Something to look forward to in 2016

The very first issue of The Monthly Bet discussed Japan’s plan to legalize casino gambling. The article centered how the Japanese parliamentary government—known as the National Diet—still has not come to terms with this grand scheme, even with the Integrate Resorts Bill (IR Bill) already in place.

The bill, which is something that Prime Minister Shinzo Abe believes as an integral part of his economic policies, has been part of the Diet’s main agendas since 2012. This was intensified further after it was announced that the capital city of Tokyo will host of the Summer Olympics in 2020. Yet leading up to August of last year, the bill was subjected to numerous delays, instead shifting their focus on bills that would help boost their national security.

Indeed, a few months ago, the bicameral legislature reportedly cancelled its plans to con-duct an extraordinary (special) session. The session, which typically starts in the autumn, was the first time in a decade that Japan’s parliament avoided a second sitting for that year. This led to invest-ment firm Union Gaming Securities Limited stating in a note that ensuing talks on the IR Bill be “off the table for 2015.” Grant Govertsen, an analyst for Union Gaming, speculated that the year 2022 will be the earliest date for the opening of the first integrated resort in Japan.

Japan, along with South Korea, was described by Mr. Govertsen as two “aspirational countries” for a lot of Chinese tourists. The countries’ growing popularity among said audience would mean Macau might be losing more and more customers. True enough, the investment firm said that there was a continuous and exponential uptick in the Chinese visiting Japan—a “staggering 117 percent to 3.3 million persons through August of next year.”

Meanwhile, the chairman of Japa-nese company Gaming Capital Management, Mikio Tanji, said during the Macau Gaming Show that the IR Bill may likely be passed on the second half of this year at the very earliest. If this happens, Tanji said that discussions may likely occur on September this year—the time where the Diet calls for an extraordinary session. Based on

this timetable, he also added that the political issues that hinder the forward progress of the bill may likely put the best case scenario out of the window, which is to choose a site for an IR zone before 2019. That said, any completion of IRs in Japan in time for the 2020 Olympics will no longer be feasible.

Tanji, who has helped Japanese lawmakers on IR develop-ment in an advisory role, revealed that there are four (4) locations within the country that can be deemed as poten-tial sites for integrated resorts. These are Yokohama (near Tokyo), Osaka, Hokkaido, and Nagasaki.

So much has been said about Japan as the most promising Asian market behind Macau, thanks largely to numerous projections made by financial analysts. As we all know, Macau is and still remains as Asia’s top gambling hub. Apart from the wide array of casino games, gamblers, especially those coming from mainland China, are enticed by the various non-gaming attractions being offered by Macau’s integrated resorts. Yet competition is growing stronger in this region, as other parts of the Asia-Pacific region are also getting in the act of attracting these gamblers. Nations such as the Philippines, Cambo-dia, Malaysia, Korea, Singapore, and Vietnam are focusing on tourism as a way for them to generate revenues for both gaming and non-gaming entertainment. Moreover, the economic conditions favor these aforementioned nations, knowing that Macau is continuously hampered by dwindling monthly gross gaming revenues or GGRs.

It’s easy to say that Macau’s economy, which mostly relies on GGRs, is struggling. However, that does not mean non-Macau casinos are now getting the upper hand in terms of competition. As it turns out, base mass gamblers are still favoring the special administrative region (SAR), and showed average interest in flying to other Asian coun-tries to spend their money gambling there.

This was what the UBS Securities Asia Ltd. found out in a survey they conducted last October. The study, which was released last November 30, tackled on the trends of Chinese mass gamblers, particularly their movements in the Asian region. A total of 510 respondents took part in the survey; all of them come from mainland China and are considered part of the base mass segment. These are gamblers who, on average, spend RMB 12,000, or US$1,875 in gaming in every Macau trip.

The survey revealed that the respondents, who visit Macau about twice a year and going to one or two casinos in every trip on average, showed “mediocre interest” in visiting casinos located outside of Macau. What’s interest-ing is that the survey’s results also showed that 33 percent of the respondents have great intentions in visiting the United States—particularly Las Vegas—to spend their gambling money.

Some 10 percent of the respondents have gone to at least Asian casino outside of Macau. These include Malaysia, South Korea, and Singapore.

According to UBS, non-Macau casinos still have a long ways to go in terms of competing with Macau for base mass gamblers coming from the mainland, saying that it may take until 2019 before markets such as in Korea would reach Macau levels of gross gaming revenue from both gaming and non-gaming channels. Despite this, the research firm said that the same non-Macau casinos are continuing their intense competition with Macau when it comes to attracting mainland VIPs.

The results of the study show preference among different gamblers, who are categorized based on the amount they spend on average on trips to Macau and/or elsewhere in the Asia Pacific region. While Macau is still the predominant gambling destination in Asia, one cannot discount the various casinos set up throughout other parts of the region and the way they strive to compete in the industry.

The online gambling development timeline for both Europe and Asia is somewhat similar, but the former start-ed ahead of the latter. In 1996, Microgaming started its first online casino, while in 2001, Playtech established its first online casino platform. These two companies are what we call industry innovators. While Europe was leading over the past decade over Asia in terms of firsts in their respective online gambling time-lines, there was this one notable and interesting period that occurred in 2007. It was during this time that Playtech started launching its Asian-centered games. For the first time, a European-based online gaming solutions provider basically targeted the other market. Since then, numerous providers have jumped, so to speak, to another market, many of which establishing their footing in areas where online gambling is regulated, such as the Philippines. What were, then, the contributing factors that led to Playtech and the other European companies to get into Asia?

This fact alone helped companies can make the effort to come up with mobile-friendly games that the players can enjoy playing. Add the online slots and live dealer games that these companies offer through online casinos, and the gambling market in Asia basically has an alternative for land-based gambling which is largely concentrated in Macau, South Korea, and other Southeast Asian nations.

Aside from bonuses, promotions, and the like, there are numerous Asian game solutions providers that have spiced up on their ways to attract online casino players, such as bringing in non-dealers to provide entertainment for the players.
