Patuloy ang Pasay City Bureau of Fire Protection (BFP) sa maigting na pagsasagawa ng mga “fire safety seminars and drills” at “fire drills” upang matiyak ang kaligtasan ng bawat Pasayeno. Kaugnay nito, inulat ng BFP na may 497 establisimyento na ang nainspeksiyon simula Marso ng nakaraang taon hanggang Marso 2013.

Samantala, nagbabala si Pasay City Fire Marshall Chief Inspector Douglas Guiyab sa publiko laban sa paggamit ng maling fire extinguisher. Binigyang-diin niya na ang iba’t ibang klase ng sunog ay nangangailangan ng iba’t ibang uri ng “fire extinguishers”. Aniya, ang paggamit ng maling “extinguishers” ay makapagdudulot ng higit na pin-sala kung ikukumpara sa idinudulot ng isang pangkaraniwang sunog.

Kaugnay pa rin, ani Guiyab na mahalagang gumamit ng tamang

uri ng “fire extinguishers” dahil iba-iba ang sanhi ng mga sunog.

Mayroong tatlong uri ng fire extinguishers na nahahati sa tatlong kulay; ang pulang extinguisher na may foam at dry chemicals ay para sa lahat ng uri ng sunog na maaaring magsimula sa kuryente, kahoy at mga damit; ang asul na extinguisher ay para sa chemicals, gasolina at “thinners” at ang berdeng extinguisher o ang “gas-type” na extinguisher ay para sa elektrisidad.

Pasay BFP, Pinaigting ang Kahandaan Laban sa Sunog

Ipinagkaloob ng Department of Health (DOH) sa Pasay City Government ang “Garantisadong Pambata (GP) Award 2012” para sa National Capital Region (NCR) matapos manguna sa 16 na LGUs na nasa Kalakhang Maynila.

Inihayag ni Pasay City Mayor Antonino “Tony” Calixto ang kanyang kagalakan at sinabing “ako ay maligaya lalo na’t ang ating mga pagsisikap na

makapagkaloob sa mga Pasayeños ng kinakailangang serbisyong pangkalusugan ay nabigyang-pansin ng National Government.”

Sa pagkakaloob ng DOH sa Lungsod ng Pasay ng nasabing award, ang 16 na lungsod sa 16 na rehiyon na nagkamit din ng nasabing award ay sumailalim din sa katulad na proseso.

Ayon kay Pasay City Health Officer Dr. Cesar Encinares, “prioridad

ng Pasay na tiyakin na ang mga serbisyong medikal ay madaling makukuha ng mga Pasayeno, bata man o matanda.”

Ang GP Program ay isang “institutionalized health campaign” para sa mga kabataan mula pagkapanganak hanggang 14 na taong gulang. Sa ilalim nito, nagkakaloob ng “basic child health” and “nutrition services” tulad ng “Vitamin A supplementation”, “deworming” at pagbibigay-pansin sa malusog na katawan para sa mga edad na nabanggit.

Sa taong 2011 hanggang 2012, may 12, 328 na mga sanggol mula sa Pasay City ang nabigyan ng “full immunization”. Sa tatlong “quarters” ng nakaraang taon, 90% ng “preschool-age” na mga bata ang napagkalooban ng Vitamin A supplementation.

Pasay City is winning the war to protect the environment for the future when Mrs. Edna Calixto recently led the people in a fight against the hateful environmental “monsters”.

“Seryoso tayo sa Pasay na labanan ang mga halimaw na sumisira sa ating kapaligiran. We are in the pursuit of a ‘true way of life’ that will benefit this generation and the generations after this,” Pasay City Mayor Tony Calixto Tony stressed.

The “Monster” represents Pasay’s dread and despair against the garbage problem that is besseting Metro Manila and other urban centers. The Pasay Solid Waste Management Office (SWMO) made the “monsters” that represent the various elements of environmental problems such as carbon monoxide, sun flares,

cleanliness. Meanwhile, some 42 Home Owners Association of 50 household each use water-based dengue spray in the Dengue Buster Drive.

The “Electric–Friendly Pasay” involves 150 households in a competition with the highest decline in kilowatt consumption during the program duration. The participants will regularly submit their electric bills to the SWMO. The winner will be announced on December 2, 2013, the City’s 150th anniversary.

The “Environmental Walk-Your-Talk” updated almost 200 business establishments of the Mall of Asia about ways on how to reverse the effects of climate change such as planting, energy conservation and recycling.

Pasay 2nd in Tax Collection EfficiencyPasay City gets thumbs up from the Department

of Finance–Bureau of Local Government Finance (DOF-BLGF) for its measures being implemented to efficiently and effectively collect local taxes. It was ranked No. 2 among all cities nationwide in local tax collection efficiency next to Makati City, the country’s financial center.

Pasay City Mayor Antonino “Tony” Calixto expressed elation over the City’s ranking 2nd nationwide based on the ratio of locally generated income versus total operating income. He expressed confidence that the good news will encourage more of the City’s taxpayers to pay their taxes religiously.

For the last two years, the City has been implementing a unique tax incentive program wherein early bird taxpayers get to win various cash prizes from the City Government.

“This recognition from the DOF goes to show how effective and efficient the City Government is in generating its own income. This also means that Pasay is not dependent on IRA or on the national government and we can effectively serve our people using our own resources,” he said.

The BLGF’s comparative ranking report on the Statement of Receipts and Expenditures (SRE) showed that Pasay City jumped from 3rd in 2010 to 2nd in 2011. For that year, 76.3% of its total operating income were sourced from local sources or P2,547,111,773 of the P 3,336, 355,182 billion of total operating income.

Taxes, such as local government taxes, business registration, real property taxes, and others, remain to be the cities’ primary source of revenue while total operating income covers local sources and all other external sources, such as internal revenue allotment, grants, donations, inter-local transfers and other shares from national tax collection.

Meanwhile, Manuel Leycano Jr, City Treasurer said “We are just happy to note that our programs of collection are really gaining ground. In 2010 we are number three and in 2011 we are second, next only to Makati.”

The country’s one and only “Travel City” is getting an avalanche of accolades from different national agencies and institutions. And it didn’t happen by chance. It was the fruit of hard labor. Of cooperation. Of working in unison by the different sectors.

Recently the Department of Finance–Bureau of Local Government Finance (DOF-BLGF) reported that Pasay is 2nd nationwide in local revenue collection efficiency. The recognition from the DOF goes to show how effective and efficient the City Government is in generating its own income. Pasay is not dependent on the Internal Revenue Allotment or on the national government. It can effectively serve the people using its own resources.

The Department of Health named Pasay City as the Champion of the Garantisadong Pambata (GP) Award 2012 --- beating all other LGUs in the National Capital Region. This shows that concerted efforts to provide Pasayenos with relevant and responsive health services has been recognized and appreciated by the National Government.

NEWSBRIEFS Calixto Orders Early Preparation

for EDSA-Taft Flyover Construction Pasay City Mayor Antonino “Tony” Calixto urged

the DPWH and MMDA to work closely with the Pasay City Government to find ways to resolve the expected traffic gridlock once construction of the Epifanio Delos Santos Avenue (EDSA)-Taft flyover begins.

Calixto said that while the project may cause traffic in the short term, it will ultimately resolve traffic gridlock in the area and will likewise improve business climate for investors in the country’s one and only “Travel City.”

The split flyover will traverse EDSA street-level between Osmeña Highway and Roxas Boulevard. The northbound section will measure 1.422 kilometers starting in front of the Heritage Hotel and ends near the Malibay Bridge.

The southbound section will measure less than one kilometer, starting near the Malibay Bridge and terminates in front of the Heritage Hotel. The southbound section will utilize the existing Tramo flyover as its on-ramp.

Pasay builds 48 new classrooms for school opening

Pasay City Mayor Antonino “Tony” Calixto announced recently that at least 48 new classrooms have been built in the city’s various public elementary and secondary schools in time for the opening of classes last June.

“Education is one of our top priorities. We have been addressing the need for new classrooms that comes with a rising student population. We cannot simply rely on the National Government thus we have taken the initiative to address the problem of classroom shortage,” he said.

The schools which have new classrooms ready for occupancy last June 3 include the Don Carlos Village Elementary School with (20 classrooms); the P. Burgos Elementary School (8); the Epifanio de los Santos Elementary School (8) and the Pasay City North High School Phase 3 (12) classrooms.

Additional classrooms will be completed within the school year at the Pasay City East High School, the Juan Sumulong Elementary School and the new Corazon Aquino High School at the Maricaban area.

Property Identification Maps Generated in 24-hrs

What used to take almost a month to scale, produce and be issued, Property Identification Maps (PIM) for property owners from the City of Pasay can now be acquired in 24 hours or less.

Pasay City Mayor Antonino “Tony” Calixto said that “this is one part of our mission to fast track even more the development that we have started three years ago. Our system allows for efficiency but makes no room for corruption.”

Though not a requirement for paying Real Property Taxes, PIM are used for tax mapping, city zoning and for property boundary identification.

Pasay City Assessor Eng’r Fernando Fandino stated that “the Computerization Program of Mayor Calixto allowed us to be the first in the country to develop a program that accurately draws and prints Property Identification Maps that correspond directly to the land divisions and boundaries of Pasay”.

Ordinance No. 5162, Series of 2012 authorized the collection of P1,000.00 for the issuance of the Property Identification Maps by the City Assessor’s Office.

BJMP Takes On Inmates’ Welfare Projects

The Bureau of Jail Management and Penology (BJMP) took on projects that aim to uplift the welfare of Inmates in Pasay City.

This include the National Launching of the 2nd National Literary Writing and Arts Competition last June 3 where the announcement of winners will be on June 30th.

Part of the welfare upliftment projects are the National Legal Consultation Day in different jails nationwide conducted last June 6, 2013 as well as the Nationwide Read-a-Book Activity in various communities and schools nationwide.

These activities coincide with the BJMP’s 2013 Community Relations Month with the theme “Mahusay at Maagap na Serbisyo, Gabay sa Matuwid na Pagbabago”

Pasay City was also given an 88.75 % rating in the Anti-Red Tape Compliant Award 2012 of the Department of Interior and Local Government. This clearly stresses that the transparency and reforms that the City have been pushing is gaining grounds.

Pasay’s Local Chief Executive himself received the General Miguel Malvar Achievement Awards for Public Service and Nationalism as the “Most Outstanding and Naturalist Local Government Official of the Philippines” from the Citizens Crime Watch.

But it doesn’t stop there. In fact, this is only the beginning of the

New Pasay, the one and only Travel City. It stands to good reason to honor the

men and women who made the 150 years of history of the City meaningful. It is imperative upon us to give courtesy and respect to their contributions that shaped the Powerhouse City to what Pasay is now.

We are tasked to maximize our potential to fulfill Pasay’s destiny of a dominant future ahead.

Computers for Day Care

CentersIn her desire to give children the chance to learn about

the benefits of the computer age, Pasay City Representative Emi Calixto-Rubiano has allocated funds from her Priority Development Assistance Fund for the purchase of computers for day care centers in the city.

The project “Early Computer Education For Day Care Learners Program” aims to give children from age 3 to 6 years old the opportunity to learn the value of information technology and the competitive edge it gives children to become globally competitive in the future. The computers are equipped with an exclusive program that is both educational and enjoyable for children. The most important aspect of the said project is that it is available to children of those who have less in life. Day care centers cater mostly to children of indigent families whose parents wish is to have their children receive the basics of education in an environment of fun and play. The following are the day care centers that have been installed with this computer:
