PH gets good grades in IMFfiscal transparency report

He said addressing this issueshould be made a priority, giventhe expected role that PPPs wouldplay in the future of the country’sinfrastructure development.

The official said the govern-ment also needed clearer rules onthe reallocation of funds. In thepast, large portions of the govern-ment’s annual budget were usual-ly tagged as un-programmedcash. These lump-sum amounts,covered by few rules, are spent atthe behest of officials.

THE GOVERNMENT should take a longer view on plan-ning its finances to promote transparency and assureinvestors of the continuity of projects, the Internation-al Monetary Fund (IMF) said.

In a new report, the IMF alsourged Congress to push for vitalreforms that would, among oth-ers, provide clearer rules in thestate’s budgeting process, par-ticularly in the use of politi-cized, lumped slush funds.

“Planning and costing of pro-jects hasn’t been strong, espe-cially for multi-year projects.Clearly the planning and cost-ing could be improved,” IMFResident Representative for thePhilippines Shanaka JayanethPeiris said yesterday.

He said that for the mostpart, the Philippines had madesignificant strides in the lastfour years in improving its bud-geting process, which was nowmore transparent as it had everbeen in history.

The IMF’s first ever FiscalTransparency report on the Philip-pines showed the government wasclassified as either “advanced” or“good” in 23 out of 36 categoriestracked by the multilateral lender.The Philippines earned a grade of“basic” (met minimum require-ments) in eight categories, but

failed in four.Among the country’s

strongest areas were in the fre-quency of reports on disburse-ments and collections duringthe year, public participation,and environmental risks.

The government failed in itsanalysis of long-term fiscal sustain-ability. This refers to governmentprojections on how much debt itwill have to accrue to meet spend-ing plans over the long term.

Peiris said this weakness wasa result of weaknesses in thegovernment procurement pro-cess. Many agencies remain ill-equipped to bid out projects inline with best practices. This al-so makes planning for pro-jects—larger ones in particu-lar—more difficult.

The government’s assessmentof risks linked to guarantees wasalso found lacking. Under the law,all public debt is guaranteed bythe government. It’s unclear, how-ever, whether implicit guaranteessuch as unforeseen costs in public-private partnership (PPP) projectare also backed by the state.

Coming into their own

Isabella“I simply focused on the fact

that I never saw myself as mymom’s mini-me or the next Kuh.We are our own people. Wehave similar interests, but areultimately different persons.And I’d like to think that we fol-low different paths. I alwaysthink of things I can do to be-come a better performer andperson.”

Karylle“I had a wonderful time

growing up, surrounded by fan-tastic musicians during a highpoint in local music. I was mymother’s tail—hanging out, run-

ning around with her during re-hearsals or gigs at the Tavernon the Square.

“But I had some issues, too. Iwas painfully shy and workingmy way around it was a long

process. People often told methat I have the same vocal qual-ity as my mom and so at times Ifelt like I was merely imperson-ating her. But things got somuch better after I’ve accepted

such things.“Whenever I felt insecure

about myself, my mom wouldtell me that she wants me to be-come a better version of her-self.”

Paolo“It’s all a matter of perspec-

tive. Ten years ago, it wassomething that fueled my inse-curities. Every conversationwasn’t about me, but about mydad and how people wanted tomeet him and get an autograph.I was 18 and trying to find mypurpose and career path, so itwas quite tough.

“But if you ask me now, I’llsay that I’m proud of my fatherand his achievements. Whenpeople tell me that my fatherhas inspired them, I get thrilled.It’s an honor to be his son, apart of his family. I think timehas taught me how to have thatperspective.

Robin“My goal was never to be-

come the ‘Concert Prince.’ I lovemy parents’ music. But I’m nothere in the music industry tomatch their records, to performin a sold-out concert or have atriple platinum-selling album ina span of a week. It’s a dream,of course, but it’s not somethingI obsess over. My focus is to cre-ate good music.”
