Once again, the Department of Labor and Employment, Regional Office No. XI achieved another milestone. In our 80th year, we have earned the trust of the Filipino people through efficient and effective delivery of public service. We marked our 80th anniversary with the theme, “Walumpung Taong Pag-unlad, Walumpung Taong Paglilingkod”. 2013 was only a fraction of the many years of ensuring decent work for every Filipino. Facing the adversities from the past years and rising from the calamities that affected the agriculture sector and displaced many of our workers from the formal and informal sectors, we have been stronger to face the new challenges as we march towards the road to development and fulfill our vision of inclusive growth. 2013 was beset with varied challenges and opportunities that marked a difference in the life of our regional office. We experienced high and low moments that served as our jump –off points to continue to carve a niche for development and progress.

Our internal and external improvements may be

never-ending. But we always bear in mind that our primordial concern is to promote and protect the best interest and welfare of our clients especially those who belong to the vulnerable segment of our society.

Our collective strength has been our plus factor

and a gigantic yardstick to carry out the noble objectives and goals of our department. May we rise above adversities and not succumb to the inadequacies for we always believe in unity amidst diversities to reach the apex of genuine and lasting development.

Employment Facilitation and Manpower Development

DOLE XI is geared towards strengthening employment facilitation and development of manpower adept and ready to create gainful employment opportunities in the region.

Employers of different companies interview job applicants in one of DOLE’s Job Fairs. In 2013, DOLE XI solicited 274, 399 vacancies and registered 108, 363 job applicants.

Speeding Up Manpower-Employer Bridging in 2013 274, 399 Job Vacancies Solicited

2013 brought many successes to the region especially in employment facilitation and bridging the gap between the employers and job seekers.

DOLE has been serving the Filipino workforce for 80 years and has continuously delivered the kind of service the Filipino workforce deserves. DOLE plays an important role in the life of every Filipino worker from pre-employment, security, social protection and safety, and in exercising their right to participation.

Integral to job facilitation is effective networking between supply and demand ends. Every year, the number of new entrants to the labor force increases earning also an increase in the supply end. Economic gains demand manpower and lead to job generation. Every opportunity that allows the gears of the Philippine economic machinery is an advantage to the Filipino workers.

The Job Fair Process. R-L: (1) Applicants search for vacancies from the list of registered establishments; (2) Jobseekers wait for interview in the assigned areas for companies and their representatives; (3) Actual interview with the employer/ representative; (4) Qualified applicant/s may get lucky and be Hired on the Spot (HOTS). The conduct of Job Fair is looked forward by every job seeker in May 1 (Labor Day) and June 12 (Independence Day). Pre-registration sites are assigned in mall venues to accommodate early applicants. DOLE XI 2013 Job Fairs produced 3,762 Hired on the Spot applicants.

One effective strategy to gather the employers and job seekers in one place is the conduct of Job Fair. DOLE Davao Region successfully conducted 103 Job Fairs not only in Davao City but also in key provinces of Davao del Norte and Davao del Sur that catered applicants from the calamity-stricken areas and accommodated job seekers from the rural areas.

To sum up, DOLE XI was able to solicit 274, 399 job vacancies for the 103 Job Fairs conducted. These vacancies attracted job seekers. 108, 363 job applicants from our conducted Job Fairs were registered. Of the figures mentioned, 2013 DOLE XI job fairs produced 3, 762 Hired On The Spot (HOTS) applicants. Our effort to match employers and job seekers does not end in the conduct of Job Fairs alone. Our Public Employment Service Offices (PESOs) from the local government units are responsible in the referral of applicants to companies in need of manpower.

Convergence and Networking

In Davao Region, we have been consistent in our efforts to link the labor market and the employers.

Aside from the conduct of job fairs, we have fortified our relationship with other stakeholders

who play key roles in equipping applicants and future employees with the proper skills that match the need of the key employment generators in the region.

One of the trusted partners of DOLE XI in promoting its programs down to the grassroots is the Public Employment Service Office (PESO) in the local government. The PESO is responsible for linking employers from different companies, both domestic and overseas, and qualified job seekers. In 2013, PESO was able to refer 95, 980 jobs applicants. Out of this number, 60, 347 were placed.

Empowering our PESO partners is contributory to the successful implementation of the DOLE Programs and services to reach the rural and grassroots areas.

DOLE XI has continued to capacitate its PESO counterparts. Thirty-two (32) PESO managers were trained on Basic Employment Services on Oct. 30-31, 2013, while thirty (30) Peso Managers were trained on Basic Management Course on Nov. 7-8, 2013.

In our constant campaign to institutionalize the Public Employment Service Offices in the local government units, the following PESOs in the LGUs were institutionalized in 2013: Don Marcelino, Davao del Sur; Hagonoy, Davao del Sur; Braulio E. Dujali, Davao del Norte; Talaingod, Davao del Norte; and Governor Generoso, Davao Oriental.

The Public Service Employment Office of the Local Government Units in Davao Region is one with DOLE XI’s vision in the promotion of inclusive growth through decent work in the region.

Job-skills mismatch should also be addressed while the future entrants to the labor force are properly guided. Our efforts in

addressing this problem are deemed futile if our students

pursue a degree that does not fit their potentials.

School-based Campaigns

The campaign to address job-skills mismatch did not only reach the local government units in Davao Region, but also in the different academic institutions with direct clout in guiding students in choosing what career is suitable to their skills, needs, and aspirations.

DOLE XI has helped in the establishment of the Regional Career Guidance Network for Private Schools and the Regional Career Guidance Network for Public Schools in 2013. A Regional Career Advocacy Congress was also conducted gathering about 300 participants, mostly guidance counselors.

Labor Education for Graduating Students (LEGS) has been intensified. In 2013, 490 advocacies were conducted in public high schools. School-based PESO partners conducted LEGS to 3,150 high school graduating students while school-based PESO partners in State Colleges and Universities conducted LEGS to 1,875 graduating students.

Graduating students can now easily access the list of establishments in need of manpower through the Phil-Jobnet. 2013 opened promising opportunities as 732 establishments were registered. These establishments posted 85,066 vacancies available for qualified applicants.

Meanwhile, DOLE XI has continued to provide assistance to students through its Special Program for the Employment of Students (SPES). In 2013, 7,816 students benefitted and SPES grants were released in the amount of P18,346,332.54.

SRS 4th wave

The National Skills Registry System aims to create a readily available (IT-based) database that shall aid in addressing the country’s growing problem on skills mismatch. The aim of the system is to create a pool of available skills workers at the community level. The system shall help expedite the selection and hiring process. This community level skills data banking in Davao Region is in its 4th wave of implementation. The following LGUs were covered by the SRS in 2013:

To maintain industrial peace in the region, DOLE XI has doubled its efforts and explored non-traditional means in order to promote harmony inside the workplace. The birth of the Voluntary Code of Good Practices was adopted by the newly established Maritime Industry Tripartite Council (MITC). To strengthen camaraderie and enhance the relationship of workers, employers and the government in the region, DOLE XI has organized a basketball tournament among members of the Banana Industry Tripartite Council (BITC) and a bowling tournament among the Regional Tripartite Industrial Peace Council (RTIPC) members.

Holistic workers welfare is looked after through DOLE’s programs involving employment enhancement, empowerment and welfare services.

DOLE Region XI faced a tough challenge in 2013 particularly in provinces of Davao Oriental and Compostela Valley which were widely damaged by Typhoon Pablo. In the midst of the disaster, strong partnership with the local government units and DOLE XI provided relief and aid in the restoration of the livelihood of people who were affected by the tragedy. DOLE XI quickly responded through its Emergency Employment Program and Government Internship Program wherein the total amount of P6,911,709.75 was released benefitting 2, 431 typhoon Pablo survivors.

DOLE Integrated Livelihood Program (DILP)

DOLE XI’s Livelihood and Emergency Employment Assistance was not solely granted to calamity stricken areas. The total release for 2013 amounted to P11,126,207.63 for 3,766 beneficiaries. The informal sector mostly benefited from the DILP.

The DOLE Integrated Livelihood Program aims to augment the income of the marginalized and vulnerable sector by providing capacity building and skills training. The assistance given also aims to capacitate the beneficiaries to help themselves avail of the social protection services.

Empowering LGU and Communities Through Bottom Up Budgeting

Bottom Up Budgeting empowers LGU in endorsing projects through participatory approach to ensure that the projects are based on the felt needs of the people. For 2013, DOLE Region XI implemented 10 projects benefiting 1,709 beneficiaries with a total amount of Five million nine hundred sixty two and one hundred thirty four pesos (P5,962,134.00).

• 108 graduating students from the Don Bosco Training Center, Mati, Davao Oriental for their project on organic vegetables, swine and poultry production, motor center and shop.

The involvement of the community in the elimination of child labor is one of the effective strategies DOLE Davao Region has intensified. Bringing the campaign to the grassroots and educating the community about child labor is one the thrusts of the Child Labor Free Barangay Campaign. In 2013, six (6) barangays in the entire region passed Child Labor-Free Barangay resolutions thru the facilitation of DOLE Davao Region.

AIR-TIP campaign Anti-Illegal Recruitment and Trafficking In Persons campaign

4 child laborers were rescued thru IACAT XI Network in 2013

July 16, 2013 – IACAT Network XI launched the Massive Postering Campaign Against

Human Trafficking entitled “Human Trafficking: Alamin at Sugpuin” at the

NCCC Mall Davao.

The IEC campaign was supported by buses, taxis, and other transport

companies. Stickers and posters were distributed to private sector partner-

establishments and LGUs.

Joint Inter-agency Rescue Operation on Child Labor was conducted at Pureway

Enterprises, Baliok, Toril, Davao City. The rescue operation was an inter-agency

collaboration of NBI,DOJ, DSWD, NCIP, DOLE, and Visayan Forum that provided the information on the alleged presence

of child laborers in the said establishment.

The 4 Child labourers/victims were

turned over to the CSSDO/ DSWD for custody. Qualified Trafficking Case is

pending before the regular courts against the owner of the

establishment.

As we enter the year of the Wooden Horse, we constantly search for innovations and improved systems and procedures in our office to mark a difference in our delivery of programs and services.
