remaining mark shall be rounded on port. 9 THE START

9.1 The starting line will be between a staff displaying an orange flag on race committee boat at the starboard end and a staff displaying an orange flag on a race committee boat or the course side of the port-end starting mark.

9.2 Boats waiting for their start: Boats whose warning signal has not been made shall avoid the starting area during the starting sequence of other races. [DP]

9.3 A boat that does not start within 4 minutes after her starting signal will be scored DNS without hearing. This changes RRS A4 and A5.

9.4 A race committee boat will announce if possible the numbers or names of boats OCS or BFD, not before 1 minute after the starting signal (except for Diam 24OD) on VHF channel of the race. Failure to make a broadcast or to receive it will not be ground for a request for redress (this changes RRS 62.1(a)).

9.5 DIAM 24 OD THE START 9.5.1 Races will be started as detailed in the table below (this changes RRS 26).

Course Warning Preparatory Minute

Raid 5 mn before the start 4 mn before the start 1 mn before the start

Inshore course 3 mn before the start 2 mn before the start 1 mn before the start

9.5.2 A mark may be laid near the axis of the line at a distance superior to a boat width from the committee boat. This mark ranks as a starting mark and shall be left on same side as the race committee boat, it is forbidden to sail between this mark and the race committee boat. A boat sailing between this mark and the committee boat shall make a penalty by rounding the race committee boat before starting. If she does not so, she will be disqualified by the umpires.

Numbers and/or names of such boats will be broadcasted on VHF Channel of the race after their starting signal. These boats shall leave the racing area as soon as possible. Umpires may pass on the VHF call of the committee by pointing a black flag, with a sound signal, to the boat identified until the boat leaves the racing area. 4 Closing of starting line

For inshore course: a boat that does not start within 2 minutes after her starting signal will be scored DNS. This changes RRS A4 and A5.

For raids: a boat that does not start within 6 minutes after her starting signal will be scored DNS. This changes RRS A4 and A5.

10 CHANGE OF THE NEXT LEG OF THE COURSE 10.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line)

and remove the original mark as soon as practicable. 10.2 For areas A “EUREST”, D and E “LE TELEGRAMME”: When a change of course is signalled at gate 3,

only mark 1 will be re-laid (mark 2 will be deleted). When a change of course is signalled at mark 2, gate 3 will be deleted and replaced by only one mark to be left on port.

10.3 When in a subsequent change, a new mark is replaced, it will be replaced by an original mark. 10.4 Except at a gate, boats shall pass between the race committee boat signalling the change of the next

leg and the nearby mark, leaving the mark to port. This changes RRS 28. 11 THE FINISH

APPENDIX 1 - RULES MODIFIED FOR DIAM 24 OD

A1.1 Further to the decision of Executive board dated 26 March 2018 and in accordance with FFVoile

prescription to RRS 86.3, this competition will be governed by the Rules of sailing as modified below (rules inspired from High Speed Test Rules of World Sailing).

A1.2 When a boat bound by these Test Rules meets a boat that is not, she shall respect the Racing Rules of

Sailing. A1.3 Changes to the rules

HS.1 The definition of Finish is replaced by:

Finish A boat finishes when any part of her hulls cross the finishing line from the course side after completing any penalties. However, she has not finished if after crossing the finishing line she

(a) receives a penalty from an umpire, (b) takes a penalty under rule 44, (c) corrects an error under rule 28.2 made at the line, or (d) continues to sail the course.

HS.2 The definition of Mark Room is replaced by:

Mark-Room Room for a boat to sail her proper course to round or pass the mark on the required side.

HS.3 Add a new definition – OCS

OCS A boat is OCS when at her starting signal any part of her hulls are on the course side of the starting line.

HS.4 The definition of Obstruction is replaced by:

Obstruction An object that a boat could not pass without changing course substantially, if she were sailing directly towards it and one of her hull lengths from it. An object that can be safely passed on only one side and an area so designated by the sailing instructions are also obstructions. However, a boat racing is not an obstruction to other boats unless they are required to

(a) keep clear of her and they are not approaching the starting line to start when the first leg is a reaching leg, or (b) avoid her under rule 23.

HS.5 The definition of Start is replaced by: Start A boat starts when:

(a) any part of her hulls cross the starting line in the direction of the first mark and she is not identified as OCS, or (b) having crossed the starting line in the direction of the first mark and been identified as OCS, she completes a penalty for OCS.

HS.6 The definition of Zone is replaced by:

Zone The area around marks or obstructions within a distance of three hull lengths. A boat is in the zone when any part of her hulls are in the zone.

HS.7 Add a new rule 8 :

8 LAST POINT OF CERTAINTY The umpires will assume that the state of the boat, or her relationship to the other boat, has not changed, until they are certain that it has changed.

HS.8 Rule 13 WHILE TACKING is deleted.

11 / 32

CFMH – GPEN 2018 – Sailing Instructions – www.gpen.fr

HS.9 Delete rule 14 and replace it by:

14 AVOIDING CONTACT

A boat shall avoid contact with another boat if reasonably possible. However, a right-of-way boat or one entitled to room or mark-room need not act to avoid contact until it is clear that the other boat is not keeping clear or giving room or mark-room.

HS.10 Rule 16 CHANGING COURSE is changed as follows: delete rule 16.2

HS.11 Rule 17 ON THE SAME TACK, PROPER COURSE is deleted

HS.12 Delete rule 18 and replace it by:

18 MARK-ROOM 18.1 When Rule 18 Applies

Rule 18 applies between boats when they are required to leave a mark on the same side and at least one of them is in the zone. However, it does not apply between a boat approaching a mark and one leaving it.

18.2 Giving Mark-Room (a) When the first boat reaches the zone,

(1) if boats are overlapped the outside boat at that moment shall thereafter give the inside boat mark-room

(2) if boats are not overlapped, the boat that has not reached the zone shall thereafter give mark-room.

(b) If the boat entitled to mark-room leaves the zone, the entitlement to mark-room ceases and rule 18.2(a) is applied again based on the relationship of the boats considered at the time rule 18.2(a) re-applied.

(c) If a boat obtained an inside overlap and, from the time the overlap began, the outside boat has been unable to give mark-room, she is not required to give it.

18.3 Tacking or Gybing (a) If mark-room for a boat includes a change of tack, such tack or gybe shall be done

no faster than a tack or gybe to sail her proper-course. (b) When an inside overlapped right-of-way boat must change tack at a mark to sail her

proper course, until she changes tack she shall sail no farther from the mark than needed to sail that course. Rule 18.3(b) does not apply at a gate mark or a finishing mark and a boat shall not be penalized for breaking this rule unless the course of another boat was affected by the breach of this rule.

HS.13 Delete rule 19 and replace it by:

19 ROOM TO PASS AN OBSTRUCTION 19.1 When Rule 19 Applies

Rule 19 applies between boats when at least one of them is in the zone of an obstruction, except when it is also a mark the boats are required to leave on the same side.

19.2 Giving Room at an Obstruction (a) When rule 19 first applies, the right-of-way boat at that time may choose to pass an

obstruction on either side. (b) When boats are overlapped, the outside boat shall give the inside boat room between

her and the obstruction, unless (1) she has been unable to do so from the time the overlap began (2) she has been unable to do so because she is giving or taking mark-room under

rule 18.2(a), or (3) she is unable to do so because she is taking room under rule 20.2. However, room in rule 19.2 does not include room to tack unless it is the only option to pass the obstruction.

HS.14 Delete rule 21 and replace it by:

21 EXONERATION

When a boat is sailing within the room or mark-room to which she is entitled and she is complying with rule 18.3(a) (if applicable), she shall be exonerated if, in an incident with a boat required to give her that room or mark-room,

(a) she breaks a rule of Section A, rule 15 or rule 16, or (b) she is compelled to break rule 31.

HS.15 Delete rule 22 and replace it by:

22 STARTING ERRORS ; TAKING PENALTIES ; BACKING A SAIL

22.1 A boat sailing towards the pre-start side of the starting line or one of its extensions after her starting signal to start or if OCS shall keep clear of a boat not doing so until she is completely on the pre-start side or is no longer sailing towards the pre-start side.

22.2 Deleted 22.3 Deleted

HS.16 Change rule 24.1 and replace it by:

24.1 If reasonably possible, a boat not racing shall not interfere with a boat that is racing or an umpire boat.

24.2 If reasonably possible, a boat shall not interfere with a boat that is sailing on another leg or subject to rule 22.1. However, after the starting signal this rule does not apply when the boat is sailing her proper course.

24.3 In a match race, when boats in different matches meet, any course sailed by either boat shall be consistent with complying with a rule and trying to win her own match.

24.4 After she has started and except when sailing her proper course, a boat shall not interfere with a boat taking a penalty.

A1.4 When rule 20 applies, the following arm signals by the helmsman are required in addition to the hails:

(a) for « room to tack », repeatedly and clearly pointing to windward ; and (b) for « you tack », repeatedly and clearly pointing at the other boat and waving the arm to windward.

A1.5 Delete rule 41 and replace it by:

41 OUTSIDE HELP A boat shall not receive help from any outside source, except (a) help for a crew member who is ill, injured, in danger or to recover them from the water and

return on board, provided the return on board is at the approximate location of the recovery; (b) after a collision, help from the crew of the other vessel to get clear; (c) help in the form of information freely available to all boats; (d) unsolicited information from a disinterested source, which may be another boat in the same

race. However, a boat that gains a significant advantage in the race from help received under rule 41(a) may be protested and penalized; any penalty may be less than disqualification. [DP]

A1.6 Delete rule 44 and replace it by:

44. PENALTIES 44.1 Penalties by umpires:

After a boat hails protest and displays flag Y or red flag, an umpire will signal a decision as follows: (1) A green and white flag with one long sound signal means “No penalty” (2) A red flag with one long sound means “A penalty is imposed or remains outstanding. The

identified boat shall take a penalty by complying with rule 44.2” (3) A black flag and one long sound means “The identified boat is disqualified, and the boat

shall promptly leave the course area”. An umpire may penalize a boat without any protest from another boat, if the boat: a) breaks rule 31 or 44 and does not take a penalty b) gains an advantage after allowing a penalty c) deliberately broke a rule d) commits a breach of sportsmanship

13 / 32

CFMH – GPEN 2018 – Sailing Instructions – www.gpen.fr

e) doesn’t take a penalty when instructed to do so by an umpire The umpire may impose one penalty or more to be taken under rule 44 or may disqualify her. If no penalty is taken, the boat designated will be disqualified without hearing (this changes RRS 63.1)

44.2 Taking a penalty A boat may take a penalty when she may have broken one rule or more of part 2 in an incident

when racing, or rule 28 or 31. However, when a boat may have broken a rule of part 2 and rule 31 in the same incident, she need not take the penalty for breaking rule 31.

As soon as possible after the incident, a boat takes a penalty completing one of the following: a) two consecutive gybes with the gennaker completely furled during the whole penalty b) two consecutive tacks.

A1.7 A boat shall not round or pass a mark on the wrong side. If she does so, she may correct her mistake in accordance with RRS 28.2 only if she does so before rounding or passing the following mark or before finishing. If not, an umpire may disqualify this boat in accordance with RRS 44.1(3).

A1.8 A boat may protest another boat for an alleged breach of a rule of part 2 or rules 31 and 44. A1.9 No proceeding of any kind may be taken in relation to any action or non-action by an umpire. A1.10 Umpires boats may station anywhere in the racing area. A1.11 Standard protest proceeding from a boat, a race committee or jury remains, for incidents not decided by

umpires. A1.12 A protest from the jury under RRS 60.3(a)(1) may be lodged against a boat involved in an incident decided

by umpires, if the jury believes that this incident may have caused an injury or serious damage. A1.13 RRS 64.1(a) is changed so that umpires may exonerate a boat without hearing. A1.14 The following actions by skippers and/or crew members when racing may be considered as a breach of

sportsmanship under A2.2(d) and may result in an umpire initiated penalty: - Excessive attempts to verbally coerce, coach or influence umpires decisions. - Repetitive or on-going objection to an umpire decision (verbal or otherwise). - Abuse of umpires before or after a decision (See also MR Call M4). [DP] Breaches of this SI may also be referred to the jury. Any penalty will be at the discretion of the jury and may include exclusion from further participation in the event. Breaches of this SI may be referred to the jury by the Organizing Authority for action under RRS 69.

Appendix 1 - Race Format Fleet racing Diam 24 OD

A RAID

All boats sail together in one fleet. B INSHORE COURSES 1 or 2 1 SUPPLEMENTARY IDENTIFICATION [DP]

During the race, each boat shall display in the starboard shroud a pennant corresponding with the fleet to which she has been allocated. During qualification stage, boats will be divided in orange and blue fleets, of a size and level as equal as possible. Initial allocations will be decided by a committee designated by the race director, using the rankings of Guyader Grand Prix, Atlantic Grand Prix, then Spi Ouest France. These allocations will be distributed during the daily briefing and posted on the official notice board.

2 QUALIFICATION STAGE a) During qualification stage, boats will be allocated in fleets after each day of racing, except on the first day

if only one race has been completed for all fleets. If all fleets have sailed the same number of races completed, boats will be allocated again according to their ranking in the overall ranking. If all fleets did not sail the same number of races completed, boats will be allocated on the ranking of the same number of races completed by all fleets and numbered in their sequential order. For 2 fleets, and same for any other number, allocations will be made as follows

For 2 fleets

Overall ranking Fleets

1st Orange

2nd Blue

3rd Blue

4th Orange

5th Orange

6th Blue

7th Blue

8th Orange

9th Orange

10th Blue

Etc.… Blue

If two boats have the same rank, they will be placed in left column in the order of fleets defined above.

(b) Allocations will be based on the ranking available at 21H00 each day, independently from protests or requests of redress not decided yet.

(c) If all fleets have not sailed the same number of races completed at the end of a day of racing, fleets with less races will continue sailing on the following day, until all fleets have sailed the same number of races completed. All boats will then race in the new fleets.

3 FINAL STAGE, Saturday 12th May 2018 (a) Boats will be allocated to the final fleets – Gold or Silver - based on their ranks in the overall ranking (all

races completed, qualification stage, speed crossing, raids). The number of fleets of the final will be the same as for the qualifications. Fleets of the final stage will be, as far as possible, of same size, the silver fleet not being larger than gold fleet. Boats best ranked in the qualification stage will sail all final races in the gold fleet, and the boats ranked after in the qualification stage will sail in silver fleet.

(b) After boats allocations in final fleets, no score recalculation will affect allocations, except a redress decision which may promote a boat in the upper fleet. Only a boat having been granted redress may change group and only before final races start.

15 / 32

CFMH – GPEN 2018 – Sailing Instructions – www.gpen.fr

4 CLASS FLAGS Class flag identification for each fleet will be blue pennant for Silver fleet and orange pennant for Gold fleet.

5 PROTESTS AND REQUEST FOR REDRESS

On the last day of qualification stage or last scheduled day of the regatta, a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2

6 SCORING 6.1 (a) If at the end of qualification stage, some boats are ranked with more races than others, the scores

of the most recent races will be discarded so as to have the same number of races counted for all boats. (b) For the qualification stage, RRS A4.2 is changed so that the points will be based on the number

of boats allocated to the largest fleet. 6.2 The overall ranking of a boat will be the total of her races in the qualification stage completed by all fleets,

of her races in the final fleet and her races sailed with a full fleet. The fleets of the final stage may have different number of races completed.

6.3 Boats of the gold fleet will be ranked first in the regatta, except for a boat disqualified in a race of the final stage under RRS 5 or 69.

APPENDIX 4 - OFFICIAL RANKING AT A MARK

RAID The race committee may interrupt a race for any of the reasons mentioned in RRS 32.1 and validate the race using for the finishing order the last official ranking at one of the marks to be rounded mentioned in appendix 3 Courses (this changes RRS 32). A4.1 If a race committee boat displaying the 2nd substitute (this changes Race signals) is close to one of the

marks identified with an asterisk, the mark and the race committee boat are a gate where an official ranking of the boats will be made. Boats shall sail through the gate and continue racing.

A4.2 If the race committee decides thereafter to interrupt the race, he will display flags S over H with two sound
