    가. 제3기 지역사회복지계획(2015-2018)의 실행결과 진단 1) 실행 성과와 지역사회·주민 변화 (1) 제3기 지역사회복지계획 시행과정

    ○ 제3기 대전광역시 지역사회복지계획은 ‘체감하는 복지, 행복한 대전’이라는 비전 아래 3가지 전략목표, 7가지 핵심과제 및 60개 세부사업으로 구성되었음

    ○ 지역사업, 보편사업의 비율은 각각 81.7%, 18.3%로 지역사업이 대다수를 차지하였음○ 핵심과제별 과제 수는 사회복지 전달체계 구축에 해당하는 사업의 비율이 가장 높기는 하나 전반적

    으로 모든 핵심과제에 골고루 분포하였음

    - 두 번째 계기는 2016년도부터 본격적으로 추진된 정부의 동복지허브화 정책에 발맞춰 정부3.0 대전광역시 브랜드과제이자 대전형 복지전달체계였던 희망티움센터를 맞춤형복지팀과 일원화한 것임. ‘희망티움센터 확대’가 ‘맞춤형 복지팀 확대’로 변경되고 희망티움 자치구별 성과비교, 희망티움 치유 프로그램 운영 관련 사업들이 폐지되어, ‘핵심과제1. 시민 모두가 함께하는 사회복지 전달체계 구축’에 해당하는 사업이 제3기 계획 수립 당시 20개에서 2018년 연차별 시행계획에서는 7개로 줄어듦

    - 이 밖에도 목표달성에 의한 사업폐지 및 유사사업과의 통합 등을 통해 최종해인 2018년도 연차별 시행계획에는 당초 계획에서 11개 사업이 늘어난 71개 사업이 포함되었음. 이 중 당초 계획에 포함되었던 사업은 32개(45.1%)였고, 신규사업이 36개(50.7%), 변경사업이 3개(4.2%)였음

    일원화하고, 맞춤형복지팀 확대(과제번호 1-1-1) 사업을 통해 민관협력 협의체 운영, 민관협력 슈퍼바이저 양성 등을 통해 민관복지기관과의 협력시스템을 구축함

    - 특히 대전광역시의 대표적인 복지자산인 복지관과의 실질적인 협력을 위해 거점복지관 네트워크를 구성하여 복지관이 축적해 온 지역조직화 역량을 바탕으로 지역사회보장협의체 활성화를 도모함

    - 이 사업은 이러한 성과에 의해 민관협력 활성화를 위한 새로운 시도로 2017년 연차별 시행결과 평가에서 타 시도의 선도사례로 평가 받음

    2) 미진한 성과의 진단○ 중장기적인 복지수요에 대한 예측 및 대응 미흡 - 제3기 지역사회복지계획의 60개 세부사업 중 2018년까지 지속된 사업은 32개 사업에 불과함.

    2018년 연차별 시행계획 기준으로는 총71개 사업 중 신규사업이 36개로 50%를 초과함 - 사업이 완료되어 폐지된 경우와 정부의 복지전달체계 개편방향에 따른 사업재편을 고려하더라도

    당초 선정사업의 지속율이 지나치게 낮은 것은 중장기적 복지수요를 예측하고 이에 대한 대응방안을 마련하는 작업이 충분하지 못했기 때문으로 볼 수 있음

    한 ○ 사업추진을 위한 협업구조 미비

    - 제3기 지역사회복지계획에는 사회보장 영역별 사업구분(사회복지전달체계, 일자리, 의료안전망)과 대상별 사업구분(노인, 장애인, 여성·가족, 아동·청소년)이 혼재되어 있고, 지역사회보장계획 수립 주무부서인 보건복지여성국의 사업 중심으로 구성되어 있음

    - 이는 시민들의 복지욕구가 나타나는 방식을 반영한 것으로 사업선정과 관리가 용이하다는 장점은 있으나 영역별 지역사회보장수준 향상을 위한 협업 구조 구축을 위해서는 바람직하지 않음(예를 들어, 노인이나 장애인을 대상으로 한 보건의료사업이 장애인 사업으로 분류되어 있으면 기존 보건의료 시스템 내에서의 역동을 간과하게 되는 경향이 발생함)

    - 지역사회보장지표의 영역을 고려한 기능적 사업분류를 통해 부서 간 협업구조를 제안할 수 있는 방식으로 지역사회보장계획을 구성해야 함

    ○ 세부사업 선정 및 목표 설정 과정에서 목표 및 추진전략과 정합성이 낮은 사례 존재 - 사회보장은 ‘출산, 양육, 실업, 노령, 장애, 질병, 빈곤 및 사망 등의 사회적 위험으로부터 모든

    국민을 보호하고 국민 삶의 질을 향상시키는데 필요한 소득 및 서비스를 보장하는 사회보험, 공공부조, 사회서비스(사회보장기본법 제3조 1항)’임

    - 사회복지의 범위가 확대되면서 교육, 문화, 환경 등 유관 영역까지 포괄하고는 있으나, 사회보장정책 또는 사업은 여전히 사회적 위험에 노출되어 있거나 노출 가능성이 높은 집단에 집중해야 함

    - 일부 사업, 특히 2017년 중점추진사업에 신규로 포함된 ‘쾌적한 교육 및 주거·문화·환경 조성’에 해당하는 사업들 중에는 이러한 사회보장의 목표에 정확하게 부합하지 않는 사업들이 포함되어 있으나 연차별 시행계획 수립 및 사회보장위원회 심의과정에서 충분히 논의되지 못함

    - 세부사업 선정 시 편익의 대상과 내용이 사회보장의 정의에 부합하는지 좀 더 면밀히 검토해야 함

    ○ 동 복지 전달체계 개편 지연 - 정부3.0 브랜드과제이자 대전형 복지전달체계인 희망티움센터 확대에 집중하면서 2016년부터 시행

    된 동 복지허브화를 위한 맞춤형복지팀(現 복지전담팀) 설치가 늦어지고 정부 정책과의 일관성이 낮아지면서 복지전달체계의 효과성이 감소함

    - 이러한 문제를 해결하고자 2017년부터 희망티움센터를 맞춤형복지팀과 일원화하면서 희망티움 확대 사업을 맞춤형복지팀 확대로 변경함

    - 이러한 과정을 거치면서 2017년 제3기 계획상 첫 번째 핵심과제였던 ‘시민 모두가 함께 하는 사회복지 전달체계’ 구축의 두 번째 세부과제인 ‘대전형 복지전달체계 희망T(tree)움’ 관련 세부사업들을 폐지 또는 대폭 변경되면서 당초와는 상당히 다른 양상을 보이게 됨

    ‣ 2016년 15개 팀 → 2017년 42개 팀 → 2018년 56개 팀(79개동)으로 확충

    ○ 주민주도 마을복지공동체 강화 추진 정체 - 제3기 지역사회보장계획의 첫 번째 핵심과제 중 세 번째 세부과제인 마을복지공동체 강화는 지역

    돌봄을 위한 필수적인 조건으로 동 복지허브화 등 동 복지기능 강화는 물론 문재인 정부의 커뮤니티 케어 및 주민자치형 공공서비스 구축과도 긴밀한 관련성이 있는 선도적인 사업임

    - 해당 세부사업 4개 중 3개는 대전광역시 고유의 주민조직인 복지만두레 관련 사업이고 복지만두레와 관련되지 않은 유일한 사업인 ‘마을과 함께 하는 복지관’은 2016년에 폐지됨

    - 동복지지원단 설치(2017년 2월), 민관협력추진위원회 준비단 발족(2017년 3월), 사회·노인·장애인복지관협회와 시·복지재단 공동주최 정책토론회(2017년 4월)을 거치며 마을복지 활성화를 위한 복지관의 역할에 대한 인식이 확산되면서, 거점복지관 시스템을 바탕으로 지역사회보장협의체를 중심으로 한 주민조직화에 초점을 맞춘 민관협력체계 구축 사업이 2018년에 신규사업으로 포함됨

    - 연차별 시행계획 수립과정에서 정부의 정책방향(지역사회보장협의체를 중심으로 한 동 단위 인적안전망 강화)와 복지현장의 변화 노력(마을복지공동체의 거점으로서 복지관의 역할 강화)을 읽어내지 못하여 확대해야 하는 사업을 폐지하는 결과를 초래함

    - 이는 지역사회보장계획의 수립 시 올바른 방향을 설정하였다 해도 연차별 시행계획 수립 과정에서도 정확하게 정부정책 및 복지생태계의 변화를 분석하고 이에 적절히 대응할 수 있는 방안을 마련하려는 노력이 필요함을 보여주는 사례임

    1) 계획수립 추진체계 구성‧운영○ 제4기 대전광역시 지역사회보장계획 참여주체들은 아래와 같음 - 사회보장분야 전문가와 지역사회보장계획 지표별 사업담당과장으로 구성된 계획수립TF를 구성함 - 시민의견의 체계적 수렴을 위해 학계 및 현장전문가와 시민 53명으로 구성된 시민모니터링단을

    운영함. 대전광역시 사회보장위원회 위원장이 시민모니터링단의 단장을 겸함으로써 사회보장위원회와 시민모니터링단 간의 연계협력을 강화함
