    potpisali Memorandum razumijevanja u Thessalonikiju uoujku 2001. godine, a 2004. je potpisan Memorandumrazumijevanja za izgradnju V. Koridora, gdje su odvojci Bi C vrlo bitni za Hrvatsku.Koridori koji prolaze kroz Hrvatsku:

    Skopje Vele Thessalonikin Odvojak A: Graz Maribor ZagrebZa Hrvatsku je najvaniji X. koridor zbog protoka ljudi irobe te kraeg ekanja na graninim prijelazima (sa 70sati na 40 sati).Taj koridor prolazi kroz Hrvatsku na 306 km autocestei 316,4 km eljeznikih pruga, poinje s autocestom uBregani i eljeznikom prugom u Dobovi, a zavrava nagranici sa Srbijom odnosno s autocestom u Lipovcu ieljeznikom prugom u Tovarniku.VII. koridor Dunav takoer prolazi kroz Hrvatsku.

    INFRASTRUKTURA I GLAVNI CESTOVNISMJEROVI U REPUBLICI HRVATSKOJUkupna duina cesta u Republici Hrvatskoj je 29.472.5km (magistralne, regionalne, lokalne), od toga 1523 kmautocesta i 2256 km E-cesta.Do potpunog dovrenja mree autocesta, predvieneStrategijom prometnog razvitka, trebat e postojeumreu polovine autocesta duine 144 km proiritina puni profil autoceste (144 km Istarski ipsilon, teizgraditi preostali dio autocesta od Ploa do Dubrovnikaduine 65 km i dovriti koridor VC od Belog Manastira

    preko Osijeka do granice s BiH, te zavriti dionicu odZagreba do Siska.Gradnja autocesta ujedno je i vrlo vana stratekainvesticija zbog turista koji stiu u nae krajeve izzapadne i srednje te june i istone Europe.

    MEUNARODNI CESTOVNI TERETNI PROMETZakonom o prijevozu u cestovnom prometu (NN178/04) Hrvatska gospodarska komora ovlatena je zaraspodjelu dozvola za meunarodni prijevoz tereta.HGK svojim zakonskim ustrojstvom zastupa i promieinterese lanica, a slijedom javne ovlasti pod nadzorom

    Uprave za cestovni promet Ministarstva mora, prometai infrastrukture obavlja raspodjelu dozvola. MMPIje takoer donio Pravilnik o raspodjeli dozvola zameunarodni prijevoz tereta koji je stupio na snagupotkraj prosinca 2005. godine (NN 118/05).U Republici Hrvatskoj ima 2710 meunarodnolicenciranih prijevoznika u 2009. godini (izvor: MMPI 28. kolovoza 2009., popis licenci) sa 11.381 vozila. Meunjima je 4630 crnih vozila, a 6751 ekolokih (E1-181;E2-1961; E3-3212; E4-281; E5-1116).Hrvatska gospodarska komora raspodjeljuje 57 vrstadozvola, dok je MMPI zadrao distribuciju austrijskih,koje su proglaene kritinim dozvolama , vremenskihfrancuskih (vrijede za cijelu godinu), te CEMT-dozvola.HGK je 2009. godine preuzeo od MMPI-a 165.124dozvole za meunarodni teretni cestovni promet, meukojima je njih 123.639 izdano prijevoznicima putemupanijskih komora.Kako bi se podigla kvaliteta djelatnosti cestovnog

    Bregana and railroad in Dobova, and ends at the borderwith Serbia, with the Lipovac motorway section andrailroad in Tovarnik.Corridor VII the Danube also flows through Croatia.

    INFRASTRUCTURE AND MAJOR ROAD ROUTESIN CROATIAThe total length of Croatian roads is 29,472.5 km (main,regional, local). Of these, there are 1,523 km of highwayand 2,256 km of E-roads.Until total completion of the motorway network, that is

    foreseen by Traffic Development Strategy, the existinghalf motorway network that is 144 km long needs tobe extended to a full motorway profile (144 km IstrianEpsilon), as well as the remaining 65 km motorwayfrom Ploe to Dubrovnik is to be constructed, and theVC corridor from Beli Manastir through Osijek to theB&H border is to be finished as well as the section fromZagreb to Sisak.Considering the number of tourists arriving in our regionfrom Western, Central, Southern and Eastern Europe,motorway construction is also a strategically importantinvestment.

    INTERNATIONAL ROAD GOODS TRANSPORTUnder the Road Transport Act (NN [Official Gazette]178/04), the Croatian Chamber of Economy is authorisedto distribute permits for international goods transport.Under the law, the CCE is set up to represent andpromote its members interests, and, supervised by theRoad Transport Department of the Ministry of the Sea,Transport and Infrastructure; it distributes transportpermits under its public authority.The Ministry has adopted new Rules for the Distributionof Permits for International Goods Transport, whichbecame effective at the end of December 2005 (NN

    118/05).There are 2,700 carriers licensed for internationaltransport (Source: Ministry of the Sea, Transport andInfrastructure, August 28th, 2009, list of licences)possessing a total of 11,381 vehicles. 4,630 of theseare classified as black and 6,751 as environmentally

    teretnog prometa kao vaan element za ulazak naeuropsko trite, potrebno je smanjiti broj crnih vozila,odrediti status novolicenciranih prijevoznika, rijeitiproblem dugog ekanja na graninim prijelazima icarinskim ispostavama te nadalje uspjeno suraivatis resornim institucijama, lanicama i drugimgospodarskim subjektima izvan HGK.

    CESTOVNI PRIJEVOZ PUTNIKAPrijevoz putnika cestom obavlja se autobusima kaolinijski prijevoz ili kao slobodni prijevoz u unutranjemi meunarodnom prometu. U RH je 2009. godineregistrirano 5071 autobusa .U 2009. godini ukupno je prevezeno 58.493.000 putnikas ostvarenih 3498 milijuna putnikih kilometara.(Izv: DZS, sj 12. vlj 2010.).

    HGK usklauje vozne redove za upanijske,meuupanijske i meunarodne linije linijskog prijevozaputnika u cestovnom prometu.Izv: mmpI, hgk, DZS.

    ROAD PASSENGER TRANSPORTBuses perform the transport of passengers by road,either as scheduled or chartered transport, domesticallyand internationally. In the Republic of Croatia in 2009,5,071 buses were registered. A total of 58,493,000passengers were transported with over 3.498 mil.passenger kilometres travelled(Suc: aul Sisics rublic Ci 2008, CBS).

    ELJEZNIKI PROMETU gotovo dvjestogodinjoj povijesti eljeznice nije joj sedogodilo toliko bitnih promjena koliko u posljednjih desetgodina. Te promjene nisu kao do sada ograniene natehniko-tehnoloka rjeenja, nego se prvi put obuhvaaorganizacijski oblik, vlasniki oblik, trina orijentacija,nova zakonska rjeenja i sl. Nova orijentacija na tritei konkurentne odnose te profitabilnost kao novi nainposlovanja postale su nove polazne osnove poslovnepolitike.U usporedbi s drugim prometnim granama, eljeznicaima niz prednosti u pogledu energetske uinkovitosti,ekoloke odrivosti i ekonomske isplativosti. Uz to,eljeznica omoguuje masovan, brz i ekonomianprijevoz ljudi i tereta.Zbog navedenih razloga Hrvatske eljeznice, uz odlianprometni poloaj, obiljeava i integriranost njihoveprune mree u europsku eljezniku mreu.Dugorona poslovna orijentacija Hrvatskih eljeznica jestizgradnja moderne infrastrukture na prugama koje sudio V. B i C te X. paneuropskoga prometnoga koridora.n X. paneuropski prometni koridor zapadnu Europu

    spaja s Grkom, Bugarskom i Turskom. Njegovahrvatska dionica je pruga dravna granica - SavskiMarof - Vinkovci - Tovarnik - dravna granica.

    Ukupna je duina dionice 316,4 km.n Ogranci V. paneuropskoga prometnoga koridora

    koji Italiju preko Slovenije i Maarske spajaju sUkrajinom: ogranak B Budimpetu preko Koprivnicei Zagreba spaja s Rijekom. Njegova hrvatska dionicaje pruga dravna granica - Botovo - Zagreb -

    RAIL TRANSPORTIn almost 200 years since their introduction, railwayshave never experienced so many significant changesas has been the case during the last ten years. Unlikepreviously, these changes are now not limited totechnical and technological solutions. For the first timethey also affect organisational arrangements, ownershipstructure, market orientation, new legislative solutionsand similar aspects. New market and competitionorientation and profitability as additional operatingparameters have become the new basis for operationalpolicy.Compared with other transport sectors, rail transportshows a wide range of advantages in terms of energyefficiency, environmental sustainability and costefficiency. In addition, rail allows fast and economicalmass transport of people and goods.For the above-mentioned reasons, together withexcellent positioning within the traffic network, CroatianRailways network is also characterised throughintegration in European railway network.Croatian Railways long-term business projectionsenvisage the construction of modern infrastructure onsections, which belong to the V, B and C and X Pan-European transport corridors.

    n X Pan-European transport corridor which connectsWestern Europe with Greece, Bulgaria and Turkey.Its Croatian section is state border with Slovenia -Savski Marof - Vinkovci - Tovarnik state borderwith Serbia. The total length of this section is 316.4km.

    Karlovac - Rijeka. Ukupna je duina dionice 328,7km. Ogranak C Budimpetu preko Osijeka - akova- amca - Sarajeva i Mostara spaja s lukom Ploe.Njegove su hrvatske dionice pruga dravna granica- Beli Manastir - Osijek - Slavonski amac - dravnagranica (sjeverni krak ogranka C V. koridora) i prugadravna granica - Metkovi - Ploe (juni krakogranka C V. koridora). Ukupna je duina tih dionica129,6 km.

    Zbog svega toga H je napravio projekt modernizacijeza razdoblje od 2003. do 2007. godine. Ugovorimas kanadsko-njemakom tvrtkom BomabardierTransportation i s bankom Westdeutsche Landes Bankpotpisanima 22. srpnja 2003. godine.

    Tako su Hrvatske eljeznice kupile osam novih nagibnihvlakova koji voze na relacijama od Zagreba prema Splitu,Rijeci, Osijeku, akovcu i Poegi.Tijekom 2007. godine na temelju Zakona o eljeznicii Zakona o podjeli trgovakog drutva H Hrvatske

    eljeznice osnovano je pet zasebnih pravnih subjekata, tosu H-Infrastruktura d.o.o., H-Putniki prijevoz d.o.o.,H-Cargo d.o.o, H-Vua vlakova d.o.o. te H-Holdingd.o.o. Na dan 31. prosinca 2009. godine u H-Hrvatskimeljeznicama sa ovisnim drutvima bilo je zaposleno18 445 radnika, ukupni je konsolidirani prihod iznosio3,452 milijarde kuna a gubitak u odnosu na 2008 godinusmanjen je sa 61,7 miljuna kuna na 18,9 milijuna kuna.U prijevozu putnika prevezeno je 3,8% putnika vienego 2008. godine dok je kod prijevoza tereta zbog krizezabiljeen pad od 19,8%.Luka Rijeka, kao i ostale nae luke, trebala bi vieiskoristiti svoj izvrstan zemljopisni poloaj i odlinepreduvjete za prekrcaj svih vrsta tereta (generalnih,rasutih, kontejnerskih, ro-ro, tekuih, ive stoke i dr.)jer se predvia porast pomorskoga prometa, osobito nasjevernojadranskom pomorskom pravcu, i to ponajprijezbog prekapacitiranosti sjevernoeuropskih luka.Udio kombiniranog prijevoza u ukupnom je prijevozurobe vrlo mali. Kako je ta grana prometa jedan odnajsuvremenijih oblika, primjeren i zatiti okolia,potrebno ju je (uz dravne poticaje) unaprijediti to prijeradi ukljuivanja u europske pravce.Takoer, RH treba iskoristiti svoj geoprometni poloaji u zranom prometu jer se kao jedna od zemaljaMediterana nalazi na krianju zranih putova za junu,istonu i srednju Europu. U RH sedam je zranih luka,

    Zagreb, Split, Dubrovnik, Zadar, Rijeka, Pula i Osijek,namijenjenih meunarodnom prometu te tri zranapristanita, Bra, Loinj i Vrsar, za prihvat i otpremumanjih zrakoplova komercijalne namjene.

    STRUKTURA PRIJEVOZA PUTNIKA PREMAVRSTAMA PRIJEVOZA U 2009. GODINIn u cestovnom prijevozu 40%n u eljeznikom prijevozu 50%

    n Branches of V Pan-European transport corridor whichconnects Italy with Ukraine through Slovenia andHungary are:B-branch which connects Budapest with Rijeka viaKoprivnica and Zagreb. Its Croatian section is fromthe state with Hungary - Botovo - Zagreb - Karlovac -Rijeka. The total length of the section is 328.7 km.C-branch which connects Budapest and the Ploe Portvia Osijek, akovo, amac, Sarajevo and Mostar. ItsCroatian sections are from the border with Hungary- Beli Manastir Osijek - Slavonski amac borderwith Bosnia and Herzegovina (north extension ofC-branch within V corridor) and border with Bosniaand Herzegovina - Metkovi - Ploe (southernextension of C-branch within V corridor). Total lengthof these sections is 129.6 km.

    With all this in mind, Croatian Railways have developeda project for the modernisation of Croatian Railways forthe period 2003 2007.

    By concluding contracts with Bombardier Transportation,a Canadian-German company, and WestdeutscheLandesbank, signed on July 22, 2003, Croatian Railwayspurchased eight new tilting trains, from Zagreb to Split,Rijeka, Osijek, akovec and Poega.During 2007, according to the Act on Railways and theAct on Division of the Company H - Croatian RailwaysLtd., there were established five separate legal entities;the H-Infrastructure Ltd., the H-Passenger TransportLtd., the H-Cargo Ltd., the H- Trains traction Ltd. andH-Holding Ltd. On 31 December 2009 in H-CroatianRailways there were 18,445 workers employed, the totalconsolidated revenue amounted to HRK 3.452 billion,and the loss achieved in relation to 2008 decreased fromHRK61.7 million to HRK18.9 million. There was 3.8%more of transported passengers compared with 2008,whilst the transport of load registered a fall of 19.8%due to the crisis.Port of Rijeka, as well as our other ports, should moreuse the excellent geographical position and excellentprerequisites for the transhipment of all cargo types(general, bulk, container, ro-ro, liquid, live cattle, etc.)because the maritime transport increase is anticipated,particularly in the North-Adriatic sea direction, namelyprimarily because of the over-capacitance of North-European ports.Share of combined transport in the total goods transport

    is very small. As this transport sector is one of themost modern forms, and appropriate for environmentalprotection as well, it is necessary to improve it (bygovernment incentives) as soon as possible for inclusionin the European routes.Likewise, the Republic of Croatia should use its geo-traffic position in air transport, because as one of theMediterranean countries it is located at the intersectionof air routes for the southern, eastern and centralEurope. There are seven airports in Croatia Zagreb,Split, Dubrovnik, Zadar, Rijeka, Pula and Osijek intended for international traffic and three air-ports Bra, Loinj and Vrsar for the reception and shipping ofsmall aircrafts of commercial purposes.

    ZRANI PROMETU Republici Hrvatskoj sedam je zranih luka - Zagreb,Split, Dubrovnik, Zadar, Rijeka, Pula i Osijek -namijenjenih meunarodnom prometu. U njima 55 postovlasnitva ima drava, a ostatak vlasnitva raspodijeljenje izmeu regionalnih i lokalnih samouprava. Tu su itri zrana pristanita, Bra, Loinj i Vrsar, za prihvati otpremu manjih zrakoplova komercijalne namjene.Kroz hrvatske zrane luke godinje proe oko 5 milijunaputnika, a u svijetu u meunarodnom prometu godinjeputuje oko pet milijardi ljudi.Putniki promet na zranim lukama Republike Hrvatskemalo je ispod razine na kojoj je bio prije rata, kadaje njima prolazilo i do 5,5 milijuna putnika godinje.Prologodinjih gotovo 5 milijuna putnika pokazalo jekako je ekonomska globalna kriza zahvatila i Hrvatskute je zabiljeen manji broj putnika u odnosu na 2008.godinu (-5,6%) iako se predvialo da bi u 2010. godinipromet putnika mogao biti premaen u odnosu naprijeratne godine.

    Iako Zrana luka Osijek biljei porast broja putnika u2009. godini (39%), i dalje njeno poslovanje ne donosikorist. Zbog neisplativosti zatvaranja i opet vrlo skupogulaganja u infrastrukturu, opremu i samu gradnju, izlazbi mogao biti u dovoenju jo vie low cost carriera iliu sadrajima kao to je primjerice kola za Lufthansine

    pilote u Zranoj luci Zadar.Dakako, da bi se udovoljilo zahtjevima poveanog brojaputnika i olakao protok robe, potrebno je proiriti,opremiti i modernizirati postojee objekte zranihluka te poveati flotu nacionalne kompanije Croatia

    AIR TRANSPORTThere are seven airports in the Republic of Croatiainternational Zagreb, Split, Dubrovnik, Zadar, Rijeka,Pula and Osijek. A 55% stake in each is held by thestate, and the rest is divided between respectiveregional and local government. There are also threelanding facilities Bra, Loinj and Vrsar for thearrival and dispatch of smaller commercial aircraft.Compared with the total number of airports globally -around 1,200, this is a large share, accounting for 0.8%of all world airports. Croatian airports register some 5million passengers annually, while the total number ofinternational travellers globally is 5 billion people.Passenger transport in Croatian airports lags slightlybelow pre-war figures, when airports recorded upto 5.5 million passengers per year. Almost 5 millionpassengers last year showed that the economic globalcrisis affected Croatia, registering thus a smaller numberof passengers in relation to 2008 (-5.6%), although theit had been estimated that the traffic in 2010 might besurpassed compared with the pre-war years.

    Although the Osijek Airport registered an increase inthe number of passengers in 2009 (39%), its business itsbusiness still fails to bring profit. Due to lack of cost-effectiveness and another highly expensive investmentin the infrastructure, equipment and construction, the

    solution might be in introducing more low-cost carriersor activities such as Lufthansas Pilot School at ZadarAirport.

    Naturally, in order to meet the requirements resultingfrom the growing number of passengers and to facilitate

Primjerice 1979. godine prevezeno je1,917.000 putnika.Plan poslovanja Croatia Airlinesa za 2009. godinubio je usmjeren ostvarivanju boljih trinih zahtjevazadravanjem svih postojeih odredita redovitogprometa uz poveanje udjela na tritu te zadovoljavanjepojaane turistike potranje na tritima VelikeBritanije, Njemake, Nizozemske i Francuske. U ljetnomredu letenja novost su izravni letovi iz hrvatskihodredita u Barcelonu (triput tjedno) i Goteborg(dvaput tjedno) od lipnja te su uvedeni dodatni letovina pojedinim linijama (iz Zagreba u Kopenhagen), kao

    i pojaavanje broja tjednih frekvencija (iz Zagrebau Pritinu). Novost su i izravni letovi iz Pule u Pariz(dvaput tjedno).Tako su 2009. godine prevezena 1,750.874 putnika,a 2008. je prevezeno 1,868.869 putnika, to je estposto manje u odnosu na 2008. godinu. Istodobno suprevezene 3672 tone tereta, to je 17 posto manje uodnosu na 2008. godinu, a popunjenost putnike kabineje 3,8 posto manja (tablica 2.). Ovi pokazatelji govorekako globalna kriza, problemi i teko stanje zrakoplovneindustrije utjeu i na poslovanje Croatia Airlinesa tese meu najrizinije imbenike poslovanja kompanijeubrajaju oekivana kretanja na prodajnom tritu kojeje u recesiji, kretanja na tritima goriva i kretanjekamatnih stopa.

    Table 1 shows the number of the passengers in 2009,with comparisons made with 2008 and the pre-waroperating performance and to the performance duringthe first years of Croatias independence. The analysiscovers the whole air transport network of the Republicof Croatia, that is, all major airports receiving anddispatching passengers, luggage and goods in bothdomestic and international air traffic.In addition, the table also gives a breakdown andanalysis of the current market potential in passengertransport. The number of transported passengers in2009 at Zagreb Airport was 7.6% (2,062.242) higherwith regard to the pre-war figures. For example, a totalof 1,917,000 passengers were transported in 1979.

    The business plan of Croatia Airlines for 2009 wasfocused on meeting all high market demands by keepingall regular flights, increasing market share and satisfyingincreased tourist demand on the British, German, Dutchand French markets.

    The summer flight schedule introduced new directflights from Croatia to BArcelona (three times a week)and Goteborg (two times a week) starting from June.They also introduced additional flights (from Zagreb toCopenhagen, as well as increased the number of weeklyflights (from Zagreb to Pritina). Direct flights from Pulato Paris (two times a week) are also new.

    In 2009 the actual number of passengers was 1,750,847while in 2008 the number of passengers was 1,868,869,that is 6% more than in 2008. At the same time, 3,672tonnes of goods are transported, which is 17% lesscompared with 2008, while the cabin occupancy ratedecreased by 3.8% (Table 2.). This indicators show thatthe global crisis, problems and difficult conditions of theairway industry affect the business of Croatia Airlines,and one of the riskiest business factors of the companyincludes unexpected movements on the sale market,affected by the recession, movements on the petrolmarket and movements of interest rates.
