將軍澳 藍田隧道工程正式展開 Tseung Kwan O Lam Tin Tunnel Construction Commenced

將軍澳 藍田隧道工程項目於2016年12月9日

舉行動土典禮，標誌建造工程正式展開。典禮

當日，獲運輸及房屋局局長張炳良教授擔任主

禮嘉賓及致辭，並聯同西貢區議會主席吳仕福

先生、觀塘區議會主席陳振彬先生及其他主禮

嘉賓主持動土典禮。超過200名來自社區和相關

政府部門的嘉賓光臨，與本項目工程人員一同

見證這個重要的里程碑。

Ground Breaking Ceremony for Tseung Kwan O Lam Tin Tunnel Project was held on 9 December 2016 to signify the commencement of construction works. Professor Anthony CHEUNG, Secretary for Transport and Housing, was an officiating guest and delivered a speech at the ceremony. Other officiating guests accompanying the Secretary at the ceremony included Mr. NG Sze-fuk, George, Chairman of Sai Kung District Council and Dr. CHAN Chung-bun, Bunny, Chairman of Kwun Tong District Council. Over 200 guests from the community and the relevant government departments witnessed this important milestone with our project team.

Welcome to the second issue of Tseung Kwan O Lam Tin Tunnel Newsletter (Construction). Ground Breaking Ceremony, Community Liaison Groups, construction progress of the project and the relevant information will be provided in this Newsletter. In this coming spring season, we wish you all Happy New Year and Good Health.

北行人天橋 (合約編號：NE/2015/03)Northern Footbridge (Contract No.: NE/2015/03)

社區聯絡小組Community Liaison Groups (CLGs)

工程包括在寶順路興建一條約70米長、10米闊，連接

將軍澳中心和調景嶺體育館的有蓋行人天橋、一部載

客升降機、環境美化以及相關工程。工程已於2016年

12月展開，預計2019年完成。

The works comprise construction of an approximately 70m long and 10m wide covered footbridge at Po Shun Road connecting Park Central and Tiu Keng Leng Sports Centre, a passenger lift, landscaping works and other ancillary works. The works commenced in December 2016 for completion in 2019.

為了加強與持份者的溝通，土木工程拓展署已設立將

軍澳、藍田和油塘及茶果嶺社區聯絡小組向持份者介

紹工程的最新資訊及聆聽持份者對施工安排的意見及

關注。聯絡小組已於2016年10月期間，各舉行了第一

次會議。小組成員包括地區人士和鄰近屋邨、屋苑、

機構及學校代表。在會上，小組成員提出多方面的意

見供署方及承建商參考。我們將於今年1月舉行第二次

會議。

To enhance communication with stakeholders, Civil Engineering and Development Department (CEDD) established CLGs for Tseung Kwan O, Lam Tin & Yau Tong and Cha Kwo Ling to provide the latest project information to stakeholders and to collect views and concerns of the stakeholders on the works arrangement. The 1st CLG meetings were held during October 2016. Members include the representatives from nearby residents, organizations and schools. In the meetings, participants expressed their opinions to the CEDD and their contractors for consideration. We will hold the 2nd meetings in January 2017.

海事聯絡小組Marine Liaison Group (MLG)

為了協調海事工程，土木工程拓展署亦已於上一季設立

海事聯絡小組，並在2016年11月22日與漁民代表舉行

第一次會議。在會上，顧問公司匯報了海事工程預計時

間表及將實施的安全預防措施。

To coordinate marine works, CEDD also established MLG in the last quarter, and the first meeting with representatives of fishermen was held on 22 November 2016. The consultants reported the tenta-tive schedule of marine works and the safety precaution measures to be implemented in the meeting.

在將軍澳 藍田隧道工程項目的規劃及設計過程中，我們非常重視環境保護。我們會採取一系列

措施，以將工程對環境的影響減至最低，及符合《環境影響評估條例》的要求。此外，我們已聘

請獨立環境顧問，在施工期間實施全面的環境監察及審核計劃，監測有關環保措施的成效。

We attached great importance to environmental protection in the planning and design of this Project. A series of mitigation measures will be adopted to minimize impact on the environment, and to comply with the requirements as stipulated in the Environmental Impact Assessment Ordinance (EIAO). In addition, we employed independent environmental consultants for the implementation of a comprehensive Environmental Monitoring and Audit (EM&A) programme to monitor the effectiveness of the mitigation measures during construction of the Project.

本工程涉及在將軍澳海面進行海事工程。我們已將受影響的

珊瑚遷移。

This project involves marine works in the Junk Bay. We have translocated the corals affected by the marine works.

已展開的工程：

安裝空氣、噪音及樓宇監察儀器以進行基線監察；

在藍田交匯處及將軍澳的工地進行土地平整工程；

在茶果嶺道興建社區聯絡中心；

興建地盤辦公室；

在藍田救護站對面的斜坡鞏固工程；

預備填海工程的工作；以及

在唐賢街實施臨時交通安排。

Marine Works at Junk Bay

installation of baseline monitoring devices, such as air,

noise and building monitoring devices;

site formation works at Lam Tin Interchange and Tseung

Kwan O sites;

construction of Community Liaison Centre at Cha Kwo Ling

Road;

construction of site offices;

slope improvement works opposite to Lam Tin Ambulance

Deport;

preparation works for reclamation works; and

implementation of temporary traffic arrangement at Tong

Yin Street.

即將展開的主要工程如下：

建造北行人天橋；

在茶果嶺道興建運輸橋；

裝置圍堰以建造P2路；以及

主隧道爆破及挖掘工程。

The major works to be carried out include:

construction of Northern Footbridge;

construction of a conveyor bridge at Cha Kwo Ling Road;

installation of cofferdam for construction of Road P2; and

blasting and excavation works for main tunnel.
