2013년도한국정책학회하계학술대회겸국제학술대회

녹음이짙어가는계절에한국정책학회가하계학술대회겸국제학술대회를개최하게된것을기쁘

게생각합니다.

국내학술대회는「성장과분배: 국민통합을위한정책선택」이라는주제로관련정책을진단하고, 성

장과분배를조화롭게변주할수있는정책적해법을토론하는세션들을마련하였습니다. 특히이번

학술대회를공동주관하는국무조정실에서새정부의국정과제를종합적으로살펴보는세션을마련하

였으며, 국무조정실장의기조강연도준비하였습니다.

국제학술대회는「Government Transition and Policy Change」를주제로20개국학자들이논문

을발표합니다. 이번국제학술대회에서는개발도상국학자들의우수논문을선발하여시상하는행사

를갖습니다. 그리고‘아시아정책연구네트워크’구성을논의하는세션과박사과정학생들의국제적

컨소시엄결성을도와주는세션도만들었습니다.

이번학술대회는국내29개세션, 국제 19개세션총48개세션으로구성하였습니다. 발표주제는

창조경제와정부의역할, 경제민주화와국민통합, 재정건전성과복지, 문화융성과국민통합, ODA 정

책, 정책사례와정책이론을포함하여분야별정책에대한논의를포함하고있습니다. 또한정책학이

가지고있는융합학문적성격을반영하여참여자의범위도타학문분야의전문가와정책실무자등으

로다양화하였습니다.

이번학술대회를통해국·내외학자들간의학술적교류가활성화되고, 학계와실무계의정책적

지식이융합되어우리나라정책학이더욱발전되기를기대합니다. 학술대회를후원해주신정부부처

와공공기관그리고논문발표, 사회, 토론을맡아주신여러분들께감사를드리며, 한국정책학회회원

님들의많은참여를부탁드립니다.

Distinguished colleagues, ladies and gentlemen,

It is my great pleasure to welcome you to the Korean Association for Policy Studies’(KAPS)

2013 summer and international conference. At this conference, there are two tracks:

The first track consists of domestic sessions, which focus on the analysis of policies related to

the topic: , and discussions on

how political solutions may vary according to Growth and Distribution. In addition, the Office for

Government Policy Coordination, which contributed towards organizing this 2013 conference, has

prepared a special session, which will provide an overview of the new policy directions planned by

the current administration. In addition to this special session, a keynote speech will be delivered

by the Minister of the Office for Government Policy Coordination.

The second track consists of international sessions, which will be attended by scholars from over

20 different nations who will present their own perspectives on issues related to the topic:

. In addition to these sessions, three events will be

held for participants in this track. First, among the papers presented on this track, a special prize

will be awarded to a scholar from a developing nation who is determined to have written a

particularly outstanding academic article. Second, to encourage greater international cooperation

among graduate students from various nations, an international doctoral student consortium will

be held. Third, a roundtable discussion will be held with the intention of developing an ‘Asia

Policy Study Network’.

Taking both tracks together, this conference will host 29 sessions on its domestic track and 19

sessions on the international track for a total of 48 sessions. Subjects that are scheduled for

presentation include: The Role of Government in Creative Economy, Economic Democratization

and National Integration, Financial Health and Welfare, Cultural Prosperity and National

Integration, ODA Policies, and Case Studies on Policy and Policy Theory. Additionally, there will

also be several discussion sessions.

Finally, in order to ensure that the interdisciplinary nature of public policy is adequately

reflected in the sessions that are being held, KAPS has invited scholars from a diverse array of

academic and professional backgrounds.

I hope that this 2013 Summer and International Conference will foster dynamic academic

exchanges between domestic and international scholars, and contribute towards the development

of national policy by blending experiences related to public policy from an assortment of diverse

contexts.

I would like to use this opportunity to express my sincere thanks to all of you for your

participation, especially the different sectors of government and public organizations that have

made this event possible through their generous support and for the outstanding intellectual

contribution that will be made throughout the course of this conference.
