Dominic Tse 謝安國牧師 - Senior Pastor, North York Chinese Community Church) 安省政府教育廳於 10 30 日發表聲明,列出對教育「性教育課程」內 容的諮詢和修訂時間表: 1. 2014 11 月中旬:在全安省約四千所小學內,一位家長將被委 任填寫一份網上問卷調查;教育廳與其伙伴家長組織(如 P4E, OAPCE, Ontario Federation of Home and School Associations, Parents partenaires en education),及學生代表一起舉行諮詢。 2. 2014 12 日至 2015 1 月:課程內容完成。 3. 2015 2 月:「性教育課程」公佈。 4. 2015 2 月至 8 月:老師接受培訓,編制教材及輔助材料。 5. 2015 9 月:全安省所有小學全面推行新的「性教育課程」。 這次教育廳宣佈的「性教育課程」改革,有幾個十分嚴重問題: 一.所謂“問卷調查”的內容含糊不清: 以下是多倫多《星報》徵引的部份問題: How important it is that curriculum be up-to-date and that sex ed curriculum “(include) concepts and topics that are relevant to children and youth so they do not seek information from unreliable sources.” (性教育課程應否與時並進,在處理一些與現時兒童青少年相關和 適切的概念和議題時,他們不會隨便在一些不可靠的地方獲取關於 性的資訊?) 何謂“與時並進”?何謂與兒童及青少年“相關和適切”的課題? 何謂“不可靠的資料來源”?若不把這些內容弄清楚,那些答案是 否有具體的意義?這些含糊的問題是否帶有引導性目的呢? Should students should learn about sex ed “before they face a situation where they may need the information” and that they learn about puberty before going through it? (學生在面對需要性知識的處 境前,應否預先接受性教育的知識?) 這是什麼意思?什麼是“處境”?性行為?是網上獲取性知識?這 樣說法太含糊了! (學生應否在青春期來臨前,預先對青春期發育有所學習?) 現時學校的性教育,就已經有教導關於青春期的知識,何必多此一 問?這是否用來支持更早教導孩子性知識的根據? How important it is that “children are exposed to all kinds of diversity through the school curriculum?”(學生應否在性教育課程內, 接觸不同的觀點和生活方式?) 什麼是“all kinds of diversity”?問題表面似乎無關重要,焦點卻關 乎適切性,家長的關注是所謂多元性知識的內容,並教授講解時, 對象學生的年齡和成熟程度。這樣含糊不清的問題,令人不禁懷疑 問題背後是否有引導性之嫌。 How comfortable do parents feel talking to their children about sex and if they would like to get advance notice “so that I can discuss this learning with my child at home.”(作為家長,你是否樂意與孩子談 論性?家長是否盼望在學校討論性教育議題前,預先接到通知,好 讓他們在家可以和孩子先作討論?) 家長是否感覺自然地與孩子談性,與他們是否願意接受學校預先通 知課程內容有什麼關係?前者是家長的主觀狀況,後者是學校的責 任。難道家長感覺與孩子談論性是不自然的事或有難處時,學校就 不提供預先通知嗎?對華人家長來說,大多會填寫:感覺不自然; 這豈不會成為教育廳不發預先通告的藉口? Who are trusted sources for sexual health information, including doctor or nurse, public health, parents, media or teacher?(你認為那 些是性教育知識的可靠來源:醫生、護士、公共衛生局、家長、傳 媒、老師?) 把家長放在眾多的類別中,卻沒有澄清各種來源的角色,有含糊之 嫌。在性教育中,各種類別都有不同的角色。在醫學專業上,醫護 人員是重要的,但性不單是醫療課題,更涉及價值系統,這就是父 母的範疇。若將他們混為一談,甚至按回應而定高下,這豈不把所 有角色混淆不清?並有淡化家長在子女性教育上的角色之嫌? Should information, in a pamphlet or other form, be provided to parents outlining what sex ed covers in each grade and how to talk about these issues with kids at home?(教育廳應否為家長提供資訊,
