• To provide its own timetables to the community in
order to ensure passengers have timely and
accurate information and are encouraged to travel
by rail
• To have timetables of the other railways to develop
the international rail traffic and sell tickets of other
railways
• To have timetables to be able to position RUs as
suppliers of IT software solution, journey planner ...
Stakes of MERITS for the participant
EU Railway Conference 8 May 2014
8
• NRT: open ticket: To provide its tariff data to the
railway community with the tools of Passport and
PRIFIS (Almaviva). So, tickets can be sold easily
by other railway undertakings
• IRT ticket reservation: To make available its tariff
data including the terms and conditions in the
railway community with the tool passport, but no
access to the RU inventories
Stakes of PRIFIS for the participant
EU Railway Conference 8 May 2014

The participating railways receive weekly an integrated data set
with data of all participants, which they can use for their
national information and ticketing systems
All Timetable data of the participating railways, including
stations codes
Participating railways have access to an application on the
Internet to receive timetable and price information
The possibility to connect national systems via a computer to
computer interface, in order to get journey itineraries directly
from the systems of individual railways

MERITS concept
EU Railway Conference 8 May 2014
Base of MERITS-PRIFIS: Relevant UIC documents
> UIC Standard 108-1: “Computer Generation and Exchange of Tariff Data
Meant for International or Foreign Sales – Non Reservation Tickets”
> UIC Standard 108-2: “Computer Generation and Exchange of Tariff Data
Meant for International and Foreign Sales – Integrated Reservation Tickets
(IRT)”
> UIC Standard 920-16: Directory of Passenger Code Lists
> UIC Standard 916-1: Implementation guide for EDIFACT messages
covering timetable data exchange
> UIC Standard 920-1: Standard numerical coding for railway undertakings,
infrastructure managers and other companies involved in rail transport
chains
> UIC Standard 920-2: Standard numerical coding of locations
> Each UIC standard is transposed in the European legislation in “TD”:
Technical Document. Ex: B1, B2… Note : IRS “International Railway Standards” replace former “Leaflets”

Timetable data operated in railways IT systems and web sites
> MERITS and PRIFIS data are mandatory to run the IT
systems and apps of the railway undertakings
(bahn.de, voyages-sncf.com, Eurail app…) in order to
have a large coverage of railway undertakings data
> For information
> For reservation

Adaptation of MERITS and PRIFIS for TAP-TSI regulation
20 EU Railway Conference 8 May 2014
Regulation for timetables
> “The railway undertaking makes available its own timetable
data to other railway undertakings and to third parties”
> “The railway undertaking shall ensure that the timetable
data are accurate and up-to-date”
> “The railway undertaking shall make available any changes
to the annual timetable in a series of timetable updates at
least 7 days before those changes take effect”
21 EU Railway Conference 8 May 2014
Requests from Merits-Prifis members
> Some European Railway Undertakings asked UIC to provide
the right tools to be compliant with the regulation,
concerning timetable data and tariffs data
> They have expressed this position to the European
Commission when they have written their TAP-TSI
Masterplan one year ago
22 EU Railway Conference 8 May 2014
So, UIC will adapt MERITS in order that the MERITS members (RUs)
will be compliant to the regulation
> All MERITS member has the same set of data
> Data are up-to-date (each 7 days)
> All MERITS members uses the Data Quality Management
included in MERITS for its own data
> All MERITS member uses the integration organisation for
international trains
23 EU Railway Conference 8 May 2014
MERITS adaptation phases
>First phase functionalities: • Filter the timetable data output by RU and not by
country
• Data supplier’s functionality to manage his data’s
accessibility to authorized user
• Implementation during second semester of 2015
24 EU Railway Conference 8 May 2014
MERITS adaptation phases
>Second phase functionalities: when
the TAP-TSI governance services will
be implemented • Connection to the registry
• Connection to the Retail Reference Data

Regulation for tariffs
> “The railway undertaking makes available its own tariffs to
other railway undertakings and to authorized public bodies
and authorized third parties”
> “The railway undertaking shall ensure that the tariffs are
accurate and up-to-date”
> “Tariff data shall be made available to railway undertakings
to which it grants authorization to sell and third parties to
which it grants authorization to sell and to authorized public
bodies”
27 EU Railway Conference 8 May 2014
PRIFIS IRT adaptation phases
> First phase functionalities: • New authentication interface: Data supplier’s functionality to manage his
data’s (or part of it) accessibility to authorized user
• The 108.2 quality tool enhancement for checking: data deliveries and
generating reports
• In order to guaranty a good user experience, a new interface based on
latest technologies will be implemented
> Second phase functionalities: when the TAP-TSI
governance services will be implemented: • Connection to the registry
• Connection to the RRD
28 EU Railway Conference 8 May 2014
PRIFIS NRT adaptation for TAP-TSI
> Each year, NRT data are transferred in September from
ALMAVIVA’s website, then zipped and downloadable from
Passport tool
> The new authentication interface (Passport) will manage the
access to the NRT data, as a complete data delivery set, so no
need to provide TAP-TSI adaptation
