ASEAN2025調査レポート概要 Outline of ASEAN2025 Survey Report
1. 調査目的 – Purpose of the Survey
2015 年に設立されるAEC の全体像を整理した上で、今後のASEAN を巡る変化を分析し、2025年のASEAN の姿を予測する。
Present an overall picture of the AEC as of 2015 in order to analyze changes concerning the future of ASEAN and predict the status of the region in 2025.
AEC 設立から2025 年までに発生し得る課題を洗い出し、それらを解決するためにASEAN が対応すべき施策案の方向性を示す。
Identify the challenges that are likely to arise between the establishment of the AEC and 2025 and present proposed measures that ASEAN should take in order to overcome them.
2. 調査期間を通じたASEANや日本の有識者との対話 Dialogues with experts in ASEAN and Japan throughout the survey period

2015年以降、年5%台後半の成長を続け、2025年のGDP総額は2012年の約2倍の4兆6,282億ドルに達する。
インドネシア、タイ、フィリピン、マレーシアの4か国でASEANのGDPの7割を占める。特にインドネシアは全体の4割。
From 2015, the GDP will grow by 5% on a yearly basis and total GDP would reach USD 4,628 billion in 2025. The GDP share of ASEAN-4 (Indonesia, Thailand, Philippines, and Malaysia) is forecasted to be more than 70% of ASEAN’s
total GDP. Notably, Indonesia’s GDP comprises 40% of the ASEAN’s total GDP.

2015年~2025年の一人当たりGDP成長率はCLMVで8-9%、先発ASEANで3.5-6.5%と予想。
CLMVは先発ASEANに比べて高い成長率を示していることから域内格差は是正される。
Per capita GDP growth rates are forecasted as 8-9% for CLMV, and 3.5 – 6.5% for ASEAN-6 for the period from 2015 to 2025. As CLMV has been showing higher GDP growth rates than the other 6 ASEAN countries in recent years, the development gaps
among ASEAN countries are gradually narrowing.

ASEANの人口は年平均1%増加し、2025年には6億9,500万人となる見込み。生産年齢人口はインドネシアとフィリピンで特に増加。
中所得層以上の割合は56.4%から76.5%に増加。 The ASEAN population is expected to grow at an annual rate of 1%, from around 610 million people in 2012 to 695 million in
2025. Working age population also glows especially in Indonesia and the Philippines. The percentage of the middle and higher income is expected to increase from 56.4% in 2010 to 76.5% in 2025.

食料自給率は2004年の97%から2030年には85%まで減少。 The consumption of primary energy is expected to increase sharply along with their economic growth (increase by 2.4 fold in Viet

The demographic bonus period will end for seven ASEAN members (excludes Laos, the Philippines and Cambodia) with a transition to a "demographic onus" period (a period of increased economic burdens as the working-age population ratio declines and the dependent population ratio increases).

2015年ASEAN経済共同体(AEC)の展望と課題 ASEAN Economic Community 2015: Vision and Challenges
AECの進捗率は、2013年末までに実施予定の229の優先主要措置の82.1%を実施。 Progress of AEC as of end of Year 2013 is 82.1% of the 229 priority key deliverables filed for completion by 2013. モノの自由な移動に関しての進捗は良好 Free Flow of Goods shows good progress. 特に関税の撤廃は一部例外品目や猶予期限はあるが目標達成の可能性が高い Especially Elimination of Tariffs will be accomplished by 2015 though some items have exceptions. 2013年12月時点でASEAN6は99.2%撤廃、CLMVは72.6% As of the end of 2013, the progress of tariff elimination is 99.2% in ASEAN6 and 72.6% in CLMV. 原産地規則の整備も達成可能性が高い Rules of Origin will be accomplished by 2015. 非関税障壁の撤廃等は引き続き課題 To accomplish other policies including non-tariff barrier reduction, speed-up of implementation is necessary. サービス、投資、資本の自由化は一部達成見込みだが、引き続き課題が残る可能性が
高い Some parts of the policies of Free Flow of Services, Investments, and Capital will be accomplished but some issues will
remain. 熟練労働者(Skilled Labor)の移動も相互認証に向けた各国法整備の難しさなどから、
継続課題となる可能性が高い。工場労働者などのUnskilled Laborについては、現時点においてASEANでの合意は検討されておらず、二国間の枠組に留まる見込み。
Free Flow of Skilled Labor will have issues on mutual recognitions and institutional arrangements in each member states. Free flow of unskilled labor is not discussed in ASEAN. This arrangement will be done by bilateral agreements.

JICAの法整備支援は、文化、慣習、既存の制度を踏まえた対話と共同作業に基づき、相手国
の主体性(オーナーシップ)を尊重した支援を、日本の法務省や最高裁、日弁連や大学(法学者)などの協力を得て行っています。また、支援終了後に相手国が自立的に法整備を行っていくための長期的なキャパシティ向上を目指しています。
JICA’s cooperation for Rule of Law Promotion is for the countries which need development of laws to shift to a market-oriented economy and for the post-conflict countries which need reconstruction of judicial system and human resource development. Currently, Japanese government focuses on 8 countries such as Vietnam, Cambodia, Laos, Uzbekistan, Indonesia, Mongolia, Myanmar and Bangladesh to assist Capacity Development for Legal and Judicial Sectors.

ASEANにおけるソフトインフラ支援(法制度整備) – JICA’s Cooperation for Rule of Law Promotion
1. 経緯 2012年10月15日に、フィリピン政府、モロ・イスラム解放戦線(MILF)双方の和平交渉団による 「和平の枠組み合意」へ署名が行われ、2014年3月27日に、ミンダナオ包括和平合意文書への 署名が行われた。 2. JICAのこれまでの支援 ① 国際監視団(IMT)の社会経済開発部門への職員派遣 ② 和平後を見据えた開発の担い手育成 ③ コミュニティー開発や今後の開発計画づくり ④ 和平関係者の意見交換の場づくり など 3. 今後の和平の動きとJICA支援 ① 今後3年間の移行期間を踏まえ、ムスリム・ミンダナオ自治政府(ARMM政府)が廃止され、新しい自治政府が設立される見込み。 ② JICAはARMM政府の組織強化に長年取り組むとともにMILF下の開発機関とも支援を通じ良好な関係を培ってきているという重要かつ特徴的な立場
にある。 ③ これらの経験を下地に、今後の新しい自治政府設立を引き続き支援予定。移行委員会等を対象に「バンサモロ包括的能力向上プロジェクト」を開始し、
制度づくりや人材育成、行政サービスの向上や地域開発計画の策定を支援している。 ④ また、民間からも関心の高い農業ポテンシャルを活用した地域づくりのモデルとして、市場アクセス道路の整備支援を検討中。

2.研究の質の向上 Improvement of Quality of Research
•本邦大学教員との共同研究活動の実施や学術セミナーの開催。
•教員の研究能力が向上し、700件以上の共同研究の実施や、1000件以上の学術論文の発表が行われた。 •More than 700 collaborative research projects have been undertaken and more than 1000 academic papers have been published.
3.ネットワークの形成 Establishment of Network •ASEAN側400名、日本側200名の大学 教員の人的ネットワーク形成。 •2011年に国際学術雑誌を創刊。 •A human resources network has been developed by the project, and participated by 400 ASEAN and 200 Japanese academic staff. An international academic journal has been published since 2011.

PHIVOLCSの地震、津波および火山の監視能力が向上し、精度の高い防災情
報が防災機関や関係団体に活用されることを目的として、リアルタイムで地
震・津波の情報把握、地震発生ポテンシャル評価精度向上、リアルタイムで
の総合的火山情報の把握等に向けた支援を行う。
A real-time earthquake and earthquake intensity observation network will be introduced to enable prompt and accurate estimates of earthquake motion distribution and damage, crustal movement observations for assessing the potential for earthquakes. Simple earthquake-resistance diagnostic tools for the general public are also being created to promote disaster preparedness.

influenza virus and botulinum toxin. Many of those antibodies appear to be potentially effective as therapeutic agents.
