Mgr. Andrej Cibulka, PhD. je riaditeľom divízie profesionálnych služieb pre strednú a východnú Európu v spoločnosti Logica. Predtým pôsobil v rôznych manažérskych pozíciách, ako konzultant a ako projektový manažér v spoločnostiach S&T, Pixelpark AG, Corinex a Kruger A/S. Má široké skúsenosti s nasadzovaním informačných systémov pre finančné inštitúcie, rozvodné spoločnosti a telekomunikácie. Je absolventom Univerzity Komenského, bol certifikovaný ako PRINCE2 Practitioner, CMMI Appraiser, a CTQ Auditor.

Absolvent Matematicko-fyzikálnej fakulty UK v Bratislave. Pôsobí ako konzultant, dlhodobo sa venuje manažmentu kvality, manažmentu procesov, manažmentu projektova ITSM. Zastupuje SR v medzinárodnej štandardizačnej komisii JTC1-SC7 s aktívnymhlasovacím právom, zároveň je od roku 2006 predsedom TK37 pri SÚTN, ktorá je zameraná na oblasť informačných technológií. Od roku 2008 je koordinátorom odbornejskupiny PRINCE2, ktorá bola založená v rámci Slovenskej spoločnosti pre projektovériadenie SPPR.
