2016 and ended on Tuesday, 22 March 2016 a day that the Lower Tugela Bulk Water Supply Scheme (LTBWSS) was officially launched could signal an end to the
impending drought that has plagued much of the Ilembe District's four local municipalities.
The KZN MEC for Cooperative Governance and Traditional Affairs
(Cogta) Nomusa Dube-Ncube, together with the national Minister f o r W a t e r a n d Sanitation Nomvula Mokonyane, today launched the Lower Tugela Bulk Water S u p p l y S c h e m e (LTBWSS) which will commence next month, reticulating water to Ba l l i to , Manden i , Ndwendwe and the surrounding areas.The project will supply I l e m b e D i s t r i c t municipality areas f r o m M a n d e n i t o Ballito, and all major s e t t l e m e n t s i n -between, which include K w a D u k u z a a n d G r o u t v i l l e . T h e population in the area is estimated at 19 149 p e o p l e i n approximately 3,193 households. The supply of water to industry will ensure job creation and economic upliftment of the local community.

water resources in the province are under great strain and much relief will be provided

Disaster at Mvoti Shell Ultra

Easter Sunday is an auspicious day and rounds up the annual long weekend on Monday before out of town folk and locals get ready to resume the daily grind. However a fiery disaster occurred at the Mvoti Shell Ultra City on that fateful morning of 27 March 2016.
According to Dineo Pooe, Media Relations Manager of Shell South Africa Marketing (Pty) Limited, a fire explosion occurred at Shell Ultra City, U m v o t i i n S t a n g e r a t approximately 11am.
“Three fuel tankers which were parked at the truck port caught fire. It is still not clear what the cause of the fire is. We can confirm that there a re no in jur ies o r fatalities to our staff and c u s t o m e r s a t t h i s m o m e n t . A f u l l investigation is still underway into the cause of the incident; however, the init ial f indings indicate that there was an explosion,” she said.
A c c o r d i n g t o KwaDukuza Fire Chief, M s N o n h l a n h l a Mkhwanazi six fire brigades were sent to the volatile scene and she also hailed back-up s u p p o r t f r o m t h e eThekwini Municipality.
The teams from both Ballito and KwaDukuza CBD arrived to find an overwhelming situation of two fuel tankers on fire that caused damage and threatened to engulf the entire area.

response.“There were two fuel trucks
carrying 42 000 litres of fuel each. There was another smaller truck parked in-between these two trucks. We are not certain what started the fire and we are still investigating,” said the Fire Chief.
Two tankers, a skid truck and three houses were damaged, as were parts of the exterior of the shops.
“There were gas cylinders in the line of the fire. We had to move them to prevent an explosion that might interfere
with the petrol storage in the garage (underground) and lead to an escalation of fire.
The management and staff were all safe and no injuries and fatalities took place.
According to KwaDukuza SAPS communications officer, Inspector Johannes Khoza, the drivers of the two fuel tankers were arrested and appeared in court on Tuesday on charges of theft of diesel, malicious damage to property and arson.
“They were released due to insufficient evidence,” said Khoza.

More than 350 000 residents of KwaDukuza and Mandeni on the north coast will benefit from the launch of the R1.32bn Lower Thukela Bulk Water Supply Scheme next week, courtesy of the Department of Water and Sanitation.
Once completed in September, the scheme will supply an additional 55 million litres / day of treated water to the coastal and inland areas.
In her address to Sundumbili residents in Mandeni, MEC Dube-N c u b e c a u t i o n e d r e s i d e n t s t h a t t h e implementation of this project did not take away from the fact that the province is facing a severe drought.
“The Plant we launched today will supply 55 mega-litres of water a day. We must manage this resource carefully to e n s u r e t h a t o u r communities survive this drought,” said Dube-Ncube.
Of the population including KwaDukuza and Mandeni to be served, 209 859 are indigent people.
The population to be served to reduce backlog is 18 366 people with 20 091 people receiving water from augmentation of existing schemes. The total number of people estimated to benefit from this scheme is 585,900

after the appearance of a Groutville man on a charge of murder. It has been established that the deceased broke into the house of the accused and a stolen cellphone was found in his possession. At 4am, the accused and a group began beating the deceased who refused to answer questions. He was taken away,
doused with petrol and set alight and had a tyre placed over his body. Police arrived to find the smoldering body with the upper section burnt beyond recognition. The lower section was still intact. The deceased has been identified by his mother. NkosinathiKhweshube will make an application for bail this week.

“KDM's electrical department… making illegal electrical connections”
Shockingly, it has come to light recently that KDM's electrical department employees have been making illegal electrical connections for locals. This is a serious indictment, making KDM employees accessories to crime, and must be treated as such. Forty percent (40%) of KDM's annual budget is used to buy electricity. In the previous financial year KDM lost approximately R62 million in energy losses. This was due primarily to illegal connections. For this reason the ACDP supports Council's recent decision to enforce stricter measures on perpetrators (residents or employees) going forward which includes laying criminal charges with the SAPS.
It seems that the new King Shaka Mall is being held in abeyance, amid the community having divided opinions about it. In the meantime the developer, Vivian Reddy, is wasting no time wooing the Kwadukuza public with philanthropic gestures unheard-of in Kwadukuza previously. But neither KDM nor the developer have answered the questions of the community:
• Why was the local community not informed about this massive development in Kwadukuza?
Why was the tender not advertised in the local media?
What prescribed processes did KDM undertake to dispose of the Recreation Grounds?

Why did Reddy instruct the local pastors of Kwadukuza to supply him with letters approving his mall?
Why are community members saying that Reddy paid for the buses that bussed-in people to protest in favour of job-creation opportunities?
The ACDP, the MF and an IFP councillor have requested the Provincial Treasury to address such matters. Meanwhile local businessmen are in the process of taking the matter up legally.
The Kwadukuza Ratepayers and Civic Association is an interim ratepayers association that wants to formalise itself amidst much antagonism from unsavoury quarters. I must stipulate that this association is a community-based “interest group”. So although buy-in from most ratepayers would improve their lobbying power, it is not compulsory for them to have broad representation. Kwadukuza needs a ratepayers association, and the sooner office bearers are elected and the association is formalised the better. The ACDP commends the efforts of Haroon Mohammedy and the interim team and supports the formation of a ratepayers association.
On a positive note, Council has decided to sell (more like donate) an unused piece of property to the Dolphin Coast Hospice Association (DCHA) for the construction of a hospice centre. The ACDP supported this decision because the DCHA has been tirelessly giving care to the elderly and terminally ill in Kwadukuza. The donated property is 2050sqm in size is valued at

R260 000. It is situated on Mdoni Road in Mdonville which a residential area, ideally located for the activities of the hospice. DCHA has informed KDM that they have donors who are willing to assist and the construction of the hospice centre can begin as soon as possible.

Mayor is wrong!
A recent media article on road rehabilitation in wards 16 and 17 is misleading and the mayor who is also the chairman of the ANC has used it for his political advantage for the upcoming local government elections.
Playing ignorant of not knowing the poor state of roads leaves much to be desired. Council record will show in the Integrated Development Plan (IDP), Manor Drive and other roads were identified for upgrades which inform the budget and priority of council. The sad reality is that they get overlooked by the majority party. Now that it's election time to catch few dozen additional votes, money becomes available.
There is ulterior motive when democra t ica l ly e lec ted ward councillors are sidelined and undermined. Protocol dictates that that when projects are launched the sector department first get in touch with ward councillors and their ward commi t t ee to in t roduce the contractors, budget, scope of work, completion date and timeframes.
Unfortunately the bright sparks (officials) of the KDM civil department chose not to invite and appraise the councillors of the projects. They must be fired or disciplined. It stinks when officials openly tow the political line thus compromising their duties.
In fact most of KwaDukuza's roads need upgrade which have been neglected over the years due to poor planning and not allocating sufficient budget. While every effort is made to best represent the needs of the community in most cases they are blocked citing no funds. This is a fact the community needs to know. The community is wise and can see through the political game being played out. Communities are entitled to these basic services as it's not a favour after all. It is their money through taxes coming back in service delivery.It's also a known fact the two DA wards have been targeted by the ANC, with the inclusion of two informal settlement in both wards which we have no problems with the f inal ward determinat ion by the Demarcation Board and we will work hard to keep both the wards DA.

India, who now play the West Indies in the second semi-final in Mumbai on Thursday, are hoping to become the first team to win the World T20 twice, and the first on home soil.
Former all-rounder Ravi Shastri, who is now India's coach, said that K o h l i ' s " f a b u l o u s "innings had proved that the team was hitting its stride at the crucial moment.

Singh, sports reporter for Xpress Times thanked all teams that participated for the manner in which they conducted themselves and for the spirit in which the games were played, though very c o m p e t i t i v e . H e congratulated Randsons for their excellent victory.
In the first game of an entertaining evening, Grove End swept passed Sunbrook 25-20, 25-10 to book their place in the final against Randsons. In the play-off for third and fought, Darnall Sporting easily overcame Sunbrook 15-9, 15-8 to claim third position.
In the finals, as expected Grove End came out firing on all cylinders. Vinnie Singh and Neil Perumal sent down bazooka after bazooka leaving Randsons sprawling all over the courts to retrieve the ball.
Grove End took a slender 19-15 lead before Cyprian Thulsiram extended the lead to 21- 15. Randsons fought back
through Jugmohan to reduce the deficit to 19-21. Grove End went on to win the first set 25-19.
At the break, motivational speeches by Randeree and Jugmohan spurred Randsons on at the start of the second set
taking a 7-3 led through some powerful attacking from Jugmohan and Praveen P r e m l a l . G r o v e E n dregrouped after a time out and quickly chewed away the deficit and eventually led 12-8 forcing Randsons into a time-out. Randsons immediately change the game around to take a 21-19 lead. They never looked back winning the second set 25-23 to send the match into the third and final set.
The final set was evenly poised and with the scores even at 13-13 it could have gone anyway. But twopowerful a t tacks f rom Jugmohan and Premlal secured a 15-13 victory for
