    AGENCY: Nuclear RegulatoryCommission.ACTION: Notice of the OMB review ofinformation collection and solicitationof public comment.

    SUMMARY: The U.S. Nuclear RegulatoryCommission (NRC) has recentlysubmitted to OMB for review thefollowing proposal for the collection ofinformation under the provisions of thePaperwork Reduction Act of 1995 (44U.S.C. Chapter 35). The NRC herebyinforms potential respondents that anagency may not conduct or sponsor, and

    that a person is not required to respondto, a collection of information unless itdisplays a currently valid OMB controlnumber. The NRC published a FederalRegister notice with a 60-day commentperiod on this information collection onApril 21, 2014.

    2. The title of the informationcollection: 10 CFR Part 75, Safeguardson Nuclear MaterialImplementation ofUS/IAEA Agreement.

    3. Current OMB approval number:31500055.

    4. The form number if applicable: Not

    Applicable.5. How often the collection is

    required: Reporting is done whenspecified events occur. Recordkeepingfor nuclear material accounting andcontrol information is done inaccordance with specific instructions.

    6. Who will be required or asked toreport: Licensees of facilities on the U.S.eligible list who have been selected bythe International Atomic Energy Agency(IAEA) for reporting or recordkeepingactivities.

    7. An estimate of the number ofannual responses: 7 (2 reporting

    responses + 5 recordkeepers).8. The estimated number of annualrespondents: 5.

    9. An estimate of the total number ofhours needed annually to complete therequirement or request: 3,960.4.

    10. Abstract: Part 75 of Title 10 of theCode of Federal Regulations, requiresselected licensees to provide reports ofnuclear material inventory and flow forselected facilities under the US/IAEASafeguards Agreement, permitinspections by IAEA inspectors,complementary access of IAEA

    inspectors under the AdditionalProtocol, give immediate notice to theNRC in specified situations involvingthe possibility of loss of nuclearmaterial, and give notice for importsand exports of specified amounts ofnuclear material. These licensees willalso follow written material accountingand control procedures, although actualreporting of transfer and material

    balance records to the IAEA will bedone through the U. S. State system(Nuclear Materials Management andSafeguards System, collected underOMB clearance numbers 31500003,31500004, 31500057, and 31500058.) The NRC needs this informationto implement its responsibilities underthe US/IAEA agreement.

    ACTION: Notice of pending NRC action tosubmit a generic information collectionrequest to the Office of Management andBudget (OMB) and solicitation of publiccomment.

    SUMMARY: The U.S. Nuclear RegulatoryCommission (NRC) invites publiccomment about our intention to requestthe OMBs approval for a genericinformation collection that issummarized below. We are required topublish this notice in the FederalRegister under the provisions of the

    Information pertaining to therequirement to be submitted:

    1. The title of the informationcollection: Reports Concerning PossibleNon-Routine Emergency GenericProblems.

    3. How often the collection isrequired: On occasion.

    4. Who is required or asked to report:Nuclear power reactor licensees,nonpower reactors, and materials

    applicants and licensees.5. The number of annual respondents:231.

    6. The number of hours neededannually to complete the requirement orrequest: 83,100.

    7. Abstract: The NRC is requestingapproval authority to collectinformation concerning possiblenonroutine generic problems whichwould require prompt action from theNRC to preclude potential threats topublic health and safety. During theconduct of normal program activities,the NRC becomes aware of an emergent

    event or issue that may be identified inits licensing, inspection, andenforcement programs. In addition,reportable occurrences, or unusualevents, equipment failures, constructionproblems, and issues discovered orraised during safety reviews are broughtto the attention of the NRC throughlicensee reporting procedures and thesafety review process. The emergentevent or issue may present a situation inwhich the NRC does not have enoughinformation to support regulatorydecision making regarding an
