek Gomaa Rashed

Dr, Tarek Rashed has Ph.D. in Civil Law, CAIRO University / EGYPT, and currently is working as Assistant Professor of Law at Qatar University/ the college of Law. He worked at the University Of Cairo 2012 where he was lecturer of Law.

DR. Tarek Rashed is the Author of four books , among them:

Partner, Antitrust and Arbitration/Dispute Resolution

RENATO NAZZINI focuses on antitrust, regulated sectors, State aid, and European Union law, in particular cartels, abuses of a dominant position, vertical agreements, mergers, litigation, arbitration and ADR. Renato is regularly appointed as arbitrator and advises and represents clients in complex commercial disputes both in arbitration and court proceedings. He is a non-governmental adviser )NGA( to the International Competition Network )ICN(.

Renato’s experience covers various sectors including telecommunications, energy, transport, pharmaceuticals, financial services, manufacturing, IT and new economy markets, heavy industries, gaming, consumer goods and retailing. He advised major telecommunications operators on antitrust and regulatory issues relating to network access, broadband internet and licensing. He represented an Italian leading content service provider in relation to telecommunications and consumer protection issues, in particular regarding licensing requirements administered by the Italian Telecommunications Authority. He advised major Italian and foreign clients on cartel investigations )including one of the first leniency cases in Italy(, abuses of dominance, access to infrastructure in the telecoms sector and functional separation and unbundling in the energy sector.

Prior to joining LMS, Renato was of counsel at the London office of Bonelli Erede where his practice focused on advising international corporations on Italian and EU competition law as well as on arbitration and international litigation. Previously, he was Deputy Director at the UK Office of Fair Trading where he also worked with a number of European and international institutions including the European Commission, the Organization for Economic Cooperation and Development )OECD( and the International Chamber of Commerce )ICC(. While at the Office of Fair Trading, Renato led on major areas of enforcement and policy, including financial services, damages actions and litigation in competition law, and the review of the policy on abuse of dominance under Article 102 TFEU.

Renato is Professor of Law at King's College London and Director of Research of the Centre of Construction Law and Dispute Resolution. He published more than 50 articles and book chapters on competition law and international commercial arbitration as well as a number of books including Competition Enforcement and Procedure )Oxford, OUP 2016(; The Foundations of European Union Competition Law: The Objective and Principles of Article 102 )Oxford, OUP 2011(; and Concurrent Proceedings in Competition Law: Procedure, Evidence and Remedies )Oxford, OUP 2004(.

Construction projects and infrastructure projects are among the most important projects at the

international and national levels, those projects are distinguished by the length and duration.

The multiplicity of project overlaps and multiple contracts would increase the likelihood of

risks and legal problems, which would

have a negative impact on the economics of construction; hence, there is a great need to

identify and manage legal risks in national and international construction contracts.

The State of Qatar is witnessing an increasing interest in construction sector and

infrastructure projects due to the economic and social boom that the country is going through

in the pursuit of Qatar vision 2030. This interest has increased after Qatar won the right to

organize the 2022 World Cup. That would increase the infrastructure in all facilities to

accommodate this huge global event, which requires an appropriate legal environment that is

in line with the requirements of the FIFA and international contracts.

Therefore, our research project aims to identify the practical reality of construction and

construction contracts in the State of Qatar through analyzing and studying them in the light of

Qatari legal system, also determining the expectations of all related parties, in order to

demonstrate the rights and obligations of all parties involved in this activity. Develop relevant

national legislation to meet the requirements of international contracts for construction and the

requirements of the International Federation of Football )FIFA( and address the legislative

shortfalls in some areas related to the construction process .Construction in Gulf region in

long run, ensuring sustainable development in the State of Qatar.

Accordingly, the research team obtained real data and information through interviews and a

questionnaire for the parties concerned, and the formation of working groups with experience

in the field of construction and construction contracts at the level of the State of Qatar. The

team also examined the legislative experience in the countries that hosted the World Cup

recently, such as South Africa and Brazil, as well as the countries that will host the World Cup

in the future, such as the Russian Federation

The research team is funded by the Qatar National Research Fund (QNRF), will organize a workshop entitled "The Legal System of Building and Construction Contracts: Challenges and Aspirations in the Light of Qatar's Organizing of the 2022 World Cup", in which the main outputs of the research project discuss the most important current legislation in the State of Qatar related to construction.

The State of Qatar is witnessing increasing interest in construction projects due to the urban boom that is associated with organizing of the World Cup 2022. This research focuses on studying the laws and regulations of construction in the State of Qatar through analyzing and studying them in the light of the Qatari legal system.
