WELLINGTON: PLOT AND PLANDEVELOPMENT
TheVillageatDiemersfontein
T
he first 18 owners have taken occupa-
tion of their homes at The Village
the new secure estate which is tak-
ing shape within the acclaimed Diemers-
fonteinWineandCountryEstate, situated
in the Bolands scenic Wellington Valley.
In addition, Pam Golding Properties (PGP)
reports that a further 23 properties have been
sold and are either under construction or due
to commence building soon.
The 19 properties in phase one of the devel-
opment are completely sold out, while just 11
are still available for purchase in phase two,
with a further 20 already sold. PGP has the
exclusive mandate to market the homes,
which are sold on aplot andplanbasis, priced
between R1,095 million and R1,55 million.
PGPs project manager for the develop-
ment, Louise Varga, says buyers to date have
includedamixofyoungcouplesandfirst-time
buyers, manywith young children, as well as
mature buyers wishing to downscale, and in-
vestors of all ages.
A number of key factors have ensured de-
mand, including the scenic, central location
within the Wellington Valley, surrounded by
vineyards and with views of the Baviaansk-
loof and Du Toitskloof mountains. Buyers ap-
preciate the fact that theycanlive inanatmos-
phere of beauty and rural tranquillity, but
still bewithin 45minutes drive of CapeTown
and its international airport, or just 30 min-
utes from the citys northern suburbs. The ex-
cellent securityandeaseof lock-up-and-go liv-
ing are also key selling points, as is the pres-
ence of an on-site private school, Wellington
Preparatory, towhichhome-ownerschildren
have guaranteed admission. To have a high
quality co-ed primary school literally onyour
doorstep, and know that your children will
have a place there, is a big advantage, given
the fierce competition for places in top
schools.
PGPs areamanager forWellington, Surina
duToit adds that buyers have appreciated the
convenience of the plot and plan offering,
while still enjoyingasenseofpersonal choice.
There are eight different design options in
phase two, includingoptions forboth two-and
three-bedroomhomes, she says. Owners al-
so also have a number of options to customise
the finishes and fittings to their ownpersonal
taste. This means that they can still put their
individual stamp on their home, while con-
forming to the overall architectural theme
and the atmosphere of informal elegance.
Thoseresidentswhohavealready takenoccu-
pation have expressed gratitude for the pro-
fessional service they received from both the
developersandthebuilders,andaredelighted
with the high quality of their homes.
All buyers at TheVillage have access to the
full range of facilities on the acclaimed 180 ha
wine farm, including guest accommodation,
a restaurant, beauty spa and extensive net-
work of trails to explore by foot, bicycle or
on horseback. The Village also has its own
swimming pool for residents exclusive use.

MARK WILLIAMS
Many people are beginning to look at their
homeasaretirementasset.Thereare tworea-
sons for this: firstly the average person near-
ing retirement is under-funded, in somecases
their homes are their only assets. The second
reason has to do with the boom in property
and current value of homes. .
Retired people are looking at ways to un-
lock the value in their homes to provide for
income. Themost common approach is to sell
the home in a sought-after area in favour of
down-scaling to another less expensive ar-
ea. This allows the retiree to realize the differ-
ence between the sale price and the purchase
price on the new place to provide for income.
A variation to this plan would be to rent in-
stead of buying, thus having the full capital
available from the sale to provide for an in-
come.No fancymathskills required for calcu-
lating the financial benefit of this option.
In fact, if youcanviewyourhomeasa finan-
cial asset in your portfolio and ignore all the
emotional issues around owning your own
property, it would make sense to sell your
home and rent it back from the buyer. You
can rent a R2 000 000 property for R80 000 per
year. Assuming you invested the R2 000 000
at 6% (money market rate), you would earn
R120 000 per year with the benefit of no rates
and taxes and no maintenance costs. This is
a very simplistic calculation in order tomake
a point. Usually someonewould consider this
plan if they intended drawing down on their
capital over the remainder of their life.
I am told that in the UK it is quite common
to sell yourhomeandretain the rightof enjoy-
ment or usage until your death. The value of
theproperty is split between the baredomin-
ium and the usufruct. On the death of the
usufructory, the full rightsofpropertyowner-
ship revert to the bare dominium holder and
he/she can deal freely with the property. The
mechanics would be to calculate the value at-
tached to the right of use and subtract this
from the market value to determine the sell-
ing price.
Avariationof theabove is the reversemort-
gage plan, which allows the homeowner to
borrow a monthly amount against the value
of thepropertywithouthavingtopaythemon-
ey backuntil the property is sold or the home-
owner dies. The advantage of this plan is the
homeowner gets to stay in their home whilst
accessing the equity in the property to live
from. The risk is that the property value does
not keep upwith that of the debt and the bank
ends up owning the property before you in-
tended it to.
When retirement looms, is your home a retirement asset ?

What stays andwhat goes?
Unfortunately for buyers and sellers, there
are many disputes regarding fixtures and fit-
tings and whether or not they are included
in the sale of a property.
As a general rule, if they are fitted to the
property they stay, and if they are not, then
they go. But there are some exceptions.
Keys and remote controles, for example,
arentphysically fixedto theproperty.But the
door-locks and garage auto-motors are and
its implied that, in order for these to operate
properly, the keys and remotes are supplied
as well. So all keys and remotes would be in-
cluded in the sale.
Curtain rails and rods, and window blinds
are also fitted to the property so thesewould
not be removed. The same applies to satellite
dishes andTVaerials and their associated ca-
bles.Thiswouldapplyto fittedgasappliances,
like a gas fireplace or cooking hob. The gas
bottles would stay with the property as they
arecritical to theoperationof thehobandfire-
place.
Strange as it may seem, weve encountered
sellers that have removed the globes from all
the light fittings when they move out. But
globes go with the light fittings, otherwise
they would not be operation-
al.
Bydefault bar stools are in-
cluded with a fitted bar, un-
less specifically excluded.
Alarm systems and irriga-
tion systems are also includ-
ed if they exist, and it is as-
sumed they are in goodwork-
ing order. If not, then a seller
must disclose this, or they
will be liable to have these re-
paired at their cost for the
purchaser.
What if the seller intends to
remove a valuable chande-
lier, or a family heirloom
light fitting? This needs to be
disclosed to the estate agent
and the purchaser and specifically excluded
from the sale in the sales agreement. The sell-
er would have to replace the light fitting at
their cost within a price range which would
need to be stipulated in the contract.
As a general rule it is best to specify which
fixtures are included in the sale, and which
are specifically excluded. If necessary, type
a list as an addendumand include this as part
of the deed of sale, signed by both parties. The
fewergreyareas, the less thepotential forcon-
fusion and conflict.
Sometimes a sellermay sell a property that
is rented out, and a buyer views and purchas-
es the property with certain fixtures that the
tenant may have fitted and owns. Its impor-
tant to exclude fixtures from a sale that a ten-
antownsandwillberemoving, ifhe isentitled
to do so. It sadly does happen that a seller has
to replace the fixtures at his cost so that the
purchaser receives what he purchased as
viewed.
If indoubt, specify it in the contract. Its bet-
ter to raise the issue before a contract is con-
cluded, then hope the problemwill disappear
later. Ive seen many a sale end in messy dis-
putes where exclusions are not specified. If
you are a buyer and youre
not sure whats included,
then ask the agent dont as-
sume.
Even better, be sure to dis-
cusswithyour estate agent at
the time of listing exactly
what is staying and what is
going, and list these in your
sole mandate agreement. A
professional agent has an ob-
ligation to then disclose this
toapurchaserandspecify the
exclusions and inclusions in
the deed of sale.
Happy selling.

SA Home Loans, South Africas largest
non-bankmortgage financeprovider, an-
nounced its entry into the fast growing
market for affordable housing last Tues-
day, a move that spells good news for
house hunters earning less than R18 000
per month.
SAHomeLoansCEOKevinPenwarden
said affordable housing is a major seg-
ment of the South African housing mar-
ket, with properties valued between
R250 000 and R500 000 making up more
thanaquarterofallregisteredresidential
properties.
Despite this, there remains a massive
shortage of decent affordable housing.
This demandhas not beenmatched by
a similar appetite in the provision of end-
user finance by home loan providers, so
were confident that our entry improves
not only the scope, but also the quality
of choice available to lower income buy-
ers.
Taking into account the fact that many
lowerincomebuyers finditextremelydif-
ficult to save up for the large deposits re-
quired for many mortgages, SA Home
Loans isoffering100%loans toqualifying
customers, with a 20-year term variable
interest rate loan.
It has also reduced itsminimumprop-
erty size to take smaller properties into
account.
Penwardenacknowledgedthatafford-
able housing carries a stigma of higher
risk,making fund-raising a challenging
exercise. Nevertheless, we have
leveraged our fund-raising expertise
and managed to secure sufficient fund-
ing to make us a sizeable player in the
affordable housing space.
More importantly, our funding
structure ensures thatwewill be in this
market for the long term.

Two lifestyle farmswith incomepotential up forauction
Twoadjacent lifestyle farms in the pictur-
esque Cape winelands region of Welling-
ton in theWesternCapewill fall under the
auction hammer in May.
Thefirst farm(portion6),consistingof79 ha
of undeveloped land, is zoned for agriculture
and ideal for growing olives and buchu. The
area is covered in indigenous fynbos and per-
fectly suited to hiking and other outdoor pur-
suits, with the Witte River running adjacent
to the property border.
The second farm (portion 8) contains 5,9 ha
(zoned for agriculture) with two houses; one
a four-bedroom home (about 290 m) and the
second a two-bedroom house (about 179 m),
both in good condition. There is also a swim-
ming pool on the property.
The farms are situated in a scenic area at
the foot of the Bainskloof pass in Wellington.
The valley of Wellington is just an hours
drive from Cape Town, but it is a world away
from city life, with the Berg River on its west-
ern border and the mighty Hawequas Moun-
tains on its eastern flank. The famous Bains-
kloof pass serves as the gateway to the north
and the Limietberg Nature Reserve attracts
hundreds of hikers and adventure-seekers
every weekend.
Wellingtons economy is based on agricul-
ture such as wine, table grapes, deciduous
fruit and a brandy industry, making the area
attractive for both farmers andnature lovers.
These two properties in the beautiful Wel-
lington region offer both a country lifestyle
and good income potential, says Willie van
RensburgofBKBEiendomme.Theseproper-
ties are perfect for buyers looking for that
combination.
Wellington is situated about 10 km from
Paarl, the largest town in the area.
The farmswill be auctioned separately and

on site on Wednesday 8 May 2013 at 11:00.

This versatile platform also hosts the new
Beetle and Audi A3, receiving slight tweaks
for each model and allowing the Golf to im-

generation of direct-injection turbo-charged
engines take care of power and efficiency in-

Our local range includes a 1.2 TSi

stand, en wat in beide voorwielaandrywing
en 4x4-weergawes beskikbaar is, kan sy man
teen enige ander in hierdie segment, staan.
Boonop is daar verskillende weergawes At-
deurplattelanders,verwegvanenigeCitron-
handelaar, gekoop kanword omdat diemega-
nikadieselfde is as die vandieMitsubishiwat
Attraction-etiket verdien. (Die duurste is die
4x4 Exclusive met outomatiese ratkas teen
R369 900).
4 200 rpm beskikbaar stel.

knaap; tydensdie ritOudtshoorn toeen terug,
Talle ongelukke
word immers veroorsaak wanneer die be-
stuurder se aandag net vir n oomblik afgelei
klein rekenaarskermwat brandstof verbruik
enreikafstandmetdiebestaandebrandstofin-
houd aandui.
metmulti-skakel agtervering, verseker stabi-
waarneembaar is.
Wie gaan hierdie Citron koop? Miskien is
Daar is immers 384 liter pak-
ruimte beskikbaar sonder dat enige van die
agterste (verdeelde) sitplekkeafgeslaan is.En
Be-
langrikookisdieneuswatbeseringsaanvoet-
gangers so onskadelik as moontlik maak; n
modelle kom.
