    Health care and health care financing markets

    The positive and normative foundation of health carefinancing

    Features of health care financing arrangements:resource collection and risk pooling, benefit package,provider contracting, and quality assurance

    Historical perspective on health care financing

    Options and innovations in health care financing

    Universal health care coverage: concepts and practice

    Out-of-pocket systems, tax-based systems, andinsurance systems

    User fee abolition

    Performance-based financing

    Evaluation of health care financing interventions

    Learning Objectives

    Compare and analyse the basic features of healthcare financing mechanisms in high, middle, and lowincome countries, as well as their comparativestrengths and weaknesses.

    Critically appraise the roles of the public and privatesector in health care financing in different contexts.

    Apply the knowledge acquired to inform thedevelopment of viable health financing mechanisms.

    Learning MethodsThe course uses a combination of interactivelectures, facilitated group work, and self-study toexpose participants to both the theory and practiceof health care financing in high, middle, and lowincome countries.

    The group work comprises both structuredexercises set around specific case studiesproposed by the lecturers and participant-initiatedreflections on the peculiarities of health carefinancing in their country of origin. Group work isalways guided by specific instructions. Theobjective of such an approach is to facilitateknowledge acquisition through continuousexchange among the participants.

    Participants work individually or in groups of 3-4students on selected case studies from low ormiddle income countries.

    Ass essment ProceduresClass attendance (90%) is mandatory. Participantsare expected to contribute actively to classdiscussions and group work.

    There is a 1.5 hour written exam at the end of thecourse, including short essay questions covering allcontent.

    The final grade will be based on:

    30% group work (group mark based on 15 minpresentation)

    70% written exam (short fact and essay

    questions).Target Gr oup / PrerequisitesHealth financing advisors and consultants,health financing practitioners, public healthprofessionals, project planners and managers,social scientists, tropEd students, etc.

    The course is held in English. Fluent English(Reading, Speaking and Writing) is required forthe course.

    At the end of the course, participants will:

    Recognise the positive and normative foundations ofhealth care financing, with specific reference to thediscourse on universal health coverage and equity.

    Identify the tools used in development andassessment of financing mechanisms and evaluatetheir strengths and weaknesses.

    A non-refundable registration fee of 200 isincluded in the course fee. The course fee coverscoursework, printed materials, coffee breaks anda pass for the Heidelberg public transportationsystem, but it does not include accommodation,insurance or other personal living costs duringthe stay.

    Mas ter of S cience in International HealthThe MSc. programme begins with a three month CoreModule that introduces students to the field ofInternational Health.

    Students then enter either the fixed set of advancedmodules at Heidelberg or choose among a wide rangeof courses within the tropEd network. A Masters Thesisand Oral Exam must also be completed for the MSc. inInternational Health degree.
