    keynote speeches that the advocator of the "One Village. One Product"

    Movement, President Morihiko Hiramatsu, Ph_D., made at the J1CASymposiumin1999 and also at ChiangMaiUniversitySymposiumin

    Thailandin2005.

    Since the "One Village, One Product" Movement is spreading throughout

    the world. we sincerelyhopethat this book will be informative and fullof

    suggestions for those who are enthusiastically engaging in re-

    A GNS-oriented societydoes notputvalues oneconomicor material

    development or a society with harmony between material satisfaction

    2. Principlesofthe "One Village, One Product". Movement I.

    Local yet Global

    When I became governor in 1979, 1 proposed the "One Village, OneProduct

    -

    Movement through which eachlocalcommunity would strive to

    create and market one product that could be a source of pride for the

    people living there. This movement is founded on the three basic

    principles. The movement's aim is not simply to make souvenirs for

    tourists, but to create local specialty products that can pass muster not

    onlyinthe Tokyo market but also in the international mar

    ket. in other words.

    Take shritake

    mushrooms grown in Oita for instance. They presently OCeottni for

    34% of all the shfitake mushrooms produced inJapan, Among several

    different kindsofshiirake mushrooms, donko shiltake Mushrooms cost

    about3.030 yen per 100 grams, orabout US$28, To give' you some

    perspect ive on this value, a domestically manufactured Japanese car

    such asa Toyotacar,on average, costsabout3 million yen andweighs

    about 1.5 metric tones, or 200 yen per 100 grams. But Oita shiltake

    mushrooms cost 3,000 yen per100 grams. We could en.

    courage a companytomoveto Oita and build an automobile factory,

    which would be one way of promoting development through externalinfluence. Instead, we have chosen to fully utilizethe potentialoflocal

    resources bycreatinghigh value-added special products while

    conserving our ecosystems andthe environment. Thisisthe spirit of

    the "Ono Village. One Product" Movement - creatingproductsthatare

    lo-Cal, yvi globalinappeal.Let megive you another example.Using

    bar-boy grown ii iOita,we makecleardistilled liquor called shochu

    that is now verypopularin. Tokyo and OsakaInOita,thisshochu

    costs 200 yen ci boldly, butifyou wanttobuya bottle and keep it

    red. for you at aGinzabar, it will cost you 8.000 yen.

    Movement is about using local,TOSOUrces to make high value-added products. Rather than

    Nimply imitating Tokyo or Osaka we are aiming to create a cultural

    t.nuiroanient and products unique to Oita. The first principle of the "l)ia

    Movement, therefore, is to revitalize each local

    You m aythink that 'Localy et Global' isan antonymic principle,b ut i t

    is not contradictory. Some specialties that are most partAlar to a re

    gion or a country are sometimes accepted globally. Take Thailand's

    Tomyangkun. oneof the three world famous soups, Thai massage and

    Thai boxing, for example. The more characteristic features they offer.

    the more reputations they can gain in the world. In other words, we

    should find something special t o the area and develop it into a locally

    yet glohally" marketable product, by adding some values to it. This is

    the firstprinciple of the "One Village, One Product" Movement_

    II. Self-reliance and Creativity

    The second principle is self-reliance and creativity. The driving force

    of the movement is citizens. it is not government officials but locals

    who decide what they choose as their specialtyto revitalize their area.

    The point is that special subsidies should n ot be providedtolocalsd i-

    rectly. As the saying "the end of money is the end of love" goes. if

    you offerthem subsidies, it is highly likelythat they will giveup thecampaign when the subsidy system is abolished. Local areas are

    blessed wit h bea ut ifu l nature such as forests and lakes. They also

    have folksongs and folkdances nurtured for a long time in the region,

    and some traditionaltechniques, for instance. fo rmakingpicklesand

    dried fish, In short, they have the potential to start a new business,

    makingfulluse of their specialties_ Icall it'regional potential. " The

    "One Village. One Product" Movement advocated by myself is the

    campaign to facilitate regional de-

    velopment through making locals

    aware of their potential and maxi-

    mizing it with their spirit of self-reliance.

    The prefectural government does

    provide technical advice, however. For

    example,ithasoffered guidanceonhow

    to cultivate the afore- ProcessedproductsfromKabasw lime

    mentioned shiftake mushrooms and

    how to develop a new drink and

    proc essed goods from kabosu limes.

    The prefecture also makes a inajor

    contribution through promotion

    riceand cattleto chestnutsand unvplums.Under the ,slogan of "Let's

    plant ches tnuts and plums and go to Hawaii," the head of the Oyama

    agricultural cooperative started a regional revitalization campaign.

    They process pickles, juice and many other products from time, and

    grow enoki mushrooms by using sawdust provided by nearby

    sawmills. They have increased their incomes throughthe productionof

    highvalue-addedproducts. In general, agriculturalyield is decreasingin Japan. but Oyama's is increasing The growth rate of Oita

    Prefecture's gross agriculturaloutput for 2(X04 is0.91 times that for

    1980,However, Oyama's growth rate for 2004 is1. 76 times that for

    1980, which is top in Oita Prefecture, Increasing the income by

    producing ume plums and enoki mushrooms, townspeoplehave trav-

    eledto Hawaii and other placesin theworld.At present.70 percent of

    thetownspeople hold passports, which is the highest rate in Japan.

    Theyhave a direct sales shop in the town, where farmersbring their

    products and price them freel y. They also run a restaurant to serve

    delicious local dishes cookedby farmers wives. This restaurant is verypopu lar and has become a favorite sightseeing spot visited by 1.9

    million tourists a year. Besides the shop in the town, they have six

    otherdirectsalesshopsoutside the town. The totalannualsales of the

    sevenshopshaverisento 1.6 billion yen. Thisis a successfulexample

    of thepooresttown becoming the richest in Japan.

    Citizens can choose a specialty product of the "One Village, One

    Product" Movement by themselves, and promote it at their own risk_

    Local governments help them by providing them with technical

    guidance andsupportfor sales promotion.whichincludes product fairs

    ; establishment of a private company to promote OVOP goods :research through antenna shops inurban areas : and awarding people

    and groups with remarkable achievements in the movement by using

    donations fromthe privatesector,

    111. Human Resources Development

    Thethirdprincipleofthemovement ishumanresourcesdevelopment. the

    most important objective of this campaign. It is not a government but

    citizens who produce specialties. We must cultivate innovative hu-nuiri

    resourceswhocanchallengenewthingsinagriculture,trading, tourism and

    many otherfields.

    Inordertofulfill this objective.wehave established the LandofAbun-

    dance Training School for citizenswho work during daytimeand spend

    the evenings to study how to invigorate their communities_ 'Land of

    abundance' or 'Toyono-lcurti' is an old name ofOitaPrefecture_ .I was

    the first principal of this school. The students include farmers'

    ives, agricultural cooperative staff. schoolteachers and office

    workers. the prefecture has been divided into 12 zones, with

    branches of the pool ineach zone. Each branch school has 30.40

    studentswho study * twoyears.They do nothaveany particular

    textbooks or teachers r regional vitalization programs, Instead,somelocalpeoplewho ve succeeded inthemovement are invited

    tobelecturers.Among . on are the president of a shechuto clear

    liquor) distiller producing chiko, ' and the head of Oita Oyama

    Agricultural Coop. Assoc. Cur-'No ly, a total of I., 800 people

    Besides Land of Abundance

    Training School, we have sev-

    eral small schools in the fields

    of stock farming. agriculture,commerce, and tourism, In

    particu lar. women play an im-

    portan t role in regional vitaliza -

    tion. Women farmers organize

    groups, process various

    produc ts us inglocalresources, and open their shops to sell them, While

    selling the products at the shop, they re. search consumers' voices and

    feed them back to their product develop, ment This type of

    entrepreneurial business is increasing in Japan. Many women farmers

    have started businesses by themselves also in Oita and we have 339

    groups at present, We have a phrase, "Produce Locally, ConsumeLocally," which means that it is reasonable for locally-produced

    produc ts to be consumed in the area In Korea, they have a maxim,

    "Shindofuji.-meaningourbodiesareinseparablefrom theenvironment,

    that is to say, the environment makes us what we are, and it is

    reasonable toeat locally-grownproductsinorder tokeep good health.

    In2001. thetotalnumber ofOVOP itemsof11cities and 47 municipali-

    ties of Oita prefecture was 336. The gross output has increased from

    about 36billionyen to141billionyen, Thirtyyears havepassedsince

    westartedthe "One Village. OneProduct" MovementinOita There are

    no OVOPitemsfinalizedforjustone ortwo years.Ithastakenus alongtime toproducespecialties_ In the meantime, thenumber of items has

    doubled,and the totalsaleshave increased fourtimes.1-low-ever, notall

    ofthem have beensuccessful.Wehavehad many failures.But the most

    important thing isthatwenevergiveupour quest, never be disheartened

    byfailure,and continue oureffortwitha spirit of challenge. Long hours,

    mucheffort and an unbending spirit

    are indispensable for the creation of specialties.-Perseverance Leads to

    The Ramon Magsaysay Award

    Fidel V,Ramos. I visited the Philippines

    and made a presentation on the "One

    Village, One Product" Movement in

    1993_ In October of the same year, five

    governors of the CALABARZONregion

    came to Oita and a Joint Communiqu

    was forged between Oita and CALA-

    BARZON.InWe Philippines,theOVOP

    Movement was started under the nameof

    "One Barangay One Product," and recently it has been renamed and

    promoted as "One Town One Product,

    It was my great pleasure to be bestowed the Ramon Magsaysay

    Award.an Asian version of the NebelPrizein 1995,for mycontribu-

    tion to facilitating various exchanges between Oita and other Asian

    countries.

    InNovember 2007, the "First OTOP Summit."took place in Manila,a t-

    tended by approximately 800 people including the Speakerof the House

    of Representatives. administrative officials, governors and business

    people . They made presentations on the OTOP Campaign, which has

    beennewlyimplementedineachprovincesince2004.Attheirinvitation.

    I visited and participated in this convention tomake a speech onOita's

    OVOP Ivlovement_

    Malaysia

    Former Prime Minister Dr.Mahathiralso launched the OVOPMove-ment as 'One Kampung One Product 1. K 1 PI" movement in his

    hometown. the state of Kedha_ In 2004 when a new administration

    was started byMr. AbdullabAhmad Badawi, theI K I Pprogramhas

    beendevelopedinto"SawDaerahSatuIndutri(SDK One District One

    Industry)" as part. of his new pol icie s. In July 2007. the 4 'Inter-

    national OVOP Seminar tookplacein Malacca, attendedby approxi-

    located in ancient times, was a

    participating country, and came

    to Oita for trainings and amatch. This country became

    interested in the OVOP Move-

    ment, arid hoped to hold a

    workshop there. Invited by

    them. visited the country to attend [Ii' workshopin2003.

    The Presidento fMalawi inAfricacame toOitaforstudy aswell.The

    Japanese government hasstatedthat they will support the development

    of the "OneVillage,One Product" MovementinAfrica. With the fund

    of 300 million yen,Japan International Cooperation Agency (JICA) is

    implementing its five-year project during 2005.2010 in Malawi forestablishing a system to facilitate the OVOP Movement and also for

    developing human resources. Besides Tunisia and Malawi,

    Mozambique. Tanzania and eight other countries are promoting the

    OVOP Movement. In January 2008, the "OVOP International Seminar

    for African Countries" was held in Malawi, and I made a keynote

    speech. Inprior to this event, theMinistryof Foreign Affairsof Japan

    commissioned me to be the "One Village. One -Product" Movement

    Indonesia and Malaysia. The purpose of the meetings was to exchange

    leaders from China. Malaysia.Korea and the Philippines who have engaged in the movement attended

    the Summit, and actively exchanged their views and experiences. In 2005,

    Xi'an City.China, cosponsored byShaanxi Provincial Government. the

    State Agricultural Ministry of P,R,China, the State Administration of

    Foreign Experts Affairs. China, and Oita OVOP International Exchange

    Promotion Committee. Theeventwas held on a large scale, attended by

    approximately 900 people from 17 countries, which included Mr. Zeng

    Quingliong, Vice President of P. R.China. Dr. Somkid jatusripitak, Deputy

    Prime Minister and Minister of Finance. Thailand, and Mr. Mumyarna,

    former prime minister of Japan. InOctober 2006, the 3 rd conference took

    place at Ri tsumeikan Asia Pacific University inOita Prefecture and the 4 r" in

    new type of university consistingof twodepartments, the Asia-Pacific

    Management Department and the Asia-Pacific Studies De partment, in

    perspective_ The ratio of foreim students to the population of Oita

    Prefecture is the second highest in japan. behind Tokyo. To mention

    some extracurricular activities at APU, there is a student circle.

    PRENGO (Pre-NGO). which was started in 2003. They are giving

    support and assistance to rural villages in Thailand in improving

    education andliteracy.and also in developingo rpromoting products of

    OTOP, a Thai version of the "One Vi147e, One Product"campaign.

    The"One Village. OneProduct"Movement has drawn attention from

    low-income areaswherethey cannot attract especially high-tech indus-

    tries, and also from the people whoareworking on projects to eradi-
