الثاني دولة اإلمارات ومتمنياً لهم طيب اإلقامة ، ثم أكد على أهمية الشبكة ووظيفتها

ودورها في تبادل اآلراء بين الهيئات العربية لتنظيم قطاع اإلتصاالت وتقنية

.المعلومات في الدول العربية في مختلف المجاالت

بجمهورية مصر العربية بإلقاء كلمته منوهاً عن اإلنجازات التي حققتها الشبكة خالل

/ كما قام بتسليم درع رئاسة الشبكة إلى سعادة. فترة رئاسة جمهورية مصر العربية

Proposal for increasing the level of participation of developing countries in SG2 activities

1 General

1.1 Background: International Telecommunication Union instruct the Secretary General and the three Bureaux Directors to work closely with each other in pursuing initiatives that assist in bridging the standardization gap between developing and developed countries.1 In response to this resolution, The last World Telecommunication Standardization Assembly (WTSA)2 has adopted several resolutions, in particular a revision of Res. 17 and Res. 34, and the new resolutions: Res. 44 and Res. 54 (Annex.3) which assigned tasks to ITU-T Study Groups to support the involvement of Developing Countries in standardization activities. Study Group 2 (ITU-T Sector) is the lead study group for service definition, numbering, routing and ENUM administration, SG2 is Responsible for studies relating to: • principles of service provision, definition and operational requirements of service

emulation; • numbering, naming, addressing requirements and resource assignment including

criteria and procedures for reservation and assignment; • routing and interworking requirements; • human factors; • operational aspects of networks and associated performance requirements including

network traffic management, quality of service (traffic engineering, operational performance and service measurements);

• operational aspects of interworking between traditional telecommunication networks and evolving networks; and

• evaluation of feedback from operators, manufacturing companies and users on different aspects of network operation.

The Egyptian administration submitted a contribution (DC 39) in the SG2 meeting in Feb. 2005 which includes proposals to increase the level of participation of developing countries in SG2 standardization activities, with reference to successful SG3 working method in this regard. Also several liaisons statements from other ITU-T study groups to SG2 on the same subject have requested comments.

Accordingly SG2, has adopted an action plan (Annex.1) to increase the awareness and the participation of DC in SG2 activities using the methodology of: promoting the implementation of ITU-T SG2 Recommendations in DC; increasing the involvement of DC in SG2 Standardization activities by collaboration with ITU-D study groups; and emphasizing the use of electronic means for collaboration and exchanging information between all concerned parties; and inviting ITU regional offices to encourage involvement of groups of experts from DC in on-going studies and future developments in domains relevant to SG2 questions, e.g. NNA (Naming, Numbering and Addressing) domain. Among the action plan items was:

a. To create, inside Study Group 2 website, a discussion forum in collaboration with a group of SG2 experts, and moderated by one of SG2 experts, to support and provide advice to DC on SG2 questions and other related background topics. An FTP area will be created under SG2 Questions to collect FAQs and to facilitate exchange of information.

b. The Creation of Flagship Groups (at first: NNA groups) and invite membership to these groups.

c. To encourage contributions on the need for creating specific regional SG2 groups, proposing its working method and work program.

2 SG2 Discussion Forum 2.1 A Discussion Forum has been created inside SG2 website, under the Electronic Forum Service (EFS) area within the ITU-T SG2 home page. Initially, the Forum addressed the Naming, Numbering and Addressing issue as the first topic to be considered in this Forum. This electronic Forum shall simplify the process of exchanging information between experts and Participants of the SG2. It can also be used to refer to tutorial material to help DCs to gain experience on the topics under discussion. The Forum can be accessed through the following link:

http://forum.itu.int/jive/index.jspa?categoryID=155 2.2 However it was noted that awareness for the existence of this Forum is needed, (Annex 2, presentation provides a simplified procedure for accessing the Forum and EDH). Experts and interested parties from the DCs are to be invited to participate actively in this Forum.

3 Creation of Flagship Groups :

3.1 According to the action plan, SG2 invites for the creation of a Flagship Group3 on Numbering, Naming and Addressing (NNA). Participants from Developing Countries are invited to participate in this group.

3.2 Interested Parties from DCs are kindly asked to register themselves in this Flagship group with the SG2 management team, so that they are included in the mailing list of the group.

Contributions on the action plan and working methods of the group are invited. However; to expedite the creation of the group, and for convenience, electronic means shall be used for information exchange, initially, through the Discussion Forum created inside SG2 website, under the Electronic Forum Service (EFS) area within the ITU-T SG2 home page: http://forum.itu.int/jive/index.jspa?categoryID=155

4 Creation of SG2 Regional group: 4.1 According to WTSA-04 (Florianopolis 2004) resolution 54 (Creation of Regional Groups) encouraging the increase of participation of developing countries in the work of study groups, with view of ensuring that their specific needs and corners are better taken into account. And since Study Group 2 is responsible for questions on operational aspects of service provision including definitions, naming, numbering, addressing, routing, operational aspect of interworking as well as human factors; Additionally, it is clear that the Telecom world is moving towards a new era of NGNs as has been witnessed in WTSA04 by the evolution of a new Study Group 13. While SG13 will tackle the technical aspects of NGNs, however the operational and service provisioning aspects will still be a mandate of SG2. In this view, the working methods of SG2 should consider the requirements of all countries, including the developing countries as well. Also, SG2 being concerned in general with regulatory matters, hence it is considered to be of great importance to developing countries, particularly those which have recently establishing its regulatory authorities. However, participation of the developing countries in SG2 is much less than that in SG3 for example. And noting the highly satisfactory results obtained by the regional approach within the framework of Study Group 3's activities.

4.2 The Egyptian administration submitted a contribution (DC 39) in the SG2 meeting in Feb. 2005 which proposed that similar organizational set-up and working methods of SG3 is to be applied to SG2.

3 A developed country voluntarily joins a number of developing countries in a small group in order to support them in their standardization activities. The close cooperation and direct support thus provided will enable the developing countries within such groups to carry out their standardization activities more effectively. The groups could be called flagship groups for bridging the standardization gap.

Among these; forming regional groups or holding regional meetings for SG2 in close cooperation with relevant regional organization will serve in improving the level of developing countries participation in standardization activities of SG2 and will preserve its interest as well; for example, in the Arab region, close cooperation with the Arab ICT Regulators Network "ARNET" and its relevant committees, and in Africa with ARICEA, will facilitate realization of resolutions 123 and 54 objectives.

4.3 In response to this contribution, SG2 invited the members to submit contributions for creating specific SG2 regional groups and defining its working program and working methods in the SG2 next meeting in May 2006 (see SG2 – Delayed Contribution 39 and WTSA-04 Res. 54).

4.4 ARNET and Interested Parties are encouraged to apply contributions ,for the next SG24 meeting, on the need for creating specific regional SG2 groups (ARAB Region), proposing its working method and work program to point out the issues and to lay a basis for constructive discussions in the meeting that would lead to mutually agreed solutions.

Annex 1 Issues Related to Developing Countries

The Action Plan

Study Group 2 Adopted Action Plan for issues related to DCs (TD-69 (GEN) Feb 2005):

1. Increasing DC awareness of SG2 Standardization Activities Objectives

• Increasing awareness of SG2 Working methods and procedures and top-level understanding of ITU-T recommendations.

• Enhancing the technical awareness of DC human resources and experts in specific standardization areas pertinent to SG2 questions.

• Clear understanding of ITU-T SG2 questions.

• Collaboration with BDT in building human resources relevant to standardization activities.

Actions

• Increasing and encouraging the use of guideline documents and handbooks.

• Compiling SG2 documents, which contain tutorial material, in collective reports, and making these reports available online; preferably in the six working languages.

• Providing training courses, seminars and workshops on standardization issues related to SG2 in collaboration with BDT secretariat; and noting the output of TSAG discussions.

• To create, inside Study Group 2 website, a discussion forum in collaboration with a group of SG2 experts, and moderated by one of the SG2 experts, to support and provide advice to DC on SG2 questions and other related background topics. An FTP area will be created under SG2 Questions to collect FAQs and to facilitate exchange of information.

• Invite voluntary contributions by industry participating in the telecommunications market of developing countries to voluntary assist DC experts in gaining knowledge in specific standardization areas pertinent to SG2 questions (Program 5 Annex to Res. 44).

2. Defining DC needs and requirements Objectives

• How current SG2 questions reflect the needs and requirements of DC.

• Identifying new questions that may be developed which satisfy the above mentioned needs and requirements or propose modifications to existing recommendations.

• Liaise with ITU-D Study Groups, in particular ITU-D Study Group 2, to identify the needs and requirements of DC.

Actions

• Take into consideration relevant items from WTDC, under the mandates of SG 2.

• To identify formal or informal working groups in the DC concerned with SG2 issues; and create contacts with these groups to collect expectations from their experts; and investigate how these expectations are reflected in SG2 questions, and if there is a necessity to develop new questions.

• Appoint a SG2 liaison officer to ITU-D SG2 to coordinate the above mentioned activities.

3. Promoting implementation of ITU-T SG2 Recommendations Objectives

• Evolution from national to ITU-T Recommendations and promoting its application.

• Support BDT efforts regarding applications of ITU-T recommendations (Program 2 Annex to Res. 44)

• Harmonizing recommendations implementation on regional basis through existing regional working groups.

Actions

• Assist, in accordance with WTSA Resolution 44, BDT in conducting a certain number of consultancy projects designed to support DC in the development of standardization plans, strategies, policies, etc., enabling evolution to ITU-T recommendations.

• Providing support for DC regional standardization working groups to encourage the concurrent and harmonized implementation of SG2 recommendations on a regional basis, which is expected to enhance standardization homogeneity in a region.

4. Involvement of DC in SG2 Standardization activities Objectives

• Strengthening standards-making capabilities of DC.

• Encouraging involvement of DC experts in SG2 activities. Actions

• Establishment of flagship groups comprising DC experts and volunteer experts from developed countries (which can be possibly an NNA flagship group). Through close cooperation inside and beyond these groups, DC experts can participate effectively in SG2 standardization activities in a way that insures the involvement of specific DC needs and requirements in the forming process of recommendations.

• Promoting the participation of SG2 experts and DC experts in the SG2 discussion Forum, to enhance DC involvement in recommendations development process.

• Facilitating and encouraging DC to join the FTP areas and the mailing lists of SG2.

• To encourage the participation of DC experts in the work of Study Group 2. This participation could be encouraged in several ways :

o To participate to the meetings either physically (referring to Res. 34 and Res. 44 regarding the financial resources, with special reference to voluntary financial contributions) or through a webcasting system to be established for online participation.

o In a first time, a small number of experts of the local/regional flagship groups should act as representatives of these groups, collecting the proposals, questions, etc., and report back to the groups.

o Encouraging contributions especially the collective contributions from DC countries in order to include specific requirements and needs of DC in relevant questions or in new questions.

• Studying the need for creating specific SG2 regional groups and defining its working program and working methods (see SG2 – Delayed Contribution 39 and WTSA-04 Res. 54).
