INTRODUCTIONFrom the development of the first human settlement to the advent of

supersonic transport and complex synthetic chemicals, man has

continuallycreated hazards for himself and the community at large. Although

capable of creating hazards, man also maintains the ability and

wisdomto reduce hazard potential.

SCOPE AND ROLE

The Man-Made Hazards Chapter of the General Plan concentrates on noise,hazardous materials, hazardous structures and airport safety, allhazards of local significance due to the County's geographic locationand level of urban development. Following a discussion of the existingsituation, the issues associated with each type of hazard type areevaluated with the aim of developing effective policies to protectcommunity health and safety.

STATE PLANNING LAW

The California Government Code requires local governments to prepare andadopt a comprehensive, long-range plan to guide their future development.This Chapter satisfies the requirement of the Noise Element(Section 65302(g)). The sections of this Chapter relating to AirportSafety, Hazardous Materials, and Hazardous Structures satisfy the intentof the Safety Element (Section 65302(i)). Safety issues related tonatural hazards are addressed in Chapter 15.

NOISE ELEMENTS

In 1978, the County adopted the Noise Element of the General Plan.Much of the background information, issue statements and policies of the Noise Element are still current and have been incorporated into this chapter. Recent noise planning efforts at San Francisco International Airport not previously included and general statistical updatingar also contained in this Chapter. The noise section of this Chapter replaces the Noise Element.

SEISMIC AND SAFETY ELEMENT

In 1976, the County adopted the Seismic and Safety Elements of the

General Plan. The Seismic and Safety Elements include brief background

discussion and policy statements regarding hazardous material

and structural conditions, which have been incorporated into this

Chapter. The Hazardous Materials and Hazardous Structures sections of this Chapter will present

a more comprehensive analysis of the current situation, and will replace the Seismic and Safety

Elements where related to these subjects.

LOCAL COASTAL PROGRAME

In 1980, the County adopted the Local Coastal Program as an area plan for the Coast side. The LCP Energy and Agricultural Components include several policies relating to hazardous materials disposal which have been incorporated into this Chapter. The hazardous materials section of this Chapter is not intended to alter existing LCP policies, but rather support them in a comprehensive treatment of the subject.

In humankind’s pursuit of well-being, we both influence and respond to climate. Anthropogenic emissions of greenhouse gases affect the heat balance of the Earth, and the resulting changes in precipitation patterns, temperature extremes and

rising sea levels affect how society develops. The dynamic interaction between humans and climate is not new, but the

scale of the interaction has reached unprecedented proportions. Climate research at the Earth Institute spans multiple

disciplines. While climate scientists study the effects of increased temperatures and atmospheric carbon dioxide on the

world’s oceans and weather patterns, engineers are seeking ways to produce cleaner energy and provide steady supplies of

fresh water. Social scientists, policy experts and lawyers are studying human behaviour in the face of change as a way to

improve how we make decisions, and the policy and legal tools we can use to implement measures that address the climate

challenge.

CLIMATE

CAUSES OF GLOBAL WARMING AND CLIMATE IN MAN-MADE HAZARDS

Most agree that the temperature has increased about 0.6 - 0.7 Centigrade over the last century and that the level of CO2 or Carbon Dioxide a greenhouse gas has been increased in the atmosphere by 25-30% from pre industrial values.•The first theory, which is the generally accepted one, is that the release of greenhouse gases from the burning of fossil fuel and from land use is responsible for the resent temperature increase. •The second theory is that the sun's magnetic field and the solar wind modulate the amount of high energy cosmic radiation that the earth receives. This in turn affects low altitude cloud cover and how much water vapor there is in the atmosphere and thus regulates the climate.
