Central Vigilance Commission, as the apex integrity institution of the count f, endea11ours to promote integrity, transparency and accountability in pub!ic Ii';. Obser Janee of Vigilance Awareness Week every year is one such outrea.:h meas u e wherein all the stake holders are encouraged to prevent and combat corruption. T! e Commission has decided that this year the Vigilance Awareness Week would I e observed from 31 51 October to 5t11 November, 2016 with the theme "Public participatic n in promoting Integrity and eradicating Corruption".

2. Corruption is a serious unethical practice that undermines trust and confidenc ' in public officials and pubHc confidence can only be gained by integrity in governanc< Economic and social progress, rule of law, democratic values and a strong civil societ 1 are some of the basic prerequisites in building an integrity system to sustain the fi~)t t against corruption in society. In order to attain a corruption free society, all stake holder; including government, citizens and also the private sector must share the responsibilit' for creation of awareness of corruption as well as refrain from indulging in unethical act~

3. Aware, active, involved and empowered public is, therefore, essential to an anti-corruption campaign. Anti-corruption strategies are not simply policies that can b1

planned in advance and isolation, but often a set of subtler insights that can bi developed only in conjunction with public participation. Combating corruption IE: therefore, not just a matter of making laws and creating institutions. but is defiply roote< in human values and morals of individuals and the fight against corruption cannot b< won without citizens' support, participation and active vigilance by all concerned. Thf Commission has, therefore, chosen "Public participation in promoting lnt,egrity an( eradicating Corruption" as the central theme for Vigilance Awareness Week, 2016.

4. The observance of the Vigilance Awareness Week would commence with the pledge (copy enclosed) by public servants in the Ministries/Departments/CPSEs/Pubii( Sector Banks and all other Organisations on 31st October, 2016 at 11.00 am. A't thE organisations are also advised to consider activities relevant to the theme tioth witriir

their organization as weil as f:>r outreach for public/citizens during the Vi~1iiarce Awareness Week as bf~low:-

A. Activities to be conducted within the organization:

A 1. Distribute pamphlf3ts, handouts on prevantive vigHance activities I whi:;, !~'" blower mechani~;rn :ind other anti·corruption measures.

A2. Workshops/sensitization pro~1rammes for employees and ether ~:t2k•:c holders on policies/procedures of the organizatfon and prewnt '.'e vigilance measures.

A3. Bring out special issue of ioumals/newsletters on vigilanc:; iss,.iu::: systemic improvement~; and 9ood practices adopted for 'l ic c dissemination snd awaren~ss.

A4. Conduct various competitions. such as debates, quiz et:;. for ii1e employees and their families en issues re!atin~J to anti,corruptkn; AS. Use organizational website for dissemination of employee;;/cust');T1::r orienmd information 3J1d avenues ava'lable for grievance redre::s21!.

B. Outreach a<;tivities for public/citizens:

81. Display of hoardings, banners, posters and distribution of handouts etc .. ~: prominent locations/places in offices/field units and also at places v.ntt·, public inte1iace (eg. Branches of Banks, Petrol Pumps. Railwav Static-'1s Airports etc.}.

82. Organize custorr·er grievance redressal carnr.s fer dtizens/cuntornersivendors/contractors, etc. by organisations ha·nn·; customer oriented se;vices/activities. lt Is expected that such c:.mps ar:; held by the organisations not only at headquarters but alw at ~;:I • appropriate field officES across the country.

Organize debates/e!o,::ution/essay writing/cartoon/poster competitions on moral values, ethics good governance practices c~tc. amo1gst ihe youth/students of schools/colleges including profession0 coHegesi!nstitutions mid to distrit1ute prizes. Alternative:\', discussions or lecture~. can also be cirganized with the students.

Gram Panchayats (in rural and semi-urban areas) to sensit!~e citi:~ens 0r1 ill-effects of corruption. This activity would largely be taknn up by the
