    The Vision, Mission, Goals and Objectives

    1. QUALITY POLICY

    Bicol University commits to continually strive for excellence in instruction, research andextension by meeting the highest level of clientele satisfaction and adhering to qualitystandards.

    2. Vision of the Institution:

    An Excellent University characterized by scholarship engagement for thecommunity towards sustainable development.

    A University of Excellence taking the lead in educating and developing highlyqualified professionals imbued with the values of industry, nationalism and integrity;dedicated towards the generation, enhancement and transfer of knowledge and

    technology for the attainment of regional and national development; employing state-of-the-art facilities and learning approaches with competent and committed management,and teaching and non-teaching personnel.

    3. Mission of the Institution:

    To primarily give professional and technical training and provide advancedand specialized instruction in Engineering and Architecture and provide for thepromotion of scientific and technological researches.

    The aforecited is rooted in Bicol Universitys mandated as provided in RA 5521which is to give professional and technical training and provide advanced andspecialized instruction in literature, philosophy, the science an arts, besides providingfor the promotion of technological researches, (Sec. 30). Hence, the BU graduatesshall be distinguished by their industry, nationalism and integrity. Along its line,extension service to the community and resource generation through its variousproductive endeavors shall complement the Universitys mandated instruction-research function.

    4. Goals of the Academic Unit:

    A. INSTRUCTIONa. To produce professionals in architecture and engineering, in the

    region with managerial capability through improved instruction andrelevant experiences.

    b. To embark on relevant new programs such as BS in GeothermalEngineering, Sanitary and Environmental Engineering, GeodeticEngineering, BS in Metallurgical Engineering, BS in Coastal andOcean Engineering, Chemical Engineering, Interior Design andLandscape Architecture.

    c. To intensify the development of moral spiritual, social, intellectualand physical well being of the students.

    d. To improve the competency of teaching Engineering andArchitecture in the Region through utilization of innovative methodsand the development and production of instructional materials.

    B. RESEARCHTo conduct study in industry and energy, culture and heritage,

    utilities and infrastructure, environmental protection and control,housing, and instructional concerns through the use of differentresearch methods for various end users.

    C. EXTENSIONTo conduct extension activities within the service area of the

    college through non formal education, and strengthen linkages withother schools and agencies along areas in industry, disasterpreparedness, heritage conservation, energy utilization, safety inbuildings, environmental protection and control and social sciences.

    D. PRODUCTIONTo increase the financial capability of the college through

    institutionalized income- generating projects.

    E. INFRASTRUCTURE DEVELOPMENT & MAINTENANCEa. To realize the infrastructure development in the University and

    modernize classrooms and other instructional facilities and make it awork of art in engineering and architecture.

    b. To properly maintain the existing facilities and equipment of thecollege.

    c. To enhance the output of the college through the acquisition ofsufficient facilities and equipment.

    F. HUMAN RESOURCES

    To enhance the quality of services through the development ofknowledge, skills, and values of human resources.

    5. Objectives/Outcomes of the Program:

    The objectives of the program is based on BOR Res. # ___ s., 2008 , anenhancement of the program in compliance with CHED CMO No. 09 s. 2008.

    Section 4.1 of the cited CMO states that the objective of the program is to providequality Mechanical Engineering education for global competitiveness.

    A graduate of the Bachelor of Science in Mechanical Engineering must haveattained the following:

    a. An ability to apply knowledge of mathematics, science and engineeringb. An ability to design an conduct experiments, as well as to analyze and

    interpret data

    c. An ability to design a system, component or process to meet desired needswithin realistic constraints

    d. An ability to function on multi-disciplinary teamse. An ability to identify, formulate and solve engineering problemsf. An understanding of professional and ethical responsibilityg. An ability to communicate effectively in both Filipino and English languagesh. An understanding of the impact of engineering solutions in a global and

    societal contexti. An ability to use techniques, skills and modern engineering tools necessary for

    mechanical engineering practice
