Jaeger and Partner has completed the Hanking Newtown master plan proposal for the renovation of a parcel of Nanyou in Nanshan District, Shenzhen, China.

    Nanyou is a prominent district in Shenzhen that has witnessed many faces of urbanism, including; enlightenment, prosperity and decline. It is an area rich in culture that has recently been overlooked by the rapid urbanization process. In its disregarded state, Nanyou has moved forward without proper investment in public amenities, safety, and modern infrastructure.

    The citizens of Nanyou look forward to the development of a New Town. Hanking Group has decided to answer to the citizens request and provide Nanyou with a new community, complete with modern infrastructure, sustainable design ideals and convenient public amenities. Thus, Nanyou will once again rise from the shadows into the forefront of modern life and become a vibrant community of which its citizens and future generations can be proud of again.

    Why is Nanyou in urgent need of Urban Renewal?

    The decaying community facilities are no longer fit to host its community. The neglected investment in public amenities and infrastructure has lead to an overall decay of living standards. Furthermore, Nanyou is currently a composed of a transient community. With proper property management and investment, this community has the potential to become once again an Urban Village. Investment and transformation will not only improve the communitys standard of living but also promote further economic advancements.

    The master plan of Shenzhen dictates that by 2020 there should be two developed city centers. One center would be located in Futian District and the second in Qianhai District. Futian Center would act as the main Central Business District, while Qianhai would serve the Pearl Delta. Nanyou New Town is conveniently located between these two master planed centers, and will play an important role in interconnecting these two districts. Of equal importance, Nanyou New Town would also be at the forefront of connecting Shenzhen to Hong Kong.

    The site is located north of Dongbin Road and it is serviced by Shekou metro line. In the near future, the metro line no.10 will cross through Dengliang road, providing more immediate access to public transit. Currently, the access to public transportation is very convenient. The periphery of the site is complete with modern infrastructure, thus creating more suiting condition for the renewal of the site. Renewing an older part of the city, which already has the basic infrastructural support, saves on the need of having a large investment on new infrastructure for a new community. Thus Nanyou Newtown aims to represent the ideals of sustainability by showcasing the reusing of old urban sites while reducing the need for large investment for urban infrastructure.

    Worth noting about Nanyou is its rich atmosphere of communal activities. While walking through the site, one may find an incredible array of activities, ranging from haircuts at the plaza, elementary school playgrounds and leisure activities at the park. The rich combination of mixed activities is due to the sites variation of communal space. The different sizes of communal space enable its residents to participate in community bonding activities that are critical to a healthy urban environment. While moving forward with renovation, it is imperative that the new community retain a similar combination of communal spaces, and thus retain Nanyous vibrant community atmosphere.

    NANYOU: NEGLECTED INFRASTRUCTURE1.3.4

    Although Nanyou has many good community oriented features, it is also important to note the current state of some of its neglected infrastructure. As Nanyou is an older community, some of its residential developments are not to modern standards. With minimal community planning, Nanyou has grown without cohesiveness, creating a chaotic atmosphere at a pedestrian level. Also, throughout the site, one may find several unfinished building projects that are inaccessible to the community. These negative features combined create unsafe, unhealthy and unproductive urban landscapes. However, through the implementation of a comprehensive community plan, Nanyou can be transformed back to a safe, clean and productive urban landscape.

    Although vehicular access from Nanshan Avenue is limited, the site access can be improved by broadening Dengliang Road and opening the intersection to Nanhai Avenue.

    Access from the South East Corner is already established by the intersection of Houhai Avenue and Dongbin Road.

    Access to the site from Denglang Metro Station is currently inconvenient for commercial support, but it is within range to reduce residences automobile travel. The future development of the line 10 Metro Station through Dengliang Road will greatly improve public transportation connectivity to the site.

    Dongbin Road is an important city artery that connects the Qianhai area to the west stand. The development along Dongbin Road will be of greater importance when creating cohesive city image.

    Traffic Light System Optimization between Huaming Road, Nanhai Avenue and Dengliang Road

    Remove the traffic signal on the intersection between South China Sea Avenue and Huaming Road. Allow vehicular access from Nanhai Avenue to pass through Huaming Road

    Add a traffic signal on Dengliang Road. Allow vehicles on Dengliang Road to pass through head both east and west direction. Strengthen the auxiliary function on Dengliang Road. Allow both north and south heading vehicles on Nanhai Avenue to turn left into East Dengliang Road and enter the site according to the traffic signal.

    TSite exiting vehicles into Nanhai Avenue will be redirected through Dengliang Road instead of through Huaming Road.

    Improve Nanhai Avenues intersection design. If so, site exiting vehicles will not cause traffic impact on Nanhai Avenue.

    To reduce interference to the vehicular flow, separate pedestrian zones from vehicular zones

    Set a Vehicular counterclockwise one-way road system.

    The circumferential road should be set on Level B1; to improve vehicular flow, introduce traffic smart-systems to efficiently guide and monitor traffic information.

    One-way vehicular organizational flow reduces the number of purposeless vehicles in the community.

    Commercial Area will be allocated on Level B1. The future Metro Line will create suitable business opportunities for this area. Vehicular drop-off zones will also be allocated on this level to reduce the amount of vehicles needed on the ground level.

    Service Vehicles and residential parking will be guided directly to Level B2.

    Introduce 6 convenient vehicular exit nodes.

    Implement a Traffic Smart-system on the site to guide vehicles away from congestion.

    Implement a Traffic Smart-System

    Picture 1. Implement a real-time traffic monitoring system through the main road in order to better guide the direction of traffic. Vehicle drivers can choose to exit the site through the main road or surrounding roads. Site circulation scheme reduces the amount of pass-through drivers.

    Picture 2. Implement real-time monitoring system through the underground ring road between east exit noE. and no F. If an accident occurs, the vehicle driver can be redirected away from the accident through one of the additional outlets. Guide vehicles in and out of all outlets.

    Picture 3. Implement real-time monitoring through South China Sea Avenue to advice vehicle drivers of traffic status.     Encourage bus travel by creating easily accessible bus stations around the site. Creating a mix-use complex will reduce residents necessity to travel by car. The future expansion of Metro line 10 will greatly enhance the sites integration with the city. The sites circular road encompasses a pedestrian only zone that is at a comfortable walking distance radius of 2.5 minutes from its center.

    Our research indicates:

    Compact City, Green City, and Digital City planning theories are more suitable for Shenzhen and our site area more than Garden City theory.

    Compact City DevelopmentMore than half of the world population is living in cities. The only way to manage urban expansion is nourish a diversified and tolerant society and design healthy, safe, and environmentally friendly compact cities.

    We believe: Architectural Design and Urban Design can improve our daily lives, through spatial order, proper scale and good aesthetics.

    Compact City theory dictates that a good city form must have high density buildings, mixed functions, and a compact city form. Its advantage is the facilitation of the implementation of a public transport, pedestrian and bike travelling network. These features reduce the dependency on personal automotive travel. By doing so, there will be less motor vehicle emissions and a significant reduction in energy consumption.

    High Density City signifies not only the densification of buildings, but also of population. The mixing of functions is critical to a good composition of city function. Mixed functions allow the city to evolve from boring concrete jungle into a city of activities.

    Furthermore, high density and function combination of a compact city reduces peoples travel distance. With less travel, there is less energy consumption and with a more compact city there will be less land and resources waste.

    Through good design and planning, a city can transform its image and improve its vigor.

    Sustainable and Ecological City Design mandates that a society must learn to create a high quality of life while utilizing a fair allocation of resources. A Green City needs an adequate planning layout, supported by a public transportation system with a clean environment. To achieve this, planning must address methods for energy consumption reduction and waste management. The citizens must participate and enhance their environmental protection consciousness. To live in a Green City is to have a healthy life. Green is the eternal pursuit of human-being; the forest is the ideal home. The Concept of Urban Forrest can be transcended to the city brand and planning strategy. The use of scientific knowledge supports the urban green future in planning and construction.

    Nanyou Newtown will adopt advanced technology for management to improve the citys operation efficiency. Newtown will host a digital intelligent community that will lead Shenzhen into a digital city management reformation.

    Guided through the concept of well-balanced city life, Nanyou Newtown features programming that provides its residents ease of access to living, leisure, culture and work. Secondly, a good community must have adequate amount of public open space. High-density building allows for a more efficient land-use, thus greater allocations to public open space. These two ideas coupled create the basis for the programming relationship through the design.

    CREATING URBAN CHARACTER2.3

    A city must have a memorable character. When Nanshan is upgraded to a large-scale community, the city must reflect the new communitys image. A city with character allows its citizens to have a sense of belonging and community bridging. Nanshan is also an important first city image for visitors coming from Hong Kong. Nanshan must reflect the character of a fresh, healthy and green Shenzhen city.

    To create such character, the site must be reshaped into a modern three-dimensional urban space. The current condition places the individual amongst a boring concrete jungle. The first modification is the introduction of a green dome surface to displace a pedestrian friendly landscape. Secondly, the citys volume is carved to a concave form to establish a memorable city skyline. Third, vehicles are displaced underground to create a pedestrian only atmosphere at the core of the site.

    Creating an Environmentally Friendly Live-work City

    Shenzhen is a typical linear form city. This urban planning pattern began in the early era of opening up and reform. Shekou Industrial Zone, Nanyou Industrial Zone, Nanyou Development Zone, OCT Development Zone, Xiangmihu Agriculture Zone, in Shenzhen city are all relatively independent districts. Each district has developed its own city center. Currently, individuals must commute between the districts to find different activities. Our research shows that living and working in the same district enables a better method of urbanization, energy conservation and environmental protection.

    Mixed function and high density building that is conductive to live, work, and leisure saves on land-use and reduces the necessity of personal vehicle use.

    Compact City Theory indicates that urban spaces should be pedestrian friendly and supported by public transport. Investment in extensive public transportation network alone is not sufficient to solve a citys congestion problem. The problem lies in the poor urban fabric that forces individuals to commute to work and other daily activities. This commuting wastes time, energy and produces negative impacts to the environment.

    Creating a good transportation network, with varied systems enables individuals to reduce commuting time. A reduction of time wasted creates a more productive society and enhances the development of a comprehensive community.

    Effectively organize vehicular flow, with feasible passages, shorter travel distances, and reduce the amount of unnecessary personal vehicles. Separate pedestrian and vehicular flow and reduce the points of intersection. If so, the city will have less polluted and safe pedestrian environments.

    Do not emulate nearby business models. Implement a hierarchical business model. Develop internal characteristics of commerce based on regional features to add uniqueness and freshness to the site.

    An old axis establish by the original Shenzhen aqueduct pipe line runs through the site. In order to establish a connection to this important historic landmark, a straight axis following the direction of the pipeline dictates the directionality of our mayor design grid lines.

    A secondary orthogonal following the current city grid orientation interlaces this historical grid axis. Together, these interlaced grids create a transitional hybrid system that links both ends of the site.

    Furthermore, there are existing urban nodes to which the grid is transformed to accommodate urban links. These urban links ensure that the site is not isolated from its context and grow to establish presence within its surroundings.
