Minutes of the 1 "meeting of Project Monitoring and Advisory Committee (PMAC) for Implementation of "ZED Scheme" under CLCS-TUS
The 1 st meeting of Project Monitoring and Advisory Committee (PMAC) for implementation of "ZED Scheme" under CLCS- TUS was held on 04-12-2019 at 04:00 PM, under the Chairmanship of Additional Secretary and Development Commissioner, Ministry ofMSME, ew Delhi.

At the outset Additional Secretary and Development Commissioner (MSME) welcomed the members and participants of the meeting and directed to start the meeting as per the Agenda. The proceedings and outcome are briefly summarized below:

JDC (MK) presented the Operational Guidelines of ZED Scheme to the PMAC for perusal and NMIU at the 010 (i) DC(MSME) shall prepare detailed operational guidelines.
members were asked to give their views for approval of the guidelines .. EA (IFW) asked whether these guidelines are vetted by the competent authority. JDC(MK) informed that brief guidelines which are part of the agenda folder have been financially vetted and approved by the competent authority, which is Hon'ble Minister. The operational guidelines are to be approved in the first PMAC. In this context, EA (IFW) advised to put up these guidelines in the file for vetting by the competent authority.
(ii) Subsequently, JDC(MK) informed to the committee that industry awareness programmes allotted to all MSME-DIs have been withdrawn as operational guidelines were not approved and without operational mechanism in place, awareness programmes will not lead to any output. These programmes shall be target based and should result in atleast 5 applications per programme for ZED certification. Sanction orders shall be modified to the extent and revised order shall be issued.
(iii) PMAC approved the following:

in the In this regard, SS & DC(MSME) suggested that the journey of ZED starts from Zero and the MSMEs availing benefits from the schemes of % DC(MSME) in Lean, Design, IPR etc. They need to be register themselves first for ZED certification, before entering into the process of availing the benefits. A communication needs to be sent to all scheme divisions in this regard immediately to link the ZED registration as basic eligibility for taking benefit under different schemes.
After rating, interested MSMEs will be given financial support for Gap Analysis, Handholding and Consultancy for improving their rating and assistance on adopting measures for movmg towards zero effect. MSME may opt for handholding after Desk Top assessment or after site assessment. Expenditure on this activity will be limited to Rs. 5.00 lakh per MSME subj ect to actual expenditure. o prOVISIon
