Foreword

Fondacioni i Shoqërisë së Hapur për ShqipërinëSoros (OSFA) edhe gjatë vitit 2008 pati si

përparësi kryesore Integrimin Europian,Qeverisjen e Mirë dhe Shoqërinë Civile. Nëzbatimin e këtyre tri përparësive ajo u përfshime projekte të realizuara drejtpërdrejt prej sajsi dhe në partneritet me Rrjetin e Shoqërisë sëHapur për Shqipërinë (NOSA), që përfundontemisionin e vet pas një periudhe tre vjeçarebashkëpunimi.

In 2008 the Open Society Foundation forAlbania – Soros (OSFA) continued to have

European Integration, Good Governance andCivil Society as its top priorities. Under thosepriorities, OSFA was involved in projects eitherimplemented directly by the Foundation or inpartnership with the Open Society Network forAlbania (NOSA), which would complete itsmission after a three-year period ofcooperation.

Ndërkaq nuk munguan veprimtaritë e përbashkëtadhe mbështetjet për disa organizatajofitimprurëse në Tiranë dhe në skaje tëndryshme të vendit, të cilat spikasin përqëndrueshmëri, efikasitet dhe me impakte tëndjeshme në shoqërinë shqiptare.Priroriteti i parë i rëndësishëm: IntegrimiEuropian, u bë shkas për ndërmarrjen e një varguprojektesh që synonin në njohjen e instrumentavedhe politikave të Bashkimit Europian në dobi tëpërfitimeve për shtetin dhe shoqërinë shqiptare,në shkëmbimin e eksperiencave nga procesi ihyrjes në BE duke zgjeruar zonën e demokracisëdhe të të drejtave qytetare, në krijimin e njëforumi të pavarur për zhvillimin dheintensifikimin e marrëdhënieve Shqipëri – Kosovë,në përmirësimin e situatës së kufijve shqiptaro-grekë dhe sidomos në monitorimin periodik tëdetyrimeve të qeverisë shqiptare në zbatim tëMarrëveshjes së Asociimit dhe Stabilizimit (MSA).Në këtë grup nismash, përveç projekteveoperacionale të kryera nga OSFA, dhanëndihmesën e tyre edhe disa organizata tëkoalicionitt të NOSA-s si Qendra Europiane eShqipërisë, Lëvizja “Mjaft”, Instituti i StudimeveNdërkombëtare dhe disa organizata jofitimprurësesi Instituti i Dialogut dhe Komunikimit, GrupiShqiptar i të Drejtave të Njeriut, etj.Të nxitur nga projekte të suksesshme tërealizuara gjatë vitit të kaluar, Qeverisja e Mirë,si prioritet i dytë i rëndësishëm, u fokusua nëdisa problematika të tjera. Ndër to spikasin:rritja e aksesit të minoritetit rom në qeverisjenvendore përmes modelit të ri të komunikimit;monitorim i buxhetit të shtetit; sistemi gjyqësordhe të drejtat e njeriut; forcimi i kapacitetevepër një qeverisje të mirë vendore, krijimi i njësistemi të integruar e gjithëpërfshirës për matjene ndikimit të strategjive kombëtare, sektorialedhe rajonale të zhvillimit në nivel lokal; krijimi ikapaciteteve në pushtetin lokal për zbatimin eligjit për huamarrjen dhe administrimin e taksavelokale; trajtimi i problematikave sociale nëmedia- perspektiva gjinore; vlerësim iefektivitetit të strategjive vendore për shërbimetdhe mbështetje për përmirësimin e cilësisë sëtyre për komunitetin, etj.Projektet e mësipërme kërkuan angazhimin eOSFA-s, si pjesë e NOSA-s, të partnerëve të tjerëtë këtij rrjeti si Lëvizja Europiane në Shqipëri,Co-Plan, Qendra për Zhvillimin e Habitatit,Instituti i Studimeve Publike dhe Ligjore si dhe tëdisa organizatave jofitimprurëse ku do tëveçonim: Komiteti Shqiptar i Helsinkit, ForumiShqiptar për Aleancë të Qytetërimeve, Forumi i

OSFA activity also included joint activities andsupport for several non-for-profit organizationsin Tirana and other parts of the country thatstand out for their sustainability, effectivenessand significant impact on the Albanian society.Under the first priority: European Integrationa series of projects were implemented, aimingat informing about European Union instrumentsand policies benefiting Albania and theAlbanian society. This also included experiencesharing in the area of EU accession,strengthening democracy and human rights,establishing an independent forum for Albania-Kosova relationship development andintensification, improving the Albanian-Greekborder situation, and, particularly, regularlymonitoring the Government of Albaniaobligations under the Stabilization andAssociation Agreement (SAA). In addition toOSFA operational projects, those initiativesalso benefited from the contribution given byseveral NOSA organizations, such as theEuropean Center in Albania, the “Mjaft”Movement, the Institute for InternationalStudies and several not-for-profit organizationssuch as the Institute of Dialogue andCommunication, the Albanian Human RightsGroup, etc.Encouraged by the successful projects that hadbeen implemented in the previous year, oursecond significant priority—Good Governance—focused on another agenda. Issued that werecovered include: increased Roma communityaccess to local government through a newcommunication model; state budgetmonitoring; the judiciary and human rights;strengthened capacities for better localgovernance, establishment of an integrated andinclusive system of measuring the impactnational strategies, sector strategies andregional development strategies have at locallevel; local government capacity building in thearea of implementing the local governmentborrowing law and local tax management;addressing social issues on the media from agender perspective; assessment of local servicestrategy effectiveness, and support forimproving their delivery to the community, etc.The abovementioned projects required OSFAinvolvement, under NOSA, and the involvementof other OSFA partners, such as the EuropeanMovement in Albania, Co-Plan, the Center forHabitat Development, the Institute of Publicand Legal Studies, and several not-for-profitorganizations, including: the Albanian HelsinkiCommittee, the Albanian Forum for Civilization

Mendimit të Lirë, Instituti për Kërkime dheAlternativa Zhvillimi, Koalicioni Shqiptar KundërKorrupsionit, Qendra Rajonale për Parandalimin eKrimit dhe Transparencën Policore, Qendra eAleancës Gjinore për Zhvillim, Qendra Rajonale eMjedisit, Instituti për Demokraci dheNdërmjetësim, Instituti Shqiptar për Zhvillimin eSistemit të Zgjedhjeve, Instituti i KërkimeveUrbane, etj.Nisur nga katastrofa e Gërdecit ku për shkak tëdemontimit të municioneve, më 15 Mars 2008ndodhi një shpërthim i fuqishëm dhe humbënjetën 26 persona, OSFA u anagazhua në mënyrë tëmenjëhershme në kryerjen e katër projekteve:a). Ngritja e një qendre informacioni në shtëpinëe pushimit të punonjësve të Ministrisë sëBrendshme në Durrës ku u vendos një televizorme ekran të gjerë, u sigurua abonimi në shtypin epërditshëm si dhe u ngrit një qendër zëri. Pokështu u hapën kurse të përditshme të formimitprofesional në rrobaqepësi, higjenë dhe mësimkompjuteri ku përfituan rreth 100 gra dhe vajza.Gjithashtu u risistemua këndi i lodrave duke ushtuar mjetet didaktike për fëmijë.b). Monitorimi i veprimeve qeveritare përrimëkëmbjen pas katastrofës së Gërdecit, ishtenjë tjetër projekt i mbështetur nga OSFA dhe irealizuar nga Lëvizja “Mjaft”. Organizatorët ekëtij projekti përgatitën një raport rreth 400 faqeqë fokusohej në perceptimin e të dëmtuarve përmasat e marra nga qeveria dhe vlerësimin ejashtëm për dëmet e shkaktuara në objektet ebanimit.c). Fondacioni i Shoqërisë së Hapur për Shqipërinë(OSFA) mbështeti gjithashtu projektin e ShërbimitLigjor Falas, Tiranë (TLAS) dhe QendrësAvokatore të Gruas, që ofroi shërbime ligjorefalas për familjet e viktimave dhe të tëdëmtuarve të tjerë. Kryerja e këtij projekti ukonkretizua në shërbimin ligjor për familjarët e26 viktimave; përfaqësimin në gjykatë për çeljetrashëgimie, për kërkim shpërblimi për dëmin ejetës; shërbimin ligjor të lëvizshëm në fshatrat eprekura nga tragjedia si dhe shërbim këshillimornë zyrat e TLAS-it për rreth 40 grup rastesh tëtjera që janë dëmtuar prej tragjedisë.d). Projekti i katërt, megjithëse i konceptuar sinjë raport me rreth 200-250 faqe, u shndërrua nënjë libër investigativ “Katastrofa e Gërdecit –shkaqet, shkaktarët, viktimat” i përgatitur ngapublicisti i njohur Ardian Klosi. Në këtë botimshtjellohen ndodhitë, konfigurimet, elementet endërthurura dhe të veçanta që shpunë nëshpërthimet e 15 marsit 2008 në Gërdec të Vorës.Libri bën një investigim të pavarur të asaj qëndodhi në linjat më kryesore. Botimi është i

Alliance, the Forum of Free Thought, theInstitute for Development Research andAlternatives, the Albanian Coalition againstCorruption, the Regional Center for CrimePrevention and Police Transparency, the GenderAlliance Center for Development, the RegionalEnvironment Center, the Institute forDemocracy and Mediation, the AlbanianInstitute for Electoral System Development, theUrban Research Institute, etc.Following the Gerdec disaster, where 26 peoplelost their lives due to a massive explosion in anammunition dismantling facility on 15 March2008, OSFA immediately committed to theimplementation of four projects:a). Establish an information center at theMinistry of Interior holiday complex in Durres,where a wide-screen television set wasinstalled, daily newspapers were provided anda Public Announcement System wasestablished. In addition, daily vocationaltraining courses were provided in sewing,hygiene and computer sciences, benefiting 100women and girls. The playground was alsorenovated under the project, increasing thenumber of didactical tools for children.b). Monitor recovery actions taken by theGovernment actions for recovery in the wake ofGerdec disaster. This was another OSFA-supported project that was implemented by the“Mjaft” Movement. The project organizerswrote a 400-page report, which focused on theperceptions the affected population had of theactions taken by the Government, and externalevaluation of the damage caused to housingfacilities.c). The Open Society Foundation for Albania(OSFA) also supported the Tirana Legal AidService (TLAS) and Women’s Advocacy Centerproject, under which free legal services wereprovided to the victims’ families and otheraffected people. The project provided specificlegal aid for the families of the 26 victims;court representation for inheritance transfercases, and for claims of damages; a mobilelegal aid service in the disaster-struck villages,and a counseling service at TLAS premises forabout 40 sets of other cases affected by thedisaster.d). The fourth project, despite being conceivedas a report of about 200-250 pages, became aninvestigative book titled “Gerdec Distaser—Causes, Culprits and Victims”, prepared by therenowned columnist Ardian Klosi. Thepublication addresses the particular combinedevents, configurations and elements that led to

XhorxhSoros. Krijimi i Shtëpisë së OJF-ve vjen nëvazhdim të përmbushjes së misionit tëfondacionit “Soros” për të kontribuar nëzhvillimin e qëndrueshëm të aktorëve kryesorë tëshoqërisë civile nëpërmjet plotësimit të nevojavetë tyre me hapësira të përshtatshme. Shtëpia eOJF-ve do të krijojë kapacitete që të ofrojnëekspertizë në fushat me interes të aktorëvekryesorë të shoqërisë civile. Brenda prioritetit përforcimin e kapaciteteve të Shoqërisë Civile do tëveçonim disa nga projektet më të realizuara si:nxitja e dialogut civil; çështjet sociale dhepasqyrimi i tyre në media; trainimet për OJF-tëlokale; rritja e vendimmarrjes për gratë dhevajzat; nxitja e përgjegjësisë sociale tëkomunitetit të biznesit në Shqipëri ndajgrupimeve të margjinalizuara; ngritja e qendrëskomunitare “Shtëpia ime”; agjenci punësimi përshërbimet në familje; demokratizimi i jetësnëpërmjet kontributit të qytetarëve në procesine zhvillimit dhe vendimmarjes së pushtetit;integrimi i komunitetit rom nëpërmjetprogrameve të rehabilitimit dhe zhvillimit;promovimi i hershëm i shëndetit mendor;asistencë sociale dhe integrim për gratë dhefëmijtë në nevojë; kamp veror për fëmijtëjetimë, sensibilizimi i njësisë lokale përkatësepër inkurajim dhe bashkëpunim me këtë pjesë tëshoqërisë; edukimi qytetar dhe profesional përgratë e përjashtuara shoqërisht; çështje dhemodele të organizimit komunitar në Shqipëri, etjSi për shumë vite të tjera, edhe gjatë vitit 2008Fondacioni i Shoqërisë së Hapur për Shqipërinë(OSFA) bashkëpunoi edhe në realizmin e dyprogrameve të rrjetit të Institutit të Shoqërisë sëHapur: Lindje – Lindje dhe Bursat.Programi Lindje – Lindje, partneritet përtejkufijve, si një iniciativë rajonale e OSI-it, kaofruar një mundësi bashkëpunimi mes vendeve tërajonit. Përparësi në këtë program kanë marrëprojekte si feja dhe shkolla në Shqipëri; forcimi itë drejtave të njeriut në sistemin e paraburgimit;Aleksi dhe Vladi strategjitë për shërbimet eshëndetit publik për fëmijtë me sëmundjegjenetike; shkëmbim i eksperiencave rajonale

the explosions in Gerdec, Vora, on 15 March2008. The book is an independent investigationinto what happened. It is rich in facts,testimonies, documents and pictures. After itlists major facts and developments impartially,the book provides an also impartial analysis ofthe causes leading to such a disaster.The Civil Society—another important priority—experienced its greatest event in 2008: theestablishment of the NGO House, a direct giftby the Open Society Foundation Founder, Mr.George Soros. This is in the context of fulfillingthe Soros Foundation mission, contributing tothe sustainable development of the civil societymajor players by meeting their need foradequate premises. The NGO House willestablish capacities providing expertise inareas of interest for the civil society majorplayers. Under the Civil Society capacitybuilding priority, the following projects are ofparticular significance: civil dialoguepromotion; social issues and their coverage onthe media; local NGO training; increaseddecision-making for women and girls; increasedcorporate social responsibility in Albania in thearea of marginalized groups; establishment of“My Home” Community Center; an employmentagency for domestic services; democratizationof life through civic contribution to thedevelopment and decision-making; integrationof the Roma community through rehabilitationand development programs; early mental healthpromotion; social assistance and integration forneedy women and children; a summer camp fororphans, raising the relevant local governmentunit’s awareness of encouraging, andcooperating with, the civil society; civic andvocational education for socially excludedwomen; community organization issues andmodels in Albania, etc.Like previous years, in 2008, too, the OpenSociety Foundation for Albania (OSFA)cooperated for the completion of two OpenSociety Institute Network programs: East-Eastand Scholarships.The East East Partnership Beyond BordersProgam is a regional OSI initiative, whichprovides cooperation opportunities amongcountries. This Program priorities include suchprojects as religion and school in Albania;enforcement of human rights in detentionfacilities; Alex and Vladi / Strategies for PublicHealth Services for Children with GeneticDiseases regional experience exchange in thearea of community mobilization and communityliaisons; healthcare and its development in

Fondacioni i Shoqërisë së Hapur përShqipërinë (OSFA), në këtë program, vepron si njëndërmjetës mes aplikuesve dhe universiteteve tëhuaja të përfshira në skemën e partneritetit. Nëkëtë kontekst janë ofruar bursa të plota dhe tëpjesshme për kryerjen e studimeve të shkollës sëlartë në Universitetin Amerikan të Bullgarisë,bursa pasuniversitare në master dhe doktoraturë,bursa plotësuese dhe bursa afatshkurtër përuniversitetin e Oxford-it, të Sussex-it dhe në atëtë Staffordshire-s.Pasqyrim më të detajuar të veprimtarisë së OSFA-s dhe partnerëve të tij gjatë vitit 2008 do ta gjeninë informacionin që përcjell ky raport që, krahaspërshkrimit të projekteve, synon edhe krijimin etransparencës së plotë financiare.

In thiscontext, the Program granted full and partialscholarships to attend studies in the AmericanUniversity of Bulgaria, graduate andpostgraduate scholarships, supplementaryscholarships and short-term scholarships toattend studies in the Oxford University, SussexUniversity and Staffordshire University.You will find more detailed information on OSFAand its partners in this report, which, inaddition to providing a description of projects,also aims at providing complete financialtransparency.

Integrimi Europian, si një nga përparësitë eFondacionit të Shoqërisë së Hapur për

European Integration—one of the priorities ofthe Open Society Foundation for Albania and

its partners grouped under the Network of OpenSociety for Albania—focused on a series ofinitiatives and direct actions facilitating theprocess in 2008.

Kështu vazhdoi projekti i monitorimit tëangazhimeve të qeverisë shqiptare pasnënshkrimit të Marrëveshjes së Asociimit dheStabilizimit (MSA), u kryen disa veprimtarirajonale Shqipëri –Kosovë, Shqipëri – Mali i Zidhe Shqipëri – Greqi, u ballafaquan praktika dheproblematika jo vetëm nga vende të rajonit, poredhe me shtete të tjera që tashmë janë anëtarëtë Bashkimit Europian, etj. Në këto veprimtarivlerësohen organizatat jofitimprurëse si LëvizjaEuropiane në Shqipëri, Instituti i StudimeveNdërkombëtare, Instituti i Dialogut dhe iKomunikimit, Grupi Shqiptar i të Drejtave tëNjeriut, etj. Në mënyrë të detajuar, disa ngaprojektet më me ndikim kanë qenë:

Monitorimi i detyrimeve qërrjedhin nga Marrëveshja eStabilizim – Asociimit, 2008-2009

Projekti operacional i OSFA-s së bashku me njëgrup ekspertësh monitoroi zbatimin eangazhimeve të ndërmarra nga qeveria shqiptarenë kuadër të Marrëveshjes së Stabilizim Asociimit(MSA). Procesi i monitorimit ndikoi në realizimine përparësive të Partneritetit Europian, në rritjene përgjegjshmërisë së strukturave shtetërore,duke siguruar një proces të hapur e transparentndaj grupeve të interesit dhe publikut nëpërgjithësi sikundër në identifikimin eproblemeve dhe efikasitetit të zgjidhjeve qëburojnë nga procesi i integrimit europian. In that context, the project of monitoring theGovernment of Albania commitments followingthe signing of the Stabilization and AssociationAgreement continued. Under the Project severalregional bilateral activities were carried out inAlbania, Kosova, Montenegro and Greece, andpractices and issues were discussed and sharedamong those countries and with other EUMember States. Those activities involved thefollowing non-profit organizations: the EuropeanMovement in Albania, the Albanian Institute forInternational Studies, the Institute of Dialogueand Communication, the Albanian Human RightsGroup, etc. More detailed information on someof the projects is given below:

Monitoring obligations derivingfrom the Stabilization andAssociation Agreement, 2008-2009

The OSFA operational project, in cooperationwith a group of experts, monitored theimplementation of the commitments taken bythe Government of Albania under theStabilization and Association Agreement (SAA).The monitoring process had an impact on theachievement of the European Partnershippriorities, and increased government structureawareness, thus ensuring an open andtransparent process with increased access tostakeholders and the public in general, as well asthe identification of issues and effectivesolutions under the European integrationprocess. This was the third period of monitoring,with an idea of making it an annual tradition.The scope of monitoring included the followingdocuments: The National SAA ImplementationPlan, the Stabilization and AssociationAgreement, the European Partnership, theEuropean Commission Annual report, theNational Strategy for Development andIntegration, the European CommissionEnlargement Strategy, the Council of Ministers’Sector Strategy, the EU-Albania ConsultativeTask Force (CTF) Joint Recommendations, EU-Albania Joint Committee and Sector GroupRecommendations, reports andrecommendations issued by EU AssistanceMissions (EURALIUS, PAMECA), and reports andrecommendations issued by other internationalorganizations in the relevant areas to bemonitored (OSCE, Council of Europe, the WorldBank, Transparency International, UN Agencies,

Sikundërvitin që shkoi, monitorimi u bazua jo vetëm mbimetodën e kërkimit por edhe me intervista tëpersonave përgjegjës në institucionet e linjës dheorganizmat partnere ndërkombëtare. Raportet emonitorimit për çdo fushë u realizuan si njëkombinim i treguesve cilësorë me ato sasiorë,duke identifikuar jo vetëm progresin dheproblematikën por edhe nivelin e planifikimit tëinstitucioneve të përfshira në monitorim.Monitorimi pati impakt:- në informimin e institucioneve qendrore dhevendore, të grupeve të interesit dhe publikut nëpërgjithësi, te Komisioni Europian dhe vendetanëtare të BE-së, për ecurinë e Shqipërisë nërrugën drejt integrimit europian.- në rritje e përgjegjshmërisë së strukturaveshtetërore përmes sigurimit të një procesi tëhapur e transparent ndaj grupeve të interesit dhepublikut në përgjithësi.- në krijimin e një rrjeti ekspertësh të kualifikuarpër mbulimin e problematikës së integrimiteuropian.- në rritjen e nivelit dhe cilësisë së informacionittë disponueshëm për publikun në lidhje me ecurinëe Shqipërisë në procesin e integrimit europian.Projekti u nda në dy periudha 6 mujore dhe nëfund të çdo periudhe u publikua raporti imonitorimit. Raportet u përqendruan në çështjetprioritare të marrëdhënieve BE-Shqipëri si“Demokracia dhe shteti i së drejtës”, “Të drejtatdhe liritë themelore të njeriut”, “Çështjet ebrendshme” dhe “Kuadri institucional ekapacitetet administrative për menaxhimin eprocesit të integrimit europian”. Duke qenë seprocesi i ratifikimit të MSA-së po i afrohet funditdhe para Shqipërisë shtrohet nevoja për forcimine kapaciteteve administrative, raporti analizonkapacitetet administrative që bashkërendojnëprocesin e integrimit europian dhe sugjeronmarrjen e masave për përmirësimin e situatës.Këto raporte u paraprinë nga publikimi i njëraporti të ndërmjetëm, gjetjet e të cilit udiskutuan me aktorë vendas, delegacionin eKomisionit Europian dhe misionet ndërkombëtareqë asistojnë Shqipërinë në procesin e integrimiteuropian.

Si të përfitojmë nga instrume-ntat dhe politikat e BE; debatetë hapura

Qendra Europiane në Shqipëri, anëtar i Rrjetit tëShoqërisë së Hapur për Shqipërinë (NOSA) me

SIGMA, Freedom House Nations in Transit, USState Department, and EUROPOL).Like the previous year, in addition to researchthe monitoring was also based on interviewswith relevant individuals from line agencies andpartner international organizations. Themonitoring reports for each area included acombination of qualitative indicators withquantitative ones, not only identifying theprogress made but also measuring the level ofplanning at the institutions covered by themonitoring. The monitoring had an impact on:- informing central and local governmentinstitutions, stakeholders and the general public,as well as the European Commission and EUMember States, on the progress Albania hasmade towards European integration;- increased accountability of governmentstructures by ensuring an open and transparentprocess that provides access to the stakeholdersand the general public;- establishing a network of qualified experts ofEuropean integration issues;- increased level and quality of the informationprovided to the public in relation to the progressAlbania has made towards European integration;The Project was divided into two six-monthperiods, and a monitoring report was publishedat the end of each period. The reports focusedon priority issues for the EU-Albaniarelationship, such as “Democracy and the rule oflaw”, “human rights and fundamentalfreedoms”, “internal affairs” and the“institutional framework and administrativecapacities for managing the Europeanintegration process”. Since the SAA ratificationprocess is coming to an end, which underlinesthe need for Albania to strengthen itsadministrative capacities, the Report assess itsadministrative capacities for coordinating theEuropean integration process, that suggestsmeasures for improving the situation. Thereports were preceded by an interim report, thefindings of which were discussed with localplayers, the EC Delegation to Albania and otherinternational missions assisting Albania in itsEuropean integration process.

Faza edytë e projektit u finalizua me organizimin e njëseminari dy ditor në Shkodër me temë “Si tëaplikojmë për fondet e BE-së”, në të cilin morënpjesë përfaqësues nga Prefektura dhe Këshilli iQarkut, nga bashkia e Shkodrës, e Vaut tëDejës, e Koplikut dhe Pukës, nga komuna eShkrelit, e Postribës, e Gurit të Zi dhe Qerretitnë Pukë.Seminari u fokusua rreth përfitimeve tëstrukturave vendore dhe të shoqërisë civile ngafondet e programeve të BE-se në përgjithësi dheato ndërkufitare, tek të cilat mund të aplikohetsi në Delegacionin e Komisionit Evropian nëTiranë, ashtu edhe jashtë tij. Pjesëmarrja nëprograme të tilla si Itali - Adriatik, Itali –Shqipëri kanë shtruar nevojën për asistencë tëvazhdueshme për të shkruar projekte, për t’ipërfituar ato dhe dhe për t’i vënë në zbatim.Gjithashtu në seminar u debatua rreth një ngaprogrameve të BE-së, “Framework Programme7”, ku Shqipëria mund të aplikojë dhe ku kaedhe një angazhim qeveritar për të përfituarprej tij.Organizatorët shpjeguan se çfarë është kyprogram, çfarë parashikon ai, kushtet për tëmarrë pjesë, rregullat dhe skemat e financimit.Të pranishmëve iu shpërnda edhe një modelformulari, të cilin duhej ta plotësonin vetë dhemë pas të ballafaqonin atë me standartet qëkërkon programi europian. Pas Shkodrësseminare të tilla trajnuese u zhvilluan edhe nëprefekturat e Vlorës, Elbasanit, Gjirokastrës dheKorçës.

Gjallërimi i bashkëpunimitndërkufitar në kuadër tëpolitikave rajonale dhezhvillimit të integruar rural

Lëvizja Europiane në Shqipëri (EMA), anëtare eRrjetit të Shoqërisë së Hapur për Shqipërinë(NOSA), Instituti për Demokraci dheNdërmjetësim (IDN) me mbështetjen e OSFA-s,ndërmorën këtë projekt për të promovuar

(NOSA)—with OSFA support, implemented thisproject with the aim to have an impact on theproactive approach that should be taken by thestructures in neighboring countries with regardto how they can benefit from a series of EUpolicies and instruments for the countries in theregion, and for Albania, in particular.The first phase of the Project focused on gettingto know the issues on the ground with regard tothe cooperation of local structures in fiveregions in Albania with European projects andinitiatives. The second phase of the Project wasfinalized with the organization of a two-dayseminar in Shkodra, “How to Apply for EUFunds”, with the participation of representativesfrom the Prefect’s Office and the RegionalCouncil, Shkodra Municipality, Vau i DejesMunicipality, Koplik Municipality, PukaMunicipality, Shkrel Commune, PostribaCommune, Guri i Zi Commune and QerretCommune in the District of Puka.The seminar focused on the benefits that localstructures and civil society organizations wouldget from EU program funds, in general, andcross-border program funds, in particular, forwhich application can be submitted to theEuropean Commission Delegation to Albania, andto other EU bodies. Participation in suchprograms as Italy-Adriatic and Italy-Albania haveraised the need for continuous assistance inwriting projects, fund-raising for them andimplementing them. The seminar also discussedone of the EU programs, “Framework Program7”, with which Albania can apply, and on whichthere is a government commitment.The organizers explained what the Program was,what it envisaged, the conditions to take part init, and its funding rules and schemes. A templateform was distributed to the participants, whichthey were instructed to fill in and, later, comparewith the EU-required standards. Following theseminar in Shkodra, other similar trainingseminars were organized in the regions of Vlora,Elbasan, Gjirokastra and Korca.

Vitalization of cross-bordercooperation in the context ofregional policies and integratedrural development

The European Movement in Albania (EMA)—amember of the Network of Open Society forAlbania (NOSA)—and the Institute for Democracyand Mediation (IDM), with OSFA support,

bashkëpunimin ndërkufitar në zbatimin epolitikave rajonale dhe zhvillimin e integruarrural në Shkodër dhe Korçë. Shqipëria është njëvend me reliev malor ku 24 për qind e tokës sësaj klasifikohet si tokë bujqësore, 36 për qindjanë pyje dhe 15 për qind kullota. Popullsiarurale përbën rreth 54 për qind të popullsisëtotale, por 71 për qind e popullsisë rurale është epunësuar në aktivitetin bujqësor, çka imponondiversifikimin e sektorit bujqësor. Rigjallërimi ibashkëpunimit ndërkufitar buron ngaperspektiva e anëtarësimit të Shqipërisë nëBashkimin Europian.Zbatimi i këtij projekti u nda në dy faza:Informim- ndërgjegjësim- vlerësim dhe avokime mbështetje për fuqizimin e kapaciteteve. Nëfazën e parë IDN dhe EMA zhvilluan një sërëveprimtarish, mes të cilave kryerjen e një seritakimesh me aktorë vendorë; organizimin e dyforume informative në Korçë dhe Shkodër;krijimin e një website me informacion mbirisitë, mundësitë, dokumentet strategjike,instrumentet e ndryshme në mbështetje tëzhvillimit të integruar rural; publikimin e njëraporti vlerësimi mbi mundësitë dhe sfidataktuale të zhvillimit të integruar rural;përgatijen e një broshure informative, etj.Në fazën e dytë, veprimtaritë kryesore ishin:- Organizimi i dy konferencave rajonale nëShkodër dhe Korçë ku u promovuanrekomandimet e studimit me pjesëmarrjen eaktorëve vendorë në këto komunitete dhe mepërfaqësues institucionalë dhe të grupeve tëinteresit në Maqedoni dhe Mal të Zi. Këtokonferenca shërbyen si instrument për tëinfluencuar në qasjen e politikëbërësve dheaktorëve vendorë si dhe në shkëmbimin eeksperiencave midis këtyre zonave shqiptare meato në Mal të Zi dhe Maqedoni.- Organizimi i dy seminareve trajnuese mepërfaqësues të pushtetit lokal, të shoqërisëcivile dhe aktorëve të tjerë në nivel vendor mbiinstrumentet e BE-së në mbështetje tëbashkëpunimit ndërkufitar. Seminaret përfshinëtre seanca trajnimi dhe një seancë interaktiveqë mundësuan diskutimin mbi praktikimin emetodave dhe instrumenteve të përfshira nëmodulet e trajnimit. Në këto seanca objektdebati u bënë programet e BE-së për zhvilliminrural si programet ndërkufitare të komponentittë Instrumentit të Para Aderimit, LeaderApproach dhe Local Action Groups. Në përfundimtë projektit u krye edhe shpërndarje e botimevedhe e produkteve të tjera tek aktorët einteresuar.

Albania is amountainous country, with 24 percent of its landclassified as agricultural land, 36 percent asforests, and 15 percent as pasture. 54 percent ofthe total population lives in rural areas, with 71percent of the rural population employed in theagricultural sector, which requires thediversification of the agricultural sector. Therevitalization of the cross-border cooperationstems from the Albanian prospect of EUaccession.The Project was implemented in two phases:Information, awareness-raising, evaluation andadvocacy and support for capacity strengthening.During the first phase, IDN and EMA carried out aseries of activities, also including a series ofmeetings with local players; organization of twoinformational forums in Korca and Shkodra;development of a website with information onnew developments, opportunities, strategicpapers and various instruments supportingintegrated rural development; publication of anevaluation report on current opportunities andchallenges for rural integrated development;development of an informational booklet, etc.During the second phase, main activitiesincluded:- Organization of two regional conferences inShkodra and Korca, to launch the studyrecommendations. Conference participantsincluded local players from those communitiesand institutional representatives andstakeholders from Macedonia and Montenegro.The conferences were a tool to influencepolicymakers and local players’ approach andexperience sharing between those Albanian areasand other areas in Montenegro and Macedonia;- Organization of two training seminars withlocal government and civil societyrepresentatives and other local players on EUinstruments that promote cross-bordercooperation. The seminars included threetraining sessions and an interactive sessionfacilitating discussions of practicing the methodsand tools included in the training modules. Thesessions focused on the EU rural developmentprograms, such as the IPA cross-borderprograms, Leader Approach and Local ActionGroups. At the end of the project publicationsand other products were handed out tointerested participants.

Shkëmbim eksperience ngaprocesi i hyrjes në BE: tëzgjerojmë zonën e demokracisëdhe të të drejtave qytetare

Instituti i Studimeve Ndërkombëtare (ISN), anëtari Rjetit të Shoqërisë së Hapur për Shqipërinë(NOSA) mbështetur nga OSFA kreu këtë projektduke synuar rritjen e kapaciteteve të shoqërisëcivile për t’u marrë më aktivisht me integrimineuropian, krahasuar me rolin e ngjashëm të saj nëSllovaki. Shqipëria spikat me ambicie të madhepër t’u integruar në familjen europiane, por nëkëtë aspiratë vërehet si përparimi i shpejtë nëdisa fusha, ashtu edhe një varg dështimesh nëfusha të tjera. Integrimi i Europës Qendrore dhe ishteteve balltike u shoqërua me dy aspekte:reforma teknike që janë të lidhura me përafrimin elegjislacionit me BE-në dhe reforma e mjedisitpolitik dhe ekonomik, çka do të thotë përmirësim ijetesës, stabilitet politik, mbrojtje e parimevekryesore të demokracisë, sundimi i ligjit, etj.Në këtë kuadër të gjitha palët e interesuara mundtë luajnë rol të rëndësishëm, por sidomos roli iOJF-ve dhe aktorëve të tjerë të shoqërisë civileështë vendimtar dhe i pashmangshëm. Rasti iSllovakisë është një shembull për ndikiminpërcaktues të shoqërisë civile në ndërtimin ekonsensusit publik, inkurajimin e pjesëmarrjes sëpublikut në hartimin dhe zbatimin e reformavepublike, krijimin e ndjenjës së pronësie mbi këtoreforma, përmirësimin e transparencës dhepërgjegjshmërisë së sektorit publik,etj. Nëzbatimin e këtij projekti organizatorët realizuan dytryeza të rrumbullakta, përkatësisht në Sllovakidhe Shqipëri. Në tryezën e parë përfaqësues tëshoqërisë civile nga Shqipëria u njohën mepërvojën e homologëve sllovenë, ndërsa në tryezëne dytë u debatuan problematikat që ka ky sektornë Shqipëri për integrimin europian.Projekti pati rezultat në rritjen e vetveprimit tëshoqërisë civile, të mediave, të rretheveakademike, të cilët shtuan presionin e tyre ndajpozitës dhe opozitës, në miratimin e disa ligjevetë rëndësishme si dhe në forcimin e kapacitetevetë strukturave shtetërore.

Experience exchange from theEU accession process: enlargingthe area of democracy and civilrights

The Albanian Institute for International Studies(AIIS)—a member of the Network of Open Societyfor Albania (NOSA)—with OSFA support,implemented this Project with the aim to increasethe civil society capacities to be actively involvedin the European integration process, incomparison with its similar role in the SlovakRepublic. Albania aspires to be integrated into theEuropean family, but that aspiration is coupledwith both rapid progress in some areas and anumber of failures in other areas. The integrationof Central European and Baltic countries wasassociated with two aspects: technical reformsthat are related to legislation approximation withthe EU legislation, and political and economicreforms, meaning improved quality of living,political stability, protection of major democraticprinciples, rule of law, etc.In this context, all the stakeholders can play animportant role, but the role of NGOs and othercivil society players is especially decisive andinevitable. The case of Slovakia is an example ofthe decisive influence the civil society has onbuilding the public consensus, encouraging publicinvolvement in the development andimplementation of public reforms, establishing asense of ownership on those reforms, andimproving public sector transparency andaccountability. Under the Project, the organizersheld two round tables in Slovakia and Albania. Inthe first event, civil society representatives fromAlbania were informed about the experience oftheir Slovenian counterparts, and in the secondevent the participants discussed Europeanintegration issues in Albania.The Project contributed to increasing the proactiverole of the civil society, the media and theacademia, which increased their pressure on theruling and opposition political parties to adoptsignificant laws and strengthen governmentcapacities.

Establishment of the Forum onAlbania-Kosova RelationshipDevelopment

Dialogut dhe të Komunikimit, i cili synonte krijimine një forumi intelektual të përbërë nga tridhjetëperonalitete me emër në jetën publike në Shqipëridhe në Kosovë. Ky forum do të diskutonteproblematikën që ekziston në marrëdhëniet mes tëdyja anëve të kufirit, duke nxitur debatin publikpër një sërë çështjesh me rëndësi për të sotmendhe të ardhmen. Në bazë të projektit qëndronteideja se krijimi i një hapësire të interesit tëpërbashkët mes Shqipërisë dhe Kosovës përbën njëdomosdoshmëri për zhvillimin e tyre. Për këtënevojitet një nivel i ri në shkëmbimet ekonomike,kulturore, mediatike, mes shoqërive civile apo dhetë elitave të të dyja anëve të kufirit.Në grupin nismëtar të këtij forumi bëjnë pjesëemra të tillë si Veton Suroi, Arbër Xhaferi, BlerimShala, Luan Shllaku, Shkëlzen Maliqi, etj.Konstituimi i forumit u parapri nga përpilimi i njëmaterial të përgatitur nga Instituti i KërkimeveSociale “Gani Bobi’, Prishtinë për problemet dheprirjet ekzistuese. and Communication initiative, which aimedat establishing an intellectual forum withthirty personalities from Albania and Kosova.The forum would discuss issues related tothe relationships between both countries,encouraging public debate on a series ofimportant issues pertinent to the presentand the future. The underlying idea of theProject was that the establishment of anarea of mutual interest for Albania andKosova is a necessity for their development.To that end, a new level of economic,cultural and media exchanges is needed, withthe involvement of the civil society and elitegroups from both sides of the border.The forum initiators included such notedpersonalities as Veton Suroi, Arbër Xhaferi,Blerim Shala, Luan Shllaku, Shkëlzen Maliqi,etc. The constitution of the forum waspreceded by the development of a materialby the Social Research Institute “Gani Bobi”,Prishtina, on current issues and trends. Thematerial was supported with a study on howthe Albanian media addressed the topic in a

përkatësisht në mjediset intelektuale të Tiranës etë Prishtinës.Forumi arriti të sensibilizonte dhe të ndikonte nëopinionin publik në Shqipëri e në Kosovë, si dhe nëadministratën publike për domosdoshmërinë e njëbashkëpunimi më të efektshëm mes dy vendeve.Forumi evidentoi problemet që ekzistojnë dheofroi mundësitë, rrugët apo instrumentat emundshme të zgjidhjes së tyre.

Duke qenë se pjesa më e madhe elëvizjeve në rrugë tokësore realizohet në këtopika, projekt evidentoi gjendjen faktike të katëpikave doganore në Kapshticë, Kakavijë, Tre Uratdhe Sarandë. Projekti përfshiu evidentimin eproblematikës që shfaq puna në institucionetdoganore dhe ato të policisë kufitare mes dyvendeve. The Albanian-Greek borders:situation and solutionsThis project, implemented by the AlbanianHuman Rights Group, with support fromOSFA, aimed at monitoring the situation incustoms checkpoints on the Albanian-Greekborder. As most of land traffic goes throughthose checkpoints, the Project assessed theactual situation in the four customscheckpoints of Kapshtica, Kakavija, TreUrat and Saranda. The Project alsoidentified issues related to the performanceof customs institutions and border policestructures in both countries. In closecooperation with the Ministry of Interior,covering a whole year, the Project activitiesincluded the following:- Establish contacts with border policerepresentatives at management level, localrepresentatives, the media, banks and civilsociety in the areas selected for themonitoring;- develop an advertisement to inform thepublic on the Albanian citizens’ rights vis-à-vis the border police;- develop and distribute posters and aninformational booklet;- install mailboxes at border checkpoints,where citizens could post their complaints;- monitor the border police performance andtrain them in two-day sessions in the fourselected regions;- carry out an investigative mission inGreece, and contact Albanian convicts inthree Greek prisons.At the end of the Project, which continuesin 2009, too, a final report will be written,a round table with relevant responsibleinstitutions and stakeholders will beorganized, and a television debate on anational network will take place to discussthe border situation and policeperformance, as well as the policies thatshould be followed in order to observehuman rights and freedoms on the border

Under the Good Governance priority, the OpenSociety Foundation for Albania (OSFA)

provided support for such projects as copingwith the consequences of the Gerdec disaster,monitoring the judiciary and the state budget,establishing a comprehensive system formeasuring the national strategy impact at locallevel, increased access to local governance forthe Roma community, etc.

Duke marrë shkas nga katastrofa e Gërdecit kupër shkak të demontimit të municioneve, ndodhinjë shpërthim i fuqishëm dhe humbën jetën 26persona, OSFA u anagazhua në mënyrë tëmenjëhershme në kryerjen e një projekti tëemergjencës dhe tri të tjerë në një afat më tëgjatë.

a). Qendër informimi në shtëpinë e pushimittë ushtarakëve të Ministrisë së Brendshme

Situata e krijuar pas tragjedisë së rëndë tëGërdecit e obligoi OSFA-n për të ndërhyrë në njëkohë sa më të shpejtë. Përveç humbjeve tërënda njerëzore, 26 persona vdiqën për shkak tëshpërthimit të madh nga djegja e municioneve,u plagosën qindra të tjerë dhe u rrënuan dhjetrashtëpi. Ky shpërthim la pa strehë shumëfamiljarë, mes të cilëve gra dhe fëmijë, të cilëtu strehuan përkohësisht në Shtëpinë e Pushimittë Policisë në Durrës. Për t’u ardhur në ndihmëkëtij kontigjenti njerëzish, OSFA u angazhua nëdisa veprimtari:- Në një periudhë një javore u ngrit një qendëinformacioni në hollin e hotelit kryesor tëkompleksit në shtëpinë e punonjësve të Ministrisësë Brendshme. Në këtë mjedis u vendos njëtelevizor me ekran të gjerë, u sigurua abonimin nështypin periodik si dhe u ngrit një qendër zëri.- Brenda këtyre mjediseve u hapën disa kurse tëpërditshme të formimit profesional për gra dhevajza duke u fokusuar në ato të rrobaqepësisë, tëhigjenës dhe të mësimit të kompjuterit. Në këtokurse përfituan rreth 100 gra dhe vajza.- U rregullua dhe u ristemua këndi aktual i lodraveduke u pasuruar me mjete të tjera shlodhëse dhedidaktike.

Some of the projects were implemented byOSFA; others were implemented in partnershipwith the Network of Open Society for Albaniamember organizations such as Co-Plan, theCenter for Habitat Development, the EuropeanMovement in Albania, the Institute for Public andLegal Studies, as well as other organizationsincluding the Human Development PromotionCenter, the Albanian Helsinki Committee, theInstitute for Democracy and Mediation, and theForum of Free Thought, which were noted fortheir serious efforts and sustainable capacities.More detailed information about some of themost effective projects is given below:

Coping with Gerdec disasterconsequences

In the wake of the disaster that struckGerdec, as a result of a powerful explosion inan ammunition dismantling facility, in which26 people lost their lives, OSFA actedimmediately under an emergency project andthree other longer-term ones.

a) Information Center at the Ministry ofInterior Holiday Resort

26 people were killed in the Gerdec disaster,and hundreds of people were injured anddozens of houses were destroyed. Theincident left many households homeless. Theevacuated population was offered temporaryshelter at the Police Holiday Complex inDurres. The situation that followed the tragicdisaster made OSFA make a quickintervention. In order to help the affectedpopulation, OSFA was involved in severalactivities:- An information center was operated in thelobby of the main building of the complex fora week. A wide-screen television set wasinstalled in the premises, and periodicalswere provided.- Day vocational training courses wereorganized for women and girls, focusing onsuch professions as sewing, hygiene andcomputer studies. The courses benefitedabout 100 women and girls.- The existing playground was renovated andextended with new premises and didacticaltools.OSFA contracted the Organization for Psycho-Social Services, Durres, to perform theabovementioned activities. That organization

b) Transparenca e operacioneve qeveritarepër rimëkëmbjen e Gërdecit

Projekti i dytë i rëndësishëm, por me një afatmë të gjatë, i realizuar nga lëvizja “Mjaft” dhe imbështetur nga OSFA ishte ai i transparencës sëoperacioneve qeveritare për përballimin etragjedisë dhe rimëkëmbjen në zonën eGërdecit. Projekti synonte monitorimin ezhdëmtimit dhe rehabilitimit të familjeve tëdëmtuara si dhe identifikimin e problemeve ngaveprimtaria e organeve qendrore dhe lokalegjatë këtij procesi.Organizatorët e këtij projekti përgatitën njëraport rreth 400 faqe që fokusohej nëperceptimin e të dëmtuarve për masat e marranga qeveria dhe vlerësimin e jashtëm për dëmete shkaktuara në objektet e banimit. Në raporttheksohet se pas rivlerësimeve fizike të 100shtëpive, rezulton se shpërndarja edëmshpërblimeve ishte bërë pa metodologji,subjektive dhe me padrejtësi të ndjeshme. Ngarivlerësimi i pavarur i 60 godinave del se 25 prejtyre kanë përfituar 19 milionë lekë ose 22 përqind më shumë se dëmi real, ndërkohë që 27 tëtjerave u janë mohuar 26 milionë lekë ose 30për qind. Gjithashtu, 65 për qind e rasteve tëshqyrtuara nuk e kishin përfituar akoma shumëne përcaktuar nga komisionet shtetërore.Pakënaqësitë e qytetarëve të Gërdecit ukonfirmuan në terren përmes rivlerësimevefizike të banesave të dëmtuara. Raporti theksonse nuk nuk është marrë asnjë masë përrikuperimin e traumave dhe dëmeve psiqike tëfëmijëve, nuk ka asnjë plan për të ndihmuar nëripunësimin dhe përtëritjen ekonomike tëfamiljeve të dëmtuara dhe nuk ka asnjë qëndrimzyrtar të organeve shtetërore për nivelin e dëmitdhe banueshmërinë e territorit të prekur ngashpërthimi.

c. Raport alternativ: Katastrofa e Gërdecit-ngjarja, shkaqet, protagonistët, prapaskenat

b) Transparency of the Governmentoperations for the recovery of Gerdec

A second significant longer-term project,which was implemented by the “Mjaft”Movement, with OSFA support, was theproject for ensuring transparency of theGovernment disaster response and recoveryoperations in the area of Gerdec. The Projectaimed at monitoring the damages paid to theaffected families and their rehabilitation, aswell as identifying problems related to theactivities carried out by the central and localgovernments during the process.The project organizers wrote a 400-pagereport, which focused on the perceptions theaffected population had of the actions takenby the Government, and an externalevaluation of the damage caused to housingfacilities. The Report notes that a physicalappraisal of 100 houses showed that thedamages had been paid subjectively andunfairly, without following a specificmethodology. An independent revaluation of60 buildings showed that 25 of them had beenpaid ALL 19 million (22%) more than the realdamage, while 27 other buildings had beendenied ALL 26 million (30%). In addition, 65%of the cases under review had not receivedthe amount allocated by the Governmentcommittees, yet.The Gerdec population complaints wereconfirmed on the field through the physicalrevaluation of the damaged houses. TheReport noted that no measures had beentaken to help children recover from thetrauma and psychological harm, there were noplans to help the affected families find newjobs and recover economically, and there wasnot an official position among governmentinstitutions regarding the level of damage andinhabitability of the disaster-struck area.

c. An Alternative Report: The GerdecDisaster – events, causes, protagonists andbehind-the-scene plots

The third important long-term project thatwas supported by OSFA was the preparation ofa 250-page alternative report on the eventsand combined elements leading to theexplosions in Gerdec on 15 March 2008. Whileit had been conceived of as a report, ArdianKlosi, its author, made it into a book based onan independent investigation of whathappened.The book is rich in facts, testimonies,documents and pictures. After it lists majorfacts and developments impartially, the bookprovides an impartial analysis of the causesleading to such a disaster.It sheds light on how the Albanian Stateoperates, which facilitates illegal activitiesand trafficking of various types. It alsoidentifies the specific structures and culpritswho enabled the operation of the Gerdecfacility and massive commerce of weaponsand ammunition exported from Albania.In order to ensure a bigger impact, OSFAorganized a press conference in the premisesof the NGO House, in order to launch thebook. Participants in the event includedrelatives of the victims, numerous mediarepresentatives, the Diplomatic Corps, thecivil society, MPs and other guests. The book

d) Ndihmë ligjore falas për të dëmtuarit etragjedisë

Ndihma ligjore falas për të dëmtuarit etragjedisë së Gërdecit, ishte projekti i katërtkryesor dhe afatgjatë i mbështetur nga OSFAdhe i realizuar nga dy organizatajofitimprurëse: Shërbimi Ligjor Falas, Tiranë(TLAS) dhe Qendra Avokatore e Gruas. Projektisynonte përcaktimin e përgjegjësisë tëstrukturave shtetërore për dëmin e shkaktuarndaj shtetasve të tij dhe rritjen e nivelit tëpërgjegjësisë qytetare të shtetasve në raportme punëdhënësin. Si objektiva më specifike upërcaktuan:- Dëmshpërblimi i familjarëve të 26 viktimaveqë humbën jetën në tragjedi.- Dëmshpërblimi i të dëmtuarve të tjerë prejtragjedisë.- Evidentimi i mangësive në legjislacionin aktualpër shfrytëzimin në punë të grave dhe fëmijëve,për sigurimin e jetës dhe rekomandime përpërmirësim e tij.Zbatimi i projektit filloi të konkretizohej mekryerjen e shërbimit të plotë ligjor falas(këshillim dhe përfaqësim në gjykatë) përfamiljarët e 26 viktimave për përcaktimin epërgjegjësive civile për dëmin e shkaktuar ndajshëndetit, dëmin pasuror dhe atë moral.Ndërkaq filloi përfaqësimi në gjykatë ifamiljarëve të dëmtuar për çeljen etrashëgimisë, për kërkim dëmshpërblimi ndajdëmit të jetës dhe vënia para përgjegjësisë epersonave shterëorë dhe privatë. Për këtoprocese gjyqësore u siguruan një sërëdokumentash shkresore si kontratat, tatimet etë punësuarve, akte të qeverisë dhe ministrisësë Mbrojtjes, ligji për tregtimin e municioneve,etj.Gjithashtu u organizuan takime me familjarët eGërdecit, u kryen shërbime ligjore të lëvizshmedhe u realizuan mbi 40 shërbime këshillimore përraste të komplikuara të shkaktuar nga tragjedia.Si pjesë e rëndësishme e projektit ishte edheanaliza e ligjeve dhe akteve nënligjore ku ugjetën mangësite dhe problemet që krijonin ato,të cilat në formë të një raporti rekomandimeshiu paraqitën si familjarëve, ashtu edhe organevetë drejtësisë, organit të akuzës, organizatavendërkombëtare që monitorojnë zhvillimetshqiptare, publikut, shoqërisë civile dhe medias.

d) Free legal aid services for the disaster-struck communities

“Free Legal Aid Services for the Disaster-Struck Communities” was the fourthsignificant long-term project, which wassupported by OSFA and implemented by twoNGOs: Tirana Legal Aid Services (TLAS) andWomen’s Advocacy Center. The Projectaimed at identifying the governmentstructures responsibility for the damagescaused to the citizens, and increasingcitizens’ civil responsibility vis-à-visemployers. The specific objectives were to:- Provide for damages to the relatives ofthe 26 victims who lost their lives in thedisaster;- Provide for damages to the rest of theaffected population;- Identify gaps in the current legislationregarding women’s and children’s labor andlife insurance, and providerecommendations on improving it.The implementation of the Project startedwith the delivery of complete free legal aid(counseling and representation in court) forthe family members of the 26 victims, fordetermining the civil liabilities for theirhealth, property and moral damages.In the meantime, representation in courtwas provided for the affected families intheir inheritance cases, life damages, anddetermination of civil liabilities of publicand private persons. A series of documentswere secured for the relevant court cases,such as contracts, employee tax records,Government and Ministry of Defenseregulations, the Law on AmmunitionCommerce, etc.In addition, meetings with the Gerdecpopulation were organized, mobile legal aidservices were provided, and counselingservices for 40 cases were provided. Onesignificant component of the Project wasthe legal review, which identified the gapsin the legislation and the problems theycaused, and a report with recommendationswas presented to the affected families, thelaw enforcement structures, internationalorganizations, the general public, the civilsociety and the media.

Si projekt operacional i Fondacionit të Shoqërisësë Hapur për Shqipërinë (OSFA) me një grupekspertësh, monitorimi i buxhetit të shtetitsynonte të jepte vlerësimet profesionale përaspektin ligjor dhe teknik të përgatitjes,hartimit dhe zbatimit të buxhetit të shtetit dheshkallën e përfshirjes së komunitetit në këtëproces. Projekti u fokusua në njohjen,sensibilizimin, përgatitjen dhe pjesëmarrjenaktive të komunitetit në të gjitha hallkat eprocesit ligjor të përgatitjes, hartimit dhezbatimit të buxhetit të shtetit.Në funksion të ralizimit të këtij synimi, gjatëvitit të kaluar u organizua një tryezë errumbullaktë në Prill 2008 dhe një konferencështypi në Qershor 2008 ku u paraqitën edhe dyraporte studimore. Në veprimtarinë e parëmorën pjesë specialistë të ekonomisë, tëmisionit të FMN-së në Tiranë, të Ministrisë sëFinancave, përfaqësues të shoqërisë civile dhetë mediave. Pjesëmarrësit në tryezë theksuannevojën që ka vendi për të thelluar dialogun mespalëve të interesuara në proceset e hartimit,zbatimit dhe monitorimit të buxhetit dhesidomos në sektorët prioritarë. Ekspertët dhanëkonsiderata për realizimet e buxhetit gjatë vitittë kaluar, situatën makroekonomike, gjendjen eprodhimit industrial, performancën e biznesit nëtërësi, nivelin e eksporteve dhe të investimevetë huaja të drejtpërdrejta të krahasuara me njëvit më parë. State Budget Monitoring

An OSFA operational project, implemented incooperation with a group of experts, themonitoring of the state budget aimed atproviding a professional assessment of thelegal and technical framework for thepreparation, development and execution ofthe state budget and the degree ofcommunity participation in the process. TheProject focused on informing, sensitizing andencouraging the community to activelyparticipate in all the links of the state budgetlegal preparation, development and executionprocess.In the context of achieving its goal, a roundtable was organized in April 2008, and a pressconference took place in June 2008, to launchboth research reports. Participants in the firstevent included experts from the IMF missionto Tirana and the Albanian Ministry ofFinance, and representatives from the civilsociety and the media. Participants at theround table noted the need for intensifyingthe dialogue among stakeholders in theprocesses of preparing, executing andmonitoring the budget, especially in prioritysectors. Experts gave their views on theexecution of the budget in the previous year,the macroeconomic situation, the industrialproduction situation, the overall businessperformance, and the level of exports andforeign direct investment, compared with oneyear before. The expert round table notedthat the electrical power issues and the rapidcredit extension caused problems for the

Albanian economy. Theexperts recommendedthe execution of theinvestment fundsthroughout the year,and called for avoidingthe frequent changesto tax policies andlegislation.In anotherevent, which tookplace as a pressconference, OSFA andthe group of expertslaunched their secondreport on state budgetmonitoring, aiming atassessing theeffectiveness of theuse of funds. The

Pjesë tëraportit ishin gjithashtu analizat e zhvillimevemakroekonomike të 4- mujorit të parë dherrisqet që kërcënojnë zhvillimet e këtij viti,analiza e realizimit të treguesve fiskalë dheproblematika e realizimeve apo mos realizimevepërkatëse.

Në vijim të punës së frytshme të bërë gjatë dyvjetëve të shkuara nga Instituti për StudimetPublike dhe Ligjore (ISPL), anëtar i Rrjetit tëShoqërisë së Hapur për Shqipërinë (NOSA), OSFAe mbështeti sërish këtë projekt duke synuarforcimin e mbikqyrjes institucionale mbigjyqësorin, angazhimin e shoqërisë civile nëmonitorimin e gjykatave dhe rritjen etransparencës në të gjitha shkallët e gjykimit.Në zbatim të këtij projekti ISPL solli nëvëmendje të aktorëve kryesorë mbikqyrës,inspektoriatet respektive të Këshillit të Lartë tëDrejtësisë dhe të Ministrisë së Drejtësisë,gjetjet e sondazheve të kryera gjatë vitit 2006-2007. Për këtë qëllim u organizuan dy tryeza tërrumbullakta me përfaqësues të institucionevetë mësipërme. Në këto tryeza u diskutua përformat më tipike të shkeljeve proceduriale tëgjyqtarëve duke iniciuar nisjet e procedimevendaj shkeljeve që dilnin prej sondazheve.Angazhimi i shoqërisë civile në monitorimin egjykatave për të siguruar një proces të rregulltgjatë seancës gjyqësore, ishte nje tjetër aspekti rëndësishëm i zbatimit të këtij projekti. Nëkëtë kuadër IPLS realizoi një publikim dhe njëfletëpalosje me problematikën që kanë sotgjykatat shqiptare me disa rekomandime përpërmirësimin e punës në të ardhmen. Ndërsa përrritjen e transparencës së gjykatave, IPLS

second report gave information on the statebudget execution by ministries and prioritysectors for the first four months of 2008. Thereported data showed a low level of publicinvestment. According to the data, in thefirst four months, the Ministry of PublicWorks had managed to execute only 13.6percent of the annual domestic investmentfund and 10.9 percent of the foreigninvestment fund, the Ministry of Educationhad executed 2.1 percent of the foreigninvestment fund and 3.3 percent of thedomestic investment fund. The Ministries ofLabor and Health, too, had negativeindicators in this area. The Report alsoincluded an analysis of the macroeconomicsituation in the first four months, and thecurrent threats to the macroeconomicframework, as well as an analysis of the taxindicators and issues related to the executionor failure to execute the budget.

The Judiciary and HumanRights

Building on the fruitful efforts made by theInstitute of Public and Legal Studies (IPLS)—amember of the Network of Open Society forAlbania—in the previous two years, OSFAcontinued to support the Project, which aimsat strengthening institutional oversight overthe judiciary, civil society involvement inmonitoring courts, and increasedtransparency in courts of all instances. Underthe Project, IPLS draw the attention of allmain oversight players—the High Council ofJustice and the Ministry of Justice—to thefindings of the surveys conducted in 2006-2007. To that end, two round tables withrepresentatives from both institutions wereheld. Participants in the round tablesdiscussed the most common types ofprocedural violations, initiating proceedingsagainst the violations identified by thesurveys.The civil society involvement in monitoringcourts with the aim to ensure fair and dueprocess is another important aspect of theimplementation of the Project. In thatcontext, IPLS produced a publication and abrochure on the issues currently facingAlbanian courts, and a few recommendationson how to improve work in the future.Regarding the transparency of courts, IPLS

Nëmbyllje të projektit IPLS përgatiti edheManualin për Edukimin e Publikut dheInformimin e Komunitetit, i cili u bë pronë emediave, organizatave jofitimprurëse dhestrukturave të pushtetit vendor.

Forcimi i kapaciteteve për njëqeverisje të mirë vendore

OSFA mbështeti Co-Plan, Qendra për Zhvillimin eHabitatit, anëtar i Rrjetit të Shoqërisë së Hapurpër Shqipërinë (NOSA), në zbatimin e këtijprojekti që synonte rritjen e kapaciteteve tëqeverisjes vendore për menaxhimin e tëardhurave financiare dhe monitorimin e tyre ngashoqëria civile. Në zbatim të projektit uorganizuan tri trajnime të veçanta në Lezhë, Fierdhe Durrës duke u fokusuar në temat: Plani iInvestimeve Kapitale (PIK), Menaxhimi Financiar(MF). Për Planin e Investimeve Kapitale u trajtuançështje të tilla si: çfarë është PIK, qëllimet dheobjektivat e tij, hapat zbatuese, aktorët epërfshirë në këtë proces, afatet kohore përhartimin dhe zbatimin e PIK, kalendari,monitorimet, etj. Ndërsa për MenaxhiminFinanciar u trajtuan çështje si: çfarë ështëbuxheti operativ i bashkisë, si bëhet planifikimi itë ardhurave, mënyrat e financimit tëinvestimeve kapitale, ndarja e buxhetit vendorpër investimet, monitorimi qytetar i menaxhimitfinanciar, etj.Në këto trajnime, përveç përfaqësuesve tëstrukturave vendore, morën pjesë në Lezhë: 13përfaqësues të OJF-lokale, në Fier: 17përfaqësues dhe në Durrës: 20 përfaqësues tëshoqërisë civile dhe 7 përfaqësues tëParlamentit Rinor të Kosovës. Ekspertët e Co-Planit prezantuan të gjitha çështjet e adresuarmë sipër, ndërsa përfaqësuesit e OJF-vevlerësuan rëndësinë e përfshirjes sëkomunitetit gjatë procesit të hartimit dhemonitorimit të PIK-ut si dhe tërheqja emendimit në përzgjedhjen e politikave fiskaletë bashkisë për taksat dhe tarifat vendore. Nëpërfundim të këtyre trajnimeve organizatat

organized a series of seminars in severalcities that host first-instance courts andcourts of appeal; participants in the seminarsincluded judges, lawyers and representativesfrom the media and the civil society. Atemplate set of rules of procedure andtransparency manual were developed with theaim to help the court administration andMinistry of Justice and High Council of Justicestructures. At the end of the Project, IPLSalso prepared a Public Education andCommunity Information Manual, which wasdistributed to the media, NGOs and localgovernment structures.

Capacity Building for BetterLocal Governance

OSFA provided support for Co-Plan HabitatDevelopment Center—a member of theNetwork of Open Society for Albania (NOSA)—to implement this Project, which aimed atincreasing local government capacities formanaging their revenues and being monitoredby the civil society. Under the Project, threeseparate training events were organized inLezha, Fier and Durres, focusing on: CapitalInvestment Plan (CIP) and FinancialManagement (FM). Under the CapitalInvestment Module, the following issues werecovered: what is CIP, its purpose andobjectives, implementation steps, playersinvolved in the process, CIP preparation andexecution timeframe, monitoring, etc. Underthe Financial Management module, thefollowing issues were covered: what is amunicipal operational budget, how to planrevenues, how to fund capital investments,segregation of local government budget frominvestments, civic monitoring of financialmanagement, etc.In addition to representatives from localstructures, participants in the Lezha trainingincluded: 13 representatives from local NGOs;in Fier: 17 representative; and in Durres: 20representatives from the civil society, and 7representatives from the Kosovar YouthParliament. Co-Plan experts presented all theissues mentioned above, and NGOrepresentatives underlined the importance ofinvolving the community in the process ofpreparing and monitoring CIP, and gettingtheir views with regard to selecting municipaltax policies on local taxes and fees. At the

Establishment of an inclusive andintegrated system to measurethe impact national strategies,sector strategies and regionalstrategies have at local level

The Human Development Promotion Center, inpartnership with the Media Albanian Institute,and with OSFA support, implemented theProject, which aims at increasing theeffectiveness of national, sector and regionalstrategies in the regions of Lezha and Berat.Following two preliminary meetings with localstructures in both regions, and theestablishment of the monitoring group, thenext step was to assess the degree ofknowledge of various strategies among thosestructures, and evaluate the media and theirpublic information capacities.A second important step was to organize twoinformational seminars in Lezha and Berat,with representatives from the Department forStrategy and Donor Coordination, regional

Krijimi i kapaciteteve nëpushtetin lokal për zbatimin eligjit për huamarrjen dheadministrimin e taksave lokale

Fondacioni i Shoqërisë së Hapur për Shqipërinë(OSFA) mbështeti dy organizata jofitimprurëse:Institutin e Kërkimeve Urbane (IKU) dheInstitutin për Demokraci Lokale dhe Rajonale(IDLR) në realizimin e këtij projekti që synonterritjen e kapaciteteve të njësive të qeverisjesvendore për të shfrytëzuar autonominëfinanciare dhe të drejtën për të marrë hua përfinancimin e projekteve të mesme dhe tëmëdha. Projekti do të finalizohej me krijimin enjë database të njohurive teorike bazuar mbinjë sintezë të praktikave egzistuese mbështeturnë kuadrin ligjor dhe praktika të suksesshme nëbashki europiane.Produkti ishte një përmbledhje e gjerëmaterialesh për procedurat e aplikimit përhuamarrjen si dhe rritjes së kapacitetit përgrumbullimin e të ardhurave. Ky projekt gjetizbatim në dy faza. Në fazën e parë u kryepërgatitja e pesë moduleve të trajnimit dhekonkretisht: për menaxhimin financiar në nivel

councils, major municipalities, educationaldepartments, regional employmentdepartments, forestry departments andprimary healthcare departments, Chamber ofCommerce, trade unions, local NGOs and themedia. In addition, the following outputs wereachieved under the Project:- Preparation of a memorandum ofunderstanding among major local players,agreeing to cooperate and monitor the impactof various strategies;- Development of a monitoring methodology;- A two-day training with monitoring groups(about 15 representatives from eitherregions);- Preparation and discussion of the monitoringreport in two round tables with localinstitutions, NGOs and the media.The organizers also prepared a monitoringguideline, and worked in both regions to buildcapacities of the relevant staff. In thiscontext, a local monitoring system wasdeveloped, and a generalizing seminar wasorganized to present the Project experience inmonitoring strategy impact and roll out theintegrated system to the rest of the regions.

Local government capacitybuilding in the area ofimplementing the localgovernment borrowing lawand local tax management

The Open Society Foundation for Albania(OSFA) supported two NGOs: the UrbanResearch Institute (URI) and the Institute forLocal and Regional Democracy (ILRD), toimplement this Project, which aimed atincreasing local government capacities tomake the most of their financial autonomyand local borrowing in the context of fundingmedium-sized and large projects. The Projectwould be finalized with the creation of atheory knowledge database, based on asynthesis of existing practices and the legalframework and best practices from Europeancities.The output was a comprehensive collection ofmaterials and procedures of application forborrowing, and increased revenue collectioncapacities. The Project was implemented intwo phases. In the first phase, five trainingmodules were developed. More specifically:

Projekti ndikoidrejtpërdrejt në planifikimin, mbledhjen,monitorimin dhe raportimin e të ardhurave, nëforcimin e besueshmërisë të kredidhënies si dhenë rritjen cilësore të shërbimeve që i ofrohenkomunitetit. Duke qenë se huamarrja vendoreishte një alternative e re, ky projekt ndihmoi nëforcimin e njohurive si dhe shtimin eprofesionalizmit të njësive vendore për tëarritur një menaxhim sa më të mirë financiar.

Rritja e aksesit të minoritetitrom në qeverisjen vendorepërmes modelit të ri tëkomunikimit

Dy organizata jofitmprurëse: Komiteti Shqiptar iHelsinkit (KSHH) dhe Qendra e StudimeveEkonomike dhe Sociale (QSES) u mbështetën ngaOSFA në kryerjen ekëtij projekti qësynonte krijimin e njëmodeli të ri tëkomunikimit mesminoritetit rom/egjyptian meadministratënvendore. Ky model dotë mundësonterespektim më të mirëtë drejtave tëgrupeve tëmargjinalizuara dherritjen e aksesit dhecilësisë së shërbimevetë ofruara ngaadministrata vendore.Në zbatim tëprojektit, u kryen njëvarg veprimtarish,

Local government financial management,capital investment, local borrowing, the budgetsystem in Albania, and local tax management.In the second phase, 150 persons in 36municipalities were trained, and a final reportwas prepared, with findings andrecommendations for local governmentstructures.The outcome of the Project included effectiveincrease in local appointed and elected officials’capacities and knowledge of the legalframework, financial management methods andcredit-worthiness calculation, revenuemanagement, in general, and local tax revenue,in particular. The Project had a direct impact onrevenue planning, collection, monitoring andreporting, increased credit-worthiness, andincreased quality of services delivered to thecommunity. As local borrowing was a newlyintroduced option, the Project helped strengthenthe knowledge and increase the professionalcapacities among local governments in order toachieve better financial management.

Increased Roma communityaccess to local governmentthrough a new communicationmodel

Two NGOs: The Albanian Helsinki Committee(AHC) and the Center for Economic and SocialStudies (CESS) received support from OSFA in

implementing thisProject, which aimedat establishing a newmodel ofcommunicationbetween the Roma/Egyptian communityand the localadministration. Themodel wouldfacilitate morerespect for humanrights ofmarginalized groupsand increasedaccess to qualityservices deliveredby the localgovernment. Underthe Project, a seriesof activities were

Në këtëkuadër u realizua një trajnim me secilin grup tëngritur (në Korçë: një grup rom dhe dhe një grupegjyptian), në Elbasan (një grup rom dhe dhe njëgrup egjyptian), në Fier (një grup rom nëbashkinë e Fierit) dhe në komunën e Levanit(një grup rom). Tematika e trajnimit ishinfunksionet dhe kompetencat që kanë bashkitëdhe komunat në fushën e infrastrukturës dhe tëshërbimeve publike, me karakter social dhekulturor, të zhvillimit ekonomik vendor, të renditpublik etj. Me secilin grup u bë një trajnim përtë drejtat e tyre në raport me organet eqeverisjes vendore dhe u ofruan modele dheforma komunikimi për të identifikuar problemetdhe për t’i paraqitur ato në organet përkatëse.c). Lehtësimi i procedurave vetorganizuesendërmjet komunitetit dhe grupit përfaqësues.Me qëllim që të jepen udhëzime konkrete lidhurme realizimin e mbledhjeve të komunitetit,paraqitjes së problemeve tek grupi përfaqësues,fillimisht mbledhjet u organizuan në prani të njëeksperti të projektit. Përveç lehtësimit dheudhëzimit për mënyrën e komunikimit ndërmjetdy grupeve, eksperti dha njohuri konkrete nëlidhje me shërbimet e pushtetit vendor,kompetencat, mënyrën e organizimit, mënyrën eparaqitjes së problemeve, etj.d). Trajnimi i administratës së pushtetitvendor ku u ngrit një grup që përbëhej ngapërfaqësues të zyrës së gjendjes civile, zyra endihmës ekonomike, zyra e çështjeve sociale,juristi i institucionit, sekretari i KëshillitBashkiak/komunës, përfaqësues nga komisionipër çështjet sociale në këshillin bashkiak/komunës. Trajnimi i tyre dha njohuri mbigjendjen e këtyre komuniteteve, problemet,nevojat, masat afatshkurtëra dhe afatgjatasidomos në punësim, strehim, shkollim,shëndet, ulje të varfërisë e të kriminalitetit.e). Trajnimi i mësuesve të shkollave kumësojnë fëmijë romë/egjyptianë dhe ipunonjësve të policisë që kanë nën juridiksionkëtë komunitet. Këto trajnime u fokusuan me

Facilitation of self-organizationprocedures between the community and therepresentative groups. In order to givespecific instructions regarding theorganization of community meetings andsubmitting issues to the representativegroup, the meetings were first organized inthe presence of a Project expert. In additionto facilitation and guidelines on how bothgroups could communicate, the expertpresented specific knowledge of localgovernment services, powers, organization,structures, etc.d). Training the local governmentadministration. A group was established withrepresentatives from the civil registry office,welfare office, social protection office,institutional lawyers, local council secretariesand social issues committee. They weretrained and given information about thesituation of those communities, their issues,needs, short-term and long-term measures,especially employment, housing, education,health, poverty reduction and crime.e). Training teachers from schools Romaand Egyptian children attend, and policeofficers who work with those communities.The training focused on teachers and head

Trajtimi i problematikavesociale në media - perspektivagjinore

Qendra AleancaGjinore për Zhvillim(QAGJZH) embështetur ngaOSFA, gjatë kryerjessë këtij projekti,monitoroi diferencatgjinore nëportretizimin egrave dhe vajzavenë disa nga mediatmë kryesore. Në njëperiudhë tre-mujoreajo monitoroigazetat “Shekulli”,“Panorama”,“Shqip” dhe “GazetaShqiptare” meartikujt që trajtuanproblematikat:“Pjesëmarrja dhe diskriminimi në tregun epunës” dhe “Gratë në vendimmarrje”. Gjatëkëtij monitorimi në katër të përditshme u vërejtse 62.4 për qind të artikujve janë për gratë dhe37.6 për qind për fëmijët. Vetëm 31 për qind eartikujve për gratë janë fokusuar në temën“Gratë në vendimmarrje”, 5.8 për qind eartikujve të monitoruar me fjalë-kyçin ‘gruajadhe ekonomia’ prekin temën e diskriminimit nëvendin e punës, ndërsa 11.2 për qind e këtyreartikujve prekin papunësinë e grave.Në një periudhë tjetër katër mujore, ekspertët epërzgjedhur nga QAGJZH analizuan çështjetpërkatëse nga një këndvështrim gjinor dhepërgatitën një raport të detajuar mbi rezultatete dala nga monitorimi i artikujve. Në raportgjetën shtjellim çështje të tilla si mënyra etrajtimit të këtyre temave, numri i artikujve,portretizimi që i është bërë figurës së vajzave

Addressing social issues on themedia from a genderperspective

The Gender Alliancefor DevelopmentCenter (GADC) wassupported by OSFAto implement thisProject, aiming atmonitoring genderdifferences incovering girls andwomen in some ofthe major media.For three monthsGADC monitorednewspapers“Shekulli”,“Panorama”,“Shqip” and“GazetaShqiptare”,regarding theirarticles in the

areas: “Participation and discrimination inthe labor market” and “Women in thedecision-making”. The monitoring showedthat 62.4 percent of the articles were aboutwomen, and 37.6 percent of them were aboutchildren. Only 31 percent of the articles onwomen focused on the topic “Women in thedecision-making”, 5.8 percent of the articlesmonitored on the key phrase “women andeconomy” wrote about discrimination in theworkplace, while 11.2 percent of them wroteabout women’s unemployment.For another four months, GADC-selectedexperts assessed the relevant issues from agender perspective and prepared a detailedreport on the press monitoring results. TheReport covered such issues as how the topicswere handled, the number of articles, thedepiction of girls and women in various

Botimi i përgatitur upërdor si burim kryesor konsultimi për trebashkëbisedimet me gazetarë dhe profesionistëtë medias në Tiranë, Shkodër dhe Pogradec. Kybotim u shpërnda te të gjitha institucionevemediatike në Tiranë dhe në rrethe, në fakulteteprivate dhe publike të gazetarisë si dheorganizatave të ndryshme jofitimprurëse. Për tësiguruar më shumë impakt, botimi u bë publiknë një veprimtari ku morën pjesë gazetarë,profesionistë të medias së shkruar dheelektronike, përfaqësues të administratëspublike, të organizatave jofitimprurëse nëTiranë dhe në rrethe, si dhe pedagogë dhestudentë të fakulteteve të gazetarisë.

Vlerësimi i efektivitetit tëstrategjive vendore përshërbimet dhe mbështetje përpërmirësimin e cilësisë së tyrepër komunitetin

OSFA mbështeti Qendrën Rajonale të Mjedisit(QRM), që në partneritet me bashkitë eShkodrës, Korçës, Gjirokastrës dhe Beratit,ndërmori këtë projekt duke synuar të nxisëpërdorimin më efektiv të dokumentevestrategjike dhe planeve të veprimit në nivelvendor për përmirësimin e cilësisë sëshërbimeve. Objektivat e këtij projekti ishin:• Proceset e planifikimit strategjik në nivelvendor lidhur me shërbimet ndaj komunitetit.• Bashkëpunimi dhe shkëmbimi i përvojavendërmjet aktorëve të interesuar.• Rritja e kapaciteteve për monitorim ezbatimit të dokumenteve strategjike dheplaneve të veprimit.• Nxitja dhe rritja e përfshirjes së publikut simjet presioni në planifikime më realiste dhendjekjen e zbatimit të tyre.Ky projekt u zbatua në bashkëpunim medrejtues të njësive të qeverisjes vendore,organizata të shoqërisë civile dhe aktorë tëtjerë në nivel vendor e qendror. The publication was delivered to allmedia institutions in Tirana and otherdistricts, private and public universityjournalism schools, and various NGOs. Inorder to have a greater impact, thepublication was launched in an event withjournalists, media professionals, publicadministration representatives, NGOs fromTirana and other districts, and universityjournalism school teachers and students.

Assessment of local servicestrategy effectiveness, andsupport for improving theirdelivery to the community

OSFA supported the Regional EnvironmentalCenter (REC), which, in partnership with theCities of Shkodra, Korca, Gjirokastra andBerat, implemented this Project aiming atensuring more effective use of strategicdocuments and action plans at local level inorder to improve service quality. The Projectobjectives were to:• Look at the strategic planning processes atlocal level as related to services delivered tothe community;• Enable cooperation and exchange ofexperience among stakeholders;• Increase capacities to monitor theimplementation of strategic documents andaction plans;• Encourage and increase public involvement,as a means of pressure for more realisticplanning and execution.The Project was implemented in cooperationwith local government leaders, civil societyorganizations and other actors at local andcentral level. The Project enabled betterpreparation and implementation of strategiesand action plans at local level, increasingcooperation and public participation in theprocesses of preparing and monitoring the

Grumbullimi dhe përpunimi i tëdhënave të pyetësorëve çoi në hartimin e njëraporti vlerësues mbi efektivitetin e përdorimittë strategjive vendore në shërbimet përkomunitetin dhe në organizimin e disa takimeverajonale.Në përfundim të projektit u organizua njëkonferencë kombëtare me përfaqësues ngaMinistria e Brendshme dhe dikastere të tjera,drejtues prej 25 bashkive, organizatajofitmprurëse, donatorë, etj. Ky raport ushndërrua në një botim prej treqind faqesh që iushpërnda personave dhe institucioneve tëinteresuara. Nëpërmjet këtij projekti, QRMmbështeti aktorët e interesuar me asistencëteknike dhe rritje kapacitetesh, për pilotimin emekanizmave që ndihmojnë në përmirësimin enivelit të monitorimit të zbatimit tëdokumenteve dhe planeve të veprimit dhe përcilësinë e shërbimeve të ofruara për qytetarët.Në funksion të kësaj ndihme ishte hartimi i njëudhëzuesi të veçantë për çdo bashki si dhetrajnim dhe asistencë teknike për një periudhëdy mujore.

Thepreparation and implementation of localstrategies for services was assessed for twomonths, and a questionnaire was preparedand distributed to leaders of 65municipalities. Based on the collected andprocessed questionnaire data, an evaluationreport was written on the effective use oflocal strategies for the services delivered tothe community, and several regional meetingswere held.At the end of the Project, a nationalconference was organized. Conferenceparticipants included representatives from theMinistry of Interior and other agencies, highlevel officials from 25 municipalities, NGOs,donors, etc. The Report was published as a300-page book, which was distributed to theinterested persons and institutions. Under theProject, REC supported stakeholders withtechnical assistance and capacity-building,piloting the mechanisms that contribute to theenhancement of the monitoring of strategyand action plan implementation and thequality of services provided to citizens. Inthat context, support was provided fordeveloping a special guideline for eachmunicipality, and training and technicalassistance was given for a period of twomonths.

Another important priority for the OpenSociety Foundation for Albania was thestrengthening of the Civil Society. To

Shtëpia e OJF-ve pranë OSFA-s, si një dhuratë edrejpërdrejt e themeluesit të rrjetit tëfondacioneve “Soros” nëpër botë, Xhorxh Soros,vjen për të kontribuar në zhvillimin eqëndrueshëm të shoqërisë civile nëpërmjetplotësimit të nevojave të saj me hapësira tëpërshtatshme. The Soros Foundation NGOHouse

The NGO House, situated in OSFA premises,is a direct gift from the Soros InternationalNetwork Founder, George Soros, as acontribution to the sustainable developmentof the civil society by meeting its needs foradequate premises. The NGO House will aimat:- Fulfilling the meaning of its own name, andbecoming a focal reference point for the civilsociety and professionals;- Continuously review the target group needsin order to better adjust the NGO Houseresources—technology, equipment, humanresources—with those needs;- Establishing the NGO Friends Club,encouraging membership against a monthlyfee based on a number of services providedto its members.The main service this new institution willprovide is the organization of various eventsfor Albanian NGOs and professionalassociations. The main types of events to beorganized in its premises will be one day, twoor three days, one week and one month long.The one-day events include: Variousnonpolitical conferences, press conferences,book launching events, conversations, roundtables, inauguration ceremonies, admemoriam events, exhibitions, etc. The two-day and three-day events include:

Nxitja e dialogut civil

OSFA mbështeti lëvizjen “Mjaft”, anëtar iRrjetit të Shoqërisë së Hapur për Shqipërinë(NOSA) në kryerjen e këtij projekti që synontenxitjen e debateve qytetare, sidomos në ato qëlidhen me rrugët e zhvillimit të vendit drejt njëdemokracie të konsoliduar. Projekti përbëhej ngatri komponentë: debatet mes vendim-marrësvelokalë dhe qytetarëve, edukimi me kulturën edebatit dhe shkollën e aktivizmit. Në zbatim tëkomponentit të parë u zvillua një tur debateshpublike në Shkodër, Lezhë, Vlorë, Gjirokastër,Korçë, Elbasan dhe Berat. Në këto debate, sëbashku me klubet qytatare, u debatua mbiprioritetet komunitare dhe si pasqyrohen këtonevoja në implementimin e politikave lokale.Përveç nxitjes së dialogut për ndërtimin ekonsesusit publik, lëvizja “Mjaft” u angazhuaedhe në nxitjen e pjesëmarrjes të shoqërisë nëhartimin dhe përmirësimin e politikave publike.Për komponenti e dytë, edukimi me kulturën edebatit, lëvizja “Mjaft” angazhoi klubet edebatit të qyteteve universitare dhe organizoitrajnime me karakter konkurrues, debate mbiçështje komunitare, etj. Në funksion të këtijaktiviteti u kryen dymbëdhjetë trajnime dhe nëpërfundim të tij u përzgjidhon tre debatuesit mëtë mirë që përfaqësuan Shqipërinë nëkampionatin botëror të debatit “Karl Popper” nëBullgari. Nëpërmjet programit të debatit utargetuan 350 nxënës dhe studentë të rinj qëpërfituan nga trajnimet dhe pjesëmarrja nëaktivitetet e debatit në shkolla të mesme dheuniversitete.Për komponenti e tretë, shkolla e aktivizmit,përveç Tiranës, u përfshinë në trajnime katërditore edhe Shkodra, Lezha, Vlora, Gjirokastra,Korça, Elbasani dhe Berati. Këto trainime uofruan pjesëmarrësve mundësinë për tëeksploruar kulturën politike dhe qytetarenëpërmjet paraqitjes së situatave të vërteta.Ata u angazhuan në dialogë dhe seminare tëparapërgatitura dhe u fokusuan në debatetpublike për tema të tilla si ligji në veprim,votimet dhe qeverisja, media dhe aktivizmirinor.

Civil dialogue promotion

OSFA supported the MJAFT Movement—amember of the Network of Open Society forAlbania (OSFA)—to implement this Project,which aimed at promoting civic debates,particularly in the area of developmentalpaths towards a consolidated democracy. TheProject had three components: Debatesbetween local decision-makers and citizens,debate culture education, and activismschool. Under the first component, a tour ofpublic debates was organized in Shkodra,Lezha, Vlora, Gjirokastra, Korca, Elbasanand Berat. Together with civic clubs, thedebates focused on community priorities andhow to reflect those needs in theimplementation of local policies. In additionto the dialogue for building a publicconsensus, the MJAFT Movement was alsoinvolved in encouraging the society toparticipate in the development andenhancement of public policies.Under the second component, the MJAFTMovement engaged debate clubs inuniversity cities and organized competitivetraining programs, community debates, etc.Under this activity, twelve training eventswere organized, at the end of which thebest three debaters were selected torepresent Albania at the International KarlPopper Debate Championship in Bulgaria.The debate program targeted 350 highschool and university students, whobenefited from the training events andparticipation in debate events with highschools and universities.Under the third components, in addition toTirana, four-day training events wereorganized in Shkodra, Lezha, Vlora,Gjirokastra, Korca, Elbasan and Berat. Thetraining events provided trainees with theopportunity of exploring political and civicculture in real-life situations. They includedready-made dialogues and seminars, andfocused on public debates on such topics aslaw in action, voting and governance, themedia and youth activism.

Në zbatim tësynimit të parë shoqata “Partnerët – Shqipëri”organizoi një trajnim tre ditor në prefekturën eDibrës me temë: “Qeverisja me pjesëmarrje”.Në këtë seminar debatuan dhe u ballafaquanpërfaqësues të pesëmbëdhjetë shoqatavejofitmprurëse lokale me ata të pushtetit vendor,të prefekturës dhe të qarkut në përdorimin emjeteve sa më efikase për të siguruarpjesëmarrjen e qytetarëve në qeverisje.Veprimtaria e dytë e rëndësishme e këtijprojekti që shtrihej përgjatë gjithë vitit ishtetrajnimi i OJF-ve lokale me temë “Procedurat ebrendshme organizative”. Training local NGOs inparticipating in government,organizational procedures andcommunity mobilization inelectoral processes

With OSFA support, Partners Albania—amember of the Network of Open Society forAlbania—implemented this Project, whichaims at increasing citizens’ participation inlocal governance, strengthening civil societycapacities and ensuring their self-regulation.Under the first goal, Partners Albaniaorganized a three-day training in thePrefecture of Dibra, with the topic:“Participatory Governance”. Participants inthe seminar included representatives fromfifteen local NGOs, local governments,prefect’s office, and regional structures, whodiscussed and shared their views of how touse better tools to ensure the participation ofcitizens in governance.The second important activity of the Project,which was implemented throughout the year,was to train local NGOs on internalorganizational procedures. The training aimedat further strengthening and democratizingthe civil society, and improving theirmanagement and governance. In this context,three-day trainings were organized in Durres,Pogradec, Vlora, Shkodra, Gjirokastra andTirana. Participants in this event increasedtheir knowledge and received information onorganizational operation, and how to increaseeffectiveness and transparency, by enhancingtheir systems, staff policies and managerialstructures.The third important activity implemented byPartners-Albania was the organization of follow-uptraining events with local NGOs in order toinvolve communities in the electoral processes.The training aimed at mobilizing communities toprioritize community’s real needs and addressthose needs, including gender equality, humanrights, environmental protection, corruption,public services, etc. Mobilizing local communitiesin electoral processes was a new training module,which increased local capacities to advocate,lobby and participate in electoral processes andafter those processes. The training would helpprepare local NGO communities for the 2009parliamentary elections.

Çështjet sociale dhe pasqyrimi ityre në media

Instituti Shqiptar i Medias (ISHM), partner ikahershëm i bashkëpunimit me OSFA-n, merealizimin e këtij projekti, synonte tëidentifikonte prirjet dhe problemet e pasqyrimittë temave sociale në media, si dhe mjetet enevojshme për ta përmirësuar këtë pasqyrim.Aktualisht numri i përafërt i mediave në vendështë rreth 255, mes të cilave 26 gazeta të

The Code of Ethics for NGOs in Albania wasanother activity implemented by Partners-Albania. After the finalization of the draft,which was based on international bestpractices, a round table was organized, withparticipants form the civil society, lawmakingbodies and the media. That will be followed bythe procedures of adhering to the Code ofEthics, and the promotion of this initiativeamong the NGO sector, the donor community,the media, government institutions, etc.

Social issues and theircoverage on the media

The Albanian Media Institute (AMI), an earlycooperation partner of OSFA, implementedthis project, with the aim to identify thetrends and problems related to the mediacoverage of social issues, and the toolsrequired to improve the coverage. Currently,the approximate number of the media inAlbania is 255, which include 26 dailynewspapers, 35 weekly publications, andseveral other printed media of various natureand frequency of issue. In addition to them,

Në zbatim të projektit ufinalizuan:- Pesë monitorime një mujore të medias metematikë sociale dhe pesë tryeza të rrumbullaktapër të diskutuar rezultatet.- Një material përgjithësuese me rekomandimetpërkatëse për pasqyrimin e temave sociale.- Një botim që përmbledh të gjitha materialetdhe një tryezë e rrumbullaktë ku u paraqitbotimi dhe u debatua mbi temat e mësipërme.Për veprimtarinë e parë, në gjashtë gazetakryesore të përditshme, u kryen monitorime përraportimin e problematikave të korrupsionit, tëvarfërisë, të shëndetësisë, të çështjeve gjinoredhe të arsimit. Pas këtij hapi dhe pas organizmittë tryezave të debatit për secilën problematikë upërgatit një material përgjithësues ku uidentifikuan disa nga nga temat sociale më tëmprehta dhe prirjet e medias për të raportuar nëkëto fusha. Materiali u bazua në monitorimet emedias për secilën nga temat sociale, duke ikrahasuar monitorimet me politikat ekzistueseqeveritare, institucionale, apo me iniciativa tëtjera.Së fundmi, organizatorët përgatitën botimin emonitorimeve për pesë temat sociale, si dhe tënjë broshure në një format të aksesueshëm përgazetarët, studiuesit e mediave, organizatat qëmerren me këto tema. Botimi shërbeu si njëplatformë diskutimi dhe debati për përmirësimine kësaj fushe në të ardhmen. Botimi u paraqitnë një diskutim kombëtar, ku u ftuan jo vetëmgazetarë që mbulojnë këto tema, por edhepërfaqësues të organizatave jofitimprurëse tëinstitucioneve qeveritare, etj.

there are 68 local television stations, 3national television networks, 46 local radiostations, and 2 national radio networks, 44cable television companies, as well as thepublic television network. The followingactivities were implemented under theProject:- Five monthly rounds of monitoring the socialmedia, and five round tables to discuss theresults;- A generalizing material with the relevantrecommendations for covering the socialissues;- A publication that includes all the materials,and a round table to launch the publication anddiscuss the abovementioned topics.Under the first activity, six major dailynewspapers were monitored with regard toreporting such issues as corruption, poverty,health, gender and education. After themonitoring and the round tables, ageneralizing material was prepared on eachissue, identifying some of the most acutesocial topics and the trends of mediacoverage. The material was based on themedia monitoring for each of the social issues,comparing the monitoring with the currentgovernment institutional policies or otherinitiatives.At the end, the organizers prepared themonitoring publication for the five socialtopics, and a booklet that could be easily readby journalists, media researchers andorganizations working in this area. Thepublication was also used as the basis fordiscussion and debate on how to improvethings in this area in the future. Thepublication was presented at a nationaldiscussion, the invitees of which included notonly journalists who write about such topicsbut also representatives from NGOs,government institutions, etc.

Encouraging corporate socialresponsibility in Albania toaddress marginalized grouprights and issues

With OSFA support, the Albanian DisabilityRights Foundation (ADRF) implemented thisProject, which aimed at encouraging thedialogue between business associations andNGOs that are active in protecting the

Shoqata i kushtoivëmendje të veçantë përgatitjes së materialevendërgjegjësuese dhe informuese si një spotteleviziv, një fletë palosje me informacionin mëtë domosdoshëm rreth këtyre personave, ndërsau organizuan debate të hapura televizive nëqytete ku shtrihej projekti.

OSFA mbështeti shoqatën “Në familje përfamiljen” për të realizuar projektin qëpromovonte alternativa nxitëse për punësimin etë rinjve në Elbasan nëpërmjet disa modelevekonkrete dhe të aplikueshme lehtësisht. Elbasaniështë ndër qytetet me papunësinë më tëmadhe në shkallë vendi. Numri i të papunëvezë 13 për qind, nga të cilët 43 për qind janë tërinj të grupmoshës 18-25 vjeç. Projekti kishtesi objektiv informimin e të rinjve mbimundësitë dhe burimet e territorit përpunësim, rritjen e bashkëpunimit institucional

The Projectobjectives were to:- Assess the climate of communication andcooperation between the business communityand NGOs focusing on needy groups;- Strengthen NGOs with effective methods ofcommunication with the business communitybased on positive models and examples;- Raise the business community awareness ofthe potential opportunities of having animpact on improving disabled persons’ lives insuch areas as education, employment,vocational training, and disabled-friendlypremises;- Encourage continuous and sustainablecooperation among the business community,organizations focusing on needy groups, andresponsible institutions at local level(municipalities, communes, employmentoffices, educational departments, healthcaredepartments, chambers of commerce, urbanplanning offices, regional tax offices, etc.).In the beginning, the Project organizerscarried out a survey in Korca, Elbasan andShkodra, and, based on its data, theyorganized training in each city with NGOrepresentatives. In addition, they organized aseries of meetings with Chambers ofCommerce and Industry, given that they are apillar of the support envisaged for thedisabled.Besides the meetings, joint seminars tookplace with the business community, civilsociety and local institutions. The Organizationpaid special attention to the preparation ofawareness-raising and informationalmaterials, such as a television advertisement,a brochure with indispensable informationabout the disabled, and open debate televisionprograms in the cities covered by the Project.

I Decide for My Future

OSFA supported the “In the Family, for theFamily” Association to implement a projectwhich promoted alternative employment forthe youth in Elbasan by providing some easilyapplicable specific models. Elbasan is one ofthe cities with the highest unemployment inAlbania. The rate of unemployment is 13percent, of whom 43 percent are young peopleof 18-25 years of age. The Project goal was toinform young people on employment resourcesand opportunities, increase the institutionalcooperation among the public structures

Paketa iu nënshtrua njëdebati të gjerë publik në tri tryeza tërrumbullakta dhe iu dorëzua Zyrës Rajonale tëPunësimit, administratorëve lokalë në gjashtërajonet e Bashkisë së Elbasanit dhe të Cërrikut.Nënshkrimi i aktmarrëveshjes sëbashkëpunimit u krye nga përfaqësuesi iprojektit, Drejtori i Drejtorisë RajonaleArsimore dhe Drejtori i Qendrës së FormimitProfesional. Drejtoria Arsimore mori përsipërnjohjen e paketës dhe lejimin e përdorimit tësaj si material informues për të rinjtë eshkollave të mesme. Gjithashtu u përgatit edhemanuali i programeve këshilluese me të rinjtë,i cili u përfshi në programet mësimore tëshkollave të mesme.

working with theyouth, andpromote newemploymentopportunities.Under the Project,six socialoperators, who hadbeen trained by theAssociation,conducted about 40informationalmeetings withyoung peopleattendingsecondaryeducation. 1,200students took partin the meetings.The purpose of themeetings was toexplain the youngpeople theimportance ofattendingvocational trainingcourses, how toattend suchcourses, what toexpect from them,etc.

Increased institutional cooperation was supportedwith three components: an informationalpackage, the signing of a cooperation agreement,and youth counseling programs. The packagecontained information that would help youngpeople adjust themselves to the labor market,know how to search for a vocational trainingcourse, how to present themselves, how tosummarize their experience in a CV, and basicinformation on starting up a business. Thepackage was subjected to a public debate at threeround tables, and was then submitted to theRegional Employment Office and the localadministrators in the Municipalities of Elbasanand Cerrik.The Cooperation Agreement was signed by theProject representative, the Head of the RegionalEducation Department and the Head of theVocational Training Center. The EducationDepartment promised to recognize the packageand allow its use as informational material byhigh school students. In addition, a youthcounseling manual was prepared and included inthe high school curriculum.

Programi ofroimundësi për shkëmbime eksperiencash, qëndihmojnë në zgjidhjen e problemeve tëmprehta të zhvillimit.

The East East Program: Partnership beyond Borders, a program of the Open SocietyInstitute (OSI), London, is a cross-borderpartnership program aiming at encouragingcooperation among various countries to identifyregional and global expertise and best practicesin the area of social development. The Programprovides opportunities of sharing experiencesthat help give solutions to acute developmentissues. The Program responds to various needsof the society, which are related to localconcerns, and provides long-term perspectivesthat enable cooperation among people,organizations and institutions to providesolutions to those problems at a cross-borderlevel. Megjithëse Shqipërianjihet për harmoninë e bashkëjetesës midis fevetë ndryshme, nuk kanë munguar edhe raste tërivalitetit midis tyre dhe të një farë popullimi tësekteve të ndryshme, sidomos në mjedisetshkollore.Projekti synontetë fillonte njëdialog mbishkollën dhefenë duke ufokusuar nëtemat: Çfarëkuptojmë mefenë në shkollë;marrëdhëniamidis tëdrejtaveidividuale, fesëdhe arsimimitnë një shoqëridemokratike;ku duhet tëbëhetmësimdhëniapër fetë; roli ishtetit me institucionet fetare në një shoqëri tëhapur, etj. Religion and school in Albania

The Soros Open Society Foundation for Albania(OSFA) undertook this Project due to somecurrent concerns in the Albanian society. WhileAlbania is noted for the harmonious coexistenceof various religions, there have been some casesof rivalry and tension between people of differ-ent religious sects, particularly in schools. TheProject aimed at initiating a dialogue on schooland religion, focusing on: What religion at school

is; the relation-ship betweenindividual rights,religion andeducation in ademocraticsociety; wherereligion educationshould take place;the relationshipbetween the stateand religiousinstitutions in anopen society, etc.The Project goalis to:

- promote religionteaching thatensures thedelivery of useful

information for children and their coexistencewith representatives of different religions;

- clarify the role of the state vis-à-vis religionand school, as a role that should ensure groupsrights as much as individual rights.

Under the Project, OSFA established a workinggroup with five experts (a publicist, a sociolo-gist/philosopher, a statistician, and a lower),who were trained by an international expert onthe methodologies of evaluating public andprivate sector curricula. At the same time, publicand religious school curricula were reviewed,which identified the extent of religious teaching

Paskësaj u inkurajuan diskutime publike bazuar nëgjetjet e studimit dhe të kërkimeve si dhe nëeksperiencat më të mira ndërkombëtare.Diskutime të tilla u kryen mes specialistëve tëarsimit, mes opinion-formuesve dhespecialistëve të shkencave sociale, nëkomunitetin e shkollave (mësues, prindër,nxënës e student) dhe mes politikëbërësve dheliderëve në fushën e arsimit.Finalizimi i studimit u bë në një dokumetpolitik që iu dërgua politkëbërësve dhevendimmarrësve. Autorët e dokumentitsugjerojnë balancimin e mandatit kushtetuespër të ndarë shtetin nga feja nga dhe të drejtëne ushtrimit të lirisë së besimit. Dokumenti jeprekomandime për një vizion të një shoqëriepluraliste që është e hapur dhe mirëpret tëgjitha grupet, përfshirë minoritetet fetare.Shpërndarja e dokumentit u krye njëheri edheme lobim të gjerë me përfaqësues të shtetit,specifikisht të arsimit, të institucionevefetare, të nxënësve e mësuesve si dhe tëkomunitetit prindëror. Projekti pati ndikim jovetëm në Shqipëri, por edhe në Maqedoni, Malitë Zi apo Kosovë, ku shqiptarët jetojnë megrupe të tjera etnike që kanë besime tëndryshme.

Under the East-East Program: Partnershipbeyond Border, OSFA supported the Institutefor Democracy and Mediation (IDM) toimplement this Project, which aimed atinstitutionalizing the cooperation for regionalinitiatives among Southeast Europeancountries. The Project also aimed ataddressing major challenges in the area ofinter-parliamentary cooperation, bypromoting European best practices. Kjo vizitë shërbeu jo vetëm përqëllime avokimi për zbatimin dhe shtrirjen eeksperiencave të diskutuara në Tiranë, poredhe për të vlerësuar impaktin e projektit nëplanet dhe aktivitetet e përfaqësuesveparlamentarë të rajonit. Ndërkohë partnerët eIDN përgatën raporte mbi impaktin e kësajiniciative në vendet përkatëse. Në kuadër tëkësaj iniciative IDN bashkëpunoi me katërpartnerë nga vendet e Vishegradit, ndërkohë qëpër aktivitetet rajonale me vendet e BallkanitPerëndimor, mori mbështetjen e partnerëve tëtij në Maqedoni, Kosovë, Mali i Zi, Serbi, Kroacidhe Bosnjë Hercegovinë. Organizatat partnerenga vendet e Vishegradit kontribuan mepraktikat më të mira europiane tëbashkëpunimit rajonal, të cilat u prezantuan nëkonferencën rajonale në Tiranë dhe do tëpërfshihen në publikimin final të projektit.

Under the initiative, IDMcooperated with four partners from Visegradcountries, in addition to cooperating with itspartners from Macedonia, Kosova,Montenegro, Serbia, Croatia and Bosnia andHerzegovina in the context of implementingregional activities in the Western Balkans.The partner organizations from Visegradcountries contributed with their Europeanbest practices in the area of regionalcooperation, which were presented in theregional conference taking place in Tiranaand will be included in the final Projectpublication.

Is it really important? VisaFacilitation for the WesternBalkans

The European Union submitted to theGovernment of Albania its “Roadmap to VisaLiberalization”, which contains specific targetsto be met by the Albanian Government. Basedon the Roadmap, the European Movement inAlbania—a member of NOSA—with support fromOSFA and other donors, implemented theregional project: “Is it really important? VisaFacilitation for the Western Balkans”. Initiallythe Project and its goal were simultaneouslypresented in Tirana, Brussels, Sarajevo,Skopje, Podgorica and Belgrade.The organizers monitored the problems facedby Albanian citizens by means of a telephonenumber and e-mail address. Those media wereprovided to Schengen visa applicants, so thatthey could get advice, submit their concerns

Bashkimi Europian i ka dorëzuar qeverisëshqiptare “Udhërrëfyesin për liberalizimin evizave”, që përmban objektiva specifike për t’upërmbushur nga kjo qeveri. Nisur nga kydokument “Lëvizja Europiane në Shqipëri”,anëtar i NOSA-s, mbështetur nga OSFA dhedonatorë të tjerë kryen projektin rajonal: “Ështëvërtet e rëndësishme? Lehtësimi i vizave nëBallkanin Perëndimor”. Fillimish ky projekt dhesynimet e tij u prezantua njëherësh në Tiranë,Bruksel, Sarajevë, Shkup, Podgoricë dhe nëBeograd.Organizatorët monitoruan problematikën qëhasin qytetarët shqiptarë nëpërmjet një numritelefoni dhe të një adrese e-mail-i që u hap nëndihmë të tyre. Këto pika kontakti u vunë nëshërbim të aplikantëve për viza “Shengen” nëmënyrë që ata të konsultoheshin, të jepninshqetësimet e tyre dhe të mësonin më shumë nëlidhje me procedurat e lëvizjes së lirë. Linjatelefonike 04-2253184 që funksiononte pëgjatëgjithë ditës si dhe adresa e emailit info@em-al.org u erdhi në ndihmë jo vetëm individëve,nxënësve, studentëve apo akademikëve, poredhe organizatave të tilla si agjenci udhëtimi,klube sportive, shoqata artistike apokomunitetit të biznesit.Një grup intervistuesish lehtësuan plotësimin enjë formulari të detajuar nga aplikantëtshqiptarë në konsullatat e Gjermanisë, Italisë,Greqisë, Francës dhe Austrisë. Për të analizuartë dhënat që do të dilnin nga linja telefonike dhesondazhi, në kryeqytetet e vendeve të BallkanitPerëndimor u publikua një raport përfundimtar, icili iu paraqit edhe vendim-marrësve europianë.Realizimi i këtij projekti mblodhi së bashkugrupe të ndryshme interesi, si përfaqësues tëbotës akademike, gazetarë, biznesmenë,përfaqësues të organizatave jofitmprurëse,nxënës, studentë etj.

The telephone number (04-2253184), which was operated throughout theday, and the email address (info@em-al.org)helped not only individuals, students orteachers, but also such organizations as travelagents, sports clubs, art associations and thebusiness community.A group of interviewers helped Albanianapplicants at the Visa Offices of the Embassiesof Germany, Italy, Greece, France and Austriafill in a detailed form. To analyze the datacollected through the telephone line and thesurvey in Western Balkan capital cities, a finalreport was published, which was also submittedto European decision-makers. Theimplementation of this Project also enabled thecooperation of various stakeholders, such asacademic circles, journalists, businessmen,NGO representatives, students, etc.

Enforcing human rights indetention facilities in Albania

Under the East-East: Partnership beyondBorders Prorgam, OSFA supported theAssociation “Reflections” to implement thisProject, which aimed at increasing knowledgeof international documents and nationalprovisions in the area of detainees’ humanrights. The Project involved relevantinstitutions in Tirana, Durres, Vlora, Lezha,Rrogozhina and Peqin. The main Projectbeneficiaries were persons held in detentionfacilities under the court-ordered securitymeasure of detention, and its target groupsincluded representatives from the Ministry ofJustice, the Penitentiary Administration, theProsecution Office, lawyers and NGOs.International reports state that, while Albaniahas ratified the European Convention of HumanRights and has a legal system observing thoserights, there are still violations of such rights.An OSCE report notes, inter alia, that“detainees are not informed of their rights: theright to remain silent, the right to counsel orthe right to notify their relatives, the failure tostate the grounds for the arrest; they are notinformed of their right to a lawyer andappealing the security measure”, etc. Anotherreport issued by the European Commissionunderlines that “out of forty cases of detentionill treatment, only three persons were punishedby the justice system”. An Amnesty

Raporti tjetëri Komisionit Europian nënvizon se “nga dyzet rastetë keqtrajtimit të të paraburgosurve, vetëm 3persona janë dënuar nga drejtësia”. Ndërsa raportii “Amnesty International” thotë se “vërehenkeqtrajtime të ndryshme gjatë arrestimit, gjatëparaburgimi dhe shumë më rrallë në burgje. Gjatëvitit të shkuar ka patur disa greva në institucionete paraburgimit, të arrestuarit nuk janë lënë tëkontaktojnë me hetuesit e çështjeve, janëmbajtur më shumë në qeli se sa parashikon ligjidhe kanë ndodhur edhe dy vetvrasje”.Për realizimin e këtij projekti u ngrit një grupmbështetës ku u përfshinë Ministria e Drejtësisë,Drejtoria e Përgjithshme e Burgjeve, Drejtoria ePërgjithshme e Policisë, Prokuroria e Pëgjithshmedheorganizata tëndryshme qëpunojnë nëkëtë fushë.Organizatorëtkryen njëstudim ku uevidentuanshkeljet e tëdrejtave tënjeriut si dheorganizuankatër tryeza tërrumbullakta,të cilatdebatuan rrethtij por edhe ubashkëshoqëruan

International report notes that “there arevarious ill treatments during arrest, indetention facilities detention and, lessfrequently, in prisons. There were severalstrikes in detention facilities last year, inmateswere not allowed to contact the investigatorsassigned to their cases, and they were detainedfor a longer time than legally allowed. Therehave even been two cases of suicide”.Under the Project, a support group wasestablished, the members of which were fromthe Ministry of Justice, the Directorate-Generalof Prisons, the Directorate-General of thePolice, the General Prosecution Office andvarious organizations working in this area. Theorganizers carried out a study in which theyidentified human rights violations, andorganized four round tables on the study. Inaddition to that, brochures, posters andbooklets were produced to help both relevantinstitutions and detainees. Albanian andRomanian experts—in two working visits inTirana and Bucharest—exchanged best practicesin this area and recommended a series ofmeasures for improving conditions and effortsin the detention system.

Under this Program, it is worth mentioning theProject “Alex and Vladi, Public Health Strategiesfor Children with Congenital Diseases”,implemented by the Center for the Protection ofthe Rights of the Child in Albania, and“Healthcare and Its Development in Albania”,implemented by Ryder Albania. Hapur (OSI) është hapur qysh nga viti 1993.Edhe gjatë vitit 2008 synimi kryesor i programitka qenë përgatitja e një brezi të kualifikuarspecialistësh të fushave të ndryshme për tëpërballuar sfidat e reja të shoqërisë shqiptare.Dhjetra të rinj shqiptarë janë nxitur dhembështetur për të marrë pjesë në procesin ekonkurrimit dhe të përzgjedhjes si fitues tëbursave universitare ose pasuniversitare gjatëvitit akademik 2007-2008.OSFA ka vepruar si koordinues ndërmjetaplikuesve, OSI-t dhe universiteteve einstitucioneve të ndryshme, duke informuar dhekëshilluar të rinjtë, duke lehtësuar proceduratdhe aplikimet, si dhe duke organizuarkomisionet përzgjedhëse me përfaqësues tëOSI-t dhe të këtyre institucioneve arsimore.

The Scholarship Program has beenimplemented as part of the OSI Regional

Scholarship Program since 1993. The main goalof the Program in 2008 continued to be to traincapable specialists in the various fields ofdevelopment to cope with the challenges in theAlbanian society. Dozens of Albanian youngpeople were encouraged and supported to takepart in the admission and selection competition,the winners of which were awardedundergraduate or graduate scholarships for theacademic year 2007-2008.OSFA serves as coordinator betweenapplicants, OSI and participating universitiesand institutions, informing and counselingyoung people, facilitating their application,and organizing the selection commissions withrepresentatives from OSI and the participatingeducation institutions.
