buses but here Sakhisizwe School is the one without this subsidised service,” he said. The focal point of demonstrations also saw tyres on fire.

The community, in a collective voice, claimed that the local government promised 200 decent houses just before the 2014 General elections to be done by January 2015 and have failed to deliver.

“We were also promised a plot of land to be used as a graveyard but we bury our

loved ones our backyards,” said another community member.

The pit system they said was cleaned every six months and cleaning ground to a halt forcing them to use “alternate means” like the sugar cane fields.

Their other concern is the way the local distillery is allegedly engaging in unfair labour practice by means of permanent employment not being granted after 6 months of unbroken work.

The community in unison expressed their desire for the complete shutdown of the distillery if their demands were not met. One man claimed that a local farmer was “grossly exploiting” workers. The issue of the real Chieftain of the area is causing confusion and negating any incoming resolutions.

“The issue of whether Chief Qwabe or Chief Cele is the true leader needs to be addressed.”

Motorcycle crash claims lifeBy Xpress Reporter

Claude Joseph (44) of 4 Valley View, Indian Village passed away in a tragic m o t o r c y c l e accident along the N2 near the Umvoti Plaza on S u n d a y afternoon.

The popular Joseph, part of t h e b i k e r c o m m u n i t y , worked for Bell for 20 years and was known for his charitable deeds and anti drug abuse attitude. He contributed to Feeding Schemes and the annual Toy Run.

According to Chris Botha of Netcare 911, paramedics arrived at the scene and found the wreckage of the bike and accident debris spread over a large area, the biker was found several meters away from the twisted frame of the motorbike.

“Tragically, medics found that the man had died before their arrival due to the extensive injuries that he sustained.

“Exact detail to the cause of the crash and preceding events is still speculative and will remain a subject for police investigation and comment,” said Botha.

Joseph leaves behind his wife Jarissa, his son Cruz (9) and daughter Electra (5). His body will be at his Indian Village home today from 10am to 12pm. Thereafter it will be at the AFM Church in Stanger Heights from 12:30pm to 3:15pm and will proceed to the Stanger Crematorium.

Ilembe workers on the rampage

Workers from the Ilembe District Municipality (IDM) embarked on a strike that started on Wednesday, 30 September 2015 and ended periodically on Thursday.

E m p l o y e e s s t a r t e d protesting on Wednesday midday, in front of Ilembe House in Mahatma Gandhi Street which was also blockaded by an Ilembe water tanker and three district municipality vans.

The driveway to the main Ilembe Parking lot was ablaze with tyres and thick smoke blanketing Ilembe House. Ilembe officials and security from inside the building came with fire extinguishers to douse the flames but were met with resistance until some semblance of calm was met. Some officials from within Ilembe were doused with water from angry protesters.

T h e K w a D u k u z a Municipality (KDM) is reportedly stepping up efforts to achieve a zero electricity backlog by 2016. KDM Mayor, Councillor Ricardo Mthembu visited Ohlanga, on the outskirts of KwaDukuza, to mark the official commencement of the project.

KwaDukuza Municipality has noted wi th d ismay, the inaccuracy, sensationalism and alleged political grandstanding sponsored article, which was published in a local newspaper on 30 September 2015, titled: It Stinks!

The article contained misleading information and the publisher does not adequately follow the editorial Code of ethics by failing to engage the I m p l e m e n t i n g A g e n t , S I M S I Construct ion and KwaDukuza Municipality.

Allegations made by the reporter, whose name is not revealed on the by-line of the story, in partnership with Councillor (Cllr) Motala of the KwaDukuza Municipal i ty; are distasteful and undermines the ethical journalism doctrine.

Quick facts• KwaDukuza Municipality is a

developer at Rocky Park IRDS project, not SIMSI Construction or any company from Durban, contrary to what is maintained by the article.

SIMSI const ruct ion is an implementing agent appointed by Council to package, develop and market the project.

They are also appointed to manage Rocky Park units in the post-construction period. This is in line with the national government policy of ensuring that government built rental stock is sustainable and culture of payment is inculcated to the beneficiaries.

SIMSI is an investor in the project and have already spent millions in providing infrastructure and also affordable houses.

Councillor Motala - It is unfortunate that the Councillor who claims to be a seasoned politician and champion of clean administration can come public and be economical with the truth.

We will expect him to understand the policies of Council and the code of conduct of councillors. As a matter of fact we would like to address the following:

In terms of approved Communication Policy, other than the Mayor, the Municipal Manager or Chairperson and Executive Director of the relevant Portfolio or Directorate, the Director of Communications is the only official spokesperson of the Municipality. Therefore, Cllr Oudhram has acted as per the policy that was approved with the support of Cllr Motala.

S e c o n d l y , K w a D u k u z a Municipality's governance system is still a collective system, not a Mayoral executive system. Therefore, Cllr Motala is part and parcel of all our decisions, including the Rocky Park Project. He cannot disown the project for political expediency and cheap political scoring.

Therefore, Cllr Oudhram shall be held accountable for both good and bad things that happen within Council, as part of the collective system that is applicable to KwaDukuza.

Cllr Oudhram's committee oversees the implementation of the project bulk infrastructure which has been recently awarded by SCM committees.

RIGHT TO RESPOND: IT STINKS!Cllr Motala, for his convenience with

the assistance of poor investigative journalism have failed to recognise that Human Settlements does not fall under the Infrastructure and Technical Services Portfolio Committee and therefore the relevant committee which received reports is the Economic Development and Planning.

All KwaDukuza Councillors received all committees' reports irrespective whether they are members or not. Therefore, if Cllr Motala claims there have been no reports, it would either be he does not read his agenda or is just continuing to be economical with the truth.

Lastly, we hope that Cllr Motala will be brave and courageous enough to put all these allegations to the Speaker's office so that a proper investigation is done against Cllr Oudhram. This will ensure that Cllr Motala's allegations are tested within the rules of justice.

FACTS AND REALITY OF THE ROCKY PARK RESIDENTIAL PROJECT

• The KwaDukuza Municipality is the developer of the project on its own land.

Rocky Park Project is the provincial Integrated Residential Development programme. It comprises three categories of human settlements funding instruments, which are (j) Low Cost Housing (i i) Community Residential Unit (rental stock) and (iii) Affordable Houses (bonded houses).

Electricity supply responsibility - for all municipal projects the municipality bears the responsibility of the developer. In this case THE developer is KwaDukuza Municipality. Therefore, both bulk and internal infrastructure which are there has been done through investments of Council and the Implementing Agent (SIMSI). These investments are on-going.

Developers' contribution - in terms of Council approved tariffs of charges and national norms of human settlements instruments, low Cost Housing and CRU are exempted from paying the developers contribution and also demand base payment. Therefore, beneficiaries of low cost unit and CRUs are exempted to pay any developers contribution or demand base. This is also applicable to water and sanitation developer contribution. Therefore, council has applied its policies in this project. The council tariffs of charges approved over the years with Cllr Motala b less ings provide the exemptions.

There are two type of electricity supply in the project. There is a temporary electricity supply to the construction site. SIMSI is the consumer with an account with council and they pay for their consumption. There is a second supply which is for the operational schemes which ends in the boundary. The consumers are then supplied and smart meters are used to read the meters.

Beneficiaries - there is a council approved list of beneficiaries. The list was approved with the support of Cllr Motala and his party. All beneficiaries are drawn from the Council approved

list and they qualify in terms of the prevailing policy of CRU.

Project Funding - the project is continued and there is funding commitment from the Province. Actually this project is one of the few projects that meet the Breaking New Ground policy of Government. There is construction on site and is on-going. The investor has put her own money, which is more than R12 million. She continues to invest in the project.

The Social Compact Agreement signed with Council allows SIMSI to appoint local service providers or use local service providers, sub-contractors and local people. The security company was appointed by SIMSI following its own procurement processes and in line with the signed compact agreement.

Cllr Motala shall give us which company he would like to see appointed by SIMSI? What is his interest in that company or security contract?

Payment of R100 - the payment of R100 is part of the property management solution that SIMSI is providing to this project. This money is used for up-keep of the property and on the other hand protects Council on maintenance costs as the finished product belongs to Council. Cllr Motala should applaud Council for ensuring it protects its property stock and enhance value for the beneficiaries.

Complaining Ward Committee members - Ward 19 committee is one of the most functioning and transparent committees that have its meetings opened to the general public every month. The same committee acts as the Project Steering Committee of the project and they oversee the implementation. To date, we have not received any complaints from the Ward Committee members about the manner the project and beneficiary selection is done. If there are such complaints the Ward Committee members are aware that they have to raise such in writing through the Office of the Speaker. We encourage these undisclosed and unhappy Ward Committee members to follow the due process as prescribed by the legislation.

Service Level Agreement - normally a project that is built in the built up area does not require any service level agreement during its approval process. It is worse, if the Council is a developer like in this case. With Grove End doing business a w a y a t t h e N a t i o n a l C l u b Championships, Manor Volleyball Club took full advantage of their absence to reach the finals of the Corporate League knock out cup, sponsored Natdale Insulat ion C o n t r a c t o r s a n d h o s t e d b y KwaDukuza Volleyball Association a fortnight ago.

Manor were drawn in Pool A with Teachers and Cool Leaders whilst Pool B had Frendz and Manor Old Boys.

In their first game, Manor showed no mercy as they trounced Teachers 25-10 and then went on to beat Cool Leaders 25-21 to top the pool. Cool Leaders then put paid to Teachers hopes of qualifying for the knock out stage beating then 15-8, 15-13 to end up second in the pool.

Frendz went on to take top place in Pool B after defeating MOB 25-18 with the latter coming second spot.

In the first semi-final, Grove End neat MOB 25-21, 25-16 to secure a berth in the final.

The second semi-final will be played tonight (Wednesday) at 7pm with favourites Cool Leaders taking on Frendz and the final will be played at 8pm. Trophies will be awarded to the winners and runner up at the year-end presentation function.

Morningside Cricket Club got off to a winning start when they beat Doringkop in their opening T20 encounter of the iLembe and District Cricket Union fixture played at Recreation Grounds this past Sunday.

The newly formed Morningside “B” cricket team won their T20 “B” the game by 23 runs. Doringkop won the toss and chose to field first. Doringkop got to a flying start as they picked up an early wicket in the first over with the scoreboard on just 4 runs. Dillon Subrayen was joined at the crease by Treval Thirumugum and the pair steadied the ship, as they added 42 runs for the second wicket until Treval was bowled for 19 nuns in the 8th over. KwaDukuza Primary School were crowned Shivendra Velan memorial six-a- side cricket champions aftrr dethroning reigning champions Manor Primary on Wednesday.

Morningside off to a winning startwith 33 runs. He was well supported by Albiston Jaram 13, Don Naidoo 23 not out and Niren Lochan 20 not out. Morningside “B” made 129 runs for the loss of 8 wickets in their allotted 20 overs.

Best bowlers for Doringkop were Gcinani Mkhwanzi who grabbed 3 wickets for 21 runs in 4 overs. Wiseman Mzimela chipped in with 2 wickets for 24 runs in 3 overs and Siyanda Dube 1 for 13 runs in 3 overs.

Chasing 130 for v ic tory Doringkop got off to a slow and steady start with openers Celimbilo Mnqayi and Nkanyiso Mtembu putting on 18 for the first wicket until Rahual Dhani had Nkanyiso trapped LBW in the 5th over for just 5 runs. His opening partner was soon run out when Albiston

Jaram rifled in a throw from deep mid-wicket and Don Naidoo completed the stumping at the bowlers end. The only batsmen from Doringkop to get into double figures was Madoda with 21 and he was eventually trapped LBW to give Rahual his second wicket for the day. Doringkop posted 82 runs for 7 in 18 overs and were awarded 24 runs for Morningside's slow over rate, to give them a total of 106 runs.

Best bowlers for Morningside were Rahual Dhani, 2 for 17 runs in 3 overs, Albiston Jaram 2 for 25 runs in 4 overs, Treval Thirumugum 1 for 13 runs in 3 overs and Niren Lochan 1 for 9 runs in 4 overs and Don Naidoo none for 13 runs in 4 overs.

KwaDukuza unseat Manor

Wednesday.

Manor Primary, who dominated primary schools cricket in KwaDukuza for the last decade won the toss and strangely decided to bat first. Their game-plan backfired after both openers failed to put a single run in the first over of the limited version of the game.

They went on to post 32/2 in their allotted 5 overs with Ricard Singh smashing 15 runs which included three fours. Chasing 33 runs for victory (at a rate of 5,5 runs per over) KwaDukuza Primary eclipsed the score with consummate ease in three overs.

Suveer Dewlall scored the bulk of the runs posting 22 runs which included three fours and a mammoth six.

Suveer was voted player of the tournament in lieu of his outstanding performance throughout the six-a-side tournament.

Dawnview secured 3rd spot after beating Harry Bodasingh Primary School in a high-scoring game.

Harry Bodasingh batted first and posted a whopping 46/1 in their allotted five overs. Siphesihle top scored with 21 runs and Bheka blasted 17 runs from eight balls faced.

Dawnview, who lost to KwaDukuza Primary in the semi's redeemed themselves in the playoffs for third after beating Harry Bodasingh by 5-wickets in the penultiamte delivery of the match. Bayandan who smashed 34 runs which included 8 fours was voted batsman of the tournament.

Principal of Manor Primary thanked the Ravi Velan Family for their generous sponsorship of trophies, medals and the sumptuous lunch provided for all participants.
