May. 1. Wrote to M'Crindle to ask whether the Midland' guarantee

money had been paid in. He replied that Anthony Gibbs &

C22 had refused f:40,OOO offered by Ramirez. Put on my hat and

went out. Met Grassie who says he is agent for the San

Eugenico here; only sent in the accounts last money & the

whole claimed is only abt $45,000. Then went to Rarol. who

said Gibbs had demanded f: 80,000. He had said to them tele-

graphically only f: 40,000 was horrible. Then them asked for

f: 50,000 and f: 20,0003 Anos.3 treasury bi11s; this he explained to

me is a form of security that does not exist, & needs legislative

sanction before it can be erested'. Bendes they ask for more

than they have a right to, as the accts. have not as yet been

cleared up. He therefore telegraphed in reply this morning

f: 40,000 & our assessment that the Midland wiII not be made

nue5 this last month was $1,000,000, wch. for the 1st 4 m... gi... s

$3,150,000 in all. Asked him about other revenues; direct tax on

si... ables produces, $1,000,000; the tax on alcoholic liquors is

doing better, say $20,000. Curnot put it high, because they want

to favour the production of maize, wch. is bought by the distill-

ers; this is a help to agriculture.

Went on to M'Crindle, who says that Ramirez made great

mistake in consulting Gibbs, who are merely the bankers of the

Midland & At the same time he condemns Gibbs for being so

grasping6•

Casey came in, & was shown t07 and then roam -1 suspect

M'Crindle has had dealings with him in former days wch. make

it necessary for him to help him as far as he decently can.

May 4. Ch. Gould came to see me, & said he sometimes fancied that

people had designs upon his life", & he begged me in case he

shld. disappear, or be knifed9, to take steps to discover & pro-

tect him, attributing his being hipped10 to want of some regular

employment, that 1 did not think he ran any risk, &c.

The Langdons, Horderns, Miss Cooper & Leonard dined

with me; not a success, the women not well assorted.

today's date wch. 1 said 1 wld send to Moreno abt. Capt.

Wallace's claim.

He says the President is in the hands of Cosinnir Garcia &

Esteban Martinez, & has to do all they bid him. Has fallen en-

tirely into the hands of the military power, must do all they

wish to keep his seat. Thinks financial outlook dull

MCCrindle writes that the f40,OOO for the immediate neces-

sities of the Midland Rlwy. is being paid in. Called

on Mrs. Lawrie. W. E. S. S. Concert in the evening[.J

Hall'2; the first part more or less diverting, but the minstrels

very noisy & stupid; had heard all the jokes before, some of

them very ancient.

May 7. Ascension Dayl3. Rumours going about of a split in the

cabinet over the Military Budget. Castellanos insists on reduc-

tions. Callorda will not give way. It is said that the other 3 will

resign with Castellanos. Went to see Herrero y Espinosa, but he

was not at home. If these men resign, it willlook like delivering

up the country to militarism, plunder & bankruptcy.

latter had left, 1 urged him not to resign if the ministry went

out it would be going the country over entirely to militarism.

A man who resigned often merely put an end to his own politi-

He says that in the beginning there was an understanding

betw. himself. Ramirez & Perez, & that they are not responsible

to stay in, but were not bound to go any further. The thing was

to find someone of weight to take C's p1ace. The estimates

prepared by Ramirez shewed an income of $16,800,000 with an

expenditure of $15,600,000, inc1uding $1,200,000 for rai1way guar-

antees, thus 1eaving a handsome surp1us. They had made re・

ductions in sa1aries of civi1 & mi1itary emp10y白 tothe extent of

$700,000. What has to be done, is repair the waste

caused by bad govt. during the 1ast 15 years.

In fact, patience and perseverance are needed. This man

Castellanos has neither. He w1d. ru1e if he c1d. & not being ab1e

to get his own way, he retries with a f1ourish16 of trumpets. His

1etter of 2 months ago was a huge indiscretion. Then he imme-

diate1y began to dismiss officials right & 1eft, & boasted of it to

Carva1ho & myself when we called on him; 1 then said to him

that that he sh1d. take things in a mere leisurely manner (this

1 repeated to Herrero). A fortnight ago Frewin to1d me he'd

have to go, he has been making himself obnoxious to the r1wys.

Matta says Enrique Moreno・sparents were on the stage21 in

Chile, where M. was in fact born. Afterwds. The father quitted

the profession & kept a preparatory school, wch. E. M. always

says was Colegio22• 1 told him what M. had said to me abt. the

envoy回 inLondon, D'. Manuel Moreno, in 1835, being his mater-

nal uncle, & howd had said to him “quite a diplomatic family",

innocently behaving ... had resaid. At this Matta laughed im-

mensely, and said Moreno was known to be a great liar, & for

that reason he had merely left a card for him at the legation

office in Calle Colonja24.

did not know of the resignation of Castellanos and probable

appt. of Juan A. Capurro. Walked back into town with him;

then to Mrs. Langdon and took Langdon for a constitutionaF5

(plaza Coyanehat back) to club.

May 10 Sunday. Went out to Musgrave's to say goodbye to her.

May. 11 Margaret & Reginald came back by the morning train with

Mrs. Murphy & the ... Musgraves came to lunch. The

“Britannia26" by which she was to have sailed has broken down

& been towed back to Valparaiso.

cession agst. Pealer & the Govt. agreed that 1 shld. write pri-

afterward wrote it out with my own hand.

May. 15. M'crindle brought to me old Teofilo Diaz the agent of the

N. W. rlwy. of Uruguay. Com'. G. Nx. A. Pollard of the

“Acorn30" called; he is on his way home to pay off, & talks of

(Britannia/(Morecambe: 1888-1904-144 grt))/The twin screw steamer Bri.

tannia was built for J. Brown, Robert Birkett and R. Wilson of Lancaster in 1888. and served at Morecambe for their Morecambe Steamboat Co until 1904. Britannia ran excurions to Fleetwood and Blackpool plus local trips. She then served in Dublin for Duke Shipping Co and was renamed Duke of Abercorn. She ran aground on Dalkey Island in 1910, but was refloated on the next tide. In 1911 she moved to Southend for Henry Cooney's Southend

Steam Packet Co. where she replaced the burnt out Sunbeam. In 1914 she was bought by David MacBrayne for summer excursions. Schaffer the Germ. consul to inquire whether 1 knew any-

thing abt. This govt. entering into a reciprocity treaty with the

N. S. like Brazil; adding that in Rio Grande it had caused great

discontent. 1 said that 1 was not aware of anything of the kind;

on the contrary Flangini some time back told me there was no

likelihood. Advised him to ask the question of Herrero y

Espinosa.

Young W. M. Hays came. He did not get any letter of reply abt.

Miss Frew. Foolish story of a ‘rude' letter fr. Wingate to him,

saying he did “not think it possible any of his friends couled

know Miss Frew." Told him Wingate was not capable of writ-

ing or saying anything intentionally rude to anyone.

May 19. Van BruysseJ3I, Brunetti, Pollard of the “Acorn" and Mrs.

Langdon to dinner. Afterwards Wm. Wilson, the Coopers with

Mrs. Prichard and the Herrero y Espinosas, Mrs. Ker. Had some

talk with Herrero abt. The alledged necessity of Full Powers for

exchange of ratifications; at first he seemed to use the same

languages as Hordenana, but afterwds. Areed with me that all

1 have to do is to present the Queen's ratification, signed &

sealed in the usual way, and with him to sign the certificate of

exchange in the usual way. Had previously consulted

27 May. Went to Christophersen abt. The question of“Patentes"; he

says Frias obtained a decree postponing the application of the

law to Uruguayan vesses.

Left card on Luis Cardoso who had an accident yesterday.

Sent Wilson again to ask abt. the decreto relative to

Patentes de Cabotage46, but he cld. not entreat any infromation.

Grassie came to ask for a card of introduction to the Min. of

F. L. Humphreys came to say good bye. Wrote a note to
