    2010-2011 Short Track Regulations

    General InformationShort Track Selection Committee (STSC). The STSC shall refer to a committee consisting of thePresident or his designee, High Performance Director, Short Track Coordinator, the Chairman of theShort Track Committee or his/her designee, and one athlete who serves on the US Speedskating Boardof Directors as determined by those athlete representatives. Members of the STSC will be named andratified annually at the meeting of the Board of Directors at the April meeting. All decisions of the STSCwill be determined by a majority vote of the STSC. Coaches may be invited to attend STSC meetings atthe discretion of the STSC but would attend without voting privileges.

    The general purpose of the STSC is to select skaters for the National Racing Programs, to selectdiscretionary skaters to represent US Speedskating at international competitions and to address allspecial circumstances. The STSC will also recommend skaters to the Board of Directors for Category 1status.

    USS Rules of CompetitionA) General . All U.S. Short Track Speedskating Championships and Team Trials (Competitions) shall

    be conducted in accordance with applicable International Skating Union (ISU) Rules andRegulations, unless otherwise stated.

    B) ISU. All changes made by the ISU in rules and procedures that affect these Regulations shall beincorporated into these Regulations and go into effect the same day the ISU Rule takes effect.

    C) ISU Eligibility. Skaters selected to U.S. Speedskating Teams for international competitions mustsatisfy all applicable requirements established by the ISU.

    D) Qualification . For a skater to qualify for any international level event (World Cup, WorldChampionships, World Team Championships, World Junior, Traveling Team competition, etc), theskater must compete at every distance within the qualifying event, unless excused in advance for anexceptional reason (family member death, etc) at the sole discretion of the USS TechnicalRepresentative. Participation in the relay event is highly encouraged at all competitions.

    E) Relay Team Selection . At all international level events (World Cup, World Championships, WorldTeam Championships, World Junior, Traveling Team competition, etc), the assigned USS coachingstaff in attendance at the event will select the skaters to compete as a member of the relay team.

    F) Seed Times/Qualifying Times . Submitted seed times and qualifying times for competitions musthave been established between September 8, 2009 and the date of the entry deadline for thecompetition to be skated. Achieved times must be equal to or faster than the standard set for eachcompetition. Submitted times must be achieved in an ISU or any national governing bodysanctioned competition and must be printed in a published protocol. The time standard can also be

    met by a 9 lap time trial which meets the following criteria:

    1. The time trial is skated on a track meeting the requirements of ISU Rule 280 1-4.2. A Level 3 or higher USS Official, Board member, staff member or representative approved

    by USS is present.3. If manual time keeping is used, then three time keepers and one substitute timekeeper

    must be appointed. Independently of one another, they shall take the time of the skater. Ifone or more timekeepers have not taken the time for any reason, then the time taken bythe substitute timekeeper shall be recorded.

    4. The times of each timekeeper shall be recorded, with the accuracy of one hundredth of a

    second. If the watches used display times in the thousands of a second, any decimal digitsgiving precision beyond a hundredth of a second shall be ignored.

    5. When two watches show the same time and the third a different one, the time of those inagreement shall be taken as the result. When all watches show different times, the time ofthe intermediate watch is to be taken as the result. If two timekeepers have not taken thetime for any reason, the mean time of the other two watches shall be taken as the result. Ifthe mean time is not a multiple of one hundredth of a second, the lower hundredth of asecond is taken.

    6. The official time of the time trial will be the manual time plus two tenths of a second (0.2).7. A report of a qualifying time will be sent to US Speedskating. The report shall contain the

    name of the skater(s), date of the time trial, the name of the USS representative whooversaw the time trial, the names of the manual timekeepers, the time of eachtimekeepers watch and the official time of the time trial.

    G) Competition Eligibility . To participate in a US Speedskating selection competition all skaters mustbe eligible to represent the United States in the competitions being determined at the respectiveselection competition.

    H) Uniform. Skaters may only wear a uniform or skin suit that they have earned. Uniforms mustcomply with the Athlete Agreement. A skater wearing an inappropriate uniform shall, after duenotification, be disqualified from the remainder of the competition. The Referee, in consultationwith the Technical Representative, shall issue a warning and if no corrective action is taken, will

    disqualify the skater.

    I) Electronic Timing / Photo Finish:1) Electronic timing and photo finish are required at U.S. Short Track Speedskating Championships,

    U.S. Junior Short Track Speedskating Championships and American Cup Racing Series events.2) For time trials, should the electronic timing fail to capture the start, the timers shall notify the

    assistant starter and the assistant starter shall stop the race. No false start shall be called. The

    race will be restarted once the timing system is operational or it is decided that manual timingshould be used. If the electronic timing system fails after a skater has reached the first apexblock after the starting line of a time trial, manual timing will be used per the procedureoutlined in this document in paragraph F above.

    3) The time recorded by the photo finish system will be the official time. In the event that thephoto finish system fails to record a time for a race or time trial then the results from themanual time keeping plus 0.2 seconds will be the official finish time used for that race or timetrial only.

    J) Entry Deadline: The entry deadline will be clearly stated on the competition announcement and willbe ten days prior to the first day of competition. If the entry deadline falls on a weekend or U.S.legal holiday, the entry deadline will be the first day after the weekend or U.S. legal holiday. No lateentries will be accepted.

    K) Medical Procedures: Medical procedures at all USS ACRS events shall be as follows:1) Medical personnel must be available for all official practice times and prior to the start of the

    warm-ups.2) The medical team will consist of two (2) first aid personnel with either of the following

    minimum qualifications:State Certified Paramedic orState Certified EMT (Emergency Medical Technician)

    3) A full fracture board and a bag with a stiff collar, sand bags, two inch tape and bandagescissors are to be provided at the rink so any injured skater with severe injury, a fracture orsuspected fracture may be immobilized and removed from the ice using the fracture boardand carried to a first aid room where the medical team can give a more extensiveexamination.

    4) City or private ambulance service must be on site and available to respond to emergencies atthe ice rink at the start of the race warm-up.

    5) One member of the medical team shall observe the races at all times.6) A minimum of one (1) of the above qualified medical personnel shall be in attendance and

    available to treat injuries at all practice sessions before and during the National and North

    American competitions.7) The Referee must approve any deviation from the above safety measures.

    Selection CriteriaA) Notification. When selected to a US Speedskating Team, all skaters must notify (in writing) to the

    US Speedskating Technical Representative (or its designated representative) if they accept ordecline the applicable event(s) within 1 hour of the completion of the selection event(s). Thiscommitment is used for management purposes for travel planning and determining the number ofdiscretionary invitations that may be extended to other skaters to potentially fill the quota.Skaters should be prepared in advance of a selection competition to accept or decline the position.Skaters must have appropriate information (passports, etc.) available for processing at thequalifying event. Additional expenses incurred by US Speedskating, should a skater change theircommitment, will be at the cost of the skater. This commitment to attend or not attend the eventis binding. Skaters are committed to race the events in which they have qualified, unlessdetermined otherwise by the appointed coaching staff and team leaders in attendance.

    B) Replacement Skaters . In the event any qualifying skater(s) decline(s) their position(s) on any team,the Short Track Selection Committeemay name replacement skater(s) from the same qualifyingevent as used to select the original team member(s). These skaters will be taken in descending orderfrom the final classification.

    C) Team Selection and Support: After the completion of the first qualifying competition in theAmerican Cup Racing Series and after each subsequent ACRS event, a separate classification (orderof eligibility) will be created and will be used for selection for athletes to receive benefits and/or forselection to additional competitions/camps not prescribed in these Regulations.

    D) Medal Contender Illness or Injury Clause: Medal Contender status is used exclusively forcomputations for the Order of Eligibility and for the extreme circumstance of injury and/or illnessthat prevents an athlete from completing/competing in a qualifying competition.

    To be considered as an athlete who has earned Medal Contender status, an athlete must have met oneof the following criteria:

    1. Medalist in an individual distance in the 2010 Olympic Games.2. Top 5 in overall classification 2010 World Short Track Speedskating Championships.3. Based on the forgoing criteria, the following skaters achieved Medal Contender Status for

    the 2010-2011 season:Apolo Ohno (2nd 1500m, 3rd 1000m Olympic Games)

    J.R. Celski (3rd 1500m Olympic Games, 4th 2010 World ST)Katherine Reutter (2nd 1000m Olympic Games)

    When the Medal Contender Clause is invoked, the medal contender would first challenge for the third(last) individual distance racing spot for the 2011 World Short Track Speedskating Championships in a 9lap time trial race off. If the Medal Contender were successful in the race off, the previous third place(last) individual racing spot holder would lose the third spot and would move to the fourth spot. Theprevious fifth place spot holder would lose the fifth spot and would become the alternate for the team.

    If the Medal Contender challenge is unsuccessful, the medal contender may challenge for the fifth andfinal spot on the team (relay). The winner of this challenge would be the member of the 2011 WorldShort Track Team and would be eligible to skate the Relay event.

    The conditions of the race off must be approved by the Short Track Selection Committee and take place

    no later than two weeks prior to the 2011 World Short Track Championships.

    The race off will be a 9-lap time trial, which meets the following criteria:

    1. The time trial is skated on a track meeting the requirements of ISU Rule 280 1-4.2. A Level 3 or higher USS Official, Board member, staff member or representative approved

    by USS is present.3. If manual time keeping is used, then three timekeepers and one substitute timekeeper

    must be appointed. Independently of one another, they shall take the time of the skater. Ifone or more timekeepers have not taken the time for any reason, then the time taken bythe substitute timekeeper shall be recorded.

    Travel PolicyA) US Speedskating will adhere to the USS Travel Policy in booking all tickets for domestic and

    international events. The USS Travel Policy is posted on the USS website.

    Coaching PolicyA) Coaching Policy for International Events . US Speedskating will select the coaches to attend

    international events listed herein for coaching credentials. These coaches will be National TeamProgram coaches unless the Short Track Selection Committee determines the need for support bynon-National Team Program coaches. Non-National Team coaches may be selected for credentialsby the Short Track Selection Committee, other than for the Olympic Games, subject to the Non-National Team Coach signing the Additional Coaching Agreement outlined by US Speedskating.

    B) Coaching Policy for U.S. Domestic Events. Skaters must designate on the entry form for eachCompetition, the coaches who they designate to serve as their coach at such Competition. Onlycoaches designated by a competing skater will be entitled to receive a coaching credential for aparticular Competition. Coaches must register with US Speedskating Headquarters each season tobe listed on the approved coaching list for such season and to be eligible to receive Competition

    coaching credentials. Such registration must be completed at least ten (10) days prior to the firstCompetition for which the credential is desired. Once registered, coaches will be listed on theapproved coaching list for the entire season, unless revoked for cause. For the 2010-11 Season, allcoaches must be certified USS Level 2.

    DOMESTIC COMPETITIONS / EVENTS

    2010 - 2011 Short Track American Cup Racing SeriesSummary . The American Cup Racing Series for Short Track Speedskating (ACRS) is a season-longcompetition series combining both high performance and development racing. ACRS events shall be rununder ISU rules, except where noted herein. ACRS events include American Cups I, II and III, theAmerican Cup Final, the U.S. Short Track Speedskating Championships and the U.S. Junior Short TrackSpeedskating Championships (for Junior calculations only). Separate ACRS ranking lists shall bemaintained for Senior skaters and Junior skaters.

    A) Divisions & Qualifications.1) All American Cups will have a Senior division for the elite skaters.2) American Cups I, II, and III may have a B group, if four (4) or more skaters are registered.3) The American Cup Final will be in combination with the US National Age Class Short Track

    Speedskating Championships.4) For American Cups I, II, and III, Age Group races may be added at the discretion of the local

    organizing committee with approval from US Speedskatings Event Coordinator.

    C) Senior Qualification Standards.1) To skate the Senior division of the American Cups I, II and III, all skaters must have met the

    entry time standard for 1000m in a time trial or mass start race of 1:42.5for Ladies and 1:32.5for Men or the entry time standard for 500m of 48.00 for Ladies and 44.00 for Men. (USS Rulesof Competition)

    2) Any American Cup event where international team members are selected is only open to skaterswho are eligible to represent the United States in that international competition.

    3) For all other ACRS events, skaters must have reached the age of 13 before July 1 preceding theevent.

    D) B Qualification Standards.1) To skate the B division of the American Cups I, II and III, all skaters must have met the entry

    time standard for 1000m in a time trial or mass start race of 1:53.00 for Ladies and 1:42.00 forMen. (Rule of Competition, paragraph F).

    2) Skaters must have reached at least the age of 12before the July 1st preceding the event in orderto take part in any ACRS B

    3) Due to time constraints, the procedures for progression to finals may be modified from theseprocedures for the B groupby the referee in consultation with the competition steward.

    4) In the event that a lady has met the Mens B qualification standards, she may choose to skatein the Mens B Division.

    E) Competition Format.1) American Cup I, II and III

    a) 1500m, 500m, 1000m & 1500m Super Final (semi-final & finals) will be raced.b) The top 12 and ties for the 12th position, based on Final Points, will race a super 1500m

    (semis & finals). All remaining skaters will be placed in subsequent finals (C, D, etc.).c) The schedule shall be as follows:

    Day 1: 1500m Qualifying rounds and finals500m Qualifying rounds and finals

    Day 2: 1000m Qualifying rounds and finals1500m Super Final Qualifying rounds and finalsRelay (if time permits)

    d) The finals will be run in the following order: BA Ladies, BA Men, C Ladies, D Ladies, and soforth, C Men, D Men, and so forth.

    2) American Cup Finala) The American Cup Final will consist of 16 Ladies and 16 Menb) The top 16 Ladies and top 16 Men and any ties for the 16th position based upon overall

    ranking points from the best two (2) out of four (4) events: the three American Cups Senior division events and the U.S. Short Track Speedskating Championships (4 events) will beselected to compete at the American Cup Final.

    c) If a skater in this top 16 declines their invitation to race the American Cup Final,replacement skaters will be taken in descending order from the same list.

    d) A 1500m, 500m, 1000m & 1500m Super Final (semis & finals) will be raced.

    e) Top 12 skaters, and ties on the 12th position, based on Final Points after 3 distances, willrace a super 1500m (semis & finals). Remaining skaters placed in C Final.

    f) The schedule shall be as follows:Day 1: 1500m Qualifying rounds and finalsDay 2: 500m Qualifying rounds and finals

    Day 3: 1000m Qualifying rounds and finals1500m Super Final Qualifying rounds and finals

    g) Finals will be run in reverse alphabetical order.F) Make Up of Qualifying Rounds

    1) Seeding into the first qualifying round (1500m) of American Cup I will be determined by theOrder of Eligibility from the previous season. Skaters not on the Order of Eligibility list will beseeded after skaters on the Order of Eligibility by seed time. Ties for seeding will be broken byrandom draw. Seeding for subsequent rounds of the 1500m for skaters that advance beyondheats and quarterfinals will be based first on placement and then on time and then on

    advancements from the preceding round. Remaining skaters in quarterfinals and heats who arebeing seeded into C and below Finals will be seeded by time.

    2) Seeding into the first qualifying round (1500m) in American Cups II, III and the American Cup Finalwill be determined by the current American Cup Points Standings. Skaters not ranked on thecurrent American Cup Points Standings will be seeded after the skaters ranked on the currentAmerican Cup Points Standings by seed time. Ties for seeding will be broken by random draw.Seeding for subsequent rounds of the 1500m for skaters that advance beyond heats andquarterfinals will be based first on placement and then on time and then on advancements fromthe preceding round. Remaining skaters in quarterfinals and heats who are being seeded into Cand below Finals will be seeded by time.

    3) For seeding into the first qualifying round of subsequent distances (500m, 1000m, 1500m superfinal), skaters will be ranked according to their Final Points earned thus far in the competition andthen seeded into races using a clockwise serpentine format. Ties for seeding will be broken firstby highest placement in any distance, and then by fastest 1500m time skated at the competition.Any remaining ties will be broken by random draw.

    4) Seeding for skaters that advance beyond the heats and quarterfinal rounds of the 500m and1000m will be based first on placement, then on times and then on advancements from thepreceding round. Remaining skaters in quarterfinals and heats in the 500m and 1000m who arebeing seeded into C and below Finals will be seeded by time.

    5) Placement by seeding will always be in a clockwise serpentine manner.6) If a skater withdraws from the competition or fails to start the first qualifying round of a distance:

    a) They will retain all Final Points earned to that point and be ranked in the OverallClassification according to those points.

    b) They will not be seeded in subsequent rounds or finals for the 500m, 1000m, 1500m.c) If a skater is ranked among the top 12 (plus any ties for 12th) there will be no move up in

    seeding for the 1500m Super Final.

    G) Progression to Finals. Progression shall be heats to quarterfinals to semi-finals to finals, as shownbelow.

    1) 500m and 1000ma) 1 to 4 skaters

    The first 4 quarter finalists in this ranking will go to Final C Others go to Final D

    J) Disqualifications, Did Not Start, Did Not Finish (mass start), Withdrawals1) Any skater disqualified in the first round of a distance, whether it be a heat or quarter final or

    semi-final, will receive a rank that is equal to the number of skaters in the field and receive FinalPoints according to that rank. Disqualified skaters will not compete in a quarter-final, semi-finalor final in that distance.

    2) For each distance, skaters are ranked by their group finalists, semi-finalists, quarter-finalists,etc. All finalists are ranked ahead of semi-finalists; all semi-finalists are ranked ahead ofquarter-finalists, etc.

    3) Disqualified skaters in a preliminary round (heat, quarter-final or semi-final) will be ranked lastin their group. They will receive a rank within that group equal to the total number of skaters inthat group. They will not compete in subsequent rounds at that distance

    4) Skaters disqualified in a final will be last in that final and receive a rank in that final equal to thetotal number of skaters in that final.

    5) Remaining skaters will be ranked upon their finish place in their respective group.6) If a skater starts the first qualifying round in a race, but does not start a race in a subsequent

    round of a distance, the skater will be disqualified from races at that distance and receive a rankequal to the number of skaters in that round and receive final points according to that rank. If askater does not start in a 1500m super semi-final or final, the skater will be disqualified andreceive no points in that distance. If the referee, at his/her discretion feels that the skater wasprevented from starting the 1500m super semi-final due to a verifiable injury, then the refereemay award final points equal to the number of skaters that qualified for the 1500m super semi-finals.

    7) A skater must finish the entire distance or will be considered disqualified. If the referee, athis/her discretion feels that the skater was prevented from finishing due to reasons beyond theskaters control, then the referee may declare the skater having reached the finish, but no timewill be recorded.

    8) If a skater withdraws from the competition or fails to start the first qualifying round of adistance:

    a) They will retain all Final Points earned to that point and be ranked in the OverallClassification according to those points.

    b) They will not be seeded in subsequent rounds or finals for the 500m, 1000m, 1500m.c) If a skater is ranked among the top 12 plus ties there will be no move up in seeding for

    the 1500m Super Final.d) If the skater who withdraws does not start a race in the first round of a distance, the

    skater will be disqualified from races at that distanceand receive no points for thatdistance.

    K) American Cup Overall Ranking and Prize Money1) In the final classification of each competition, the competitors shall be ranked within the

    L) American Cup Race Series Champion1) The American Cup Race Series Champion will be the Lady and Man with the greatest Overall

    Ranking Points total from their best two (2) American Cup Race Series events (American Cups I,II, III, and the U.S. Short Track Speedskating Championships) plus the American Cup Final

    2) The American Cup Race Series Champion must compete in the American Cup Final.3) Skaters other than the champion who do not compete at the American Cup Final will be ranked

    based on their Overall Ranking Points total from their best three (3) of the four (4) American CupRace Series events (American Cups I, II, III, and the U.S. Championships).

    4) The results from the American Cup Final will break all ties. The results of American Cup I willbreak all ties for skaters who do not compete at the American Cup Final. The results from theSuper 1500 will break ties in each event.

    M) Junior American Cup Race Series Champion1) The Junior American Cup Race Series Champion will be the Lady and Man with the greatest

    overall Ranking Points total from the best two (2) Junior Ranking Point Totals from American Cup

    II, American Cup III, and the 2011 U.S. Junior Short Track Championships.2) The results from the 2011 U.S. Junior Short Track Championships will break all ties.

    2011 U.S. Short Track Speedskating ChampionshipsEntry Quotas . The top twenty four (24) Ladies and twenty four (24)Men per the Selection Proceduresherein will qualify to skate in the U.S. Short Track Speedskating Championships 9 lap time trial.

    Qualification. In addition to the invited twenty four (24)skaters, skaters who earn an individual medalat the 2010 Olympic Games and 2010 World Short Track Championshipswill pre-qualify to skate andcompete in the 9 lap time trial at the 2011 U.S. Short Track Speedskating Championships.

    Selection Procedures:A) 2010 Fall World Cup Team members who compete at the 2010 Fall World Cups are automatically

    selected to participate in the 2011 U.S. Senior Short Track Championship 9 lap time trial.B) The remaining positions will be selected from the combined ranking points from American Cup #1 &

    American Cup #2 in the senior division to have 24 skaters competing in the Mens and Ladies eventat the U.S. Short Track Speedskating Championships. If a skater declines their invitation to competein the U.S. Short Track Speedskating Championships, replacement skaters will be invited using thesame ranking list, in descending order. All ties for the twenty-fourth (24) and final position will beinvited to skate the 9-lap time trial.

    C) Additional skaters may qualify to compete in the 2011 US Short Track Speedskating Championships9 lap time trial through skate in procedures.1) One day prior to the 2011 US Short Track Championships 9 lap time trial, a separate 9 lap skate

    in time trial will be open to any skater who did not qualify for the top 24 positions as outlinedin sections A and B.

    2) To compete in the 9 lap skate in time trial, skaters must have met the time standard betweenSeptember 8, 2009 and the entry deadline for a 9 lap time trial or 1000m mass start competitionof 1:42.5 for Ladies and 1:32.50 for Men.

    3) Skaters in this skate in time trial must attain a time of: Men 1:30.00, Ladies 1:38.00 in order toqualify to skate the 9 lap time trial of the 2011 US Short Track Championships. Skaters who do

    not achieve the time standard at the skate in 9 lap time trial will not be eligible to participatein the 9 Lap Time Trial. The same rules and procedures as used in the 9-lap time trial at the2011 US Short Track Speedskating Championships will be used.

    D) The top 16 skaters after the 9-lap time trial will continue to race the remainder of the 2011 USSenior Short Track Championships in the A Division. In case of ties for the 16th place, additional 9-lap time trials will be skated until all ties are broken.

    E) US Speedskating may skate a B division consisting of skaters who skated the 9-lap time trial, theskate in 9-lap time trial, or both, but did not qualify for the remainder of the competition. In orderfor a B division to be skated, a minimum of four (4) skaters must participate in the event.

    Time Trial ProceduresAfter the close of entries all the entrants will be ranked in the following manner for purposes ofestablishing a draw for pairings and groups for the 9-lap time trial. The competitors steward proceduresfor setting up the initial time trial will be the following:

    A) Ranking . First, pre-qualified skaters will be ranked by their best finish in an individual event at the2010 Olympic Games. Second, members of the 2010 Fall World Cup Team will be ranked on theirfinal placement at American Cup I. The third group of skaters shall be ranked in order of their finalcombined placements at American Cups I and II until 24 total entries are reached. Skaters whoenter through the skate in procedures will be ranked next based upon their times achieved at the

    skate in 9 lap time trial. All ties will be broken by random draw.B) Grouping. For the initial time trial, entrants will be divided into groups of ten (10) skaters. GroupA will be composed of entrants ranked 1-10. Group B will consist of entrants ranked 11-20.Subsequent Groups will be established in groups of ten (10) until all entrants have been placed in agroup.

    C) Pairings and Start Side. After the entrants ranking and groups have been established for thecompetition, pairings will be established by a draw conducted in the following manner for eachgroup:1) Pairs will be established by lot within each group, first from a subgroup consisting of the first six

    (1-6) entrants ranked within the group and then from a subgroup consisting of the next four

    entrants ranked within the group.2) Within the subgroup of skaters ranked 1-6 in the group, the first skater drawn will start on the

    A side and be paired with the second skater drawn who will start on the B side. Likewise thethird skater drawn will start on the A side and be paired with the fourth skater drawn who willstart on the B side. The fifth skater drawn will start on the A side and be paired with the sixthskater drawn who will start on the B side.

    3) A side shall be considered the finish line for the mass start.

    4) Within the subgroup of skaters ranked 7-10 in the group, the first skater drawn will start on theA side and be paired with the second skater drawn who will start on the B side. Likewise thethird skater drawn will start on the A side and be paired with the fourth skater drawn who willstart on the B side.

    D) Order of Start. For the initial 9 lap time trial, Group B which consists of the entrants ranked 11-20in the competition will be the first group to skate the initial time trial. Group A, consisting ofentrants ranked 1-10 in the competition will be the second group to skate the initial time trial.Subsequent groups will skate in alphabetical order. . i.e.: C, D, E.1) Within the various groups the order of start will be determined by lot from all pairs in the group.

    The first pair drawn will go first; the second will go second and so on until all the pairs in thegroup have been drawn.

    2) There will be an ice resurface after each group of skaters.E) Re-skates in Time Trials.

    1) Re-skates will be at the discretion of the referee. Competitors must ask the referee for a re-skate before leaving the ice surface. Competitors shall have a minimum of twenty minutesbetween the finish of their initial time trial and the re-skate. The time of the re-skate shall bethe final time.

    F) Ties for the 16th Position. In the case of ties for the 16th position, additional 9 lap time trials will beskated until all ties for 16th place are broken. Any skaters competing in additional time trials shallhave a minimum of twenty minutes between rounds. The times achieved in these re-skates will beonly used to break ties. The original time trial time will only be used to rank the skater for theremainder of the competition.

    G) 4 Lap Time Trials1) The 4 lap time trial will be skated by the top 16th ranked skaters only. There will be two flights of

    4 lap time trials with skaters ranked 9-16 after the 1000m time trial in the first flight and skatersranked 1-8 in the second flight.

    2) There will be an ice resurface between the two flights. Skaters 15 and 16 shall skate first, 13 and14 second, 11 and 12 third, and so on.

    3) Even numbered skaters will start on the A side and odd numbered skaters start on the Bside.

    Competition Format:A) Schedule. The U.S. Short Track Speedskating Championships will be held over 3 days. The five (5)

    distances plus Relay will be raced according to the following schedule:Day 1: 9 Lap Time Trial (and re-skates)

    4 Lap Time Trial (and re-skates)Day 2: 1500m Qualifying rounds and finals

    500m Qualifying rounds and finalsDay 3: 1000m Qualifying rounds and finals

    3000m finalsRelay

    Note: Finals in each distance will be raced in reverse alphabetical order.

    B) Seeding for 1500m. Skaters will be ranked by their time in the 9-lap time trial. For ties in thisranking, all skaters tied will have their names placed in a hat. The first name selected will receive thehigher rank, the second name selected will have the second highest rank and so forth until all nameshave been drawn and ranked. This ranking will be used throughout the competition in breaking tieswhen seeding subsequent rounds.

    4) Skaters placing first (1st) and second (2nd) in semi-finals A and B will qualify for the A Final. Aother skaters in semi-finals A and B unless disqualified will qualify for the B Final. Skatersplacing 1st and 2nd in semi-finals C and D will skate the C Final. All other skaters in semi-finC and D unless disqualified will skate the D Final.

    D) Seeding for 3000m Final. The top 8 and ties on the 8th position, based on Final Points, will race the3000m A Final. All remaining skaters will be placed in the B Final.

    E) Placement by seeding will always be in a clockwise serpentine manner.F) If a skater withdraws from the competition or fails to start the first qualifying round of a distance:

    a) They will retain all Final Points earned to that point and be ranked in the Final Classificationaccording to those points.

    b) They will not be seeded in subsequent rounds or finals for the 1500m, 500m, and 1000m.

    For the 3000m A Final, 150 Final Points will be awarded to the first skater crossing the finish lineafter skating the first 9 laps (1000m). Thesepoints will be awarded upon completion of the race. If the skater concerned is disqualified or doesnot finish, then no extra points will be awarded to any skater.

    H) Final Classification. The final classification will be based on the following in descending order:1) Final points2) Result from the 3000m.3) Highest finishing position(s) in any distance classification.4) Fastest 1000m skated at the competition (time trials or mass start) If a skater is disqualified in

    the time trial, subsequently re-skates and qualifies, the time achieved in the re-skate will beused in this tie breaker.

    2011 U.S. Junior Short Track Speedskating Championships

    QualificationA) To skate in the 2011 U.S. Junior Short Track Championships, all skaters must have met the entry

    time standard for 1000m in a time trial or mass start race of 1:54.00 for Ladies and 1:43.00 for Men.

    (See USS Rules of Competition, Section 1 F of this document)B) Skaters must have reached at least the age of 12 before the July 1st preceding the event and must

    not have reached the age of 19 before the July 1st preceding the event in order to participate in the2011 US Junior Short Track Championships.

    C) Group One (1) of the 2011 U.S. Junior Short Track Championships is only open to skaters who areeligible to represent the United States in the 2011 World Junior Short Track Championships. (Havereached the age of 14 before July 1st preceding the championships and has not reached the age of19 before July 1st preceding the competition ISU Rule 108)

    DivisionsA) Group One (1). The top 16 after the 9-lap time trial will be placed into Group One (1). In the case of

    ties for the 16th position, additional 9-lap time trials will be skated until all ties are broken.B) Group Two (2), Three (3) & Four (4).The remaining skaters will be placed into up to three (3)

    additional groups. For these groups, there will only be two (2) rounds in the 500m and 1000mevents, where the first (1st) place finisher in the heat will qualify for the A final, the second (2nd)will qualify for the B Final, the third (3rd) will qualify for the C Final and the fourth (4th) willqualify for the D Final. The 1500m super-final for these groups will be skated as A and B Finalsonly. The last group must consist of at least 4 skaters.

    C) Those skaters who have met the age qualification standard in Qualification B above but have notmet the age qualification standard to compete in Group One (1) as outlined in Qualification C above,may elect to not skate the time trial on Day 1. Those skaters will be inserted behind all of the timetrial skaters and will be seeded according to their submitted seed times.

    2) Within the subgroup of skaters ranked 1-6 in the group, the first skater drawn will start on theA side and be paired with the second skater drawn who will start on the B side. Likewise thethird skater drawn will start on the A side and be paired with the fourth skater drawn who willstart on the B side. The fifth skater drawn will start on the A side and be paired with the sixthskater drawn who will start on the B side.

    3) A side shall be considered the finish line for the mass start.4) Within the subgroup of skaters ranked 7-10 in the group, the first skater drawn will start on the

    A side and be paired with the second skater drawn who will start on the B side. Likewise thethird skater drawn will start on the A side and be paired with the fourth skater drawn who willstart on the B side.

    D) Order of Start. For the initial 9 lap time trial, Group B which consists of the entrants ranked 11-20in the competition will be the first group to skate the initial time trial. Group A, consisting ofentrants ranked 1-10 in the competition will be the second group to skate the initial time trial.Subsequent groups will skate in alphabetical order. . i.e.: C, D, E.1) Within the various groups the order of start will be determined by lot from all pairs in the group.

    The first pair drawn will go first, the second will go second and so on until all the pairs in thegroup have been drawn.

    2) There will be an ice resurface after each group of skaters.E) Re-skates in Time Trials.

    1) Re-skates will be at the discretion of the referee. Competitors must ask the referee for a re-skate before leaving the ice surface. Competitors shall have a minimum of twenty minutesbetween the finish of their initial time trial and the re-skate. The time of the re-skate shall bethe final time.

    F) Ties for the 16th Position. In the case of ties for the 16th position, additional 9 lap time trials will beskated until all ties for 16th place are broken. Any skaters competing in additional time trials shallhave a minimum of twenty minutes between rounds. The times achieved in these re-skates will beonly used to break ties. The original time trial time will be used to rank the skater for the remainderof the competition.

    G) 4 Lap Time Trial:1) The first two flights for the 4 lap time trial will be skated by the top 16 skaters from the 9 lap

    time trial. Skaters ranked 9-16 will skate in the first flight and skaters ranked 1-8 in the secondflight. Skaters #15 and #16 will skate first, skaters #13 and #14 will skate second, and so on.

    2) There will be an ice resurface between the two flights.

    F) Placement Seeding: Placement by seeding will always be in a clockwise serpentine manner.G) If a skater withdraws from the competition or fails to start the first qualifying round of a distance:

    J) Disqualifications, Did Not Start, Did Not Finish (mass start), Withdrawals1) Any skater disqualified in the first round of a distance, whether it be a heat or quarter final or

    semi-final, will receive a rank that is equal to the number of skaters in the field and receive FinalPoints according to that rank. Disqualified skaters will not compete in a quarterfinal, semi-finalor final in that distance.

    2) For each distance, skaters are ranked by their group finalists, A-B semi-finalists, C-D semi-finalists, quarter-finalists, etc. All finalists are ranked ahead of semi-finalists; all semi-finalistsare ranked ahead of quarter-finalists, etc.

    3) Disqualified skaters in a preliminary round (heat, quarter-final or semi-final) will be ranked lastin their group. They will receive a rank within that group equal to the total number of skaters inthat group. They will not compete in subsequent rounds at that distance.

    4) Skaters disqualified in a final will be last in that final and receive a rank in that final equal to thetotal number of skaters in that final.

    5) Remaining skaters will be ranked upon their finish place in their respective group.6) If a skater starts the first qualifying round in a race, but does not start a race in a subsequent

    round of a distance, the skater will be disqualified from races at that distance and receive a rankequal to the number of skaters in that round and receive final points according to that rank. If askater does not start in a 1500m super semi-final or final, the skater will be disqualified andreceive no points in that distance. If the referee, at his/her discretion feels that the skater wasprevented from starting the 1500m super semi-final due to a verifiable injury, then the refereemay award final points equal to the number of skaters that qualified for the 1500m super semi-finals.

    7) A skater must finish the entire distance or will be considered disqualified. If the referee, athis/her discretion feels that the skater was prevented from finishing due to reasons beyond the

    skaters control, then the referee may declare the skater having reached the finish, but no timewill be recorded.

    8) If a skater withdraws from the competition or fails to start the first qualifying round of adistance:a. They will retain all Final Points earned to that point and be ranked in the Overall

    Classification according to those points.b. They will not be seeded in subsequent rounds or finals for the 500m, 1000m, and 1500m.c. If a skater is ranked among the top 12 plus ties there will be no move up in seeding for the

    1500m Final.d. If a skater does not start a race in the first round of a distance, the skater will be disqualified

    from races at that distance and receive no points for that distance.

    INTERNATIONAL EVENT QUALIFYING CRITERIA (2010-2011 Season)

    2010/2011 Fall World Cups (#1, #2, #3, #4)

    Eligibility:ISU Rule 286 determines the eligibility of the USA to submit entries for these competitions.

    Entry Quotas:The 2010 Fall World Cup Team may be comprised of up to 6 Ladies and 6 men.

    ISU. All changes made by the ISU in rules and procedures that affect these Regulations shall beincorporated into these Regulations and go into effect the day the ISU Rule takes effect.

    Selection Procedures:A) The selection competition will be the American Cup I - Short Track. From this competition the teamwill be selected to attend World Cups #1 & # 2 and World Cups #3 & #4.

    B) To be eligible, World Cup skaters must commit to attend both World Cups #1 & #2 and / or WorldCups #3 & #4. When two consecutive World Cup events are in North America, a skater may opt tocompete in one of the two events due only to speedskating conflicts with other scheduledcompetitions with the approval of the High Performance Director and appropriate World Cup TeamCoaching Staff.

    C) Skaters placing first in an individual World Cup distance (500m, 1000m, 1500m) at the selectionevent will earn a berth on the World Cup team. Priority for each event will then be given based on

    the final classification from each individual distance, not counting the 1500m Super Final.D) Remaining spots on the World Cup team, up to a maximum of five (5) total Ladies/Men, will be filled

    based on the overall final classification in descending order of the selection competition.

    E) The Short Track Selection Committee shall have the discretion to select one (1) Lady and one (1)Man to fill the sixth (6th ) and final position on the World Cup team. The skater selected mustcompete in the selection competition.

    D) The Short Track Selection Committee shall have the discretion to select one (1) Lady and one (1)Man to fill the fifth (5th) and final position on the World team. The skater selected must skate in theselection competition.

    2011 World Team ChampionshipsThe U.S. Speedskating Team for the 2011 World Team Championships shall be selected in accordancewith the following:

    US SPEEDSKATING 2011-2012 TRAINING DESIGNATIONS

    Senior Order of EligibilitySkaters will be ranked into an Order of Eligibility based on the following ranking order:

    A) Skaters who compete in individual distances at the 2011 World Short Track SpeedskatingChampionships will be ranked in order of placement in the overall classification. Ties will be brokenby the highest point total in the overall classification. If ties remain, the highest placement(s) in anindividual distance will serve as the next tiebreaker.

    B) U.S. World Team, ranked in order of placement at the U.S. Short Track Speedskating Championships.Ties will be broken by the highest point total in the overall classification. If ties remain, the highestplacement(s) in an individual distance will serve as the next tiebreaker.

    C) U.S. World Cup Team, ranked in order of highest overall finish in an individual distance at World Cupevents. The next highest overall finish in an individual distance at World Cup events will break ties.If skaters are still tied overall classification at U.S. Championships will serve as the final tiebreaker.

    D) American Cup Racing Series Final Classification Next 10 skaters ranked after the Order of EligibilityA, B, and C.

    E) Junior World Team, ranked in order of overall placement at the World Junior Short TrackChampionships.

    F) American Cup Racing Series Final Classification Remaining ranked skaters from the American CupRacing Series Final Classification.

    Junior Order of Eligibility1. U.S. Senior World Team, ranked in order of best individual distance World Cup ranking. The

    second best individual distance World Cup ranking will serve as the first tiebreaker. Resultplacement at the U.S. Speedskating Championships will serve as the second tiebreaker.

    2. Junior World Team, ranked in order of overall placement at the World Junior Short TrackChampionships.

    3. Skaters 5-8 from the U.S. Junior Championships4. American Cup Racing Series Junior Final Classification

    National Racing Program Selection Criteria1. The target will be a total of 16 eligible skaters. The actual total will be determined by the

    Short Track Selection Committee and will not exceed 20 skaters at one time.

    2. Top 5 skaters from the 2010-2011 Order of Eligibility for Ladies and Men will be givenautomatic invitations to the National Racing Program.

    3. The top skater from the final classification in the American Cup Race Series will be given anautomatic invitation to the National Racing Program.

    4. Additional skaters may be selected by the Short Track Selection Committee.5. Other skaters outside of the program may be invited to train with the National Racing

    Program from time to time for a targeted period, as recommended by the Head Short Track

    Coach. Skaters outside of the program training for longer than two weeks must be approvedby the Short Track Selection Committee.

    6. All skaters must complete the National Racing Programs Letter of Intent and sign the ShortTrack National Racing Program Rules and Agreement to be considered for acceptance in the2010-2011 seasons program.

    7. Invitations, both automatic and discretionary, will be sent by April 15, 2011 with response dueby the skaters no later than April 23, 2011. The STSC and Board will schedule meetingsaccordingly.

    8. Skaters may be named to the team as discretionary members and placed on a probationarystatus will be reviewed periodically and may or may not be asked to continue in the NationalRacing Program.

    USOEC Racing Program (Marquette)1. The target will be a total of 16 eligible skaters. The actual total will be determined by the

    Short Track Selection Committee and will not exceed 24 skaters at one time.

    2. The top six (6) skaters in final classification in the American Cup Race Series not participatingin the National Racing Program will be given automatic invitations to the USOEC RacingProgram.

    3. Additional skaters may be selected by the Short Track Selection Committee4. Other skaters outside of the program may be invited to train with the USOEC Racing Program

    from time to time for a targeted period, as recommended by US Speedskating Short TrackCoaching Staff and approved by the Short Track Selection Committee. Skaters outside the ofthe program training for longer than two weeks must be approved by the Short TrackSelection Committee.

    5. All returning skaters must have completed the USOEC Racing Programs season to beconsidered for acceptance in the 2011-2012 seasons program.
