Diwa ng kabayanihanIsang araw matapos ipagmalaki ng Provincial Disaster Manage-ment Office (PDMO) ang kahandaan ng Bulacan sa malawakangkalamidad ay nasukat ito ng bagyong Ondoy noong Sabado,Setyembre 26.

Kinabukasan, inamin ni Gob. Joselito Mendoza na hindi handaang Bulacan, at sinabing ang kahinaan ng lalawigan ay tubig obaha.

Ang pag-amin ng gobernador ay isa na sanang hakbangpatungo sa karunungan at pagresolba sa problema ng lalawiganhinggil sa pagtugon sa mga kalamidad. Ngunit ipinilit pa rin ngPDMO na handa sila at ang mga bayan ng Bocaue at Marilao nakapwa sinalanta ng bigla at malalim na pagbaha.

Ipagpalagay nating tama ang pahayag ng PDMO. Pero gaanoba sila kahanda?

Sapat ba ang kakayahan nila sa paghahatid ng babala sa mgataong posibleng maapektuhan?

Paano nila pinadaloy ang impormasyon mula sa mga lugar naapektado at sa mga mamamahayag? Ilan ba ang mga kagamitannila tulad ng rubber boat na nakahanda noong manalasa si Ondoysa Bulacan? May sapat bang tauhan na tutugon at mga pasilidadna magagamit? Alam ba nila kung magkano ang calamity fund nglalawigan?

Nauunawaan namin hindi simple ang trabaho ng PDMO. Mgatao rin namang napapagod ang bumubuo sa kanilang tanggapan,at hindi paninisi ang tugon sa mga problemang lumutang sapanahon ng pagtugon nila sa katatapos na kalamidad.

Ngunit nauunawaan din ng Mabuhay na dapat masagot ngPDMO ang mga katanungang nabanggit sapagkat sa kanilang mgakamay na nakasasalay ang buhay at kaligtasan ng 3,200,000Bulakenyo sa panahon ng pagharap at pagtugon sa kalamidad.

Ito ay nagpapaalala sa atin na ang mga dapat humahawak samga posisyon sa gobyerno ay ang mga itinuturing na “the best andthe brightest” sapagkat ang nararapat sa sambayanang Bulakenyoay primera klaseng serbisyo at hindi segunda klase.

Para sa mga bumubuo ng pahayagang Mabuhay, ito ay hindiisang pagbatikos. Sa halip ito ay isang pagtawag pansin upangmabuksan ang mga tikom na isipan.

Naniniwala kami na ang bawat pagsubok na dumating sasambayanang Bulakenyo ay higit na magpapatibay sa pananaligng bawat isa sa Diyos na Maylikha, at patuloy na magbibigkis samga Bulakenyo sa pagbangon patungo sa mas magandang bukas.

Patuloy nating panatilihin ang diwa ng bayanihan sapamamagitan ng pag-amin sa ating mga pagkukulang, upangsinuman ang higit na may kakayahan ay makatulong atmakapagbahagi ng kanilang kakayahan.

Tandaan natin, ang ating pamahalaan ay magiging kasinggaling lamang ng mga taong kanilang pinamamahalaan, at angmga taong pinamamahalaan ay magiging kasing galing lamang ngpamahalaang namamahala sa kanila.

Climate change: Is thePhilippines ready for it?

WHEN it learned of the findingsof United States-based physicistDr. Josefino Comiso that climatechange and the melting of polarice caps in the Arctic region canlead to the flooding of Manila, theMalacañang branded it as a“doomsday scenario”.

During a recent conferenceheld at the Philippine Atmo-spheric Geophysical AstronomicalServices Administration(PAGASA), Dr. Comiso said thePhilippines is not spared from thedestruction that will likely to hap-pen as a result of global warm-ing.

Dr. Comiso, a senior researchscientist at the Cryospheric Sci-ences branch of the NationalAeronautics and Space Adminis-tration (NASA) at the GoddardSpace Flight Center, a space re-search laboratory in Greenbelt,Maryland, is working on a projectto monitor the effects of globalwarming in the Philippines.

He said the country’s sea lev-els could rise to seven meters or23 feet. He knows what he istalking about. He has a 25-year-long research on climate change,which has taken him to the Arc-tic and whose paper correctly pre-dicted the decline of polar icecaps.

The Intergovernmental Panelon Climate Change (IPCC), agroup of 2,000 scientists (includ-ing Dr. Comiso) which advises theUnited Nations, said the rising ofsea level is one of the most cer-tain outcomes as a result of glo-bal warming.

“A continuing rise in averageglobal sea level would inundateparts of many heavily populatedriver deltas and the cities onthem, making them uninhabit-able, and would destroy manybeaches around the world,” theUN panel said.

With a coastline of 18,000 ki-lometers, the Philippines is veryvulnerable to sea level rise. Since

1965, the government weatherbureau reported of “an increas-ing trend in the sea level rise.”

This has been supported by astudy conducted by Greenpeace,an international environmentwatch group. In a report titled,The Philippines: A ClimateHotspot, it said that all of thecountry’s 16 regions are vulner-able to the one-meter rise in sealevel that is projected to happenin 2300 and onwards.

An increase in sea level, for in-stance, would accelerate floodingin the northwest delta plain of theManila Bay, which is experienc-ing subsidence (or sinking ofland) at an alarming rate of threecentimeters a year.

A study conducted by thePhilippine Country Study to Ad-dress Climate Change found thatthe Manila Bay is already sub-jected to several hazards, includ-ing flooding and storms. “Shore-line changes due to reclamationfor housing, ports, coastal roads,buildings and other urbanizeddevelopment are high, adding toan increased threat of inunda-tion,” the study said.

Sulu is the province with thehighest land area that is highlyvulnerable to the sea-level rise.In this southern Philippinesprovince, 90 percent of the landarea of Pata municipality, and 34percent of the land area ofMarunggas municipality are vul-nerable to the rise, according tothe group.

Aside from Sulu, the otherprovinces vulnerable to sea levelrise are Palawan, Zamboanga delSur, Northern Samar, ZamboangaSibugay, Basilan, Cebu, Davao delNorte, Bohol, Camarines Sur,Quezon, Tawi-Tawi, Masbate,Negros Occidental, CamarinesNorte, Capiz, Catanduanes, Sa-mar, Zamboanga del Norte, andMaguindanao.

It is veryimportant for all of us, includingour government officials to firstunderstand that sustainable is aPROCESS meaning that it is acomplete supply chain that has tobe managed and secured frombeginning to end.

It is also very important for usto understand that environmen-tal management is also a PRO-CESS that should be coordinatedand integrated, meaning that itshould not be addressed as frag-mented pieces, not as single partsof a whole, but also as a completesupply chain, encompassing allaspects of the environment, in-cluding the weather which is alsothe most basic of all.

For so many years now, I havealways believed that the nameand the structure of the NationalDisaster Coordinating Council(NDCC) erroneous and defective,and it is a good time now to againreview and correct whatever iswrong with it. In this connection,let me say that the name andstructure of the Federal Emer-gency Management Administra-tion (FEMA) is in the right place,

more so now that it has beenplaced under the supervision ofthe Department of HomelandSecurity.

Let me start by saying that inmany advanced countries, emer-gency management is a privatesector function meaning that itis civilian led, even if it would al-ways involve the participation ofmilitary units, as a matter ofcourse. Here in the Philippines,the NDCC is chaired by the Sec-retary of National Defense, whichis perhaps the reason why we aremisled into thinking that ouremergency management is civil-ian led, even if it is really not thecase more often than not.

Perhaps the findings are notyet conclusive, but I would nothesitate to say that the densityof the rainfall that caused therecent floods is already an effectof climate change on one hand,and of global warming on theother hand. Having said this, Icould argue that climate changepreparedness should be treatedlike one part of the complete sup-ply chain or PROCESS thatshould also include disaster pre-paredness.

Prophet in politicsWE have to clarify the concept ofprophet these days. Sadly, evenas a word, it’s now hardly heard.No one talks nowadays about be-ing a prophet. That’s unfortunatebecause to be a prophet is an in-tegral part of our Christian iden-tity.

We all share in different waysin the prophetic mission of Christand the Church, because we aremade in God’s image and like-ness, raised to the level of graceto be God’s children, and some-how commissioned also by Christto go “preach to all nations … .”

The ideal is that we all thinkand speak as God thinks andspeaks. That’s God’s will. That’show we are also made. Obviously,given our human condition thisideal has to be pursued in stages,in varying levels and degrees, andto contend with all sorts of fac-tors, conditions and challenges.

It’s also because of this thatcertain persons are given specialgifts of prophecy to help othersto become prophets themselveseventually. St. Paul says:

“He that speaks in a tongue,edifies himself, but he that proph-esies, edifies the church.” (1 Cor14,4)

But we should never under-stand this to mean only a few aremeant to be prophets. All of usare meant to be prophets!

What makes this whole busi-ness more exciting these days isthat it seems to be prophetic isconcerned almost exclusivelyabout politics. We get the impres-sion that prophesying is reducedto things political.

Some priests and religious talkabout being prophets only whenthey want to say something aboutpolitical issues. Now that elec-tions are coming, we hear thisword more often in that context.

Some portray themselves asmystic-prophets, often to de-nounce and condemn both per-sons and problems, many timesstraying already into partisanpolitics. Others are organizingseminars to know how to be aprophet in politics.

Not that they can’t. In fact,

they should in some opportunemoments. To be sure, to be a realprophet in politics can be consid-ered as one of the highest, if mostdifficult, way of exercising theprophetic mission. It’s just thatbeing a prophet involves a lotmore than what they so far areshowing in public.

It requires not only the sacra-ments, but also the doctrine wellassimilated and lived. It requiresa living union with God, a realsanctity and genuine integrity,and not just put-on patina of righ-teousness.

It requires a lot of patience,broadness of mind, prudence,flexibility, capacity to integratevarying and often competing fac-tors. It requires discretion, forti-tude, rectitude of intention, goodmanners and even cheerfulness,and, of course, charity.

It also involves a constant ef-fort to evangelize, not only in thebig things like business, politicsand other social concerns, butalso and mainly in the little and

mysterious and undesired expe-riences of man’s life. This is be-cause man was infused with anatural disposition for happinessand perfection. What he some-times cannot grasp is why thereis suffering in his life. This expe-rience has led some to the crisispoint of “questioning God’s good-

ness and existence”: How canthere be a good God who allowssuffering? If God loves man, howcan He allow him to suffer?

The answer — though still areality that continues to elude us— is found in God’s initiative tosend His only begotten Son toredeem us. This was, however,not a simple errand of sending usa mere messenger with a notesaying we are “saved”. The mes-sage was written and sealed inthe body and blood of Christ.

The message of love and re-demption was inscribed upon thewood of the Cross when Jesuswillingly died for us. The Crosstruly is a portrait of suffering butit is likewise a masterpiece ofGod’s love and forgiveness forman. Suffering, hard as it is stillto totally embrace, no longer isan enigma for man.

An analysis of the very latest,peer-reviewed science indicatesthat many of the predictions atthe upper end of the IPCC's fore-casts are becoming ever morelikely.

Meanwhile, the newly emerg-ing science points to some eventsthought likely to occur in longer-term time horizons, as alreadyhappening or set to happen farsooner than had previously beenthought.

In Europe, they include accel-eration of glacier melting in theAlps and Pyrenees, the north-ward spread of arid conditions inthe Mediterranean, and Euro-pean plants moving to higher al-titudes.

Researchers have become in-creasingly concerned about ocean

acidification linked with the ab-sorption of carbon dioxide in sea-water and the impact on shellfishand coral reefs.

Water that can corrode ashell-making substance calledaragonite is already welling upalong California’s coast—decadesearlier than existing models pre-dict.

Losses from glaciers, ice-sheets and the polar regions ap-pears to be happening faster withthe Greenland ice sheet, for ex-ample, recently seeing meltingsome 60 percent higher than theprevious record of 1998.

Some scientists are now warn-

ing that sea levels could rise byup to two metres by 2100 and fiveto ten times that over followingcenturies.

ordinary things that are with us always.To be a prophet in politics is actually a must. We just need

also how to respect the nature and character of politics, justlike any other temporal and earthly affairs we have.

There is a certain autonomy in politics that needs tobe understood and handled well. It’s this autonomy thatprecludes easy dogmatization of views and positions thatin itself are open to opinion. It attracts pluralism of viewsthat should be respected.

We have to be understand well that the subject of rightsthat should be respected always are the persons who haveto be considered in their concrete circumstances, with alltheir positive and negative traits.

It’s not the “truth” understood as the many views andopinions we have regarding certain issues that have therights. Thus, even if we are sure that our views are thecorrect ones, we need to learn to discuss, dialogue, nego-tiate, practice tolerance, etc., in the political space thatshould be given to all of us.

Preaching Christ in politics is in this kind of attitudeand practice. It’s not in ramming our views on othersjust because we think they are the right ones. That wouldbe a kind of tyranny and dictatorship, of unhealthy cleri-calism. Christ preferred to die on the cross than fall tothese practices.

Besides, if present examples are to be considered, manyof these views are outright partisan and often based onbiases, hearsay, anger, etc.

We need to learn how to be real prophets in politics!We need to purify and upgrade our understanding andculture regarding our prophetic mission in politics.

NutriJuice is an orangejuice drink fortified withiron, zinc, lysine and vita-mins A and C. It was devel-oped by Coca-Cola and theFood and Nutrition Re-search Institute of the De-partment of Science andTechnology (FNRI-DOST)to help combat the preva-lence of iron deficiency ane-mia (IDA).

This is a pressing prob-lem as, according to the2003 National NutritionSurvey, 37.4% of childrenaged 6-12 years are af-flicted. The problem resultsin impaired mental andphysical growth.

If children are to be-come the future leaders ofthe country, they must beenergized to learn andgrow up as responsibleadults.

In a 2006 efficacy studyin Pinaglabanan, San Juan,Metro Manila, NutriJuice

was given to 277 studentsfor 100 feeding days.

At the end of the feed-ing period, the studyshowed that NutriJuicewas able to reduce IDAfrom 100% at baseline to13% at endline. Significantimprovements were alsonoted in the children’sweight and height.

Armed with this result,Coca-Cola distributedNutriJuice for free to 5,000students in Quirino prov-ince and 1,500 students inQuezon City for 120 daysin 2008.

Now, NutriJuice is cur-rently being distributed forfree to 30,000 students na-tionwide, in Marikina, Pa-sig, Taguig in Metro Ma-nila; and Zambales, Qui-rino, Palawan andBukidnon; and TaclobanCity, and Davao City.

The petition alleged that petitioners Evangeline R. Valeriano and RobertoM. Aquino, Jr. lived together as husband and wife without the benefitof marriage. On December 9, 1995, petitioner Evangeline R. Valerianogave birth to her first child Robert Evans Valeriano Aquino with peti-tioner Roberto M. Aquino Jr. and said birth was registered before theLocal Civil Registrar of Sta. Maria, Bulacan. The minor petitioner’s birthwas registered and appearing in his Certificate of Live Bir th-Entry No.13, Father’s Name “Roberto Mendoza Aquino” where the true andcorrect name of father is “Roberto Mendoza Aquino, Jr.” and said name

is his registered name as appearing in his Certificate of Live Birth is-sued by the Local Civil Registrar of Bocaue, Bulacan. Despite the factthat petitioners Evangeline and Roberto Jr., were not legally married,they still entered under Entry No. 18 of the Certificate of Live Bir th ofminor Robert Evans Valeriano Aquino that they were married on Feb-ruary 16, 1993 at Manila City Hall. Petitioner Roberto M. Aquino Jr, willfile a petition for permanent residency in Australia for petitionerEvangeline R. Valeriano and her children including petitioner RobertEvans Valeriano Aquino, hence, there is now a need to correct andshow the legal status of minor Petitioner as illegitimate and to be con-sistent with records of birth or minor petitioner’s sibling. MALOLOS — Muling nasalanta ang Bulacanng malalim at malawakang pagbaha naitinuturing na pinakagrabeng pagbaha saunang siyam na taon ng bagong milenyo dahilsa dami ng nasawi at laki ng pinsala.

Ito ay sanhi ng bagyongOndoy na pumasok sa ban-sa noong Sabado, Setyem-bre 26 at nagbuhos ngmalakas na ulan sa unangsiyam na oras ng pana-nalasa.

Ayon sa Philippine At-mospheric Geophysical As-tronomical Services Ad-ministration (Pagasa) angkatakut-takot na ulangdala ni Ondoy, katumbasng ulang bumubuhos sabuong buwan ng Setyem-bre ng mga nagdaang taon.

Umapaw ang mga ilog,rumagasa ang baha nasumalanta sa mga pananimat aria-arian.

Nagpatapon ng tubigang Angat Dam na naka-dagdag sa “back flood”mula sa Candaba Swampna dumadaloy sa Ilog An-gat na patungo sa ManilaBay. Ngunit pinalubog mu-na ng agos mula Candabaang ilang barangay sa Ca-lumpit.

Batay sa tala ng Provin-cial Disaster ManagementOffice (PDMO), umabot sa37 katao ang nasawi sabiglang pagbaha sa 310barangay sa 21 bayan attatlong lungsod sa lala-wigan, kung saan lumubogsa baha ang 102,014 napamilya o 292,495 katao sakabuoang 3.2 milyong pa-pulasyon ng Bulacan.

Ang bilang ng mga nai-likas sa mga paaralangpampubliko, simbahan atiba pang ligtas na lugar ay20,338 pamilya o 41,948katao mula noong Setyem-bre 26.

Ang talang ito ngPDMO ay higit mataas samga naitalang pinsala samga nagdaang taon sa Bu-lacan katulad noong Agosto2004 kung kailan naitalaang P52 milyong halaga ngpinsala sa pananim at ari-arian sa 72 barangay sa 12bayan sa Bulacan na lu-mubog sa tubig. Ang bilangnaman ng mga taong na-salanta ay 39,355 katao.

Agad namang kumilosang pamahalaang lokal sapangunguna ni Gob. Jose-lito “Jon-jon” Mendoza nasa kasagsagan ng pana-nalasa ni Ondoy noongSabado, Setyembre 26 aynakatutok sa pamamagitanng pakikipag-ugnayan saPDMO at mga disaster co-ordinating council sa bawatbayan at lungsod ng lala-wigan; at sa mga himpilan

ng radyo at telebisyon nanaging daan upang ipa-rating sa mga Bulakenyoang mga pangyayaring maykinalaman sa bagyo.

Ang naging tugon ngpamahalaang national sapananalasa ni Ondoy ayang pagsasailalim sa “stateof calamity” ng KalakhangMaynila at karatig na lugarkabilang ang mga lala-wigan ng Bulacan, Pam-panga, Rizal, at Lagunaupang mapabilis ang pag-lalabas ng pondo ng mgapamahalaang lokal na ga-gamitin sa mga apektadong kalamidad.

Halos 300 katao angnasawi at tinatayang aabotsa P4.5 bilyon ang halagang pinsala sa mga nasabinglugar.

Pinulong ni Gob. Men-doza ang Provincial Disas-ter Coordinating Council(PDCC) para sa mabilisangpagsaklolo at pagtulong samga Bulakenyong apek-tado ng baha noong Set-yembre 27.

Kahit iyon ay araw ngLinggo, inutusan ni Men-doza na pumasok ng mgakawani ng Kapitolyo upangtumulong sa paghahandang relief goods. Idineklararin niyang walang klase salahat ng paaralan sa lala-wigan simula Setyembre28-Oktubre 2.

Inamin ng gobernadorna hindi handa ang Bula-can sa malawakang kala-midad tulad ng bahanghatid ni Ondoy, kaya’t sina-bihan niya ang mga pama-halaang lokal na maghandang pondo para sa kalami-dad upang makabili ng mgagamit tulad ng rubber boat.

Nagbawas naman ngtubig ang Angat Dam—unaay noong Setyembre 26 atikalawa noong Setyembre29 upang hindi umapawang tubig at bilang pagha-handa sa ulan na ibinuhosng bagyo.

Patuloy na nagbawas ngtubig ang dam hanggangSabado, Oktubre 4 bilangpaghahanda na rin papa-rating na bagyong Pepeng.

Dahil sa dami ng ibi-nuhos na ulan ng bagyongOndoy sa bulubundukingbahagi timog silangan ngBulacan, partikular saLungsod ng San Jose DelMonte ay rumagasa angtubig sa kailugan ng Sta.Maria, Bocaue, Marilao atLungsod ng Meycauayan.

Biglang umapaw angmga ilog sa mga nasabingbayan, lumubog ang mgalansangan, sinagasaan ngmalalim na tubig ang mgabahay partikular na saNorthville IV sa BarangayLambakin sa bayan ngMarilao na, ayon kay Gob.Mendoza ay napuruhan ngflash flood.

Ang biglang pagbaha aynaging sanhi ng pagkasawing 37 katao at pagkawasakng 179 na bahay, pagkasira145 pang bahay sa ibat-ibang bahagi ng lalawigan.

Ang halaga ng mga na-salantang pananim, ari-arian at mga imprastrak-tura ay tinatayang umaa-bot sa halos P1 bilyong.

Karaniwan sa mga na-sawi ay nakatira sa mgagilid ng ilog.

Ayon sa naunang paha-yag ni Provincial Adminis-trator Perlita Mendoza saMabuhay, pinag-aaralanna ng Kapitolyo ang pagl-ilipat sa mga naninirahansa gilid ng ilog ngunit nahi-hirapan sila dahil ang higitna may pananagutan samga taong iyon o ang mga

pamahalaan sa kani-kanilang barangay at ba-yan.

Pinabulaanan namanng pamunuan ng AngatHydro Electric PowerPlant ng National PowerCorporation (Napocor),ang namamahala sa AngatDam, na sa kanila nagmulaang flash flood sa Sta.Maria, Bocaue, Marilao atMeycauayan noong Saba-do, Setyembre 26. Ayon saNapocor, ang tubig pina-tapon mula sa dam aydumaloy sa 50-kilometrongAngat River kung saanmatatagpuan ang mga ba-yan ng Norzagaray, Angat,San Rafael, Bustos, Pla-ridel, Baliuag, Pulilan, Ca-lumpit, Paombong atHagonoy.

Ito ay taliwas sa mganaging pahayag ni Gob.Mendoza sa radyo noonggabi ng Setyembre 26 naang flash flood sa Sta.Maria, Bocaue, Marilao atMeycauayan ay bunga ngpagpapawala ng tubig saAngat Dam.

Inamin ng Gobernadorsa pulong ng PDCC nahindi nakahanda ang Bu-lacan sa malawakangkalamidad tulad ng bahakaya’t ipinayo niya samga pamahalaang lokalang paghahanda ng pon-do para sa mga kalamidadupang makabili ng gamittulad ng mga rubber boat.

“Nakita na natin nga-yon ang kahinaan natin—tubig ang kahinaan natinkaya dapat nating pag-handaan dahil hindi langngayon mangyayari ito,”ani Gob Jon-jon.

Hindi na bago sa Bu-lacan at ibang lalawigansa Gitnang Luzon angpagbaha dahil ang mgabayan at lungsod rehiyonnapapaligiran ng kabun-dukan.

Sa silangang ay mata-tagpuan ang nakakalbongSierra Madre na naka-balatay mula sa Bulacanhanggang Tarlac at NuevaEcija. Nasa kanluran athilagang kanluran namanang kabundukan ng Bata-an, Zambales at Tarlac.

Isang flood plain ang

Gitnang Luzon, ayon sapaglalarawan nina HiltonHernando ng PampangaRiver Flood Forecastingand Warning Center(PRFFWC), at RobbieTantingco ng Center forKapampangan Studies nanakabase sa Holy AngelUniversity sa Lungsod ngAngeles, Pampanga.

Bilang isang kapatagan,sabi nina Hernando atTangtingco, ang tubig ulanna bumubuhos sa mga bun-dok ay dumadaloy sa kai-lugan ng Gitnang Luzonpatungo sa Manila Bay.

Ito ang isa sa mga dahi-lan kung kaya ipinanukalaat isinagawa ang ThirdRiver Project sa Pampangailang taon na ang naka-karaan.

Ang Pampanga DeltaProject mula sa bungangang Pampanga River sa ba-yan ng Masantol, Pam-panga na isusudlong sanasa paluluwanging Laba-ngan Channel mula sa ba-yan ng Calumpit hanggangsa mga barangay ng Pugadat Tibaguin sa baybayin ngHagonoy, ngunit hindi na-tuloy ang proyekto dahil satinutulan ito ng mga Bula-kenyo.

Ayon kay InhinyeroJose Gabriel ng Depart-ment of Public Works andHighways (DPWH) sa Git-nang Luzon, ang pagpa-paluwang at pagpapalalimsa Labangan Channel nanatapos hukayin noong1978 ay magsisilbing “ex-pressway” ng tubig bahamula sa mataas na bahaging Gitnang Luzon patungosa Manila Bay.

Matatandaan na mulanoong huling bahagi ngdekada ’60 at noong 1970,’72, ’74, ’76, at ’78, angmalaking bahagi ng Bu-lacan at Pampanga ay lu-mubog sa malalim na bahana tumatagal ng halosisang buwan bago matuyo.

Sa pagsisimula ng de-kada ’80 hanggang sa pag-tatapos ng dekada ’90,hindi nakaranas ng ka-tulad na malalim at ma-tagal na pagbaha ang hila-gang kanluran ng Bulacanat timog kanluran ng Pam-

panga dahil sa paghukaysa Labangan Channel nadumaan sa mga bukirin sahangganan ng mga bayanng Paombong at Hagonoy.

Sa pagpasok naman ngbagong milenyo,nakaranas pa rin ngmalawakang pagbaha angBulacan, ngunit hindi naito nagtatagal katuladnoong dekada ’70.

Matatandaan na ma-higit 300 barangay sa lala-wigan ang lumubog sa ba-hang hatid ng bagyo noongNobyembre 2000 kaya’tdumalaw pa si dating Pa-ngulong Joseph Estrada sabayan ng Hagonoy.

Ang paglubog na ito aynasundan noong 2004kung kailan ay bumaha samga buwan ng ng Agostoat Disyembre; at noongAgosto 2007 kung kailanisinailalim ni Gob. Men-doza sa state of calamityang buong lalawigan.

Kumpara sa mga na-banggit na pagbaha saBulacan, ang bahang ha-tid ni Ondoy sa pagpasokng bagong milenyo ay iti-nuturing na pinakagrabedahil sa ito ay naging sanhing pagkasawi ng mas ma-raming Bulakenyo at pag-kasira ng halos P1 bilyonghalaga ng maraming ari-arian imprastraktura, pa-nanim, palaisdaan, ne-gosyo’t kabuhayan.

IT all started last September 26, 2009.It was my family day, and as we wereinformed, it was also my brother, Jak’sfamily day. I decided to make way andinstead, go to Jak’s family day. We wentthere at about ten am. We were late, sowe stayed at a sheltered area andwaited. The other students were per-forming. Then my dad started to takepictures of Jak.

When the rest of the sections per-formed, it was time for my mother toleave and prepare for the upcomingLaw Bar Exam. I kissed my momgoodbye and waved as she left. Then Ihad my attention to my brother, again.After a little while, someone tapped meon the shoulder. It was my dad. I lookedconfused that he was still here.

“Andy, we have to go. The flood isrising. ” He explained.

I nodded my head and followed himoutside, but then he stopped me at thedoor, saying “Fold your pants. The floodis until here.” He said pointing to themiddle of the leg. I followed exactlywhat he said. I folded my pants and ranto the door. I went outside with my dad.I was surprised that he was telling thetruth. The flood was really high. I wentinside the car with my other yaya, AteGina and I slammed the door. My mom

was inside and my dad sat in front. KuyaJonard drove us to my house. When wereached the house, it was nearly flooded.Ate Gina and I got out of the car and ranto the house. It started flooding.

After a minute, my mom knocked at thedoor. She didn’t get to leave Marikina. Therain went stronger. My mom got the thingsand put it on top of the sofas, chairs andtables. The flood started to get higher andstarted going inside the house.

I screamed. My mom and ate Gina fixedthe things while I stayed upstairs. After awhile, my dad came, carrying my brother.The water was already at my dad’s knees.I took care of my brother. My mom, dad,Kuya Jonard, my yaya, and ate Gina werescattered downstairs, saving our things. Istayed near the stairs, helping them bringthe things up the stairs and too my room.

After an hour, a boat came to rescue us.My brother and I rode the boat; my momjust had her hand hooked on one of thestrings. My dad, yaya, ate Gina and KuyaJonard used our kiddy swimming pool astheir boat and rescued my neighbors.

They brought us to Parco selections, agrocery store. On the way to Parco, mybrother was shaking. I fell on a rock whenwe reached Parco selections. The peoplefrom my village stayed in the second floorof Parco selections, too. We stayed therefor the rest of the day.

At about ten-thirty, we left Parco selec-

tions and went to my grandfather, LoloJeremy’s house at Filinvest 1. We arrivedthere at about eleven o’clock.

The next day, my relatives from mymom’s side came to see us. Then we leftand went to my grandmother’s house tostay there for a week.

We stayed there, happily until anotherstorm came: BAGYONG PEPENG. Up tonow, I still can’t believe that there weretwo storms that visited the Philippines atthe same time.

And now, I’m still here, at mygrandmother’s house for another week,making sandwiches to the other victimswho experienced a worst feeling than mine.

Recent science suggests thatit may still be possible to avoidthe most catastrophic impacts ofclimate change. However, thiswill only happen within the timespan of the current civilization ifthere is immediate, cohesive anddecisive action to both cut emis-sions and assist vulnerable coun-tries to adapt.

These are among the findingsof a report released today by theUnited Nations EnvironmentProgramme (UNEP) entitled theClimate Change Science Com-pendium 2009.

The report, compiled in asso-ciation with scientists around theworld, comes with less than 80days to go to the crucial UN cli-mate convention meeting inCopenhagen, Denmark.

In a foreword to the docu-ment, the United Nations Secre-tary-General, Ban Ki-moon, whothis week hosted heads of statein New York, writes, “This Cli-

mate Change Science Compen-dium is a wake-up call. The timefor hesitation is over”.

“We need the world to real-ize, once and for all, that the timeto act is now and we must worktogether to address this monu-mental challenge. This is themoral challenge of our genera-tion.”

The Compendium reviewssome 400 major scientific contri-butions to our understanding ofEarth Systems and climatechange that have been releasedthrough peer-reviewed literature,or from research institutions,over the last three years.

“The Philippines is extremelyvulnerable to the ravages of cli-mate change,” the World WideFund for Nature (WWF) said. Dr.Comiso pointed out that slightchanges in ocean temperature willdefinitely affect the country’s coralreefs.

Increased temperature is onestressor that can cause “the tropi-cal rainforests of the sea” tobleach, which in turn diminishtheir growth and threaten criticalhabitat for fish and other marineresources.

“An increase of one to two de-grees Centigrade can cause coralsto bleach, as they expel the algaethat provide them with food andlend them their vibrant colors,”explained Molly O’Meara, a staffresearcher at the Washington-based Worldwatch Institute. “Sus-

tained increase of 3-4 degrees Cen-tigrade can cause significant coraldeath.”

In the Philippines, an esti-mated 10-15 per cent of the totalfisheries come from coral reefs.“Coral reef fish yields range from20 to 25 metric tons per square ki-lometer per year for healthyreefs,” says Dr. Angel C. Alcala,former environment secretary.

According to the internationalmarine watchdog group ReefCheck, fish species are alreadystarting to disappear from Philip-pine waters as delicate coral reefs,some of the biggest in the world,are destroyed in the archipelago.In a report last year, the group saidcoral reefs were already sufferingfrom severe bleaching.

Increasing sea level rise wouldendanger the drinking water qual-ity and agricultural productivity,weather specialist Rosa Perez said.This is due to possible salt intru-sion in coastal soils and fresh wa-ter aquifers.

Using simulation in climatechange, a PAGASA team hasfound that the water supply fromboth Angat Dam in Luzon andLake Lanao in Mindanao would beat a serious deficit by 2050. Angat

Dam supplies most of the waterrequirements of Metro Manila andirrigates 28,000 hectares of farms.Lake Lanao account for 90 percentof the total hydropower ofMindanao and serves domesticand irrigation water needs as well.

Climate change also threatensthe wildlife species. “If climatezones shift, existing national parksor protected areas would no longerpreserve the habitat for plants,fish and wildlife for which theywere established,” noted LuluBucay in a primer circulated bythe Department of Environmentand Natural Resources. “Few for-ests, for instance, could keep upwith the predicted temperaturechange causing hard consequenceson the species that depend onthem.”

As Dr. Comiso puts it, risingtemperatures could reach a pointwhere “various living creatures”would start to die in large num-bers. “Such temperatures wouldvary from species to species,” hesaid. “But the deaths of these crea-tures would gravely affect the foodsupply chain.”

Another consequence: spreadof diseases. Greenpeace Philip-pines said climate change couldamplify the proliferation andtransmission of vector-borne dis-

eases such as malaria and denguefever because of changes in waterdistribution, rising temperatureand the increase of microorgan-isms.

“Global climate change willhave diverse, escalating impactson human health,” said TonyMcMichael, a professor atAustralia’s National University,who launched an international ef-fort to study global environmen-tal change and health.

Global warming refers to an in-crease in average global tempera-tures, which in turn cause climatechange. “To completely under-stand why global warming hap-pens, it is important to know thatour atmosphere, which is made upof gases such as nitrogen, oxygen,and carbon dioxide as well as wa-ter vapor, has a profound influenceon Earth’s surface temperature,”explains the Worldwatch Institute.

Gases such as carbon dioxideand methane absorb heat, thusreducing the amount that escapesback to space. “As the atmosphereabsorbs heat energy,” Worldwatchnotes, “it warms the oceans andthe surface of the Earth. This pro-cess is called the greenhouse ef-fect. Without this effect, theEarth’s atmosphere would aver-age about 50 degrees Fahrenheit

In order to gather our experi-ence of suffering (i.e., natural ca-lamities, poverty, illness, loneli-ness, misunderstanding, partingand death, etc.) into a fitting sac-rifice we must possess the samepriestly sentiments of Christ uponthe Cross. These sentiments are

not only something emotional.They are engraved by our Baptismwhich makes us sharers in thepriesthood of Christ. This isknown as the common priesthoodof all the faithful.

This priestly identity of everyChristian is what St. Josemaríaloved to call priestly soul. He wrotein Forge 369, “Live and work forGod, with a spirit of love and ser-vice, with a priestly soul, eventhough you may not be a priest.Then all your actions will take ona genuine supernatural meaningwhich will keep your whole lifeunited to the source of all graces.”

As expected, illegal logging anddrainage clogging are again beingblamed for the onset of the floods.While these two causes might be par-tially the culprits for the flooding,the problem of flooding is actuallycaused by more reasons, given thefact that there is really a supplychain that also complicates thisproblem, being also a PROCESSthat builds up towards the compli-cation of this disaster.

Also as expected, our local andnational officials are taking thehigh profile in showing to votershow active they are in giving helpto the disaster victims. That is agood thing for them to do, and weare thankful to them for whatthey are doing, but how many ofthem would actually work on thelong term solutions long after theshort term publicity value of thisflood is gone?

Going back to the subject ofmy earlier column, when is ournational leadership going to re-visit Agenda 21, our long termagenda for sustainable nationaldevelopment? When are our na-tional leaders going to realizethat short term natural disastersare directly related to long termsustainability?

In the days to come, we willread in the newspapers howmuch damage the floods have in-flicted to our national productiv-ity. I hope that these statisticswould be a wake up call to all ofus, to start thinking long term forgood.

MALOLOS — Hindi handa ang Bula-can sa kalamidad tulad ng biglaan, atmalawakang pagbaha baha, ayon kayGob. Joselito “Jon-jon” Mendoza ilangoras matapos manalanta ang bagyongOndoy sa lalawigan noong Sabado,Setyembre 26.

Ang pag-amin ni Gob. Mendoza sakalagayan ng kahandaan ng lalawigan sapagtugon sa kalamidad ay nagaganapkinabukasan, ng linggo, Setyembre 27; odalawang araw matapos ipagmalaki nghepe ng Provincial Disaster ManagementOffice (PDMO) na handa ang Bulacan sakalamidad; at mahigit isang buwan namanmatapos ilunsad ang Rescue 566 ngpahalaang panglalawigan na inihalintuladsa ng Rescue 911 ng Amerika.

“Hindi tayo handa sa ganito kalakingkalamidad,” ani Mendoza sa Mabuhaybago magsimula ang pulong ng ProvincialDisaster Coordinating Council(PDCC) saHiyas ng Bulacan Convention Center(HBCC) dito sa Malolos.

“Nakita na natin ngayon ang weaknessnatin. Tubig ang weakness natin, kayakailangan natin ng dagdag na rubberboats,” ani Mendoza.

Nang tanungin ng Mabuhay kungpaano mapatataas ang antas ng kaka-yahan ng lalawigan sa pagtugon sa mgakalamidad, sinabi niya na dapat aymaghanda ang bawat pamahalaang lokalng pondo sa pagbili ng mga gamit tuladng rubber boat.

“Nasa budget preparation seasonnaman ngayon (ang Bulacan), kayaipapayo ko sa mga mayor na maglagay ngpondo para sa disaster preparedness,”aniya.

Inayunan ito ni Provincial Administra-tor Perlita Mendoza na nagsabing “it’s aneye-opener for us kasi kapag ganito kalakiang scale ng disaster, we will need moreequipment and personnel.

Matatandaan na noong Disyembre2004 at Agosto 2007 lumubog ang Bulacansa pagbaha na hatid ng bagyo.

Matapos ang pagbaha noong 2004,nagpulong ang Regional Disaster Coordi-nating Council (RDCC) sa HBCC kungsaan ay pinag-usapan ang pagbili ng mgapamahalaang lokal sa Gitnang Luzon ngmga gamit sa pagtugon sa kalamidad,partikular na ang anga rubber boat.

Kaugnay nito, sinabi ni FelicisimaMungcal, hepe ng PDMO, na nakahandaang Bulacan sa pagtugon sa kalamidadkung sakaling mabugta ang Angat Dam,ngunit hindi kumbinsido ang mga Bula-kenyo sa kakayahan ng lalawigan natugunan ang malalim at malawakangpagbaha katulad noong 1978.

Ayon kay Mungcal, may mga naka-handang programa sa pagtugon sa kala-midad partikular na sa pagbaha angpamahalaang panglawigan na kina-bibilangan ng early warning system o pag-papahatid ng paunang babala, pagtugonat pagsagip sa mga biktima, at paglilikasng mga biktima at mga taong apektado samas ligtas na lugar tulad ng mga pam-publikong paaralan o mga covered courtngmga lokal na pamahalaan.

Ang bawat bahagi ng nasabing naka-handang programa sa pagtugon sa mgakalamidad ay may pakikipag-ugnayan nasa mga lokal na pamahalaan at maging saiba pang ahensya ng pamahalaan katuladng Department of Education (DepEd),Department of Social Wedlfare and Devel-opment (DSWD), Philippine National Po-lice (PNP) at iba pa.

Ipinaliwanag ni Mungcal na mahalagaang early warnng system dahil nabibigyanng pagkakataon nito ang mga tao nalumikas sa mga mas ligtas na lugar.

Hinggil naman sa kahandaan ng Bula-can sa larangan ng kakayahan ng mgataong sumasaklolo sa pagdating ng kala-midad, mga rescue equipment o kaga-mitan, at mga pasilidad tulad ng mgapagamutang pagdadalhan sa mga biktimang malawakang kalamidad, sinabi ng hepeng PDMO na mayroon silang sapat.

“May mga equipment, manpower at fa-cilities ang mga local government units,bukod pa sa may 10 disaster volunteergroups sa lalawigan na may ibat-ibangkakayahan,” ani Mungcal.

Sa mga pahayag ni Mungcal, masa-salamin ang pagtatangka na ma mailayosa pangamba ang mga Bulakenyo saposibilidad na maulit ang delubyo noongOktubre 27, 1978 kung kailan ay sinalantang bigla, malawakan at malalim napagbaha ang malaking bahagi ng Bulacanna naging sanhi ng pagkasawi ng mara-ming buhay at pagkasira ng milyon-milyong pisong halaga ng pananim, ari-arian at mga palaisdaan.

Ang delubyo noong 1978 ay inilarawanng National Power Corporation bilangisang “extraordinary flood.” Nagsimula itosa malakas na pag-ulan hatid ng bagyongKading na nagpaapaw sa Angat Dam,kaya’t nagpatapon ito ng tubig.

Subalit, napalaki ang awang ng dala-wang floodgates ng dam, na naging sanhing biglang pag-ragasa ng malalim na tubigna nagpa-apaw sa mga ilog at nagpalubogsa malaking bahagi ng Bulacan at Pam-panga ng halos isang buwan.

Maraming Bulakenyo, kabilang angmamamahayag na ito ang nakinig sa mgapahayag ni Gob. Mendoza sa radyo simulanoong gabi Sabado, Setyembre 26.

Ipinabatid niya sa mga Bulakenyo atiba pang tagapakinig sa radyo angsitwasyon sa lalawigan katulad ngpinsalang hatid ng biglang pagbaha sa mgabayan ng Sta. Maria, Bocaue, Marilao atLungsod ng Meycauayan.
