The United Nations Special Rapporteur on Human Rights in Cambodia, Professor Surya P. Subedi, in July recommended thorough reform of the electoral system to allow meaningful national elections to take place in July 2013. A key recommendation for the reform of the National Election Committee, which administers elections, to make it a neutral rather than a partisan organization, has been rejected by the Cambodian government. You are due to visit Cambodia in November as the country holds the presidency of the Association of Southeast Asian Nations in 2012. We call on you to cancel this trip unless you receive binding assurances of electoral reform in line with the U.N. recommendations. This should include making it possible for Cambodians living abroad to exercise their voting rights, at least in the countries where Cambodia has diplomatic and/or consular representation. If assurances of democratic elections cannot be obtained, please do not allow an autocratic government to present your visit as an endorsement by the U.S. of human rights abuses and manipulated elections leading to a distortion of the will of the people. � � � � Any Election In Cambodia Would Be Meaningless Without The Participation Of The National Rescue Party On September 25, 2012, opposition leader Sam Rainsy wrote the following letter to The Cambodia Daily:

ANY ELECTION IN CAMBODIA WOULD BE MEANINGLESS WITHOUT THE PARTICIPATION OF THE NATIONAL RESCUE PARTY

In “Opposition Parties Threaten to Boycott Next Year ‘s Elections”(September 25, page 20) Mr. Koul Panha, executive director of the Committee for Free and Fair Elections in Cambodia, is quoted as saying that a boycott by the two main opposition parties would have a negative effect on the elections, and that “even the CPP would get a less credible result.” In fact, any election in 2013 without the participation of the Sam Rainsy Party (SRP) and the Human Rights Party (HRP) – which are in the process of merging to form a united democratic opposition under the banner of the Cambodia

National Rescue Party (CNRP) – would just be meaningless. Cambodia’s political landscape has dramatically changed. There are now only two competing political blocks: the ruling CPP and the opposition CNRP. No other party is likely to get any representation at the National Assembly at the upcoming polls. If we translate the plummeting votes they obtained at the June commune elections into National Assembly seats, the two small royalist parties aligned with the CPP – Funcinpec and the Norodom Ranariddh Party (NRP) – stand to lose the four parliamentary seats they now have (out of 123). This leaves only the CPP and the CNRP. There can't be a two-party race if the two parties don't take part. Mr. Koul Panha’s comment therefore errs only in the sense of understatement. The CPP’s inevitable landslide victory in the event of a boycott would be just as meaningless as that achieved last Sunday by the ruling party in Belarus. The communist-type government there left the democratic opposition with no option but to boycott the elections after it imprisoned opposing politicians and created criminal records to prevent others from standing. Sochua was restored yesterday by vote from the National Assembly’s Permanent

Committee. “It’s a new page. I’m moving on,” Sochua told the Post last night, adding that she learned of the committee’s vote in a letter signed by National Assembly President Heng Samrin. The parliamentarian’s immunity was stripped in 2009 after she announced plans to sue the premier for making allegedly degrading comments. Prime Minister Hun Sen countersued for defamation, a case he won. Legal experts have said the immunity should have been restored following the 2010 guilty verdict against her, but the case instead bounced around for two years before the Court of Appeal in August granted her “rehabilitation”, paving the way for the Permanent Committee vote. “It should not have happened [in the first place],” Sochua said yesterday. “MPs should be able to represent without fear of being targeted to the point of losing his or her immunity.” Posted by Socheata at 4:22 PM 27/09/2012

WASHINGTON DC - More than 100 Cambodians rallied before the UN

headquarters in Geneva Tuesday, protesting human rights abuses in

Cambodia and demanding free and fair elections in 2013. Demonstrators came from as far as France and Belgium to join the protest, held to coincide with a meeting of the UN’s Human Rights Council. In that meeting, the UN’s human rights envoy to Cambodia, Surya Subedi, delivered his latest report on Cambodia. The report, based on a visit to Cambodia earlier this year, recommends that Cambodia reform its election procedures and respect human rights “before, during and after the casting of votes.” Following the delivery of his report, Subedi accepted a petition from the Cambodian protesters calling for the return of opposition leader Sam Rainsy for 2013 elections and demanding an improvement in the country’s rights environment. Sam Rainsy remains in exile, though supporters say his return is critical to free and fair elections next year.

“In Cambodia, we barely talk about freedom, because it is basically like a shadow they created for us,” Ly Peung, one of the demonstration organizers, told VOA Khmer. “Where there is democracy, the ruling Cambodian People’s Party will destroy it. Patriots are made into traitors.” Loun Sovath, a Buddhist monk and land rights activist, attended the demonstration. “What I want is a Cambodia that respects human rights as its main principle,” he told VOA Khmer. “They should not primarily resort to power to create injustice, neglecting peace and happiness of its citizens. It is a violation of both the law on human rights and Buddha’s teaching.” In his report, Subedi called for improved rights and democracy, and said right violations, forced evictions and repressed expression were all issues of concern. That includes the use of the penal code and the courts to prosecute those who go against powerful business interests or government. Government spokesman Phay Siphan called Tuesday’s protest “a pity” and “a political show.” Sam Rainsy is welcome to return to Cambodia, he said. “It is merely his own choice.” “Sam Rainsy knows very well what kind of attitude he should behave with to find a political solution,” Phay Siphan said. “There have been political solutions in the past. Human Rights Council 21st Session Geneva, September 25, 2012 Madame President,


The United States thanks the Special Rapporteur, Professor Surya Subedi, for his presentation today and for his detailed and informative report of July 16, 2012, following his two visits to Cambodia. We note that he was received by senior officials of the government, civil society, the opposition, and representatives of those affected by land disputes. Professor Subedi, we join you in noting that Cambodia has made significant progress since the adoption of the Paris Peace Agreements and concur that it is an opportune time to reflect on the

progress to date and to address remaining challenges.You note in particular the need for

electoral reforms, underscoring that gaps persist. We share those concerns,

including the effect the harassment of the opposition has had on the ability of

alternative voices to be heard. We support Cambodia’s aim of creating a

multiparty democracy, but more needs to be done to create a level electoral

playing field and achieve this goal in practice. This might include, as you have

recommended, establishing an independent National Election Committee. It also includes ensuring all candidates have equal access to the media, and can organize, campaign, and speak out on sensitive issues without fear of politically motivated retribution. The government should also allow Sam Rainsy to return to Cambodia and lead his party’s campaign.

• How do you assess the government’s willingness to adopt electoral reforms, and how can the international community best support your call for reforms?

We appreciate your attention to the threats facing human rights defenders, civil society representatives, and journalists, and join in your call for the government to thoroughly and transparently investigate incidents of harassment and violence against them. A robust civil society is necessary for Cambodia’s advancement. We share your appreciation that the Prime Minister has suspended progress on the draft law on association and nongovernmental organizations, pending consultation with civil society, and ask that he reconsider the necessity of the law and make the suspension permanent. You also note the challenges surrounding land issues, a concern we share. In particular, we are concerned about the prevalence of forced evictions and land grabbing that has resulted in an increased number of land protests, as well as violence. We encourage the government to put in place a dispute resolution mechanism that is independent, transparent, well-understood by all, and treats all Cambodians equally and according to the rule of law.

• Given that land disputes and forced evictions continue unabated, what steps do you assess should be taken to diffuse the current tensions around these issues?

le cadre officiel se rapportant aux concessions foncières n’est pas appliqué correctement dans beaucoup de cas, si ce n’est pas dans tous. » Le Népalais a présenté un addenda de 130 pages à son rapport annuel, dans lequel il explique comment les lois censées encadrer les concessions


au Cambodge sont volontairement ignorées pour permettre aux investisseurs et au gouvernement d’engranger d’énormes profits.

En dépit d’un moratoire sur les concessions décidé en mai par le premier ministre Hun Sen, des dizaines de projets amorcés alors ont continué à être développés, affirme Surya Subedi. « L’écrasante conclusion tirée des pétitions, des lettres, des études, des protestations pacifiques, des manifestations violentes, des plaintes juridiques, des statistiques des disputes foncières et de mes propres observations directes est que les concessions foncières ne bénéficient qu’à une minorité », a-t-il dit tout en dénonçant, en particulier, deux utilisations illégales des lois sur les concessions, celles qui sont accordées dans les zones protégées et celles excédant les 10.000 hectares autorisés.

Le rapporteur précise que près de 20% des zones protégées du Cambodge sont utilisées comme plantations d’hévéas, complexes agro-industriels, mines et projets hydrauliques. Il accuse le gouvernement d’autoriser les concessionnaires à « opérer sous le voile du secret ». « Le plus grand impact sur le pays de l’octroi irrégulier et de la mauvaise gestion des concessions économiques est peut-être sur sa stabilité », accuse encore le rapporteur spécial. « Des affaires sans des garanties légales et procédurales présentent des risques importants qui pourraient affecter leur réputation, leur statut légal et leurs profits, ce qui en retour pourrait entraver la croissance économique du Cambodge ».

Deux semaines après le meurtre d’un journaliste dan s le Ratanakiri qui enquêtait sur les coupes illégales d e bois, un autre reporter a été attaqué pour des motifs semble -t-il similaires. Ek Sokunthy, un journaliste de 42 ans travaillant pour l’hebdomadaireTa Prum, a été passé à tabac le 25 septembre à son domicile de la province du Ratanakiri, dans le nord-est du Cambodge , par trois hommes, dont un ancien policier, écrit

le Phnom Penh Post du 27 septembre. « Ils m’ont attrapé. Je ne pouvais pas bouger, et l’[ex-]policier Nget Seng Horn a utilisé son pistolet pour me frapper trois fois à la tête. Les deux autres me tenaient et me frappaient avec des bâtons », témoigne la victime dans le Cambodia Daily. Sa femme, qui a accouché il y a peu de temps, a été jetée au sol. Les trois suspects auraient quitté la région et sont recherchés par les autorités.

« Ce sont des bûcherons illégaux, mais je n’ai jamais rien écrit sur leurs histoires », explique le journaliste au Post. « Je ne sais pas pourquoi ils m’ont frappé car j’ai toujours écrit des articles favorables aux autorités, et maintenant j’ai peur ». Le principal suspect aurait été exclu de la police pour des raisons disciplinaires. Bien que le journaliste se défende d’avoir écrit quoi que ce soit sur le trafic de bois précieux avec le Vietnam , en nette augmentation ces derniers mois, son rédacteur-en-chef a indiqué au Post qu’il avait publié le mois dernier un article sur les coupes de bois illégales. « Après la mort du journaliste dans le Ratanakiri, il a reçu une menace de mort d’officiels lui disant de faire attention », a révélé Phum Chesda. « Ils lui ont dit : ‘tu es au courant de ce mort ? Tu veux le suivre ? Tu veux continuer ta carrière ici ?’ ». Selon lui, son journaliste aurait reçu jusqu’à trois menaces de mort de la police et la gendarmerie du district d’Andong Meas liées à ses articles sur les coupes de bois.

Pour Chhay Thi, de l’association de défenses des droits de l’Homme Adhoc, cette démonstration de violence constitue le troisième cas d’intimidation contre des journalistes travaillant sur ce sujet dans le Ratanakiri ce mois-ci. Le premier d’entre eux s’est produit lorsque des journalistes photographiant un dépôt illégal de troncs abattus ont vu leur moto endommagée. Le deuxième, et le plus grave, est le meurtre du journaliste Hang Serei Oudom, tué à coups de hache et dont le corps a été retrouvé dans le coffre de sa voiture. Un capitaine de gendarmerie et son épouse ont été formellement accusés.

Des évanouissements ont été simulés ces dernières s emaines dans des magasins de marques populaires de vêtement s par solidarité avec les ouvriers cambodgiens. Les sympathisants feignent de s’évanouir dans ou devant les magasins H&M, Gap, Levi’s et Zara de Londres, Paris, Copenhague, Varsovie et Bruxelles pour attirer l’attention sur les conditions de travail dans les usines de confection textile du Cambodge où plus d’un millier d’ouvriers se seraient évanouis cette année, écrit lePhnom Penh Post du 24 septembre. Selon un communiqué de presse de la « campagne vêtements propres » (Clean clothes campaign), cette

action symbolique, menée dans 11 pays, entend « appeler les marques populaires à payer des salaires plus élevés aux ouvriers du Cambodge ». D’après les militants, en 2011, 2.400 ouvriers seraient tombés en syncope au travail suite au stress, au surmenage et à une sous-alimentation chronique. Selon Clean clothes campaign, leur salaire « misérable » – le salaire minimum au Cambodge est de 46 euros par mois, bien que les ouvriers (dont 85% de femmes) travaillent souvent 70 à 80 heures par semaine – ne leur permettrait pas de se nourrir suffisamment et sainement.

Selon l’attachée de presse de H&M Anna Eriksson, l’entreprise aurait dépêché au Cambodge un responsable pour évaluer l’amélioration des conditions de travail dans les usines produisant ses vêtements. Elle a expliqué au journal que H&M ne possédait pas les usines et ne pouvait donc pas augmenter directement les salaires, mais que la marque collaborait avec le programme « Better factories Cambodia » (« De meilleures usinesCambodge »), un programme de l’Organisation internationale du travail, pour demander au gouvernement une hausse du salaire minimum.

Malgré de telles initiatives, les évanouissements dans les usines du Cambodge continuent. Le 21 septembre, 77 ouvrières sont ainsi tombées dans les pommes dans l’usine de gants japonais Yorks Cambodia, dans la province de Svay Rieng, frontalière du Vietnam . Les ouvriers se seraient plaints de l’odeur de produits chimiques toxiques. Le directeur du département sanitaire du ministère du Travail, Pok Vanthat, a cependant rejeté ces allégations. « Sur la base de nos observations, les conditions de travail et l’atmosphère de l’usine sont bonnes », a-t-il indiqué au Post.

des boutiques de vêtements. Le but : " exiger des marques textiles se

fournissant massivement au Cambodge" le paiement d'un "salaire décent"

aux ouvriers de ce pays.

C’est le collectif Ethique sur l'étiquette et le réseau européen

Clean Clothes Campaign qui ont lancé ce mardi cette

campagne pour améliorer les conditions de vie des

travailleurs cambodgiens dans les usines de textile. Le

collectif fait valoir que le salaire minimum - de 66 dollars par

mois (environ 50 euros) - "devrait être quatre fois supérieur

pour permettre aux ouvrier(e)s de couvrir leurs besoins de

base et ceux de leur famille". Résultat, les ouvriers s’évanouissent au boulot par centaines. Rien qu’en 2011 :

"plus de 2.400 travailleu(euse)s se sont évanoui(e)s dans les usines de confection, conséquence d'heures de


travail excessives et d'une sous-alimentation chronique", explique le collectif en se fondant sur des chiffres

fournis par les syndicats cambodgiens.

Il faut donc "exiger des marques textiles se fournissant massivement au Cambodge" le paiement d'un "salaire

décent". Pour ce faire, le collectif a organisé ce mardi un "die-in" devant un magasin, boulevard Haussmann.

Les marques se fournissant massivement au Cambodge dont H&M, Levi's, Gap et le groupe espagnol Inditex,

propriétaire entre autres de la chaîne de vêtements Zara. Le Die In, où les maniofestants se sont allongés à terre,

sert à "symboliser les évanouissements d'épuisement des travailleurs cambodgiens de la confection privés d'un

salaire suffisant pour se nourrir correctement".

Ethique sur l'étiquette, branche française de la Clean Clothes Campaign, regroupe diverses associations,

syndicats ou mouvements de consommateurs et vise à promouvoir le respect des droits de l'Homme au travail

dans le monde.

Jeudi 20 septembre, Chan Sreynuch, la propriétaire du salon de coiffure Mikasa à Phnom Penh a été arrêtée par la police militaire nationale à l’Hôtel Sre Leap. Elle est accusée de travail au noir et, soupçonnée de faire du trafic d’êtres humains.

Selon le porte-parole de la police militaire nationale, "Chan Sreynuch est un leader actif dans la traite d’être humains au Cambodge". Elle inviterait des jeunes femmes dans son salon – souvent des étudiantes ou chanteuses - et les mettrait en contact avec des hommes d’affaires fortunés. Trois de ses supposées callgirls ont d’ailleurs été arrêtées en même temps qu’elle. Elles ont été conduites dans un centre de réadaptation de Phnom Penh pour "rééducation". Chan Sreynuch, elle, est pour le moment toujours incarcérée.

Trois personnes sont mortes noyées et plus de 3000 autres ont été évacuées alors que des crues éclair ont affecté trois provinces ces dernie rs jours.

Le corps d’un homme de 34 ans a été découvert le 19 septembre dans le village évacué de O’Bei Choan, dans la province de Banteay Meanchey (nord-ouest), à quelques encablures de la frontière avec laThaïlande . Le chef de la commune, Suong Suon, a expliqué dans lePhnom Penh Post du 20 septembre que l’homme était revenu seul à sa maison alors que sa famille avait été évacuée vers des terres plus sûres. Sur les onze villages de la commune, dix étaient inondés, et 126 familles avaient dû quitter leurs maisons. 300 mètres d’une route

nationale en construction dans le district d’O’Chrov ont également subi des dégâts.

« La Croix-rouge cambodgienne prévoit de distribuer de la nourriture et d’autres aides à ces familles », a-t-il indiqué. En tout, ce sont 2.340 familles qui dépendent désormais de l’assistance de la Croix-rouge dans la province de Banteay Meanchey, la plus touchée.

Un homme de 59 ans s’est par ailleurs noyé à Kampong Thom, dans le district de Kampong Svay, le 17 septembre, ainsi qu’une petite fille de 12 ans à Siem Reap en fin de semaine dernière.

La Banque asiatique de développement (BAD), qui mène au Cambodge le projet de reconstruction d’urgence des infrastructures endommagées par les inondations dévastatrices de l’année dernière, a déclaré ignorer si


des routes de son projet avaient été affectées par les crues soudaines. « Si le gouvernement avait besoin d’aide pour réparer des infrastructures récemment endommagées, la Banque regarderait les fonds restants des projets existants», a expliqué Peter Brimble, le numéro deux de la mission de la BAD au Cambodge . En 2011, 1,2 million de personnes au Cambodge avaient été affectées par des inondations record.

Une nouvelle inondations risque de submerger la pri son de la province de Banteay Meanchey qui abrite 1000 détenu s alors que la rivière Sérei Sophorn est sortie de son lit. Selon le Phnom Penh Post du 25 septembre, un demi-mètre d’eau a atteint l’entrée de la prison de la ville de Sisophon, dans le nord-ouest du Cambodge , le 22 septembre, et le personnel se démenait tant bien que mal avec des pompes et des sacs de sable pour éviter la troisième inondation depuis ses trois ans d’existence. Mais malgré une population de 1000 prisonniers, dont 10 enfants, soit une surcapacité

de 50%, les probabilités pour que l’établissement soit évacué sont infimes. « Ce serait un cauchemar logistique. Les prisons feraient tout pour différer cela », réagit Adam Hutchinson, le directeur de l’ONG Prison Fellowship Cambodia.

« Aucune prison n’a jamais été évacuée, même lorsque la prison de Siem Reap a été inondée », renchérit Marie-Dominique Parent, du Bureau des Nations unies du Haut commissariat aux droits de l’Hommes auCambodge . En septembre 2011, au plus fort des inondations désastreuses qui avaient frappé le Cambodge , un mètre d’eau avait envahi le centre pénitentiaire de la cité des temples, exposant les prisonniers à des risques sanitaires, en particulier à la propagation de maladies.

Du côté de l’organisation de défense des droits de l’Homme Licadho, le consultant pour le projet des prisons Jeff Vize déplore que l’établissement de Sisophon ait été construit dans une zone inondable, avant l’adoption d’une déclaration qui rend dorénavant les études préliminaires obligatoires en matière de construction de prisons. « Ces bâtiments datant d’entre 2006 et 2009 n’auraient pas été érigés à ces endroits s’ils avaient dû être construits maintenant », a confirmé Adam Hutchinson.

Le directeur de la prison de Banteay Meanchey Hin Sophal se dit pour sa part prêt à affronter les inondations de cette année. « Celles de 2010 ont été les pires, mais nous sommes bien préparés pour empêcher l’inondation et l’opération se poursuit sans problème », a-t-il assuré au Post. Selon le département provincial de météorologie, le niveau de la rivière devrait baisser dans les prochains jours.

Une enquête menée par le coroner de l’Etat de Victo ria innocente le gouvernement australien dans la gestio n de la crise des otages au Cambodge en 1994. Trois touristes occidentaux, l’Australien David Wilson, 29 ans, le Français Jean-Michel Braquet, 27 ans et le Britannique Mark Slater, 28 ans, avaient été enlevés lors de l’attaque d’un train par les Khmers rouges le 26 juillet 1994 dans la province de Kampot, dans le sud duCambodge , et exécutés par les rebelles deux mois plus tard dans leur bastion du Phnom Voar. Les kidnappeurs demandaient 50.000 dollars en or pour chacun des otages, mais l’Australie, appliquant un

principe international, avait refusé de négocier. Selon le journal en ligne WAtoday, le coroner, Iain West, met en avant les « circonstances exceptionnellement difficiles » de l’époque au Cambodge pour expliquer dans la conclusion de son enquête, rendue publique le 19 septembre, la mort de David Wilson, originaire de Melbourne . Il s’est dit « satisfait » qu’il n’y ait aucune raison légitime pour critiquer le gouvernement australien de s’être opposé ou de n’avoir pas coopéré au paiement de la rançon demandée par le général Nuon Paet.

« Le général Nuon Paet, le commandant Chhouk Rin, le commandant Sam Bith et une ou des personnes inconnue(s), responsable(s) de ses blessures à la tête, ont contribué à la mort de David John Wilson », écrit le


coroner dans son rapport de 23 pages. « Il a été tué brutalement et tragiquement à proximité de la maison du général Paet par des membres des Khmers rouges tôt le matin du 28 septembre 1994 dans la région de Knach Prey, district de Touk Meas, province de Kampot, Cambodge , sur les ordres du général Paet ». Selon Iain West, c’est l’offensive militaire de l’armée cambodgienne lancée sur le Phnom Voar, le « mont des lianes », aux mains des Khmers rouges, qui a déclenché leur ire et l’exécution des trois otages. « Une telle mesure était inconsistante avec la promesse de ne pas attaquer faite au plus haut niveau du gouvernement cambodgien à de nombreuses occasions », assure le coroner.

Le père de l’otage australien, Peter Wilson, avait écrit au coroner en 2006 pour dénoncer l’attitude « insuffisamment interventionniste » de son gouvernement dans cette crise. Selon lui, Canberra n’a pas protesté pour mettre fin au bombardement qui visait la zone près du camp du général Paet, et sa confiance dans l’armée cambodgienne était « naïve et déplacée ».

Alastair Gaisford, un ancien diplomate australien en poste au Cambodge à l’époque des faits, a violemment critiqué les conclusions du coroner, « criblées d’erreurs » selon lui, y compris la date de l’exécution des otages qui aurait eu lieu le 8 septembre, et a dénoncé « une parodie absolue de justice ». « Ce coroner a pris 870 semaines pour laver le ministère des Affaires étrangères et le gouvernement », s’est insurgé l’ex-diplomate. « Il n’a vraisemblablement pas lu le dossier laissé par son prédécesseur ».

Au Cambodge , Nuon Paet avait été condamné à la prison à perpétuité en 1999, tout comme Sam Bith et Chhouk Rin, condamné in absentia, en 2002. Sam Bith est mort en prison en 2008, et Chhouk Rin a été capturé en 2005.

L'ouest du Cambodge est depuis quelques années victime d'une souche du paludisme qui résiste aux

traitements habituels. A menace nouvelle, méthode nouvelle: parce que la vitesse de réaction est

essentielle, des bénévoles ont adopté un système d'alerte par SMS.

A Phnom Dambang, près de la frontière thaïlandaise, des moustiques dessinés sur des panneaux

jaunes mettent en garde contre la maladie.

Elle "peut tuer des gens très vite sans le bon traitement", met en garde Long Vuthy, chef de ce village

dans la province de Pailin, considérée comme l'épicentre de cette souche plus virulente que les

autres, sans doute liée à la prise incorrecte ou incomplète de médicaments.

Vuthy, 41 ans, dont la maison sert aussi de clinique, est l'un des 3.000 bénévoles luttant contre la

maladie dans le pays. Il la diagnostique avec un test sanguin rapide et fournit des médicaments,

gratuits, dans les parties les plus reculées du pays, l'un des plus pauvres de la planète.

Grâce à un projet pilote, il utilise désormais des SMS pour signaler les nouveaux cas, permettant aux

experts sanitaires de surveiller l'épidémiologie du fléau et de répondre aux besoins des patients en

temps réel.

"C'est un très bon moyen pour aider la communauté", explique-t-il, deux mois après avoir été formé à

ce système par le Malaria consortium, ONG travaillant avec le gouvernement et l'Organisation


mondiale de la Santé (OMS).

L'objectif est d'éradiquer le paludisme au Cambodge d'ici 2025, avec déjà un certain succès. Selon

les chiffres officiels, 96 personnes sont mortes en 2011 sur plus de 108.000 cas, contre 154 l'année

précédente et plus de 600 en 2000.

Mais la persistance de parasites résistant au traitement le plus efficace, dont la présence a été

confirmée il y a huit ans dans l'ouest du pays, inquiète.

Pour contrôler la propagation de cette souche virulente, la contamination doit être détectée le plus tôt

possible et les patients doivent suivre leur traitement de façon scrupuleuse.

Alerte rapide

Si un test confirme la contamination, Vuthy place le patient immédiatement sous traitement et

compose un message avec ses détails: âge, sexe, localisation, type de paludisme. Message reçu

instantanément par les responsables du district et de la province, ainsi que par une base de données

nationale à Phnom Penh.

Auparavant, le processus prenait des mois. La maladie est donc suivie à la trace et les traitements

deviennent disponibles en temps et en heure, là où c'est le plus nécessaire.

"Ce système est très important pour éliminer le paludisme au Cambodge parce qu'il permet de fournir

des informations très vite", commente Pengby Ngor, du Malaria Consortium, qui a développé la base

de données.

Selon l'OMS, le paludisme (ou malaria) a fait 655.000 morts dans le monde en 2010, mais le taux de

mortalité a largement diminué ces dernières décennies, grâce à une plus large utilisation de

l'artémisinine, le traitement le plus efficace, et aux moustiquaires traitées aux insecticides.

Le Cambodge ne dispose pas de données complètes sur ce paludisme résistant. Mais une étude

scientifique publiée cette année dans le journal The Lancet estimait que dans l'ouest du pays, entre

2007 et 2010, 42% des cas concernant le falciparum, forme la plus grave de la maladie, étaient

résistants au traitement.

Cela ne signifie pas un arrêt de mort pour les malades, qui peuvent être soignés, sur une durée plus

longue, grâce à une combinaison de médicaments.

Le système de sms, utilisé pour l'instant par 230 bénévoles mais qui devrait être étendu, a été lancé

l'an dernier dans trois provinces avant d'arriver dans celle de Pailin en juillet.

Et en plus de son rôle de surveillance, il constitue une aide pratique au jour le jour.

Après trois jours de traitement, le bénévole doit en effet s'assurer par un autre test que le parasite a

bien disparu, faute de quoi il pourrait s'agir d'un parasite résistant. Il reçoit des messages pour lui dire

de retourner voir les malades. "Cela rend mon travail plus facile", se réjouit Vuthy.

L’Organisation Mondiale de la Santé (OMS) recommande au Cambodge de faire grimper de manière significati ve les

taxes sur le tabac, afin d’augmenter les revenus de l’Etat et faire baisser le tabagisme dans le pays. La part revenant

à l’Etat sur la vente d’un paquet de cigarette serai t en effet la plus faible du monde, selon les donné es de

l’organisation.

''Une hausse de 10% du prix des paquets serait un minimum pour avoir un impact'', a

déclaré hier Ayda Yurekli, économiste turque chargée de mission auprès de l’OMS, en

conclusion d’un séminaire à Phnom Penh sur la fiscalité du tabac. La part que prend l’Etat

cambodgien actuellement est seulement de 5,3% par paquet : la plus faible taxe sur les

cigarettes au monde, constate l’organisation. Et ce alors que les cigarettes locales sont

déjà les moins chères d’Asie du Sud-Est.

Un manque à gagner certain, alors que toutes les études menées sur la planète

convergent pour montrer que la hausse des taxes renforce les caisses de l’Etat, et incite

les fumeurs à diminuer. ''C’est une stratégie gagnant-gagnant'', explique Ayda Yurekli. La

Thaïlande voisine aurait ainsi créé un cercle vertueux, en augmentant la part de l’Etat de 35% en 1989… à 87% aujourd’hui.

Les revenus qui en sont tirés permettent de financer l’équivalent du métro de Bangkok ; dans le même temps, la

consommation dans le pays a fortement diminué, notamment chez les plus jeunes. A partir de cet exemple, l’OMS fait le

calcul qu’une hausse de 10% au Cambodge ferait passer les revenus de l’Etat de 45 milliards de riels par an à 231 milliards,

tout en tablant sur une baisse de 4% de la consommation. Actuellement, le Cambodge compte environ 1,5 million de

fumeurs.

Le lobby de l’industrie du tabac Face à cette démonstration est opposé le risque de hausse du marché au noir, la perte d’emplois, ou encore l’injustice que ferait peser la hausse du prix sur les ménages les plus modestes. Autant d’arguments fallacieux issus de l’industrie de la cigarette, assure le docteur philippin Ulysses Dorotheo, membre de la SEATCA, Alliance pour le contrôle du tabac en Asie du Sud-Est. ''La population aux plus bas revenus est celle qui compte le plus de fumeurs, constate ce militant anti-tabac. Or, dans un pays pauvre comme le Cambodge, un fumeur qui tombe malade pénalise une famille entière. La maladie, le décès liés au tabac représentent un coût social important.'' Quant à la hausse du trafic de cigarettes, l’argument ne porte pas non plus, estime de son côté Ayda Yurekli. ''Même avec une hausse de plus de 10%, les cigarettes cambodgiennes seraient encore les moins chères de la région, donc pas de risque de contrebande, analyse-t-elle. Par contre, une taxe bien effectuée permettrait de mieux contrôler la production nationale cambodgienne, puisqu’il semble qu’une partie de celle-ci vienne alimenter le trafic ailleurs.'' Reste la volonté politique pour mettre cette augmentation en place. Les experts de l’OMS assurent avoir trouvé une oreille attentive auprès du gouvernement. Mais mardi, le secrétaire d’Etat aux finances Hang Chuon Naron déclarait au Cambodia Daily qu’une hausse aurait un impact négatif sur les planteurs de tabac au Cambodge. Interrogé à la sortie du séminaire, un conducteur de motodop de Phnom Penh, Deap Sok, confie consommer quotidiennement des cigarettes d’une marque vendue à 2500 riels le paquet. ''Si le prix augmente, je m’adapterai et dépenserai plus pour fumer. Et si ça monte trop, alors je m’arrêterai'', analyse-t-il, en tirant une longue bouffée.

3000 personnes se sont déjà déplacées pour voir le garçonnet qui aurait des pouvoirs de guérison. Plusieurs mala des assurent avoir été guéris. D’après un reportage de l’édition canadienne de la télévision New Tang Dynasy, un média fondé en 2001 par des praticiens de la secte chinoise Falun Gong et basé à New York, c’est un petit garçon de trois ans censé posséder des pouvoirs magiques qui attire à présent les foules au Cambodge . Chaque jour, des centaines de personnes se rendent dans le village de Koh Roka dans l’espoir de se faire soigner.

Les visiteurs apportent de l’eau, des bougies et de l’argent qu’ils déposent sur le sol devant la maison de l’enfant, en attendant qu’il touche ces objets pour soigner leurs maladies. Avec l’aide de son père, le jeune garçon, dont on sait très peu de choses, préparerait aussi des remèdes traditionnels. Le tarif n’est pas élevé :


2000 riels, soit un demi-dollar pour que le garçon touche un objet. Certains visiteurs paient davantage pour recevoir des remèdes traditionnels. Selon son grand-père, le bambin est connu pour ses dons depuis qu’une de ses tantes est tombée gravement malade et que, contrairement aux médecins, il aurait réussi à la sauver de la mort. Il aurait ramassé des plantes pour fabriquer un remède et demandé à la patiente de le boire. La tante aurait alors guéri. La nouvelle s’est répandue dans les villages environnants et les habitants viennent depuis solliciter ses soins. Le défilé dure maintenant depuis deux mois.

« D’après ce que j’ai observé, il ne dit pas grand-chose, juste ‘prenez et vous allez guérir’. Après avoir touché les objets des visiteurs, il marche dessus et les patients les utilisent pour se guérir », explique Yom Un, le grand-père du garçon. « Je peux manger plus et j’ai retrouvé mes forces après avoir utilisé l’eau et le baume bénis par le petit garçon. Je pouvais à peine marcher avant de venir », assure Chuuon Yen, qui se dit désormais guérie. « Mon épouse s’est rétablie après avoir utilisé l’eau bénite. C’est incroyable que cette bouteille d’eau soit si puissante, encore plus que les remèdes traditionnels. Un moine est venu ici il y a quelques jours. Il a utilisé une demi-bouteille d’eau, il s’est senti mieux et est rentré chez lui. Beaucoup de gens croient à cela et ils viennent ici pour se faire soigner », renchérit le mari d’une patiente qui aurait ainsi retrouvé la forme suite à une opération au Vietnam .

Les preuves de guérison restent cependant anecdotiques et impossibles à vérifier. Les parents du garçonnet ne voudraient plus le laisser soigner les gens de peur qu’il ne s’épuise. La famille ne souhaite pas non plus laisser les médias prendre des photos des soins. Selon eux, le garçon n’aimerait pas avoir de journalistes autour de lui. Dans le reportage vidéo, on voit nettement le père, tenant le petit garçon dans ses bras et s’adressant à une foule de personnes devant une montagne de dons, fuir la caméra qui essaye de les filmer. Le Cambodge est régulièrement le théâtre de prétendus miracles. Ces derniers mois, un tronc puis un cocotier « magiques » avaient également mobilisé les foules.

Récemment, le conseil municipal de Phnom Penh a accroché un panneau lumineux à l'entrée du

quai Sisowath qui longue le fleuve Tonlé Sap et où les habitants de la capitale aiment à se

promener. Les néons annoncent triomphalement : "Phnom Penh, Charming City" [... une ville

agréable]. Aucune raison n'a été donnée pour justifier cet accès soudain de fierté civique, mais il

est possible que la municipalité cherche à attirer des touristes de meilleure réputation que ceux qui

fréquentent le pays. A quelques centaines de mètres du panneau se trouve le Cadillac Bar. C'est là

que Gottfrid Svartholm Warg, cofondateur du site The Pirate Bay, dînait à l'époque où il essayait

d'échapper à un mandat d'arrêt suédois. Le 10 septembre, il a été expulsé et renvoyé en Suède pour

purger une peine de prison à la suite de sa condamnation pour violation de droits d'auteur.


Ce jeune informaticien de 27 ans, pâlot et mal rasé, n'avait pas le même profil que les criminels

endurcis et les prédateurs sexuels qui fréquentent d'habitude le coin, ce qui vaut au Cambodge la

réputation d'être un havre ensoleillé pour personnages douteux.

Le pays attire toutes sortes d'escrocs et de trafiquants d'armes, sans oublier quelques terroristes

islamiques et patrons mafieux. En juillet, l'architecte Patrick Devillers a fait les gros titres lorsqu'il

a volontairement quitté son domicile de Phnom Penh pour rentrer en Chine afin de remettre des

preuves liées à l'affaire médiatisée de Bo Xilai, l'ancien dirigeant communiste déchu à la suite de

multiples accusations de corruption.

Havre de paix pour toxicomanes, pédophiles et criminels en cavale

Avant cela, il y a eu le marchand d'euthanasie en ligne : Roger Graham. Cet Américain arrivé au

Cambodge en 2003, a été expulsé trois ans plus tard. Le Cambodge lui reprochait de ternir l'image

du pays en recrutant des clients pour son programme de suicide assisté par le biais d'un site

Internet qui décrivait la procédure. Même après son arrestation, il a déclaré : "Tout ce que je veux,

c'est diriger un petit café et finir ma vie en paix. J'ai l'intention de mourir ici."

D'autres personnes n'ont pas l'intention de mourir au Cambodge, mais ils y finissent quand même

leurs jours : c'est notamment le cas des toxicomanes, qui font le voyage parce que les médicaments

sur ordonnance et les métamphétamines sont facilement accessibles et peu coûteux.

Toutes sortes de pédophiles – des célébrités comme d'anciens policiers – viennent à Phnom Penh car

les enfants Cambodgiens continuent d'être victimes de trafics, en dépit des lois censées les

protéger.

Enfin, le principal attrait de la capitale est avant tout sa réputation bien établi de royaume de

l'impunité. C'est un pays où l'ancien président de la chambre de commerce, Theng Bunma, avait pu

manifester son mécontentement envers une compagnie aérienne en tirant une balle dans la roue

d'un avion, sans jamais avoir à s'inquiéter de la moindre répercussion. Quelques mois plus tard, il a

dégainé une arme à bord d'un appareil afin de retarder son décollage. Il attendait des amis en

retard pour l'embarquement.

La vie en cavale est d'autant plus agréable lorsqu'on a de bons contacts ou de l'argent. Ainsi,

Thaksin Shinawatra, l'ancien Premier ministre de Thaïlande évincé par un coup d'état en 2006 et

qui vit en exil depuis qu'il a été déclaré coupable de corruption, a occupé la fonction de conseiller

économique spécial auprès de son ami le Premier ministre du Cambodge, Hun Sen.

Alexander Trofimov, homme d'affaires russe, s'est rendu au Cambodge en 2005 et a entrepris la

construction d'une station balnéaire pour la somme de 20 millions d'euros sur Koh Puos [île aux

serpents], près de la côte sud-ouest du pays. Ainsi, il s'est fait une place parmi les "Khmers riches",

la crème de la crème au sein de l'élite cambodgienne. Il a tout de même écopé d'une peine de

prison à la suite de son arrestation en 2007, lorsqu'il a été déclaré coupable d'agression sexuelle sur

17 mineurs, dont un enfant de six ans. Toutefois, il a été libéré en décembre 2011, quatre ans

après son incarcération, car il a obtenu une grâce royale. Peu après, il a été trouvé en compagnie

d'une fillette de 11 ou 12 ans. C'en était trop, même pour le Cambodge, et il a été expulsé en juin

dernier.

Il faut se méfier des imprévus lorsqu'on se lance dans les affaires avec le gouvernement

cambodgien. Après tout, si un criminel peut acheter liberté et protection, l'argent peut aussi se

retourner contre lui. Ainsi, Gottfrid Svartholm Warg n'était pas encore arrivé en Suède que


Stockholm avait déjà annoncé une aide de 45 millions d'euros pour promouvoir la démocratie au

Cambodge.

Patrick Kersalé, ethnomusicologue s’est installé au Cambodge pour approfondir ses recherches sur les instruments musicaux des Khmers anciens, tels qu’on peut les admirer sur les bas-reliefs des temples d’Angkor. La plupart de ces instruments ont disparu du Cambodge, du moins le croit-on. Mais depuis une quinzaine d’années Kersalé sillonne l’Asie et tout spécialement l’Asie du sud est. D’un pays à l’autre, il a identifié des ressemblances, repéré des savoir-faire, reconnu des gestes, répertorié des rituels que l’on retrouve sur les sculptures d’Angkor Wat ou de Bayon. Sur les routes de l’hindouisme et bouddhisme, il a croisé archéologie et ethnologie pour reconstituer ces instruments, tels qu’ils devaient être à l’apogée du Royaume. Les matériaux utilisés, d’origine végétale, animale ou minérale, sont ceux de l’époque. Et ce sont des artisans cambodgiens qui les ont réalisés, une manière pour eux de se réapproprier les savoir faire disparus. Dans le documentaire remarquable qu’il nous livre aujourd’hui, il nous explique pourquoi il s’est adressé aux minorités du Ratanakiri pour réaliser une cithare à double résonance ainsi que l’une de ces cornes que l’on retrouve fréquemment sur les bas-reliefs d’Angkor. Mais c’est au Népal qu’il s’est rendu pour faire réaliser les trompes métalliques que l’on peut admirer sur« le défilé historique », ce bas relief d’Angkor Wat. Le savoir-faire des newars qui travaillent pour les moines tibétains y est unique. Il nous permet aujourd’hui de découvrir les sons des trompettes et des conques d’Angkor. La reconstitution de la harpe, qui a disparu du paysage musical cambodgien vers le 13ème siècle, était l’objectif majeur du travail de Kersalé. Or les représentations de l’instrument n’apparaissent que sur deux linteaux en piètre état. Par recoupement, et avec l’aide des Birmans et des Karens du Myanmar et de Thaïlande, Kersalé nous dévoile les secrets de cet instrument que les Cambodgiens voudraient aujourd’hui voir revivre. Dans un autre documentaire, tout aussi passionnant, Patrick Kersalé élargit son propos et part à la recherche des survivances du Royaume d’Angkor qu’il confronte aux pratiques et aux rites des Khmers des campagnes, des Montagnards des hauts plateaux indochinois et qui l’entraine jusqu’en Inde.

Dans un petit ouvrage, petit par la taille mais poi nt par la puissance, Christophe Macquet dépeint avec rudesse et précision le Cambodge des sans-voix et des sans-dro its. De ceux qui n’ont que leur corps pour lutter. C’est comme un cri. Un cri venu du plus profond des tripes. La force brute, à fleur de peau. Celle de survivre coûte que coûte. Quand, auCambodge , on est né loin des villas somptueuses et des 4×4 flamboyants, on n’a que son corps comme monnaie d’échange. «Tu fais la pute et ton frère boxe», écrit en prologue de son KbachChristophe Macquet. Le livre est une version augmentée du

texte écrit en 2006 pour accompagner les photographies de John Vink dansPoids Mouche. Plus qu’un livre consacré à la boxe, c’est une piqûre de rappel, ô combien saine, pour tous ceux qui pensent que le Cambodge est désormais sorti de l’ornière. Qui se laissent aveugler par les fortunes (illégalement) acquises par une poignée de privilégiés et en viennent à ne plus voir ceux qui se débattent dans une misère abjecte et son cortège de violences et d’abus.

«Ce n’est pas du Zola», pondère toutefois l’auteur, dont l’amour porté au Cambodge – «pas au Cambodge du sommet de la pyramide» – était tel qu’il l’a vécu, de 1994 à 2005, comme un sacerdoce. Partir à l’ascension de ce pays, au moment où il reprenait vie, à travers sa langue. A travers sa littérature que les bien-pensants disaient moribonde, sinon inexistante. Il est devenu un dépositaire, très rare, d’un trésor à la valeur inestimable. Il a saisi l’âme du Cambodge par sa langue, quand d’autres se plaisaient à décrypter ses joutes politiques. Il l’a exploré par sa base, auprès des gens de rien, quand beaucoup côtoyaient la «haute» occidentalisée. Il a appris la langue de la rue et des troubadours des campagnes reculées. Une langue tranchante, incisive, percutante. Qui va droit au cœur (à moins qu’elle n’en sorte ?). Presque bestiale. Presque divine. Une langue que Christophe Macquet, qui honnit le mot de «poète», retranscrit en quelque sorte dans Kbach. Phrases brèves, jetées sur le papier comme un uppercut. Boxeur sur le ring, il frappe. Pas le droit de tricher. Il en va de la vie. De la mort.

La violence est là. Voyez ce combat de coqs. «A l’ombre d’un immense banyan aux feuilles en forme de cœur rigide pouvant à la fois servir d’éventail pour brasser un peu l’atmosphère dans l’ombre qui ne rafraichit pas et d’écran provisoire pour cacher les horribles faces breughéliennes, penchées sur l’aire, crispés-lâchés en anneau vif, l’argent circule, les hommes s’engueulent, têtes noires, défigurées par le poinçon du sang, l’appât du gain, la touffeur contagieuse autour du sacrifice, les désirs mêlés de vengeance, de viol, de gras, et de signes auspicieux, gagner ou perdre, vivre ou mourir, lyncher, s’aimer, s’enfuir, vendre son vivre, son corps, racheter le mourir et le sort, payer son riz, apaiser les esprits, les femmes éructent, les enfants crient ‘tue-le ! tue-le !’, comme leurs aînés, ‘bouffe-le’, grimaces, on crache, les volatiles à demi déplumés n’en peuvent plus, ils se font l’accolade comme deux boxeurs épuisés, ‘crève-le, putain, crève-le’, le bâtonnet d’encens consumé, c’est la fin de la première reprise, la première eau, contestation, on suspecte le vieux tatoué qui sert de maître du temps et des règles, remous, insultes, mauvais rictus, puis les niveaux se stabilisent, on soigne rapidement les blessures avec de l’eau citronnée, on aiguise à nouveau les ergots métalliques, et ça repart, les champions se volent à nouveau dans les plumes, cette fois l’ergot de l’un s’est fiché dans la tempe de l’autre, les deux soudés, ça pisse le sang, par la plaie, par la bouche, ça s’affaiblit, ça s’effondre tout rouge sur la plaine monotone, et le vieux se met à compter, un peu trop vite, contestation, puis l’évidence, la mort, défait, l’argent circule, on baigne, on s’éponge en silence.»

La Franco-Cambodgienne Bérénice Marlohe est à l’aff iche du 23 ème opus des aventures du célèbre agent secret au service de Sa Gracieuse Majesté. Skyfall, le dernier James Bond, sortira au cinéma cet automne avec Daniel Craig dans le rôle de 007 et une quasi-inconnue, Bérénice Marlohe, qui incarnera une des beautés fatales dont l’espion britannique a le secret pour s’entourer lors de chacune de ses aventures. « J’aime les méchantes, les ‘mauvaises filles’ – celles qui veulent tuer 007 », a-t-elle déclaré à l’édition italienne du magazine Vogue, rapporte le Phnom Penh Post du 19 septembre. Le journal

indique que la star n’est pas une inconnue du public khmer qui l’adule pour son succès à Hollywood, mais surtout parce qu’elle représente le Cambodge à étranger.

Celle qui incarnera l’énigmatique Séverine, au décolleté plongeant et aux ongles acérés, est en effet née à Paris d’un père médecin originaire du Cambodge et d’une mère française enseignante. « Ma mère est française, mon


père est sino-khmer. De ma mère, j’ai hérité de la gentillesse et de la capacité de ne dépendre de personne. De mon père ? D’être têtue, de ne jamais abandonner et de mes traits de visage », a déclaré l’actrice, qui s’est dite impatiente de voir ce que les fans penseront du film tourné en France, à Istanbul et à Shanghai.

« Pendant le tournage en France, j’ai trouvé qu’on ne faisait pas beaucoup attention à moi parce qu’on ne me voit pas comme les autres actrices françaises », a expliqué la séduisante métisse de 33 ans. « Peut-être est-ce parce que je ne joue pas si bien que ça. Si c’est la raison pour laquelle je ne suis pas si connue en France, alors je ne peux pas me plaindre ». Le poisson occupe une place primordiale dans l’alim entation au Cambodge, puisque le Tonlé Sap et ses af fluents

forment une des zones de pêche les plus importantes au monde. Mais en marge de l’usage culinaire, cert ains

poissons sont ici davantage prisés pour leur rôle e sthétique et culturel.

C’est une échoppe de la rue 288, à l’ouest de Monivong, dont la vocation est semblable à celles des boutiques voisines :

l’aquariophilie, ou la passion des poissons en aquarium. Ici, des créatures étranges s’entassent dans des bassines et

bocaux : un capharnaüm bariolé sur lequel veille la famille cantonaise propriétaire de l’endroit. Bien mis en évidence sur les

étals se trouve un des plus célèbres hôtes des lieux : le combattant, Betta splendens en latin.

Détail révélateur : les bocaux où évoluent ces poissons longs de quelques centimètres sont tous séparés par une mince

feuille de carton. Comme son nom le révèle, l’agressivité est un trait de caractère marquant du combattant. La paroi retirée,

le poisson montre des signes d’agitation à la vue de ses congénères, déploie ses ouïes et ses nageoires, dans une

chorégraphie menaçante. Ce comportement, ainsi que sa silhouette élégante, avec des nageoires formant voilure, explique

la fascination que suscite l’animal.

''On ne peut pas placer les mâles ensemble, ou sinon ils se battent'', explique Panyarith, un client de la boutique, passionné par Betta Splendens depuis l’enfance. Cet ingénieur tiré à quatre épingles tient à la main un sachet d’eau boueuse rempli de vers, qu’il dit avoir été puisé dans une mare près de Pochentong. ''Je nourris mes poissons avec, mais bientôt il n’y aura plus de lacs à Phnom Penh, et je devrai leur donner de la nourriture en sachet'', constate-t-il, amer. Il vient se procurer ici un nouveau poisson, qui viendra s’ajouter à sa collection de plus d’une quinzaine de pièces. Le prix de base pour un combattant est de 2.000 riels, ''mais cela peut monter à 10 dollars pour un poisson très guerrier, et à 30 dollars pour un particulièrement beau'', détaille Panyarith.

Lui tient ses poissons séparés pour éviter tout conflit. D’autres en revanche prisent précisément l’affrontement. Visal, douze ans, achète de son côté deux petits poissons peu chers, les versera ensuite chez lui dans une


bassine pour les voir se battre, en pariant quelques riels avec un ami. Une pratique prohibée, mais l’interdiction reste évidemment toute théorique.

Quelques fermes pratiquent l’élevage au Cambodge, mais la plupart des combattants sont importés de Thaïlande, où ils répondent à des critères de sélection précis. ''Mon cousin part là-bas dans une vaste ferme d’élevage, et ramène 1.000 pièces à chaque fois'', explique Tang Hy, propriétaire d’une boutique sur la rue 63. Dans le royaume voisin, le combattant fait l’objet d’un élevage massif, et a été érigé au rang de symbole national. Poisson porte-bonheur Mais c’est une autre espèce qui remporte la préférence des aquariophiles locaux. Dans un coin de sa boutique sur la 288, Hut soulève un pan de drap sous lequel baigne, dans un aquarium sombre, un gros poisson à l’air placide. Un arowana asiatique doré :Scleropages formosus, le poisson-dragon. ''Un poisson de première catégorie'', explique Hut, ''qui vaut plus de 1.000 dollars''. Un trésor dont prend soin le vendeur, se gardant des voleurs, surveillant la température de l’eau et l’alimentation faite de crevettes et grillons vivants.

Des traités entiers ont été rédigés sur les croyances associées en Asie à l’arowana. Les Chinois lui trouvent une ressemblance avec le dragon, et l’associent à son culte. Il est réputé porter bonheur. Ses couleurs jaunes et rouges évoquent la fortune et le succès. Certains mythes évoquent le fait que l’arowana tombe malade en même temps que son propriétaire, et récupère au même instant, voire, dans certains cas, se sacrifie pour sauver ce dernier. Son caractère auspicieux n’a par contre pas porté chance à l’arowana, qui se trouve sur la liste des espèces en danger. Quelques fermes existent dans la région, mais le marché s’alimente également via le braconnage. ''Cela représente un marché juteux, explique Eric Barran, de l’ONG World Fish. Au Cambodge, on le trouve notamment dans les Cardamomes, où sa capture met en péril son existence.'' ----------------------------------

defender of Thai sovereignty.”

Since early January, Royal Thai Army (RTA) planners have prepared new plans to defend Thailand against potential attacks from Cambodia, a move that threatens to rekindle tensions along the two countries' contested border. The plan, drawn up by the RTA's 2nd Army Region and formally approved in April, represents a significant departure from previous Thai strategic footings vis-a-vis Cambodia and involves the immediate commitment of large regular army combat

units along the border.

The new plan is highly unusual for the RTA and could be perceived as provocative given the lack of any immediate and realistic military threat from Cambodia. It would also seem to contradict the policy of the Yingluck Shinawatra administration, which has worked to ease tensions with Cambodia over a disputed land claim at the Preah Vihear temple that spiked during the previous Abhisit Vejjajiva-led government.

The last time that Thailand faced a threat of conventional invasion was in early 1979, when units of the Vietnamese army arrived on the Thai border after overthrowing Cambodia's Khmer Rouge government. There was an initial brief period of panic that the battle-hardened Vietnamese might continue into Thailand. Those concerns faded, however, when it became apparent that Vietnam was bogged down in Cambodia and China offered support in the event that the Vietnamese crossed into Thai territory. Thai concerns for their border consequently revolved around deterring and then dealing with shallow, relatively small scale, Vietnamese incursions. The RTA soon developed a system to deal with this threat, which relied first on the use of proxy forces acting as buffers, including the various Cambodian resistance groups that operated along the Thai-Cambodian border. These groups were sometimes supported by Thai Special Forces.

As a second line of defense on the Thai side of the border, the RTA eventually came to rely on lightly-

armed paramilitary units of the Thai Border Patrol Police and the army's own force of rangers,

or thahan phran. Not to be confused with the elite US Army fighting force, Thai rangers were badly

trained, paid cannon fodder largely recruited from the poor populations. Only as a last resort were

regular RTA combat units committed to the sporadic border fighting - and they did not always fare

well.

The new 2nd Army plan is a complete departure from this security configuration and is notably not

part of an army-wide general improvement in training. It is built around the entire regular 6th

Infantry Division, headquartered in Surin in the country's northeastern region, and has been

reconfigured as the "Suranaree Task Force" in line with the plan.

The task force is scheduled to deploy up against the border with its full complement of heavy weapons

and artillery. The selection of positions to be occupied by the various subordinate task forces was

based on extensive intelligence, including the use of commercially available satellite imagery of both

sides of the border, to assess the terrain.

Costly defensive positions have been prepared for the task force, including deeply dug-in bunkers and

individual fighting positions with overhead cover. Buried communications cables have been laid

between command posts to mitigate the risk of having their radio transmissions intercepted by the

enemy.

Experienced foreign military attaches who have visited the positions have reported that they are very

professionally laid out and built. Many details that distinguish between units seriously preparing for


combat, including clearing fields of fire and preparing range cards for weapons, from those just going

through the motions, were also observed by the envoys. This is in marked contrast to past

configurations when such details were often neglected by Thai units on the Cambodian and Lao

borders.

Provocative position

The Thai army is not noted for the realism of its training or professional attention to detail, making

these preparations all the more noteworthy. There is speculation the sophisticated preparations are a

reflection of the influence of division commander Major General Chalit Meekkukda, a highly respected

officer and experienced troop leader. Chalit has decided that these positions will be manned on a

scheduled rotation by major elements of the task force, with other elements on alert fully ready to

deploy.

Two other aspects of the planning, however, indicate a strong influence from the highest levels of the

RTA, and again demonstrate the unusual nature of the deployments. The 2nd Army headquarters

recently held a one week command post exercise (CPX) in the town of Korat to test the new plan using

a computer simulation to help evaluate the results of a Cambodian invasion of Thailand's northeastern

region. Several Thai army officers who participated in the CPX reported that the plan seemed to be

professionally devised and capable of success.

More unusual for the RTA, the CPX was unexpectedly followed up by the announcement of a series of

classified and very demanding surprise alerts and deployments of major combat units to the border.

Expected to commence sometime in the next two weeks, the quick reaction battalions of the task force

will receive no-notice alert orders to move south and reinforce front line positions, which for the

purpose of the exercise will simulate observing Cambodian preparations for an attack on Thailand.

Following the arrival of the alert battalions in their forward areas, supporting artillery units will

conduct live fire exercises from pre-registered locations. Should Cambodian army forces respond

militarily to all this activity, senior Thai army officers told the authors that the RTA will be prepared to

respond immediately and aggressively. A second series of these alert exercises is tentatively scheduled

for this November.

The same senior Thai officers did not provide a motive for taking such an intensive, expensive, and, if

fully implemented, potentially provocative course, aside from the observation that it appeared to be

the brainchild of RTA commander General Prayuth Chan-Ocha. The military exercise also seems to be

at odds with the foreign policy of Thailand's civilian Peua Thai party-led government, headed by

premier Yingluck.

Yingluck's elder brother, self-exiled former prime minister Thaksin Shinawatra, is widely regarded as

the real power behind her government. Thaksin is known to maintain close ties to Cambodian Prime

Minister Hun Sen and bilateral relations have improved substantially since Yingluck took office.

The Thai Armed Forces Headquarters (formerly known as the Supreme Command, a joint

organization separate from the RTA) under the ASEAN Defense Ministers' Program recently

conducted a joint humanitarian assistance and disaster relief exercise in Hua Hin, Thailand in which

Cambodia was a participant. In late August, Thai and Cambodian officials held discussions on how to

jointly combat drug trafficking, goods smuggling and forest encroachment in border areas.

Those bilateral meetings have helped to ratchet down tensions. The two countries' competing

sovereign claims over border territory located near the ancient Khmer temple of Preah Vihear has

sparked several rounds of military confrontations in recent years, resulting in deaths on both sides of

the border.

These clashes were mostly low-level and insignificant compared to the level of force now being

prepared by the RTA for border areas. While the RTA is duty-bound to prepare defense plans to


protect national territory, conducting live-fire artillery exercises in border areas, particularly during a

time of relative peace, will be hard to justify on any reasonable grounds.

Prayuth and his royalist supporters were successful in galvanizing a nationalist backlash against

Cambodia among the rural population of the northeast in the 2010 standoff near Preah Vihear.

Significantly, the geographical area is a major power base for the RTA's main political opponent,

former premier Thaksin, who was overthrown in a 2006 military coup and maintains strong political

influence from abroad.

Some now wonder whether Prayuth has ordered the 2nd Army to implement this new defense plan

and stage exercises to provoke a Cambodian response that would allow the RTA to portray itself as the

primary defender of Thai sovereignty. It is not immediately clear that the plan is a reaction to

Thaksin's influence over the annual military reshuffle of top command posts, which comes into effect

on October 1.

Thailand is divided into four army regions: the 1st Army in Central Thailand including Bangkok, the

2nd Army in the Northeast, the 3rd Army in the North, which oversees much of the Myanmar border,

and 4th Army in the South, where authorities are fighting a stubborn Muslim insurgency.

RTA Army Region commanders have traditionally enjoyed a large degree of autonomy. This autonomy

refers to more than just a lack of civilian control over the RTA's internal affairs, but in the case of

Army Regions has historically involved a great deal of influence over the foreign policy that Thailand

pursues with neighboring countries. In certain instances, that autonomy has been independent to

some degree of oversight from the RTA's headquarters in Bangkok.

Whatever the motive, there are clear dangers to the RTA's new plans for the Thai-Cambodian border.

While the most potentially provocative aspects of the RTA's new defense planning have yet to be

carried out, RTA officers are proceeding as if they will be soon, with all the attendant risks to peace

and stability.

demonstration, however, likely fell on deaf ears. While protesters demonstrated outside, urging land and human-rights reform, members of the donor community met with the government yesterday at the Council for the Development of Cambodia in

Phnom Penh to sign off on a series of development targets that bore only a faint

resemblance to those recommended by civil society. The high-level donor meeting typically convenes every six months, but had been indefinitely postponed since April, 2011. At the meeting, donors and the government agree to targets that help inform aid packages.

Local and international NGOs have been urging foreign nations to withhold aid

unless strict human-rights reforms are made by the government, but donors

neither pledged nor suspended funds yesterday. Instead, reading from a series of prepared speeches, most offered only the most cautious of critiques, such as a suggestion by Japan that civil society opinion be sought more often and the EU’s calls for increased budget transparency.

“There’s normally a question-and-answer session, but at this particular time, there

was hardly any room for comment,” pointed out Lun Borithy, executive director of the

Cooperation Committee for Cambodia, which co-ordinated a long list of recommendations along with a 170-page series of NGO position papers disseminated at yesterday’s meeting. “I think we’ll have to rely on the coverage in the press . . . about our key asks and recommendations. To rely too much on direct input in the meeting is having over-expectations.” Pushing for land reforms

Reform recommendations publicised by the joint group of NGOs on

Tuesday appeared to have had little impact on the targets signed off on. The groups, for instance, called for concrete changes to land policies, asking for public access to information regarding state land and a complete overhaul of resettlement procedures. The endorsed targets, in turn, touched upon neither, mostly focusing on due dates for draft policy papers and laws. While participants endorsed 20 “joint monitoring indicators” ranging from health to aid effectiveness to education, land and the attendant rights issues have been chief on many observers’ minds. Though most of the meeting was pro-forma, there were hints that the donor community has been pushing harder for land reforms than those endorsed targets might indicate. A moot point

German Ambassador Wolfgang Moser highlighted “the adverse social and

environmental effects associated with granting of various concessions" in his

speech, flagging involuntary resettlements “of concern to development partners”.


“We welcome the temporary moratorium on granting new ELCs, as this can effectively block new conflicts,” he added, before raising a series of questions to the government on the status and extent of the moratorium – which was declared in May but has stoked concern among rights groups after the government revealed it would not extend to ELCs already in the pipeline.

But while donors praised the government’s readiness to allow such questions, it

proved a moot point, as no representatives from the Ministry of Agriculture – the

only body governing ELCs – were present. Calls to officials at the ministry went

unanswered. Tom Barthel Hansen, head of representation at the Danish Embassy, which has been heavily involved in the forestry sector, told the Post that the issue of ELCs remained paramount. “There’s no doubt about it, of course ELCs have been a point of agenda. It’s an area where we have raised our concern … The government has raised the issue and are fully aware that they need to do something on this issue,” he said. “It’s no secret that the donors are watching what’s going on with ELCs.” Begging for intervention While the government seemed less than keen to touch on the issue of ELCs, Minister of Land Management Im Chhun Lim presented the most comprehensive explanation yet of the premier’s massive land titling initiative currently under way. While he highlighted the strides that had been made since the June 25 order – noting that 170,000 households had been recorded and 800 titles handed out – villagers from Boeung Kak and Borei Keila stood outside the CDCC, begging for intervention in their own land disputes. “We want the development partners and private sectors to understand our concerns over the land dispute that appeared from their development projects, and we need them to respond and resolve this issue,” said protester Tep Vanny.

Cambodia's NGO community meets in Phnom Penh to discuss recommendations to the country's aid donors, Sept.

They say donors must ensure aid goes to strengthening democracy and human

rights in Cambodia.


2012-09-25 Radio Free Asia More than 100 nongovernmental organizations gathered in Cambodia’s capital Phnom Penh on Tuesday, calling on donor countries to make further aid conditional on government reforms for a more transparent electoral process and efficient judicial system. They made the call ahead of a key meeting on Wednesday between donors and the government of

Prime Minister Hun Sen, which has been accused of human rights abuses. Eight international NGOs also submitted a joint letter demanding that donors do more to protect Cambodia’s human rights activists, a number of whom are facing various charges or have been detained by authorities in recent months. Three NGOs will be allowed to attend the Government-Donor Coordination Committee Meeting on Wednesday which will focus on development issues. The last such meeting was last held in 2010 when donors pledged U.S. $1.1 billion—or half of Cambodia’s annual budget—to the government in assistance. The civil society groups want donors to use their financial pull to sway policy in Phnom Penh. Phouk Panhavicheat of Forum on Cambodia, which monitors economic aid to Cambodia, told RFA’s Khmer service that the recommendations from the NGOs which met Tuesday in the capital were based on independent studies concerning “development loopholes” in the country. She said that the government should better implement existing laws while increasing checks and balances in order to promote democracy and “to enable constructive criticism … [for] good governance.” Specifically, the NGOs requested that the government reform the National Election Committee (NEC), which organizes and manages polls, in order to ensure its independence. The NEC has been accused by rights groups and opposition parties of bias toward the ruling Cambodian People’s Party (CPP), which has ruled the country for three decades. Cambodia’s opposition parties have been calling for independent members on the NEC, whose headquarters is situated in the Ministry of the Interior compound. But officials say that a series of reforms since 1998 have made the committee “more efficient” and that further changes are unnecessary. Judiciary and resources The group of NGOs also called on Cambodia to produce new laws surrounding the status of government prosecutors and judges. Critics have frequently accused the country’s judicial system of lacking independence and say that court officials need an environment where they can “work more efficiently.” In addition, the NGOs recommended that the government reform its national land policy and devise a plan to better manage revenues derived from the country’s natural resources. Land disputes are an everyday occurrence in Cambodia, where rights groups say some 300,000 people have been forced off their land over the past decade. The government has granted millions of hectares of land in concessions to private developers, in some cases pitting residents against developers and sparking protests.


No government representatives attended Tuesday’s NGO meeting, but Council of Ministers Spokesman Phay Siphan called the recommendations “politically motivated,” without providing further details. He said that proposed changes to the NEC were unnecessary and that previous reforms had addressed failings in the electoral body ahead of national elections in July 2013. “We have already reformed the NEC a few times,” he said. “We are working to ensure an effective election process.” Open letter In their open letter, the eight international NGOs called on donor countries to “take timely and decisive action regarding the human rights abuses perpetrated by” the government. Amongst the signatories were New York-based Human Rights Watch, Washington media watchdog Freedom House, and London’s Global Witness, which monitors natural resource conflicts. Specifically, the letter urged donors to ensure that their assistance goes towards strengthening the country’s democracy, rule of law, and human rights, which it said are “demonstrably compromised.” “We strongly urge donors not to endorse and reward the actions of the [government] through a large-scale injection of new funds, but instead to make a coordinated and public condemnation of the government’s increasing human rights abuses,” the letter said. “[International aid] must also be based on the achievement of concrete reforms in natural resource governance, in particular in the land sector.” The letter also demanded that all charges against journalist Mam Sonando and rights activists Yorm Bopha and Tim Sakmony are withdrawn and they are released immediately. Mam Sonando, the director of Cambodia's independent Beehive Radio station, was arrested in Phnom Penh in July on charges he was behind a May land revolt and ensuing bloody clashes in Kratie province’s Chhlong district as part of secessionist plans. Yorm Bopha and Tim Sakmony, two prominent female land rights activists, were arrested on Sept. 4 and 5, respectively, on what the letter described as “questionable allegations.” Both women had taken part in protests against forced evictions in the capital. “Ensuring just outcomes for the Sonando, Bopha and Sakmony trials is a start, and will set an important precedent for future cases and, more generally, the protection of human rights in the country,” the letter said. ‘Urgent’ circumstances The NGOs called the situation “urgent” in Cambodia in light of the recent killings of environmentalist Chut Wutty and journalist Hang Serei Oudom. In April, environmental activist Chut Wutty was shot and killed while he accompanied two reporters from the Cambodia Daily to investigate illegal logging claims in a protected forest region. The reporter, Hang Serei Oudom, was looking into claims of illegal logging and extortion when he went missing on Sept. 10. His battered body was found two days later in the trunk of his car. The letter noted that Cambodia is up for consideration for membership on Oct. 18 for a non-permanent seat on the U.N. Security Council and that, regionally, the government is chairing the Association of Southeast Asian Nations (ASEAN) at a time when it is about to adopt the ASEAN Human Rights Declaration in November.


“Financial commitments made to the [government] should take into account the rights and freedoms of all Cambodians, or they risk sending an implicit message of approval of the [government’s] actions,” the letter said. “We respectfully request the international donor community to take a path that reminds [the government] of its international obligations.” Reported by Sok Serey for RFA’s Khmer service. (WNN/GDN) CAMBODIA, ASIA: In the first nine months of the year, we have seen the killing of

Cambodia‘s leading environmental activist, a journalist and a 14-year-old girl

whose community faced eviction. We’ve also seen the conviction of 13 land activists

for legitimate protests; a judicial move against one of the country’s most

respected human rights activists; the harassment of politically active monks; and

the arrest of an independent radio station owner on charges of secessionism. And

these are just the most outlandish and publicised incidents. As disparate as these cases may seem, there is a common thread that runs through each of them: conflict over natural resources. Cambodia is in the grip of a land-grabbing crisis that has seen more than 2m hectares (5m acres) of land transferred mostly from subsistence farmers to agribusiness. And as good land becomes scarce, the battle for it is becoming increasingly intense. An estimated 400,000 people have been affected by land disputes since 2003. This massive transfer of natural resources has been accomplished mostly through Cambodia’s economic land concession (ELC) scheme, in which the government leases large plots of land to companies that agree to farm them. Those evicted to make way for superfarms are entitled to compensation, but rarely get it. Cambodia’s land title system is in shambles, and poor farmers rarely hold deeds for their land – even if they are legally entitled to them, based on possession rights. Even a so-called moratorium on new ELCs in May has failed to stem the tide. International donors and civil society groups have long pushed for a ban, but since the moratorium, news of at least another 12 concessions, totaling more than 80,000 hectares, has emerged.


The moratorium contains a little-noticed loophole – one so big that it swallows the ban itself. It allows the government to award ELCs that were “agreed in principle” prior to May. Of course, there is no public list of the ELCs “agreed in principle”, so we simply have to take the government’s word for it. In other words, it’s business as usual – there’s just a new gloss to distract confused foreign donors. The driving force behind Cambodia’s land crisis may be shortsighted greed, but its legacy could be long-term social and environmental catastrophe. The land grab is creating an underclass of landless citizens who have no stake in society and nothing left to lose. Recourse to the law is not an option. In fact, the law is often used against victims of land grabs, as in the case of the 13 women activists of the Boeung Kak lake community. They were arrested and convicted in May after taking part in a peaceful demonstration over a land dispute that led to the forcible eviction of more than 3,500 families. The women were released in June after international outcry, but three months later, two more land activists – including another Boeung Kak community leader – were arrested. For the average Cambodian, the only avenues that offer the prospect of success are public protest and individual action. The government is well aware of the desperation, and this fact helps explain the recent spate of arrests, killings and harassment. The authorities are increasingly using violence to keep a lid on things. If evictees don’t go peacefully, private firms are willing and able to tap the resources of the state to forcefully capture land. The violence and arrests are symptoms of an accelerating breakdown in Cambodian society. People need outlets for complaint. They need recourse and accountability. Cambodia increasingly has neither. Pressure is building and the system is having difficulty keeping discontent bottled up. On Wednesday, officials will gather for a major conference in Phnom Penh between the Cambodian government and aid partners. At the last conference, in 2010, donors pledged $1.1bn in assistance – half of Cambodia’s national budget. This year presents an opportunity for donor governments to take action to ensure Cambodia addresses the root causes of this breakdown – from the culture of impunity and corruption to the lack of a proper system of land titles. The first step would be to call for the loophole in the ELC moratorium to be closed – before more Cambodians are marginalised and it becomes too late. More than 60 people yesterday rallied at the National Assembly, the UN Human

Rights Office, the Danish Embassy and the German Embassy as part of a petition

campaign to seek the release of two jailed women from the Boeung Kak and Borei

Keila communities. Villagers and their children used yesterday’s Constitution Day holiday to finish submitting petitions calling for several foreign entities in Phnom Penh to intervene on behalf of Borei Keila’s Tim Sakmony and Boeung Kak’s Yorm Bopha, Borei Keila representative Brack Sopha said yesterday. Their supporters claim the two women have been unfairly targeted for their land activism. The authorities, however, have said Bopha’s charge of causing intentional violence and Sakmony’s of making a false declaration, are unrelated to their protesting. The women, arrested earlier this month, are in pre-trial detention in Prey Sar prison. “I hope the embassies will help us,” Sopha said. “We have stopped believing in the authorities because we asked them for help many times, but they did not pay attention.” The UN Human Rights Office and the Danish and Germany embassies’ representatives yesterday accepted the villagers’ petitions but said they could not promise to find solutions for them. Three men, including a disgraced former police officer, have been accused of

savagely beating a journalist in what is believed to be the third instance this

month of intimidation against reporters exposing illegal logging in Ratanakkiri. Ek Sokunthy, 42, a journalist for Ta Prum weekly newspaper, told the Post yesterday that he was beaten on the head and body with a pistol and wooden stick in Andong Meas district’s Malik commune. His wife, who had recently given birth to their first child, was pushed to the floor during the attack, which took place Tuesday.


Major Kim Vanna, of Ratanakkiri provincial of military police, said the alleged perpetrators, former Andong Meas police officer Nget Senghorn, and local residents Puth Hoeurn and “Thy”, have fled the area. The search for the suspects continues.

“They are illegal loggers, but I have never written of their case,” said Sokunthy. “I

didn’t know the reason why they beat me because I always wrote stories favourable to authorities and am fearful now.” Talav commune police chief Kim Savong said Senghorn is a former police officer who was expelled due to disciplinary issues. While Sokunthy denied by phone to the Post yesterday any conflict over his reporting, or coverage beyond “positive provincial developments”, his editor at Ta Prum weekly said he published a story on illegal logging activity last month. “After the death of the journalist [in Ratanakkiri], he also received a death threat from officials telling him to be careful,” said Phum Chesda. “They said, ‘Did you hear about the death? Do you want to follow? Do you want to continue your career here?’” Sokunthy had received up to three death threats from Andong Meas district police and military police regarding his coverage of logging, Chesda said. According to Chhay Thi of human rights group Adhoc, this is the third instance of intimidation against journalists involved in logging issues in Ratanakkiri province this month. The first occurred in O’Yadav district when a group of journalists photographing illegal timber storage had their motorcycles damaged. Phnom Penh's international donors might stop to consider that Cambodia's

oppressive cronyism is ultimately a manifestation of its disregard for the human


right of private property. Absent meaningful pressure to protect property rights,

foreign aid and investment will bring limited benefits. On Sept. 11, the body of Cambodian journalist Hang Serei Oudom was found stuffed into the trunk of

his car with his head bashed in. At the time of his death, Mr. Oudom was writing about

collusion between local businessmen and officials in the mountainous northwest.

There as elsewhere in the country politicians, officials and logging companies

have conspired to clear-cut virgin forests that are supposedly protected by the

government.

The murder of Mr. Oudom is hardly an aberration in Cambodia. At least 10 journalists have

been killed in Cambodia since 1996. Social activists have fared no better: In April,

a military policeman shot and killed environmentalist Chhut Vuthy as he

investigated illegal logging in southwestern Koh Kong province. Dozens more have

been summarily imprisoned for protesting illegal land seizures. In 2011, Transparency International ranked Cambodia 164th out of 182 countries in its annual Corruption Perception Index. Rampant cronyism also suits Cambodia's one true foreign friend, China, which has poured billions of dollars of aid and soft loans into the country. In the process it has secured economic concessions and diplomatic fealty. At the July 11-12 summit of the Association of Southeast Asian Nations in Phnom Penh, Cambodian diplomats scuppered a collective response to Beijing's encroachment in the South China Sea. Coincidentally, Beijing this month announced another $2.5 billion in investment and soft loans. Trade between America and Cambodia is also on the rise, with the U.S. accounting for 41% of Cambodia's garment-driven exports. Yet the Obama Administration has remained largely silent about Cambodia's recent malfeasance, most notably at the Asean summit. Secretary of State Hillary Clinton made no public mention of Cambodia's rights record. Two days after Mrs. Clinton left the country, the authorities imprisoned one of the country's leading opposition figures on dubious charges of secessionism. Cambodia's ongoing genocide tribunal still receives a lion's share of Western attention when it comes

to human rights.But the most pressing issue for most Cambodians is land use. In the

past decade, hundreds of thousands of Cambodians have endured land grabs and evictions. They have suffered further when they dared to protest these abuses.

Phnom Penh's international donors might stop to consider that Cambodia's

oppressive cronyism is ultimately a manifestation of its disregard for the human

right of private property. Absent meaningful pressure to protect property rights,

Donors are finally granted a meeting with the government on 26 September. It is hopeful that this issue will be on the agenda. The suspect in the murder of Odom, the last victim was set free after interrogation. Activists continue to be very heavily targeted by authorities with arrest with or without court order. The prime minister who is usually quick at using his iron fist, has remained silent over these murders. We need to honor the courageous and dedicated forest activists who continue to patrol Prey Lang forest without any protection. The opposition will continue to stand with the people. Impunity, corruption and greed will stop with a new government that has the political will to protect and preserve Cambodia's pristine forests and other natural resources. And Cambodia is being skinned alive. Since Apr. 26, a crusading forestry activist, a muckraking journalist and a 14-year-old girl have been killed in Cambodia because they tried to safeguard the country’s dwindling land reserves. They are all victims of a decade-long battle over Cambodia’s ecological future, a fight that in the past two years has


turned more bloody and corrupt. Their deaths offer the world a stark vision of how crony capitalism has replaced totalitarianism as the threat to human rights in Southeast Asia. In Cambodia, the price of a human life pales in comparison with a blank check. I worked at the Cambodia Daily in Phnom Penh for one year (2011-2012), covering the oil business, land evictions, the environment and forestry. That’s why I was with Chut Wutty, the nation’s foremost forest conservationist, on Apr. 26 when he was killed. On the third day of an investigation into illegal logging in Cambodia’s Cardamom mountains, we stopped at what Wutty said was a military-controlled

illegal logging outpost. There, he was shot dead during a confrontation with soldiers

who were protecting the site and preventing us from leaving. A soldier was also shot

dead under mysterious circumstances in the firefight, although Wutty did not fire any shots. When

the murderers began concocting a cover-up, a colleague and I were threatened

with death. “Just kill them both,” they icily said within earshot of us. After six hours

of paralyzing fear and pacing at the scene of the murder, we were transferred from police custody into the care of our editor in chief as night fell.

We were lucky. Less than three weeks later, government security forces fatally shot 14-year-old

Heng Chantha during an armed siege against villagers resisting a land eviction by a well-connected

agricultural company.

Now, the latest victim is Hang Serei Odom, 42, a reporter for a small Khmer-language newspaper

who wrote in early September about military collusion in the deforestation of a lush region on Cambodia’s northeast border with Vietnam. His killing was ghastly: He was found dead from two ax wounds, one to the back of his head, the other to his forehead, and stuffed in the trunk of his car. A military police officer and his wife have been charged with premeditated murder after the victim’s shoes were found in and around the couple’s home.

The state-sponsored violence in Cambodia is a local calamity with global

repercussions. Itunderscores the ravenous behavior of China as it scours every

corner of Southeast Asia for rare luxury timber and industrial-purpose woods to

feed its booming economy. Although demand is high for all timber, luxury wood, which differs

from industrial-grade logs due to its elegant appearance, physical makeup and species of origin, is incredibly valuable, raising the stakes for those harvesting it. Around the world, 700 activists and others have been slain in the past decade as they fought to preserve the few scraps of forest and ancestral land that have not yet been clear-cut by often disreputable multinational corporations. China’s hunger for wood is insatiable. It is the number one global importer of timber, both legal and

illegal. According to UK-based think tank Chatham House, it shipped $3.7 billion in stolen

logs in 2008.Cozying up to corrupt politicians and offering millions in no-strings

cash, Chinese lumber concerns have decimated vast swaths of Cambodia and

since 2000 have imported large amounts of illegally procured timber from Russia,

Papua New Guinea, Malaysia and Indonesia. In all, 6,200 square kilometers of forest –an

area twice the size of Rhode Island – have been gutted in Cambodia in the past two decades, and the Chinese are behind the most extravagant development projects. Malaysian, South Korean and Vietnamese firms are also involved in the clear-cutting. Along with Chinese companies, their ability to buy agricultural and mining concessions in ostensibly protected forests has prompted the environmental group Global Witness to describe Cambodia as a “mafia state.” The murders of Odom and Wutty are terrifying messages that exposing timber bandits can be a death sentence. Since 2005, at least three other journalists have been threatened with retribution for their coverage, and an activist has been hacked to death.

rather than propping up a corrupt and violent regime,”Global Witness founding director


Patrick Alley emailed me after learning of Odom’s slaying. “How many more deaths will it

take?” Sam Lawson of Chatham House says forests around the world will be “worse than they are now” in the next decade. The impact will be seen in climate change, displacement and a world bereft of trees. “The illegal logs still being cut each year, laid end to end, would stretch ten times around the Earth,” noted a Chatham House report authored by Lawson. Nigeria, Thailand, Indonesia and Vietnam are also badly gutted, according to global experts.

What is to be done about blood wood? It’s not just a problem abroad. America is the top

importer of illegally sourced wood products. Most illegal timber, everywhere, is used as plywood or veneers for commercial and home construction. But illegal loggers increasingly target luxury timbers like rosewood, which are shaped into guitars and fine furniture before ending up in the United States and Asia. Although the U.S. government took a tough stance on Gibson Guitars for buying illegal rosewood and ebony from India and Madagascar, many more luxury pieces can be traced back to the very forests that activists and journalists in Cambodia seek to protect.

Odom, who leaves behind a pregnant wife, was working in a province notorious for wildcat

logging and had just written about an army police officer who was transporting illegally cut timber. Typically, that wood would be ferried by oxcart and military vehicle into Vietnam, then on to China, before landing in America. It will make a lovely sounding guitar that will drown out the screams from the land of its origin.

The international community remains unwilling to pressure the government of

Prime Minister Hun Sen to end its connivance with lumber profiteers despite

repeated outcries from Cambodia’s oppostion party. Yet foreign donors provide

Cambodia with half its annual budget. This consigns the country’s fabled forests

to a death by a thousand cuts.

“Without forest we would have no access to clean water as the source of

life,” Chut Wutty said in an interview several months before his murder. “Forest is like the skin covering our body.”

as they are elected by the people,” Yorm Bopha’s husband, Luos Sakhorn, told VOA Khmer

at his Boeung Kak home recently. “But since I’ve come to live here, the authorities have

not served the people whatsoever. They only blocked them and cracked down on

people protesting for their land and housing rights.” PHNOM PENH - Boeung Kak and Borei Keila villagers embroiled in longstanding land disputes with

two private companies in Phnom Penh say the authorities are protecting business

interests over the public, as thousands of families lose their homes under forced

evictions. This has turned the protesters and government officials into adversaries, leading to increased tensions, the residents say. Tep Vanny, a representative of Boeung Kak residents, many of whom were ousted by a massive

commercial and residential development project, said villagers are becoming desperate and

have “turned to disputes with the authorities, not the companies.” The ongoing disputes have cause friction between the villagers and the city, creating clashes with police and leading to many arrests and demonstrations. They have become a nettling problem for the government, creating a sense of instability for both the rural and urban poor.

Meanwhile, Tep Vanny said, it is the authorities that file the complaints against the

protesters. The Boeung Kak villagers have been protesting a 133-acre development project in northern Phnom Penh since 2008, when the evictions began. Ultimately, some 4,000 families were pushed from their homes and the massive Boeung Kak lake filled with sand by the developer, Shukaku, Inc., which is owned by a ruling Cambodian People’s Party senator. The last holdouts have continued to protest, praying to spirits and appealing to top government officials like the prime minister. Some women have torn off their shirts in public protest; others have attacked police. Most recently, Boeung Kak protesters have demonstrated before Phnom Penh Municipal Court, demanding the released of jailed activist Yorm Bopha, who was arrested Sept. 4.

Borei Keila demonstrators have joined the Boeung Kak protesters in front of the Phnom Penh court building, demanding the release of their own representative, Tim Sakmony, who was detained on Sept. 5 on incitement charges filed by the company.


“When I go to the district office, I ask the governor whether he serves the public or the company,” said Chhay Kimhorn, a Borei Keila representative. “We are in great pain with the loss of our homes, property and children’s studies. I am a woman, but I have to confront the authorities for housing rights.” Phnom Penh Governor Kep Chuktema could not be reached for comment. However, Touch Naroth, Phnom Penh police chief, denied his forces act to benefit the companies. “In fact, the authorities or the police do not protect anyone illegally,” he said in an interview. “Our society now has laws, so we cannot abuse the laws. But if anyone does, he or she must be punished by the laws.” Protesters have a right to gather, Touch Naroth said. “But police also have the right to keep social order.
