Executive Summary報告摘要

The Government Laboratory (GL) provides a wide rangeof analytical, investigatory and advisory services to

support and enable bureaux and departments of the

Government of the Hong Kong Special Administrative

Region (HKSAR) to meet their responsibilities for law and

order, public health and safety, environmental protection,

government revenue, consumers' interests and

implementation of government policies. Similar services

are provided for other statutory bodies.

As most of the Laboratory’s activities, operations and

services involve the use of chemicals, reagents, and

different types of analytical instruments, proper

procedures for storage of materials, handling of samples,

conducting tests and disposal of generated wastes, have

been established to fulfil the environmental protection

obligations.

政府化驗所提供廣泛的分析、調查和諮詢服務，為香港特別行政區的政策局及其他政府部

門，在法治、公眾衞生及安全、環境保護、政

府稅收和消費者權益等各方面的工作，提供支

援。有需要時，亦會為其他法定機構提供相關

服務。

由於大部份化驗所的活動、操作和服務涉及化

學品、試劑和不同類型的分析儀器的使用，因

此化驗所設立了恰當的物料儲存、樣品處理、

進行測試和廢物處理的程序，以履行維護環境

的負任。

為了更有效地管理、和以更系統化的方式來實

現高標準環境績效的承諾，自1998年以來，化

驗所已根據ISO 14001標準建立、實施、維持

和持續改善環境管理系統(EMS)。

表現及維持高水平的環保目標。

To better manage and achieve our commitment in

maintaining a high standard of environmental

performance in a more systematic manner, the Laboratory

has since 1998 established, implemented, maintained

and continually improved an environmental management

system (EMS) in accordance with ISO 14001 standard.

This report summarises the Laboratory’s environmental

performance in the year 2018 and progress of various

activities pertaining to the Laboratory’s environmental

management system. The Laboratory will continue to

seek opportunities to enhance environmental integrity of

all its processes and facilities, and to sustain a high

standard of environmental performance in its operation.

Profile of Key Responsibility

The varieties of services provided by the GL in theareas of forensic, analytical and advisory services to

various bureaux and government departments are

diverse and comprehensive. Analytical and advisory

services are provided for surveillance programmes

on food, drugs, Chinese medicines and commodities

to safeguard the health of the public, and protection

of consumers’ interests. We also provides testing

and advisory services related to environmental

protection in order to support the sustainable

development of Hong Kong. Forensic science

services provided by the Laboratory have to be

impartial, accurate and efficient, which are essential

for upholding the criminal justice system of Hong

Kong. Where appropriate and necessary, we would

also provide services to public institutions.

Structurally, the Laboratory is headed by the

Government Chemist and the organisation of the

Laboratory is shown as below.

截至 2018 年底，政府化驗所的人手

編制共 487 人，其中包括七名首長

級人員及 480 名非首長級人員。政

府化驗所 2018 至 2019 年度的實際

開支 5.03 億元。現時，政府化驗所

共有 28 個組別，其辦事處分佈於本

港七個不同地點。

As at the end of 2018, the GL had an

establishment of 487 staff, comprising seven

directorate-grade and 480 non-directorate-

grade staff members. The actual

expenditure for 2018-2019 was HK$ 503

million. Currently, the Laboratory consists of

28 operating Sections at seven different

locations in Hong Kong.

政府化驗所承諾致力執行有效的環保管理作為管理工作的一個重要部分。我們的政策，是確保不論何時何地，政府化驗所的工作程

序和設施能全部符合環保要求。在 2017 年，政府化驗所修訂了環

保政策以乎合 ISO 14001：2015 標準中規定的要求。為達至有效的

環保管理，我們會遵從以下六大原則：

The Laboratory is committed to maintaining a sound environmentalmanagement system as an integral part of its activities. It is our policy to ensure all

processes and facilities of the Laboratory are fully complied with environmental

requirements, at all times and in all places. In 2017, GL revised the environmental

policy to address the requirements stipulated in the ISO 14001:2015 standard. In

order to achieve effective environmental management, we do so by adhering to

the six principles of our environmental policy:

Environmental Management System環境管理系統

員工責任 Staff Responsibility

The Laboratory’s Environment, Safety and Security Committee (LESSC)is responsible for formulating the environmental policy, overseeing its

implementation and monitoring environmental performance. The

Committee is chaired by a directorate-grade officer and meets regularly.

It comprises officers appointed by the Government Chemist and staff

representatives from different ranks.

Section Heads and the Departmental Secretary are assigned to be the

Laboratory’s Environment, Safety and Security Inspectors, who are

responsible for ensuring compliance with the established

environmental policy, guidelines and measures on environmental

matters by all staff.

Moreover, an Environmental Management System Working Group

(EMSWG) was established to assist the Environmental Manager (EM) in

overseeing the implementation of the EMS in Environmental Chemistry

A & B Sections, Residues Section and Trace Elements Section according

to the international standard ISO 14001. Under the leadership of the

Section Heads and the Departmental Secretary are assigned to

be the Laboratory’s Environment, Safety and Security Inspectors,

who are responsible for ensuring compliance with the

established environmental policy, guidelines and measures on

environmental matters by all staff.

An Environmental Manager (EM) is assigned to be responsible

for all matters relating to environmental management in the

Analytical & Advisory Services Division. Moreover, an

Environmental Management System Working Group (EMSWG)

was established to assist the EM in overseeing the

implementation of the EMS in Environmental Chemistry A & B

Sections, Residues Section and Trace Elements Section according

to the international standard ISO 14001. Under the leadership of

the EM, the EMSWG comprises representatives from the four

Sections concerned and the Quality Management Section.

各組主管及部門主任秘書均獲委任為化驗所環

境安全保安督察，負責監督屬下員工遵守環保

政策、指引及措施。

分析及諮詢事務部轄下設有環保經理 (EM) 負

責部內的環保事宜。部內另設有環境管理系统

工作小組 (EMSWG)，以負責協助環保經理

(EM) 處理四個獲國際環保標準 ISO 14001 認證

的組別推行環境管理工作。有關組別包括環境

化學A組、環境化學B組、微量元素化驗組及殘

留組。而工作小組由環保經理領導，成員包括

有關組別及品質管理組的代表。

教育及培訓

所有新受聘的員工必須參加安全及環保培訓，

内容包括化學品處理、安全設備使用、化學品

和廢料洩漏處理及一般實驗室安全措施的培訓。

此外，政府化驗所亦定期舉行有關處理緊急事

故的培訓及演習，當中包括處理化學品洩漏，

來減低對環境的污染。

Education and Training

Training on safety and environmental management is given to

new recruits, which covers general laboratory safety practices,

handling of chemicals and equipment, and procedures for

handling chemical spills and wastes. Furthermore, training in

dealing with environmental emergencies like handling of chemical

and biological hazards to minimise contamination to the

environment is also provided regularly.

為了監測、量度、分析和評估環境績效並

證明其能履行合規義務，化驗所每年對獲

得 ISO 14001 認證的組別會計劃和實施一

套環境監測計劃。2018 年的環境監測計劃

已經圓滿結束，從收集回來的監測數據中

可看到，所有分析物和參數均符合相關的

法定限制。2018 年 12 月中，政府化驗所

進行了該年度的環境管理系統內部評審。

評審範圍包括環境化學A 組、環境化學B

組、微量元素化驗組、殘留組與協調相關

環境管理的 EMSWG。此外，香港品質保證

局於 2019 年1 月為該 4 個獲認證組別進行

審核，確認政府化驗所的環境管理系統及

有關運作程序符合國際標準 ISO

14001:2015 的認證要求。

To monitor, measure, analyse and evaluate the

Laboratory’s environmental performance and to

demonstrate fulfilment of compliance obligations,

an environmental monitoring programme is planned

and conducted annually for the Sections under ISO

14001 scope. The environmental monitoring

programme in 2018 was completed. The results of

all analytes and parameters were in compliance

with relevant regulatory limits. An annual internal

audit was carried out in December 2018 for

Environmental Chemistry A & B Sections, Trace

Elements Section, Residues Section and EMSWG

which is responsible for related environmental

management coordination. In addition, the Hong

Kong Quality Assurance Agency (HKQAA) conducted

recertification audit for these 4 Sections in January

2019. These audits served to verify that the

environmental management system and relevant

operating procedures complied with ISO

14001:2015 and have been implemented effectively.

Emergency preparedness & response

A total of 31 Drill sessions (including the fire drill) wereconducted for different types of environmentalemergencies in 2018. All the drills were carried outaccording to the documented contingency plans.Annual review of emergency preparedness andresponse revealed that the drill exercises demonstratedthe current contingency plans and staff performanceare adequate and satisfactory .

2018 年共針對不同類型的環境突發事故進行了 31 次演習（包括火警演習）。所有演習均按照既定的應變計劃進行。根據緊急事故準備和應變的年度審查報告顯示，這些演習証明現行的應變計劃及員工的表現是充份及滿意。

綠色採購

若所有供應商提供的預期材料或服務的價錢相同，則優先考慮選用由經過 ISO 14001 認證的製造商和供應商生產的產品。應盡量減少使用包裝材料。包裝用的紙箱應由 100％回收材料製成。在 2019 年度投入運作的新內部庫存管理和訂購系統中，在要求報價時已加入以上條款以鼓勵供應商提供較環保產品或服務。Preferential consideration is given to productsmanufactured by certified ISO 14001 manufacturers andsuppliers if the offers of the intended material or servicefrom all suppliers are the same. Use of packing materialsshould be minimised. Carton box packaging should bemade from 100% recovered material. The above noticeshave been incorporated into the quotation request ofthe new "Internal Stock Management and OrderingSystem (ISMOS)“ operated in 2019 to encouragesuppliers to provide more environmental friendlyproducts or services.

Currently, 4 Sections of the Laboratory have obtained the ISO 14001 certification. The Laboratory is exploring the feasibility to extend the scope to cover other Sections by reallocation of current resources.

目前，政府化驗所有四個組別已獲得 ISO 14001 認證。政府化驗所正在通過重新分配現有資源，硏究擴大認證範圍以涵蓋其他組別的可行性。

Initiatives on Environmental Improvement環境管理改善措施 /計劃

政府化驗所環境安全及保安小組不但制訂環保指引，更不時提醒員工遵守相關指引和守則。當中，

電力、影印機用紙張和信封的耗用量被選為每年

度環保成效的指標，下表詳列 2016、2017及2018

年度的資源耗用量。

The Laboratory Environmental, Safety and SecurityCommittee (LESSC) prepared the environmental guidelines

and frequently reminds colleagues to observe the green

housekeeping measures stipulated therein. In this

connection, the consumption of electricity, photocopier

paper and envelope were monitored annually as

environmental performance indicators. Figures for the year

2016, 2017 and 2018 are given below for reference.

資料顯示，政府化驗所通過持續執行環保措施，

在過一年，信封及影印機用紙張的耗用量都有所

減少。

另一方面，政府化驗所在應付客戸部門要求新的

分析和化驗服務之餘，仍能夠保持電力耗用量平

穩，這是全賴政府化驗所多年來都考慮以新儀器

或設備，去取替過時的實驗室儀器或設備。

The figures indicate that GL, via continually taken green

measures in the past years, has reduced on envelop

consumption and photocopier paper consumption in the last

year.

On the other hand, the demand for electricity of GL had been

quite steady even new analytical services are constantly

requested by client departments. This was made possible if

any installation of new instrument or facilities could be offset

by discontinued service of obsolete instrument or facilities.

Waste Management

廢物管理

根據 ISO 14001 環境管理系統的要求，政府化驗所必須監察因日常運作而產生的污水與廢氣的排放，以確保污染物含量符合有關法例的規定。為確保監測的所有參數均符

合法定要求，政府化驗所必需在實驗室中建立有效和健全的廢物管理系統。所有工作

人員都必須接受培訓，並定期提醒他們需按照既定的環境準則妥善處理各種廢物。

Under the ISO 14001 EMS, the Laboratorykeeps monitoring the level of pollutants in the

effluent discharge and air emission to ensure

the compliance with relevant regulatory limits.

One way to ensure that all the parameters

being monitored could comply with the

statutory requirements is to have an effective

and sound waste management system in the

Laboratory. All the staff members are trained

and reminded to dispose of all kinds of wastes

properly in accordance with established

environmental guidelines.

For example, all chemical wastes generated in the

Laboratory are collected for treatment by an authorized

agent. The amount of chemical wastes generated in 2016,

2017 and 2018 are summarized as follow:

Despite increase in the volume, scope and complexity of work, continuing from the trend last year, there was significant

reduction in the usage of acid. The usages of alkali as well as non-halogenated organic solvent also decreased as compared

with 2017. In general, the total amount of chemical wastes generated decreased slightly. This demonstrates that the

Laboratory’s environmental management programmes have been effectively implemented.

儘管客戶部門要求化驗所提供

更多、更複雜和涵蓋範圍更廣

Indoor Air Quality室内空氣質素

The Laboratory takes every opportunity to further enhance itsenvironmental performance. As regards indoor air quality (IAQ), four

laboratory premises including the Headquarters at the Ho Man Tin

Government Offices, the two blocks of the Food Safety Laboratory (FSL)

in Pokfulam and the Chinese Medicines Section in the Public Health

Laboratory Centre (PHLC) have attained “Good Class” in accordance

with the Indoor Air Quality (IAQ) Certification Scheme in 2018.

政府化驗所一向致力從不同的環節來提升環境保護的表現。有關室内空氣質素方

面，四個來自不同地方的實驗室，包括位

於何文田政府合署的政府化驗所總部、位

於薄扶林食物安全檢測所的兩幢大樓、以

及在公共衞生檢測中心的中藥化驗組，於

2018 年參加了「室内空氣質素認證計

劃」，並取得了「良好」級別。

Energy Management

In order to support the government policy onelectricity saving, an external energy audit was

previously conducted by a contractor hired by the

EMSD in late 2015 for Food Safety Laboratory (FSL)

situated at 800 Victoria Road, Pokfulam on the Hong

Kong Island. The aim was to identify room for

improvement with respect to energy saving in the

FSL. The final audit report revealed a range of

Energy Management Opportunities (EMO) for

consideration. Upon recommendation by the EMSD,

three EMOs with reasonably short payback periods

on full replacement cost have been implemented.

Two of them, installation of motion sensors and LED

lights, and replacement of chillers have been

completed in 2017 and 2018 respectively. The last

project of replacement of air handling units (AHU)

will also be completed in 2019.

能源管理

為了響應政府節約電力的政策，機電工程署於 2015 年尾，為位於香港島薄扶林

域多利道 800 號的食物安全檢測所安排了

一次能源審核，目的是希望從中找出一些

可以節省能源的空間。最後得出的審核報

告提供了一系列可節能的能源管理機會

(EMO)。經過機電工程署的建議，三項具

有合理成本回收期的 EMO 現已落實推行。

其中兩項目，安裝動作感測器和 LED 燈，

及更換冷卻器分別在 2017 年及 2018 年完

成。最後一項更換空氣處理裝置 (AHU) 亦

將會在 2019 年內完成。

政府化驗所大部份的組別或衛星實驗室，是與其他政府部門共用大樓空間，

都是由政府產業署或大廈管理辦事處來

管理。而位於香港島薄扶林域多利道

800 號的食物安全檢測所則由政府化驗

所獨立管理。目前，檢測所設有殘留組，

該組別負責檢測食品中的獸藥殘留和農

藥殘留。

政府化驗所在 2018 年度根據由環境保

護署及機電工程署聯合出版的「香港樓

宇(商業、住宅或機構)温室氣體排放及

減除分析和報告指引 ( 2010 年版)」為

食物安全檢測所進行碳審計評估，結果

顯示在 2017/18 財政年度的温室氣體排

放量為 1 625 公噸二氧化碳當量，並已

呈交予環境保護署。

香港特別行政區政府承諾與國際社會緊

Most of sections or satellite laboratories of GLare sharing the building spaces with other

Departments and hence co-managed by the

building management offices or the Government

Property Agency. FSL situated at 800 Victoria

Road, Pokfulam on the Hong Kong Island, on the

other hand, has its own premises. Currently, the

FSL houses the Residues Section which is

responsible for testing of residues of veterinary

Environmental Protection Department (EPD) and

the Electrical and Mechanical Services

Department (EMSD). The result indicated the

amount of greenhouse gas (GHG) emission in

2017/18 fiscal year for FSL was 1 625 tonnes of

It is the commitment of the Government of the Hong Kong

Special Administrative Region to working closely with the

international community to reduce GHG emissions. In this

regard, the GL will continue to consider and adopt green

measures wherever practicable to reduce the total GHG

emissions in the future.

The Laboratory is committed to maintaining a soundenvironmental management system as an integral part of

its activities. It is our policy to ensure environmental

integrity by reviewing all processes and facilities at all times

and in all places. The findings of environmental audits as

well as environmental monitoring data in 2018 have

indicated that the EMS adopted in the Laboratory is well

maintained and in good order. It can be concluded that the

Laboratory’s EMS continues to be suitable, adequate and

effective in achieving the intended outcomes of the

environmental policy.

As always, in pursuit of continuous improvement in

environmental performance, the Laboratory constantly

reviews its operation to ensure that the established

environmental guidelines and procedures are fully

implemented. All the Sections concerned will continue to

examine their analytical methods to find ways in replacing

any hazardous or non-environmentally friendly chemicals or

solvents. Streamlining process could also help in reducing23

To align with the two newly added intended outcomes

stated in the environmental policy, namely to “preserve

resources” and to “support sustainable development”,

the environmental programmes in the future would

place more emphasis and instill elements of energy and

green management into the system. All staff members

are encouraged to observe and adhere to green

guidelines and energy-saving practices.

One of the great challenges for the GL nowadays is to

keep up our good work and standards without

compromising its environmental performance. As

demonstrated in the past, although the testing

demands from client departments have increased over

the years, the total amount of chemical wastes

generated was still under reasonable control or even

slightly decreased. This is attributed to the effectiveness

of the environmental measures implemented.

為了配合環保政策中的規定，未來的環

境計劃將更加重視“保護資源”和“支

持可持續發展"這兩項新增的預期成果，

並將能源管理和綠色管理的元素，注入

現時的環境管理系統當中。化驗所會不

措施。

現時，政府化驗所面對的其中一種挑戰，

就是如何在繼續維持我們優質服務的同

時，仍然保持良好的環保表現。要達至
