CROLEI LEADING INDICATORS OF INDUSTRIAL PRODUCTION
Unatoè oporavku u zadnja dva mjeseca 2002. godine CROLEI indeks ipak do�ivljava stagnaciju prošle godine. Takvo kretanje indeksa
govori o moguæem usporavanju rasta ekonomske aktivnosti polovicom 2003. godine. Do pada indeksa dolazi i u sijeènju 2003. godine.
Polovica indikatora u sastavu CROLEI iskazuje pad, pa je vrijednost difuznog indeksa i dalje 50%. No u veljaèi dolazi do znaèajnijeg
oporavka prognostièkog indikatora za jedan indeksni poen, buduæi da je sedam od osam pokazatelja iskazalo rast. Ukoliko se u sljedeæa dva
do tri mjeseca nastavi takav trend, mo�emo govoriti o stabilnom rastu ekonomske aktivnosti krajem 2003. i poèetkom 2004. godine.
CROLEI index stagnated during last year regardless of recovery in last two months of 2002.
Such index trend may suggest possible slowing down of economic activity in mid 2003 period. CROLEI index recorded a decrease in January 2003 as well. Half
of indicators in a CROLEI system decreased in value, having as a result the value of diffusive index of 50%.
February brought recovery of prognostic indicators. Seven, out of totally eight, prognostic indicators recorded increase. If such trend continues, we could
predict stable growth of economic activity in the end of 2003 and beginning of 2004.

Prema podacima Dr�avnog zavoda za statistiku, prosjeèna isplaæena
neto plaæa u Republici Hrvatskoj za prva dva mjeseca 2003. godine
iznosila je 3.838 kuna, a što znaèi da je u odnosu na isti mjesec
prethodne godine porasla 8,2% nominalno odnosno 7,2% realno
(deflacionirano cijenama na malo). Prosjeèno isplaæena bruto plaæa u
istom razdoblju iznosila je 5.450 kuna, èime je zabilje�ila
meðugodišnji nominalni rast od 7,1% odnosno realni rast od 6,2%.
Prosjeèna mjeseèna isplaæena neto plaæa po zaposlenom u pravnim
osobama Republike Hrvatske za veljaèu 2003. iznosila je 3.786 kuna,
što pokazuje nominalni pad za 2,7%, a realni za 2,9% u odnosu na
sijeèanj 2003., dok je prosjeèna mjeseèna bruto plaæa po zaposlenom
u pravnim osobama Republike Hrvatske za veljaèu 2003. iznosila
5.375 kuna, što pokazuje nominalni pad za 2,8%, a realni za 2,9%, u
odnosu na sijeèanj 2003.na mjeseèna bruto plaæa po zaposlenom u

Vidljivo je da neto plaæe rastu po veæoj stopi od bruto plaæa iz èega
mo�emo zakljuèiti da se smanjenje poreza i doprinosa poèetkom
godine u najveæoj mjeri prelilo u rast neto plaæa.
Promatraju li se plaæe prema nacionalnoj klasifikaciji djelatnosti
vidljivo je da najni�e plaæe bilje�e Poljoprivreda Ribarstvo,
MAKROEKONOMSKA KRETANJA
- PLAÆE I MIROVINE -
Graðevinarstvo, Proizvodnja tekstila, Trgovina i Ugostiteljstvo, a
najviše Financijsko posredovanje, Javna uprava, Zdravstvena zaštita i
socijalna skrb, te sektor Prijevoza. Va�no je naglasiti da oni odjeljci s
višom prosjeènom plaæom uglavnom bilje�e i veæe meðugodišnje
stope rasta od odjeljaka s ni�im prosjeènim plaæama, a kao iznimka
javlja se sektor Ribarstva i Graðevinarstva u kojima su plaæe jedne od
najni�ih, a u promatranom razdoblju rasle su po jednoj od najveæih
stopa.
U prva dva mjeseca 2003. godine u odnosu na isto razdoblje 2002.,
plaæe su padale jedino u sektoru Poljoprivreda, lov i šumarstvo i to za
0,8%. Plaæe su u promatranom razdoblju najviše rasle u sektoru
Ribarstva (11,9%), Opskrbi elektriènom energijom, plinom i vodom
(11,1‚%), Graðevinarstvu (11,0%), te u sektoru Prijevoza (11,9%).
Trend oporavka ukupne gospodarske aktivnosti iz 2002. godine
nastavljen je i poèetkom 2003. godine, meðutim, nije ga slijedio
adekvatan rast zaposlenosti. Stoga je produktivnost rada u industriji u
prva 2 mjeseca 2003. godine porasla 8,0% u odnosu na isto razdoblje
prethodne godine djelomièno zahvaljujuæi rastu industrijske
proizvodnje od 3,9%, ali i uslijed pada broja zaposlenih u industriji od
0,1%. Broj zaposlenih u pravnim osobama Republike Hrvatske u
veljaèi 2003. godine iznosio je 1.042.461, a broj nezaposlenih
362.608. Stopa nezaposlenosti u veljaèi 2003. godine iznosila je
21,3%, a u odnosu na sijeèanj ukupni broj nezaposlenih pao je za
1,2%, a broj nezaposlenih �ena za 0,8%. Postoji
disparitet u ponudi kvalifikacijske strukture onih
koji tra�e posao i potra�nje za odreðenim
zanimanjima. Potrebno je spomenuti da u 2002.
godini raste broj nezaposlenih, a ponuda radnih
mjesta se smanjuje. Upravo zbog toga potrebno je
sustavno provoditi mjere aktivne politike
zapošljavanja, kojima se obuhvaæaju svi sudionici
na tr�ištu rada.
Prosjeèna starosna mirovina u veljaèi 2003. godine
iznosila je 1.752 kuna, odnosno porasla je 2,3%
nominalno ili 0,3% realno u odnosu na mirovinu iz
veljaèe 2002. godine.
Trend rasta broja umirovljenika iz prethodnih
godina nastavio se i u 2003. godini, dok se broj
zaposlenih koji plaæaju doprinose za mirovinsko
osiguranje poveæao gotovo istom stopom pa je i
njihov omjer na pribli�no istoj razini. Udio realne
mirovine u realnoj neto plaæi u veljaèi 2003. bio je
50,1% i u odnosu na isto razdoblje 2002. godine
smanjio se za 5,4%.
Prema podacima Hrvatskog zavoda za mirovinsko
osiguranje, u veljaèi 2003. godine bilo je 1.047
tisuæa umirovljenika na samo 1.414 tisuæa aktivnih
osiguranika èime je zadr�an nepovoljan odnos
zaposlenih koji plaæaju doprinos za mirovinsko
osiguranje na 1 umirovljenika (1,35), a to je jedan
od glavnih uzroènika financijskih problema
HZMO-a.

MACROECONOMIC TRENDS
- WAGES AND PENSIONS -
According to Central Bureau of Statistics data for the first two
months of 2003, average net wage in Republic of Croatia
amounted to HRK 3.838, which compared to a same period of
previous year represents an 8.2% increase in nominal terms or
7.2% in real terms (deflated by retail prices). Average gross wage for
the same period was HRK 5.450, which represents a nominal
increase of 7.1% or an increase of 6.2% in real terms, compared to
same period of previous year.
In February 2003 average monthly paid off net earning per person
in paid employment in legal entities in the Republic of Croatia
amounted to HRK 3.786, which represents a nominal decrease of
2.7%, and a real one of 2.9% as compared to January 2003. In the
same period , the average gross earning per person in paid
employment in legal entities in the Republic of Croatia amounted
to HRK 5.375, which represents a nominal decrease of 2.8% and a
real one of 2.9%, as compared to January 2003.
Stronger increase in net wages compared to an increase in gross
wages can be observed due to reduction in taxes and social
contributions in a beginning period of 2003.
Analysis by the National Classification of Economic Activity shows
that the lowest wages still recorded Fishing, Agriculture,
Construction, Manufacture of textiles, Trade and Hotels and
Restaurant and for the most part Financial Intermediation, Public
Administration, health and Social care and Transport. It can also be
observed that sectors with higher average wages are also the
sectors with higher annual growth rate with the exception of
Fishing and Construction which recorded the lowest increase in
wages while , in the same time, recording very high annual growth
rates. A decrease in wages, compared to same period of previous
year, was recorded only for sectors of Agriculture, Forestry and
Hunting and it amounted to 0,8%. The biggest increase in wages
for the observed period was recorded in Electricity, Gas and Water
Supply (11,9%), Construction (11,0%) and in sector of Transport
(11,9%).
It can be outlined that an overall economic activity recovery trend,
generated in 2002, is continuing in 2003, though it was not
accompanied with an increase in employment. As a result,
productivity of labor in industry, for first two months of 2003,
increased 8,0%, compared to a same period of 2002. This could be
attributed to a 3,9% increase in industrial production and to a
reduction in number of persons employed in industry, which
amounted to 0,1%.The number of persons employed in legal
entities in the Republic of Croatia for February 2003 period was
1.042.461 while the number of persons unemployed for the same
period was 362.608, thus creating a 21,3% unemployment rate. In
the same time, a decrease in number of persons unemployed of
1,2% was recorded in February 2003 compared to a month
before. The number of women unemployed decreased for 0,8% in
the same period. It has to be mentioned that there is a great
disparity between those who seek job positions and the demand
for certain positions. For that reason it is necessary to implement
and conduct appropriate policy measures to include all factors of
job market. Year 2002 recorded an increase in unemployment and
a decrease in job supply.
Average old-age pension in February 2003, compared to February
2002, amounted to HRK 1.752, which represents a 2,3% increase
in nominal terms or an increase of 0,3% in real terms.
Trend of increasing number of pensioners, as observed in previous
years, continued in 2003 too, while the number of employees who
pay pension insurance contributions increased at almost the same
rate which means that their ratio had not changed. The share of
real pension in real net wage amounted to 50,1% in February of
2003, which represents a decrease of 5,4%, compared to same
period of previous year.
According to pension fund data, 1.047.000 pensioners to
1.414.000 employees that pay pension insurance contributions
were recorded in February 2003. This creates a negative ratio of
1,35 employees to a 1 pensioner, which represents major financial
problem for Croatian Pension Fund (HZMO).

OSTVARENJE DR�AVNOG PRORAÈUNA
- veljaèa 2003 -
U prva dva mjeseca ove godine, središnji dr�avni proraèun
prikupio je 10,570 milijardi kuna prihoda, što predstavlja
ostvarenje od 13.59% od ukupno planiranih proraèunskih
prihoda za 2003. godinu. U odnosu na isto razdoblje prošle
godine, ukupni proraèunski prihodi zabilje�ili su porast od
5.3%.
U istom razdoblju izvršeno je 12,196 milijardi kuna rashoda,
odnosno 15.3% planiranog iznosa za 2003. godinu. U
usporedbi s prva dva mjeseca 2002. godine, izvršeno je
13.1% više rashoda u promatranom razdoblju tekuæe
godine.
Ukupni proraèunski deficit središnje dr�ave u prva dva
mjeseca ove godine iznosio je 1,626 milijardi kuna i
najveæim dijelom je financiran na domaæem tr�ištu (u iznosu
od 1,545 milijardi kuna), prvenstveno emisijom dugoroènih
obveznica.
U skupini poreznih prihoda, u prva dva mjeseca ove godine
najveæi rast zabilje�ili su prihodi od poreza na dobit, koji su u
odnosu na isto razdoblje lani porasli za 42.7%.
Porez na dohodak u promatranom razdoblju osigurao je
4.5% više prihoda u dr�avnom proraèunu nego u istom
razdoblju 2002. godine.
Prihodi od doprinosa za socijalno osiguranje u prva dva
mjeseca ostvarili su meðugodišnji porast od 5.7%. Rast
tijekom dvomjeseènog razdoblja promatranja ostvarili su i
porez na promet dobara i usluga te porez na promet
nekretnina.
U istom razdoblju, prikupljeno je 3,588 milijardi kuna PDV-
a, što je za 2.2% manje nego u istom razdoblju prošle godine.
Ukupan prihod od trošarina u promatranom razdoblju
ostvaren je na razini 1,077 milijardi kuna, tj. bilje�i
poveæanje od 5.9% u odnosu na isto razdoblje 2002. godine.
Prikupljeno je 51.1% više trošarina na automobile u odnosu
na isto razdoblje prošle godine. Prikupljene trošarine na
naftne derivate u prva dva mjeseca tekuæe godine èine preko
40% ukupno prikupljenih trošarina, meðutim bilje�e
meðugodišnji pad od 12.7% u odnosu na isto razdoblje lani.
Izdašne trošarine na duhanske preraðevine porasle su u
promatranom razdoblju za 17.4% u odnosu na prva dva
mjeseca prošle godine. U strukturi ukupno prikupljenih
trošarina, zabilje�ile su udio od 33%.
Evidentno je da su i ostale komponente trošarina ostvarile
meðugodišnji rast: trošarine na pivo 35.2%; trošarine na
alkohol i alkoholna piæa 40.6%; te trošarine na bezalkoholna
piæa 12.3%. Slijede trošarine na kavu (rast 11.1%) te trošarine
na luksuzne proizvode (rast 12.8%).
Prihodi od poreza na meðunarodnu trgovinu u prva dva
mjeseca su porasli za 11.2% u odnosu na isti period 2002.
godine; uglavnom zbog pojaèanog uvoza u drugom mjesecu
tekuæe godine. Kapitalni prihodi porasli su za 27.7% u
odnosu na prva dva mjeseca prošle godine.
U skupini tekuæih rashoda, i dalje dvije najveæe komponente
izdataka bilje�e porast: subvencije i tekuæi transferi izvršeni
su u iznosu od 6,258 milijardi kuna i bilje�e meðugodišnji
rast od 20.4%; dok su rashodi za plaæe i doprinose izvršeni na
razini 5.5% veæoj nego u 2002. g. u istom razdoblju.
Iako su izdaci za plaæanje domaæih kamata u promatranom
razdoblju izvršeni na ni�oj razini (37.7% ni�e nego u istom
razdoblju 2002. g.), ukupni izdaci za plaæanje kamata su
poveæani za 8.2%, prvenstveno zbog izdataka za plaæanje
stranih kamata.
Kapitalni rashodi su u promatranom razdoblju za 1.8% manji
u odnosu na prva dva mjeseca prošle godine.

CENTRAL BUDGET OUTTURN
- February 2003 -
In first two months of 2003, central budget collected HRK
10.570 billion of revenues which represents 13.59% of
revenues planned for year 2003. The amount of revenues
collected in first two months represent an increase of 5.3%
when compared to same period of 2002. Total expenditures
for the same period amounted to HRK 12.196 billion, which
represents 15.3% of all expenditures planned for 2003 and
13.1% increase when compared to first two months of 2002.
The deficit of central government for observed period
amounted to HRK 1.626 billion. Large portion of the deficit
was financed on domestic capital markets (HRK 1.545 billion)
primarily by long term bonds issuance.
Observing different categories of taxes it can be noted that the
biggest increase, when compared to same period of 2002,
was recorded in category of taxes on corporate income
(42.7%).
Taxes on individual income recorded an increase of 4.5%
compared to same period of 2002.
Revenues from social contributions recorded an increase,
which amounted to 5.7%, also revenues from retail sales taxes
and taxes on real estate transactions increased, compared to
same period of previous year. In the same time, revenues
from value added tax amounted to HRK 3.588 billion, which
represents an decrease of 2.2% compared to first two months
period of 2002.
Revenues of excise taxes collected in observed period
amounted to HRK 1.077 billion. Comparing this amount of
excise revenues collected in this year period to same period of
previous year, a 5.9% increase can be observed. An increase
of 51.1% was recorded in revenues from excise taxes on cars
while revenues from excise taxes on petroleum products
(which represent 40% of all revenues collected) decreased
12.7%.
Excise taxes on tobacco generated revenues, which increased
17.4% when compared to first two months of 2002 while
their share in total excise taxes revenues amounted to 33% in
this period. Other categories of excise taxes recorded
increases in the same time namely, revenues from excise taxes
on beer generated an increase of 35.2%, revenues from excise
taxes on alcohol 40.6%, revenues from excise taxes on
beverage 12.3%, revenues from excise taxes on coffee 11.1%
and revenues from excise taxes on luxury products 12.8%.
Taxes on international trade generated an 11.2% increase
compared to same period of previous year, primarily for the
reason of high imports in observed period. Capital revenues
also increased in observed period (27.7%), compared to
previous year.
In a category of current expenditures, subsidies and current
transfers amounted to HRK 6.258 billion which represent an
annual increase of 20.4% while expenditures for wages and
employer contributions increased 5.5% at the same time.
Although, a significant decrease was recorded in domestic
interest payments (only 37.7% of domestic interest payments
in same period of 2002), overall interest payments increased
8.2% for the reason of increased expenditures for foreign
interest payments.
Capital expenditures were generated at 1.8% lower level than
those generated in first two months of previous year.

CROLEI indeks:
CROLEI (CROatian Leading Economic Indicator)
Upotrebom tzv. navješæujuæih indikatora Ekonomski institut - Zagreb i Ministarstvo financija izraðuju
slo�eni prognostièki indeks , prema poznatoj metodologiji amerièkog
National Bureau of Economic Research. Ovaj indeks navješæuje trend industrijske proizvodnje i globalne gospodarske
aktivnosti u Hrvatskoj, pri èemu se kao referentna serija koristi indeks industrijske proizvodnje. Od posljednje revizije
indeksa prošlo je gotovo dvije godine, stoga je u prosincu 1999. godine izvršena cjelovita revizija sustava indikatora,
metodoloških koraka i samog CROLEI indeksa.
Novi revidirani CROLEI indeks ponovno sadr�i deset najboljih navješæujuæih indikatora, èija je prosjeèna ocjena
prognostièke snage znatno poveæana u odnosu na dosadašnji prosjek komponenti indeksa, sa prosjeènim vremenom
prethoðenja od oko 8 mjeseci u odnosu na referentnu seriju. Upotrebljivost metode indikatora opravdava èinjenica da
revidirani indeks sadr�i èak šest komponenti dosadašnje prognostièke mjere. Prema standardima metode to je znak vrlo
stabilne i visoko signifikantne usaglašenosti izmeðu tih pokazatelja i kretanja same referentne serije, što predstavlja veliku
pomoæ u predviðanju ukupne gospodarske aktivnosti. Deset najboljih navješæujuæih indikatora u novom CROLEI indeksu
su: zaposleni s evidencije tijekom mjeseca, prijavljene potrebe za radnicima tijekom mjeseca, broj noæenja turista ukupno,
promet u trgovini na malo, nekonsolidirani prihodi dr�avnog, �upanijskih i opæinskih proraèuna, masa neto plaæa ukupno,
novèana sredstva sudionika u platnom prometu ukupno, ukupna likvidna sredstva M4, štedni i oroèeni depoziti poduzeæa
kod poslovnih banaka devizni, te plasmani.

Ostvarenje dr�avnog proraèuna prikazuje se u skladu s metodologijom Meðunarodnog monetarnog fonda za statistiku javnih financija
(GFS) koja predstavlja meðunarodno prihvaæen sustav prikupljanja i obrade podataka o financijskim aktivnostima dr�ave. Izuzetak je
napravljen u klasificiranju kapitalnih prihoda od privatizacije javnih poduzeæa. Ti prihodi su ovdje svrstani u kapitalne prihode, a za
potrebe Statistièkog ljetopisa MMF-a, da bi bili usporedivi s podatcima drugih zemalja, klasificiraju se u pozajmljivanje umanjeno za
otplate s negativnim predznakom. Razlièiti naèini prikazivanja prihoda od privatizacije nemaju utjecaja na izraèun manjka/viška
proraèuna bilo koje razine vlasti. Statistika dr�avnih financija vodi se prema gotovinskom (cash) naèelu bilje�enja transakcija.
Do 1998. godine prihodi od sudskih i dr�avnih pristojbi u gotovom novcu bilje�eni su kao neporezni prihodi, meðutim, 1998. godine
dolazi do promjene u klasifikaciji te se navedeni prihodi bilje�e na stavci ostalih poreznih prihoda. Zbog navedenog godišnji podatci
prikazani u Tabeli 2 nisu usporedivi te se za usporedbe mogu koristiti reklasificirani podatci:

za koju su namijenjeni omoguæavaju meðunarodne usporedbe velièina izdataka bez obzira na
nacionalne specifiènosti u organizaciji dr�avne vlasti. Podaci vezani za funkcionalnu klasifikaciju rashoda dr�avnog proraèuna iskazani su
u skladu s metodologijom MMF-a. Funkcionalna klasifikacija rashoda ne obuhvaæa stavke pozajmljivanja umanjenih za otplate. Tabela
3B objavljuje se svaka tri mjeseca.
Predznak plus (+) ima znaèenje povlaæenja kredita dok predznak minus (-) ima znaèenje otplate kredita. Stavka 2.2. Promjene u
depozitima u Tabeli 4 prikazuje promjenu razine depozita tijekom vremena, pri èemu je smanjenje razine prikazano sa pozitivnim (+)
predznakom, a poveæanje razine depozita sa negativnim (-) predznakom. Iste se oznake sa istim znaèenjem koriste u Tabeli 5 na stavkama
6. i 12.

neporeznih prihoda te transfera iz dr�avnog proraèuna. Izvanproraèunski fondovi su: Hrvatski zavod za mirovinsko osiguranje, Hrvatski

autoceste (HAC), Hrvatske ceste (HC), Hrvatski fond za privatizaciju (HFP) i Dr�avna agencija za banke (DAB), ulaze u obuhvat središnjeg
dr�avnog proraèuna, te se od sijeènja 2003. g. mjeseèno prati izvršenje njihovih proraèuna. Od 1.7.2001. godine, isplate mirovina su
ukljuèene u središnji proraèun. Takoðer, od 1.1.2002, transakcije fondova socijalnog osiguranja (HZMO, HZZO, HZZ) se ukljuèuju u
središnji proraèun. Doprinos za mirovinsko osiguranje iznosi 20% (odnosno 15% za I stup i 5% za II stup) iz plaæe, zdravstveno osiguranje
15% na plaæu, te doprinos za zapošljavanje 1,7% na plaæu.

Jedinice lokalne i podruène (regionalne) samouprave stjeèu prihode iz vlastitih izvora, od zajednièkih poreza i od dotacija i pomoæi iz
dr�avnog i �upanijskog proraèuna. Vlastiti izvori sredstava �upanija su: prihodi od vlastite imovine, �upanijski porezi (porez na
nasljedstva i darove, porez na cestovna motorna vozila, porez na plovila i porez na automate za zabavne igre) novèane kazne za
prekršaje i drugi prihodi utvrðeni posebnim zakonom. Vlastiti izvori sredstava opæina i gradova su: prihodi od vlastite imovine, opæinski
odnosno gradski porezi (porez na potrošnju, porez na kuæe za odmor, porez na korištenje javnih površina, porez na neobraðeno
poljoprivredno zemljište, porez na neiskorištene poduzetnièke nekretnine, porez na neizgraðeno graðevinsko zemljište, porez na tvrtku
ili naziv), novèane kazne, upravne pristojbe, boravišne pristojbe, komunalne naknade, naknade za uporabu javnih površina i drugi
prihodi utvrðeni posebnim zakonom.
Zajednièki porezi središnjeg proraèuna i jedinica lokalne i podruène (regionalne) samouprave su: porez na dobit (udio opæine i grada
20%, �upanije 10%, dr�ave 70%), porez na promet nekretninama (udio opæine i grada 60%, dr�ave 40%), porez na dohodak (udio
opæine i grada 34% uveæan za udio prenesene funkcije, �upanije 10% uveæan za udio prenesenih funkcija, pomoæi izravnanja za
decentralizirane funkcije 21%, dr�ave 25,6%, s time da se udio opæine i grada koji osniva i financira javne vatrogasne postrojbe
poveæava za 1%, udio opæine i grada na otoku koji meðusobno zakljuèe ugovor o financiranju kapitalnog projekta za razvoj otoka
uveæava se za udio poreza na dohodak koji pripada dr�avi).
Osim toga gradovi i opæine mogu imati i prirez porezu na dohodak (10% opæine, do 12% gradovi ispod 30.000 stanovnika, do 15%
gradovi iznad 30.000 stanovnika, do 30% grad Zagreb).

obuhvaæa stanje domaæeg i inozemnog duga središnje dr�ave i agencija (HAC, HC, DAB, HFP),
izvanproraèunskih fondova, i lokalne dr�ave. Sukladno potpisanom Stand-by aran�manu s MMF-om u definiciju duga još ulaze i izdane
garancije Republike Hrvatske, te se izdvojeno prati i dug Hrvatske banke za obnovu i razvoj (HBOR).
, Uredbom Vlade RH (NN br.71/91, 3/92, 12/92, 71/92,58/93, 103/93), krajem 1991. godine, pretvoreni su
devizni depoziti graðana kod banaka koje su na podruèju RH poslovale 27. travnja 1991. godine, uveæani za pripadajuæe kamate u
1991. godini, u javni dug Republike Hrvatske. Iznos potra�ivanja od 5,034 mlrd DEM zamijenjen je obveznicama RH koje se
amortiziraju u 20 polugodišnjih rata, poèevši od 30. lipnja 1995. godine.

iznosu od 300 mil. EUR, a treæa tranša je izdana u sijeènju 2003. u iznosu od 200 mil. EUR. Dospijeæe tih obveznica je 2012. godine uz
kamatu od 6,875 % godišnje ( NN 58/2002, NN 111/2002; NN 14/2003).
: Sanacija banaka Serija I : obveznice izdane za sanaciju Rijeèke (552 mil. kuna, NN 31/96, 20/98) i
Splitske banke (765 mil. kuna, NN br. 31/96, 22/98). Za sanaciju Privredne banke izdane su obveznice u iznosu od 1 463 mil. kuna.
Obveznice su izdane u tri serije (NN br. 106/98): Sanacija banaka serija II (PBZ-DEM) izdane na iznos od 84.333,6 mil. DEM tj. 300 mil.
kuna, na rok od 15 godina. Sanacija banaka serija III (PBZ-KN) izdane na iznos od 744 mil. kuna, na rok od 15 godina. Sanacija banaka
serija IV (PBZ- KN) izdane na iznos od 419,7 mil. kuna, na rok od 15 godina. Obveznice Serije V izdane su tijekom 1998. godine za
sanaciju Dubrovaèke banke, u vrijednosti od 1 001,5 mil. kuna, na rok od 10 godina (NN br. 56/98). Tijekom 1998. godine u sklopu
procesa sanacije Dubrovaèke banke izvršen je prijevremeni iskup velikog dijela ovih obveznica. Poèetkom 1999. godine donijeta je
nova Odluka o sanaciji i restrukturiranju Dubrovaèke banke d.d. (NN br. 11/99). Temeljem nove Odluke izdane su obveznice u iznosu 2
601,8 mil. kuna koje obuhvaæaju iznos od 1 001,5 mil. kuna (obveznice po prvoj Odluci) plus 1 415,3 mil. kuna za pokriæe potencijalnih
gubitaka plus 185 mil. za dokapitalizaciju banke. Za neiskupljeni dio obveznica izdanih po prvoj odluci izdane su obveznice Serija V-A,

CROLEI Index. Utilising so-called leading indicators, the Economic Institute in Zagreb and the Ministry of Finance are
developing a complex forecast index called , in accordance with the well-
known methodology of the National Bureau of Economic Research in the United States. The index predicts industrial output
trends as well as overall economic activity in Croatia. For the time being the industrial output index is being utilised as the
reference series. As nearly two years had passed since the last revision of the index, the system of indicators, methodological
steps and the CROLEI index itself were subject to a comprehensive revision in December 1999.
The new revised CROLEI index is again made up of the ten best leading indicators, whose average level of forecasting capacity
has significantly increased as compared to the former average of index components, with an average preceding time of some
8 months as compared to the reference series. The use of this method of indicators is justified by the fact that the revised index
contains as many as six components of the former forecasting measure. According to the standards of this method, this
indicates a very stable and highly significant harmony between these indicators and the trend of the reference series itself,
which is quite helpful in forecasting the overall economic activity. The ten best leading indicators contained in the new
CROLEI index include: registered persons employed during the month, manpower requirements reported during the month,
total tourist bednights, sales in retail trade, unconsolidated revenues of the central, county and municipal budgets, total net
salary budget, total cash of participants in the payment system, total liquid funds (M-4), foreign currency savings and time
deposits of companies in commercial banks and loans.

Central budget revenues are recorded in accordance with the methodology of the International Monetary Fund's General Financial
Statistics (GFS), which represents an internationally accepted system of collecting and processing data on a state's financial activities. An
exception was made in the classification of capital revenues collected from the privatisation of public companies. These revenues have
been included in capital revenues, while, for the purposes of the IMF Statistical Yearbook, so as to be comparable with data of other
countries, they have been classified under lending minus repayments preceded by a negative sign. Diverse methods for displaying
privatisation revenues have no consequence on the calculation of budget deficits/surpluses on any government level. State financial
statistics have been maintained on the cash principle of recording transactions.
Until 1998, cash revenues collected from court and state fees were recorded as non-tax revenues. However, since 1998 a new
classification has been adopted and such revenues are now recorded in the other tax revenues item. Due to these changes the annual data

contributions are 20% ( 15% for the first pillar of pension insurance scheme and 5% for second pillar) from salaries, health insurance
contributions are 15% on salaries and employment contributions are 1,7% on salaries.

The Consolidated Central Government Budget is the result of a consolidation of financial transactions between the central budget and
extra-budgetary funds, as well as between the extra-budgetary funds themselves.

Local and regional self-government units acquire their funds from their own sources, joint revenues and grants from state and county
budgets. The sources of revenues of counties are: income from their own assets, county taxes (inheritance and gift tax, motor vehicle tax,
seafaring and freshwater vessel tax, gaming machine tax), monetary fines and other incomes as stipulated by special legislation. The sources
of revenues of municipalities and cities are: income from their own assets, municipal and urban taxes (consumption tax, vacation home tax,
public land use tax, tax on uncultivated agricultural land, tax on unused entrepreneurial real estate, tax on undeveloped construction land,
corporate title tax,), monetary fines, administrative fees, residence fees, utility charges, charges for the use of public municipal or urban
land and other incomes as stipulated by special legislation.

novine, No. 56/98). During 1998, within the Dubrovaèka banka rehabilitation process, the early redemption of a large portion of bonds
was executed. At the beginning of 1999, a new decision on the rehabilitation and reconstruction of Dubrovaèka banka was made
(Narodne novine, No. 11/99). The new decision prompted the issue of bonds in the amount of HRK 2,601.8 million, consisting of HRK
1,001.5 million in compliance with the former decision plus the new HRK 1,415.3 million for coverage of potential losses plus an
additional HRK 185 million for the injection of fresh capital. For the unredeemed portion of bonds issued in compliance with the former
decision BRA bonds V-A were issued, whereas BRA bonds V-B were issued for the remaining bonds with a nominal value of HRK 1,600.3
million.
