    n

    Vurige debat oor die verlenging

    van handelsure vir plaaslike

    drankwinkels het verlede week

die kollig gesteel by die Bergdal-subraad

    se vergadering.

    Johan Nigrini, drankwinkeleienaar,

het aangevoer dat die verkorte handels-

ure sedert 2011 die omset van sy onderne-

ming tot en met 60% verminder het.

    Ditmaak ons dood. Ekmoes ampermy

winkels sluit, watnet sougelei het tot talle

werksverliese.

    raadsaal ges.

    Verlenging

Nigrini het n aansoek ingedien vir die

verlenging van die handelsure van sy on-

    derskeie drankwinkels in Kraaifontein

van 18:00 tot 20:00 op Maandae tot Sater-

dae, sowel as omop Sondae handel te dryf.

    bonde daaraan.

Dis juis daarom dat die beperkings in-

    gestel is, het sy ges.

Asmy omset verbeter, sal ekmeer geld

    Volgens hom is drankmisbruik in

    Scottsville en Belmontpark, waar Nigrini

se drankwinkels gele is, reeds n baie

    groot krisis.

    Sondae

Volgens hom is daar

sewe kerke naby die drankwinkel gele

wat baie aktief is op Sondae. As dit toege-

skap. Dis tyd dat beginsels belangriker as

    geld word, het hy ges.

n Kompromis is later bereik toe Nigri-

    Maandae tot Saterdae goedgekeur.

    Vurige raadsdebat oor drankure

    DESIRE RORKE

    @dezzierorke

    Sowat 300 ontevrede konstruksiewerkers

Di werkers is glo afgedank deur die be-

    trokke konstruksiemaatskappywat tans die

    nuwe horskool bou.

Die projek van R65 miljoen van die Wes-

    Kaapse onderwysdepartement poog om die

ou asbes-klaskamers van die skool te her-

bou. Volgens Wilfred Hartnick, een van net

    twee sekerheidsbeamptes by die bouperseel,

leerders of onderwysers in die voorval be-

Ontevrede werkers bestorm perseel by skoolmetmesse, klippe

    daad, moet betrokke raak.

Ons as gemeenskap moet n standpunt

    inneem, het hy ges.

Ook Werner Geldenhuys van die Bonnie

Brae-buurtwag s dis tyd vir die gemeen-

skap om meer sigbaar te word.

Almal is gatvol. S kan dit nie aangaan

    nie, s hy.

Die buurtwag het sowat 150 lede, maar net

    20 lede wat patrollies doen.

Divan Smith (17), president van die

    #heroesroar-jeuggroep van die Horskool

Monumentpark, s hy het as n jongmens

met tye slapelose nagte as hy dink oor wat

van Suid-Afrika vir die jeug gaan oorbly.

Die jeug is die toekoms, s almal altyd,

maar hoekom beskerm ons regering ons

nie? Wat word gedoen om die verskriklike

vlaag van misdaad te bekamp? vra hy.

Hoekom moet ons n skool almal oorsee

vlug.

Jongmense moet ophou dink oor waar-

    Residents refuse services

Living conditions in the TRA in Wallacedene remain dire and desperate, while residents now

refuse a service roll-out. PHOTO: DESIRE RORKE

    DESIRE RORKE

    R

    esidents of the temporary relocation

    area (TRA) in Wallacedene recently

snubbed a R7 million upgrade to li-

ving conditions from theCity of CapeTown.

    According to ward councillor Brenda

Hansen, the residents rejected the planned

roll-out of new toilets, water pipes and har-

dened tracks, until such time they obtain of-

    ficial electricity connections from Eskom.

I amstunned. Since 2012 theCity has had

meetings with these residents to discuss

ways andmeans toupgrade their living con-

ditions, Hansen said in an interview with

    TygerBurger last week.

At the last meeting a fortnight ago, Han-

    sen, accompanied byCity officials,were for-

ced to leave the meeting due to disruptions

caused by certain elements, she said.

Over the last couple of years these resi-

dents demanded better service delivery and

now that it is in the final phases and ready

to be implemented they dont want it, she

    said.

    Planned upgrades at this impoverished

camp include more toilets, standing water-

    pipes and hardened tracks.

Hansen says this sudden change of attitu-

de can only be attributed to pre-election po-

litics steered by a handful of community

    members.

I know these women and the children

need these upgrades and want them despe-

rately, but they must bow to their leaders,

    she said.

Hansen says the City wont be able to con-

tinuewith the roll-out until such time as the

    community readily accepts it.

If we do, they (the community) will sim-

ply break it all down. Its money we cannot

    afford to lose, she says.

    TheCity applied for electricity connecti-

on in December last year and is still awai-

    ting service delivery.

What makes it really hard is the ter-

rain. Eskom needs hardened surfaces to

get into the area in order to install infra-

structure. This unexpected turn of events

is making our work so much harder. We

want to deliver and make a difference in

their lives, but we cant do it without their

    input, she said.

In the interim,Hansen anda teamof offi-

cials at the City will continue to meet with

the residents of the TRA as well as Eskom

    to discuss solutions.

    R

esidents of Rosedale Estate in Dur-

banville are up in arms over a propo-

    sed high-density development in the

    heart of their security estate.

More than 40 residents were present for

an interview with objectors and the appli-

cant at the subcouncil 7 (Koeberg) meeting

    last Monday.

The application is applying for rezoning

and subdivision approval of the site in or-

der to permit a private group housing deve-

    lopment between Sonneweelde Street and

Via Ferenze Road in Rosedale Estate.

    The proposed development by Rosdev

Trust on the circular shaped 5 151 m erf in

the centre of Rosedalewill consist of 18 dou-

ble storey housing units with one access ro-

ad, which will be named Via Valtellina.

The proposed new development will have

114 m (two bedroom units with patio and

garage) and 165 m (three bedroom) units.

A historic manor house stands on the

land eyed by the developer, as well as some

outbuildings, a swimming pool and several

mature trees. Consent was granted by Her-

itageWesternCape to demolish the old hou-

se, as it is not regarded as a significant her-

itage resource. Many of the trees will also

    be removed.

    Opposed

This development is the final phase wit-

hin Rosedale and would be known as Rose-

    dale Manor.

    Access is proposed via Sonneweelde

Street, via the existing security access to

    Rosedale.

The applicant said the proposed density

is supported by the Citys policy vision for

    that area.

However, the item, which was on themu-

nicipal agenda for recommendation by the

subcouncil, was referred back so that the

developer can liaise with residents to come

    to an agreement.

A total of 58 objections from surrounding

property owners, the Rosedale Home Ow-

ners Association and the Durbanville com-

munity Forum were received against the

    development.

During the interview on behalf of the Ro-

    sedale Estate community, Alan Cawdry

said they all recognised that something

needs to be done with the property and it

is an ideal spot to be developed. The challen-

ge is to be creative and build something we

    can all be proud of.

The home owners objection is primari-

ly against the incredible scale of densificati-

on put forward and the subsequent impact

this will have on Rosedale Estate, he said.

In an advertisement to sell the property,

it was indicated the land was suitable for

a maximum five housing units, he added.

Other concerns include demolition of the

existing manor house, felling of mature

trees, loss of bird life, reduction of property

values, privacy invasion, loss of tree views,

    density, security, noise, services capacity

and shortage of open space provision.

    Traffic jam

Cawdry said concerns have been swept

under the carpet. A total of 80% of the resi-

dents are against the submission. Several

of the property ownerswho did not respond

are known to be out of the country on con-

tract or live abroad for part of the year.

Due to expansions in Goedemoed and

surrounds, traffic has become hectic, espe-

    cially at peak times.

Most people bought property in the area

due to quality schools close by. However, a

10 minute trip to school has become a 25 to

40 minutes due to increased traffic.

    Cawdry saidRosedaleEstates current se-

curity entrance was insufficient for the

number of vehicles entering and exiting

daily and the new development would exa-

    cerbate the existing traffic jams.

The introduction of the double storey

units proposed would also impact privacy.

The Rosedale community is not against

    development. Residents have requested

that development be limited to a well consi-

    dered andmutually beneficial development

that could enhance their sense of place and

    peace of mind, he concluded.

    Subcouncil chairperson Gerhard Fourie

    said the Durbanville Heritage Society

should be consulted about the historical

manor house and value thereof. He propo-

sed the item be sent back for a consultative

process and a historical overview from the

    Durbanville Heritage Society.
