Individuals and membersof organizations such as NOSC, USO, Boys Scouts and GirlsScouts, Boosters, NES, NHS, PTSA, WRA, NEX, DECA, TigerSharks, ASC , FFSC, military ball Planners, holiday partycommittees, CPOA, FCPOA, SCPOA, PWOC, CWOC andChaplain Corps – just to name a few. Discussions will includecollaboration, partnering, synergy, synchronization and suc-ceeding in common goals for our community. Finally, the summer PCS season is coming and all personnel

transferring from the Naples area to other duty stations need toplan ahead to help guarantee a smooth move. Planning is espe-cially important regarding vehicles. There are only three op-tions for your vehicles – Sell, Ship or Scrap. It is very importantto understand the process and restrictions regarding how vehi-cles can be sold, transportation via government contract or com-mercial shipping company, or scrapping the vehicle underItalian Customs Law. The worst thing to do is to not plan aheadand end up abandoning the vehicle. Penalties and fines can besignificant. Please work with MVRO if you have any questionsand you can potentially save thousands of dollars.

Italian Researchers DevelopCancer Sniffing ‘Nose’The Istituto Europeo di Oncologia(European Oncology Institute) inMilan has developed the prelimi-nary model of an ‘electronic nose ‘ca-pable of analyzing people’s breath todetect whether they have lung can-cer. The institute used 150,000grants from Italian cancer charityAIRC three years ago. According to apaper published in the Journal ofBreath Research, the device discrim-inated between people who had lungcancer and those who did not in 90percent cases when tested on 146people, 70 diagnosed with tumorsand 76 with no signs of the illness.

All patients breathe into it like abreathalyzer and it works by detect-ing the volatile organic compoundsthat the cancer emits. The results oftests on the electronic nose that wasdeveloped with Tor Vergata Univer-sity in Rome are encouraging. Theaim is to have a perfect model usedfor low-cost screening to help iden-tify people who need further tests.

spring of 1945 when it became the mostimportant eight square miles of realestate on the planet for 70,000 Marineswho sacrificed everything to captureIwo Jima from the Japanese, who wereready to fight to the last man to defendthe island.Iwo Jima was used by the Japanese as

a lookout station and fighter base,where they could transmit intelligenceabout incoming American bombers tothe Japanese homeland, and where Ja-panese fighters could intercept and at-tack those bombers.It was in a strategically perfect loca-

tion: 660 miles south of Tokyo, Japan’scapital, which translated into twoflying hours from the Japanese home-land. Plus, it was halfway betweenJapan and the Mariana Islands, wherethe American long-range B-29 bomberswere based.These factors made it absolutely cru-

cial that Iwo Jima had to be capturedby the Americans, and defended by theJapanese.The Japanese knew Iwo Jima would

be attacked. But more importantly, it

would become thefirst Japanese ho-meland soil to bedirectly attacked,and possibly cap-tured by the Ame-ricans, and it wasa matter of honorfor the Japaneseto prevent IwoJima from fallingat any cost. Under the com-

mand of Lt. Gen.Tadamichi Kuri-bayashi, Japan’smost capable mi-ning engineersturned Iwo Jimainto what theythought was animpregnable for-tress.It was a monu-

mental project. Over the course of seve-ral months, laborers blasted out 16miles of tunnels, connecting 1,500rooms. The engineers built under-ground hospitals and supply roomsunder hundreds of feet of solid impene-trable rock. These were linked to morethan a thousand fortified artillery andanti-aircraft batteries, along with ma-chine-gun and mortar bunkers. During the winter of 1944, the

Army Air Corps and Navy16-inch guns poundedIwo Jima in the longestsustained aerial offensive ofthe war; but the effect onthe newly-built under-ground island fortresswas insignificant.The Japanese strategy

was more than justfight to the death, butto kill 10 Americans be-fore he was killed.On Feb. 19, 1945, approxi-

mately 70,000 Marines launched theirattack of Iwo Jima against 18,000 fir-mly-entrenched Japanese soldiers.From hundreds of fortifications, many

atop the island’s high point, the for-tress-like 550-foot high Mount Suriba-chi, Japanese troops poured witheringfire from rockets, artillery, mortar andautomatic weapons on the Marines.The soft sand prevented the Marines

from digging fox holes for protection,

yet with casualties piling up, the deter-mined Marines grimly advanced, yard-by-yard. Four days later, MountSuribachi was captured. It took amonth of exceptionally heavy fightingfor the island to be completely taken.Within days of the invasion, a chance

the front page of newspapers aroundthe world: The sacrifices being madeby the Marines and the fight for IwoJima instantly became world famous. “In that moment, Rosenthal’s camera

recorded the soul of a nation,” US Ca-mera magazine reported. But it did more than that, after three

years of war, public support was begin-ning to wear down, and Rosenthal’sphoto provided much needed supportwhen the military needed it the most.The losses from that campaign were

staggering: In 36 days of fighting onthe island, nearly 7,000 U.S. Marineswere killed. Another 20,000 werewounded. Marines captured 216 Japa-nese soldiers; the rest were killed inaction. More Marines were awarded theMedal of Honor – 27 seven in all, for

action at Iwo Jima – than anyother battle in U.S. hi-

story. The island was fi-nally declared secu-red on March 16,1945. But, it hadalso become one of

the bloodiest battlesin Marine Corps hi-

story.After the battle, Iwo Jima

served as an emergency landingsite for more than 2,200 American

B-29 bombers, resulting in saving thelives of 24,000 U.S. airmen. Securing Iwo Jima also prepared the

way for the last and largest battle inthe Pacific: The invasion of Okinawa,and ultimately, the defeat of the Japa-nese empire. “Among the men who fought on Iwo

Jima, uncommon valor was a commonvirtue,” said Commander in Chief, Pacific Ocean

Areas Fleet Adm. Chester W. Nimitz.

In an effort to improve supportfor dual military families, NavyPersonnel Command updatedthe current collocation policy.These changes are reflected inthe new MILPERSMAN 1300-1000, which was released onMarch 12.

Here is what you need to know:1. Existing policies were primedfor review and update. The Navy realizes how impor-

tant families are, and whenthey’re not whole it can addstress to a Sailor’s life. Colloca-tion of dual-military couples ispart of supporting families. It isa priority, along with balancingfleet readiness. The revised pol-icy updates the collocation anddistribution procedures andmakes orders negotiation lesscumbersome.

2. Changes are being made to ex-isting personnel informationtechnology (IT) systems.Adjustments to personnel IT sys-

tems will better identify dual-mili-tary families, providing detailers abetter means to coordinate colloca-tion during Sailors’ orders negotia-tion window.

3. Instead of opting in, the Sailorcan decide to opt out.In the past, a Sailor had to re-

quest collocation during each or-ders negotiation. Now Sailorswill submit a one-time requestthat will remain in effect untilthe Sailor tells their detailer oth-erwise. If a Sailor chooses not tobe collocated, they contact theirdetailer and negotiate appropri-ate orders.

4. A flag officer review is requiredwhen detailers can’t collocatedual-military families.To ensure Navy Personnel Com-

mand has done everything possi-ble to accommodate dual-militarycollocation, the Assistant Com-mander, Navy Personnel Com-mand for Distribution will reviewinstances where the Navy cannotsupport collocation for any reasonother than when a Sailor choosesto opt out.

5. The Navy is serious aboutmaking this work.The fleet is invested in colloca-

tion. For example, the submarinecommunity is currently expandinghomeport options for female offi-cers and will be extending optionsfor female enlisted in the future.

U.S. Cyber Command has witnessed intensified cyberspace operations bystate and nonstate actors and wide-ranging malicious cyber activities targetingthe government and the private sector in the past year, Cybercom commanderNavy Adm. Michael S. Rogers told a House panel March 16.Rogers, who is also the National Security Agency director and Central Secu-

rity Service chief, testified on Cybercom’s segment of the fiscal year 2017 De-fense Department budget request before the House Armed ServicesCommittee’s emerging threats and capabilities subcommittee. He highlightedCybercom’s challenges and initiatives in the past year.“At this time, nations still present the greatest or gravest threats to our na-

tion’s cybersecurity, because they alone can commit the significant resourcesto sustain sophisticated campaigns to penetrate in our best-guarded networks,”Rogers said.

Watching for Nonstate ‘Signs’Cybercom continues to look for signs that nations such as Russia, China, Iran,

and North Korea and nonstate actors such as the Islamic State of Iraq and theLevant are developing “significant improvements” in their cyber capabilities,Rogers said. “They steal intellectual property, citizens’ personal information, and they have

intruded into networks ranging from the Joint Staff’s unclassified network tonetworks controlling our nation’s critical infrastructure,” he said.U.S. adversaries use cyberspace to shape potential operations to try to limit

U.S. options in a crisis, he said, adding that Cybercom is progressing in buildingits cyber mission force of 133 teams.Even those teams are not yet operational, they are conducting cyber opera-

tions to support U.S. Central Command in degrading, dismantling and ulti-mately defeating ISIL, Rogers noted.The Joint Force Headquarters DoD Information Networks stood up last year

has already made “great strides” in its goal to lead day-to-day security and de-fense of the department’s data and networks, he said.

More Confidence in DoD SystemsAnd while DoD expands the joint information environment, Rogers said, there

ture proceed in conjunction with a host of federal, industry and internationalpartners,” he pointed out. Cyber mission forces continue to operate safely andin a way that respects Americans’ civil liberties and privacies, Rogers said.

Cyber Exercises Are UnmatchedCybercom’s annual exercises, Cyber Flag and Cyber Guard, offer “unmatched

realism as we train with federal, state, industry and international partners,”Rogers told the panel. “And while our training is improving, we need a persist-ent training environment which the department is continuing to develop togain necessary operational skills and to sustain readiness across the force.”Cybercom is contributing to the new DoD cyber strategy, the commander said,

adding that the command’s many responsibilities have allowed it to benefitfrom the authorities it was granted under the fiscal year 2016 National DefenseAuthorization Act, he said.“[It] represents a significant augmentation of our ability to provide capabili-

ties to our cyber mission teams, as well as our ability to attract and retain askilled cyber workforce,” Rogers said.And despite the challenging cyber environment in which the United States

operates, Cybercom continues to make significant progress while it conductscyber operations against determined adversaries, he said.“The command has a clear path ahead and is actively pursuing new initiatives

and authorities to best position the command to address the challenges andopportunities that we will undoubtedly confront,” Rogers said.

chocolate eggs that contain prepackagedsurprises such as small toys or jewelry. It

is also possible to go to a artisan choco-late shop or pastry shop and order an eggto be specially made with customized sur-prises inside.Either way, the broken shards of the

chocolate eggs make for a deliciousEaster treat.

Pastiera Pastiera is an Easter tradition in theCampania region. It is essentially apie filled with a soft mixture ofcooked grain, ricotta cheese andcandied citrus. If you go to buyone, you’ll receive not only thepastry, but also the round pan it

is baked in, as it is deemed todelicate to be removed. Lookfor the decorative crisscrosspattern on top to identify it.

ColombaThis sweetyeast cake isso-named be-cause it is

baked in theshape of a dove, or

colomba in Italian. It is similar to thepanettone and pandoro served aroundChristmas in Italy, but is distinguishedby its distinctive dove shape and its coat-ing, which usually consists of candiedsugar and almonds. Colomba usually con-tains candied fruit, but omits the raisinsthat are typically found in panettone.
