Take the first step to your hope at open secondary schools with 40-year history.
This year, we are celebrating the 40th anniversary of open high school. Since 11 open high schools were established in 1974 as affiliated high schools with pubic high schools in Seoul and Busan, the number of open high schools have steadily increased to 42 across the nation as of 2014 with strong support from many people. Through open high schools across the nation, upwards of 230,000 people who couldn't go to high school due to financial difficulties or other unfavorable circumstances have been able to become our alumni and ventured out to all walks of life after graduation. Until now, more than 12,000 students are studying hard day and night to achieve their life dreams and aspirations.
Open secondary schools have been achieved the sustained change and innovation. By thanks to the development of broadcasting and communications technology, we have witnessed inspiring changes in learning media from radio to online videos. We have also extended our reach from teenagers to a wide range of alienated people including young North Korean defectors, the physically challenged and multi-cultural families. Korean Educational Development Institute(KEDI) is currently in the process of reorganizing its teaching and learning schemes along with the open secondary schools system and its operational system to keep up with the rapidly changing demands of society. First of all, it has introduced various structural changes to effectively implement and establish a system of Recognition of Prior Learning experiences to incorporate diverse learning experiences into the school system.
Other specialized curriculums are being prepared and pushed for implementation such as Basic Academic Ability Program to offer a tailored approach to each learner, Specialized Subject Program to facilitate career and job training and Character Education/Career Consultation Program for teenagers in order to offer differentiated and tailored education to students. Technological development has also enabled us to push for the next innovation by advancing the cyber education system and the smart learning environment.
Also, we went on to establish open middle schools in 2013 as part of the efforts to support the country's secondary education system and offer an opportunity of learning to those who couldn't graduate middle school due to various reasons. Going forward, open middle schools will be extended to cover the whole nation to give access to education to those with aspiration for further learning.
KEDI is committed to laying the foundation for more advanced education so that 'everyone' in this country can have 'easy' access to education 'anytime', 'anywhere' to achieve 'dream and hope' working 'together' with others. I hope all of you can send encouragement and support to open secondary schools so that they can continue to grow in the future.

What is recognition of prior learning experiences?
Prior learning experiences are recognized as academic credits at open secondary schools after evaluation.※ Applicable law : Decree for Open Secondary School Establishment (Presidential Decree No. 24423) Paragraph 3-2
implicationStudents can have their prior Learning experiences fit for their talent, special ability or preference as academic credits to be exempted from taking related classes. This can reduce time for required offline·online classes up to one year.
recognition rangeThe 3rd-grade curriculum at open secondary school and creative experiential activities can be recognized as prior learning experiences.
processAfter students apply for recognition, their experiences are evaluated in accordance with the following process.
※ In the event students fail to submit supporting documents or the documents contain insufficient or falsified facts, prior Learning experiences cannot be recognized as credits.
※ In the event students wish for re-deliberation, they can file for an objection in less than 15 days after being notified of the result.
