Message from the Chairman

It comes as a great pleasure for me to convey my sincerest congratulations to the staff and management of

the Civil Aviation Training Center (CATC) on its 46th anniversary of operations. Over the years, the Civil Aviation

Training Center has pledged its unwavering commitment to producing and developing aviation personnel, deliv-

ering highly qualified aviators and supporting the aviation agencies in both the public and private sectors. With

a 46-year heritage in aviation, the Civil Aviation Training Center takes pride in having served and contributed to

the country’s development. All CATC graduates are highly capable, being prepared to meet any rapidly-evolving

challenge. The Civil Aviation Training Center is now ready to stride forward toward becoming a regional aviation

hub primed for addressing every need of the aviation industry.

Message from the Governor

On the occasion of the 46th anniversary of CATC, as the Governor of the Civil Aviation Training

Center (CATC), I wish to extend my sincere congratulations to all the staff and management. Over the years, CATC has

streamlined its operations, leveraging operational strategies to reflect the ever-changing circumstances. State-of-

the-art technologies are employed to facilitate and enhance CATC’s capability to produce highly qualified aviation

personnel. To cater for the growing number of students, CATC will continue to develop its aviation technology to

ensure the highest quality of its graduates and trainees.

On this auspicious occasion, I wish to express my heartfelt congratulations and gratitude to the Board, the

management, the entire staff, and all concerned parties. May I wish you all progress, prosperity, and every

: UNSF) องคการการบนพลเรอนระหวางประเทศ (International

Civil Aviation Organization : ICAO) และรฐบาลไทย เมอวนท 4

มถนายน พ.ศ. 2504 ภายใตชอ ศนยฝกการบนพลเรอนในประเทศ

ไทย เปนโครงการระยะ 5 ป (พ.ศ.2504 - 2508) ซงมวตถประส

งคเพอพฒนากจการบนพลเรอนระหวางประเทศในภมภาคเอเชย

แปซฟกใหเจรญรดหนาทนกบเทคโนโลยตามทองคการการบนพล

เรอนระหวางประเทศไดกำหนดไวในภาคผนวกแหงอนสญญาวาด

วยการบนพลเรอนระหวางประเทศ

ตอมา ในป พ.ศ. 2509 รฐบาลไทยไดรบมอบศนยฝกการบนพ

ลเรอนในประเทศไทยมาดำเนนการ โดยใหมฐานะเปนสถานฝก

อบรมอยใน ความรบผดชอบของกรมการบนพาณชย (ปจจบน

คอ กรมการขนสงทางอากาศ) กระทรวงคมนาคม ตงแตวนท 1

มกราคม พ.ศ. 2509 และในป พ.ศ. 2530 รฐบาลไดมพระราช

กฤษฎกาแบงสวนราชการกรมการบนพาณชยใหม โดยไดจดตง

ศนยฝกการบนพลเรอนในประเทศไทย (มฐานะเปนหนวยงานระด

บกอง) ในกรมการบนพาณชย กระทรวงคมนาคม เพอใหการปฏ

บตราชการเกดความคลองตว มประสทธภาพ และเหมาะสมกบส

ภาพงานในขณะนน

Civil Aviation Training Center

Civil Aviation Training CenterAn Aviation Center of Excellence

Civil Aviation Training Center, Thailand (CATC) was

established on 4 June 1961 as a cooperative project

between the United Nations Special Fund (UNSF), the

International Civil Aviation Organization (ICAO), and the

Royal Thai Government under the name of the Civil Avia-

tion Training Center in Thailand. The objective of this

project, which operated from 1961-1965, was to de-

velop and upgrade civil aviation in the Southeast Asia

region, bringing it up to the standards as stipulated by

ICAO in accordance with the ICAO Annexes to the Con-

vention on International Civil Aviation.

On 1 January 1966, the Thai Government undertook

sole responsibility for the project and continued operat-

ing under the supervision of the Department of Aviation

(the Department of Civil Aviation), the Ministry of Trans-

port and Communication (the Ministry of Transport).

Later in 1987, a royal decree on the reorganization of

CATC was issued, establishing CATC as a division within

the Department of Aviation, Ministry of Transport. The

objective was to enhance efficiency and allow for greater

operating efficiency.

น รฐบาลจงไดตราพระราชกฤษฎกาจดตงสถาบนการบนพลเรอน

พ.ศ. 2535 แปรสภาพ ศนยฝกการบนพลเรอนในประเทศไทย เปน

สถาบนการบนพลเรอน รฐวสาหกจ สงกดกระทรวงคมนาคม

สถาบนการบนพลเรอน ไดรบโอนกจการของกรมการบนพาณชย

ในสวนของ ศนยฝกการบนพลเรอนในประเทศไทยมาดำเนนการ

เมอวนท 1 เมษายน 2536 และไดรบทนประเดมตามพระราชกฤ

ษฎกาการจดตงสถาบนการบนพลเรอน รวมทงสนเปนเงนจำนวน

150,000,000 บาท โดยไดรบจาก บรษท การบนไทย จำกด (มหาชน)

จำนวน 100,000,000 บาท บรษท วทยการบนแหงประเทศไทย

จำกด จำนวน 25,000,000 บาท และการทาอากาศยานแหงประ

เทศไทย (ปจจบน คอ บรษท ทาอากาศยานไทย จำกด (มหาชน))

จำนวน 25,000,000 บาท

Foreseeing the importance of producing and developing

aviation personnel, who are vital to the development of

the nation’s aviation industry as well as Thailand’s devel-

opment as a whole, the government issued the Royal

Decree for the Establishment of the Civil Aviation Train-

ing Center B.E. 2535. Under the Royal Decree, CATC

became a state enterprise under the Ministry of Trans-

port. The move allowed for the enhanced flexibility and

efficiency of the center.

CATC was transferred from the Department of Aviation

on 1 April 1993 with a registered capital of 150,000,000

Baht, of which 100,000 Baht came from Thai Airways

International Public Company Limited, 25,000,000

Baht from Aeronautical Radio of Thailand Limited, and

25,000,000 from the Airports Authority of Thailand (Air-

ports of Thailand Public Company Limited).

1 ฝกอบรมดานกจการบนพลเรอนระหวางประเทศ ใหไดมาตรฐานตามท

องคการการบนพลเรอนระหวางประเทศ (ICAO) ไดระบไวในอนสญญา

การบนระหวางประเทศ และรบผดชอบการฝกอบรมภายในประเทศ

ใหสอดคลองตามกฎหมายเกยวกบการเดนอากาศภายในประเทศ

2 ผลตบคลากรดานการบนพลเรอนใหเพยงพอตอความตองการภายใน

ประเทศเพอสนบสนนหนวยงานการขนสงทางอากาศของภาครฐและเอกชน

ใหเปนไปตามแผนพฒนาบคลากรการบนของประเทศ

3 บรการชางอากาศ บรการอากาศยาน และกจการอนใดทเกยวของกบ

กจการการบน โดยสถาบนการบนพลเรอนมวตถประสงค ภารกจและ

ความรบผดชอบเพอผลตและพฒนาบคลากรดานการบนพลเรอนของประเทศ

ในภมภาคเอเชยแปซฟกใหเจรญกาวหนาทนกบเทคโนโลยสมยใหมตามท

องคการการบนพลเรอนระหวางประเทศไดบญญตไว

Establishment Objectives

Establishment Objectives, Duties and Responsibilities

Under Article 6 of the Royal Decree which established the Civil Aviation Training Center, CATC is responsible for

producing and developing personnel for the aviation industry and for aircraft maintenance, aircraft services and

other aviation-related services that promote the production of such personnel.

The duties and responsibilities of the CATC are as follows:1 To provide aviation training that conforms to the standards of the international Civil Aviation Organization’s

International Civil Aviation Convention, and to offer domestic training in compliance with Thailand’s own

air transport laws and regulations.

2 To produce sufficient qualified personnel to meet the needs of the country’s private and state-sector air

transport industry in line with Thailand’s national aviation personnel development plans.

3 To provide technical and other aviation-related services. The responsibility of the CATC is to produce highly

skilled personnel for the civil aviation industry in Thailand and the Asia Pacific region. It has a vital role

to play in helping the industry to keep pace with technological advances, envisioned by the International

Civil Aviation Organization (ICAO).

Duties and Responsibilities

1. ผสำเรจการศกษา/ฝกอบรมมทกษะความชำนาญและคณภาพตามมาตรฐานสากล ชวยยกระดบมาตรฐานบคลากร

ดานการขนสงทางอากาศของประเทศและของภมภาค

2. สามารถผลตและพฒนาบคลากรทางดานการบนไดเพยงพอตอการขยายตวของอตสาหกรรมการบนของประเทศ

3. เปนแหลงอางองทางวชาการดานการบนพลเรอนเปนทยอมรบและเชอถอในระดบนานาชาต

4. มรปแบบการใหบรการดานการบนเพมมากขน ซงกอใหเกดรายไดทเพมขนเพอลดการพงพางบประมาณภาครฐ

ในสวนทมใชงบลงทน

5. เปนหนวยงานของรฐทมสถานภาพทเหมาะสม มการบรหารเชงกลยทธทมงสระบบมาตรฐานคณภาพและเปนไป

ตามแนวทางการกำกบดแลทด

6. บคลากรมคณภาพระดบมาตรฐานสากล มวฒนธรรมในการเรยนรและพรอมทจะพฒนาตนเองตลอดเวลา

เพอขยายศกยภาพของตนเองและองคการ

Objectives

1. CATC graduates and those who complete CATC training courses should attain a level of quality and

expertise that complies with international standards, enabling them to contribute to the improvement

of professional standards in the air transport industry.

2. To produce and develop sufficient qualified personnel to meet the expansion needs of the national

aviation industry.

3. To win international recognition as a reputable training institution in the field of civil aviation.

4. To offer a continually expanding range of services that generate additional income and help to

reduce the Center’s reliance on government support for investment funding.

5. To be a model government organization with an effective management structure and strategic

management policies that give priority to quality standards and comply with the principles of good

corporate governance.

6. To ensure that staff who meet international standards are part of a culture of learning, and take full

advantage of opportunities for professional development as a means of improving personal and

organizational performance.

เนองจากคณะกรรมการสถาบนการบนพลเรอนชดเดม ขอลาออกเมอวนท 18 ตลาคม 2549 คณะรฐมนตรไดมมตแตงตงประธานกรรมการและกรรมการผทรงคณวฒ เมอวนท 7 พฤศจกายน 2549 และกรรมการผแทนหนวยงานไดรบการแตงตงเปนกรรมการในคณะกรรมการสถาบนการบนพลเรอน เมอวนท 7 พฤศจกายน 2549 ดงนนในปงบประมาณ 2550 การประชมคณะกรรมการ ชดทไดรบการแตงตงใหมทงคณะ มการประชมรวมทงสน 11 ครง

The Record of Directors’ Attendance

Pursuant to CATC’s Regulations Section 7, the Board shall hold at least one meeting every month. The Board also holds

special meetings whenever they are deemed appropriate. The Chairman of the Board determines the venue as well as time

and date of a meeting. In the absence of the Chairman, the secretary to the Board is charged with such duty.

At present, the CATC Board holds one meting every month. In the fiscal year 2007, altogether 11 Board meetings were

held. The minutes of the meetings are available for inspection by the directors and all the concerned parties.

CATC Directors’ Attendance

The former CATC Board of Directors resigned from directorship on 18 October 2006. Later, the cabinet resolved on

7 November 2006 to appoint the Chairman and Executive Directors. Representatives from involved agencies were also ap-

pointed to the CATC Board on 7 November 2006. For the fiscal year 2007, the new Board convened 11 meetings altogether.

คาตอบแทนของคณะกรรมการ สถาบนการบนพลเรอน ประจำปงบประมาณ 2550

เนองจาก สถาบนการบนพลเรอน ทอยภายใตการปฏบตตามตคณะรฐมนตร ดงนนการกำหนดคาตอบแทนของคณะกรรมการสถาบนการบนพลเรอน จงเปนไปตามหลกเกณฑทกระทรวงการคลงกำหน ดงกลาว (ตามหนงสอ ท กค 0805/1669 ลงวนท 24 พฤษภาคม 2547)เรองการปรบปรงอตราเบยประชมกรรมการรฐวสาหกจโดยในสวนของ สถาบนการบนพลเรอน คณะกรรมการไดรบเบยประชมในอตราไมเกน6,000 บาทตอเดอน ประธานกรรมการไดรบสงกวากรรมการ รอยละ 25 (7,500 บาท) และใหกรรมการเสยภาษเงนไดเอง และหากคณะกรรมการรฐวสาหกจทานใดไดรบการแตงตงเปนกรรมการในคณะกรรมการอนฯ มากกวา 1 คณะ กใหไดรบเบยประชมเพยงคณะใดคณะหนงเทานน

Remuneration for the Board Committees

Since the Civil Aviation Training Center shall comply with the cabinet resolution, the fixing of meeting allowance is in

conformance with the criteria as stipulated by the Ministry of Finance (Gor Kor 0805/1669 dated 24 May 2004) on

Adjustment of Meeting Allowance for Board Committees in State Enterprises. For the Civil Aviation Training Center, the

meeting allowance for each director and committee member shall not exceed Baht 6,000 per month while the Chairman

of the Board and Sub-committee shall receive a 25 percent higher allowance (Baht 7,500). The directors and commit-

tee members are responsible for paying their own income tax. Where a director or committee member is appointed to

other sub-committees, he/she shall receive the meeting allowance for only one committee.

แผนวสาหกจสถาบนการบนพลเรอน (สบพ.) ฉบบท 4 ประจำปงบประมาณ 2550-2553 ไดรบความเหนชอบจากคณะกรรมการสถาบนการบนพลเรอนและกระทรวงคมนาคมแลว จดทำขนเพอชใหเหนทศทางท สบพ. จะมงไปในอนาคต และเพอใชเปนแนวทางการบรหารจดการในระยะ 4 ป ซงไดกำหนดหลกการใหแผนมลกษณะยดหยนและปรบได (Rolling Plan) เพอใหการดำเนนงานบรรลถงวสยทศนทกำหนดไว คอ มงเปนศนยกลางแหงความเปนเลศดานวชาชพในอตสาหกรรมการบนของชาตและภมภาค โดยเปนองคกรแหงการเรยนรทมบคลากรคณภาพระดบมาตรฐานสากล ซงยงคงดำรงบทบาททสำคญในการสนบสนนยทธศาสตรดานตาง ๆ ของชาต เชน แผนพฒนาเศรษฐกจและสงคมแหงชาต ฉบบท 10 (พ.ศ. 2550 – 2554) นโยบายของรฐบาลดานการคมนาคมขนสงทางอากาศ แผนการบรหารราชการแผนดน ยทธศาสตรและแผนปฏบตราชการกระทรวงคมนาคม แผนการศกษาแหงชาต พ.ศ.2549-2559 และสอดคลองกบแนวทางการพฒนาระบบการขนสงสการพฒนาประเทศอยางยงยนของกระทรวงคมนาคม เปนตน

วตถประสงคของแผนวสาหกจ

แผนวสาหกจฉบบน กำหนดขนเพอใหการดำเนนงานมความสมดลระหวางองคประกอบ 4 ดานคอดานลกคาและผมสวนไดเสย ดานกระบวนการบรหารจดการ ดานการเรยนรและพฒนาองคกร และดานการเงน ทงน เพอตอบสนองตอนโยบายของภาครฐและการพฒนาอตสาหกรรมการบน โดยมวตถประสงคในแตละดาน ดงตอไปน

CATC’s 4th Corporate Plan for the Fiscal Year 2007-2010

CATC’s 4th Corporate Plan for the fiscal year 2007-2010 was approved by the CATC Board of Directors and the

Ministry of Transport. The Plan provides future directions for CATC and guidelines for the corporate administration and

management during a 4-year period. This rolling plan is designed to facilitate CATC’S operations, enabling CATC to

achieve its vision “CATC is the Specialized Civil Aviation Center of the Region and Learning Organization of World-class

Human Resources”.

At the same time, CATC is also committed to supporting many national strategies, for example, the 10th National

Economic and Social Development Plan (2007-2011), the government policy on air transport, Government Strategic

Plan, the Ministry of Transport’s strategies and operational plan, the 2006-2016 National Education Plan, and the

Ministry of Transport’s transport development approach toward the country’s sustainable development.

Objectives

The Corporate Plan is designed to ensure balanced operations encompassing four aspects: customers and

stakeholders, administration and management, learning and organizational development, and finance in tune with the

government policy and the aviation industry development. The objectives of each aspect are as follows:

Customers and stakeholders

1. To produce and develop sufficient qualified aviation personnel to accommodate the expansion of the

national and regional aviation industries.

2. To ensure CATC graduates or those completing CATC training courses attain a level of quality and

expertise that meet international standards and are wanted by the aviation agencies.

Administration and management

3. To enhance the administration and management of education and training in compliance with the

international standards, making it globally accepted.

Learning and organizational development

4. To ensure employees possess international standard quality level and are ready to constantly develop

themselves to achieve a better quality of life.

5. To generate revenues and control costs so as to reduce reliance on the government for non-investment

budget.

แนวโนมการเตบโตของอตสาหกรรมการบนของไทย

การขยายตวของอตสาหกรรมการบนของไทย คาดวา จะมแนวโนมขยายตวเพมขน โดยมปจจยผลกดนทสำคญ คอ นโยบายการเปดเสรทางการบน และการใหบรการของสายการบนราคาประหยด โดยอตราการเจรญเตบโตของปรมาณผโดยสารภายในประเทศ ในระหวางป พ.ศ 2546 – 2 5 4 9 มอตราการเจรญเตบโตเพมสงขนโดยเฉลยประมาณรอยละ 19 ตอป และ อตราการเจรญเตบโตของปรมาณผโดยสารระหวางประเทศ (ทาอากาศยานสากล 5 แหง) ในระหวางป พ.ศ 2546 – 2549 มอตราการเจรญเตบโตเพมสงขนโดยเฉลยประมาณรอยละ 16.9 ตอป ดงแผนภาพท 1 ซงสอดคลองไปในทศทางเดยวกบการขยายตวของอตสาหกรรมการบนของภมภาค

Thailand’s Aviation Industry

The Market Outlook of Thailand’s Aviation Industry

The Thai aviation industry is expected to grow steadily, thanks to the open skies agreements and the operations of

low-cost carriers. The number of domestic passengers during 2003-2006 grew an average of 19 percent per year

whereas international passengers (at 5 international airports) rose approximately 16.9 percent between 2003-2006

as shown in Figure 1. This was in line with the growth of the regional aviation industry.

At present, Thailand has approximately 1,420 holders of an air transport pilot license (ATP), 3,140 holders of a commercial

pilot license (CPL), 3,740 aircraft maintenance technicians (holders of a ground-based technician license Type 2), and

800 air traffic controllers.

1. According to a study on Defining Excellence of Certain Service Sectors in the World Market by the University of the

Thai Chamber of Commerce (2004), the government’s liberalization of aviation traffic rights agreements made with

many countries and an increasing number of airlines are expected to significantly boost the demand for aviation personnel,

especially pilots. It is estimated that Thailand needs at least 300 pilots per year. The survey of aviation operators showed

that 54.9 percent of air transport operators found that Thai aviation personnel have low preparedness, and the Thai aviation

industry is facing a shortage of pilots, aircraft maintenance technicians, and other aviation-related professionals. The rapid

expansion of low-cost airlines has aggravated the personnel shortage especially for pilots and aircraft maintenance techni-

cians. It has also affected the production and development of aviation personnel who need specific training courses which

are very time– and resource-consuming. Moreover, they are required to get a license from the Department of Civil Aviation

in compliance with the standards of ICAO (International Civil Aviation Organization) and gain many years of

experience, for example, to become qualified pilots.

2. The Civil Aviation Training Center collected and studied the plans for procurement of new aircraft of the commercial

airlines in Thailand (as at June 2006) to forecast the country’s demand for aviation personnel. This allowed CATC to plan

the production and development of aviation professionals to accommodate the growth of the aviation business and fleet

development of the six airlines. Based on the study and the Department of Civil Aviation’s criteria on the use of Thai pilots,

it is estimated that in five years’ time, the Thai aviation industry will need at least 800 commercial pilots and 2,700 techni-

cians/aircraft maintenance technicians as shown in Figure 2.

The above estimated increase in demand for aviation personnel does not include air traffic controllers and other aviation-

related professionals as well as a large number of the existing aviation personnel who need professional development

at both managerial and operating levels.

Additional information: Policy on the use of Thai pilots prescribed by the Department of Civil Aviation:

• In the first year of its operation, an airline is allowed to use leased aircraft and their staff.

• For a Thai registered aircraft, the airline operator is permitted to use foreign pilots for the first year.

However, within the second year upon the receipt of this notification, at least 20 percent of its pilots

must be Thai. The number of Thai pilots must increase by 10 percent per year thereafter.

• The operative airlines must use at least 20 percent of Thai pilots within two years upon the receipt

of this notification and have a 10 percent increment per year thereafter.

จากแผนภาพท 3 ถง 5 ขางตนแสดงใหเหนวา สถาบนการบนพลเรอน ยงคงม สดสวนการผลตและพฒนาบคลากรดานอตสาหกรรมการบนในสดสวนทสง และครอบคลมบคลากรทกประเภทอยางไรกตามแนวโนมการผลตและพฒนาบคลากรดานการบนของไทยจะมการแขงขนเพมมากขนทงในระดบภมภาคและภายในประเทศ เชน ศนยฝกบคลากรดานการบนของบรษท Alteon Training ในเครอบรษท Boeing ไดจดตงขนใกลกบทาอากาศยานนานาชาตชางง ในประเทศสงคโปร โดยเปนศนยฝกอบรมททนสมยและมอปกรณการฝกอบรมทใชเทคโนโลยชนสงซงมเปาหมายทจะผลตนกบน ชางซอมบำรงอากาศยาน พนกงานตอนรบบนเครองบนไดมากกวาปละ 6,000 คน ขณะเดยวกนสถาบนอดมศกษาของไทย กมแนวโนมการเปดสอนในหลกสตรดานการบนเพมมากขน โดยอาศยความรวมมอกบสายการบนตาง ๆ เชน มหาวทยาลยทกษณรวมกบ บรษทการบนไทย จำกด (มหาชน) เปดสอนหลกสตรธรกจการบน และมหาวทยาลยนครพนมรวมกบประเทศฝรงเศสจดตงวทยาลยการบนนานาชาต เปนตน จงจำเปนอยางยงท สบพ. จะตองปรบตวและเพมศกยภาพในการแขงขนโดยเรว

ศกยภาพในการดำเนนงานและบทบาทของสถาบนการบนพลเรอน

1. สถาบนการบนพลเรอน เปนสถาบนการศกษาวชาชพเฉพาะทางดานการบนของประเทศ ซงกอตง โดยความรวมมอขององคการการบนพลเรอนระหวางประเทศ (ICAO) และรฐบาลไทยซงมประวต ความเปนมาและชอเสยงยาวนานกวา 46 ป ทำใหมความมนคงตอเนองของการดำเนนงานและม ความนาเชอถอทงในประเทศและตางประเทศ2. หลกสตรของ สบพ.ไดรบการรบรองมาตรฐานจากกรมการขนสงทางอากาศโดยทผสำเรจการศกษา / การฝกอบรม สามารถขอสอบเพอรบใบอนญาต (License) ตาง ๆ ไดในระยะเวลาทนอยกวาผท สำเรจการศกษาจากหนวยงานอน ๆ เชน ผจบหลกสตรชางซอมบำรงอากาศยาน สามารถมสทธ ขอสอบรบใบอนญาตนายชางภาคพนประเภท 2 โดยมประสบการณการทำงานเพยง 1 ป หากเปน ผจบการศกษาจากหนวยงานอนๆ ตองมประสบการณทำงานไมนอยกวา 4 ป เปนตน3. สถาบนการบนพลเรอนมหลกสตรและการจดการเรยนการสอนดานการบนตามมาตรฐานสากล ทมความหลากหลายครอบคลมทกสาขาทสำคญ ทงหลกสตรภาคพนและหลกสตรภาคอากาศ โดยมระดบการศกษาตรงตามความตองการของผเรยนและอตสาหกรรมการบน ไดแก - หลกสตรระดบประกาศนยบตร - หลกสตรระดบประกาศนยบตรเทยบเทาประกาศนยบตรวชาชพชนสง - หลกสตรระดบปรญญาตร 4 ปและปรญญาตร ตอเนอง 2 ป4. คร/อาจารยมความรความสามารถ /ทกษะความเชยวชาญสงในแตละสาขาวชาทเกยวของกบ อตสาหกรรมการบน5. สถาบนการบนพลเรอนมศษยเกาทสำเรจการศกษา/การฝกอบรมจำนวนมากกระจายอยในองคกร ดานการบนทงภาครฐและเอกชน ทงในประเทศและตางประเทศ6. สถาบนการบนพลเรอนเปนหนวยงานของรฐจงไดรบการสนบสนนงบประมาณบางสวนจากรฐบาล7. อตราคาเลาเรยนในหลกสตรตาง ๆ ของสถาบนการบนพลเรอนโดยเฉลยยงอยในระดบตำกวา สถาบนการฝกบนของตางประเทศ ประกอบกบคาครองชพในประเทศไทย ไมสงมากนกเมอเปรยบเทยบ กบหลายประเทศในภมภาค

Thailand’s Aviation Industry 2007

Figures 3-5 show that CATC has a high percentage of capabilities to produce and develop aviation personnel encompass-ing every type of aviation professionals. However, CATC is facing more intense competition both locally and on a regional scale. For example, Alteon Training, a subsidiary of Boeing, established Alteon’s Regional Training Center in close proximity to Changi Airport in Singapore. Equipped with cutting-edge training technology, the sophisticated training center is aimed at churning out more than 6,000 pilots, aircraft maintenance technicians, and flight attendants per year. At the same time, more Thai educational institutes are providing aviation programs in conjunction with local airlines. Examples include a joint effort between Thaksin University and Thai Airways International Public Company Limited to offer an aviation business program, and cooperation between Nakhon Phanom University and France to establish the International Aviation College. It is, therefore, important that CATC takes quick steps to adjust and enhance its competitiveness.

Roles and Operating Potential of the Civil Aviation Training Center

1. CATC is the country’s specialized civil aviation center established as a cooperative project between the International Civil Aviation Organization (ICAO) and the Royal Thai Government. With a 46-year heritage in aviation, CATC has achieved stable operation and gained trust both locally and internationally.2. CATC’s curriculum has been accredited by the Department of Civil Aviation. CATC graduates or those completing CATC’s training can apply for licenses within a shorter period of time than those from other institutes. For instance, CATC graduates of aircraft maintenance program can apply for a Ground-based Technician License Type 2 with only one year experience compared to 4 years’ experience required by other graduates.3. In addition to its excellent education and training management, CATC offers courses that meet international standards, encompassing a wide range of air– and ground-based curses. They are offered in differing levels in response to the needs of students and the aviation industry. - Certificate programs - High Vocational Certificate equivalent programs - Four-year Bachelor Degree and Two-year Associated Degree4. CATC instructors possess excellent skills and expertise in the aviation-related fields.5. Many CATC graduates and those completing CATC’s training are now working in various government and private aviation organizations both domestic and overseas.6. As a government agency, CATC receives subsidy from the government.7. The average tuition fees for courses at CATC are comparatively lower than those of overseas aviation training centers. Moreover, the cost of living in Thailand is low compared to many other countries in the region.

The Civil Aviation Training Center offers a wide range of training and courses dedicated to equip participants with ad-vanced knowledge and skills in aviation that meet international standards. The objectives are to support the development of the country’s aviation industry and the national strategy to promote Thailand as the air transportation hub of the region. สถาบนการบนพลเรอน ไดมพธเปดศนยฝกการบนแหงท 2 ทาอากาศยานขอนแกน โดยม ดร.พงษศกด ตงวานชกพงษ นายกองคการบรหารสวนจงหวดขอนแกน ผบญชาการตำรวจภธรภาค 4 ประธานทนายความจงหวดขอนแกน นายกเทศมนตรนครขอนแกน ประธานหอการคาจงหวดขอนแกน ประธานสภาอตสาหกรรมจงหวดขอนแกน ผอำนวยการทาอากาศยานขอนแกน ผอำนวยการศนยควบคมอดรธาน บรษท วทยการบนแหงประเทศไทย จำกด ผแทนสวนราชการ และเอกชนในจงหวดขอนแกน แขกผมเกยรต และสอมวลชนรวมใหเกยรตในพธ และใหการตอนรบครการบนและศษยการบนเขาสทาอากาศยานจงหวดขอนแกน เมอวนพธท 18 ตลาคม 2549 ณ สำนกงานศนยฝกการบนแหงท 2 ทาอากาศยานขอนแกน (อาคารเดม) ตามท สถาบนการบนพลเรอน (สบพ.) รฐวสาหกจ สงกดกระทรวงคมนาคม มภารกจหลกในการผลตบคลากรดานการบน การดำเนนกจการเกยวกบบรการชางอากาศยาน บรการอากาศยาน และกจการอนทเกยวกบการบนทดำเนนกจการมากวา 45 ป ไดมโครงการจดตงศนยฝกการบนแหงท 2 ในเขตภาคตะวนออกเฉยงเหนอ เพอใหเกดการขยายตวดานอตสาหกรรมการบนในภมภาค และเพอขยายกำลงการผลตนกบนของ สบพ. ซงเดมศนยฝกการบนพลเรอน ณ สนามบนบอฝาย อำเภอหวหน จงหวดประจวบครขนธ มความสามารถในการผลตนกบนไดเพยงปละ 70 - 100 คนเทานน ขณะทในปงบประมาณ 2549 เปนตนไป สบพ. ตองขยายกำลงการผลตนกบนในหลกสตรนกบนพาณชยตรใหมจำนวนเพมขนเปน 300 คน ภายในป 2551 และแผนยทธศาสตรการพฒนาของสถาบนการบนพลเรอนสอดคลองกบแผนยทธศาสตรการพฒนาจงหวดขอนแกน คอ มงเนนในดานการเปนศนยกลางการศกษาของภาคตะวนออกเฉยงเหนอ จากแผนการดำเนนงานดงกลาว สบพ. จงไดพจารณาเลอกจงหวดขอนแกนเปนทจดตงศนยฝกการบนแหงท 2 ดวยเลงเหนวา จงหวดขอนแกน เปนศนยกลางของภาคตะวนออกเฉยงเหนอทมศกยภาพสงทงในดานเศรษฐกจ การคา การลงทน รวมถง มสภาพดนฟาอากาศ และภมประเทศทเหมาะแกการฝกบนเปนอยางยง นอกจากน ศษยการบนยงสามารถใชทาอากาศยานจงหวดรอยเอด เปนพนทฝกหลกรวมกบทาอากาศยานในจงหวดตาง ๆ ในเขตภาคตะวนออกเฉยงเหนอโดยรอบ สำนกงานใหมมททำการตงอยท ทาอากาศยานขอนแกน (อาคารเดม) ซงไดเปดดำเนนการตงแตวนท 16 ตลาคม 2549 เปนตนมา โดยในเบองตนมภารกจหลกในการฝกอบรมศษยการบนหลกสตรนกบนพาณชยตร เฉพาะแบบ Instrument Rating และแบบ Multi Engine Rating เพอแบงเบาความหนาแนนในการใชพนทฝกบนบรเวณศนยฝกการบนหวหน และรองรบความตองการของศษยการบนตางชาตจำนวนมากทประสงคจะเขารบการฝกอบรมในหลกสตรภาคอากาศของ สบพ. เชน หลกสตรนกบนสวนบคคล และหลกสตรนกบนพาณชยตร อนเปนการสนองนโยบายของรฐบาล ทตองการใหประเทศไทยเปนศนยกลางอตสาหกรรมการบนในภมภาค ในขณะเดยวกน ถอเปนการเพมโอกาสใหกบเยาวชนในพนทภาคตะวนออกเฉยงเหนอใหมทางเลอกในการกาวเขาสสายอาชพนกบนเพอเปนอกทางเลอกหนงในการศกษาตอของเยาวชนไทยในอนาคตตอไป

The Opening of the Second Pilot Training Center at Khon Kaen Airport

The Civil of Aviation Training Center (CATC) held the opening ceremony of its second Pilot Training Center at Khon Kaen Airport. The event was attended by a number of people: Dr. Pongsak Tungwanichkapongse, Chief Executive of Khon Kaen Provincial Administration Organization, the Commandant of Provincial Police Region 4, the Chairman of Khon Kaen Solicitors Society, the Mayor of Khon Kaen Municipality, the Chairman of the Khon Kaen Chamber of Commerce, the Chairman of Khon Kaen, the Federation of Thai Industry, the Director of Khon Kaen Airport, the Director of the Udonthani Control Center, Aeronautical Radio of Thailand Ltd., representatives from both public and private sectors in Khon Kaen as well as honorable guests and members of the media. A warm welcome was given to flight instructors and trainees upon their arrival at Khon Kaen Airport on 18 October 2006 at the office of the second Pilot Training Center, Khon Kaen Airport (the original building). The Civil Aviation Training Center (CATC), which is a state enterprise under the Ministry of Transport and Communications, aims at creating and developing qualified aviation personnel and has been responsible for operations regarding aviation services, aircraft services and other aviation-related activities for over 45 years. The Center set up the second Pilot Training Center in the Northeast of Thailand in order to expand the aviation industry in the region and to enhance capacity in creating more CATC pilots. Originally, its Pilot Training Center at Bo Fai Airfield in Hua Hin, Prachuab Khiri Khan was able to develop only 70 to 100 pilots per year considering the fact that from the fiscal year 2006 onwards, the Center must expand its production capacity of pilots in the Commercial Pilot License program to reach the number of 300 pilots within the year 2008. The development strategy of CATC complies with that of Khon Kaen Province. That is to focus on becoming the center of education of the Northeast. According to such plan, the Center, thus, chose Khon Kaen Province to be the location of its second Pilot Training Center seeing that the province is the center of the Northeast possessing a high potential in economics, trade, investment and weather as well as geography suitable for aviation training. Moreover, pilot trainees are able to use Roi Ed Province as training space with airports in other provinces in the Northeast. The office of the new training center is located in Khon Kaen Airport (the original building) and has been open for operation since 16 October 2006. Primarily, the major task is to conduct the training for Commercial Pilot License program types “Instrument Rating” and “Multi Engine Rating” in order to alleviate the density in the use of training space in the Pilot Training Center in Hua Hin. In addition, it is to keep pace with the higher demand of a number of foreign trainees who intend to participate in training programs organized by the Center such as those for Private Pilot Licenses and Commercial Pilot Licenses. This CATC’s task complies with the Government policies in promoting Thailand as the center of the aviation industry in the region. In the meantime, this is regarded as an opportunity, as another form of education, for the young generation living in the Northeast to become a pilot in the future.

สถาบนการบนพลเรอน (สบพ.) ไดพฒนาหลกสตร Aviation English Language Proficiency Interviewer/Rater (STP 291/154/LANENG) ซงเปนหนวยงานเดยวของประเทศสมาชกขององคการการบนพลเรอนระหวางประเทศ (ICAO) จาก TRAINAIR UNIT (หนวยงานดานการศกษาฝกอบรมของ ICAO) เพอใชฝกอบรมใหแกผทจะทำหนาท Interviewer และ Rater ในการวดระดบการใชภาษาองกฤษของนกบนและพนกงานควบคมการจราจรทางอากาศ (ขนตำทสามารถปฏบตงานได คอ ระดบ 4 จากเกณฑ 6 ระดบ) ซงกรมการขนสงทางอากาศ (กรมการขนสงทางอากาศ) เปนผควบคมดแลการปฏบตงานของ Interviewer และ Rater สวน สบพ. ใหการสนบสนนการฝกอบรมใหแกบคลากรดงกลาว และทำหนาทจดการ ดำเนนการจดการทดสอบใหกบนกบนและพนกงานควบคมการจราจรทางอากาศทจะมาทำการสอบเพอวดระดบความสามารถในการใชภาษาองกฤษ ในการน กรมการขนสงทางอากาศ ขอรบการสนบสนนจาก สบพ. ในการจดการฝกอบรมใหแกผทจะทำหนาทเปน Interviewer และ Rater ในการวดระดบการใชภาษาองกฤษของนกบนและพนกงานควบคมการจราจรทางอากาศ และถาไมผานการทดสอบ สบพ. ไดจดเตรยมหลกสตรเพอทจะทำการ Train ตาม Module ทบรษท Aviation English Services (AES) ประเทศนวซแลนด และ สบพ. รวมมอกนเพอสอนโดยใช Training Computer Based/Classroom Training ตอไป และเมออบรมตาม Course ดงกลาวแลวใหมาสอบวดระดบการใชภาษาองกฤษอกครง

English Language Testing Center for Pilots and Air Traffic Controller (ATC) according to the stan-

dards set by the International Civil Aviation Organization (ICAO)

The Civil Aviation Training Center (CATC) has developed a program called Aviation English Language

Proficiency Interview/Rater (STP 291/154/LANENG) which is the only organization of a member country of the

International Civil Aviation Organization (ICAO) from TRAINAIR UNIT (an educational and training unit of ICAO).

It aims at training an interviewer and rater in assessing the English proficiency of pilots and air traffic controllers

(the minimum level of proficiency is 4 out of 6). The Department of Civil Aviation is in charge of controlling and

supervising the work performance of the interviewer and rater. CATC supports the training for those personnel

and provides a test on English proficiency for pilots and air traffic controllers. In such matter, the Department of

Civil Aviation requests support from CATC in organizing training for the interviewer and rater in assessing the

English proficiency of pilots and air traffic controllers. In the case of a trainee not passing a test, CATC provides

a training course according to the Training Computer Based/Classroom Training Module used by Aviation Eng-

lish Services (AES), New Zealand and CATC. When such course is complete, a trainee will take the English

proficiency test again.

และพนกงานควบคมจราจรทางอากาศ (ATC) ตามมาตรฐานขององคการการบนพลเรอนระหวางประเทศ (ICAO)

สบพ. ไดจดการฝกอบรมใหแกเจาหนาทจากหนวยงานดานการบนของกรมการขนสงทางอากาศ ในหลกสตรดงกลาว จำนวน 2 รน คอ เมอวนท 4-15 มถนายน 2550 และเมอวนท 25 มถนายน - 6 กรกฎาคม 2550 รวมจำนวนทงสน 21 คน และไดแจงผลการฝกอบรมให กรมการขนสงทางอากาศ ทราบแลว และ สบพ. ไดนำเรองการฝกอบรมดงกลาวเสนอตอ คณะกรรมการสถาบนการบนพลเรอน เมอวนท 27 กรกฎาคม 2550 ซงคณะกรรมการสถาบนการบนพลเรอน ไดมมตรบทราบ และให สบพ. จดทำโครงการความรวมมอในหลกสตรดงกลาวระหวาง สถาบนการบนพลเรอน และกรมการขนสงทางอากาศ ตอไป ICAO ไดมหนงสอถง สบพ. เมอวนท 28 กนยายน 2550 เพอแจงใหทราบวาขณะนไดมประเทศตางๆ ประมาณ 17 ประเทศทวโลก ทตองการขอใชหลกสตรดงกลาว ซงมรายชอดงตอไปน

The Operation of English Language Testing Center for Pilots and Air Traffic Controller (ATC)

according to the standards set by the International Civil Aviation Organization (ICAO)

CATC organized a training course for two classes of officers from the aviation unit of the Department

of Civial Aviation. The training courses started from 4 to 15 June 2007 and 25 June to 6 July 2007 with 21

attendants in total. The Center sent the training results to the Department of Civil Aviation and presented the

matter to the CATC Board on 27 July 2007 whereby the Board acknowledged the matter and requested CATC

to organize a collaborative program for such course between CATC and the Department of Civil Aviation. ICAO

sent a letter to CATC on 28 September 2007 notifying that currently there are approximately 17 countries

around the world requiring such a course. The list is below:

โครงการประชมเสวนาทางวชาการนานาชาต The Tenth Global TRAINAIR

TRAINAIR เปนโครงการขององคการการบนพลเรอนระหวางประเทศ (ICAO) มวตถประสงคในการกำกบดแล และพฒนาใหการผลตบคลากรดานการบน เปน ไปตามมาตรฐานเพอสงเสรมใหการขนสงทางอากาศเกดความปลอดภย และมประสทธภาพสงสด ตลอดจนแสวงหาความรวมมอในการพฒนาบคลากรดานการบน ทงดานการพฒนาหลกสตร การแลกเปลยนผเชยวชาญดานการบนในสาขาตางๆ ทงดานการจราจรทางอากาศ นกบน และบรการภาคพน ของหนวยงานดานการบนพลเรอน และสมาชกเครอขายโครงการ TRAINAIR โครงการ TRAINAIR เปนความรวมมอของศนยฝกอบรมดานการบน (Civil Aviation Training Center) นานาชาตในการพฒนา Standard-ized Training Package (STP) นอกจากนยงมระบบการแลกเปลยน STP (Sharing System) ภายใตการกำกบดแลของ TRAINAIR Central Unit, ICAO ทำใหการพฒนาหลกสตร และการฝกอบรมของสมาชกเกดประสทธภาพและประสทธผล ปจจบนโครงการดงกลาวมประเทศสมาชกถาวร จำนวน 23 ประเทศ สถาบนการบนพลเรอน เปนหนงในสมาชกถาวรของโครงการ TRAINAIR ตงแต ธนวาคม 2535 ดวยการพฒนา Standardized Training Package (STP) จำนวน 2 หลกสตร ไดแก STP 052 ATC License & Aerodrome Control และ STP 053 Approach Control Rating (Non-Radar) และรฐบาลไทยในตอนนนไดมอบทน Trust Fund (TF/THA/92/901) จำนวน 20 ลานบาท เพอใชสำหรบภารกจทเกยวเนองกบโครงการ TRAINAIR จากการท สถาบนการบนพลเรอนสงผแทนเขารวม The Ninth Global TRAINAIR Training Symposium and Conference เมอป พ.ศ. 2547 สถาบนการบนพลเรอนไดรบขอเสนอเปนเจาภาพในการจดประชม Global TRAINAIR Training Symposium and Conference ครงตอไป ในป พ.ศ.2549 และไดรบการยนยนจาก TRAINAIR Central Unit, ICAO ในการเปนเจาภาพการประชมดงกลาว

The International Academic Conference: The Tenth Global TRAINAIR Training Symposium and Conference on Global Cooperation in Training as a Contributing Factor for Safe and Secure Operation

TRAINAIR is a project of the International Civil Aviation Organization (ICAO) aiming at supervising and developing

qualified aviation personnel to promote safe and highly efficient aviation as well as seeking collaboration in developing

aviation personnel in terms of course development, an exchange of aviation experts in several fields such as air traffic,

pilots and ground service of civil aviation organizations and members of TRAINAIR project.

TRAINAIR is a collaborative project of international Civil Aviation Training Center to develop Standardized Training

Package (STP). Moreover, there is the STP Sharing System under the supervision of TRAINAIR Central Unit, ICAO

allowing development of programs and members’ training to become efficient and effective. At present, there are 23

permanent member countries in such project.

CATC has been one of the permanent members of TRAINAIR project since December 1992 with the development

of Standardized Training Package (STP) of two courses which were STP 052 ATC License & Aerodrome Control and

STP 053 Approach Control Rating (Non-Radar). The then Government granted a Trust Fund (TF/THA/92/901) ac-

counting for 20 million Baht to be used in TRAINAIR-related operations.

Since CATC sent a representative to attend The Ninth Global TRAINAIR Training Symposium and Conference in

2004, CATC offered to be the host of the next Global TRAINAIR Training Symposium and Conference in 2006 and

received confirmation from TRAINAIR Central Unit, ICAO to organize such conference.

การจดประชมและเสวนาทางวชาการนานาชาต The Tenth Global TRAINAIR Training Symposium and Conference มผเขาประชมจำนวน 250 คน จาก 58 ประเทศ และ 5 องคกรนานาชาต ไดแก ASECA, EUROCONTROL, IATA, ICAO, IFATSEA โดยจดการประชมขนในระหวางวนท 30 ตลาคม 2549 – วนท 3 พฤศจกายน 2549 ณ โรงแรมแชงกร-ลา ถนนเจรญกรง กรงเทพมหานคร โดยมรปแบบกจกรรมดงน - การจดประชมเสวนาทางวชาการ มระยะเวลา 5 วน จำแนกเปน 2 สวนไดแก

สวนท 1 Training Symposium: Theme ของการเสวนาจะเปนประเดนทสำคญทเกยวของกบ การพฒนาบคลากรดานการบน สวนท 2 Global Conference: เปนการประชมของสมาชก โครงการ TRAINAIR - จดกจกรรมทางสงคม (Social Activities)

เพอการประชาสมพนธการทองเทยวประเทศไทยเชน การทศนศกษาพระบรมมหาราชวง การลองแมนำเจาพระยาเปนตน กจกรรมดงกลาวจะจดในชวงเวลาหลงจากการประชมในแตละวน

The Operation regarding The Tenth Global TRAINAIR Training Symposium and Conference

At The Tenth Global TRAINAIR Training Symposium and Conference, there were 250 attendants from 58 countries

and five international organizations namely ASECA, EUROCONTROL, IATA, ICAO and IFATSEA. The conference started from

30 October 2006 until 3 November 2006 at Shangri-La Hotel, Charoen Krung, Bangkok with the program as follows:

The conference lasted for five days and was divided into two parts:

Part 1 Training Symposium: topics of discussion regarding the development of aviation personnel

Part 2 Global Conference: the conference attended by the members of TRAINAIR project

Social Activities

The conference was regarded as an opportunity for tourism promotion with activities such as a day trip to the Royal Palace, a

cruise along Chao Phraya River, etc. Such activities would be organized after the conference has finished each day.

1. ดานการสอดสองใหคำแนะนำและตดตามผลการปฏบตงานของหนวยงานตางๆ ของรฐในการปฏบตตามพระราชบญญตขอมล ขาวสารของราชการ พ.ศ.2540 สถาบนการบนพลเรอน (สบพ.) ไดมนโยบายสอดคลองกบ พ.ร.บ.ขอมลขาวสารของราชการ พ.ศ.2540 ซงมเจตนารมณเปดเผยขอมลขาวสารของราชการใหประชาชนทวไปสามารถรบรได โดย สบพ. ไดตรา ระเบยบ สบพ. วาดวยการปฏบตงานของ สบพ. ตาม พ.ร.บ.ขอมลขาวสารของราชการ พ.ศ.2540 พ.ศ.2543 ขน เพอใหพนกงานของ สบพ. ปฏบตสอดคลองตาม พ.ร.บ. ดงกลาว โดยในดานขอมลขาวสารของราชการ สบพ.ไดใหฝายประชาสมพนธทำหนาทเผยแพรขอมลขาวสารของ สบพ. โดยตดประกาศทบอรดประชาสมพนธ และมฝายเทคโนโลยสารสนเทศทำหนาทเผยแพรขอมลขาวสารผานทางเวบไซตของสถาบน เชน มตคณะกรรมการ สบพ. นอกจากแจงเวยนใหหนวยงานภายใน สบพ. รบทราบแลว ยงลงประกาศในเวบไซตใหประชาชนทวไปเขามาอานได สวนขอมลขาวสารอนใดทประชาชนตองการขอตรวจดเพอขอคดหรอสำเนา กสามารถตดตอฝายประชาสมพนธเพอขอทราบขอมลได โดยฝายประชาสมพนธจะทำหนาทประสานงานกบฝายทรบผดชอบขอมลดงกลาว สวนขอมลขาวสารสวนบคคลไมวาจะเปนขอมลสวนบคคลของพนกงานหรอนกศกษา หนวยงานภายใน สบพ. ทตองรบผดชอบดแลขอมลดงกลาวกยดหลกตาม พ.ร.บ.ขอมลขาวสารฯ คอ เปดเผยไดตอเมอไดรบความยนยอมจากเจาของขอมลเทานน เวนแตกรณตามขอยกเวนตางๆ และมการตรวจสอบแกไขขอมลดงกลาวอยเสมอ 2. ดานการสงเสรมความร ความเขาใจเกยวกบการปฏบตตามพระราชบญญตขอมลขาวสารของราชการ พ.ศ. 2540 ใหแกหนวยงานยอยของ สถาบนการบนพลเรอน สบพ.ไดแตงตงคณะกรรมการขอมลขาวสารของ สบพ. ขนเพอมหนาทใหคำแนะนำแกหนวยงานตาง ๆ เพอใหการดำเนนงานเปนไปตาม พ.ร.บ.ขอมลขาวสารฯ รวมทงวนจฉยกรณขอมลขาวสารทไมตองเปดเผย สถาบนไดสงเจาหนาทเขารวมโครงการทดสอบความรบร ความเขาใจในการปฏบตตาม พ.ร.บ.ขอมลขาวสารฯ โดยตลอด ครงลาสดเมอวนท 9 พฤษภาคม 2550 3. ดานการดำเนนการคำรองเรยนของประชาชนทมาขอขอมลขาวสาร ในปงบประมาณ 2550 ไมปรากฏวามประชาชนมายนขอขอมลขาวสารหรอมคำรองเรยนกบ สบพ. แตอยางใด 4. ดานการตอบขอหารอ เนองจากทผานมา สบพ. ไมเคยมประเดนทตองวนจฉยเกยวกบการเปดเผยขอมลขาวสารใหประชาชน จงยงไมมเรองหารอไปยงคณะ กรรมการขอมลขาวสารของราชการ5. ดานการพจารณาไมเปดเผยขอมลขาวสารสวนบคคล ทผานมาไมเคยมประชาชนมายนขอใหสถาบนเปดเผยขอมลขาวสารสวนบคคลไมวาจะเปนขอมลสวนบคคลของพนกงานหรอนกศกษา6. ดานการพฒนาระบบสารสนเทศเพอเผยแพรขอมลขาวสาร ระบบขอมลขาวสารของราชการของสถาบนการบนพลเรอน รวบรวมขอมลขาวสาร ณ หองสมด สถาบนการบน-พลเรอน โดยรวบรวมสำเนาหนงสอราชการ หนงสอสงการ หนงสอราชการภายนอก และหนงสอภายในทลงนามโดยผวาการสถาบนการบนพลเรอน สวนหนวยงานยอยตางๆ จะมการกระจายระบบสารสนเทศเพอเผยแพรขอมลขาวสารของราชการ โดยเผยแพรขาวสารผานชองทางตางๆ อาท เอกสารสงพมพ แผนพบ จดหมายขาว บอรด คตเอาท ปาย Website นทรรศการ ระบบเสยงตามสาย รายงานประจำปของหนวยงาน จลสาร ประกาศ คำสง เปนตน

The Compliance Result according to Official Information Act, B.E. 2540 (1997)

The Operation Result of CATC’s Information Board in the year 2007

1. Consultancy and work performance follow-up of public sectors as regards the compliance to Official Information Act,

B.E.2540 (1997)

The policies of the Civil Aviation Training Center (CATC) comply with the Official Information Act, B.E.2540 (1970) in that official

information is to be revealed to the public. CATC issued CATC regulations regarding CATC operation according to the Official

Information Act, B.E. 2540 (1997) so that CATC officers act in accordance with the Act. In the matter of official information,

CATC assigned the public relations to disseminate CATC information by putting notice on the public relations board. There is

also the information technology unit responsible for distributing information through the CATC website such as CATC Board’s

resolution. Apart from informing units within CATC, the general public can get access to CATC’s information through its web-

site. In the case where people need to copy information, they can contact the public relations unit who will coordinate with

the unit responsible for that required piece of information. Concerning personal information about CATC officers or university

students in units within CATC, as abiding by the Official Information Act, B.E. 2540 (1997), the information can be revealed

only with the owner’s consent except when there is any exceptional case and there is a constant check and amendment of

that piece of information.

2. Promoting Knowledge and Understanding Regarding Compliance to Official Information Act, B.E.2540 (1997) among

CATC’s units

CATC formed the CATC board of information to provide advice to units in order that the operation can be carried

out in accordance with the Official Information Act, B.E.2540 (1997) as well as to consider information that doesn’t need to

be revealed. The Center always sends officers to participate in the program regarding the assessment of understanding of

Official Informaiton Act. The latest program was held on 9 May 2007.

3. The Operation regarding complaints filed by people who request information

In the fiscal year 2007, there were no people requesting information or filing a compaint against CATC.

4. Consultance of matters

Since CATC has never had any issues to consider regarding information disclosure to the public, there are no

matters to be presented to the Official Information Board.

5. Personal Information Protection

CATC has never received a request made by the public for disclosure of personal information belonging to either

CATC officers or university students.

6. Information Development for Information Dissemination

CATC’s official information system at the CATC Library contains copies of official letters, orders and in-out official

letters signed by the CATC Director. Concerning information dissemination among the units within CATC, official in

formation will be distributed through several means such as printed documents, flyers, newsletters, boards,

cut-outs, notices, websites, exhibitions, public address systems, annual reports, pamphlets, announcements

and orders.

งบการเงนแสดงขอมลทขดตอขอเทจจรงอนเปนสาระสำคญหรอไม การตรวจสอบรวมถงการใชวธการทดสอบ

หลกฐานประกอบรายการทงทเปนจำนวนเงนและการเปดเผยขอมลในงบการเงน การประเมนความเหมาะสมของ

หลกการบญชทสถาบนการบนพลเรอนใช และประมาณการเกยวกบรายการทางการเงนทเปนสาระสำคญ

ซงผบรหารของสถาบนการบนพลเรอนเปนผจดทำขน ตลอดจนการประเมนถงคววามเหมาะสมของการแสดง

รายการทนำเสนอในงบการเงนโดยรวม สำนกงานการตรวจเงนแผนดนเชอวาการตรวจสอบดงกลาวใหขอสรบท

เปนเกณฑอยางเหมาะสม ในการแสดงความเหนของสำนกงานการตรวจเงนแผนดน

Auditor’s Report

Presented to the Board of Directors of the Civil Aviation Training Center

The Office of the Auditor-General of Thailand has examined the balance sheets as of September 30, 2007 and

2006, including statements of income and expenses, accumulated income and expenses, and cash flow for the years end-

ing on the same day each year at the Civil Aviation Training Center whose executives are responsible for the accuracy and

completeness of the information in these financial statements. The Office of the Auditor-General of Thailand is responsible

for the opinions given to the financial statements, which are derived from the examination of the Office of the Auditor-Gen-

eral of Thailand.

The Office of the Auditor-General of Thailand has made the examination in accordance with generally accepted

auditing standards, which stipulate that the Office of the Auditor-General of Thailand must operate in such a way as to

reach reasonable confidence as to whether or not the financial statements show information which is not entirely factual.

Examination includes verification of evidence to the items in figures and disclosure of information in the financial statements,

assessment of appropriateness in the accounting principles used by the Center and estimates regarding essential financial

items compiled by the executives of the Center, including assessment of the appropriateness in the display of items shown

in the financial statements as a whole. The Office of the Auditor-General of Thailand believes that this examination have an

appropriate conclusion to its expression of opinion.

The Office of the Auditor-General of Thailand is of the opinion that the financial statements of September 30, 2007

and 2006 show statements of income and expenses, accumulated income and expenses and cash flow ending on the

same day each year at the Civil Aviation Training Center are essentially accurate in accordance with accepted accounting

principles.

Civil Aviation Training CenterNotes to Financial StatementsFor the year ended 30th September 2007 and 2006

1. General Information The Civil Aviation Training Center (CATC) is a state enterprise founded by Royal Decree in B.E. 2535. The center

aims at creating and developing qualified aviation personnel and is responsible for operations regarding aviation services,

aircraft services and other aviation-related activities. CATC is located at 1032/355 Phahon Yothin Road, Lat Yao, Chatuchak,

Bangkok and its Pilot Training Center is situated at Bo Fai Airfield, Hua Hin, Prachuab Khiri Khan.

2. Summary of Major Accounting Policies

2.1 Revenue Recognition

2.1.1 Revenue from tuition fees and dormitory rental fees during academic terms

2.1.2 Revenue from an aviation training service recognized when the actual training occurs

2.1.3 Revenue from any aircraft maintenance recognized when the task is complete

2.1.4 Interest gained recognized in the proportions of time by taking the actual rate of return of

the assets into consideration

2.2 Government Grants

CATC abides by the Accounting Standards No. 55 regarding Government Grants. Government grants for

operational expenditure will be recognized as revenue and those for hardware procurement will be recorded as government

grants waiting to be recognized in the balance sheet, and to be recognized as revenue in the statement of earnings and

expenses throughout the period of time the asset is used.

2.3 Allowance for Doubtful Accounts

Allowance for doubtful accounts created by non-government and non-state enterprises accounts receivable with

over six months overdue is calculated in accordance with the regulation of the Ministry of Finance in the matter of the

accounting and finance of state enterprises B.E. 2548 as follows:

2.5 Premises and Equipment

Premises and equipment transferred from the Department of Aviation (formerly known as the Department of

Commercial Aviation) are shown with their estimated prices according to the current values on the date of transfer.

As regards newly purchased premises and equipment, the cost on the date of acquisition is exhibited.Premises and

equipment bought before 16 August 1995, not over 10,000 Baht per unit and those bought after 16 August 1995, not over

30,000 Baht per unit would be recognized as expenses for the year when the purchase was made.

Donated assets are recorded along with the surplus from donations.

เปนรายการคาใชจายรอการตดบญช ประกอบดวย คาใชจายปรบปรงอาคารรอการตดบญช ตดจายตามอายการใชงานหรอตามระยะเวลาการใชประโยชน

ของอาคาร โดยอาคารดงกลาวสถาบนการบนพลเรอนเปนผใชประโยชน แตกรรมสทธในอาคารเปนของกรมขนสงทางอากาศ และรายการสทธในการใชคอมพวเตอร

ซอฟตแวร การตดบญชคำนวณโดยวธเสนตรงตามอายการใชงาน 5 ป

2.8 เงนตราตางประเทศ

รายการทเปนเงนตราตางประเทศ แปลงคาเปนเงนบาทโดยใชอตราแลกเปลยน ณ วนทเกดรายการสนทรพยและหนสนทเปนเงนตราตางประเทศคงเหลอ

ณ วนสนงวดบญชจะแปลงคาเปนเงนบาท โดยใชอตราแลกเปลยนทธนาคารแหงประเทสไทยประกาศใชเปนอตราอางอง ณ วนนน กำไรหรอขาดทนจากอตรา

แลกเปลยนทเกดขนรบรเปนรายไดหรอคาใชจายทงจำนวนในงวดบญชนน


2.6 Depreciation of Premises and Equipment

Depreciation of premises and equipment is calculated by the Straight Line Method whereby the cost price of the

assets is minus scrap value according to the estimated time of use of each type of asset starting from the month the asset

had been received. Regarding an asset received after the 15th of a month, depreciation will be calculated in the following

month according to the amount of time the asset has been used. Details are as follows:

Building and other constructions 20 years

Radar and navigation devices 15 years

Aircraft and aviation equipment 10-20 years

Other equipment and machinery 7 years

Automobiles 5 years

Premises and equipment transferred from the Department of Aviation is estimated according to the remaining

period of use: the assets received by the Department of Aviation before 1977, between 1978 and 1987 and between 1988

and 1992 are estimated at 20%, 50% and 80% of the usage period of the assets respectively. The depreciation of assets

obtained through donation that yield direct income is recognized as expense. Non-performing assets will be deducted from

the surplus from donation.

2.7 Intangible assets

Intangible assets are the deferred debit for building renovations paid according to the estimated time of use. CATC is

the profiteer of the building; however, the proprietary rights and the software licensing belong to the Department of Aviation.

The debit is calculated by the Straight Line Method according to five years of use.

2.8 Foreign Currencies

Items in foreign currencies are converted to Baht at the exchange rate on the date of transaction. Assets and liabil-

ity in foreign currencies remaining at the end of the accounting period are to be converted to Baht at the reference exchange

rate announced by the Bank of Thailand on that day. Profit or loss from the exchange rate will be recognized as revenue or

expense in that particular accounting period.

On 30 September 2007, Inventory C (airplane spare parts-Hua Hin) worth 51.81 million Baht indicates some adjustments on

the account due to the discrepancy between the balance shown in the account and the balance found in the accounting period of 1996.

The result of the examination carried out by the Fact Finding Committee shows a missing inventory of 6.49 million Baht and an inventory

surplus of 5.75 million Baht. The balance is presented in the missing inventory and inventory surplus in accordance with the Notes to the

Financial Statements Sections 3.7 and 3.11 respectively. The missing and surplus inventories are currently waiting to be removed from the

books.

Regarding the advance payment of 12.45 million Baht, 12.34 of which is the 15% advance payment of the purchase of

three single-engine airplanes and two twin-engine airplanes from Asian Aerospace Service Ltd. according to the Notes to the

Financial Statements item 3.20.1.

Compensation to be called back was 3.19 million Baht. The compensation for 32 retired employees from the fiscal years

1993 to 1996 was 4.14 million Baht in total in accordance with the order of Civil Aviation Training Center No. 171/1996 signed on 5

November 1996 and No. 7/1997 signed on 20 January 1997. Later, the Ministry of Finance considered that the Civil Aviation Regula-

tions concerning Employees’ Rights to Compensation B.E.2539 (1996) specified certain employee rights that were not specified in

the Regulation of the State Enterprise Relations Committee regarding the Rights of State Enterprise Employees B.E. 2534 (1991).

These regulations were promulgated by the Civil Aviation Training Center without formal consent from the Ministry of Finance.

Therefore, such regulation did not come into effect. On 14 March 2000, the CATC Committee resolved that CATC request the return

of compensation from 32 former employees, one of which agreed to do so. CATC, therefore, sent a formal request to the Office of

the Attorney General to prosecute the 31 former employees, two of whom agreed to return the compensation and three settled out of

court. There were six former employees who returned compensation amounting to 0.95 million Baht while 3.19 million Baht was to be

returned from the other 26 former employees. The Central Labour Court ruled that two of the former employees must return compen-

sation and dismissed the cases against the other 24 due to the statute of limitations. The Minister of Transport issued the ministe-

rial order No. 17/2003 signed on 14 January 2003 to assign a Fact Finding Committee. The Committee reported the results of the

investigation to the Minister of Transport according to the Memorandum of Civil Aviation Training Center No.130 (7)/22 signed on 27

February 2006 and No. 130 (7)/25 signed on 27 February 2006. The Minister of Transport approved the investigation result proposed

by the Fact Finding Committee. CATC has sent the investigating report to the Ministry of Finance for consideration according to the

Memorandum of Civil Aviation Training Center No. 130(7) 87 signed on 9 October 2006.

Later the Ministry of Finance sent the memorandum กค 0406.6/21418 signed on 29 August 2007 to CATC requesting

the investigation of the officers involved in the prosecution process in accordance with the Regulation of the Prime Minister’s Office

regarding the B.E.2539 Code of Practice for Officers’ Wrongful Acts. Simply said, the involved officers or the alleged parties have the

right to explain, argue and present their evidence sufficiently and fairly, and send additional evidence to the Ministry of Finance for

reconsideration.

As of 30 September 2007, CATC had 39 airplanes costing 573.83 million Baht, one of which is a Beechjet 400A costing

243.35 million Baht. This is the airplane CATC purchased for the Jet Familiarization program as stated in the Notes to the Financial

Statements items 3.13 and 3.19.

In the accounting period of 2007, CATC has an annual depreciation of 50.28 million Baht, 37.84 of which is expenses from

operations and 12.44 million Baht as the expenses for the Jet Familiarization program.

3.10 Debtor- Compensation As of 30 September 2007, the amount of debtor-compensation was 128.55 million Baht created by Thai Airways Interna-

tional Public Company Limited which is obliged to pay compensation to CATC due to the fact that Thai Airways International violated

the agreement set forth in the Memorandum of Understanding for the training in the Jet Familiarization program. The Committee for

Ruling on the Conclusion of Civil Cases between Government Agencies ruled that Thai Airways International must pay 128.55 million

Baht to the CATC according to the Note item 3.19.

เขาใจระหวางสถาบนการบนพลเรอนกบบรษท การบนไทย จำกด (มหาชน) เกยวกบความรวมมอการฝกอบรมหลกสตร Jet Familiarization โดย สถาบนการบนพลเรอน

เปนผรบผดชอบจดหาเครองบนประเภทเครองยนตไอพนขนาดเลก ซงตองนำเขาจากตางประเทศ สถาบนการบนพลเรอน ไดยนแบบคำรองขอจดทะเบยนภาษมลเพม

เมอวนท 19 ธนวาคม 2543 และไดเสยภาษมลคาเพมสำหรบการประกอบกจการของสถาบนการบนพลเรอน ตอมาเจาพนกงานประเมนสำนกงานสรรพากรพนท

กรงเทพมหานคร 5 ไดประเมนเรยกเกบภาษมลคาเพมจากสถาบนการบนพลเรอน สำหรบชวงระยะเวลาเดอนภาษเมษายน 2536 ถง ธนวาคม 2543 เปนคาภาษ มลคาเพม

เงนเพม และเบยปรบ เปนเงนรวมทงสนจำนวน 200.81 ลานบาท (ยงไมรวมเงนเพมตามกฎหมาย) โดยสถาบนการบนพลเรอนไดยนอทธรณคดคานการประเมนภาษ

สบพ 130(7)/225 ลงวนท 29 พฤศจกายน 2548ถงสำนกงานอยการสงสดเพอดำเนนการอทธรณคำวนจฉย และสำนกงานอยการสงสดไดมหนงสอท อส (สฝยพ.) 0015/6213

ลงวนท 15 พฤษภาคม2549 แจงวาเหนชอบดวยขอเทจจรงและขอกฎหมายตามคำวนจฉยของคณะกรรมการพจารณาอทธรณ และโดยทเปนกรณหนวยงานของรฐพพาทกนเอง

สมควรทสถาบนการบนพลเรอนและกรมสรรพากรไดดำเนนการเจรจากนโดยตรง ซงคณะกรรมการสถาบนการบนพลเรอนรบทราบปญหา ภาษมลคาเพมดงกลาวแลว

จากการประชมคณะกรรมการสถาบนการบนพลเรอนครงท 5/2549 ลงวนท 5 มถนายน 2549ตอมาสถาบนการบนพลเรอน ไดมหนงสอทสบพ 130(7) /56 ลงวนท

15 มถนายน 2549 ถงสำนกอยการสงสดเรองขอพพาทภาษมลคาเพมของสถาบนการบนพลเรอน โดยขอใหสำนกงานอยการสงสดพจารณานำเสนอคณะกรรมการพจารณา

ชขาดการยตในการดำเนนคดเพงของสวนราชการและหนวยงานทเกยวของ เพอพจารณาใหสถาบนการบนพลเรอนไดรบการประกาศจากกระทรวงการคลงยกเวนภาษ

มลคาเพม ในชวงเวลาเดอนภาษเมษายน 2536 ถงเดอนภาษ ธนวาคม 2543 ดงกลาว หรอใหสถาบนการบนพลเรอนไดรบการพจารณาการคดคำนวณภาษ

มลคาเพมและเงนเพมทถกตองดวย และเมอวนท 20 เมษายน 2550 สำนกงานอยการสงสดไดแจงใหสถาบนการบนพลเรอนทราบวาคณะกรรมการพจราณาชขาดการยต

ในการดำเนนคดแพงของสวนราชการและหนวยงานทเกยวของ ไดพจารณาตดสนชขาดให สถาบนการบนพลเรอนชำระคาภาษมลคาเพมจำนวน 51.81 ลานบาทและเงนเพม

จำนวน 45.39 ลานบาท รวมเปนเงนทงสน97.20 ลานบาท ใหแกกรมสรรพากรโดยงดเบยปรบจำนวน 103.61 ลานบาท และคณะรฐมนตรไดรบทราบคำตดสนชขาดแลว

จากการประชมคณะกรรมการสถาบนการบนพลเรอน ครงท 5/2550 ในวนองคารท 22 พฤษภาคม 2550คณะกรรมการสถาบนการบนพลเรอนเหนชอบให

สถาบนการบนพลเรอนปฏบตตามมตคณะกรรมการพจารณาชขาดการยตในการดำเนนคดแพงของสวนราชการและหนวยงานทเกยวของ และเหนชอบใหสถาบนการบน

พลเรอนขอรบการจดสรรงบประมาณแผนดนป 2551


In the accounting period of 2005, CATC received government grants amounting to 159.09 million Baht, 51.40 million Baht

of which is for hardware purchases recorded as government grants to be recognized and 107.69 million Baht in expenses from

operations recognized as government grants in this period according to the Note item 3.17.

3.13 Long-Term Loans

On 29 August 2003, CATC entered a loan contract with Krung Thai Bank PCL. amounting to 243.35 million Baht for the

purchase of a Beechjet 400A airplane (The amount in US dollars is $5,898,028. The exchange rate on the day of purchase was

41.26 Baht per 1 USD). The plane is used for the Jet Familiarization training program initiated by the Cabinet resolution on 17 June

2003 according to the Note item 3.19. CATC is responsible for debt payment including both the principal amount and interest de-

rived from performance revenue. The loan agreement covers the period of ten years starting from the day the agreement was made

(including the three-year grace period). The interest rate is set at an averaged 6-month fixed rate for general clients of five commercial

banks plus 1.0% per annum. The interest is paid quarterly with a three-year grace period starting from the day the first tranche of

loan has been drawn. After the grace period, CATC had to make 14 payments of principal every six months. The first payment is due

immediately after the grace period has ended.

CATC issued the letter สบพ 131/111 signed on 20 December 2006 requesting the grace period for the loan of 243.35

million Baht be extended from three to five years. Other conditions remained unchanged. Krung Thai Bank PCL. issued the letter

รฐพ 295/2007 signed on 15 February 2007 approving the extension of the grace period from three to five years through 10

payments of principal, each payment equal to 24.335 million Baht with payments made twice a year. The first payment will be made

on 28 February 2009. Other conditions remain unchanged.

3.14 Debt Estimation

CATC estimated 97.20 million Baht as its debt created on 4 September 2000 when CATC signed the Memorandum of

Understanding with Thai Airways International PCL. regarding the Jet Familiarization training cooperation program. According to the

agreement, CATC is responsible for importing a small jet aircraft. CATC filed for VAT registration on 19 December 2000 and paid

the VAT for CATC operation. Afterwards, the assessor from Revenue Office Area 5 calculated the tax to be 200.81 million Baht

(excluding legal surcharge) covering the tax period from April 1993 to December 2000. This 200.81 million Baht includes VAT,

surcharge and compensation. CATC filed a petition against the assessment to the Board of Appeals. The Revenue Office Area 5

sent letter No. กค 0709.05 (กม. 7.4)/16878 signed on 15 November 2004 stating that The Board of Appeals decided that the

compensatory cost of 103.61 million Baht shall not be paid. However, CATC must be responsible for the payment of VAT of

51.81 million Baht and the surcharge of 45.39 million Baht (excluding legal surcharge) accounting for a total of 97.20 million Baht.

The Center did not agree with the resolution of the Board of Appeals and therefore issued Letter No. สบพ 130(7) 127 signed on

10 September 2004 and Letter No. สบพ 130(7) 225 signed on 19 November 2005 to the Office of the Attorney General.

The Office of the Attorney General sent Letter No. อส (สฝยพ) 0015/6213 signed on 15 May 2006 stating its factual and legal

agreement to the ruling of the Board of Appeals. However, the Office of the Attorney General decided that the matter should be

settled directly by the Center and the Revenue Department as both are state agencies. The CATC Board has acknowledged the

VAT problem at the Board meeting No.5/2006 on 5 June 2006. Later, the Center sent Letter สบพ 130(7)/56 signed on 15 June 2006

to the Office of the Attorney General regarding CATC’s VAT issue. The Center requested the Office of the Attorney General to fur-

ther the issue to the Committee for Ruling on the Conclusion of Civil Cases between Government Agencies to consider the Center

be exempted from paying VAT by the Ministry of Finance (the exemption of VAT payment covered the tax period from April 1993

to December 2000) or the Center should receive an accurate VAT and surcharge assessment. On 20 April 2007, the Office of the

Attorney General notified CATC that the Committee for Ruling on Conclusion of Civil Cases between Government Agencies ruled

that CATC shall pay VAT of 51.81 million Baht and surcharge of 45.39 million Baht totaling 97.20 million Baht to the Revenue

Department with the exemption of compensatory payment valued at 103.61 million Baht. The Cabinet acknowledged the final

ruling on 23 January 2007.

In the 5th CATC meeting on 22 May 2007, the CATC Board agreed that CATC abide by the resolution of the Committee

for Ruling on the Conclusion of Civil Cases between Government Agencies and agreed that CATC request the budget allocation

for the year 2007.


3.15 ทน ประกอบดวย

3.15.1 ทนจากการรบโอนสนทรพย จำนวน 307.44 ลานบาท เปนการโอนสนทรพยของกรมการขนสงทางอากาศ ในสวนทเกยวกบ ศนยฝกสถาบนการบน

พลเรอนปฏบตแหงประเทศไทย เมอวนท 1 เมษายน 2536 จำนวน 2536 จำนวน 298.63 ลานบาท และรบโอนเพมในป 2537 จำนวน 8.81 ลานบาท

3.15.2 ทนรบจากรฐบาลจำนวน 672.05 ลานบาท เปนเงนรบจาก บรษท การบนไทย จำกด (มหาชน) (บกท.) จำนวน 100 ลานบาท จากบรษท ทาอากาศยานไทย

จำกด (มหาชน (ทอทใ) จำนวน 25 ลานบาท และจากบรษทวทยการบนแหงประเทศไทย จำกด (บวท.) จำนวน 25 ลานบาท

3.15.3 ทนรบจากรฐ จำนวน 672.05 ลานบาท เปนเงนทนทรบจากรฐบาลในปงบประมาณ 2537 ถง 2546 สำหรบในปงบประมาณ 2547 เปนตนไปสถาบน

การบนพลเรอนไดบนทกเงนอดหนนจากรฐบาลตามมาตรฐานการบญชฉบบท 55

3.16 สวนเกนทนจากการบรจาค

จำนวน 7.23 ลานบาท แปนการรบบรจาคอปกรณการศกษารายการเครองมอ และเครองยนต จากบรษท โรลสรอยซ จำกด ราคาทน จำนวน 4.27 ลานบาท

และรบบรจาคเงนสดจำนวน 2.96 ลานบาท

3.17 รายไดเงนอดหนนจากรฐบาล

ในงวดบญช 2550 รายไดเงนอดหนนจากรฐบาล จำนวน 119.39 ลานบาท เปนรายไดเงนอดหนน เพอเปนคาใชจายดำเนนงานในงวดน จำนวน 107.69

ลานบาท และ รบรเงนอดหนนจากรฐบาลรอการรบรเปนรายไดในงวดน จำนวน 11.70 ลานบาท

3.15 Capital is composed of:

3.15.1 Capital from the transfer of assets amounting to 307.44 million Baht. This is the transfer of assets from the

Department of Aviation relating to civil aviation training facilities on 1 April 1993 amounting to 298.63 million Baht and a further

transfer of 8.81 million Baht in 1994.

3.15.2 Seed money of 150 million Baht in total. 100 million Baht was received from Thai Airways International PCL.

(Thai); 25 million Baht from The Airports Authority of Thailand (AOT); 25 million Baht from Aeronautical Radio of Thailand Ltd.

(AeroThai)

3.15.3 Government funding of 672.05 million Baht. This is the government grants received from the fiscal years

1994 to 2003. From the fiscal year 2004 onwards, the Center has recorded government grants according to the Accounting

Standards No. 55.

3.16 Excess Capital from Donation This amounts to 7.23 million Baht. This is a donation of educational equipment from Rolls Royce Co., Ltd. worth 4.27 million

Baht and a cash donation of 2.96 million Baht.

3.17 Income from Government Grants In the accounting period of 2007, income from government grants was 119.39 million Baht. 107.69 million Baht is for

the operation in this accounting period. The government grants of 11.70 million Baht are to be recognized in this period.

In the accounting period of 2007, the Center earned lower income than expenses at 16.48 million Baht. In the accounting

period of 2006, income was lower than expenses at 12.36 million Baht. Therefore, in the accounting period of 2007, “the received

income that was lower than expenses” increased to 4.12 million Baht with an increase in income of 21.35 million Baht and an increase

in expenses of 25.47 million Baht.

Income increased to 21.35 million Baht, 16.63 of which is from government grants. Concerning the increase in expenses of

25.47 million Baht, 30.83 of which is an increase in expenses for operations with the decrease in expenses for Jet Familiarization being

5.36 million Baht.


3.19 โครงการ Jet Familiarization

เมอวนท 4 กนยายน 2543 สถาบนการบนพลเรอน ไดทำบนทกความเขาใจระหวางสถาบนการบนพลเรอน กบ บรษท การบนไทย จำกด (มหาชน)

เกยวกบความรวมมอการฝกอบรมหลกสตร Jet Familiarization มกำหนดระยะเวลาโครงการ 6 ป ซงเรมดำเนนการประมาณเดอน ธนวาคม 2543 เปนตนไป โดย

สถาบนการบนพลเรอนจะดำเนนการอบรมหลกสตร Jet Familiarization ใหกบ บรษท การบนไทย จำกด (มหาชน) และ บรษท การบนไทย จำกด (มหาชน) จะจด

สงนกบนเขารบการอบรมหลกสตร Jet Familiarization ทสถาบนการบนพลเรอน ประมาณปละ1,440 ชวโมงบน โดยสถาบนการบนพลเรอนรบผดชอบในการจดหา

เครองบนประเภทเครองยนตไอพนขนาดเลก บคลากร ผฝกสอน ตลอดจนอปกรณ และ สงอำนวยความสะดวกตางๆ ทใชในการฝกอบรบ ซงสถาบนการบนพลเรอน

ไดทำสญญาเชาเครองบน Beechjet 400a กบบรษท RK-294(UK) จำกดมระยะเวลา 6 ป ตามโครงการ(ธนวาคม 2543 ถง พฤศจกายน 2549)

บรษท การบนไทย จำกด (มหาชน)ไดสงนกบนมาฝกอบรมรนแรกเมอวนท 15 ธนวาคม 2544 และฝกอบรมไดจำนวน 3 รนรวมทงสน 605.21 ชวโมงบน

โดยรนท 3 ยงอบรมไมแลวเสรจ บรษท การบนไทย จำกด (มหาชน) ไดมหนงสอแจงขอยกเลกการฝกอบรมหลกสตร Jet Familiarization ทำใหสถาบนการบนพลเรอน

ไดรบความเสยหายอนเนองมาจากการแบกรบภาระคาใชจายทเกดขนจากการเชาเครองบน Beechjet 400A เพอมาดำเนนการโครงการดงกลาวเปนจำนวนเงน

128.55 ลานบาท ตอมาสถาบนการบนไดมหนงสอถงสำนกงานอยการสงสดขอใหพจารณานำเสนอคณะกรรมการพจารณาชขาดการยตในการดำเนนคดเพงของ

สวนราชการและหนวยงานทเกยวของวนจฉยชขาดตามมตคณะรฐมนตรเมอวนท 4 พฤศจกายน เพอเรยกรองคาเสยหายทเกดขน

จากการทบรษท การบนไทย จำกด (มหาชน) มไดจดสงนกบนเขารบการฝกอบรมตามขอตกลงดงกลาวเปนเหตใหสถาบนการบนพลเรอนประสบปญหา

ขาดรายได ตองรบภาระคาเชาเครองบน และคาใชจายอนทเกยวของ ทำใหสถาบนการบนพลเรอน ขาดสภาพคลอง จงคางชำระคาเชาเครองบนกบบรษทผใหเชา

และไดรบแจงจากบรษทผใหเชาวาจะดำเนนคดกบสถาบนการบนพลเรอน หากสถาบนการบนพลเรอนถกฟองดำเนนคด บรษทผใหเชาจะใชสทธเรยกรองคาเสยหา

ย เพอแกไขปญหาดงกลาว กระทรวงคมนาคมจงไดเสนอคณะรฐมนตรพจารณาขออนมตจดซอเครองบน Beechjet 400A และเมอวนท 17 มถนายน 2546 สถาบน

การบนพลเรอนไดทำสญญาเงนกกบ ธนาคารกรงไทย จำกด (มหาชน) เปนเงน 243.35 ลานบาท เพอจดซอเครองบน Beechjet 400A จำนวน 1 ลำ เพอนำมาใช

ในภารกจฝกบน ตามมตคณะรฐมนตรดงกลาวตอมาป 2548 คณะกรรมการพจารณาชขาดการยตในการดำเนนคดเพงของสวนราชการและหนวยงานทเกยวของ

ไดตดสนชขาดใหบรษท การบนไทย จำกด (มหาชน) ชำระเงนจำนวน 128.55 ลานบาทใหแกสถาบนการบนพลเรอน และคณะรฐมนตรไดรบทราบคำตดสนชขาดแลว

เมอวนท 1 กมภาพนธ 2548 โดยในงวดบญชป 2548 สถาบนการบนพลเรอนไดบนทกบญชเงนชดเชยคาเสยหายทจะไดรบจาก บรษท การบนไทย จำกด (มหาชน)

จำนวนดงกลาวไวในบญชลกหนชดเชยคาเสยหายคกบรายไดชดเชยคาเสยหายทงจำนวน

จากการดำเนนงานโครงการ Jet Familiarization ทผานมา สถาบนการบนพลเรอนประสบผลขาดทนโดยตลอด คณะกรรมการสถาบนการบนพลเรอ

น ในคราวประชมครงท 4/2550 เมอวนท 27 เมษายน 2550 ไดมมตใหสถาบนการบนพลเรอนเสนอขายเครองบน Beechjet 400A โดยขอสนบสนนเงนงบประมาณ

จากรฐบาล ในสวนทขาดทนเพอนำเงนสวนตางคนใหกบธนาคารกรงไทย จำกด (มหาชนป ทงนเพอลดภาระทางการเงนในเรองดอกเบยจายทเกดขนในแตละปและ

ผลกระทบทางการเงนในเรองของสภาพคลองทอาจเกดขนในอนาคต และใหสถาบนการบนพลเรอนทำหนงสอแจงกระทรวงคมนาคมทราบกอน กระทรวงคมนาคม

ทำหนงสอนำเรยนคณะรฐมนตร เพอพจารณาใหความเหนชอบ และอนมตใหสถาบนการบนพลเรอนดำเนนการขายเครองบนเครองบน Beechjet 400A

สถาบนการบนพลเรอน ไดดำเนนการตามมตดงกลาว โดยไดเสนอเรองใหคมนาคมพจารณา ตามหนงสอ สบพ ท120/019 ลงวนท 17 พฤษภาคม 2550

โดยให สถาบนการบนพลเรอนจดทำเรองขอรบการสนบสนนงบประมาณจากรฐบาล ในสวนทขาดทนเพอนำเงนสวนตางคนใหแกธนาคารกรงไทย จำกด (มหาชน)

และจดทำแผนการขายเครองบน Beechjet 400A และแผนการจายเงนคนรฐเพอประกอบการพจารณาของคณะรฐมนตรตอไป


3.19 Jet Familiarization Program

On 4 September 2000, the Center signed a Memorandum of Understanding between the Center and Thai Airways Interna-

tional PCL regarding cooperation in the Jet Familiarization Program for a period of six years. The program commenced in December

2000 onwards with the Center providing Thai Airways International with pilot training sessions and Thai Airways International, in turn, is

obliged to send pilots for training at the Center for approximately 1,440 flight hours per annum. CATC is responsible for the provision

of a small jet aircraft, staff, trainers, equipment as well as other facilities required in training. CATC made a contract with RK-294 (UK)

Co.Ltd to rent a Beechjet 400A airplane for a period of six years. (December 2000 to November 2006)

Thai Airways International sent the first class of pilots to be trained on 15 December 2001. The Center provided the training

for three classes of pilots for a total of 605.21 flight hours. However, Thai Airways International cancelled the training while the training

of the third class was still in progress, resulting in a financial loss to the Center due to the costs of renting Beechjet 400A at

128.55 million Baht. Later, the Center requested the Office of the Attorney General to present the case to the Committee for Ruling on the

Conclusion of Civil Cases between Government Agencies according to the Cabinet resolution on 4 November 1997 to rule on damage

compensation.

The cancellation of the agreement by Thai Airways International directly caused a loss of income, rental burden and other

related expenses to CATC, resulting in the Center’s liquidity risk and risk of being sued by the RK-294 (UK) Co.Ltd due to payment

default. In order to solve such problem, the Ministry of Transport and Communications requested the Cabinet to consider purchasing

the Beechjet 400A airplane. On 17 June 2003, the Cabinet approved the proposal allocating a budget of 260 million Baht for which

the Ministry of Finance would find a source of low-interest loan instead of using the national budget. The Center would be responsible

for the payment of principal and loan interest derived from operation income. On 29 August 2003, CATC signed a loan contract with

Krung Thai Bank PCL. amounting to 243.35 million Baht to purchase the jet for flight training according to the Cabinet resolution.

In 2005, the Committee ruled that Thai Airways International pay 128.55 million Baht to CATC and notified the Cabinet

on 1 February 2005. In the accounting period of 2005, CATC recorded the compensation received from Thai Airways in the Financial

Statements under the section of debtor-compensation along with income from damage compensation.

Considering the previous Jet Familiarization program, the Center encountered a continuous loss. At the 4th meeting on 27

April 2007, the CATC Committee resolved that the Center sell the Beechjet 400A airplane by asking for a budget subsidy from the

Government to cover the loss in order to return the remaining amount to Krung Thai Bank PCL. This is to alleviate the financial burden

including annual interest and the financial impact in terms of possible future liquidity. The Center sent a letter notifying the Ministry of

Transport and Communications first. Then the Ministry sent the letter to the Cabinet for consideration to approve the sale of the Beech-

jet 400A airplane.

CATC followed the resolution by presenting the issue to the Ministry of Transport and Communications for consideration

according to the Letter สบพ No. 120/019 signed on 17 May 2007. On 1 June 2007, Permanent Secretary to the Ministry of Transport

and Communications issued a memorandum ordering the Office of Transport and Traffic Policy and Planning to consider the CATC’s

proposal and present it to the Minister of Transport and Communications. On 3 July 2007, Permanent Secretary to the Ministry of

Transport and Communications ordered CATC to proceed according to the approval of the Office of Transport and Traffic Policy and

Planning as stated in the Letter คค 0805.4/1351 signed on 26 June 2007. The Center filed a formal request for the budget subsidy

from the Government to cover the loss in order to return the remaining amount to Krung Thai Bank PCL. and create a sale plan

for the Beechjet 400A airplane as well as a reimbursement plan to the Government to be taken into consideration by the Cabinet.

3.20.1 สถาบนการบนพลเรอนไดจดซอเครองบนเพอใชในการฝกศษยการบน โดยไดทำสญญาท71/2550 ลงวนท 29 มถนายน 2550 จดซอเครองบนเครองยนต

เดยวแบบเกบฐานไมได (Fixed Gear) ยหอ DIAMOND AIRCRAFT DA40TDI/G1000 GLASS COCKPIT , VARIABLE PITCH จำนวน 3 ลำ และเครองบนสองเครองยนตแบบ

เกบฐานไมได (Retracted Gear) ยหอ DIAMOND AIRCRAFT รน DA42TDI/G1000 GLASS COCKPIT , VARIABLE PITCH จำนวน 2 ลำ เปนเงนรวมทงสน 88.05 ลานบาท

(รวมภาษมลคาเพม) กบบรษทเอเชยน แอรโรสเปซ เซอรวส จำกด กำหนดสงมอบภายในวนท 26 ธนวาคม 2550 และสถาบนการบนพลเรอนไดชำระเงนลวงหนา 15 %

ของวงเงนตามสญญาแลวเมอวนท 24 กรกฎาคม 2550 เปนเงนจำนวน 13.21 ลานบาท(รวมภาษมลคาเพม) และสวนทเหลอ 85 % เปนเงนจำนวน 74.84 ลานบาท จะจาย

ใหเมอสถาบนการบนพลเรอนไดรบมอบเครองดงกลาว

3.20.2 1 สถาบนการบนพลเรอนไดทำสญญาจางเลขท 75/2545 ลงวนท 20 กนยายน 2545 กบบรษท ไซเบอร คลบ จำกด จางพฒนาระบบสารสนเทศเพอการ

บรหารและการจดการ และระบบสารสนเทศเพอการบรหารการซอมเครองบน เปนเงนทงสนจำนวน 3.95 ลานบาท กำหนดสงมอบงาน 4 งวด สงมอบงานงวดสดทาย

ภายในวนท 17 มถนายน 2546 1 สถาบนการบนพลเรอนไดทำสญญาแกไขเพมเตมสญญาจาง 3 ครง เพอแกไข หนงสอคำประกน และเพอขยายเวลาสงมอบงาน โดยแกไข

ระยะเวลาสงมอบงานครงสดทายเปนสงมอบภายในวนท16 ตลาคม 2546

บรษท ไซเบอร คลบ จำกด ไดสงมอบงานใหสถาบนการบนพลเรอนแลว 3งวด โดยงวดท 3 สงมอบงานเมอวนท 29 ตลาคม 2546 สำหรบงวดสดทายท 4 บรษท

ไซเบอร คลบ จำกด ไมสามารถสงมอบงานไดตามกำหนดสญญา สถาบนการบนพลเรอน จงไดมหนงสอเรงรดให บรษทฯ ดำเนนการสงงานตามสญญาใหแลวเสรจโดยเรว

และขอสงวนสทธคดคาปรบตามเงอนไขแหงสญญา และตอมาสถาบนการบนพลเรอนไดพจารณาเหนวาสญญาจางไดลาชาเปนเวลานาน เมอวนท 3 มถนายน 2548 และ

วนท 12 ตลาคม 2548 สถาบนการบนพลเรอน จงมหนงสอถงบรษท ไซเบอร คลบ จำกด เพอแจงบอกเลกสญญารบหลกประกนและเรยกใหชำระเงนคาปรบจำนวน

2.34 ลานบาท ภายในกำหนด 15 วน นบแตวนไดรบหนงสอ

และธนาคารไทยพานชย จำกด (มหาชน) ยงคงเพกเฉยเมอวนท 6 มกราคม 2549 สถาบนการบนพลเรอนจงไดมหนงสอถงสำนกอยการสงสด เพอใหพจารณาดำเนนคดกบ

บรษท ไซเบอร คลบ คอรปอเรชน (1997) จำกด ) และธนาคารไทยพานชย จำกด (มหาชน) ตอไป

เมอวนท 8 มถนายน 2549 สถาบนการบนพลเรอน ไดสงเรองใหสำนกอยการสงสดยนฟองบรษท ไซเบอร คลบ คอรปอเรชน (1997) จำกด ) เปนจำเลยท 1

และธนาคารไทยพานชย จำกด (มหาชน)เปนจำเลยท 2 ตอศาลแพง เปนคดแพงหมายเลขดำท 2546/2549 ขอหาผดสญญญาเรยกคาปรบ และคำประกนจำนวนทนทรพย

3.20 Contingent Liabilities

3.20.1 CATC purchased planes for training under the contract no. 71/2007 signed on 29 June 2007. The Center

purchased three fixed gear airplanes branded Diamond Aircraft model DA40TDI/G1000 GLASS COCKPIT, VARIABLE PITCH, and two

retracted gear airplanes branded Diamond Aircraft model DA42TDI/G1000 GLASS COCKPIT, VARIABLE PITCH amounting to 88.05

million Baht (VAT included) from Asian Aerospace Service Ltd. The date of delivery was 26 December 2007. CATC made an advance

payment of 15% of the price on 24 July 2007 amounting to 13.21 million Baht (VAT included). The other 85% worth 74.84 million Baht

would be paid upon delivery of the aircraft.

3.20.2 CATC signed a hire contract no. 75/2002 on 20 September 2002 with Cyber Club Co., Ltd. to develop a

management information system and an information system for management of aircraft repairs at the amount of 3.95 million Baht.

There were four deliveries with the last delivery made within 17 June 2003. The Center has revised the contract three times to amend

the letter of warranty and to extend the delivery schedule to 16 October 2003.

Cyber Club Co., Ltd. made three deliveries to the Center. The third delivery was made on 29 October 2003. However, the

company was unable to make the fourth delivery as specified in the contract. CATC, hence, sent a notice to the Company requesting

a speedy delivery and stating that CATC would reserve the right to compensation according to the conditions stated in the contract.

CATC considered the company to have delayed completion of the contractual work. Therefore, on 3 June 2003, CATC sent a notice of

termination of the contract to Cyber Club Co., Ltd., confiscated the collateral and requested the company to pay compensatory costs

of 2.34 million Baht within 15 days from the day the notification was received.

On 29 July 2005, and 12 October 2005, CATC sent a letter to Siam Commercial Bank, Tri Petch Branch, to inform the bank

of the termination of the contract with Cyber Club Co., Ltd. and to request a payment of coverage of 0.20 million Baht as stated in the

contract to CATC within 15 days from the day the letter was received. However, after the deadline, Cyber Club Co., Ltd. (changed to

Cyber Club Corporation (1997) Ltd.) and Siam Commercial Bank did not take any action. On 6 January 2006, CATC, therefore, sent a

letter to the Office of the Attorney General requesting a lawsuit be filed against the company and the bank.

On 8 June 2006, CATC passed the issue to the Office of the Attorney General to file a lawsuit against Cyber Club Corporation

(1997) Ltd. as the first defendant and Siam Commercial Bank as the second defendant to the Civil Court, the Civil case black number

2565/2549 (B.C.2006) on the charge of default on compensation and warranty amounting to 2.44 million Baht. The case is currently

under trial.
