Discussions are underway between thelocal office of a national micro lenderand the city’s health directorate about

sanitary conditions outside their businesspremises in Belmont Park, following an out-cry from concerned residents.If not resolved, the businessmight have to

close its offices in Kraaifontein.During every month-end, thousands of

cash-strapped SASSA beneficiaries gather

at the offices of Moneyline Financial Servic-es in Belmont Park to take out a micro loansagainst their monthly SASSA benefit.They arrive early in the morning from

various suburbs in the city, travelling fromas far as Dunoon, Mitchells Plain, Athlone,Goodwood and Langa, and spend long hoursoutside waiting to be helped.Local residents say this is to their detri-

ment.A member of the local neighbourhood

watch, who wishes to remain anonymous,told TygerBurger that the current situation

is unbearable for residents, specificallythose living in Ninth Avenue.“As many as 1000 people line up in front

of this office every day for a week or twoeach month. They have no toilet facilitiesavailable, forcing them to use the street andan open plot nearby to relieve themselves.Some of them get drunk and unruly with thestreet left littered with rubbish every day,”she said.Her sentiments were echoed by several

other residents who contacted TygerBurg-er’s offices, as well as the Bergdal Municipal

offices.According to these complainants thenoise

levels and sanitation conditions are a majorconcern. Even an open fire was made on thepavement outside the NG Church across thestreet from Moneyline offices.Although law enforcement was called out

to address the bylaw issues such as litteringand public urination and to maintain order,the crux of thematter couldnot be addressedby this unit, says Melissa Steenkamp of theBergdal Subcouncil.

premises.Despite this, SASSAbeneficiaries say they

are desperate for loans and are grateful theyare given the opportunity to take out an ad-ditional loan on their grants.“Our cupboards are empty, we have no

food and at least Moneyline charges us lessinterest that the othermoney lenders or loansharks,” one beneficiary said.SASSA members who receive pension,

child or disability grants, automaticallyqualify for an additional loan.In the case of a child grant - which is R310

per month - the beneficiary would be able toborrow another R200 on top of the grant,which they will then pay back at R80 permonth over six months.It also transpired that this particular mi-

cro-lender, whomainly lends to SASSA ben-eficiaries, is a subsidiary company of Net 1,the same company who was appointed bySassa to administrate the payout of socialgrants in South Africa.CEO of Net1 Dr Serge Belamant, was not

available for comment on this issue as he iscurrently out of the country.

A double shooting on the BottelaryRoad claimed the lives of a youngcouple last Wednesday night.Colonel Tembinkosi Kinana from

the provincial police’s media officesaidKraaifontein police officers res-ponded to a complaint and arrivedon the murder scene at 23:00.“On the scene they found two peo-

ple – a man and woman – with guns-hotwounds. They also found awhiteHonda Ballade stationary in the yel-low line on the side of the road,” hesaid in a statement to TygerBurger.Theman died on the scene and the

women a fewhours later in hospital.The vehicle was standing between

Kuils River Golf Club and HazendalEstate.“Both victims are believed to be in

their late twenties,” he said.According to Kinana, the motive

for the incident is currently un-known. However, police are investi-gating a murder case.No arrests have been made.Anyone who can assist the police

Faulty lines and “shocking service” fromTelkom has left locals anxious and outof pocket after a nearly two-week com-

munication “blackout” in large parts ofKraaifontein recently.Residents in several street blocks – many

of whom vulnerable senior citizens who livealone – were left without their only meansof communication.These residents had to wait 11 days for

South Africa’s national telecommunicationprovider to fix the lines.Annarina van der Westhuizen from Kuils

River was distraught when she could notreach her aging mother on her landline onThursday 17 July.“After trying to phone her several times

that evening and the next morning, and be-ing worried sick, I phoned on the morningof Friday 18 July to have the line tested andafter Telkom confirmed the line as faulty, Iproceeded to report the fault on the samemorning,” said van der Westhuizen.“My frustration was exacerbated by the

fact that I received an SMS to say that theproblem will be sorted out within two days,whichwasnot the case.Very soon, the prom-ised two days became a week!” she says.Van der Westhuizen’s daily phone calls to

Telkom drove her up the wall, as nobodyseemed to know what was wrong with thelines and when they would be fixed.“I was only told towait for it to be resolved

every time I phoned in to enquire about thestatus of the fault reported.”She says that phone calls to Telkom cost

her in excess of R60 per call as shewas some-times requested to hold on for close to 20minutes while the system apparently“searched for information”.“But not once could I get a clear answer,

or any answer as a matter of fact, as to whatwas the problem or when it would be re-solved. More than once I had to hang up asI was placed on hold and the consultant justnever took the call back to give me the re-quested information and to resume the con-versation. Such service in modern times isnothing but shocking!”

Cut off from societyIn the mean time, she had to travel to her

mother’s house on a daily basis to check onher health.“I could not even phone one of her neigh-

bours to ask them to check on her as thewhole of Van der Merwe Street’s landlineswere dead, and also those in Horak Street,”she says.Van derWesthuizen also had to contact all

her mother’s close friends and family to in-form them that her landline was faulty toavoid a rush of worry when they also couldnot get hold of her.“Close friends of my mom who are also

pensioners, living in Horak Street were ina terrible predicament as the husband wasonly discharged from hospital days earlierafter being treated for weeks for a seriousillness, and now all of a sudden they weretotally cut off from society where communi-cation was concerned. “As they do not havea vehicle of their own, should they requirean ambulance in the middle of the night,theywould not be able to get thatmuchneed-ed medical assistance as they would not beable to phone for help. For my mom, as anelderlywomanwho lives alone, the emotion-al implication of not being able to receive ormakeaphone callmeant extreme loneliness.Often a phone call received would be the on-ly communication she had with loved onesfor a whole day.”

FrustratedA frustrated van derWesthuizen turned to

TygerBurger a week after reporting thefault. Only when this newspaper launcheda media enquiry, did Telkom respond withan SMS to van der Westhuizen, stating thatthey will endeavour to fix the problem -which turned out to be a cable replacement- by the end of July. This was nearly twoweeks after the problem was reported.The repairs were duly completed but van

der Westhuizen feels that the Telkom’ con-duct leaves much to be desired for.“Every possible route was followed to get

information from Telkom, to no avail. Fur-thermore, any enquiries, booking of ap-pointments, arrangements that the affectedresidents would normally have been able tophone for in the course of a normal day hadto be done now in person,which also escalat-ed petrol costs and wasted precious time.One resident commented that he could notcontact his work one morning after fallingill in order to let them know that he was notable to come in to work. As a result he hadto face a disciplinary hearing when he re-turned to work,” she told TygerBurger.When the service was finally reinstated,

residents were also not informed that theirphones were operational.“If a friend did not try and phone, we

would not have known. Up to now no SMShas been sent to me to let me know that theproblemwas solved,” she said.Although Tel-kom committed to giving affected users a re-bate for the down-time experienced, van derWesthuizen says that many other costs in-curredduring these twoweeks, suchasheftycellphone charges, fuel and lost business,will not be reimbursed.“More importantly, lives are in danger if

you cannot phone for help in an emergencylike a fire that breaks out, a robbery or amedical emergency.”To date, TygerBurgerhas not received any feedback from Tel-kom’s national press office with regard tothe delay in addressing the situation, the ex-tent of the problem or the perceived lack ofcustomer service.

Following the recent spate of robberies,CapeGate management engaged withpolice and the contracted security

company to increase security at the centre.Marketing manager Amanda McCarthy

told TygerBurger that strategic steps wereput in place at a meeting held on Tuesdaylast week.

“Our (security) planwas amendedas a re-sult of suggestions made by the police. Thepolice are always involved with the centreand we work very closely with them,” saidMcCarthy.

The centre also engaged with securitycontractor Fidelity with regard to thechanges and steps to be taken to avoid secu-rity breaches in future.

Cellphone shops targetedMcCarthy said cellphone stores have be-

come targets for criminals and incidentswere not isolated to CapeGate alone.

Due to this, centre management met withthe cellphone store managers to table ideasto reduce risk.

When asked whether the centre suspect-ed the involvement of any of their security

personnel in the recent robberies, she saidall security personnel undergo random pol-ygraph and voice stress testing.

“We have revised our complement ofguards and armed response officers on site,updated access and egress procedures, andinstituted random stop and search proce-dures. We are also assisting tenants in up-grading safety measures in their stores.

Security review“We have further engaged with all high

risk tenants to review current securitymeasures in place, to table ideas and reducerisk. We assure all customers we take ourposition against crime very seriously. Re-viewing and improving security measuresis a priority considering the reality of thetimes we live in, and we will continue towork closely with the police and our securi-ty company to strategize ways to effectivelycombat such incidents in the future.”

Brackenfell police spokesperson, W/OErica Crous, said the meeting held with thecentre management was very positive.

The City of Cape Town’s Social Developmentand Early Childhood Development Directo-rate is planning to build an Early ChildhoodDevelopment (ECD) facility in Dunoon in thefuture.

This news come after the City of Cape Townelaborated on how the directorate is spend-ing its budget.

According to an article on the City of CapeTown’s website, the directorate has put plansin the pipeline to construct a number ofbrand new centres of excellence during thisfinancial year and beyond, having budgetednearly R16 million to build additional ECDcentres of excellence in Dunoon, Delft, Mitch-ells Plain, Ocean View, Heideveld and LotusRiver.

It was also revealed that the directoratehas exhausted its maintenance budget of just

over R4 million to upgrade 18 facilities dur-ing the last financial year, one of which isCuddly Bears Educare in Scottsdene.

A number of other ECD centres are due forupgrades during this new financial year.These include the Luberon ECD in Atlantis.A budget of R3,6 million has been allocatedfor these upgrades.

“ECD centres need to be places of learningand foundation building, but they also needto be safe and welcoming spaces for our chil-dren,” says mayoral committee member forsocial development and early childhood de-velopment, Suzette Little.

“We are working hard to provide facilitiesthat communities can be proud of and derivemaximum benefit from, but it is also up tothose same communities to take ownershipand help us look after these facilities.”

The Cape Craft and Design Institute (CC-DI) is hosting an open day for creativeenterprises at its new Cape Town headoffice.

Twee boewe se plan om ’n fietswinkel in Uit-zicht leeg te dra, is vroeg verlede Woensdag-oggend in die wiele gery toe ’n lid van diepubliek gesien het hoe hulle met hul bakkiedeur die vertoonvensters van die winkeljaag.

Volgens Alex van Niekerk, eienaar vanCape Town Cycles, het Nico le Roux, ’n lidvan die plaaslike buurtwag, omstreeks 05:00verby die winkel gery.

Le Roux het toe hy sien hoe die bakkiedeur die vertoonvenster bars, omgedraai enteruggery in die rigting van die winkel.

“Die twee mans het hom sien kom en laatspaander, met net een fiets en een raam asbuit,” het ’n dankbare Van Niekerk gesê.

Volgens hom het Le Roux die bakkie agter-

nagesit tot by die N1-afrit in Okavango-weg. Daar het die skurke op die snelweggeklim en teen die aankomende verkeer in-gejaag.

“Le Roux is agterna in die regte baan,maar het die bakkie verloor nadat hulle indie middel van die snelweg omgedraai heten in die teenoorgestelde rigting begin ryhet,” sê Van Niekerk.

Afgesien van die R20 000 skade aan dieruite, het Van Niekerk lig daarvan afge-kom met die verlies van net een fiets.

Hy sê die voorval het hom egter ontnug-ter.

“My vrou het opgelet hoe ’n vreemdeman die winkel gister (Dinsdag) vir sowat’n driekwartier dopgehou het,” sê hy.

Volgens Van Niekerk se vrou, Marietjie,het die man met oopmaaktyd kom aanklopvir werk.

“Nadat ek vir hom gesê het dat ons geen pos-te beskikbaar het nie, het hy buite die winkelvertoef vir ’n wyle. Hy het om die winkel rond-gestap en dit was duidelik dat hy rondgesnuf-

fel het,” sê sy.Die Kraaifontein-polisie ondersoek die

saak, maar het nog niemand in hegtenis ge-neem nie.

The ultimate self defence strategy in-volves changing your thinking pat-terns – more specifically your state of

awareness.Most people stumble through their daily

lives in a state of oblivion – unaware ofwhat’s going on around them most of thetime.You spend your day preoccupied with

thoughts aboutwork, family, love life or oth-er issues, not taking note of your surround-ings.This, according to self-defence experts, is

what makes you a soft target for criminals,and only by changing this thought patterncan you start safeguarding yourself andyour family.Experts in self defence best describe this

phenomenon by using the Cooper ColourCode of situational awareness. This is a setof the four stages of readiness each coded bya colour – White, Yellow, Orange and Red.

nel Jeff Cooper in the United States and hasbeen used worldwide in self-defence train-ing.Captain Selwyn Collyer, of the Western

Cape Provincial police, visited Brackenfelllast Tuesday evening to discuss this very im-portant topic with members of the ProteaHeights community.“Criminals watch you all the time. When

you go to work, what route you drive, whereyou drop your children and at what time,even the response time of your alarm is test-ed. With this information they are armed tostrike at an opportunity of their choosing,while you the target remain totally unawareof the situation,” he said.He saidmost people are stuck in theWhite

state of awareness, making them sittingducks for criminals who are ready to strikeat any opportunity. This state of awarenessis described as total oblivion.“You should only be allowed to be in a

White state of mind when you are asleep,”Collyer said.In a White state of mind people are com-

pletely inattentive and unaware of their sur-roundings.“I have seen people walking into a super-

market, while a robbery is in progress, withabsolutely no idea of what is going on. Theywill pick up their trolley and walk into theaisle whistling while a robber has a firearmpointed to a cashiers head.“A crime happens very fast. Mostly you

don’t have time to think, evaluate or actwhen you are in a White state. The one mo-ment you are busy doing your shopping, thenext you are banged down.”But being perpetually aware of your sur-

roundings reduces your risk of becoming avictim.This takes you to the next colour Yellow,

which Collyer says should be the ideal statemost civilians should maintain throughoutthe day.“In this state you would not have walked

into the shop unaware that a robbery wasin progress. You would have noted some-thing was wrong the moment you got to thedoor,” he says.“In this state of mind you are aware of

what is happening around you and you areprepared should you be threatened. Youkeepaneyeoutwhile you’redrivingorwalk-ing and you are simply aware of the fact thatyou could be a potential victim at any givenmoment,” he says.“Once in Yellow and you recognise a po-

tential threat you immediately shift over toa code Orange, which means you are com-pletely aware of the threat and now have toevaluate the situation to determine your

next move. What am I going to do when hepulls out his gun? I heard them bashingdown the front door, what do I do next?” heexplains.In this stage you have to think quickly.

Avoid conflictIf used to being in the Yellow state of

awareness, the shopper about to walk intothe armed robbery situation will at thisstage turn around and run away.“I advise families to train their children

on an emergency situation drill at home, forthem to know where to run or where to hideand what to do. You literally have a few sec-onds to decide on a cause of action and thiscould mean the difference between life anddeath,” he said.Collyer advises that it’s always best to

avoid conflict unless it is absolutely neces-sary to save your life or that of your family.“The type of threat will determine you ac-

tion. What does the criminal want? If he

wants yourwallet, yes, yougive it tohimanddon’t resist, but if he wants your life you de-fend it in every possible way you can.”In Code Red you are mentally prepared

and ready to fight if you have to.In this state of mind survival is yourmain

goal.“For those with firearm training, stick to

your training and rely on it. For those with-out firearms remember that anythingaround you can become a weapon. In a caseof attempted rape your high heel can bedeadly,” he says.“But if a combat situationis unavoidable, always remember the vul-nerable parts of the body – eyes, the respira-tory system and the groin. And the effectivestrike will always contain the elements ofsurprise, speed, power and accuracy,” headds.The bottom line however, is avoidance.Most people will be able to ward off crime

once they learn to live in a Yellow state ofmind. Remember, if you are always aware,you are always prepared.

and refreshing Lemon and Herb flavouredbiltong with the Rhebokskloof Pearlstone.Foodblogger andwine connoisseurJohn

Ford described the Pearlstone as a sweetsmoky wine with a herbal tangy nose.According to John, this wine paired well

with all the biltong, exceptmaybe the spicychilli, which he found to overwhelm thewine.What TygerBurger liked about this wine

was it’s nonchalant drinkability; the factthat you don’t have to think while youdrink, but can simply sit back and enjoyit.

FavouritesMany of the tasters agreed that only the

complexity of the Lanzerac Pionier Pino-tage, was a “mouthful” enough to compli-ment the strong chilli biltong.

TygerBurger’s favourite was undoubted-ly the sweet red pepper biltong paired with21 Gables pinotage from Spier.The sweet pimento flavour of this biltong

paired well with many of the wines servedon the day.Although opinions about the diverse

Former Cape Town musician JackStone has been chasing his dreamsin Johannesburg.

He visited the Orange Couch during arecent Cape Town tour to talk about hismusic.Jack was about 15 when he started

sneaking into his brother’s room to playhis guitar “and snap his strings, so I gota slap over the head”.He formed his first band, Cherry,

while studying sound engineering, but afew bands later, he now performs as a so-lo act.While he’s experimented with heavier

sounds, Jack plays a combination of folkrock and a little bit of country.Jack says he draws inspiration from

guys like Bruce Springsteen and TheDoors. “All the older legendary stuff,” hesays.“It’s old school, but at the same time

I’ve added some modern twists to it interms of production,” he explains.Besides the fact that his record label

is based in Johannesburg, Jack says hemoved there because it mademore sensefor his career. “To break into the indus-try, you need to be where the industryis.”Although he’s quick to add that he

wants to move back to Cape Town assoon as he can.Jack released his debut album, Walk

On, through Stone Studios last year, andsays its doing well in terms of sales.

YouTube hitHe has just released a new single,

“Blood Sweat and Years” and the song’smusic video has already had more than20 000 views on YouTube.The plan moving forward is to release

more singles and get them onto as manyplatforms as possible.Jack doesn’t think the album format is

still as relevant as it was in years before.“I think at this point everyone is goingthe single route and then compiling analbum once a few singles have been re-leased.”He says in the age of digital downloads

from sites like iTunes, people can nowdownload just a single they like as op-posed to buying an album for one song.“I think at this point, singles are the wayto go.”Jack’s next release will be the single,

Durbies werk hard vir sege teen Kuilsrivier

Jason Gray (18) from West Beach took se-cond place in the Pro Class division atthe recent RS Tera World Sailing Cham-

pionships held at Pine Lake Marina (Swart-vlei Lagoon) just outside Sedgefield.

Sixty young sailors from South Africa,Belgium, Netherlands, Great Britain, Nor-way, Denmark and Zimbabwe competed forthe title.

Although plagued with a lack of wind, itwas a very successful regatta and was impor-tant because a world sailing event has notbeen held in South Africa for many years.

The sailors did manage to race each daybut sailed under exceedingly light wind con-ditions. Finally, on the last day during thelast two races the wind decided to blow, gi-ving the sailors exciting sailing conditions.

The RS Tera is an ISAF InternationalClass sailing dinghy popular with young sai-lors between the ages of 8 and 18, and is cur-rently one of the fastest growing classes ofsailing dinghy in the world.

Boats are split into two classes accordingto the size of the rig and the age of the sailor,namely the Sport Class for the youngergroup and the Pro Class for the older sailors.

Race officer Bruce Keytel who did an ex-cellent job under trying wind conditions isalso a local whol lives in Blouberg.

Jason is a member of Milnerton AquaticClub and is currently a student at CTI Edu-cational Group. He also completed matricat CBC St Johns College last year.

Die Kraaifontein-rugbyklub, wat tans in dieB-afdeling van die WP se Superliga speel, be-plan groot dinge vir die toekoms.Die klubhettans drie senior spanne en ’n o.20-span.Die eerstespan bestaan tans uit 90 % spe-

lers wat verlede jaar nog ondertwintig was.Die span het aanvanklik gesukkel om symante staan weens ’n tekort aan ervaring.Gaandeweg het die jong spelers egter hul

voete gevind en onlangs ’n paar uitstekende

seges behaal, onder meer deur Sir Lowriansop hul tuisveld te klop.Die klub se bestuur ondersoek ook tans die

moontlikheid om hul afrigtingspan te ver-sterk.Hulle vra dusmoontlike kandidate omaan-
