南明河，贵阳市人民的母亲河发源于贵州省贵安新区马场镇枫林村白泥田组，全长118.4公里，是长江流域乌江水系清水河的源头河流，自西向东贯穿而入贵

阳市区。

Nanming River, the mother river of the people of Guiyang City. It originated from the Baimutian Formation of Fenglin Village, Machang Town,

Gui'an New District, Guizhou Province, with a total length of 118.4 kilometers.

It is the source river of Qingshui River in the Wujiang River system in the Yangtze River Basin. It runs through the west to the east and enters the

urban area of Guiyang.

2004年到2012年，贵阳市GDP增长超过4倍，带来巨大的环境压力，每天超过70万吨污水直排入河。

From 2004 to 2012, Guiyang's GDP grew by more than four times, bringing huge environmental pressures. More than

700,000 tons of sewage per day went straight into the river. The population of Nanming River Basin has increased

四年的持续治理，南明河流域干、支流水质进一步提升，劣Ⅴ类水

质水体由原来的51%下降到7%，Ⅴ类水体提高至26.8%，Ⅳ类水

体提高至31.6%，Ⅲ类水体提高至35.6%，特别是沉水植物覆盖率

由15%提高至73%，水生态健康系统初步建立。After a systematic

南明河水环境综合整治一期已完工项目及二期在建项目质量经受住极值暴雨的考验，为贵阳市防洪抗灾发挥了重要作用。

贵阳市原先规划采用“大截排”规划方案，南明河下游建大型污水处理厂，上、

中游不建厂，其设计污水收集管径大、距离长，涉及大量拆迁及土地征收，工

程投资很大；Guiyang City originally planned to adopt the “large cut-off”

planning scheme. A large-scale sewage treatment plant was built in the

lower reaches of Nanming River. The upper and middle reaches of the

自主知识产权的下沉式高品质再生水系统技术，出水达地表水准Ⅳ类，实现河道生态补水近2亿立方米/年，每年节省生态调水费用1.58亿元、运行电费约

3000万元；节省用地共计1053亩，并置换景观活水公园两座；By the sinking high-quality reclaimed water system technology with independent

intellectual property rights, the water reaches the surface level class IV, and the river ecological water replenishment is nearly 200 million

cubic meters per year. The annual ecological water transfer cost is 158 million yuan and the operating electricity cost is about 30 million

yuan. A total of 1053 acres of land is saved and two landscape water parks are replaced;

缩短工期6个月，仅用8个月完成了青山、麻堤河2座污水处理厂的建设（常规工期需要18个月）。The construction period was shortened by 6

months, and the construction of two sewage treatment plants in Qingshan and Madi River was completed in only 8 months (the regular

“30年水厂特许经营+10年政府购买流域服务”组合模式，盘活存量，以PPP模式政府购买服务费纳入财政刚性预算，

确保付费，实现项目融资。 30 years of water plant franchise + 10 years of government purchase of watershed

services" combination mode, stock is revitalized. In the PPP mode, the government purchase service fee is

included in the fiscal rigid budget to ensure payment and project financing.

国开行将该项目作为首例流域水环境综合整治PPP模式融资的试点。CDB took this project as the first pilot project

to comprehensively rectify the PPP model of the river basin water environment.

由于示范项目良好的交易结构、收费保障和治理成效，2014-2017年集团实现融资成本下浮5-10%，2018年仍为基准

利率提款。Due to the good transaction structure, fee protection and governance effectiveness of the

demonstration project, the Group's financing costs have been reduced by 5-10% in 2014-2017, and the

benchmark interest rate is still withdrawn in 2018.

亚洲开发银行通过对水务行业所有企业的综合评比，支持集团综合性水环境污染防治项目2.5亿元美金10年期低息贷款

industry, the Asian Development Bank supported the Group's comprehensive water environmental pollution

prevention and control project with a $250 million 10-year low-interest loan (2%+libor) and a technical

项目内容：6座高品质下沉式再生水处理系统，处理规模5.4万吨/日，234公里环湖截污干管（渠）、提升泵站17座、一体化乡镇污水处理系统等，从规划设计、投融资、建设、运营、维护到移交的全过程。

6 underground WWTPs with high discharge standard; 234 km sewer pipe network; 17 sewer pumping stations; and decentralized wastewater treatment facilities, with the whole process of R&D, investment, designing, construction, operation and management.

发挥社会资本方专业化力量，项目总投资比政府原概算节省约6.1亿元，缩短工期6个月。

Give play to the professional power of social capital, 610 million RMB of investment and 6 months of construction are saved in the project.

一般公共预算支出每年仅需安排6250万，撬动社会投资近30亿元。 Only 62.5 million yuan will be allocated for general public budget

expenditure each year, leveraging social investment of nearly 3 billion yuan.

2.4北京通州碧水高品质下沉式再生水项目 Beijing Tongzhou District High Standard Underground Wastewater Treatment Plant

项目内容：北京通州碧水下沉式再生水厂离城市副中心2.2公里，占通州84%的节能减排规模。仅12个月完成工程建设、通水试运营。

BiShui Underground WWTP is 2.2 kilometers away from the city's sub-center, accounting for 84% of the energy conservation and emission reduction scale of Tongzhou. The construction of the project and the trial operation of water distribution took only 12 months.

与北京同样出水标准地下水厂相比（MBR膜工艺），吨水投资节省约40%，吨水耗电节省约30%，节约土地225亩，排水达地表水准四类，实现河道生态补水。

Compared with the same standard underground water plant in Beijing (MBR), the investment of ton water is about 40% less, the consumption of ton water is about 30% less, the land is saved up to 225 mu, the drainage reaches to Surface Water Standard Grade IV, and the river ecological water replenishment is realized.

2016年10月，世界银行“PPP改革在中国”国际研讨会在华盛顿召开，集团作为社会资本方向世界分享中国实践

As the only invited environmental protection company, the Group went to the United States to participate in

the China-US Water Policy Seminar with the Minister of Environmental Protection Chen Jining. The US side
