These are the daily problems more than 400 families of the Misgund Set- tlement Area in Koukamma have to face on a daily basis. On June 26, the housing project of 401 RDP houses in Misgund has final- ly been completed after more than ten years, but although these fami- lies now have a roof over their heads, there is still no proper infrastructure in sight. Families have to cook their meals and water outside on a fire, walk kilo- metres to get water and make use of alternative methods when it comes to sanitation needs. The Misgund 401 Housing Project is under the jurisdiction of the Koukam- ma Municipality and it is acting as a Developer. The project came as a re- sult of a demand posed by the growing number of homeless families residing in scattered fashion on farmland in the Misgund Settlement Area. “What started off in the beginning as a complete and utter financial di- saster when the Koukamma Munici- pality was in control of the project, has now been “rectified” by the Pro- vincial Department of Human Settle- ments (PDoHS) at a cost of R40,813,834 with great success,” said DA-MP Elza van Lingen. “By 2008/9 the Eastern Cape De- partment upon request of the muni- cipality unblocked the project and embarked on a rectification process to restore the pride and dignity of the residents in Misgund. Virtually all 401 houses had to be rebuilt or built from foundation level.” According to Van Lingen, al- though provision has been made for the bulk services, it is of concern that it is not near completion yet. “Electricity distribution infra- structure has been installed, but there is no connection from the dis- tribution side to the housing units. Winter in the Langkloof can be harsh and without a hot cup of tea to warm up, conditions will still be tough. Without lights our school children will have limited time to study for ex- ams,” said Van Lingen. “The main water supply lines have also been rectified by the contractor at their costs. However, connections to the houses have not been comple- ted yet. So the people who have moved in must carry water uphill from a well about 3 km away. “Furthermore, the bulk water in- frastructure still has to be commis- sioned. There is no water in this township development at present and it is hoped that the borehole source will be sufficient, once in op- eration to service these families.” Van Lingen continued that the sewer lines of the initial project also had to be ripped out and new mains were installed. “The connections have been made to the houses, but without water the toilets may not be used. These are the daily problems morethan 400 families of the Misgund Set-tlement Area in Koukamma have toface on a daily basis.

On June 26, the housing project of401 RDP houses in Misgund has final-ly been completed after more thanten years, but although these fami-lies now have a roof over their heads,there is still no proper infrastructurein sight.

Families have to cook their mealsandwater outside ona fire,walkkilo-metres to get water and make use ofalternative methods when it comesto sanitation needs.

WHILE surfers are taming thewaves at Jeffreys Bay, thieves areprowling the streets for easyprey.

According to w/o Petra Els fromthe Jeffreys Bay Police, surfers havebecome the new victims of theft ofmotor vehicles.

The two latest incidents occurredon July 9 and 5.

“On Thursday afternoon, July 5 alocal surfer parked his vehicle, aFord Bakkie, in Waterkant Street, hehid his keys on the back of the bakkiebeneath the carpet. When he cameback the vehicle was stolen,” said Els.

The vehicle has not been reco-vered.

“In the early hours of Mondaymorning on July 9 another localsurfer parked his vehicle, also aFord Bakkie, at the same spot theprevious incident occurred. He se-cured his vehicle’s key in a surf lock-er which he attached to the bumperof the vehicle.

“While surfing he noticed a suspi-cious looking person in the vicinityof his vehicle, when he looked againhis vehicle was gone,” said Els.

“The suspect nearly caused an ac-cident on the corner to Seetuin andSalie Streets and when he got out of

the vehicle he was apprehended byworkers in the area.”

The suspect, a man from Port Eli-zabeth, was arrested and a case oftheft of a motor vehicle was opened.He will appear in the HumansdorpCourt.

“The Jeffreys Bay Police warnsthe public not to be negligent withtheir property, donothideyourkeyson your vehicle, people are watch-ing. Lock your

vehicle properly and make use ofan anti-theft device. Do not leave va-luables in your vehicle and takeyour vehicle keys with you whenyou go surfing,” said Els.

Met die groot sukses wat in Bon-nievale met die projek behaal is, hethulle ’n bloudruk ontwerp waarvol-gens alle inwoners in Suid-Afrikahul eie dorpe kan verbeter.

Dit mag nou winter wees en alleskan dalk nou vaal en dood lyk, maarJeffreysbaai het vriendelike mensewat werklik omgee vir hul dorp.Ten spyte van die yskoue en natweertoestande Saterdag, het ’ngroep inwoners hul moue opgerolen self ingespring om die parkeera-rea by die ’n Hoofstrand te verfraai.

“Nou moet elke inwoner net help

om die res van die dorp ook netjieste hou,” het projek-koördineerderErnst Marais gesê.

Aldus Marais is daar reeds ver-skeie opkomende projekte in die py-plyn.

“Oom Llewelly van Bakkie Fit-ment Centre gaan die visserskuitby die Hoofstrand aan die bin-nekant rubberiseer om verdereagteruitgang te voorkom, RachieBadenhorst van RealNet wil diesirkel voor die inligtingskantoorverfraai, Marinda en Scotty Scottwil die Point help in stand hou, De-line Swart wil die gedeelte by Dog-wood en die kwekery verbeter, enJean Joubert wil Planestraat op-knap.

“Ons moedig dromers aan omprojekte aan ons voor te sit. Dieklem is om eie inisiatief te neem enom dan hulp van die res van diedromers te kry om projekte deur tevoer.”

Kouga Munisipale woordvoer-der, Mfundo Sobele, sê: “Ons ver-welkom so ’n inisiatief of enige an-der tipe inisiatiefwat daarop gemikis om te help met die verbeteringvan die lewensomstandighede vanons mense. Dit is egter raadsaam

HE was a man of 46-years-old whenhe was forcefully removed fromland he once called home, and now,35 years later, he will once again beable to walk on the ground from hisyouth - the only landhehas ever tru-ly known as home.

81-Year-old Jacob “Blackie” Oli-fant is only one of many who recent-

ly received a house of their own ontheir home ground, after beingforcefully removed in 1977 and in-corporated in the then Ciskei ban-tustan (Keiskammahoek).

Last Wednesday the EasternCape Provincial Government offi-cially handed over more than 400houses to these deserving benefici-aries of the small farm communityof Clarkson in the KouKamma Lo-cal Municipality, Cacadu District.

The handing over ceremony wasofficiated by Premier Noxolo Ki-viet, accompanied by the MEC forHuman Settlement, Hellen Sauls-August, and the MEC for Local Gov-ernment and Traditional Affairs,Mlibo Qoboshiyane. “The twoMECs will soon sign a Memoran-

dum of Understanding (MoU) to fa-cilitate the issuing of Deed ofGrants as the land is currentlyowned by the Clarkson CommunalProperty Trust. The MOU will as-sist in the transfer of land from thetrust to individual residents,” saidManelisi Wolela, General Managerof Provincial Communications.

A very excited Olifant said: “I amglad that I have received this house.It has come at the right time and Ifeel warm and safe during this coldwinter season”.

Olifant continued that he waitedfor long for this dream to own ahouse to be fulfilled.

Another beneficiary is the 62-year-old Nonceba Nonyathi, whohas six dependants.

known Drommedaris already start-ed at the beginning of last month andis set to be completed by October thisyear.

According to owner, Piet Her-holdt, the new, improved and moremodern shop will boast double thefloor space after construction is com-

pleted.“Although upgraded, the store will

still keep its old fashioned look andfeel,” said Herholdt.

“Customers can look forward tomore alternative and modern furni-ture, a bigger range of appliances aswell as exclusive appliances. Resi-

dents will soon be able to buy a greenor red fridge, that will fit perfect withtheir new orange couch, from ourstore. We will also extend the rangeof our small appliances.

“Drommedaris will still be thesame retail shop in terms of loyalty,quality and affordable prices. We

will still provide quality discountedfurniture, appliances and other elec-trical products, as well as second-hand and antique furniture to Jef-freys Bay and surrounding areas.The only difference is that customerswill now have a wider range of prod-ucts to choose from,” said Herholdt.

Pieter Blake, mede-eienaar van LangkloofStene, het verduidelik dat ’n enkele vertika-leskag-bakoond sowat 5 000 stene in 24 uurkan lewer. “Met die ses nuwe oonde wat sedertAugustus verlede jaar in werking is, gebruikons reeds 50% minder energie. En die grootbonus is dat ons ons koolstofvrystellings metdie helfte verminder het,” het hy gesê.

Balic was op die strand om haar vriend Fran-cisco Bellorin te ondersteun en was baie opge-wonde toe hy tot die volgende ronde deurge-dring het.

Daar was ook ’n groepie kinders wat hul deelvir die byeenkoms, sowel as die omgewing ge-doen het. Smiley Kids se sogenaamde “GreenTeam” het die strand gefynkam vir enige rom-mel wat rondlê.

“Ons skooltjie het onlangs besluit om sogroen as moontlik te wees, en met die hulp vanBillabong kan ons hier ook ’n bietjie bewusma-king doen,” het Veronica Drake, gr. R-onder-wyseres van die skool, gister gesê.

Saam met haar was ’n span van vier kleuterswat leë blikke, bottels en enige ander rommelop die strand in vullissakke gegooi het..Terwyl organiseerders hoop die mooiweer salhou, voorspel die weerkantoor baie nat en koueweer vir die komende naweek.

“Sommige plekke kan dalk selfs sneeu sien,so hou die warm klere maar byderhand,” hetGarth Sampson, van die Suid-Afrikaanse Weer-diens, gesê.

PEOPLE Against Substance Abusewill visit local schools from July 23to 26, providing learners with valua-ble information about the dangersand effects of substance abuse.

This non-profit organisation wasfounded and established by a formerdrug addict, Frederick Trout in 2007.

“In 2006 I was struck by the de-struction caused in the lives of ouryouth due to alcohol and drug abuse.

My heart cried out to do somethingand to make a difference. I startedvisiting schools in and around theGarden Route and shared my life sto-ry of drug abuse, alcohol addiction,gangsterism and violence. The re-sponse from schools were incredi-ble,” said Trout.

According to Trout, grade 8 learn-ers are the most vulnerable to peerpressure as this is a critical age of

physical, emotional and spiritual de-velopment.

“Through our life skills trainingprogramme, we aim to change learn-ers way of thinking about their fu-ture and to show them that with theright attitude they can have a pro-ductive life and impact the lives oftheir peers through leading by exam-ple. We do not just want to changetheir way of thinking, but we also

want to help them develop their natu-ral leadership skills,” said Trout.

THE high cost of electricity hascaused many South Africans tosearch for alternate sources ofhome heating this winter.

The use of gas stoves and heat-ers is increasing and wood andcharcoal are being used more fre-quently. These methods of heat-ing can be contributing factors inresidential fires according toChubb Fire and Security SouthAfrica.

“Homeowners need to be vigi-lant, particularly in this coldweather, as they go to extralengths to keep themselves andtheir homes warm,” says StefanOberholtzer, managing director,Chubb Fire and Security SA.

The loss of life and property re-sulting from heating fires can beminimised by identifying poten-tial hazards as well as installinga fire alarm system and carbonmonoxide (CO)detector.CO is col-ourless, odourless and invisibleand can be detected with a CO de-tector linked to an alarm. Regularservice and maintenance is essen-tial to extending the life of a firealarm system, reducing the likeli-hood of false alarms and ensuringthat the system functions when itis most needed. It is also a legaland insurance requirement.Preventing fires in the kitchen.Always use cooking equipmenttested and approved by a recog-nised testing facility..Follow manufacturers’ instruc-tions and code requirementswhen installing and operatingcooking equipment..Plug microwave ovens and oth-er cooking appliances directly in-to an outlet. Never use an exten-sion cord for a cooking applianceas it can overload the circuit and

cause a fire..Invest in a fire blanket and apowder-based fire extinguisher,but above all, ensure you have anescape plan in place.

Use braai grills safely.Position the grill away fromwooden deck railings, rooftopsand overhanging branches..Keep children and pets awayfrom the grill area..Use long-handled grilling toolsto allow for plenty of clearancefrom heat and flames when cook-ing food.

Gas grills.Check the gas cylinder hose forleaks before using it for the firsttime each year.•If you smell gas while cooking,immediately get away from thegrill and call the fire department.Do not attempt to move the grill..Use only equipment bearing themark of an independent testinglaboratory. Follow the manufac-turers’ instructions on how to setup the grill and maintain it.

Fountains Mall beskik nou oor 12,teenoor die vorige agt, parkeerareasvir diegene in ’n rolstoel of wat ditbaie moeilik vind om te loop of omin en uit ’n motor te klim.

Volgens die Operationele Bestuur-der van Fountains Mall, DesmondPretorius, het hulle gesien dat daar’n groot behoefte vir dié tipe van par-keerareas is.

“Behalwe vir die mense in rolstoe-le is daar ook baie ouer inwoners inJeffreysbaai wat sukkel om te loop envan die parkeerareas gebruik maak.”

Jakkie Pieters, provinsiale voor-sitter van APD in die Oos-Kaap, sêhulle as ’n organisasie is verheug oordie goeie gebaar van Fountains Mall.

“Binne weke na ons die bestuur ge-nader het vir addisionele parkeer-ruimtes, het hulle aan ons versoekgehoor gegee. Hulle samewerking isabsoluut ongelooflik. Dié groter par-keerareas maak die lewe van ’ngestremde persoon soveel makli-ker,” het Pieters gesê.

“Ons is tans in gesprek met dieKouga Verkeersdepartement om ’nnasionale beleid vir rolstoelpermittete implementeer. Die projek sal dietot standkoming van ’n spesialekomitee sien wat die aansoeke om

rolstoelpermitte sal evalueer. Diekomitee sal bestaan uit persone vandie verkeersdepartement, ’n ar-beidsterapeut, ’n fisioterapeut en ’npersoon van APD. Tans gaan alleaansoeke deur die verkeersdeparte-ment. Ons hoop om die beleid teeneinde Augustus in werking te stel.”

Policlinic lewer voortreflike diensFrikkie van den Berg van Paradysstrandskryf: Na aanleiding van die voorbladberig,Hospitaal ‘weier’ glo beseerde man, in die Kou-ga Express van 5 het ek ’n klompie eiers te lê.

Eerstens, die Policlinic word sleg uitgebeelddeur Monique Basson. Hulle mag glad nie aan-randings behandel nie, want dit is inmengingvan die Justisiestelsel, soos Dr Nagtegaaltereggewys het. Pleks sy die geleentheid vrug-baar gebruik het om Jan Publiek te onderrigen in te lig, het sy die insident sensasiebewusgemaak en die Policlinic daardeur benadeel.

Tweedens, die Policlinic lewer ’n 24-uurvoortreflike diens aan die Publiek soos wathonderde dankbare pasiente kan getuig.

Laastens wil ek aan die “ontstoke” man vraom in die vervolg sy feite agtermekaar te kryvoordat hy koerante toe hardloop.

Ek vra die vraag, want ons kry nie naasten-by die kontraktuele dienste wat deel uitmaakvan ons maandelikse grondbelasting nie.

1. Ons paaie is in ’n patetiese toestand, slag-gate word nie herstel nie en ’n groot deel vanJohan Muller - ons trotse hoofstraat - het geenteeroppervlakte meer nie. Reg voor my huis is’n yslike modderdam as dit gereen het en asdit opgedroog het, kan ons nie leef soos die stofwaai nie. Ons voertuie word beskadig en onsbande word verrineweer.

2. Ons sypaadjies is bebos en die gras wasmaande laas gesny. Voetgangers en drawwersmoet in die pad stap en draf, wat weer ’n erger-nis is vir motoriste asook ’n wesenlike gevaarinhou vir voetgangers.

3. Ons strand word nie opgeruim nie. Elkenou en dan is daar munisipale kontrakteurswat met swart sakke stap en gemors optel,maar dit is geldmors want ek het hulle al ’npaar keer by Bothastraat gekry waar hulle al11vm. lekker rus en klaar gewerk het. Van diewerkershet al vandie “oortollige” swart sakkeaan my probeer verkoop!

4. Van ons het spogtuine maar waar moetons tuinvullis weggooi. Ons munisipale vul-lishoop is nou al meer as ’n jaar gesluit.

Ons Paradysbewoners is trots op ons plek-kie maar met die patetiese diens wat onsontvang sal Paradys altyd ’n vrot kol van Kou-ga Munisipaliteit wees. Dit is nou tyd om tesê: Genoeg is genoeg, en ons moet ons maande-likse grondbelasting terughou totdat die mu-nisipaliteit sy kontraktuele verpligtinge na-kom.

Onderwyser of wyksraadslidJ. Faulkner van Jeffreysbaai skryf: Die ge-meenskap in Pellsrus is heeltemal verward,want die adjunkhoof by die laerskool is ook diewyksraadslid in Pellsrus.

Voeg daarby die feit dat hy een of ander rolvervul op die Uitvoerende Raad van die OPRugby Unie. Laasgenoemde posisie betekendat hy gereeld vergaderings, werkswinkels enfunksies van die Rugby Unie moet bywoon. Dit

affekteer sy aktiwiteite as adjunkhoof van dieskool.

As raadslid woon hy staande komitee verga-derings sowel as raadsveraderings by.Staande komitee vergadering vind ten mistetwee keer per maand plaas. Voeg daarby dathy voorsitter is van die Raad se oorsigkomitee(MPAC). ’n Komitee wat opsig self vereis datdaar oorsig gehou word oor al die aktiwiteitewat binne die Raad plaasvind. Alle vergade-rings wat hy bywoon vind plaas tussen 9:00 -13.00. Die vraag ontstaan: Wat gebeur met onskinders wat in die raadslid se klas is tydernshierdie vergaderings?

Betroubare inligting wil dit hê dat lede vandie publiek wat ongekwalifiseerd is as onder-wysers gereeld gevra word om in te staan indie tye wanneer die adjunkhoof besig is metRaads-aktiwiteite. Met ander woorde, onskinders word aan die sorg toevertrou van ’ngewone lid van die publiek terwyl die staat ’nsalaris betaal vir ’n gekwalifiseerde onder-wyer.

Daarby is ons ook bewus daarvan dat diepolitieke party wat die adjunkhoof verteen-woordig die beleid handhaaf dat raadslede eendie poste wat hulle beklee moet bedank. Dit is’n beleid waarvan die adjunkhoof bewus is,maar wat hy willens en wetens ignoreer teneinde twee salarisse per maand te verdien. Ditis verstommend veral in die lig van die werk-loosheid syfer in ons gebied en die feit dat daar’n geleentheid kan wees vir ’n huisgesin om’n inkomste uit een van die twee poste te ver-kry.

In terme van die Public Service Act mag ’nstaatsamptenaar slegs een pos beklee entoestemming verkry as hy ook ’n ander pos wilbeklee, soos in die geval van die adjunkhoof.

Ek sou graag wou weet of die raadslid oorsodanige toestemming van die UitvoerendeOwerheid van die Onderwysdepartement be-skik. Sou dit nie die geval wees nie, sal dit in-teressant wees as ’n klag by die plaaslikepolisiekantoor gelê word oor sodanige doelbe-wuste verbreking van die Wet. Die hoop is datdie skool se beheerraad hierdie goedkeuringvan die kantoor van die Superintendent Ge-neraal gesien het sodat hulle nie as mede-pligtiges gesien word nie.

Alreeds op 13 Februarie 2012 is ’n brief aandie Superintendent-Generaal van die Departe-ment van Onderwys gerig om die onuithoud-bare situasie aan te spreek. Mnr Mannya isegter afgedank voordat die aangeleentheid syaandag kon geniet.

Die Raadslid/Adjunkhoof moet kies: Onder-wys of politiek? Ons kinders se toekoms is opdie spel.

THE annual Pam Golding Canals Win-ter Challenge, hosted by the St FrancisPaddling Club, will take place on Satur-day, July 28.

The Challenge will paddle off at the Covein Shore Road, St Francis Canals. Registra-tion is at 9am at paddlers will take to thewater at 10am. Those interested can eithertake part in the long course of 20k or in theshort course of 13km.

The route will be around the canals, fourtimes around the 5km route for the 20kmrace, and 2.5 times for the 13km race.

The Challenge first started in 2006 and at-tracts a good field of paddlers from Port Eliz-abeth as well, including one of South Africa’stop paddlers, Richard von Wildemann, whohas won the Challenge a few times. The race,furthermore, boast paddlers from East Lon-don, Pletterberg Bay, Knysna and even Gau-teng.

Entry fee is R60 per paddler and R40 forpaddlersunder-17. The entry fee includes cof-fee and rusks before the race and a cooldrink,a beer and two boerewors rolls afterwards.

Life jackets are not compulsory and begin-ners are welcome.
