The election of the National Assembly, the

Lower House of Cambodia for 5th mandate will

be held on 28th July 2013 due to the completion

of its five-year term after the previous general

elections in July 2008. Some 9.67 million Cambodi-

ans will be eligible to cast their ballots to elect 12 3

seats and 62 seats are needed for a majority.

According to the National Election Committee (NEC), the number

of political parties registered to contest in polls has steadily declined in

the last decade; from 23 parties in the 2003 elections to 11 parties in the

2008 elections, and now 8 parties in 2013, including Cambodian National

Rescue Party led by Sam Rainsy, Cambodian Nationality Party led by Seng

Sokhen, Cambodian People’s Party led by Hun Sen, Democratic Republican Party

led by Sovan Panhchakseila, FUNCINPEC led by Norodom Arunrasmey, Khmer

Anti-Poverty Party led by Daran Kravanh, Khmer Economic Development Party led

by Huon Chamroeun and

League for Democracy Party

led by Khem Veasna.

The United Nations' (UN) World Population Day was

instituted in 1989. It is annually observed on 11th July to reaffirm

the human right in family planning. It encourages

activities, events and information to increase people’s awareness on various population

issues such as the importance of family planning, including gender equality,

poverty, maternal health and human rights.

The day is celebrated worldwide by governments, non-governmental

organizations, institutions and individuals, under the encouragement of the United

Nations Population Fund's (UNFPA). Activities include seminar discussions,

educational information sessions and essay competitions.

This year’s theme is “Universal Access to Reproductive Health

Services”. Because of the alarming rate of population increase (7 billion!),

more and more women are left without reproductive health services.

On 11th July every year, Mongolia celebrates its National Day and

the Naadam Festival, the three-day-long traditional festival of the country,

and this year is marked the 92nd anniversary of Mongolian revolution.

On July 11, 1921, Mongolia was declared its independence after the

victories of a Mongol revolutionary army led by Damdin Sükhbaatar

and supported by the Soviet Red Army. They defeated a White army led by Baron Ungern-Sternberg and the Chinese occupants of Outer Mongolia.

The celebration and festival begins with a vibrant ceremony at Sukhbaatar

Square, and is followed by a parade set to the traditional Mongolian music. Sporting

events are held on a national level and at a regional level as well. While wrestling

and archery are held in the Naadam Stadium, the horse riding takes place in Yarmag

Village. Traditional Mongolian food such as “khuushuur” - the deep fried meat

dumplings - is served all over the country and food form an integral part of the

celebrations.

Malaysia is a federal constitutional monarchy. It consists of 13 states and 3 federal territories and has a total landmass

of 329,847 square kilometers separated by the South China Sea into two similarly sized regions, Peninsular Malaysia and

Malaysian Borneo. Land borders are shared with Thailand, Indonesia and Brunei, while maritime borders exist with

Singapore, Vietnam and the Philippines.

Its government system is closely modeled on the Westminster parliamentary system and the legal system is based

on English Common Law. The head of the state is the King, known as the Yang di-Pertuan Agong. He is an elected monarch

chosen from hereditary rulers of the nine Malay states every five years. The head of government is the

Prime Minister.

ASEAN remains the cornerstone of Malaysia's foreign policy and it is

the predominant forum for maintaining regional peace and stability

through bilateral or multilateral dialogues and cooperation. Malaysia

continues to concentrate on enhancing the ASEAN mechanisms, the

ASEAN+3, the ARF, bridging of the technological and developmental

gap between the newer and older ASEAN members and settlement of

disputes in the South China Sea through diplomacy and dialogue.

Malaysia also hopes that the early realisation of the Zone of Peace

Freedom and Neutrality (ZOPFAN) including the Southeast Asian Nuclear Weapon Free Zone

(SEANFWFZ) will help to further enhance regional security.

วั นชาติ ขอ งฝรั่ ง เ ศสตรงกั บวั นที่ 1 4 กรกฎาคมของทุกปี วันดังกล่าวเป็นการร าลึกถึงเหตุการณ์ที่กองทัพทหารและเหล่าประชาชนที่ ไม่พอใจระบอบการปกครองได้พร้อมใจกันบุกโจมตีคุกบาสตีย์ (Bastilles) เมื่อ 14 กรกฎาคม ค.ศ. 1789 (วันปฏิวัติฝรั่งเศส) เพ่ือปลดปล่อยนักโทษทางการเมอืงทีม่คีวามขัดแย้งกับระบบขุนนางให้เป็นอิสระจากพันธนาการ คุกบาสตีย์นี้ถือว่าเป็นเคร่ืองหมายของการบีบบังคับและความอยุติธรรมซึ่งเกิดจากการปกครองทีม่กีารแบ่งแยกชนช้ันอย่างชัดเจนโดยกษตัริยท์ี่ไร้ทศพิธราชธรรม ซึง่ตรงกบัรัชสมัยของพระเจ้าหลุยส์ที ่16 ในช่วงนั้นราชส านักมีความเป็นอยู่อย่างหรูหรา ขุนนางซึ่งมีอยู่จ านวนเล็กน้อยในประเทศแต่กลับถือครองที่ดินมากที่สุดและ

นาซิยงนาล) หรือเรียกว่า “สิบสี่กรกฎา” (le quatorze juillet / เลอ กาต็อร์ซ ชุยเย) วันนี้เปรียบเสมือนสัญลักษณ์ของการสิ้นสุดการปกครองแบบราชาธิปไตยในประเทศฝรั่งเศส สื่อถึงเสรีภาพและประชาธิปไตยของชาวฝรั่งเศส ประชาชนทุกคนมีสิทธิเท่าเทียมกันภายใต้ค าขวัญที่ว่า “เสรภีาพ เสมอภาค ภราดรภาพ” (Liberté, Égalité, Fraternité /ลแิบรเ์ต เอกาลเีต ฟราแตร์นีเต) และถือเป็นการเริ่มต้นศักราชของการปกครองแบบสาธารณรัฐเป็นครั้งแรก

ส าหรับการเฉลิมฉลองวันชาติของชาวฝรั่งเศสจะมีการเดินสวนสนามเคลื่อนขบวนลงมาตามถนนช็องเซลีเซ (les Champs-Élysées) จากประตูชัยไปถึงจัตุรัสคองคอร์ด (la Place de la Concorde) อันเป็นสถานที่ซึ่งประธานาธิบดีแห่งสาธารณรัฐฝรั่งเศส คณะรัฐบาลและเอกอัครราชทูตต่างประเทศประจ าประเทศฝรัง่เศสยนือยูใ่นขณะทีเ่ครือ่งบนิรบหลายสบิล ากบ็นิเหนอืนา่นฟ้า พรอ้มกับพ่นสีของธงชาติฝรั่งเศส สร้างความประทับใจเป็นอย่างมากให้แก่ชาวฝรั่งเศส

ที่มาเฝ้ารอชมพิธีดังกล่าว นอกจากนี้ ยังมีการเดินสวนสนามตามเมืองต่างๆ ในท้องถิ่นเช่นกัน ในตอนกลางคืนจะมีการแสดงจุดพลุ ดอกไม้ไฟหลากสีสันอันสวยงาม ซึ่งเป็นที่ดึงดูดนักท่องเที่ยวเป็นอย่างยิ่ง และประชาชนบางกลุ่มก็จัดงานร่ืนเริงเต้นร ากันอย่างสนุกสนาน

สมาชิกสภานิติบัญญัติ จะต้องแต่งชุดเครื่องแบบหรือชุดประจ าชาติสีด าประดับยศ และเหรียญเกียรติยศ ส าหรับแขกรับเชิญพิเศษ อาทิเช่น ขุนนางผู้ใหญ่ (Wazir-wazir, Cheteria-cheteria) สมาชิกสภาองคมนตรี

สมาชิกสภาอุปราช รองรัฐมนตรี สมาชิกสภาศาสนาอิสลาม ต้องแต่งกายใส่ชุดด าสวมหมวกที่เรียกว่า ‘Songkok” สีด า พร้อมประดับยศ และเหรียญเกียรติยศ และแขกรับเชิญอื่น ๆ ต้องแต่งกายในชุดประจ าชาติสีด าหรือชุดสูทสีมืด กฎระเบียบการแต่งกายผู้เข้าเยี่ยมชมในวันที่มีการประชุม ผู้มาเยือนทุกคนที่ประสงค์จะเข้าเยี่ยมชมการประชุมสภานิติบัญญัติแห่งชาติตอ้งน าบตัรประชาชนสมารท์การด์เพือ่แสดงกบัเจา้หนา้ทีร่กัษาความปลอดภัยกอ่นทีจ่ะเขา้มาในบริเวณสภา ส าหรับสถาบนัการศึกษาที่ประสงค์เข้าเยีย่มชม ในวันทีมี่การประชมุใหย้ื่นหนังสือตอ่กองเลขาธิการการประชมุสภานติบิัญญัติแห่งชาต ิ

กฎระเบียบขอ้บงัคบัสภา - ห้ามสูบบุหรี่ในบริเวณสภา - ห้ามถ่ายรูปในระหว่างการด าเนินการประชุมสภา เว้นแต่ได้รับอนุญาตเท่านั้น - ประชาชนหรือผู้มาเยี่ยมชม และเข้าฟังการอภิปรายในสภาต้องปิดเสียงโทรศัพท์มือถือในขณะที่อยู่ในที่ประชุมสภา - ประชาชนหรือผู้มาเยือนห้ามน าวัตถุอันตรายที่สามารถคุกคามความปลอดภัยเข้ามาบริเวณสภา - ห้ามพุดคุยและส่งเสียงดังในขณะอยู่ในห้องฟังการประชุม - ให้ปฏิบัติตามขั้นตอนการเข้า-ออกที่ประชุมสภาอย่างเคร่งครัด
