Run by an independent non-profit organisation based in Denmark, the programme endorses beaches around the world that offer good water quality, high standards of cleanliness and secur- ity, and sound environmental management. National tourism minister Marthinus van Schalkwyk announced on 11 October that 36 South African beaches had attained the coveted Blue Flag status for the coming summer season (1 De- cember 2012 to 31 March 2013), including 23 in the Western Cape alone. Pam Golding Properties’ MD for the Western Cape metro area, Laurie Wener, says South Af- rica’s growing success in the Blue Flag pro- gramme reinforces the value of the region’s coastal property. “We are fortunate to have some of the most magnificent scenic property in the world around the Western Cape coast,” she says. “Prime coastal property comes at a premium all over the world, and it is no different here in Cape Town. Yet it is still possible to acquire homes ei- ther directly on the beachfront or within easy walking distance – and at prices far more competi- tive than one would pay for beachfront homes in Europe, the US or Australia.” Annien Borg, MD for the Boland and Overberg regions, adds that obtaining Blue Flag status is a significant achievement. “This is a highly credi- ble international rating, providing peace of mind for international visitors to the country as well as reinforcing the appeal of coastal suburbs for local buyers.     says Adrian Goslett, CEO of RE/MAX of

    Southern Africa.

    Hepoints out thatwell researched property

    purchaseshaveallowedmanyknowledgeable

    buyers to accomplish many of their financial

    goals. He also notes that successful property

    investment depends largely on the buyers

    knowledge of the current investment circum-

    stances andhowmuch research they arewill-

    ing toconcludebefore theycommit toanypar-

    ticular purchase.

    Decisionsmadeduring thebuyingprocess

    will affect the buyers return when they de-

    cide to sell. Currently market conditions fa-

    vour buyers, however, there are certain ele-

    ments that are important to consider, regard-

    less of the market or conditions surrounding

    the purchase, such as the location of the prop-

    erty andamenitieswithinproximity, toname

    a few. It is also vital that a property purchase

    is viewed as a long-term investment in order

    for the buyer to realise the greatest return on

    their investment, says Goslett.

    Surveys concluded in the US suggest that

    American home-buyers have a long-term

    viewwhen it comes to home-ownership, with

    nearly half believing that property invest-

    ment is better than stocks. The results are an

    indication that the long-term view of home

    ownership as a fundamental goal and value

    still remain sound. The consumers who were

    surveyed confirmed that the typical Ameri-

    can seller is experiencing positive returns,

    and that the vastmajority of homeowners see

    their property as a good long-term invest-

    ment, says Goslett.

    The average homeowner had been in their

    home for a period of eight years, while first-

    timehome-buyers reported that they planned

    to stay in their new property for a minimum

    of 10 years, and repeat buyers plan to hold on

    to their property for 15 years. The overall re-

    sults confirmed twoaspects: homeownership

    encourages stability, and the longer you hold

    on to your property, the better the returns.

    Goslettsaysthattheresultsof theAmerican

    survey concur with similarities found in the

    South African residential property market.

    Much like their American counterparts,

    South African sellers who had purchased

    their property at the peak of the property

    boom and had to sell within a short period

    of time were negatively affected by the price

    correction of the current market. However,

    sellerswhohadownedtheirpropertyforeight

    yearsor longerhadmadesoundreturnswhen

    theysoldtheirproperty.Thispoints tothefact

    that although fluctuations in the housing

    market are to be expected, thosewho canhold

    onto their property for the long-term can be

    certain of healthy gains on the value of their

    property in the future, says Goslett.

    He notes that during the boomperiodmany

    investors were able to buy and sell houses for

    aquickgain.However, thiswasbroughtabout

    by the unique circumstances of that particu-

    larperiodandisnot likely torepeat itself.Cur-

    rently the goal is to grow home equity over

    a longer period. The lending practises of fi-

    nancial institutions have also largely impact-

    ed the market and how property investment

    is viewed. With stricter lending criteria,

    households are kept in check with regards to

    manageabledebt levels.Thishasbeenamajor

    influence in a slower, steady and more sus-

    tainable market. He adds that another key

    element to successful property investment is

    understanding the life cycle of the property

    market. Knowledge of the different aspects of

    themarketcyclecanprovetobeaninvaluable

    tool when knowingwhen to purchase proper-

    ty and when to sell. The optimum time for

    a homebuyer to enter the market is when the

    cycle is bottoming out, or when the market

    has just begun to recover. This is the phase

    of the cycle that we are currently in, making

    it the ideal time to invest, he says.

    With property pricing at its current level

    and remarkably low interest rates, thosewho

    purchase property in the current market and

    are able to hold on to their investments for

    a period of between five and 10 years will see

    a healthy return. This is provided that they

    have completed the necessary research and

    bought the right property in the right area.

    Growth in the current property market is

    evident and it is predicted by economists that

    property pricing will gain momentum from

    thisyearonwardstowards2020,saysGoslett.

    A less volatile option than the stockmarket,

    residential property continues to prove itself

    asasolid investmentvehicleperformingposi-

    tively over the long-term, he concludes.

    How to make a strong offer and make good that purchase

    So youve found your property. Now

    you need to make an offer to secure it.

    Whenmaking an offer there are three

    major aspects to consider: price, time

    and terms. All three have a bearing on

    whether or not your offer is accepted.

    Obviously price is a major considera-

    tion.Howmuchdoyouoffer?Offerwhat

    you really believe theproperty isworth.

    Its incorrect to assume that every prop-

    erty is overpriced and therefore your of-

    fer needs to be 10 to 20% less. True, some

    propertiesareoverpriced.Butmanyare

    priced at or very close to market value.

    Do your homework and make a fair

    offer if you want it to be considered.

    What of timing? Timing relates to

    whenyouarewillingorabletotaketrans-

    fer and ownership so when the seller

    will be paid. It also relates to when you

    will take occupation. Its a good idea to

    ask the selling agent what timing the

    seller has in mind. If, for example, you

    are notwilling or able to offer full asking

    price,youroffercouldbestrengthenedby

    offering timing that appeals to the seller.

    What of terms? The more conditions

    you place on your offer, the less appeal-

    ing it will be. Most buyers need finance

    but the lower your finance amount is

    as a percentage of the selling price, the

    moreappealing it is.Acashofferhas the

    most appeal.

    Otherconditions, likethepurchasebe-

    ingsubject to thesaleof thebuyersprop-

    erty,maketheoffermuchlessappealing.

    If you need to add this condition to your

    offer, youll need to make the price and

    timing as attractive as possible.

    The more conditions you add to your

    offer, and the more obligations you put

    on theseller, the lessattractive theoffer.

    Obviously you may need to do this to

    protect yourself as a purchaser. But be

    aware that with every additional condi-

    tion the offer loses appeal to the seller.

    Ifyoureallywantthepropertyyouwill

    need tomake these three aspects of your

    offer as attractive to a seller as possible

    especially if you are competing against

    otherbuyers. Iveseenbuyersloseoutbe-

    cause their occupational rental amount

    is lower than that of another buyer.

    If you cant make one aspect attrac-

    tive,maketheothertwoverystrong.For

    example, if you need a delayed transfer

    (poor timing), then ensure your offer

    and terms are attractive.

    And dont always assume you will

    have an opportunity to make a counter-

    offer. Faced with more than one offer,

    a sellerwill either accept the best, or en-

    ter into negotiations with the best. The

    other loses out entirely.

    Give attention to all three aspects of

    your offer. Ask your agent for advice on
