摸㆒㆘沒關係？ 罰 10-50萬元！外籍家庭看護工娃蒂，到台灣工作沒多久就被所照顧的阿公趕出門，原因是不肯讓阿公摸胸部，原來

這個阿公是色狼，會趁外勞不注意時撫摸其胸部，一抗拒就被阿公訓斥責罵並威脅將其遣返回國。阿公的

行為已違法，可處十萬元以上、五十萬元以下罰鍰並廢止其招募和聘僱的許可。

對於遭受性侵害的外籍勞工朋友，勞工主管機關和性侵害防治中心都會充分保護外籍勞工朋友的隱

私，協助至醫院驗傷，或到警察單位報案、並安排安置地點、協助轉換雇主和勞資爭議等事宜。也呼籲雇

主將心比心，勿以不正當的行為對待外勞，不做不好的行為就不怕違法受罰。

「 113 」婦幼保護諮詢或「 1955 」外勞保護專線，提供通譯、緊急安置、法律扶助、協助轉換雇主等服

務，並給予心理支持。

Doesn't it matter to be grabbed? It will be fined NT$100,000 to 500,000.

Watty, a foreign care-giver, was soon driven away by her old employer after coming to work in Taiwan

because she refused his employer to grab her breast. This old man is a lecher who often grabbed foreign

care-givers’ breast out of their attention. When resisting, they will be blamed by the old man and threated

to be sent back to their countries. The old man’s behavior has violated the laws, which can be fined at

least NT$100,000 to NT$500,000 at most and the permit to recruit and employ foreign care-givers will be

annulled.

As for the foreign care-givers who have suffered from sexual assaults, the authorities of labor and

sexual assault prevention centers will fully protect their privacy, assist them to inspect wounds in

hospitals, report the case to the police station, arrange places for settlement, and help them to transfer to

other employers and to deal with labor disputes. The authorities also appeal to employers for having

empathy and don't treat foreign workers with illegal manners. Employers will not be punished if they

behave correctly.

foreign workers provide the services of translation, emergency settlement, legal aid service, transfer of

employer, and spiritual support.

屏東的恆春有「三寶」與「三怪」，您知道嗎？不用怕！那不是鬼

怪，而是因為恆春的特殊地形、氣候與土壤，而形成特產和景象啦！這

期先來介紹三怪：

第㆒怪：落山風

每年 10 月到隔年 4 月間，恆春半島西海岸一帶，地面上常有九級

以上的強烈陣風怒吼，有時持續 2 小時到 10 天，因似從山頂下來的急

降風，所以被稱為「落山風」。

第㆓怪：吃檳榔

以前的恆春人愛吃檳榔，聽說是為了抵禦冬季的落山風，特別是被

落山風吹襲過的「番仔青」。當地人不只把它當零食，甚至做為見面

禮，婚嫁喜慶之日，它也是座上菜呢！

第㆔怪：思想起 -恆春民謠

恆春的民謠，兼容閩南、客家、排灣族、平埔族等民俗的音樂元

素，已被列為台灣重要的文化資產。有機會不妨一起共吟思啊思想起～

懷念千哩外的家鄉吧！

Do you know Pingtung's “three treasures” and “three curiosities?” Don't be afraid! They are not monsters or ghosts but Pingtung's special products and scenes formed by its unique topography, climate, and soil. This time let us introduce the “three curiosities.”

The first curiosity: the Luo-shan Winds

Every year from October to April next year, there are often strong gusts above the wind gust force of 9 along the west coastline in Hengchun Peninsula. Sometimes the gust will last for 2 hours to 10 days. The fierce gust is called “Luo-shan Winds” because of its coming down from the top of the mountains.

The second curiosity: Chewing betel nuts

In the past, people living in Pingtung loved chewing betel nuts. It is said that chewing betel nuts can help people keep warm to resist the Luo-shan Winds blowing in winter, especially chewing “Ban Long Cing,” blown by the Luo-shan Winds. The local people not only take betel nuts as a snack but as a gift as well. In a wedding banquet, betel nuts are made into a dish.

The third curiosity: Si Xiang Qi-Hengchun folk song

The folk songs in Hengchun are derived from Taiwanese, Hakka, Paiwan, and Pingpu music, which become a key cultural heritage acknowledged by Taiwan government. If you have an opportunity, let us sing Si Xiang Qi together to remember our hometown miles away.

警方表示，近期國內有詐騙集團以一張一千元的代價，大肆向外勞朋友蒐購外勞易付卡門號，歹徒

利用已開通的「外勞卡」，做為犯案的聯絡工具，增加詐騙民眾成功機會。若外勞朋友在台工作期間，

將易付卡賣給歹徒犯案，一旦遭查獲，將依違反就業服務法，而遭遣送出境的下場。呼籲外籍勞工切勿

貪小便宜，而成了罪犯的利用工具。

※如外勞朋友遇到不明的人士或電話時，可請雇主協助撥打「 165 」防詐騙專線。

The police said that there were scam gangs spending NT$1000 for one card purchasing prepaid

sim cards from foreign workers. These scammers used these activated "Prepaid Card for Foreign

Worker" to telephone and scam people so as to increase the chances of success to defraud people. If

foreign workers sell prepaid sim cards to scammers when working in Taiwan, you will violate

Employment Service Act and be deported after the act is ferreted out. We appeal foreign workers not

to become tools for crime due to being keen on gaining petty advantages.

※ If foreign workers get a phone call from a person of unknown identity, you can ask your employer to

call "165" anti-fraud hotline.

行政院衛生署國民健康局於 98 年 1 月

11 日起施行菸害防制法新規定，凡室內 3 人

以上工作與公共場所禁止吸菸，違規吸菸

者，可罰新臺幣 1 萬元整。禁菸場所的入口

處都必須張貼明顯的禁菸標示，未張貼禁菸

標示者，可罰新臺幣 5 萬元整。如果不確定

是不是法令規定的禁菸場所，可以市內電話

播打，菸害申訴專線： 0800-531-531 詢問。

Bureau of Health Promotion, Department of Health,

Executive Yuan has implemented the new regulations in Tobacco

Hazards Prevention Act since January 11, 2009. Smoking is

prohibited in the working or public areas where there are above 3

people there. People who violate the law to smoke will be fined

NT$10,000. The entry of a no-smoking area shall post an obvious

no-smoking sign. Those who do not post no-smoking signs will be

fined NT$ 50,000. If you are not sure whether the area is a no-

smoking area decreed legislatively or not, you can use the local

phone to call Tobacco Hazards Service Line to enquire the

related question: 0800-531-531

雇主何小姐透過仲介公司聘僱S君擔任家庭看護工，S君來臺後，何小姐為了防止S君逃跑，未經外

籍勞工同意而逕行將S君的薪資存摺扣留，並扣留S君的護照及居留證。

Employer, Mrs. He, employed Mr. S. to be home caregiver via the agency. In order to prevent Mr.

S to escape, after Mr. S. had come to Taiwan, Mrs. He detained Mr. S.'s payroll book, passport,

and resident permit without his permit.

就業服務法第57條第8款:雇主不得非法扣留或侵占所聘僱外國人之護照、居留證件或財物。

Article 57 Section 8 in Employment Service Act: Illegally withholding the passport(s)/ residence

certificate(s) of foreign worker(s) or embezzling belongings of foreign worker(s)

就業服務法第54條第1項第8款:雇主聘僱外國人從事第46條第1項第8款至第11款規定之工作(指

外籍勞工)，曾非法扣留或侵占所聘僱外國人之護照、居留證件或財物，中央主管應不予核發招

募許可；其已核發招募許可者，得中止引進。

Subparagraph 8 of Paragraph 1 of Article 54 in Employment Service Act: Should any of the following circumstances have

arisen or existed with respect to the employment of foreign worker(s) to engage in work as referred to in Subparagraphs 8 to

11 of Paragraph 1 of Article 46, the Central Competent Authority shall not issue the whole or a part of the permit for

recruitment, employment, or the extension thereof; in case the permit for recruitment has already been issued, the Central

Competent Authority may halt the introduction of foreign workers: The employer has ever illegally withheld passport(s)/

residence certificate(s) of foreign worker(s), or embezzled belongings of foreign worker(s) .

Paragraph1 of Article 67 in Employment Service Act: Anyone who violates Subparagraph 8 of Article 57 shall be fined an

amount of at least NT$ 60,000 and at most NT$ 300,000.

Subparagraph 2 of Article 72 in Employment Service Act: Any of the circumstances as referred to in Subparagraph 8 of

Article 57 has arisen or existed, the employer's recruitment and employment permit shall be annulled in whole or in part.

就業服務法第67條第1項:違反第57條第8款規定者處新台幣6萬元以上30萬元以下罰鍰。

遠離㆗暑

好熱哦!! 體溫飆高、頭痛、昏昏沉沉的、好想睡覺，小心!!!

你很有可能中暑囉！位處南臺灣的屏東，每年到夏季都相當炎熱，

因此如何預防中暑是保健生活的重點之一。

㆗暑初期的症狀：

身體會感覺很熱、皮膚乾且發紅、體溫升高、心跳呼吸加快，嚴重者會無法流汗、頭昏、頭痛、噁心、嘔

吐，甚至神智混亂、抽筋、昏迷等症狀。

防範㆗暑「㆕撇步」

躲太陽、補水份、勤防曬、要通風。

疑似㆗暑症狀、切勿驚慌，可以依照步驟處理

1.避免直接曝曬在陽光底下超過15分鐘，可帶傘帽遮陽或走陰涼處躲避豔陽。

2.平時多喝水以調節體溫；大量出汗時，可補充運動飲料。

3.大熱天從戶外進到室內時，最好不要馬上進到溫差大的冷氣房或猛喝冰水。

4. 一旦出現中暑不適症狀，千萬不可以喝冰水或泡冰水來解暑，以防病狀加重。應該立即躺下或坐下，飲

用常溫的茶水或用水擦拭身體降溫。症狀嚴重時，仍應送醫求治。

It's so hot!! My body temperature speeds high; I have an headache and feel dizzy, sleepy. Be

careful!! You might got heat-stroke! Pingtung is located in the southern Taiwan. It is very hot in summer.

Therefore, how to prevent getting heat-stroke has become one of the important tasks to keep health care.

The Early Heat-Stroke Symptoms

Hot body, dry and red skin, rising body temperature, rapid heartbeat and breath; a person who has

serious symptoms cannot sweat and will feel dizzy, have a headache, nausea, have a mental bock,

convulse, and lose consciousness.

“Four Tips” to Prevent Heat-Stroke

Avoiding basking in the sun, drinking sufficient water, doing sunscreen diligently, and being

adequately ventilated

When You Have the Suspected Symptoms of Heat-Stroke, Don’t Be Panic and Conduct the Following

Steps to Deal with the Symptoms.

1. Avoiding basking in the sun directly for more than 15 minutes. Avoiding the sunshine by carrying an umbrella, wearing a hat, or walking along the shady place.

2. Drinking sufficient water to regulate body temperature; drinking sports drink when sweating heavily.

3. Don’t go into the air-conditioned room or drink iced water directly when going into a room from the outside in a hot sunny day.

4. Once the symptoms of heat-stroke emerge, don’t drink iced water or bathe in iced water to relieve summer-heat so as to prevent the symptoms from getting worse. You should lie down or sit down right away, and drink water in the room temperature or wipe the body with water to lower the body temperature. 2.「倒」― 倒 掉 積 ㈬ ， 不 要 的 器 物 予 以 丟

棄。

3.「清」― 減少容器，使用的器具也都應該

澈底清潔。

4.「刷」― 去除蟲卵，收拾或倒置勿再積㈬

養蚊。
