    THIS is the fourth time the Penang Pakatan RakyatState Government handed out annual allocations tovarious schools in Penang. These allocations are in-cluded in the State Budget and approved by the StateAssembly.

    This allocation is given out annually and not onceevery ve years. The money is channelled to ChineseSchools, Mission Schools, Tamil Schools and AgamaRakyat Islamic Schools. To ensure that every singlecent reaches the schools, the State Government does

    not allow any third party to receive it except the Parents-Teachers Association or in Mission Schools - the SchoolBoard, CM Lim said in his speech during the handingof the allocations to Mission Schools.

    Education is under the jurisdiction of the Ministry

    of Education so the main resource must come from theMinistry. Therefore, this allocation from the Penang

    State Government can be seen as an added bonus, hecontinued.

    CM Lim expressed his hope that the Federal Govern-ment will be encouraged to emulate the Penang StateGovernments proactive steps to hand out more alloca-tions to these schools. The Federal Governments

    budget is 200 times bigger than the State and hence,CM Lim quipped, Schools should seek 200 times

    larger allocation from them.In the previous administration, Penang State had

    never allocated any money for these schools. It iswhen Pakatan Rakyat took over Penang State Adistration that money is given to schools. This histo

    feat is realised because under the Penang CAT adistration or Competent, Accountable and Transpaadministration, the State is able to afford them.

    They came with the fundamental be-lief that ALL had the right to educa-tion, especially the poor regardless ofrace and religion.

    The La Sallian Brothers set thefoundation of holistic education, in-

    corporating intellect, spiritual, physi-

    cal and emotional in 1852 with theestablishment of St. Xaviers Institu-tion in Penang (SXI). According torecords, the La Sallian Brothers took

    over the management of an existingMission School known as St FrancisXaviers Free School run by FrenchCatholic priests.

    SXI and the De La Salle schools

    have produced many excellent indi-viduals in various fields. SeveralMinisters in the Malaysian Govern-ment including Chief Minister LimGuan Eng had been educated in De La

    Salle schools where the motto isTouching Hearts, Changing Lives.

    CM Lim was at the joyous occasionat the SXI in Jalan Farquhar, Penang

    on 31st March, 2012. He was full ofpraise for the La Sallian education heand many others have received. How-ever, in his speech, he also brought up

    the recent issue on Christianisation

    THE allocation from the Penang Pakatan Rakyat State

    Government for Mission Schools is akin to the par-able of the mustard seed - It is like a mustard seed,which a man took and planted in his garden. It grewand became a tree, and the birds perched on itsbranches.

    Adrian Lee, a Board Member of St. Xaviers In-stitution which manages the administration of the twoprimary schools and one secondary school toldBuletin Mutiara that though the amount of moneyallocated by Penang PR Government to the three

    schools is small, it leaves a lasting effect.Our schools have to pay all the utility bills to

    TNB, PBA and Telekom. We are concerned that wemay not have enough in our coffer because we arecharged at commercial rates. We have to nd re-sources to top up, Adrian revealed to Buletin Muti-ara. Mission Schools do not get full nancial aid

    from the Ministry of Education under the FederalGovernment and have to raise funds from parents,old pupils and generous donors to maintain theschools.

    Why cant the Federal Government give us the

    full amount or at least subsidise our payments? Theseschools are producing top students and providing

    good education, Adrian lamented.When asked if the Penang State Governmentsallocation helps, Adrian was full of praise. He said,

    Yes! Our voices are heard. Students themselveswill see how leaders respond to them - say, when weappealed for funds to help the school, our appealswere heard and heeded by the State Government. Thestudents will know who had helped them when they

    get better study environment.Adrian gave an example on how a small project

    like upgrading the canteen has helped students tre-mendously. We are grateful to the Penang StateGovernment for hearing our cries and helping us to

    upgrade the canteen. You should see the faces of the

    parents when they realised that their children haenough space to have their meals. They are vappreciative of the State Government.

    During the presentation of the mock-chequesthe various Mission Schools in Penang, one grate

    parent gave CM Lim a hug. Aznan Bin Mohd No53 a father of three school-going children was tremely pleased that the children at Sekolah RendAssumption in Butterworth have good school factes. They have a playground, a canteen and so

    toilets.

    IN March 2012, Chinese Primary Schools(SRJK(C)) in Penang received a total ofRM 4.4 million from the state govern-ment during a ceremony at Komtar. Theevent, ofciated by Chief Minister Lim

    Guan Eng, was attended by representa-tives from the various schools.

    The meaningful occasion was how-ever to be usurped by an unsavoury and

    ill-suited reaction from MCA and Gera-

    kan, the component parties of the BarisanNasional, to a suggestion by Lim for theschools to shun racist media.

    In his speech, Lim made a suggestionto encourage the Chinese schools to

    subscribe to Bahasa Malaysia newspaperSinar Harian for their students, becausethe media agencys neutral and objectivereporting. The journalism it practised wasunlike that seen in Utusan Malaysia and

    Berita Harian which Lim said had racistand discriminatory elements not suitablefor young school students.

    Lim said: Non-Malay students read-ing Utusan Malaysia will have a dis-torted view of a life without any political,

    civil and economic rights, and that theymust accept their position as second orthird class citizens even though theirancestors have been in Malaysia forhundreds of years.

    For this reason, he said, Sinar Harian

    should be preferred over Utusan Malay-

    sia and Berita Harian, as Sinar Hariandoes not preach hatred, lie or use thelanguage of violence.

    In fact, Utusan Malaysia had even

    labelled attacks against failure to actagainst corruption as an attack on Ma-lays, and said that the May 13 tragedythat caused so much loss of life andbloodshed should be celebrated as a holy

    day.A few days later, Lim expressed shock

    and disappointment at the reaction byMCA and Gerakan towards the matter.

    He said he found it shocking that PenangMCA and Gerakan had taken a strongposition to support a racist paper like

    Utusan Malaysia against Lim.The noble act by Penang State Govern-

    ment to help Chinese schools was notappreciated by MCA and Gerakan. In thepast, the Penang State Government under

    the Gerakan leadership had not handedout any allocations from the State Budg-et for Chinese schools and yet, when thiswas done by Pakatan Rakyat, they missedthe woods for the trees, he said.

    Instead of looking at the benets bgiven to the children in Penang thro

    the allocations, and how the two pacan play their part to chip in, they wspending their energy and time harand condemning Lim in his stance agUtusan.

    VERY few people know that Malaysia

    is one of the countries which signed theCEDAW Treaty in 1995 in Beijing.

    The Convention on the Eliminationof All Forms of Discrimination Against

    Women (CEDAW), adopted in 1979by the UN General Assembly, is oftendescribed as an international Bill ofRights for women.

    By accepting the Convention, States

    commit themselves to undertake a se-ries of measures to end discriminationagainst women in all forms, including:

    toincorporatetheprincipleof

    equality of men and women in their

    legal system, abolish all discriminatorylaws and adopt appropriate ones pro-

    hibiting discrimination against women; toestablishtribunalsandother

    public institutions to ensure the effec-

    tive protection of women against dis-crimination; and

    toensureeliminationofallacts

    of discrimination against women bypersons, organizations or enterprises.

    Countriesthathaveratiedorac-ceded to the Convention are legallybound to put its provisions into prac-tice. They are also committed to submitnational reports, at least every fouryears, on measures they have taken to

    comply with their Treaty obligations.Unfortunately, in Malaysia, women

    groups claim that although the Govern-

    ment had signed the Treaty, there is alack of implementation. Dr. Cecila Ngof the Penang Womens Development

    The GRB Project in Penang isfunded by the State Government, MPPPand MPSP. It is coordinated within the

    work of PWDC. Decisions are jointlydiscussed between these parties and thecommunites. Budget allocations whichare sensitive to many different needsof different groups are then imple-mented.

    MPPP reported that through moreawareness in gendersensi t ivi t ies andmainstreaming, theyhave improved the

    THE Perbadanan Bekalan Air Pulau Pinang(PBA) commemorated World Water Day 2012

    at the Youth Park recently. It was to remindourselves that earth is a water planet and that

    water is an essential resource for life that weneed to conserve.

    Chief Minister Lim Guan Eng who was atthe World Water Day revealed that the water

    conservation surchage imposed by PBA a yearago has shown some results as domestic waterconsumption has reduced. He said it is signi-cant because this is the rst reduction in per

    capita domestic consumption since 2004.

    At an average of RM0.31 per 1,000 litresfor the rst 35,000 litres per month, Penangs

    domestic water tariffs are still the lowest inMalaysia, Ir Jaseni Maidinsa, General Man-ager of PBA said.

    Unfortunately, when water is cheap, peopletend to waste. CM Lim reminded the people,

    domestic consumption was 291 l/c/d in 2010 ascompared to the national average of 203 l/c/d.This is why PBA introduced a Water Conserva-tion Surcharge, or WCS, of RM0.24 per 1,000litres for consumption above 35,000 litres per

    month to curb domestic water wastage in No-vember 2010.

    He also warned, Penang may have no choicebut to increase the WCS to be higher so that thepeople will learn to value water and save water,

    like they save electricity and fuel. Remember,

    the national average was only 203 l/c/d in2010.

    ter, we have reproduced the 18 tips on how tosave water by PBA. When we start saving

    water, we immediately save money and alsohelp delay or postpone multi-million or multi-billion ringgit water projects that will ulti-mately cause higher water tariffs in Penang.

    At the same time, we also help the environ-

    ment because using less water will preventforests and trees from being uprooted to makeway for unnecessary water infrastructure pro-jects, help to reduce the amount of energy andfuel needed to treat and pump water to homesand discharge less waste-water that may pollute

    the environment, especially our seas.

    CHIEF Minister Lim Guan Eng led a delegationwhich included Danny Law Heng Kiang Exco Mem-ber for Tourism Development and Culture, Ms LooLee Lian General Manager of investPenang and

    other Executives to Melbourne, Australia from 23rdMarch till 25th March 2012. He was there to ofci-ate Fiesta Malaysia and Penang Festival. FiestaMalaysia is an annual event organized by the Malay-sian Students Council of Australia, Victoria (MASCA

    Victoria) to promote Malaysias multiculturalism and

    diversity. With the support of Penang Tourism, thisyears Fiesta Malaysia included the inaugural PenangFestival featuring 3 experienced Penang hawkers, 6authentic hawker-dishes and cultural dancers from

    PENANG is the destination of choice for Hong Kongresidents who want a quick getaway from their bus-tling city. Heritage charms, world famous streetfoods, warm, friendly Penangites who can commu-

    nicate in English, Cantonese and Mandarin and ourunique cultures and traditions have drawn hundredsof thousands of Hong Kong tourists.

    Tourist arrivals from Hong Kong to Penang haveshown a 155% increase between 2009 and 2011. This

    is a testament of lure of the lovely Pearl of the Ori-ent. In 2011, 144,008 passenger-arrivals from HongKong was registered which is an increase of 57%compared to 2010.

    On 10th April 2012, Chief Minister Lim Guan Eng

    was at the Penang International Airport to welcomethe tourists at the momentous ceremony marking theincrease of Cathay Pacic weekly ights from seven

    to ten. CM Lim in his speech expressed his hope thatsoon Cathay Pacic may need to increase the number

    of ights to twice a day, making it 14 ights in a week.

    In his welcoming speech, CM said, Hong Kongresidents are known to work an 18-hour a day routine.Perhaps a break from this routine during the weekendis badly needed. What is better than to have that

    quiet weekend away from all the hustle and bustle bybeing tourists in the lovely Pearl of the Orient. I amsure Cathay Pacics extra ights will add more

    smiles to many of these hardworking individuals as

    well as the offerings that George Town has to offerto them.

    THE nal draft of the much awaited Penang TransportMasterplan (PTM) has been unveiled and put on dis-play for public feedback. The eventual execution of

    the plan is expected to greatly alleviate trafc conges-

    tion in the state, while catering for the projected expan-

    sion of population and vehicles in the future.The RM3.2 million PTM was introduced on April

    9, during the Penang State Government Consultative

    Forum chaired by Chow Kon Yeow, who is the StateExecutive Councillor for Local Government andTrafc Planning. The forum was attended by stateassemblymen, federal and state government depart-ments and agencies, as well as non-governmental

    organisations (NGOs).

    The PTM includes two options for the state toadopt. The rst involves a core strategy and a high-

    way-only version. The RM2.5 billion core strategywould provide better road safety, shorter trafc signal

    cycles, dened road hierarchy, better enforcement,upgraded bus stops, interchanges and terminals, whileeasing hot-spot congestion zones and have morebuses.

    The RM12.5 billion highway option is a fall-back

    position of seven highways, including the state gov-

    ernments four proposed infrastructure projects, inthe event federal cooperation and assistance is notforthcoming. It would also allow trams and ferries tobe developed at a later stage, but this would cause

    the cost to rise to about RM19.5 billion.The second approach costing RM13 billion is a

    balanced public transport option assuming there is

    full cooperation and assistance from the federal gov-

    ernment. It would be a combination of the core strat-egy coupled with improving public transport system

    and constructing roads.The study and report were prepared by AJC Planning

    Consultants Sdn Bhd, which is a partnership betweenUK infrastructure development consultancy Halcrow,water transport expert Singapore Cruise Centre (SCC)

    and land planning rm AJC Planning Sdn Bhd.Halcrow director Dave Turner was on hand to

    explain the two approaches.A few days later, Chief

    Minister Lim Guan Eng also

    assured that the state govern-

    ment agreed that public trans-

    port is the most coherent and

    effective method to reducetrafc congestion - in line with

    the principle of moving peo-

    ple, not vehicles.Lim reiterated that the state

    government has no controlover public transport which is

    a Federal jurisdiction. Sopowerless is the state govern-

    ment that we have no powersto impose meters on taxis oreven ask buses to provide for

    free bus services paid by thestate, he said during a private

    screening of the habitat documentary lm Urban-

    ised on April 19 at the Golden Screen Cinema inGurney Plaza.

    He said the PTMs consultants realised the limits

    of the state governments powers in making the twoproposals. He noted that the consultants 7 proposedhighways are more than the 4 proposed by the stategovernment.

    The masterplan has been put on display atPenang Island Municipal Council (MPPP) andberang Perai Muncipal Council (MPSP) ofcewell as in Komtar. There will also be road shows

    at shopping malls and other public spaces to gafeedback towards the proposals and options inmasterplan.

    paint. Chief Minister Lim Guan Eng con-gratulated Penang Development Corporation(PDC) for shouldering the responsibility to

    repaint the ats.

    On 7th April 2012, PDC handed over thecompleted work to Management Corporation

    (MC) of Pangsapuri Mahsuri. PDC had foru-

    mulated the sharing of costs between PDCand MC - 80% by PDC and 20% by MC. Thecost of repainting was RM268,444 of which

    MCs share was RM67,111.

    A RM40 million project by Penang DevelopmentCorporation (PDC) will be ready in June 2012.The Penang Small and Medium (SME) Industry

    Centre located in Bayan Lepas Industrial ParkPhase 4 is subdivided into lots ranging from 6,000sq.f t. to 13,000 sq.ft.. Rental rate ranges fromRM1.50 to RM1.80 p.s.f which is below the mar-ket rate for the first year. Tenancy period is 5 years

    and this is subject to renewal. SMEs are encour-aged to move on to SMI Villages which are cur-rently being developed by PDC at Bukit MinyakIndustrial Park and Batu Kawan Industrial Park.

    Chief Minister Lim Guan Eng made a site visit

    on 3rd April 2012 to view the progress of the

    construction which is about 83% completed.The State of Penang has been cited by Malay-sia SME as the only State in Malaysia to emphasiseSME development. While FDIs (foreign direct

    investments) are important to Penang and havebeen instrumental in promoting industrial develop-ment in the State, SMEs are equally important asthey provide the much sought after ancillary andsupport services to the FDIs or MNCs, CM Lim

    told a press conference at site.The State has a 3-prong approach to SME de-

    The State Government has realized that Penangshould not be over-dependent on foreign directinvestments (FDIs) which are very susceptible to

    the vicissitudes of the global economy. Bearing thisin mind, the State Government is aggressively pro-

    moting and developing the growth of SMEs inPenang as a means to stabilize the economy throughimport substitution of the once imported parts and

    components.Therefore the SME Centre will be vital in nurtur-

    I fully agree with what AnthonyLoke, the DAP member of Negeri

    Sembilan said during the live

    streaming of the launch of DAPofcial theme song Ubah. Hesaid an election is not just aboutpolitical parties or politicians. Ifully agree with him. An election

    is for everyone because what thepoliticians do, affects our lives,livelihood and our childrens futuretoo. And even if we think we areself-sufcient and do not need the

    politicians help, we have to re-member that we are the voices forthe weak, poor and helpless. Wehave to make our choice because itis our right.

    The election is on everyones

    mind now. Politicians are morehardworking and visible. There aremore visits from the top leaders inthe Federal Government to our lit-

    tle island to offer all kinds of good-ies. We welcome them, just as wewelcome people bringing gifts. Weaccept their gifts but will notchange our minds when we vote.

    Before we guess the date of thenext election, a date worth notingis April 28, 2012. Mention 428 andmost people will know it is Bersih3.0. Friends have asked and en-

    quiries from strangers have comein. They want to know if a gather-ing is going to take place in Penang.

    I just found out that Aliran isorganising a Duduk Bantah soli-

    darity sit-in at Penang SpeakersSquare on April 28, 2012. It is from2 pm to 4 pm. The information isavailable on Facebook. But, I told my friends, I am notsure if I am attending.

    The last Anti-Lynas gathering is still fresh in mymind. I was there in thesea of sweaty bodies,inches away from therowdy gangs and torn

    between protecting my-self and turning myselfinto a human shield be-tween the public and the

    hooligans. At othertimes, I kept an eagles

    eye on the gangstersyelling profanities atCM Lim to ensure noone lurched forward andpushed all of us on the

    stage down the cement-ed oor.

    We reporters with ourDSLR cameras some-how felt protected and immune and believed we will
