The City last week apologised to residents

for bad service delivery being experienced

at the Brackenfell Driving Licence Testing

    Centre (DLTC).

In recent weeks the Brackenfell DLTC

has also had to dealwith all applicants from

the Durbanville andGoodwood areas as the

live capturingunits at the other two centres

were defective, said Mayco member for

safety and security, JP Smith, in response

    to questions from TygerBurger.

Local residents were at their wits end in

recent weeks over the lack of service at this

centre, where they had to cue for hours to

make appointments for learners and driv-

    ers licence testing.

    Several instructors from driving schools

in Brackenfell could also not secure slots

for their students. Smith added that staff

were last week transferred from these two

centres to the Brackenfell facility to assist

    with the processing of applications.

The City ismonitoring the situation and

adjusting the service as needed. The City

apologises to residents for the inconven-

ience and asks them to please be patient

    A

fter a year of meticulous planning,

filming has started on a movie that

aims to portray the lives of those af-

    fected by gangsterism in Scottsdene.

Borne from the local streets and a product

from the community of Scottsdene, the sto-

ry of Jerome follows the life of a young man

entangled in the dangerous world of drugs

    and gangs.

The script was written by local resident

LillianBenjamin and is loosely based on the

experiences of Randall Thomas (21) who

    grew up in the area.

Actors and extras were also recruited

    from the local community.

Themovie will reflect the life of the com-

munity the sadness, loss, despair, and

    sometimes also salvation, he says.

    This community faces enormous chal-

lenges each day young men who grew up

together as children, who now kill one an-

other in the name of drugs and turf, while

parents are gripped in fear, he says.

At a very young age, the main character,

Jerome, is exposed to murder and mayhem

and desperately tries to find a way out.

The main theme of the movie is drug

abuse and gang violence, coupled with the

myriad of other social ills that come forth

    from it, says Thomas.

    Producer Frank Buati told TygerBurger

although they were still awaiting funds ap-

plied for from the Department of Trade and

Industry (DTI), they started filming two

weeks ago making do with what they have.

Two short scenes were filmed on Thursday

one in Kraaifontein and one in Belhar.

Kams Kaskote, who directed the scenes,

says they have to work around their actors

    and extras.

Many of our main actors are still at

school, while others are at work during the

    day. So,wemostlyweworkoverweekends,

ancing the Citys operational needs with

the reality on the ground and the broader

context in which we are working. We

have looked at where we can trim the fat,

work more efficiently, get more value for

money and also alleviate the pressure on

our residents where at all possible. This

is evident in our draft budget, he says.

    Important

We can only achieve the balance that

is required for a financially, environmen-

tally and socially sustainable city if we

    are well run.

It is incredibly important that our resi-

dents and ratepayers scrutinise the draft

budget and send us their comments so

that they canbepart of our efforts tomake

this city even greater. We can improve

our proposals if residents provide uswith

    additional insights.

As in previous years, it is expected that

the proposed tariff increases for the next

financial year will enjoy the bulk of the

    comment.

This year, due to the latest General Val-

uation for 2015, the proposed cent-in-the-

rand (on which the proposed rates in-

creases are calculated) has also been ta-

    bled.

Having due consideration for the pres-

sure that the citys residents and ratepay-

ers are under, the City has managed to

keep its average increases markedly low-

er than in the previous financial year in

    most instances, although somewhat

above consumer price inflation as a result

of, for instance, the Eskom tariff increase

and the cost of repairs and maintenance,

especially in the water and sanitation in-

    frastructure.

We have been tough on our depart-

ments. That is why, for instance, we have

managed to propose a lower increase in

the electricity tariff despite the Eskom in-

    crease. Although approximately 70% of

the electricity cost goes towards Eskom,

the rest of the cost is carried by the City,

for example in the operation and mainte-

nance of the distribution network. It

therefore does not have to increase with

the Eskom tariff increase. This is oneway

of keeping increases lower, he says.

The proposed average rates and tariffs

are as follows: Rates: an average of 6%

down from 10% last year; refuse: 7.92%

down from 8.33% last year; sanitation:

9.75% down from 11% last year; water:

9.75% down from 11% last year; electric-

ity: an average of 7.78%, but only 6.6% for

domestic supply down from 10.82% last

    year; disposal: 12.08%.

    Rebates increased

In addition, the total cost of the pro-

posed social package for the 2016/17 finan-

cial year amounts to approximately R2.5

billion, including R1.1 billion for indigent

relief and R1.4 billion for rates rebates.

There are also proposed improved rates

    rebateswhich include that anyhousehold

with a gross monthly income of R4000 or

less will get a 100% rates rebate (in-

    creased fromR3500 permonth threshold).

    The maximum monthly household in-

come is increased from the current R5000

to R6000 for the indigent rate rebate for

    persons younger than 60 years.

The monthly household income is in-

creased from the current R12 000 to

R15 000 for the senior citizen and disabled

    person rate rebate.

The Citys draft budget, including bud-

get-related policies and the proposed tar-

iffs and property rates, will be available

at subcouncil offices and libraries from 4

April 2016. Interested parties are invited

to submit comments to the City manager

by sending an e-mail to city.manag-

    H

e couldnt be more excited to be host-

ing a group of amateur actors from

across the Peninsula in a play about

    freedom on Freedom Day, nogal.

He refers to Gavin Wright, manager of

the Collective Arts Theatre (CAT) in Bell-

ville, and his guests and colleagues are none

other than the cast of the musical Flag of

Freedom, whichwill run on 27April, or Free-

dom Day, and which is centered around the

    French Revolution.

Isnt it ironic? I didnt realise the signifi-

cance of the opening day until I physically

looked at a calendar, Wright tells Tyger-

    Burger.

    First experience

The cosy little 95-seater theatre he runs in

the heart of Boston in Bellville will play host

to the 14 actors, most of whom have never

been on a stage in their life.

Many of the castmemberswill have their

first experience of live performance in Flag

of Freedom. As director, it is wonderful to

workwith a group of people that are so eager

    and talented.

They are 14 in total and from as far afield

    as Strand toKraaifontein, BlueDowns, Delft

and Edgemead, and their efforts will be

brought to life by the Fresh Theatre Compa-

ny (FTC) in collaboration with the CAT un-

    der Wrights direction.

    Wright, an experienced actor, director

    and stage manager himself, practically

lights up as he tells of these special actors

hosting them is the culmination of all his

efforts to get amateurs from all over onto the

    planks and into the arts.

The FTChas been producing shows since

2001 and its aim is to offer a platform for the

amateur actor, singer or dancer to showcase

    their talent, says Wright.

Flag of Freedom is no different. The cast

is a mixture of the novice to the experienced

actor working in perfect harmony creating

the unique look and feel for the production.

    Suitable for entire family

What makes the production even more

special, is that the youngest member is only

eight years old, Wright says. The eldest is in

    his 50s.

The production is visually beautiful with

plenty of scene changes and visual effects,

he says, pointing to the lighting and painted

scenery behind him on the stage.

It is a wonderful feel-good musical that

is suitable for the entire family.

Wright invites all up and coming talent to

knock on theCATs door and if his own ener-

gy is anything to goby, thismusicalwill defi-

nitely leave a revolutionary light burning in

all its attendees minds after the final cur-

    tain call.

The play will run for only four days until

30 April and opens on Freedom Day at 20:00.

portion of Wellington Road in Dur-

banville will be closed for traffic from

around Monday 18 April for the top-

ping of the large eucalyptus trees along the

road by the City Parks Department.

The section of Wellington Road from

Skool Street (in front of Durbanville Medi-

Clinic) to Langeberg Road will be closed for

short periods to drop major branches. The

exact starting date will depend on weather

    conditions and other circumstances.

According to a media release by the City

of Cape Town, thework includes the cutting

down ofmajor trunks at a height of between

    10 to 12 metres.

    Thiswill result inhighvolumesofmateri-

al dropping on the road surface and verges.

A small number of trees will be removed.

The work necessitates closure of one lane

the lane closest to the trees. The entire

roadmight be closed for short periods not

more than 10minutes at a time to dropma-

    jor branches.

There will be flagmen on duty. Limited

temporary signage will be erected indicat-

ing road closures and alternative routes,

Chantal Michaels, director of City Parks,

    said in the media release.

Emergency access will be granted to the

    hospital.

This drastic measure is taken to reduce

tree related incidents and risks along this

section of road and to improve safety and

    living conditions for residents Morning-

    star, according to Michaels.

City Parks undertook a thorough inves-

tigation into the safety of the trees, also con-

    sidering consultant studies.

Topping (or lopping) appears to be the

best long-term maintenance solution to re-

    duce tree related risks.

This practice is out of the ordinary and

is only applied in exceptional circumstan-

    ces, she said.

We require the understanding and pa-

tience of residents with this projected to

make the route safer for all users.

We particularly request road users to be

patient and not use the route for their own

safety during the work periods, she urged.

    Road closed for trees

The red section of Wellington Road between Skool Street and Langeberg Road in Durbanville will

be closed or partially closed during the tree works. The green line suggests an alternative route.

    which township communities are

taught to organically grow their own

food, as well as generating an income to

    illions of tons ofwaste canbedivert-

ed from the crammed Cape Town

landfills by means of a new home

composting project to be launched soon.

    Some 5000 home composting containers

will be made available free of charge to in-

terested home owners city wide, of which

about 200were allocated to Brackenfell and

Kraaifontein. Each of the Citys 23 sub-

councils will receive an equal allocation.

According to a report tabled before the

    local subcouncil, distributionwill start aft-

er the launch which coincides with Earth

Day on 22 April. However, interested home

owners will have to meet the qualification

    criteria.

The initiation of this programme fol-

    lows detailed research, which indicated

that an average of 16.9kg per household per

month of organic kitchen and gardenwaste

can be diverted from landfill by using these

containers, says city official Noel Johan-

    nessen.

The study which was conducted in 2013,

indicated that 90% of the participants used

to throw their organics into thewheelie bin

while one year later more than 78% of the

    respondents were composting at home.

Budget has been allocated for the pur-

chase of 5000 home composting containers

per year for the next three years from 2016,

and once the 5000 units have been allocat-

ed, all applicants thereafter will go onto a

waiting list until the next consignment ar-

    rives, he says.

Johannessen says that only home own-

ers, serious about gardening and caring for

the environment, should be issued a con-

tainer. There is a higher probability that

they will continue in this new waste man-

    agement behaviour by diverting organic

waste into the container. As such, some cri-

teria have been included in the application

process. This includes a secure gardenarea

at the home with a minimum of a 1x1m

er and a minimum of 30x30m covered by

se gras gee so asof sy ledemate vasge-

    vries was.

Spottie was die hond van kennisse van

my pa-hulle in my grootwordjare in

Bloemfontein. Ek het baie by die een

    seun gaan speel.

Dit was mense wat n n hond moes

    aanhou nie.

    Wanneer Spottie se heserige kroepblaf-

fie oor die werf geweeklaag het, het dit

vir my kompleet geklink of hy self besef

die dice het vir hom verkeerd geval.

Hy is die huis verbied. Die paar keer

wat hy dit sou waag om sy neus oor die

kombuisdeurdrempel te druk, is hy met

n koor van voertsekke deur die gesin

verja. Soms het hy sommer n skop

    gekry.

    Ekt altyd sy rug

    gevryf, maar het

    daarna gewoonlik

    van kop tot tone

    gejeuk. Spottie het

    elke denkbare

    vlooi, bosluis en

    kruipende gogga in

    sy pels gehuisves,

    want hys nooit in

    sy aardse bestaan

    gewas nie. Die

    naaste wat hy aan

    n bad gekom het,

    was as n donder-

    storm losbars en

hy druipnat onder die enigste vyeboom in

    die agterplaas skuil.

Sy slaapplek was n goiingsak op n

    yskoue en onbeskutte sementvloer.

Wanneer ek wintersaande in my snoesige

bed na die geraas van die boomtakke

teen geute geluister het, het ek my

verbeel dit was ou Spottie se ribbes wat

    so teenmekaar geklapper het.

Spottie is by die huis gelos wanneer sy

mense met vakansie gaan. Deur die loop

van die jaar is braaivleisbene en muf

broodkorsies gevries, wat dan as Spottie

    se vakansiekos moes dien.

Op n keer het Spottie n voornemende

inbreker aan die been beetgekry. Di

lawaai het sy huismense wakker gemaak.

Die volgende dag het Spottie se baas

trots vertel van sy getroue waghond,

selfs Spottie se kop gestreel, maar toe sy

hand vinnig weggeruk en Spottie toege-

    snou: Voertsek, man, jy stink!

Dis toe dat ek besef: n hond is dalk n

mens se beste vriend, maar n hond kan

nie altyd dieselfde van n mens s nie.

    After last years devastating

chaos at the Post Office, we all

had high hopes that the service

    would return to normal and

that we could use the post

    office with relative trust to

    deliver our mail reliably again.

    Alas, it has not happened.

    I posted a small parcel on 24

    November by airmail to

    Germany, and they finally

    received it on 15 January.

    (almost 5 weeks for airmail?)

    Another airmail parcel was

    posted on 22 January, which

still has not arrived. A letter

    from Pretoria took six weeks

to arrive. It was posted with

fast mail what a farce! I

    am beginning to suspect that

the Post Office cashes in on

    airmail, but sends it surface

mail to save on costs. Can

    anybody blame me for thinking

    this?

    We have become so accepting

of bad service that we are

thankful if we get our post at

all, shrugging it off with oh

    well, at least it arrived.

I would love to know if other

    people had similar experiences.
